Mineral processing activities in general reflected the economic ills of 1981 and early 1982, but in some areas the depressed state of the industry resulted in increased activity. As were all aspects of the minerals industry, processing plant operations were severely affected by the recession-prone economy, by sagging prices for primary metal products-copper, molybdenum, nickel, iron, manganese, and especially uranium-and numerous shutdowns and layoffs. Copper production by major producers in Arizona and Utah was severely curtailed; Amax, the major US molybdenum, producer did considerable belt-tightening; and the uranium industry was in a state of disaster. Even the precious metal superstars-gold and silver-were affected, with a steady decline throughout the year in world market prices. Perhaps hardest hit have been newly developed properties, particularly in the uranium industry, and old-line properties where historical development impacts today. No longer can such properties afford the luxuries, for example, of a long haul distance between mine and plant or continued use of antiquated facilities. Surprisingly enough, the very state of the economy has caused increased activity in some sectors of the mineral processing industry. In mill design, although large projects have been tabled, smaller projects have gone on, with innovations in design, often for cost-saving reasons, that will affect future designing approaches. Economic restrictions are impacting on mill flowsheets as researchers look for improvements and better, less expensive techniques. Other unit processes-hydrometallurgy, pyrometallurgy, concentration, materials handling-are impacted by the need for a better, less costly product. Although at the end of the first quarter of 1982, no major environmental legislation had been enacted, rumors persist that there will be a loosening of some of the stricter standards, both in the requirements themselves and in the time allowance for implementation. The year had seen some relaxation in how current legislation and standards are administered. For example, in OSHA (Occupational Safety and Health Administration) operations, there has been a shift toward voluntary checking of industry compliance with work rules, rather than emphasis on agency inspections. However, the industry continues to view environmental factors as having major influence on future operations and efforts to design for environmental safety are becoming almost as important as the processes themselves. Throughout the industry there has been a further focussing on project management, recognizing the necessity for tight control of budgets and schedules-and the systems used to effect them. Many modern export terminals are now in construction while others have either been held up or cancelled. Economics and environmental permits have been some of the major problems. Currently under construction are terminals in Newport News, VA; Charleston, SC; and Baltimore, MD. Expansion of existing facilities at Mobile, AL, and New Orleans, LA, is also well under way. A wide variety of systems and components are being used. They include traveling shiploaders, tunnel and bucket wheel reclaim¬ers, stackers and high line trippers, and bottom and side dump-type car dumpers. "Estimation of rock drillability is vital for mining and boring operations. For this purpose, many researchers have developed various models and equations to estimate rock drillability. Most of these models aim to determine the drillability of rock and the penetration rate by using the physical and mechanical properties of rocks. Although drillability primarily depends on rock properties, other parameters have an impact on drillability as well. One of these parameters is the rotation speed of the bit. This study investigates the effect of rotation speed of the bit on drilling performance. Drilling tests were performed in the laboratory using rotary core drilling and a diamond drilling machine. The relationships between the physical rock properties and the penetration rate were investigated on 15 different rock types and four different rotation speeds were applied to determine the effect of rotation speed of bit on drilling. The uniaxial compressive strength, density, and P wave velocity show strong correlations with the penetration rate. In addition, if the values of the physical and mechanical properties of the rock increase, the effect of the rotation speed on the penetration rate decreases, i.e., increasing the rotation speed of the bit slightly affects drillability on hard and solid formations. 1. Introduction Drilling is one of the most essential operations in the mining industry, beginning from the exploration phase and continuing throughout all stages of production to the end of mine life (Taheri et al. 2016). In addition, drilling is widely using in the construction industry and other engineering operations. Various drillholes (blastholes, injection holes, borehole, diamond wire holes in natural stone mines, etc.), are needed during development and production activities in underground and open-pit mines as well as in dam, tunnel, road construction and sewage systems. For effective drilling operations, it is first necessary to gather information about the formation to be drilled. Drilling should then be performed after selecting appropriate drilling equipment and drilling parameters (thrust, pressure, rotational speed, flushing). Prediction of the drillability of rocks is vital for planning and performing the drilling process. Although, drilling is affected by several factors, the most important ones are related to the geological and mechanical properties of formation (Protodyakonov 1963, Paone et al 1969, Tandanand and Unger 1975, Pathinkar and Misra 1976, Rabia 1985, Perrin et al 1977). Determining the penetration rate is vital for planning a project and calculating the operation costs. The prediction of drilling affects the selection of drilling equipment, the efficiency of drilling equipment, project costs and the process of drilling operations."

