There are many opportunities for computers to assist in dragline mine planning. Three important areas particularly lend themselves to computer assisted study. These are overall mine design and planning, the computation and display of range diagrams and the calculation of production and production variability. The computation of range diagrams is of particular interest because of the importance of matching the dragline and site geometries. This paper examines the uses of range diagrams in dragline mining and illustrates the application of computer techniques to the computation using one such program as an example. The use of computer generated range diagrams for machine selection, pit design and in parameter analysis is discussed. Directions for further development are also provided. There is a great deal that can be done to additionally enhance the ability to provide accurate designs for the dragline operation. One area that needs special attention is the dumping of overburden around access ramps into the pit. This situation is one of the most difficult dumping sequences and affects machine selection and pit operation. It is also suggested that programs that simulate the production schedule of the drag-line would be useful. It is concluded that large overall mine planning programs are very important in dragline mining. However, smaller programs designed for a specific, task are also important tools in many cases. These are easy to learn and use, well adapted to the PC environment and provide useful information, both for design and for daily planning.

The Environmental Protection Agency (EPA) is beginning to provide compliance assistance visits to various industries, including mining, for Emergency Planning and Community Right-to-Know Act (EPCRA) compliance. The EPA inspectors may consist of a multi-media team deployed to review systems and procedures for EPCRA Sections 302, 304, 311, and 312. The Team’s focus may include emergency response plans, training programs, qualifications of personnel, and release notification protocols. This presentation takes a look at the EPCRA compliance challenges faced by Arizona copper mining and processing facilities.

Arsenic sulfide [orpiment, realgar, amorphous AsS and As2S3] oxidation rates were measured in mixed flow reactors at pH~2 and temperature of 25-30oC. The measured oxidation rates for arsenic sulfide solids by dissolved oxygen are in the range of 10-11 to 10-10 mole m-2 s-1 after being normalized to final surface area. The order of arsenic sulfide oxidation rates decreases at pH~2 from amorphous AsS > realgar > orpiment > amorphous As2S3. In comparison to pyrite, arsenic sulfide oxidation rates are approximately 1.5 to 15 times slower than pyrite oxidation rates at pH~2.

Mining Ventures are considered as high risk projects and therefore managing the risks is inevitable. Risk assessment is an important part of the complex process of risk management, hence applying appropriated and practical methods for ranking the risks associated with projects, can help to perform a better risk management. In this research the applicability of using Techniques for Order Preference by Similarity to Ideal Solution (TOPSIS) method for risk ranking in an underground mine, extracting by block caving method, was studied. Via this method, the risk associated with reserve estimation ranked as the first while in conventional method (P-I Matrix method) located in the sixteenth. Also there were significant differences in ranks of the other risks. Considering the more criteria, with different weights, in comparison with conventional methods, the results comprised from TOPSIS method are more reliable. By implementing this method risks are ranked better and more realistic and consequently then will be managed more efficient.

"Risk quantification may be used as a sustainable development index in the mining industry, since it encompasses both economic and social factors. In addition, it may assist in the development of a framework, which is also indirectly related to sustainable development, to prevent accidents and improve health and safety standards. However, risk quantification in the mineral sector involves diverse activities and is considered a very difficult task. Although statistical data report accident severity rates, incident rates and accident frequency rates, none of these allow for accurate risk calculations. In this paper, two risk calculation formulas, which may be used to quantify risk, as well as to identify hazardous activities in a workplace, are proposed. Numerical examples are given based on statistical data available through the MSHA database. Also a combination of a decision/fault/event tree that allows risk quantification is presented."

The amount of copper flash smelting slag has increased during the recent years along with an increasing slag-to-metal ratio. During slag tapping, some copper sulfide is mechanically entrained. As a result, it is necessary to recover copper matte from the slag by suitable methods. At present, the most common way is slow, controlled cooling in a transfer ladle. However, research on the detailed effects of slow cooling and the function of slag modification is rare. This paper described experiments that were performed at different cooling rates (0.5, 1.5, 3, and 7 °C/min), with and without additive. A detailed characterization of the copper-rich phase and its particle size was subsequentlymade using SEM-EDSmicrographs and image analysis software.With a decrease in cooling rate, the particle size of the copper-rich matte phase became larger. The addition of gypsum and carbon as a slag modifier affected the size of the copper-rich phase slightly, and its chemical composition was modified compared with the experiments without additive.

The coal mining industry in the western United States is seeing the same boom as the rest of the country and the world. Most coal mines in the West are operating flat out as the nation’s appetite for energy continues to grow. And many of the coal mines have either increased their production capacities or are in the process of doing so. However, transportation issues along with environmental restrictions are keeping many mines from expanding even further. Some coal companies held off on further expansion plans until Congress and President Bush could agree on a national energy policy, one that recognizes coal as the nation’s leading source of electricity. In August, Congress passed and the president signed into law such a measure (see Washington Survey, page 7). The legislation includes research funding for clean coal technologies. So western and eastern coal could become even more important in the national energy picture. This is particularly true as supplies of natural gas diminish and the price of oil continues to increase.

