It's indeed a pleasure for me to speak to you today about the development and operation of large-scale surface coal mining projects in the western United States. It is an exciting story about American business working to solve a critical national problem -- the energy shortage -- through research, new technologies, financial innovation, and imaginative management. The North American Coal Corporation -- the second largest independent mining company and ninth largest United States coal producer -- is proud to be a part of this story. Our operations in North Dakota reflect the coal industry's Western activities. So, today, I would like to focus on our planned involvement in that state. I'll briefly survey why North American is developing large- scale surface mining in North Dakota, and I will outline the many problems associated with this coal development and how we are working to solve them. Finally, I will look at the financial and management techniques we are using to make it all work. In short, I'm going to present a case study of Western coal mining. Let's begin by looking at the reasons we are in North Dakota. The United States Bureau of Mines estimates that 44 per cent of the nation's total recoverable coal deposits underlie the three Northern Great Plains States of North Dakota, Montana, and Wyoming. We estimate that North Dakota alone has about 25 billion economically surface-mineable tons of coal with today's technology. North Dakota has the energy that could keep our factories running and our homes lighted In the years ahead.

This work applies the definition of "separation function" already introduced in the paper presented at the XVIII IMPC. This 'function" (defined for a certain size distribution after comminution of an ore) refers to the recovery distribution of a mineralogical species in a product made up of all the particles having at least a given content of that species. Many tests would be required to determine the liberation function for each mineralogical species, particularly for complex ores. Several stages of comminution would need to be examined and the mineralogical composition of the particles of each grain size class would need to be analyzed for each process step. A quick and dirty method is shown for obtaining the "separation function". It is based on the processing of data from topological maps of polished and/or thin representative sections of ore. By superimposing grids of different sizes over these maps and with appropriate combinations of mesh sizes, it is possible to simulate the grain size distributions linked to different stages of comminution and then evaluate the mineralogical composition of each grain. The procedure is carried out full automatically and can simulate a complete treatment circuit, imposing cut-off grades for the products at each separation phase. It is also possible to predict the results of treatment processes that involve grinding phases. The procedure has been successfully applied to complex ores containing several useful components.

Mines the world over tend to face a common range of problems. They begin life by trying to determine if there is sufficient product, usually under tons of earth, of sufficient quality to justify the operation. Once such a determination is made the mine must then be planned and brought into operation. Once operating most mines find that they are far away from suppliers, using very expensive equipment. Hence the three most common mining problems are, what does my ore body look like and how can it best be mined, how can I get sup- plies to my mine in the most cost effective way, and how do I control the vast dollars required to keep it all operating. Mincom started life by providing technical mining software to address the first of these problems and was very successful, particularly in the coal mining industry. However the company soon realized that if it was to become a significant provider of mining industry software it must also address the other major problem areas. Hence started what is now Mincom's largest business which is the provision of fully integrated mine management software with strong emphasis on materials and maintenance management to control costs. Mincom not only supplies the software but also provides a comprehensive implementation package using its own staff of experienced mining industry specialists. This papaer highlights some of Mincom's international implementation experiences.

Emissions of particulates, unburned hydrocarbons, nitrogen oxides (NO[ ]) and carbon monoxide (CO) from diesel engines are of concern in mines, particularly underground mines. All these undesirable products except NOx are the result of incomplete combustion in the cylinders. Various approaches to achieving more complete combustion in diesel engines have included different fuel compositions, use of catalysts, fuel additives, engine modifications, and oxygen-enriched intake air. The present study shows that injecting minute quantities of primarily platinum group metal catalysts into the intake air of a Deutz/MWM D916-6 mine diesel engine substantially reduces emissions in the exhaust. The catalyst injection system, which was developed by National Fuelsaver Corporation (Robin. 1981), transfers catalyst compounds in solution to a stream of air bubbles by a process called Bubble Fractionation (Lemlich et al.. 1966, 1968. 1970). The amounts are so minute that concentrations in the engine exhaust should be well below OSHA/NIOSH Time Weighted Average (TWA) exposure limits at steady state, a fact that was confirmed by analysis of collected particulates in the exhaust. When the catalyst injection was used along with a pleated paper filter to remove exhaust particulates, the filter operating life was shortened greatly. Therefore, this system is not recommended for use on diesel engines equipped with a water scrubber and a filter. It does offer a practical and relatively economical way of reducing exhaust emissions from other diesel engines, such as those in outby mine service

