The so-called "construction aggregates," sand and gravel, crushed stone, and several kinds of metallurgical slags, are used principally in the construction and maintenance of all kinds of roads, engineering structures, buildings, homes, airports, etc. Production of these aggregates is approaching two billion tons annually. In terms of tonnage produced, sand and gravel has been the leading mineral since 1954, with crushed stone gradually approaching an equal tonnage. Sand and gravel is of widespread occurrence and of wide variation in suitable gradation and quality. It is a low-value, heavy-loading, short-haul commodity. These characteristics account for the historic concentration of production tonnage in and near urban areas where construction activities are concentrated. The combination of improved urban and near-urban highway systems and the steadily rising rail rates for short-haul traffic has fostered a consistent change since World War II from rail to truck transport, with trucks now accounting for more than 807 of the tonnage moving away from the production sites. While there are increasing numbers of exceptions, truck transport of sand and gravel is generally limited to about 30 miles. The expansion of the urban and near-urban areas of even moderate density, which became so pronounced after World War II, has been the source of most of the sand and gravel industry's environmental difficulties. Dust, noise and truck traffic associated with the operations -- particularly truck traffic -- have, of course, generated public complaint. This has been particularly true in those many cases where housing developments have approached and even surrounded sand and gravel operations which were in operation before the development started.

Old mine workings are found throughout the Western United Sates on lands administered by the U.S. Bureau of Land Management (BLM), U.S. Forest Service (USFS) and private lands. Some of these mine workings date back to the late 1800s. There may be as many as 100,000 sites on lands administered by the U.S. Forest Service and Bureau of Land Management. The Bureau of Land Management has worked with the State of Montana and other agencies to identify and prioritize these sites on BLM administered lands. Following completion of the AML inventory work, the Bureau began an aggressive program to clean up priority sites. This presentation will highlight completed work as well as work in progress on several sites.

INTRODUCTION The demand for specialty metals in industrial applications is in it's healthiest state since the late 1970'8, and several specific markets are recording record sales. Such metals as gold, silver, zirconim., titanium, beryllium, gallium, germanium, the platinum group, and the lanthanides accounted for sales in excess of $2 billion in 1985 among the end uses covered in this report. Although specialty metals as a group have suffered the effects of recessionary pressures in the past, these metals have proved more resiliant than such large volume metals as copper and nickel. This is due to the unique physical properties they possess which makes the threat of substitution or replacement through technological development uneconomic. The outlook for these specialty metals is optimistic in electronics, catalysts, ceramics, and alloys, and their specialty status results .in a combined average annual growth in demand of 7% through 1990. WHAT MAKES THESE METALS SPECIAL? Such characteristics as electrical conductivity, corrosion resistance, catalytic activity, thermal stability, and optical properties allow the term specialty to be applied to these metals. More importantly, all of these metals possess more than one of these qualities, as shown in Table 1. [ ] These five major functions are important in the end uses for these metals, although the specific applications vary somewhat. Conductivity in term of low or high electrical resistance is of obvious importance to electronics manufacturers. Producers of circuit boards or semiconductors require such metals as gold, palladium, platinum, and gallium due to their low electrical resistivity. However, these producers also require such metals as beryllium in the oxide form for insulation components because of the compound's low electrical conductivity. Although the lanthanides' conductive characteristics are not particularly attractive in electronics, they are of great importance to alloy manufacturers producing permanent magnets for automotive and computer applications. Corrosion and wear resistant properties are extremely attractive to a number of end-use industries, particularly in view of the estimate by the United States Bureau of Mines that $10 to $50 billion in losses are experienced by U.S. industry due to equipment corrosion and $100 billion due to equipment