INTRODUCTION High energy breaking is an alternative to using ex¬plosives in underground secondary breaking operations. It also is a means of upgrading conventional hand-held breakers, manual sledge-hammer breaking, and scaling bar operations. Major areas of application are in sec¬ondary breaking over grizzlies and at drawpoints. Other applications include breaking down ripping lips in longwall seam mining, scaling in stopes and rooms, general demolition work, and roadway maintenance. There is considerable interest in high-energy impact breakers for use in primary ore breaking, but, as of 1977, all such applications have been only experimental (duToit, 1973; Joughin, 1976; Wayment and Grantmyre, 1976). EQUIPMENT Essentially, a high-energy impact hammer is a boom¬mounted pneumatically or hydraulically actuated breaker. The machine basically consists of a piston that oscillates in a housing and impacts the end of a tool or moil thrust against the rock. The force applied to the rock primarily depends upon the impact energy of the piston-the higher the impact or blow energy, the greater the force and, thus, the greater the rock break¬age. Among drill and breaker designers, a common expression for blow energy is "force of blow." Hand-held breakers are limited to blow energies of about 140 J (100 ft-lb), because the operator is unable to handle heavier machines efficiently or to absorb the recoil energy resulting from higher blow energies. How¬ever, these restrictions do not apply to boom mounted breakers; machines with blow energies on the order of 4000 J (3000 ft-lb) and higher are available commer¬cially for underground use. There is considerable evi¬dence to show that increasing the blow energy also in¬creases the efficiency of the breaking operation; i.e., more rock is broken per unit of energy expended (Grantmyre and Hawkes, 1975). Thus, there is a trend to higher blow-energy machines, particularly where high¬strength rocks are to be broken. In relation to rock breaking, the blow rate of boom¬mounted impact breakers is not as important as it is for rock drills. This is because the breaker must be moved over the work surface between blows. The blow rate is governed eventually by the power supply, and typical blow rates range between 200 and 600 blows per minute. As a general rule, light blow-energy machines have higher blow rates than heavier machines. Table 1 lists most of the boom-mounted impact breakers that were available commercially during 1977, and it gives details of the blow energies and machine weights. Restrictions are placed on the blow energy by the machine weight and size, and by the strength of the boom. Typically, boom-mounted impact hammers have a blow-energy to mass ratio of about 1.5, with lower values for lighter machines and higher values for heavier machines. In addition to supporting the hammer weight, the boom also has to absorb the recoil energy of the blow, which can be on the order of 1400 J (1000 ft-lb) for large hammers operating in a horizontal mode. Interesting exceptions to the general run of impactors are the Joy HEFTI hydraulic hammers. In these machines, the piston impacts onto a fluid cushion that is positioned between the piston and the impact tool. This approach allows very high piston velocities, over 30 m/s (100 fps), to be used without the risk of break¬ing the piston or impact tool. Steel on steel impacts must be limited to impact velocities of about 10 m/s (35 fps) due to the high impact stresses generated; thus, increased blow energies can be achieved only by increas¬ing the piston size. The Joy 514 HEFTI®, listed in Table 1, has a blow energy of 27 100 J (20,000 ft-lb), but, as of 1977, the machine has been used underground only on an experimental basis. Using a fluid cushion between the piston and the impact tool allows the use of light pistons, reducing the overall machine weight. The recoil energy, which must be absorbed by the boom for a given blow energy, is directly proportional to the piston to machine mass ratio, and operating with light pistons provides an addi¬tional benefit in reducing the requisite boom size. Both pneumatic and hydraulic hammers are avail¬able commercially. Although hydraulic hammers are a relatively recent development, they already outnumber the pneumatic machines in use. The island of Jamaica consists predominantly of Carbonate rocks which vary in chemical & physical characteristics. Currently these rocks are used for construction and road aggregate, landfill and as a raw material in the manufacture of cement. Over the past fifteen years the Geological Survey of Jamaica with assistance from a number of international aid agencies and the private sector have identified deposits of high calcium/high brightness limestones which have the potential to be utilized as a high quality filler and a number of other commercial applications. Geologically, these limestones are formed within the Eocene Swanswick Formation, the Oligocene Walderston-Browns Town Formation and to a lesser extent the Miocene Montpelier and Newport Formations.