In many parts of the country, electric utilities use spot market coal to make up the difference between the amount of contract coal and the total amount burned. The utilities involved will normally have a structured contract for those companies supplying that spot coal. These contracts will often involve a pricing schedule with bonuses or penalties for coal above or below the specified coal quality goals. Normally, penalties will be assessed on the sulfur, ash, and other coal quality variables. This paper deals with some aspects of the pricing schedule of one of the eastern utilities that buys coal on the spot market. This utility has a number of plants that a supplier can attempt to supply through bidding procedures. The existence of the pricing schedule gives the supplier a number of different options. To the single-mine producer, options are available to send the coal to any demand site and to clean all, part, or none of the coal. In other words, he can ship to a number of different sites and can send different coal qualities to each site depending upon the level of preparation. In addition, the options to deliver blended coal to any given site will provide an additional level of complexity to the problem.

INTRODUCTION This paper deals with some practical aspects of the use and interpretation of dosimetric methods for assessing the exposure of workers to natural uranium. Consideration must be given not only to the scientific value of the method of dosimetry, but also to the practicality of the method in the particular working environment. It is generally accepted (IAEA, 1976) that uranium does not present a hazard during the mining and extraction processes up to the final concentration stage, that is precipitation as ADU or calcining to the oxide. Further processing (e.g. conversion to oxides, fluorides, etc.) is generally associated with the nuclear industry. It is customary for uranium processing facilities to be managed according to industrial norms rather than according to those applied for the purpose of radiation protection. This is mainly because of the large quantity of material to be processed and the fact that uranium is considered to be of a low radiotoxicity. Although ventilation is used to some extent, provision is not made for the same level of protection as would be required in a radiochemical facility. It is typical in such a plant to find that the process itself may be enclosed and ventilated, but the ventilation is inadequate to cope with an accidental release of material. The working environment is poorly ventilated, sometimes only by natural ventilation, and one frequently finds areas with high airborne dust levels, designated as mandatory respirator areas. Protection of personnel is dependent on personal protective equipment. Radiation protection is not of prime concern and personnel are not specifically trained in this subject. It is in this type of environment that acceptable monitoring procedures and personnel dosimetry must be established. The effectiveness and practical application of the dosimetry must also be judged against this working environment. DOSIMETRIC TECHNIQUES The methods available for assessing personnel exposure, whether it be in terms of chemical or radiological hazard, include urinalysis, faecal analysis and [in vivo] monitoring. Faecal analysis does not present itself easily as a method for routine use. Techniques for [in vivo] monitoring have been developed recently and as expensive instrumentation is required, it is not generally available. That leaves urinalysis as a dosimetric technique for routine use, and it is probably for this reason that urinalysis is still widely used. Guidelines for the interpretation of urinalysis results, as originally provided by Neuman (Neuman, 1950), are still used in practice, even though it has become clear that this method has severe limitations as regards the assessment of the dose as a result of the intake of class W or class Y compounds (Alexander, 1974). Typically a level of 300 µg [U/C] urine can serve as an indicator of an acute exposure (above which chemical damage to the kidneys may occur) and a level of 100 µg [U/C ] urine can serve as an indicator for an investigation. Such levels are determined and are used in conjunction with several factors, such as mode of intake (ingestion or inhalation), solubility of compound (D, W or Y), means of intake (acute or chronic), environmental monitoring results and frequency of urine sampling. Since the ICRP concept for internal radiation limitation changed from that of the critical organ, i.e. the single organ of greatest significance under the circumstances, to that of effective dose equivalent, i.e. account being taken of the total risk due to the exposure of all tissue, the maximum permissible organ burden (MPOB) was replaced as secondary dose limit by the annual limit on intake (ALI) (ICRP, 1977). The ALI values are calculated from the committed dose equivalents of the various organs, and are used to determine organ burdens, which are then used to interpret the dosimetric results. Using the ICRP model (ICRP, 1979), a comprehensive calculation was made by Johnson (Johnson, 1980), giving organ burdens and excretion data in terms of intake for acute and chronic exposures for different categories of uranium compounds. The question arises as to what extent the direct measurement of intake can be utilised as a method of dosimetry. This will require a method of personal intake measurement for each individual worker, with both ingestion and inhalation being taken into account. A measurement of