wear. The strength of high purity titanium and zirconium make these metals the obvious choice for corrosion and wear resistance particularly in the chemical processing industry, where the ability to maintain integrity in corrosive environments is a must. Heat exchangers, nuclear control rods, and a number of parts in jet engines have benefited greatly from the use of these metals. However, such other specialty metals as beryllium, and the lanthanides also improve the wear or corrosion resistance in various products. For example, a beryllium-copper alloy contact maintains it's spring like character, and does not loose this character after repeated use, which could result in the loss of an electrical contact. Lanthanide, in the form of cerium oxide, is commonly employed in alloys used to produce catalytic converter casings for the purpose of reducing damage by corrosive road salt. In some instances, the catalytic activity of several of the specialty metals assists in the economic production of other materials. With the increasing importance being placed upon modernizing the coal industry as a result of recent developments in the international energy balance, computer control has been and is being instituted in many coal cleaning plants. Control techniques that are well established in many base metal industries have been adapted to coal washing. Essential to any control scheme is an accurate measure of the parameter which is to be controlled. A sensor is required that will provide information both quickly and precisely. In fine coal circuits, the critical parameter that must be measured and controlled is the per- cent ash contained in the clean coal product and tailings. Measuring the ash content of these slurry lines on a continuous basis enables the operating conditions in the circuit to be adjusted so as to obtain optimum separation efficiencies at all times. An on-line ash monitor has been developed and tested at Michigan Technological University which is capable of making percent ash and percent solids determinations instantaneously. Two radioisotopes are employed in this system to generate signals that can be related to the density and the ash content of the slurry. Such data provide a means to execute a short term control strategy.

Successful implementation of computer systems deals with meeting final systems objectives and cost and schedule requirements, but the final success is dependent upon personal inter- action. This is a case history of the installation of responsibility reporting at The Anaconda Co.'s Twin Buttes operation, later to become Anamax. The study has been documented as it occurred in hopes that it will illuminate the "people" side of computer systems implementation. Systems implementation involves negotiating with people. "The cooperative approach to negotiation (Nierenberg, 1968) the approach which vostulates that all varties must come away having gained something is based on a simple but important premise. Negotiation takes place between human beings. You cannot negotiate with a computer." This is a look at the human side of a major system installation. An attempt is made to show how a reporting system enabled a company to take a new look at itself. It is also an example of statements made by Toffler (1970) in Future Shock. "As machines take over routine tasks and the accelerative thrust increases the amount of novelty in the environment, more and more of the energy of society (and its organizations) must turn toward the solution of non-routine problems. This requires a degree of imagination and creativity that bureaucracy, with its man-in-a-slot organization, its permanent structures, and its hierarchies, is not well-equipped to provide."

INTRODUCTION Tens of deposits in' coal basins of Western and Eastern Siberia are being open-mined with the technology of overburden rehandling into the mined out space of pits by excavators - draglines. This technology is preferred due to the high productive Russian equipment, comparatively low cost, and relatively small Influence exerted on the environment. The basic tendency of the last decades is the aspiration for enlarging the sphere of the' technology application for development of gentle and steeply dipping seams with the use of blast destruction of overburden and with combined winning of loose alluviums and rock partings. Complex technological schemes with multiple rehandling are widely used. In addition to it, stripping workings, intermediate storage of mineral resources, placing of transport dumps, and engineering construction can be realized with the use of draglines. More than ten of dragline faces are simultaneously exploited in some pits, and the rehandling coefficient ranks from 0.1 to 8. Here, conditions of winning and placing (position of a face and existing