Defining the concept of sustainability is an important step for industry and society. It is necessary in order to clarify what it means when debunking the many misinterpretations pervasive in different levels of anthropogenic activities. Essentially, the extractive industry has a harvest of differences. Mining involves the extraction of natural resources which are finite, exhaustible, non-renewable, unsustainable, and pay only once. It is remarkable that the definition of sustainability that we will shortly arrive at has totally different characteristics from the definition accepted throughout society. We categorize nature as having its own destiny which is controlled by its own rules and principles and its own society, and is part of nature; therefore, society depends on nature and not vice versa as the initial focus. To society there are no conditions to humanize nature but only respect nature?s rules. It was a challenge to find simplicity for this task not only for the definition but also for the explanation of this concept specifically, to answer the question, ?what is the true meaning of sustainability?? Finally, we are also able through this definition to provide fuel for wide discussions and stimulate critical thinking to improve such a concept. As a result, we present this definition as the tool for society today and for future generations.

This paper presents a hydrologic closure design concept to minimize the risk of water discharges from closed mine tailings facilities. It evaluates the applicability of U.S. Nuclear Regulatory Commission guidelines to develop acceptable designs for the closure of tailings facilities that have a calculated adequate surcharge capacity for environmental protection and an emergency spillway for dam safety. The guidelines provide a basis to estimate an acceptable surcharge capacity of a Probable Maximum Flood series for storage of surface runoff. To be conservative and for redundancy with respect to dam safety, an emergency spillway is provided to pass the Probable Maximum Flood. Depending on the annual water balance, the surcharge capacity may be used by surface runoff and minor amounts of sediment that accumulates in the impoundment from year to year. The emergency spillway crest is then set at this level or above the surcharge capacity, whichever is higher. An example is given of the active Red Dog Mine tailings facility in Alaska where this method was used for the preliminary design of the tailings main dam at its ultimate closure configuration.

Probability function integration method is one of the influence function method. It is a widely accepted method in many mining districts in China and Poland mainly because its theory and formulae can well-represent the surface subsidence basins due to longwall mining of flat or near-flat seams. This paper introduces the basic theory of the probability function integration method and determines its 4 basic parameters by analyzing the measured subsidence profiles in eight longwall panels in Northern Appalachian Coal field. It also discusses the two methods for determining the 4 parameters. Finally the acquired parameters are used to predict the subsidence and deformation of the houses for damage assessment. Comparisons are made between the measured and the predicted subsidence. Probability Function Integration Method The probability function integration method for predicting surface movements and deformations is widely used in China and Poland. The governing equation of the method contains five parameters: subsidence factor, a, offset of inflection point, d, tangent of the major influence angle, tan fl, horizontal movement constant, b, and major dispersion angle e (e = 90. for flat seams). Its applicable range iis much larger including seams less than 30' from the horizontal, critical and noncritical mining and soft to hard overburden.

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

Introduction A computer program was developed for analyzing drum-type hoists before modifying an existing system or designing a new one. Its use permits the preliminary evaluation of a system before seeking technical assistance from mine hoist designers and manufacturers. The user-friendly program accepts a variety of data and analyzes hoisting systems for any balance state. The program can be used to calculate skip capacity to yield a desired production rate, solve for drum face width, select a permissible wire rope, estimate total horsepower of the hoist plant, and estimate annual power cost. Whether required for a large mining complex or for a relatively small operation, a hoisting system must be carefully designed to ensure the efficient, reliable, and safe flow of material. Because shaft sinking and hoist installation can total between 2.5% and 3% of the cost of opening a deep mine, proper hoist selection is critical. Today's mining engineer has at his disposal the most powerful design and analytical aid ever, the microcomputer. There is, unfortunately, limited software for the study of hoisting systems, unlike that for other materials handling equipment (Manula and Albert, 1980; Prelaz et al., 1964; Bucklen, 1969; Thompson, 1985). HOIST reduces a time-consuming set of calculations to a concise package of interrelated subprograms. A literature review revealed no common-user programs to analyze hoisting systems, although at least four major hoist designers/manufacturers/installers have their own in-house programs. To provide a tool with which the mining engineer could preliminarily analyze a materials hoisting system or could check the calculations of a hoist contractor, a computer program was developed. HOIST was written in BASIC for the IBM-PC for ease of program adaptation and to encourage field use on compatible systems. Details of program development are omitted, since the basic principles of hoisting analyses are relatively straightforward, simple, and readily accepted (Harmon, 1973; Nordberg, n.d.; Adler, 1957). Program features, intended usage, and benefits of the computerized solution are emphasized over theory development and mathematical rigor. Background The mine hoist system that is selected and installed at a mine is the "lifeline" of that mine, with installations lasting 20 years or more. Thorough study is warranted to ensure that productivity demands are met at a minimum cost per ton. The increased cost of a large, powerful, high-speed hoist must be offset by increased production to justify its selection. To optimize this tradeoff, an extensive hoisting analysis should be performed. The analyses to properly size the skip (or cage), the drum, and the hoist drive are conducive to computerization, permitting rapid evaluation of changeable operating and design parameters, such as velocity, acceleration, state of balance, and productivity demand. The program is particularly useful in conducting sensitivity trials, such as investigation into the effect of change of productivity on skip capacity and on horsepower of the hoist drive. HOIST is currently limited to the study of drum-type hoists with cylindrical drum(s). However, only minor changes to the program would permit analysis of friction hoists and conical drum configurations. Model development and testing The program is based on accepted equations and physical relationships. Examples of manual calculations formed the basis for decision points and program branching. Data is input in the order that it would be needed if the problems were solved manually. The choices are arranged likewise. HOIST was developed in sections, with manual solutions performed to check program logic. The testing became more rigorous as sections were completed. Output from one section becomes input for following sections, as appropriate. The simplified flow diagram of HOIST is given in Fig. 1.