This paper will explore the history and development of such systems including computer and workstation hardware, graphics software, and plant design applications software. The paper will also address future systems and will present both the system vendor and the mine mill designer's view. Specific examples of particularly successful applications will be included.

In striving to develop this discussion about "Manpower for Industrial Mineral Industries" two fundamental classes of manpower are encountered. These are: 1) The Labor Force, comprised of unskilled and semi-skilled, nonprofessional personnel who participate in conducting economic, mineral deposit operations and; 2) The Professional People involved in the science, engineering, and management of such industrial enterprises. The commentary given here will be directed primarily to a review of the characteristics of the second or latter class. To pursue successfully a career as a scientist or engineer in today's industrial and social complex, it is necessary that technical knowledge must have been acquired by training and study in an institution of higher learning. Also, to act effectively, the individual must have achieved some degree of specialzation, although this element often is developed to most notable degree by post-graduate exposure and experience. In addition, and especially in the case of "management," it is desirable, indeed it is even necessary, that an individual recognize and appreciate the fundamental humanistic-sociological controls, and their nuances, as these elements exist to shape his total environment.

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

Managing a mine or mineral processing operation in today's environment presents many unique challenges to mining companies. In recent years, headlines around the world have publicized major incidents such as those associated with the Marcopper Mine in the Philippines, the cyanide release in Guyana from the Omai gold mine and numerous other mishaps associated with mining. These notable upsets were due to engineered system failures, either during normal operations or as a result of uncontrollable events. There fore, many mining firms are attempting to assess their overall risks and establish some priority for expenditure of limited operational and environmental budgets. Failure of an engineered component can have dire operational consequences that affect profitability until repair or replacement can be completed. In addition, there may be significant environmental consequences associated with the engineered system failure. This, too, may affect profitability for an extended time or even the viability of an operation. An engineered risk assessment (ERA) can support a mining company's efforts to cost effectively manage environmental risks associated with the operation of its facilities. The ERA approach also provides information about the current condition of engineered systems. This ERA approach provides a systematic review of the risks of an engineered system failure and the possible associated environmental consequences at mining company facilities. This approach has been successfully applied to many industries and types of engineered systems (Barneich et al, 1996; Whitman, 1984; Power and Tomkins, 1974; Keeney, Nair, and Kulkarni, 1979). This approach evaluates all mining and mineral processing facilities located at a single site and compares them with similar facilities located at multiple mine sites. The ERA approach has been applied to a mining, milling, smelting, leaching and refining operations. These assessments can be part of a comprehensive environmental program to aid in the recognition and cost effective management of the potential environmental risks associated with the operation of facilities. The best use of available reserves to give good metal recoveries relies on short term mine production scheduling.-The aim is usually to produce a plan to guide mining in specific areas that will enable mine operations to deliver the budgeted tonnes and grade to the mill and keep within the long range mine plan. Thus, short term production scheduling is an important aspect of the open pit mine planning function. Since the 60's increased attention has been paid to effective production scheduling as a means of improving the economic viability of existing mines. Hence, mine scheduling scheduling systems have been evolving rapidly during the last two decades. These systems include manual techniques, computer based simulation, mathematical programming and more recently Computer Aided Design (CAD). Some general drawbacks of the current scheduling systems are that firstly, the costs of acquiring and using them are not at all insignificant especially for small to medium sized pits. Secondly, there is an inherent trial-and-error aspect in these systems. Thirdly, they tend to be suited for specific orebody geometries, hence lacking the necessary generality. For