dump) are varying in space and time; this leads to the necessity of reconsidering the order for conduction of works (schemes) within the current designing. By now, in order to this, it is required to realize complex engineering calculations by graph-analytical methods and definite experience. The need is available for automatization of this process by creation of the corresponding software. The software is to: • Orient on the active pits and use information on the existing geology, equipment, and situation in mine. • Calculate the existing schemes more operative and on a higher qualitative level to model their development in a pit space with parameter optimization. • Predict situations demanding to change the existing technology for mining operations and recommend optimal technological schemes. METHODOLOGICAL FOUNDATIONS FOR MODELING The problem is not new, it has more than fifty year-old history of creating mathematical models algorithms, and programs in Russia, Ukraine, USA, Canada. Australia and other countries with the developed mining branch. Conventionally, all population of programs can be divided into three groups depending on goal and interval of prediction: • Long-term programs used in designing and intended for substantiation of the nine capacity, selection of mining system, establishment of limits for applying the technology of overburden rehandling. General. Copper, the first metal used by man, today is the third in consumption after iron and aluminum. Compared to these it is relatively rare, with less than 0.01% of the earth's crust copper, 8% aluminum, and 5% iron. Nevertheless. our modern civilization is heavily dependent upon copper because of its high conductivity and resistance to corrosion, ease of working, durability, wide range of properties by virtue of its readiness to form alloys with other metals, and its attractive colors and texture that make it so desirable for many crafts and arts. These attributes explain why copper is chosen for a long list of uses, including electrical wiring, switchgear, and bus bars; piping, roofing, and siding; and manufactures of brass, bronze, and other alloys. The fact that copper ore is mined in nearly all parts of the world is significant. Its importance is shown in Table I, which gives figures on world production from 1968 to 1977. In the Free World, North and South America and Africa are preeminent. The table also shows the generally upward trend of production in this period; accurate figures for 1978 and 1979 from the same source are not yet available (1980), but it is certain that major environmental, economical, and political factors continued to disturb the industry in those years and into 1980.

"The National Institute for Occupational Safety and Health (NIOSH) National Personal Protective Technology Laboratory (NPPTL) is leading an effort to develop the next generation of self-escape breathing apparatus for egress from confined spaces in emergency scenarios. A backpack style closed-circuit mine escape respirator design was one configuration explored as part of the research imperative directed by the 2006 MINER Act. Stakeholder feedback from MSHA and at the NIOSH Breathing Air Supply Partnership Meeting indicated a smaller belt worn unit that does not sacrifice performance is desirable. This paper outlines some further technology advancements that may be investigated toward developing such a small-sized respirator. Technologies being considered are novel chemicals for improved carbon dioxide (CO2) absorption and oxygen (O2) production, eliminating a dedicated CO2 scrubber by incorporating its function in the spaces of the respirator’s breathing loop and storing O2 in a liquid form with long standby capabilities. When these technologies are applied to a future design, there is the possibility of having an escape respirator that can be belt worn and capable of being certified to 42 Code of Federal Regulations (CFR) Part 84 standards, including sub-part O for escape purposes including mine escape. BACKGROUND NIOSH NPPTL has a Research and Development effort to provide mine workers with state-of-the-art breathing air technologies to comprehensively support initial and continued self-escape, refuge alternatives, and rescue needs, resulting from mine emergencies. As part of this R&D effort, NIOSH invested in the development of a next-generation closed-circuit mine escape respirator (CCMER) which would be compliant with NIOSH’s respirator standard requirements, 42 Code of Federal Regulations Part 84, including sub-part O. The design features of the CCMER also address the MINER Act’s requirements for transitioning between devices without the need for doffing the initially donned device. It would also allow for improved protection when using voice communications with a donned device ."

