"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

Dr H. J. R. Way: In his reply to my queries Mr Bath still adheres to his statement that it may be possible to replace the estimated R200 million reduction in gold revenue in 1980 by exports of ferro-chromium, and apparently based his conclusion on a growth rate in demand for corrosion resistant steels of 10 per cent per annum in the next few years. As I pointed out at the previous discussion at Middelburg this would entail a production of about one million tons of ferro-chromium in 1980. Exact statistics of South African ferro-chromium production are not available, a fact which is very much to be regretted. But statistics of exports of ferro-chromium are available from "Foreign Trade Statistics" of the Customs and Excise. These show that South Africa exported 99,580 short tons in 1967. The quantity of ferro-chromium consumed in South Africa in 1967 was fairly small and we can therefore assume that the production was 99,580 tons. For this amount to grow to 1,000,000 tons in 1980 would require a growth rate of 19.4 per cent per annum. At 10 per cent this would grow to 344,000 tons and at 7 per cent 240,000 tons. Of our 1966 exports U.S.A. took 63 per cent which was 53 per cent of their total imports. Their average consumption is trending at a growth rate of 6.5 per cent per annum from 1952-67, but the growth from 1964-66 was 5- 2 per cent and 1966-67, -12 per cent!

The Gautrain rapid rail link project is currently Africa?s largest infrastructure project connecting South Africa?s major airport (OR Tambo), Johannesburg and Pretoria. Phase one is planned for completion in time for the 2010 FIFA Soccer World Cup and involves 80 km of track and 15 km of underground tunnels. The key shaft sinking blasting issues revolve around maximising advance and improving blasting cycles to meet the tight deadlines as well as environmental control which, in some cases takes place only 15m from the city infrastructure. To achieve success, DetNet South Africa supplied a range of electronic detonator systems to cater for the different blasting applications involved (tunnels, portals, shafts and viaduct foundations). One such product, QuickShot, was used for the first time in a major civil engineering project and has been used in most of the shaft sinking blasts to date. The QuickShot system combines pre-programmed electronic detonators with special on-bench components that enable the user to quickly and easily design the firing sequence solely by using the order of connections. This precludes the user from having to deal in absolute delay times. The connecting system enables benches to be hooked-up speedily by multiple users who have differing levels of experience. This paper provides details of how, after 33 months, the system has been embraced by the project by aiding in maximised advances, improved cycle times and meeting the required environmental constraints.

Since 2001, the Hybrid Stress Blast Model (HSBM) project members have developed a software suite to model the complete blasting process from non-ideal detonation to muck pile formation. To preserve the physics and improve solution time, the breakage engine uses a combination of analytical models and 2D axisym-metric finite differences to model near-field crushing, coupled to 3D discrete lattice fracturing and distinct element numerical methods to model throw and muck pile development. The model has been validated by comparison with laboratory and field tests in kimberlite. Multiple blasthole simulations are used to demonstrate how changes to blasting parameters can influence downstream efficiencies. Case studies of wall control blasting show that the presplit design must balance the two opposing effects of increased damage with increased charge and decreasing attenuation of the seismic waves with decreasing charge. Modelling of decoupled explosives needs further development. Reducing the charge towards the back of the trim blast results in a much more significant decrease in back damage than altering the timing. The model demonstrates how separation along the weaker planes in a jointed rock can coarsen the fragmentation, leading to inefficient beneficiation, and extends the damage to a distance of at least twice the burden behind from the blasthole, severely compromising the wall stability.