Two rare evaporite minerals, nahcolite (NaHC03) and trona (Na2C03?NaHC03?2H20), are both widely used in the production of sodium carbonate (Na2CO3) The largest natural carbonate deposits (trona) are in Wyoming, USA, the second largest deposits are in Turkey, in a lacustrine basin (Beypazari) where nahcolite and trona are located within the Miocene Hirka Formation. The Hirka Formation is mainly composed of bituminous shale, claystone, marlstone, tuffltuffite, and dolomitic limestones. Although numerous trona beds are interbedded within the above mentioned sedimentary units, there are only two beds of trona that are of economic interest. The lower part of the lower trona bed is rich in double carbonates such as pirrsonite (NA2C03? CaC03?2H20) and gaylussite (Na2C03?CaC03?5H20), indicating a change in Ca/Na ratio in the solutions which are responsible for the formation of soda occurrences. In contrast, the upper part of the upper trona bed is rich in nahcolite. This minerological pattern has been found in every drill- hole in the basin. While both trona beds average up to 10 m (33 ft) thick, the average thickness of nahcolite is approximately 0.5 m (1.6 ft). Also, thin section studies show that many fibrous and lath-like trona crystals contain small radial nahcolite crystals; all of them are euhedral and equi-dimensional. Geochemical studies of major, minor, and trace element contents also support this coexistence. Macroscopic and microscopic observations reveal that the nahcolites principally were formed as a result of an incongruent dissolution process of trona. In conclusion, the presence of nahcolite in the Beypazari basin is due to the dissolution process of trona, particularly during the last stage of evaporation, as a result of fresh water entering the basin. During that time, an increase in the HC03/ C03 ratio resulted in nahcolite-trona phase transitions.

The topic of this paper is to demonstrate the development of mobile crushing installations from throughput capacities of 200 tons per hour, to mobile and semi-mobile large- scale crushing installations with throughput capacities of 3,500 up to 10,000 tons per hour. Basis are approximately 140 mobile and semi-mobile crushing installations which have been built since 1956 or were on order in 1987. [FIGURE 1. Total Number of Mobile or Semi-mobile Crushing Plants] Sixteen of these approximate 140 mobile and semi-mobile crushing installations have a throughput higher than 3,500 metric tons per hour. Mobile crushers were developed more than 25 years ago in Europe for the quarry industry, which had special requirements - fairly low capacity, mostly softer and less abrasive material (limestone) and full mobility. So the majority of the units up to about 1980 were fully mobile, having a fairly small capacity and utilizing mainly hammermills, double roll and impact crushers. It was only when the mining industry and large quarries picked up the concept in the early 1980's that a drastic increase in capacity took place. Even though the first mobile crusher in a true mining application went into service in 1971, it took another 10 years before it proceeded in a larger scale. This trend was obviously supported by the drastic fuel price and energy cost increase in the mid 70's. Since the cost of conveying material is substantially cheaper than trucking it, the increase in energy cost, combined with increasing haulage distances provided a strong incentive. Figure 1 shows clearly the throughput distribution of all crushing installations and it also shows the sharp increase in the throughput capacities within the last few years.

Kaolin tailings ponds play an important role in reclamation of land and water. Discharges impounded from kaolin plants include oversize fractions consisting of coarse kaolin, mica, quartz as well as magnetically extracted contaminents, acid filtrates, and plant washdown streams. Tailing ponds perform an essential function in sedimentation of particulates, blending and reoxygenation of liquid waste, and neutralization and clarification of discharge water. During the past fifteen years, most kaolin firms have segregated their coarse filler waste to allow for possible reclamation for production of delaminated coating clay. This excess coarse filler fraction constitutes a reserve for future coating clay production.

This paper is a review of technological progress in mining geophysics during the past decade. This has been the most significant period in the history of mining geophysics. Among the already existing; techniques, instruments for ground -magnetic and electromagnetic prospecting, were developed that are more, portable and faster to operate. Induced polarization equipment came into widespread use. Airborne instruments of various types became available and were used to survey large areas. Drillhole instruments were developed and have had some use, and it is to be hoped will be used to a greater extent in the future. Two revolutionary new methods, the AFMAG and INPUT, were developed. The wisdom of attempting to cover such a broad field in a single paper might be questioned. There is the inevitable problem that each topic must be discussed very briefly. However, while papers describing individual instruments have appeared, many have yet to be described in the technical literature. The evolution of the ground magnetometer and electromagnetic instruments has not been discussed. It is only recently that a review article has appeared on airborne EM. The existence of review literature on some topics has meant that they are given less emphasis in this review than those topics inadequately covered. It will also be observed that stress is laid on "chose instruments that are generally available to the mining industry rather than those developed by individual exploration companies for their own use.