INTRODUCTION As the world's supply of near-surface metalliferous ore bodies is depleted, more emphasis must be placed upon mechanized bulk systems of underground mining. In particular, block caving is becoming increasingly important as a method of mining low to moderate grade deposits at depths of somewhat less than 1219 m (4000 ft). 00 ft). The block caving method requires that the ore body be completely undercut, thereby removing its means of support and inducing failure which progresses from the undercut to the ground surface. As the span of the under- cut increases and the weight of the overlying crushed ore body becomes greater, large stresses are induced on slusher and haulage drifts. Stability of these drifts is critical in block caving operations and often proves to be an extremely difficult task (Kendorski, 1976; McWilliams, 1975). Slusher drift maintenance can be costly, often exceeding that of the original support costs. This chapter analyzes the ground support problems of an Arizona block caving mine. The mine presently uses monolithic concrete liners as a support method. Failure of the liners occurs as the undercut approaches, thus initiating a maintenance problem which will continue until the ore body is depleted in that block or panel. To examine this problem, a simple analysis of the stresses induced by the advancing undercut was per- formed. Utilizing a design method developed by Dixon ( 1973, 1974), the calculated stresses were used to deter- mine the minimum thickness required for varying section shapes of unreinforced concrete liners. It is found that the thicknesses required for stable linings are not economic. Recently developed empirical methods of support de- sign are utilized (Barton, 1974; Bieniawski, 1973) and compared to the analytical method. A final discussion of alternative methods of support is given with recommendations for the use of passive or "yielding" support methods. LAKESHORE MINE (GENERAL GEOLOGY) The Lakeshore copper property is located in Pinal County, AZ, approximately 45 km (28 miles) south of Casa Grande. The Lakeshore deposit is a porphyry cop- per similar to others in Arizona. The ore body consists of disseminated chalcopyrite and fracture fillings in quartz monzonite porphyry (QMP), Cretaceous volcanic (KVS), Precambrian diabase, and Mescal limestone. The ore body has been divided into three distinct zones of mineralization which have been termed (South, 1972) the oxide zone, the sulfide zone, and the tactite zone. The oxide zone occurs in the upper portions of the ore body and consists primarily of leached and oxidized quartz monzonite porphyry and Cretaceous sedimentary and volcanic rocks. The sulfide zone underlies the oxide zone and includes all quartz monzonite porphyry and Cretaceous rocks which have not been oxidized. The thickness of the sulfide zone is variable and ranges from about 61 to 122 m (200 to 400 ft). The tactite zone occurs in a series of Paleozoic metasediments consisting of tactite, quartzite, diabase, hornfels, and dikes of quartz monzonite porphyry. The tactite zone is highly variable in thickness and underlies the Cretaceous volcanic and sediments throughout the mine. Together, the tactite and sulfide zones are known as the thick or tall sulfides. The greatest support stability problems occur in mining of the tactite zone and are therefore the subject of the remainder of this chapter. I also would like to thank my management, Cometals. Inc. for permitting me to take time out from the daily hectic pace of marketing and trading to share with you some of our experiences and expertise. Cometals, Inc. is a wholly-owned subsidiary of Commercial Metals of Dallas. The transportation and handling costs of industrial minerals frequently are a major component of the value of the goods marketed and, therefore, it is only natural that close attention should be paid to them. Many of the industrial minerals require special handling to assure that the material reaches the consumer without being contaminated or getting wet. Two types of factors direct the search for gypsum deposits-geologic factors and economic factors. The prime control and major economic factor is the market for the possible products. The major geologic factor is the control of the depositional environment, which determines whether or not a deposit exists within a given market area. After discovery of a deposit, the distinction between economic and geologic factors is not as clear as before, and the geologic characteristics of the deposit become the economic factors in evaluating the deposit for production and processing. The geologic characteristics are concerned with 1) the gypsum rock, 2) the host or country rock, and 3) geologic fluids, such as gas and water. Prospecting includes both original discovery and the continuing information-gathering period. During this time the above three characteristics of the deposit are determined, usually from core drilling, from phenomena observed during drilling, and from the core and hole. Important information and means of gathering it include sample analyses, sample volume, impurities and their distribution, water levels, aquifer tests, permeability measurements, rock strength tests, rock and overburden thicknesses, rock types, and direct observations of water and gas. Data gathered or inferred from all of these determine the mining or quarrying geometry and environment: which in turn determine the equipment, development, production, and processing costs. Impurities in gypsum deposits are very important in manufacturing processes. The impurities and their effects vary widely from inert minerals with little effect to reactive minerals with strong and mostly detrimental effects.

