This report describes a high-speed streak camera technique for measuring the lateral shock pressure generated by a cylindrical explosive charge detonated from one end. Experimental data show that the magnitude of the lateral pressure is approximately 50 percent that of the pressure generated from the terminal end of the charge for three explosives studied.

The Mining Safety and Health Administration (MSHA), U.S. Consumer Product Safety Commission, battery manufacturers, and the mining industry have all contributed information as well as recommendations for injury-free handling for this report.

Eight brands (three samples of each kind) of commercially available audio-dosimeters were performance-tested. Each unit was placed in an anechoic chamber and subjected to various acoustic signals to measure its A-weighting response and overall integration accuracy. All units met the A-weighting tolerance for type II sould level meters, and six brands were within the Bureau I s overall accuracy requirements of ±2 dbA referred to input.

Computer-related accidents have caused injuries and fatalities in numerous applications. Normal Accident Theory (NAT) explains that these accidents are inevitable because of system complexity. Complex systems, such as computer-based systems, are highly interconnected, highly interactive, and tightly coupled. We do not have a scientific methodology to identify and quantify these complexities; specifically, NAT has not been operationalized for computer-based systems. Our research addressed this by operationalizing NAT for the system requirements of safety-related computer systems. It was theorized that there are two types of system complexity: external and internal. External complexity was characterized by three variables: system predictability, observability, and usability -the dependent variables; internal complexity was characterized by modeling system requirements with Software Cost Reduction dependency graphs, then quantifying model attributes using 15 graphtheoretical metrics the independent variables. Dependent variable data were obtained by having 32 subjects run simulations of our research test vehicle: the light control system (LCS). The LCS simulation tests used a cross-over design. Subject perceptions of these simulations were obtained by using a questionnaire. Canonical correlation analysis and structure correlations were used to test hypotheses 1 to 3 - the dependent variables predictability, observability, and usability do not correlate with the NAT complexity metrics. Five of 15 metrics proposed for NAT complexity correlated with the dependent data. These 5 metrics had structure correlations exceeding 0.25, standard errors < 0.10, and a 95% confidence interval. Therefore, the null hypotheses were rejected. A Wilcoxon signed ranks test was used to test hypotheses 4 to 6 - increasing NAT complexity increases system predictability, observability, and usability. The results showed that the dependent variables decreased as complexity increased. Therefore, null hypotheses 4 to 6 were rejected. Lastly, this work is a step forward to operationalize NAT for safety-related computer systems; however, limitations exist. Opportunities addressing these limitations and advancing NAT were identified. Lastly, the major contribution of this work is fundamental to scientific research - to gain knowledge through the discovery of relationship between the variables of interest. Specifically, NAT has been advanced by defining and quantifying complexity measures, and showing their inverse relationship to system predictability, observability, and usability.

"The Bureau of Mines, in its investigations of as masks for use in mines and allied industries tests masks that are voluntarily submitted by manufacturers for examination, and issues approval certificates for masks that meet the bureau's specifications. This paper describes the tests that were conducted on an ammonia gas mask by the Bureau of Mines, which successfully met all requirements and tests for ammonia, masks. The mask tested, known as the GMD ammonia gas mask, is manufactured by the Mine Safety Appliances Co., Pittsburgh, Pa. This ammonia gas mask, which forms a pocket over the face and allows breathing through the nose, consists of a face-piece with non-shatter eyeglasses; this is attached by means of a corrugated rubber tube to a canister supported on wearer's chest by a harness. The canister is green in color and is of tinplate construction. It was a disc valve at the bottom to prevent exhalation through the canister. The filling of the canister consists of a specially impregnated activated charcoal, about 750 c.c. in volume and weighing about 520 grunn. The material is supported above the check valve by a dome of wire screen covered with toweling. Above the granular material is a filter of absorbent cotton screens, and all materials are hold firmly in place by pressure from strong"