INTRODUCTION In any large earth-moving operation, good planning and management are necessary to complete the operational tasks promptly and successfully. When an earth moving operation is complicated by radioactive contaminants, normal earth moving techniques and procedures must be modified. Any planning and management, therefore, must include the radiological aspects of the operation. It was found that the radiological aspects dominated most of the planning and management activities and were extended to all facets of the decontamination work at the former Shiprock uranium millsite. These planning aspects are discussed and their use to develop a work plan is described. The management aspects are discussed and their use to establish a management structure are also presented. PLANNING Some method of procedure, formulated beforehand, was necessary to govern the decontamination work at the former Shiprock uranium millsite. This procedure was expressed in the form of a work plan which served several listed purposes. 1. It defined the work to be done and the sequence it would follow. 2. It was used as a yardstick to measure progress. 3. It was used to assign organizational responsibilities. Several factors were considered to aid in the development of the plan. These factors are discussed below: Goals It was established that radiation exposure was occurring to persons working at the millsite, and in an around the community of Shiprock, from airborne radioactive mill wastes and radon-222 exhaling from the tailings piles. The goal set for the decontamination work was to reduce on-site exposures to levels acceptable for the millsite occupants. The attainment of this goal would also have a substantial impact in reducing off-site exposures. The objectives necessary to achieve the goal were consolidation and containment of the wastes. The former objective implies decontamination of the millsite and environs, and the later implies stabilization of the wastes. In practice, a total and complete decontamination of the millsite and contaminated environs would be very difficult and costly. The costs for decontaminating them could be high enough that an alternative method might be more cost-effective for reducing human exposures (i.e, move the affected people away from the source). The interim guide "Radiological Criteria for the Decontamination of Inactive Uranium Millsites" was used for the decontamination criteria (EPA 74). Briefly, the criteria state that off-pile decontamination should be effective enough to reduce the net above ground exposure rate to less than 10 [u]R/hr for unrestricted use of the affected area. When decontamination cannot readily be achieved, the exposure rate levels could be relaxed to 40 [u]R/hr; however, the affected area has to be restricted. The second objective, waste containment, means isolating the wastes from the biosphere. Since no method of containment was available at the beginning of the millsite decontamination effort, temporary containment (interim stabilzation) became the objective. The tailings pile and decontamination wastes would be covered with clean fill. The interim stabilization should last from 5 to 10 years until the final disposition of the wastes will occur. The goal, therefore, would be achieved by decontaminating the off-pile areas to less than 10 uR/hr where practical. The decontamination wastes would be used to plate the surface of the tailings pile and would be covered with clean fill. Radiological Survey The radiologial survey is the key factor for planning a decontamination activity. The survey should delineate the spread and depth of the contaminants relative to the decontamination criteria. Surface wastes, in general, can be evaluated for spread and depth with reasonable radiation survey equipment. Subsurface wastes on the other hand can be missed entirely, as happened during the radiation survey at the Shiprock site, although numerous exploration holes were bored and dug. The survey results can be used to define areas that may not be amenable to decontamination because of complications or safety reasons. For example, no decontamination of the bluff base was to be attempted because of the possibility the bluff might collapse on the personnel and equipment. Contaminated bottoms of decant ponds on the flood plain were not removed because they would be slurried by ground water. Slurry removal was deemed inefficient because the contaminants would be scattered and no equipment was available for its transport. The barite industry shares with its associates in the minerals industry the impediments of excessive federal and state regulations. We have learned to exist with the Organic Act of 1976, the Mine Safety and Health Act of 1966, and the Multiple Use Act of 1955. I do not mean to imply by the above that all aspects of mining legislation have been detrimental, however, each of you has been subjected to interpretative restrictions by federal or state bureaucrats. As frustrating and costly as this is to the barite industry, it is not the primary problem facing our segment of the industry at the present time. Our major difficulty today deals not with too much government regulation, but with the lack of a cohesive and consistent government energy program. This administration and those that have preceded it have dealt with intermittent energy crises on an emergency basis. If we remove the political rhetoric which has surrounded each of the more recent major crises, we can liken the action of our federal government to that of a rural volunteer fire department which devotes its entire efforts toward extinguishing existing fires rather than the developing of programs designed to prevent future fires. The lack of a comprehensive energy program has created an environment in which long range planning is extremely difficult, if not impossible.