The relationship between bauxite and energy has two distinct aspects. On the one hand, since virtually all of the bauxite that is mined winds up as aluminum metal, the economic health and future of the bauxite industry and of the bauxite-producing countries depend on the continuing vigour and competitiveness of aluminum against alternative metals and materials. The price of aluminum is, in turn, particularly dependent on the price of energy. Hence, the need for bauxite is ultimately affected by the price of energy. The second aspect relates to location of the bauxite industry. There is no shortage of bauxite resources in the world. For various reasons, as we shall see, there is a growing tendency toward the integration of bauxite mining, bauxite refining and aluminum smelting in those countries that have the resources both of bauxite and of energy necessary to support the entire production chain. Thus, the availability of attractive energy supplies will increasingly favour development of bauxite mining: the traditional export of bauxite as a simple raw material is likely to diminish in relative terms. In short, both the amount of bauxite mined and where this mining will take place are related to energy considerations. Let us first have a brief look at the four basic activities that are involved in our integrated operations: A. The bauxite is mined and moved to an ore plant. This step does not require more than relatively modest amounts of energy normally associated with excavation, loading and shipping of any bulk material. We need about four or five tonnes of bauxite for every tonne of metal produced.

FOREWORD This paper is based on the authors' experience gained in the environmental assessment of major uranium projects in the former Department of Science and the Environment and Department of Home Affairs and Environment of the Australian Government. The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

Introduction The mining industry has a poor public image. It is often perceived as a despoiler of the landscape and a polluter of the environment, and there is little recognition of societal needs for the raw materials and fuels that this industry produces. There are many reasons for this poor image, but an important one is that a substantial number of mining operations have caused significant damage to the environment. Many of these operations, particularly those that now are abandoned, continue to have an adverse impact, principally in the form of water pollution.1 In some cases, the damage caused by this pollution extends well beyond the immediate region around the mine. Chemical contamination of ground and surface waters can, and does, occur in nature when these waters flow through or over undisturbed, mineralized rock masses. However, the problem is greatly exacerbated by mining because the mining activities increase, by several orders of magnitude, the permeability and the surface area of rock that can be contacted by percolating water. Water flowing through either the mine workings or the waste rock dumps becomes contaminated. Pollution can also arise if leachate from tailings ponds enters either groundwater or surface waters. This leachate may contain chemicals used in processing the ore. The magnitude of the threat posed by mining wastes depends on the type of minerals in the deposit, and on the chemicals used to process the ore. The magnitude of the threat also depends on two other, site-specific factors. One is the volume of water flowing into the mine and through the dumps, which depends on rainfall patterns, topography, and whether the mine workings are surface or underground. The other is the proximity of the pollution source to groundwater or surface waters, which depends on both the climate and geology. These factors influence the concentration and the quantity of polluted water forming and reaching the receiving water. Mining activities present a potential problem of enormous scale. Vast amounts of rock are mined each year2 and, as noted above, substantial problems have arisen at some mine sites. These problems are usually exceedingly costly to address, and it is imperative that these mistakes not be repeated. There are indications that we can accomplish this goal; we now better understand the processes that cause pollution and have methods to prevent or contain it. In addition, in the past few decades society has started to recognize the need for all industries to operate in a manner that maximizes the health and safety of workers and the public and minimizes adverse environmental impacts. A variety of recently enacted federal and state laws regulating public health and environmental hazards reflect the increasing concern over these issues. Many statutes, such as the federal Clean Air Act and the Clean Water Act, encompass activities undertaken by the mining industry. Other laws, such as the Surface Mining Control and Reclamation Act, have been written to regulate specific hazards posed by this industry. At the present time, the federal government. through the Environmental