The act (36 Stat., 369) that established the Bureau of Mines in the Department of the Interior defined as part of the bureau's province and duty the making of "diligent investigation of the methods of mining, especially in relation to safety of miners and the appliances best adapted to prevent accidents," and it authorized the bureau from time to time to make such public reports of its work and investiga- tions as the Secretary of the Department of the Interior may direct, with the recommendations of the bureau. The national mine-rescue and first-aid conference was projected in the hope that it would be a factor in increasing safety in the mining industry through the recommendation of better and safer methods of conducting mine-rescue operations, more efficient methods of extend- ing and giving training in the use of artificial-breathing apparatus, and approved and more effective methods of administering first aid to injured miners and of training miners in first-aid work. The bureau feels warranted in publishing the resolutions adopted by the conference as a guide to mine workers and others concerned in obtaining greater safety in mining, and in presenting such extracts from the discussion as indicate the reason for the adoption of any particular method. In issuing this bulletin, however, the bureau does not indorse these resolutions in whole or in part as a final ex- pression of its views regarding the best method or procedure in any case. It does believe, however, that the resolutions furnish an excel- lent starting point from which to develop a standard code of pro- cedure in mine-rescue and first-aid work. It will be noted that in some important cases further information is necessary before any standard procedure can be recommended, par- ticularly as regards types of bandages, methods of resuscitation, the use of stimulants, the cumulative effect of poisonous gases, the diet of men engaged in rescue work, the physiologic effect of the pressure

In 1999, 2,087 unplanned roof falls were reported from 841 mines. Nearly 55% of all mines reported at least one roof fall, and nearly 17% of the mines reported five or more falls. In order to investigate the variables that contribute to roof falls, the National Institute for Occupational Safety and Health (NIOSH) compiled a national database of roof performance from 37 coal mines. Geotechnical factors and their effect on roof fall rates were compiled from over 1,500 miles of drivage. The factor that is the best predictor of roof fall rate is the Coal Mine Roof Rating (CMRR). For a low CMRR (#30), almost all cases have high roof fall rates. Conversely, high roof fall rates are rare for strong roof rocks (CMRR $ 60). Roof fall rates were also higher in deeper mines, probably because of greater stresses. Intersections were much more likely to fall than roadways, and four-way intersections were more prone to fall than three-way intersections. In a controlled comparison of the effect of increasing bolt length on roof fall rates, it was found that longer bolts reduced the roof fall rates in 11 of 13 cases. A relationship between the roof fall rate, the intersection span, and the CMRR was also found. Finally, a systematic method for tracking roof performance and geotechnical variables was demonstrated.

Several short color films describing new technology developed through Bureau of Mines research are available on a loan basis. The films review results of Bureau research programs aimed at aiding the minerals industry by increasing mine productivity, ensuring worker health and safety, and enhancing minerals recovery, processing and recycling. Most of the films are available in a choice of for mats: 16mm film, ½" VHS cassette tape, or ¾" U-matic tape. The films are loaned by the Bureau of Mines free of charge; borrowers are requested to pay only the return postage and for any damage to the films. All titles are also available for purchase in 16mm or videotape formats. Interested persons wishing to borrow or purchase a film should specify its title and the preferred and alternate showing dates. Recently, a collection of programs that will simulate a ventila¬tion system with extensive analyses and report-generating capabilities and error diagnostics has been developed (Didyk, 1974). It has pro¬visions to handle air injections, methane or gas emissions, and leakage. Additionally, it will solve problems where fixed and/or maximum air quantities are specified for some airways. Finally, the simulator has been structured to be extremely modular so that additions and revisions to the model can be easily made. The general aspects of the information flow and logical structure of the mine ventilation simulator are shown in Figure 14. The output from the methane emission model is input into the ventilation simulator for calculation of the concentrations in all branches of the network. The methane model and the ventilation simulator provide powerful tools for the analysis and planning of mine ventilation systems. INPUT DATA REQUIREMENTS In all of the mathematical models, several coefficients that de¬fine the characteristics of the ventilation system are used. For the ventilation simulator, these include the frictional characteristics of the ventilation regulatory devices. Considerable work has been done on the experimental determination of these coefficients for smooth pipes and well-defined mediums, but only limited data are available for actual mining conditions. In 2001, a total of 2,144 coal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Coal mines comprised 14.7% of all mining operations. • Bituminous mines comprised 92.0% (n=1,972) and anthracite mines 8.0% (n=172) of coal mining operations. • More than 71% of coal mines were located in three states: Kentucky (29.5%), West Virginia (21.3%), and Pennsylvania (20.6%).