Data on sulfonate adsorption by silicate minerals are very scarce in the literatures. Perhaps the only comprehensive paper written on the topic was done by Fuerstenau and Bhappu (1); this work dealt exclusively with quartz but included many important suggestions as to the form and nature of the hydroxy-sulfonate species of some cations formed during the conditioning step and their effect on the flotation response of quartz. Another paper by the same authors (2) contains additional data on the role of hydrolysis in sulfonate flotation of beryl. As postulated by Fuerstenau and Bhappu, a solid form of cationic sulfonate functions as the collecting species to produce flotation of quartz and beryl. According to the authors, the solid compound is a hydroxy-sulfonate of a given cation, where the hydrogen of the hydroxyl part provides a means for bonding of the species to the mineral surface; thus, the presence of hydroxyl in the neutral precipitated compound is of primary importance to produce flotation. Although the preceding examples illustrate the effect of a sulfonate collector in silicate systems other than plagioclases, they are important as examples of processes of hydroxy-sulfonate complex formation. Since the plagioclase minerals con¬tain Ca(II) and Al(III) cations, which are very reactive in sulfonate media (1), the formation of hydroxy-sulfonate compounds with these cations released from the solid phase may well prove to be the cause for their flotation.

Since 1978, the Colorado Department of Health has become involved in specific investigations of possible radiation hazards among nonminers in Colorado communities. In each instance, the improper disposal of mill tailings has precipitated concerns and allegations of radiation hazards. This presentation is a brief summary of the findings, to date, of 4 such investigations involving tailings disposal problems in Canon City, Denver, Durango and Grand Junction, Colorado. Canon City In the summer of 1979, allegations of excessive cancer incidence were made at public hearings concerning an application for a Radioactive Materials License submitted to the Colorado Department of Health by the Cotter Corporation for a uranium mill at Canon City. Canon City is the site of a uranium mill operated since 1958 by Commonwealth Edison. Local residents accumulated figures and calculated rates suggesting a 2-fold excess in total cancer mortality. These rates were not adjusted or standardized for demographic varibles. A review of cancer mortality data and computation of age standardized rates for years 1950 through 1977 showed that Canon City's cancer mortality rates were within expected limits, actually lower than rates for the State of Colorado or the United States. The first slide shows rates for every fifth year, 1950 through 1975. Further, an analysis of Canon City cancer incidence data from the Colorado Central Cancer Registry revealed that 1979 incidence rates were not significantly different from Colorado rates, with the exception of prostate cancer. The next slide shows age standardized incidence rates for lung, colon, breast and prostate cancer. Data were also reviewed for leukemia, myeloma, lymphoma and cancers of the thyroid stomach, uterine certix, ovary, kidney, bladder-and brain, however, small numbers of cases prevented meaningful rate calculation. 1980 data are presently being analyzed. None of the data yet examined support allegations of radiation-associated cancer in Canon City. Denver In February of 1979, the Department of Health became aware of a number of radium mill tailing deposits in the Denver metropolitan area, remnants of the radium milling industry of the early 1900's. Several of the deposits were situated so as to possibly contribute significantly to radiation exposure of a small number of people over a period of several decades. The Department developed protocols for radiation surveys, dosage estimates and, for a small number of persons, body burdens determinations and peripheral blood lymphocyte cytogenetic studies. The results of this investigation suggested no measurable biomedical impact as a result of the radium deposits. Durango In October of 1979, a physician residing in Durango, Colorado released information from a preliminary analysis of lung cancer data suggesting an incidence rate several times expected in that city. The data were presented at a meeting of a citizen's group concerned about the possible health hazards of 2 uranium mill tailing deposits located in the south end of the city. Since cancer incidence data generally do not exist in most of western Colorado, a team of epidemiologists was dispatched to Durango to work with local physicians and hospitals in conducting an epidemiologic study of selected cancers for the period 1969 through 1978. After case-finding and record abstracting were completed, it was determined that sufficient data were available for study of only 3 sites: lung cancer, breast cancer and leukemia. The next slide shows age standardized incidence rates for these 3 sites for 1969-1978 for Durango and the State of Colorado. There are no significant differences in these rates. The data did show a geographic peculiarity with regards to the relative proportion of tumor types near the tailings deposits as opposed to away from the deposits, however, this finding is based upon very small numbers of cases and may represent only the random excursion of rates based upon small observations. This investigation suggests that if a carcinogenic hazard is present, it is too small to be detected by the study method employed. Grand Junction The Department of Health has been involved in the Grand Junction mill tailings problem for several years. In 1966, the Department issued an order terminating the practice of free public access to a 55-acre pile of uranium mill tailings. Prior to this order, an estimated 300,000 tons of material was removed. Of this amount, an estimated 50,000 tons was presumably used in residential and commercial construction. Despite many allegations of cancer and birth defects excesses in Grant Junction since the mid 1960s, the first epidemiologic study of cancer was conducted in the spring of 1977. Data from the Colorado Central Cancer Registry were analyzed and reported to the Executive Director of the Department of Health in June of that year. The findings of the first and preliminary study were an unexplained excess of acute leukemia and chronic myelocytic leukemia. The excess was based upon small numbers but was present across all age groups. No increase in chronic lymphocytic leukemia was evident.