Protection Agency (EPA), and several state governments, are preparing new regulations specifically tailored to control the disposal of mining wastes. Given the magnitude of the potential environmental and health risks posed by disposal of mining wastes and the regulatory costs to the mining industry (both of which are due to the tremendous volume of waste generated), it is especially important that regulators have a good understanding of the different types of mining wastes and the risks they are likely to pose in various geographic and climatic circumstances. Only then can a regulatory program be designed with suitable procedures and substantive criteria to protect the environment and ensure compliance, while avoiding unnecessary or wasteful expenditures. California has long enjoyed a large, active mining industry. Today it produces a wide range of mineral commodities. The revenue from production of non-fuel minerals in California ($2.85 billion in 1988) greatly exceeds that of any other state. About a third of this revenue is from the production of inert sand, gravel and crushed stone. However, the remainder is from the production of a wide range of materials. These include boron minerals, rare earths, asbestos, talc and pyrophyllite, and gold. In earlier decades, an even broader range of minerals was produced, including mercury, copper, lead, zinc, and barite. There are acute environmental problems at some of these early mine sites. Because in 1987 the state of California was engaged in a revision of its regulations for mining waste disposal, the legislature commissioned a study by researchers at the University of California at Berkeley to investigate and review: the magnitude of the problem posed by these wastes, • the best feasible control measures available for waste management and disposal, • the problems of abatement and cleanup at so-called "problem" mine sites, • the current regulations imposed on mining waste disposal by various federal, state, and local agencies and the effectiveness of these regulations. This paper summarizes the principal findings from this study (Mining Waste Study, 1988). The lessons from this investigation are likely to be of general interest because of the diversity of mineral products produced, and the wide range of geographic and climatic conditions encountered. The acute problems seen at some of the older mines are typical of the western United States, and teach useful lessons on strategies that should be implemented at new mines to prevent recurrences of these problems.

INTRODUCTION There are many mine planning factors in sublevel caving, as in the other mining systems, which when varied can substantially alter mining costs and profit¬ability. In this chapter, the following four topics are addressed with regard to economic optimization of sub¬level caving: production planning, haulage level spacing, orepass spacing, and extraction cutoff. The costs used here are the right order of magnitude but since each mine is unique, they should be considered only as examples. The objective is to demonstrate the tech¬niques which can be used. In a real mine, the evalua¬tions must be done using actual costs and conditions. It is difficult to predict exactly the costs involved, and therefore it is valuable to perform a sensitivity analysis to evaluate the effect of making incorrect as¬sumptions. Since the mining industry is very capital intensive, the effect of the interest rate must also be studied. PRODUCTION PLAN FOR AN IRON ORE DEPOSIT Introduction The first and most important thing to do before de¬signing an underground mine is to establish a long-range production plan. Such a plan is necessary for all eco¬nomic evaluations and should provide information about the lifetime of the mine, how much ore and waste must be handled per year, how much development per year is required, etc. An example is given in the following section. Problem In an iron ore mine sublevel caving is used. The iron content is 42%, and the mine supplies a pelletizing plant with an annual capacity of 3 million t/a. The ore body is shown in Fig. 1. The length of the ore body is 1000 m and the width is 100 m. Each slice is 10 m high, and there are 10 m be¬tween crosscuts, each of which has an area of 20 m2. The density of the ore is 3.5 t/m3. The spacing between rings is 2 m, and the extraction is 100%. The iron con¬tent is 66% in the pellets and 6% in the tailings. The problem is to develop a detailed production plan. A typical sublevel caving sequence is shown in Fig. 2. Solution Amount of ore per meter of crosscut: 20 X 3.5 = 70 t. Number of crosscuts per slice= 100. Length of crosscuts per slice: 100 X 100 = 10 000. Ore from crosscuts per slice = 10 000 m X 20 m2 X 3.5 = 700 000 t. Number of sublevel caving rounds per slice: 10 000/2 = 5000. Area for each blast in sublevel caving: 10 X 10 - 20 = 80 m2. Amount of ore per blast: 80 m2 X 6 m X 3.5 = 560 t. Extraction: 100% (see extraction curve Fig. 12). Loaded ore per blast: 75% or 420 t. Loaded waste per blast: 25% or 140 t. Total: 560 t. Total