The production of precipitated silica in the United States is about 145,000 tons of SiO2 and its prices vary significantly (from $ 1 to $ 4.5 per kg) depending on the area of its application. One of the most important parameters is its specific surface characterising dispersion (particle size and shape, presence or absence of pores), at a certain value of which the material acquires new properties and quality. At present, a technology has been developed for processing slag from phosphorus production to produce precipitated silica (‘white soot’) with a high specific surface and the possibility of extracting valuable components such as rare-earth metals (REMs) into a product enriched with them has been shown. However, the content of impurities in the deposited silicon dioxide, such as aluminum and iron, is above acceptable limits and may affect the quality of the final products. Therefore, along with the structure and specific surface, a very important characteristic of ‘white soot’ is the chemical purity of the material. In turn, calcium oxide occupies a significant share in the concentrate of rare-earth metals, which affects the content of ΣREMs oxides, which does not exceed 17.3 %. The low content of a valuable component may affect the feasibility of further processing. For the most complete utilisation of phosphorus slag, the authors propose a method for their acid processing, which allows for minimising the conversion of impurities to finely divided silica and collective concentrate, which will improve the quality of these products. The simulation of multi-component classification with modified viscosity model is the key focus in the current study. The classification of the ores using hydrocyclone is a renowned process and has a convoluted flow separation phenomenon. The highly turbulent flow inside hydrocyclone depends on the operating and design parameters apart from the feed mixture. Slurry viscosity also plays a dominant role in the classification of solid particles under the centrifugal settling action. A heterogeneous mixture with different components would result in different settling and rheological behaviour of particles’ suspension in the water medium. The newly proposed multi-component viscosity model (Mandakini et al. 2020) is implemented as a user-defined function to define the material property during the CFD study of the mixture rheology inside hydrocyclone classifier. The multiphase and turbulence model is solved using the modified Algebraic Slip Model and Large Eddy Simulation model. A comparison of the predicted component performance curves is evaluated with and without the corrected viscosity model. The density and size effect on the particle phase distribution inside the classifier are compared, where the misplacements of the finer particles are carefully assessed. Validation of the component classification in hydrocyclone with the laboratory experiments found a close agreement with the rheology based CFD data. "Coal seam gas problems can adversely affect the safety and productivity of underground coal mines, leading to fatalities and financial losses. Conventional gas management technologies using ventilation and gas drainage are unable to deal with the high and irregular gas emissions associated with high-production longwall mining. New technologies need to be developed to supplement the traditional gas management techniques to minimize the hazard of coal seam gas. Thin spray-on liners (TSLs) have gained some success for rock surface support since their introduction to the mining industry. Due to their relatively low permeability and appropriate mechanical properties, TSLs also show potential to be used as a gas management tool in underground coal mines.In this paper we review the current gas management challenges and discuss the potential use of TSLs as a gas management tool in underground coal mines. This may involve reducing gas migration into the excavations/roadways, enhancing in-seam gas drainage, and preventing spontaneous combustion. Some potential areas for future research work are identified. IntroductionWhen a coal seam is influenced by mining activities, gas stored inside is liberated into the underground ventilation system. Gas emissions have created serious difficulties for the coal mining industry around the world. Therefore, coal mines have to develop effective strategies to control the gas concentration below the threshold value to meet statutory requirements. Ventilation has been the first solution in gas management for underground coal mining. When the emitted gas cannot be effectively diluted by ventilated air, gas drainage using pre- and/or post-drainage has to be introduced. However, even with ventilation and gas drainage, irregular gas emissions usually increase the gas concentration in roadways and slow down the development rate, thus causing significant economic loss to the coal mining industry (Thakur, 2006). Therefore, new technologies need to be developed to address this issue and mitigate the explosion risk."