In parallel work, the cyanide/silver impregnated activated carbon system was studied for the purpose of developing an alternate cyanide removal system. It was found that free cyanide can be reduced from 20 ppm to below 10 ppb with a fixed bed of silver impregnated activated carbon, since such cyanide removal might be applicable to gold mill effluents, the investigation was extended to the cyanide/gold impregnated activated carbon (GIAC) system. Batch tests were conducted varying the gold content of activated carbon, carbon/CN ratio, stirring speed, pH of the initial solution, and the reaction temperature. The adsorption isotherm of cyanide/gold impregnated activated carbon system was also studied. The results of these batch tests show that the behaviour of the cyanide/GIAC system is very similar to the cyanide/silver impregnated activated carbon system variation of the gold content of the impregnated activated carbon has some influence on the cyanide adsorption rate. The latter is mainly increased, however, by increasing the GIAC/CN ratio. The activation energy was determined to be 3.12 kca1/mole (13.08 kj/mole) and the Au(CN)2 saturation at 194 µ M/g NORIT ROX O.B. The experimental results of reaction temperature and stirring speed show that the adsorption of free cyanide on such activated carbon is controlled by pore diffusion inside the activated carbon particle or by surface reaction. The adsorption isotherm follows the linear model and it is favourable for the cyanide/gold impregnated activated carbon system.

Kaiser Steel Corporation's Eagle Mountain operations are located in Southern California at a distance of about 130 miles east of the Corporation's steel plant at Fontana, California, and at a distance of about 225 miles from the nearest harbors which are located at Long Beach and Los Angeles, California Although the Eagle Mountain ore bodies are strategically located with respect to the steel plant and the harbor facilities, they are not of a very high grade and 'the geologic nature of the deposit makes it very difficult to mine and to concentrate. The iron ores occur as partial replacement of older zones mainly within dolomites and to a lesser extent within quartzites and quartz monzonites. The alteration was extremely variable and generally resulted in the formation of pyritic magnetic which, in part of the ore body, was leached to remove the pyrite and change the magnetite to hematite. Although the overall ore body is large, a major portion of it contains sulfur in the range of 1.0% to 5.0%. Obviously, this is too high a sulfur content for direct use in blast furnace feed.

Energy costs have had a serious impact on all basic industries today. This is due to the significant amount of energy that is used to convert natural resources into usable products. Other factors such as transportation with its major energy requirement and materials employed in processing that have already required significant energy input for their manufacture accordingly influence delivered cost to the user. The farmer is a good example of this. While his large capital investment for land, machines, and buildings is highly impacted by today's interest rates, his chemical fertilizer, herbicides, and pesticides as well as those same machines and transportation costs for his products have also been seriously affected by energy costs. With the many unit operations involved in mining and mineral processing, several of which require significant inputs of energy, one can only conclude that this industry has experienced a great increase in percentage of total cost for energy alone. Fuerstenau (1975) indicated that the minerals industry used about 12.5% of the total energy produced in the US. McNulty (1983) listed the total energy requirements for the production of 0.9 t (1 st) of various metals including the energy consumed in the manufacture of supplies employed, such as tires, explosives, chemicals, grinding media, etc. (Table 1).