instance, the use of computer programs for planning open pits to mine stratiform orebodies raises problems which are not usually met when massive orebodies are considered. There for, a need exists to develop simpler but effective short term pit scheduling procedures suitable for stratiform type orebodies, considering their geometry and geology. This paper describes a PC- based model designed to assist the planning engineer in optimizing the short term production schedule in open pit mines with stratiform orebodies. The model is based on a combination of linear goal programming and deterministic mining simulation. The orebody model is made up of ore and waste mining regions where winning and and/or stripping are taking place. These shovel regions form the basic planning elements in the model. This approach does not require the laborious preparation and use of a regular block model. The computer program consists of main modules: (i) Data capture - processes the raw data into the required format for mine planning. (ii) Precedence mining constraints - checks the status of each shovel .region at the beginning of a given scheduling period with regard to geometrical mining constraints such as undercutting. (ii) LP- Optimization - provides an optimal selection of ore shovel regions which do not violet geometrical constraints for mining in the period, the objective, being to maximize the contained metal equivalent in the blended R-O-M ore and at the same time to minimize deviations in grade and tonnage from the call values. (iv) Post LP-Simulation - enables the user to smooth out the LP solution in order to adjust it to a practically executable plan and simulates mining of ore and waste for the period. Shovel allocation to selected ore and waste shovel regions, unit operations and depletion of reserves are executed in this module. Preliminary testing of the model for monthly production scheduling using data from Nchanga OPen Pit on the Zambian Copperbelt indicates that it can be a useful planning tool and gives acceptable results.

Cost control is a lot like motherhood - everyone proclaims its need and its worthiness, but is it really appreciated and used to successfully complete a project on time and within budget? Good Cost Control is a yardstick - requiring fixed definition but this does not mean rigidity for the project. It provides the means for telling: 1. Where you are going 2. When you will complete and 3. What it will finally cost. Cost Control does not fix the price of dreams nor the cost of projects loosely defined. It does not control costs in itself but provides the tools whereby engineering decisions can be made which will ultimately affect the project cost It does not even guarantee that a project will be completed within the original funds - but only, if this reflects management desires.

The quantum of coal fines below 6 mm in run-of-mine (ROM) coal has been increasing due to progressive mechanization of mining methods which has created a substantial incentive, worldwide, to develop suitable fine coal beneficiation techniques. The majority of the efforts have been directed toward reduction in ash/sulfur contents in clean coal. The beneficiation techniques may be broadly grouped as those based on specific gravity and surface property. The processes, which use heavy medium cyclone, water-only cyclone, concentrating tables, and spirals, belong to the former group while the latter group encompasses froth flotation, column flotation, oleo- flotation, and oil agglomeration. In almost all the gravity based techniques, it has been noted that a classification step prior to beneficiation is essential for effective treatment. In general, the effect of design and process variables on the performance of these units and also the quantification of the processes have been the main areas of research and development. In froth flotation, efforts throughout the world have been mainly to understand the effect of variables and to optimize the process. Quantification of the process has been attempted through kinetic studies and mathematical modeling. The efforts have led to the development of new reagents, machine designs, and flowsheets for a specified objective. The attempts so far with the column flotation and oleoflotation processes have indicated a great potential. Extensive R&D efforts are in progress to understand as well as to commercialize the processes. The efforts in the oil agglomeration process have been toward substantiating the inherent merits of the process by developing cheaper bridging liquids and technology to recover and reuse the oil to make the process commercially viable. Modeling of the process has also been attempted to predict the yield and size distribution of the agglomerates. This paper reviews and summarizes the recent developments in the science and technology of fine coal beneficiation processes. The current trends in R%D efforts for these processes are also highlighted.