Development of new technologies and procedures for managing mineral residues and wastes may benefit from a clear understanding of existing tailing management practices. There is a considerable variability in tailing management techniques used in the Australian copper and gold operations, with associated differences and flow-on effects for the mine site water balance. A database was created, capturing a total of 41 copper and gold processing operations in Australia. The database provides information on tailing generation rates, tailing properties (solids contents and particle size distributions) and tailing storage facility (TSF) types and configurations (e.g. total TSF surface area and wetted surface area). Significant variability was found for the above-mentioned parameters. The solid tailing generation rates ranged from 0.5-37 Mt per annum in 2015. Furthermore, both the solids contents and particle size ranges of the tailing were highly site-specific, and largely dependent on the processing flowsheets. Solids contents of tailings ranged from 45-74% by weight whilst P80 sizes of the concentrator (flotation) feed varied from 75-185 μm. The estimated pumping distance was up to 15 km. The presented data can potentially be used to better tailing management strategies by estimating the potential recoverable water and recycling it, thereby thus reducing tailing footprints. A three-stage operative planning of mining operations in ore opencasts is considered. The hierarchy of monthly-weekly, weekly-daily, daily-shift planning is offered. For the fastest elimination and deviations in problematic situations a level is analysed and weekly-daily or monthly-weekly operative plans are being constantly updated. Operative planning is formulated on information received of preparation and working of mining panels. The electronic maps of these panels are considered for automated operative planning. On the data of the registration of blasthole drillings on a panel, the position of blasthole entry, their depth and the number of a line are determined. The geologist specifies boundaries of ore grades by the bored silt. The qualitative characteristics of ores are determined by the chemical analysis of slime or magnetic logging of blastholes. The missing geologic information is obtained by interpolation on the data of detailed and operational explorations. During working of the mining panel the technologists mark the movement of shovels, associating this movement to blastholes. For this purpose technological attributes are used: when was the blasthole drilled, what drill-rig participated in drilling, what shovel was used and when was it worked? Around each blasthole the zone of its influence is built up. It represents a discrete, elementary volume of ore or waste. The discrete form of the data is most convenient, as it allows step-by-step methods to be employed of the scheduled tasks in many and various combinations. The account panel working technology avoids ‘combination’ explosions. The elementary blocks should be placed in a trajectory of shovel movement and the trajectory can not be arbitrary. It’s determined by the technological rules of extracting and loading of mine mass. In linking to blastholes, the trajectory of shovels is simulated by the sum of step-by-step moving from one elementary block to another. For this purpose a geometrical linkage of blastholes is used. At a railway haulage, or complete mining with truck haulage, the trajectory of movement is a shuttle along the front of operations in the panel. At a selective mining of ores the number of possible directions is limited to three: moving of a shovel by idle running along the front of operations in the panel, frontal pull all the way down of the panel, and withdrawal. The technologically acceptable trajectories of shovel movement are stored for the following estimation and selection of the best. The estimation is carried out on mathematical models with criteria on the method of the least squares of deviations based on preset parameters from the plan, uniform loading of shovels, and mixing of ore at unloading points. The equations of balance type and directive parameters of the plan, as well as technological restrictions of solid and of elementary blocks within the limits of a trajectory are the restrictions of the model. Depending on an industrial situation it is possible to choose one of the predetermined models. The presented technique is used for longitudinal shovel bench at the Erdenet ore-dressing company.

In mine production scheduling problems are well-known, where most are categorised into deterministic and non-deterministic NP-hard problems because of their complexity. Many researchers have attempted to solve the problem by applying various optimisation techniques. While using traditional methods they observed extreme difficulty in solving highly complex problems. In the 1990s, many researchers addressed long-term production scheduling (LTPS) by using simulated annealing, the genetic algorithm, the tabu search algorithm, and the ant colony algorithm. These algorithms are known as the meta-heuristic algorithms, and have proved to be the most efficient algorithms for solving LTPS thus far. The firefly algorithm is one of the best methods for visualising problems related to LTPS, and provides the best possible optimisation. It is one of the simplest methods, and easy to apply to any NP-hard problem. The experimental, and comparison with other recently published algorithms shows that the proposed algorithm is feasible, and is an effective approach for long-term production scheduling problems. The results indicated that a better solution is obtained by the proposed method, compared to other methods in terms of cumulative net present value, and average ore grade. Additionally, the CPU time via the proposed model is roughly 2.52% higher than the other method.