amount of rock from each blast in the sublevel caving: Ore: 560 t of which 2 X 70 = 140 t from develop¬ment work and 420 t from sublevel caving. Waste: 140 t. Total: 700 t. The ore needed per year is 3 X (66-6)/42-6 5 mil¬lion t. Necessary number of blasts per year= 5,000,000/ 560 = 8929. Distance to develop per year = 8929 blasts per year X 2 m per blast 17 858 m. Total amount/year: Ore from development work 17 858 m x 70 t/m = 1.25 million t/a Ore from sublevel caving: 8929 blasts per year X 420 tons per blast = 3.75 million t/a 5.00 million t/a Waste rock dilution: 8929 blasts per year X 140 tons per blast 1.25 million t/a Total amount to hoist 6.25 million t/ a The amount of ore from development work will in¬crease a little if the horizontal drift is placed in the ore body and not in the footwall. In this example the ore loss in 20%, and the waste rock dilution is also 20%. After taking the ore loss into account, the lifetime for 100 m of the ore body will be:

The base of the stone quarry still stands today, as imposing as any Mavan temple or Egyptian pyramid. For 80 years it has been a reminder to those who must sweat to earn a wage. There are no plaques to indicate its impressive history. Rather, it stands as a towering monument to the masons and stone cutters who built it-a testimony in stone to that most demanding and back-breaking of industries. Take your imagination back to the limestone quarries at Split Rock, near Syracuse, NY. The sound of an occasional steam drill and the mighty roar of a dynamite explosion herald progress. The ring and crash of a hundred sledge hammers are music in the calloused hands of the quarry men. It is a symphony of man against nature. Hundreds of sweat-soaked men break up the blue Onondaga limestone for the "sodi ash," the popular name for the quarry owner, the Solvay Process Co. Nearby, expert stone masons fit mammoth 454-kg (1,000-1b) blocks of cut stone into place, building the foundation for what may have been, back in 1902, the world's largest stone crusher. Consider for a moment, a modern stone quarry. The business is now essentially one of machine against nature. The shovels, drills, conveyors, and locomotives help make the quarry of today a profitable venture. Now consider the quarry of the early 20th Century. Anyway you look at it, a tougher, more demanding life would be difficult to imagine-12 hours a day, all kinds of weather, breaking up tons of rock that had been drilled, blasted, or pounded from the bowels of an uncooperative earth. Before proceeding, it might be prudent to briefly describe the history of the Split Rock quarries. Before the purchase of the quarry lands by the fledgling Solvay Process Co. in 1889, the quarries already had a reputation literally chiseled in stone. Most of the municipal buildings in Syracuse were made of it, as well as over half of the Erie Canal, including the engineering marvel of the time, the Montezuma Aqueduct. Most of the siliceous rocks of the Arkansas Novaculite are novaculite, but they also include some chert, siliceous shale and, rarely, sandstone. Novaculite is defined as a homogeneous mostly white or light-colored rock, translucent on thin edges, with a dull to waxy Juster, and comprised almost entirely of microcrystalline quartz. The most plausible theory of origin for novaculite is that primary silica from submarine volcanism was picked up by organisms and deposited as amorphous silica, which was subsequently converted to microcrystalline quartz (novaculite) through diagenesis. The Arkansas Novaculite crops out over an east-west distance of 200 miles in the Ouachita Mountains of Arkansas and Oklahoma. Three divisions of the formation have been defined: a Lower Division, almost entirely massive light-colored novaculite; a Middle Division of interbedded dark chert and shale; and an Upper Division of massive calcareous novaculite. The Lower Division and most of the Middle Division are Devonian in age, and the remainder of the Middle Division and all of the Upper Division are Mississippian. The massive novaculites of the Upper and Lower Division attain their maximum development along the southern and central outcrop belts of the formation in Arkansas, and it is these rocks that are the source of current silica production. The calcareous novaculite of the Upper Division weathers readily to a light-colored, porous, less brittle rock, and in places to tripoli deposits. Currently tripoli is mined from a single deposit near. Hot Springs, Arkansas, and the rock is processed for highly specialized filler and abrasive applications. In the vicinity of Hot Springs, Arkansas, certain novaculite layers from the Lower Division with unique textural characteristics are quarried and processed into whetstones. Several small quarries produce this rock for two local and one out-of-state whetstone-fabricating plants. Chemical analyses of composite samples of novaculite from both the Upper and Lower Divisions taken at widely separated localities average 99 percent SiOz indicating a substantial resource of high-silica rock.