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher&apos;s perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people&apos;s everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one&apos;s "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors." OWNERSHIP OF ORE-CONSTRUCTION OF CONTRACT. A contract between the Republic Mines Corporation and the Quilp Gold Mining Co. provided that upon forfeiture of its rights under a contract the Republic Mines Corporation was required to give a good and sufficient deed conveying to the Quilp Gold Mining Co. all ore bodies of every description lying east of the west line of the Quilp Mining Co. claim extended downward vertically and lying south of the north end line of the Quilp claim extended downward vertically and which may apex within the lines of the Surprise, an adjoining mining claim. It must be presumed that the contracting parties under such circumstances had in view their statutory rights as provided by the mining statutes of the United States, and that both were familiar with the provisions as to extra- lateral rights granted by the statute to locators of mining claims. This contract means to include all ore bodies of every description lying east (or easterly) of the west (or westerly) line of the Quilp claim extended downward vertically and south (or southerly) of the north end line of the Quilp claim extended downward vertically within the Quilp claim excepting the part that was overlapped by the Surprise claim, owned by the Republic Mines Corporation. Quilp Gold Min. Co. v. Republic Mines Corp. (Washington), 165 Pacific 57, p. 61. PURCHASE OF GAS-REFUSAL TO DELIVER SALE TO OTHERS. A gas company that had entered into a contract to purchase a quantity of natural gas refused to receive and accept the gas that was tendered on the ground that it did not conform to the requirements of the contract; subsequently the company refused to sign a writing by which it was asked to consent to the sale of such gas to other persons. But the refusal of the purchasing company to sign such a writing giving its consent or its refusal to consent to such sale did. not affect the rights of the seller to dispose of the gas elsewhere and to other persons. OWNERSHIP OF MINERALS IN HIGHWAY. All mineral deposits within the limits of a highway belong to the owner of the fee and he is entitled to remove them so long as he does not interfere with the public use of the highway. City of Scranton v. Scranton Coal Co. (Pennsylvania), 100 Atlantic 813, p. 819. SALE AND CONVEYANCE. SALE AND CONVEYANCE EXCEPTION AND RESERVATION. The owner of an undivided interest in oil and gas lands conveyed the same to certain named grantees by deed containing a clause excepting and reserving all the oil and gas produced from the undi- vided interest in the land described. The language is not apt for the creation of either an exception or a reservation, but is rather that of a layman unfamiliar with legal distinctions. Strictly and literally construed, it affords a basis for a contention that that which was excepted and reserved was not realty in any form or anything inci- dent thereto, but personalty produced from the land. Immediately following the description of the tract, the grantor excepted and reserved something from the land described. What he excepted and reserved, he excepted and reserved then, and it was from his interest in the land. The clause expressed according to the evident intention of the grantor would read: "Excepting and reserving from the above all oil or gas which may hereafter be produced therefrom." No other construction can reasonably be placed upon the language used. The carving out of a separate estate in the oil and gas in land is a common occurrence in oil and gas producing fields. Mandle v. Gharing (Pennsylvania), 100 Atlantic 535, p. 536. RESERVATION CONSTRUED AS AN EXCEPTION. Where apt words of reservation are used in a deed they will be construed as an exception where this is the evident intention of the parties to the instrument. Although an exception and a reservation differ in legal effect, yet in their creation there is no magic in words, and if the meaning is clear either expression will operate for the purpose designed. The technical distinction between an exception and a reservation is frequently disregarded in the ordinary use of the word, and whether the language used creates an exception or a reservation must be determined from the intention of the parties ascertained from the entire instrument.