The statistical methods described in the previous chapter permit the estimation of the average value p of a deposit, and the calculation of confidence limits for this value. They are based on the assumption of independence of sample values. As soon as a reasonable number of samples has been obtained from a deposit, local valuation, or estimation of blocks of ore within the mineral deposit, becomes necessary. The assumption of independence of values must then be rejected. Local valuation is possible only if there is a relationship between the value of a sample and the value of the surrounding ore, provided this relationship is a function of the position of the sample with respect to the blocks of ore to be valued. Whichever method is used for the valuation of a block of ore, the following assumptions are always made: ? The values of samples located near or inside the block are related to the value of the block. ? The values of the samples located closest to the block are most closely related to the value of the block. These assumptions will hold true only if the following assumption can also be made: ? There exists a relationship between sample values which is a function of the distance between samples. We are saying that the value x (z) of a sample centred at a point z has properties which are functions of this point. A certain spatial structure exists in the sample distribution. We are therefore dealing with a regionalized phenomenon, and we must treat x (z) as a regionalized variable. This can be done statistically by means of a model chosen to represent the spatial structure of the phenomenon. We shall see that the relationship between block values and sample values can be deduced from the relationship between sample values, and all local valuation problems can be solved using the statistical model obtained from the analysis of the sample values. It is important to realize that this statistical model is obtained by analysing the properties of known sample values, and will be used for the estimation of unknown block values. Such a statistical inference is valid only if the model developed represents the properties of both the sampled section of the ore body and the section to be valued: some stationarity conditions must be satisfied, and the model with the least restrictive conditions is preferred. In the following chapters, the most important models used in spatial geostatistics are presented. The models which can be used when there is no significant drift (trends) in values are described in Chapters 3-1 1. These models can also be used to solve some specific valuation problems when a linear drift is present. A general study of the more difficult problem of analysis of an ore body whose values present a drift is described in Chapter 12. Note that the area considered for local valuation of a block of ore is often small enough for any drift which might be present to be ignored.

Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

As a rule, removing waste rock at the beginning of the process improves the conditions for the flotation of minerals, and also reduces the operating costs of crushing, grinding and flotation. Lead-zinc ores in the Shalkiya deposit of the Republic of Kazakhstan are classified as difficult for enrichment, but taking into account their significant reserves, they are one of the main potential ores for the production of lead and zinc. Under industrial conditions, for processing ores of the Shalkiya deposit, a selective flotation concentration scheme with the production of lead and zinc concentrates is recommended. However, according to the recommended scheme, it is not possible to obtain high-quality concentrates of lead and zinc, with high metal recovery. The paper presents the results of studies of preliminary gravitational enrichment of lead-zinc ore in the Shalkiya deposit. Based on the fractional analysis for the particle size range of -40+8 mm, Henri- Reingard enrichment curves were constructed, separation density (2730 kg /m3) was established to isolate the light fraction with the lowest possible lead and zinc content, and gravity enrichment indices (0.7-0.71) were determined. It was found out that when using gravitational enrichment of the original large-sized ore in the Shalkiya deposit, tails are released at the beginning of the technological process with a yield of up to 20% with the extraction of silica up to 30%, calcite up to 11% and carbonaceous matter up to 12%. As a result of the studies, it was found that the beneficiation of crushed lump ore could be conducted in heavy suspensions. One of the positive aspects of the use of gravitational enrichment is the reduction of energy costs for grinding the heavy fraction, which was experimentally proved in this article. "This article presents laboratory test work conducted on an African haematite ore to determine the influence of the flotation pulp pH on the final iron grade and recovery. Results show that a combination of an isodecyl ether propylene amine/amino acetate and 1,3-propanediamine, N-(3-(C10-C16-alkyloxy)propyl)-derivatives collector is suitable for separating haematite from quartz. Higher iron grades were obtained at pH levels between neutral and pH 9. This underlines the importance of the surface charge effect of the ore on its flotation characteristics. The results serve as good baseline conditions for further optimization. IntroductionBeneficiation of iron ore by flotation is widely used in Brazil, India and China. In Africa, however, this practice is not yet commercially developed.The aim of this test work is to serve as a starting point by establishing suitable pH conditions for the development of a practically implementable reagent suite, which will then be included in a larger beneficiation circuit for producing high-grade iron ore sinter feed.In the literature, African iron ore types are graded as low-grade (60.0–62.9% Fe; 8.6– 12.5% SiO2 and insolubles), high-grade (66.0– 69.9% Fe; 0.8–4.5% SiO2 and insolubles), and meduim-grade as the remaining portion (Astrup et al., 1998). The low-grade ore used in this work contains less than 60% Fe.For Brazilian ores consisting of a combination of haematite and quartz, it is common to use corn starch as a depressant and ether amine blends as collectors with additional frothing characteristic (Araujo et al., 2005). Work by Turrer and Peres (2010) shows the possibility of using other depressants successfully as well.The main mechanism of the reverse flotation of quartz from iron ore is based on the electrostatic theory of flotation. This is due to the strong pH dependence of the zeta potential of the mineral edge planes on silicate particles (Fuerstenau and Pradip. 2005)."