Mining was the first economic activity carried out in Cuba, by the colonial conquerous, i.e. gold extraction from rivers and use of asphalt to calk their ships; however, due to different historic reasons only a limited development took place in this field during the colonial domination. During the republican period beginning early in this century, other interests lead to a larger scale exploitation of some known deposits. From the beginning of the century up to the triumph of the Revolution in 1959, not less than the following figures were extracted of some Cuban minerals: Refractory Chromium 3,300,000t Manganese 7,650,000 t Copper 9,000,000 t Iron 22,000,000 t Nickel 150,000 t (Ni oxide and sulphide These productions were practically directed to cover the demands of the U.S., industry and some-times these Cuban ores were almost the sole suppliers of the market.

Introduction Federal and state laws enacted to regulate coal mining and the accompanying public concern about the adverse effects that mining might have on land use have focused much attention on the subsidence of the land surfaces over underground mines. Some questions asked are • Will abandoned mines subside in the future even though they have exhibited no surface adjustment to date? If so, when will subsidence take place? • Can a specific surface area be affected by subsi¬dence more than once? • What surface form will the subsidence feature take? • Is there any way to predict when subsidence will occur and end? An attempt is made here to address these questions insofar as it is possible with available data and experience of evaluation of subcritical extraction conditions. Mining that results in subsidence features can be classified as supercritical, subcritical, and critical with respect to the minimum span lengths of the worked-out rooms (Fig. 1). A complete basin will not develop fully immediately over subcritical conditions because the span lengths of the entries are less than the critical dimension (Wardell, 1983). Passageways, entries, and room-and-pillar panels are all included in the subcritical category. Because of the short span lengths, subcritical mining conditions tend to be stable over the life of the mine unless adverse geologic conditions exist (Gray et al., 1974; Dunrud, 1976). Various roof control and support procedures are employed to maintain entry stability during mining. Little information exists concerning the time factor of subsidence over areas of subcritical extraction. Data that have been collected relate to longwall mines, whereby the cavity sizes are designed large enough to induce caving behind the working faces so that complete subsidence at the surface occurs within a short period of time. The UK's National Coal Board (1975) has reduced the enormous amount of data it has collected to empirical correlations and has published these correlations in its Subsidence Engineers Handbook. The handbook states that "None of the foregoing remarks applies to pillar and stall working," with respect to the section discussing the time factor of subsidence caused by longwall mining (National Coal Board, 1975, p. 40). To understand and evaluate how time relates to subsidence above room-and-pillar mines, one must first recognize how mine cavities deteriorate and fail. The propagation of failure to the surface must then be studied, and, finally, the failures that are manifest at the surface in the form of depressions accompanied by both compressional and tensional movements must be investigated. Failure of mine cavities Any cavity beneath the earth's surface represents a condition of nonequilibrium and tends to close with time. Failure of cavities in a subcritical mine can be classified as failure of the roof, failure of the floor, failure of the supports (pillars, cribs), and elastic rebound of the rock. One mode of failure may dominate, but generally combinations of the four will occur. Also, initial instability of geologic materials and structural features and in situ stress may be unknown factors that can contribute to cavity failure. Roof failure is the most obvious opening stability problem in most operating mines. The bridging capabilities of the roof rock are dependent on the rock's material strength, geologic discontinuities, and reaction to humidity changes in the air of the mine. This type of failure may vary in magnitude from gradual flaking to massive roof falls. Mine floor instability can be manifest in the form of a general heave over a broad area or of individual pillar punching. The weaker and thicker the immediate floor material, the more prone a mine is to experience floor problems. Water seeping into an area can soften the underclay, reduce its bearing capacity, and precipitate failure of support for the overburden.