This paper presents methods and results of environmental planning conducted for a proposed coal and iron ore transshipment terminal which would be located on reclaimed land west of Lisbon, Portugal. Oceanographic, navigational, marine, structural, material handling, and financial studies of the terminal were conducted along with the environmental analyses. However, because of the proximity of the terminal to heavily used recreational resources, residential areas, and biologically valuable habitat, anticipating and reducing the environmental effects of the terminal to minimum levels was a very important part of the overall project. The results of the study indicate that even the impacts associated with worst-case conditions would be acceptable because of appropriate pollution control measures and planning.

Mineral processing in 1980 can be described by several key words, familiar to the industry throughout the past decade: complex, low grade, environmental, energy, high tonnage, and economics. Flowsheets have become more complex in order to treat lower-grade, finer-grained, more complex ores and still meet environmental and economic constraints. Operators and researchers have had to cope with these problems, which have resulted in marked trends in mineral processing. The use of advanced instrumentation in process monitoring, control, and modeling has been increasing to deal with fluctuating ore grades, higher plant capacities, rapidly rising operating costs, and process complexities. The industry has been presented with new generations of equipment that reportedly do the job more efficiently and at a reduced cost. The need to meet stricter air and water environmental standards has resulted in a concerted effort by the mineral industries to obtain an appropriate balance between the needs of mining and mineral processing and the requirements for proper environmental, safety, and health protection. Energy and economic considerations have led to increased equipment size, particularly in grinding, flotation, and conveying. Throughout all phases of mineral processing there has been an effort to reduce energy consumption. One avenue followed by researchers and operators was the testing and use of chemicals to reduce energy requirements.

INTRODUCTION Certain activities, such as emergency work and rescue operations, often have to be undertaken in environments where heat loads often exceed limits prescribed for routine work. This is particularly relevant to the South African mining industry where heat stress-induced fatalities are not uncommon during rescue operations. In this regard an excessively hot environment is defined as one where either the dry-bulb temperature exceeds 37,0°C or the wet-bulb temperature exceeds 32,5"C, and it is therefore not surprising that heat stroke mortality escalates rapidly when these limits are exceeded. A review of both local and international standards indicated that the available information on safe exposure times under abnormal heat stress conditions is very limited. Where available, such standards are aimed at the general population, including both sexes, irrespective of age and also the least heat tolerant worker, and not at a medically-screened, all-male population free of grossly heat intolerant individuals, as is the case in the South African mining industry. It is suggested that available norms and limits are too conservative for local application and, therefore, unrealistic. In view of the definite need to protect workers when exposed to abnormally high environmental temperatures, the present study was undertaken to establish a scientifically derived data base. applicable to local conditions, to determine safe exposure times: Any exposure limit, especially in an emergency situation, should be easy to administer, valid and reliable. These aspects, there- fore, form an integral part of this paper. FORMULATION OF HEAT STRESS LIMITS The formulation of heat stress limits was based on the criterion that a heat exposed individual should experience a negligible risk of developing dangerously elevated body temperatures. In order to provide a database for risk assessment, certain physiological responses of heat tolerant men were determined at various combinations of thermal conditions and work rate in a climatic chamber. These physiological responses were analysed statistically in order to predict safe survival and tolerance times as a function of thermal conditions and work rate. EXPERIMENTAL DESIGN A total of 202 randomly selected, medically fit mine workers volunteered for the study on the basis of informed consent. These men were considered to be inherently heat tolerant in as far as they had successfully completed a heat tolerance test (Anon., 1991) or the standard climatic room acclimatisation procedure used on many South African gold mines (Anon., 1989). A major design problem for upper seam longwall gate roads that are to be constructed in a multi-seam environment is to predict the effects of stress field changes created by interaction. To quantify these effects, case study data were analyzed to develop empirical stress transfer relationships between seams for both longwall and room and pillar mining. Data analysis showed vertical movement and roof characterization in the upper seam to be controlling factors in damage prediction and, therefore, gate road planning and design. CMRR (Coal Mine Roof Rating) was correlated with the multi-seam roof characterization systems previously used. A WINDOWS-based software package named UGLY (Upperseam Gateroad Longwall Stability) was developed. Results from selected case studies were correlated with upper seam stress predictions.