Ontario Power Generation is building a 10.4-km water diversion tunnel in Niagara Falls, Canada. The tunnel is a two-pass, cast-in-place prestressed concrete-lined pres-sure tunnel with a nominal internal diameter of 12.7 m. It is mostly situated within the Queenston formation which swells in contact with fresh water and has very aggressive groundwater. Tunneling in this material presents challenges in both design and construction. The tunnel design includes for a membrane to eliminate the potential for rock swelling and to protect the concrete liner from the ground conditions. A unique three-stage Geotechnical Baseline Report (GBR) is being used and is expected to provide an equitable method of dealing with any variations in subsurface conditions.

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonites to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath, 1986 and personal communication). These bentonites typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X¬ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (US, Canada), better geological prospectivity (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock-market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This paper does not cover the aluminum industry oligopoly which is multi-national in character nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free-trade treaty will reverse that investment flow.

Rhenium, molybdenum and tungsten are the elements demanded by high-end technologies. These metals are found in process solutions in forms of their oxyanions: ReO4-, MoO42- and WO42-. The later two can exist in forms of iso- and/or heteropolyanions. Basically all three metals demonstrate very similar chemical behavior in aqueous solutions. Unfortunately, in their mineral sources these elements commonly accompany each other, like pairs of rhenium-molybdenum or molybdenum-tungsten. Their economical separation is a challenging task.

Your personal assessment of the minerals business. Gosh! When I think about what has happened to the minerals industry over the past 27 years that I have been a member of SME! There have been fundamental structural changes in the industry. And I think that SME has been quite successful in coping with these changes as well. There has been a reorientation in how the minerals industry does business. It used to be called rationalization. Today we call it reengineering. In addition, the minerals industry has become more complex and more global. Shareholders have become more vocal and demanding in the management of the business, asking for protection of their shareholders' value. In the 1980s, a fundamental change was precipitated by a merger and acquisition fever in all industries, including the minerals industry. Raiders such as T. Boone Pickens put enormous demands on companies that, in turn, had to spend substantial management time to fend off the raiders. This resulted in a major restructuring of the mining houses. Today, for example, Anaconda, Kennecott and Amax are only historical names.

This paper deals with the development of environment performance indicators (EPIs) for the steel industry. Environmental performance has become one of the key measures of business success. Emergence of continuing pressure from customers, employees, government and NGOs for environmental performance evaluation (EPE) of industries has led to evolve a framework for the development of sector specific environmental performance indicators. EPIs can be used by steel industry for assessing the continual improvement in environmental perfromance, selecting various eco-friendly options, benchmarking, environmental reporting, technology assessment and dissemination, evaluating environmental impacts and building EPIs based environmental management systems. The objective of this paper is to develop EPIs for steel industry and provide framework for development of environmental performance indicators based environmental management system and its integration with the overall management system. An indepth discussion has been presented concerning identification of EPIs, eavaluation of significance of EPIs, their prioritization and its integration with Environmental Management Systems. A new methodology has been proposed for implementing EPIs based environmental management systems . The material presented is derived in part from PhD studies of Rajesh Kumar Singh.

Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. Asbestos, an extremely useful natural resource, has been studied extensively mineralogically and for industrial application. Its extraction from ores has been greatly improved with respect to safety in the work place. In spite of that, there is a decisive effort in many countries to ban its use on the grounds that it is a toxic substance. This action resulting in drastic decrease in production and the possibility of destroying the industry. The chelation of asbestos with organic dyes seems to be a promising way to abate its toxicity. Dyeing can be done when the fibers are slurred in water at ambient conditions in the same way as textile fibers.