SCOTT COULTER: Thanks, Eric. Thank you all for coming. Our first speaker today is Claude Bazin. Claude received a degree in metallurgical engineering in 1980 from Laval University in Quebec. He worked for a short time in a mineral processing plant and then returned to Laval to complete graduate studies in the field of process modeling and control. He obtained his master's degree in 1983 and his Ph.D. in 1990. In 1987 he joined Brunswick Mining, New Brunswick, as research metallurgist and subsequently process control engineer. In 1990 he joined Helzfield Mines, New Brunswick, as senior metallurgist. In 1991 he accepted a position of professor at the department of mining and metallurgy at Laval University, a position he is still holding. He's a member of the CIM, TMS, and the Society for Mining, Metallurgy, and Exploration. Claude's topic today is "On-Line Material Balance for Flotation Plants." INTRODUCTION CLAUDE BAZIN: During the last two decades, the on-stream analyzer (OSA) has gained the stat& of key instrument for the control of flotation plants. The OSA is currently used in almost every sulphide flotation plant (Leroux and Franklin 1994), and its application to oxide mineral flotation plants is increasing. The OSA assays are sent to the flotation operators via an operator console or to control loops of various degrees of complexity (McKee 1991) implemented in a distributed control system (DCS). Operators and/or controllers take control actions based on these assays to ensure an adequate operation of the plant. Although this application pays off very rapidly for the purchase of the OSA, one could ask, "Could we get more from the OSA?" Some plants reported the use of OSA measurements for process optimization (McKee 1991). The optimization strategy is based upon economic indices calculated from metal recovery using the 2-product formula (Wills 1992, p. 124). The 2-product formula is sensitive to measurement errors in the assays and can lead to considerable scatter in the calculated indices (Hodouin et al. 1993). Least squares algorithms provide a robust alternative to filter out measurement errors (Spring 1992). This paper presents some applications of a recursive least squares algorithm that provides real-time estimates of the mass flow rates within a flotation plant using OSA and mass flow rate measurements.

The Mine Safety and Health Administration (MSHA) academy in Beckley, WV, received enquiries from various segments of the mining industry concerning alcohol and substance abuse in the mining industry. The MSHA Director formed a committee, the Mining Industry Committee on Substance Abuse (MICSA), to deal with these enquiries. The committee met in April 1985 at the mining academy in Beckley. The MICSA committee expanded its membership to represent labor, management, and government agencies affiliated with the mining industry as well as government agencies dealing with alcohol and drug abuse. This expanded 18-member committee met for the first time in July 1985. At that time, two cochairmen were elected, one from labor and one from management. MICSA has spent time on education by sharing information on the issues and by calling in outside experts for advice and consultation. The committee also initiated several projects. These include a resource manual on substance abuse and employee assistance programs. Mine operators and labor unions can use these programs as guides. MICSA is also assembling statistics on substance abuse, particularly as applied to mining. And the committee commissioned an Education film, Substance Abuse, Is It Our Problem? (The results of a survey on drug use, given in Table 1, suggest that substance abuse may indeed be a problem.) The educational film, produced by MSHA, is an introduction to the problem of substance abuse in the mining environment. The film encourages mine operators, labor unions, and miners to analyze their individual circumstances to determine whether a problem exists. The film also offers ways to deal with the problem. And the film invites the mining industry to request additional information from MICSA. There is no single approach to substance abuse that will fit the need of every mining operation. As with any health, safety, or production problem, remedies must be site specific. MICSA's aim is to channel ideas to those who seek to help employees in a mining environment who seek to rid themselves of alcohol and substance abuse. As stated more formally: The Mining Industry Committee on Substance Abuse represents the efforts of labor, management, and government. The mission of the committee is to make the mining industry aware of the problems resulting from alcohol and other drug abuse and to recommend possible methods to remedy the problem. The function of the committee is to assist the industry in developing programs and resources to recognize and provide help for troubled employees, and thus reduce the risk of accidents, while lower absenteeism and increasing productivity.