"Successful development of projects or life-of-mine strategies requires an understanding of the relative sensitivity of value drivers such as grade, tonnage, energy costs, direct operational costs, and recoveries. For example, the results could vary significantly depending on the grade strategy, given a specific orebody amenable to open pitting.Pit optimization is a very powerful tool widely used in the industry to determine the pit shell with the most attractive value potential. Based on the input parameters utilized, the pit optimization process determines the stripping ratio, mineable reserves, and pit shape, and effectively calculates a cut-off grade, assumed to be the optimal cut-off grade.Once the initial pit optimization process is completed, the need may arise to align the optimization results with the company strategy by further optimizing other criteria, such as maximizing short-term cash flow. This paper describes and discusses the selection of an alternative cutoff grade as a strategic intervention. It involves changing the cut-off grade, effectively increasing the head grade to gain a strategic advantage aligned with the company strategy, with a clear understanding of the financial value impact. With this knowledge, it is clear that pitoptimization establishes the basis for future analysis and refinement.IntroductionIt is common for companies to select the optimal pit shell defining the mineral reserve without much further consideration. However, companies may consider various strategies to optimize the long-term value of the project or to optimize the short-term cash flow. Analysis of the entire life-of-mine value estimation process shows that the selection of a cut-off grade and other parameters should be based on careful analysis. Determining the optimal cut-off grade of ore at a different period during the life of mine to maximize the value is often one of the most difficult challenges for a company.A cut-off grade is the lowest grade that mining activities will target. As a result the average mining grade, which drives the value of a project, will always be higher than the cutoff grade applied.According to Bascetin and Nieto (2007) cut-off optimization is still not widely practised. Cut-off grade optimization is an effort to maximize the value of a project by understanding the capacity constraints in the mine, mill, and the market. At any point during the life of mine, any or all of the limitations on tonnage mined, tonnage milled, and product sold may be constraining the system. To ensure cut-off optimization is done correctly, the capacity constraints must be independent of the cut-off grade."

In a pulp environment, the surface properties of magnesite and dolomite tend to be similar, due to the re-adsorption of dissolved calcium species, which makes the flotation separation difficult. In this paper, the chelating reagent EDTA is introduced to eliminate the adverse influence of the calcium species and to restore the selectivity of magnesite-dolomite separation using sodium hexametaphosphate (SHMP) as a depressant. Flotation experiments confirm that the recovery of magnesite improves significantly in the presence of EDTA. Zeta potential experiments confirm that the negatively charged EDTA4+ and HEDTA3+ species can form soluble and stable chelates with positively charged Ca2+ and Ca(OH)+ species preventing their adsorption on the magnesite surface. Adsorption measurements prove the addition of EDTA can decrease the adsorption of depressant SHMP on the magnesite surface. X-ray photoelectron spectroscopy (XPS) measurements further confirm the transformation from the surface of magnesite to dolomite in the presence of calcium ions, and the possible adsorption mechanism of EDTA and SHMP on the magnesite and dolomite surface. Electrical tomography has developed rapidly over the last few years in its sophistication and practical use to enable three-dimensional information on the distribution of phases within flowing mixtures to be observed1. This paper reviews the current state of application from the industrial perspective, drawing on applications case studies based on scaling studies in the laboratory right through to installations on plant. In the laboratory, applications have looked at scale-up of mixing2 processes involving gas-liquid and solid-liquid suspensions3 with a particular interest in verifying computational fluid dynamics simulations or in checking scale-up design4,5. In the processing plant, the circumstances are usually bespoke and may range from simple detection of the degree of homogeneity of a flowing mixture through to the need to measurement a sophisticated batch process such as crystallization, sedimentation, filtering and drying. Examples drawn from the chemical and pharmaceutical industries will be presented and related to the benefits that can be gained through application of the method.