The Extent of Government Involvement In 1982 national governments in the Non-Socialist world owned at least some equity share in an estimated 49 percent of the bauxite mining capacity located in their own countries.* By comparison, as Figure 1 shows, in the same year governments owned at least part of an estimated 33 per cent of primary aluminium smelting capacity. In other industries, national, or state governments in 1982 held at least part ownership of mining capacity in 42 per cent in the copper industry, 34 per cent in the tin industry, 23 per cent of the zinc industry, 15 per cent of the lead industry and 11 per cent in the nickel industry. Thus while within the aluminium industry attention has focussed on the share of government ownership in the primary aluminium sector, national government involvement through ownership is larger in the bauxite sector. Moreover, ownership by government is more widespread in the mining of bauxite than in the mining of all other principal non-ferrous base metals. Yet while the equity participation of governments in the bauxite sector is widespread, it is but one of many forms of government involvement. In addition to direct ownership or equity participation domestic government involvement has taken the form of legislation to protect the environment, controls on the level of production, insistence on the export of ore, pressure to maintain levels of employment, controls on the type of fuel used, foreign exchange *Capacity which is owned in whole or in part is included within the state sector, but capacity in one country which is owned by a wholly or partly owned government company in another company is not included in the state sector; e.g. the capacity of the Trombetas mine is included in the state sector but the capacity of Delphi bauxite would not be included.

Africa is rich in natural resources, much of which remain untapped. Despite that, international mining companies have largely stayed away from the continent due to political instability in many countries, lack of infrastructure and the inability to gain control of mineral deposits. Today, optimism is growing concerning African mining. Many of its nations are moving toward privatization of their mining industries. They see it as a way to improve the lives of their populations and become politically stronger. Ministers from 22 African nations were Denver, CO in June for the World Bank's Multilateral Investment Guarantee Agency's Fourth Annual African Mining Investment Symposium. The three-day symposium drew more than 400 mining executives and government representatives. Foreign mining investment in Africa is on the increase. In 1996, international mining companies spent about $418 million on exploration. That is more than double the $190 million spent in 1994. Mining executives say the mining climate in Africa is improving because countries are privatizing the industry and rewriting mining laws that encourage natural resource development. They estimate that private mining firms now control about 80% of mining today. Mine development will help lift the living standards for Africans, the ministers said. The average income for ordinary Africans is about $500 a year. If this new mining boom continues, citizens of nearly all African nations will reap the benefits of better infrastructure and government services, as well as more higher paying jobs, the ministers said. They also issued a word of caution to mining companies attempting to join in the African boom. Concerns are being raised about the treatment of villagers and the environment. In the past, foreign companies would "behave about like colonial masters," said Gerald Ssendaula, natural resource minister for Uganda. Africa is in a different position now, he said. "Now we are solving our own problems." Mining companies must respect local communities or risk creating unrest that will threaten fragile new governments, said Akolang Tombale, chief geologist for Botswana. On the other hand, he said villagers must accept that mining development will benefit them. "They feel these are their natural resources. There must be a mutual interaction between the companies and the people."