A froth flotation plant to recover by-product molybdenite must be designed specifically for the selected separation process and the type of ore being treated. However, some general rules concerning by-product molybdenite plant design can be suggested that would be valid for most processes. The term by-product molybdenite in this paper is limited to the recovery of molybdenite from copper porphyry ores, which essentially amounts to selectively separating molybdenite from copper and iron sulfide concentrates. In addition, most of the discussions would apply only to the almost universally used approach of floating the molybdenite and depressing the copper and iron sulfide minerals.

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Froth flotation is a physico-chemical process for separating finely ground minerals from their associated gangue material. The process involves chemical treatment of a finely divided (ground) ore in a water pulp to create conditions favorable for the attachment of certain of the mineral particles to air bubbles. The air bubbles then carry the selected minerals, called valuable, to the surface of the pulp to form a stabilized froth which is removed and recovered. The unattached gangue material remains submerged in the pulp and is either discarded or reprocessed. To obtain the adherence of the desired mineral particles to the air bubbles, at least two specific steps must occur: a hydrophobic (water hating) surface film must be formed on the particles to be floated along with a hydrophillic (water wetting) film on all other particles; and a controlled bubble surface tension interface must be maintained, allowing for high particlelbubble collision frequency and efficient attachment or sticking of the particle to the bubble once collision has taken place. In most flotation applications, the above two steps are controlled by chemical flotation reagents. The collector is a chemical reagent which produces the hydrophobic film on the valuable mineral particle and is the primary driving force that initiates the flotation process. The frother is a chemical reagent which influences the collision frequency and attachment efficiency of hydrophobic particles and air bubbles. Thousands of research papers and books have been published on the chemical theory behind sulfide mineral collectors, e.g., Fuerstenau (1962), Fuerstenau (1976), Fuerstenau, et. al. (1985), King (1982), Leja (1982) and Moudgil and Somasundaran (1987), This article will only address and summarize some of the more practical aspects of collector usage. The industrial scale practice of froth flotation in sulfide mineral concentration has changed little since the 1950's. For example, of the approximately 80,000 metric tons of sulfide mineral collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago. A very interesting and informative history of collector development has been given by Crozier (1984). In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years. As a result of the above environment which makes reagent cost/performance analysis difficult for new reagents, there is a strong tendency for the flotation operation to use, and reagent companies to supply, as cheap as possible raw materials and manufactured products that are quite general in application. In the last 20 years or so, there has been increasing technical effort to tailor make reagents for specific applications, but to date such work has had little commercial impact. It is clearly the hope of this author and others that this situation will change in future years as technology improves and pressure for improved flotation performance intensifies. This article is a condensation of collector usage trends quantified as part of a comprehensive industrially oriented applications program on froth flotation organized by Klimpel and coworkers (1979-1987) and as reported in various countries that participated in the program from 1978-1983. Underground sites have great potential for industrial plants, for warehouses, and for other purposes where above-surface locations are now employed. Subsurface locations have generally been over- looked by industrial planners even though they may offer many features of superiority over the conventional sites. There are many opportunities for industries or warehouses to go underground. New space can be excavated expressly for this purpose or openings in existing mines may be converted to useful space. Another possibility is the pre-planned mine-industrial site, in which a mineral product is mined and marketed as a commercial venture while utilizing a mining plan which will permit rapid conversion of the openings created into active industrial areas while mining continues in the adjacent ground. An underground plant located in chambers created by excavating space in solid rock has many advantages, including low construction costs, low heating-cooling costs, freedom from storm damage or other surface weather conditions, absence of traffic noise and vibration, fireproof construction, low insurance costs, excellent working conditions, easily controlled temperature and humidity, almost unlimited bearing capacity of floors, low maintenance costs, no effect upon surface.