The Bureau of Mines used molecular beam-mass spectrometry to determine the microstructure of a 10.1% CH4-2l.2% 02-67.6% Ar-1.1% CF3Br inhibited flame and its uninhibited analog, both stabilized at 32 torr on a cooled flat-flame burner. Composition profiles of atomic, radical, and stable species and temperature profiles for both flames were obtained and compared. Kinetic analyses of the profiles yielded values for the rate coefficients of several elementary methane flame reactions and information on the reactions of formation and decay of the observed halocarbon species. CF3Br is judged to decay by thermal decomposition as well as by abstraction reactions, and the fluorocarbon chemistry occurring in the inhibited flame is due primarily to CF2 radical reactions. Rate coefficients and mechanisms for reactions of the inhibitor-related species are given.

The sensitivity of radiochemical techniques makes possible the study of the initial-stage sulfuric acid leaching kinetics of chalcopyrite and other copper sulfide minerals. This Bureau of Mines study of the initial leaching of chalcopyrite used techniques to evaluate the molecular and electrochemical processes. High-grade Transvaal chalcopyrite was neutron-irradiated in a TRIGA reactor4 to produce radioisotopes copper-64, iron-59, and sulfur-35. Dissolution rates were measured in the time interval zero to 60 minutes, during which time significant anomalies were observed. First was an initial period of rapid dissolution lasting a few minutes; second, an arrest or ?plateau? region usually lasting from 6 to 10 minutes; third, a second period of dissolution of lesser rate than the first. The effects of solution variables such as pH, oxygen partial pressure, and ferric ion concentration at different temperatures were measured.

Said to be one of the world&apos;s most under-developed countries, Benin had a gross national product (GNP) estimated at $1 billion in 1980.2 Contribution of the mineral industry such as cement and limestone to the GNP was negligible, but exploration of mineral potential continued Minerals.-The United Nations Development Program (UNDP) conducted an investigation of three deposits from 1977 to 1980: Phosphates (Mekrou), gold (Perma), and chromite (Buem). A phosphate rock deposit containing about 4.5 million tons recover- able by opencast techniques was discovered. It was not known if the gold and chromite deposits were recoverable economically. Iron ore deposits of some 230 million tons near Loumbo-Loumbo are at present not exploitable because of lack of infrastructure in the northern part of the country. Geologic mapping with British and French assistance was also pursued in 1980.

The Bureau of Mines, through contract with Ultrasystems, Inc., obtained data on the oxidative degradative behavior of a number of materials used in coal mines. Tests were performed using a stagnation burner arrangement. Materials examined included those used in typical coal mining operations such as (1) polyvinyl chloride-containing materials. (2) neoprene compositions, (3) rigid foams (urethanes/isocyanates), (4) miscellaneous materials (including jute, fiber glass, and polyethylene), (5) coal, (6) fluids (phosphate esters, organic esters, oil-water emulsions), and (7) composites. The composite comprised a mixture of a phosphate ester fluid with (1) coal, (2) a representative polyvinyl chloride sample, or (3) a neoprene-type composition. A number of decomposition products are identified that could represent a potential health hazard to miners including HC1, CO, SO2 and H2S, if they were generated to exceed toxic levels.

The 15,770-acre Worm Creek Roadless Study Area is in southeastern Idaho about 8 miles (mi) west of the northern portion of Bear Lake. U.S. Bureau of Mines personnel examined the roadless, area during the summer of 1984. No mineral resources were identified within the study area. There were no mines or mining claims in the study area in 1984. However, the study area is blanketed with oil and gas leases, but no known productive horizons have been identified within nor nearby. The roadless area is in the Cordilleran fold-thrust belt and is underlain by Paleozoic and Mesozoic marine strata more than 50,000 feet thick. The trace of the Paris thrust fault is 2 to 3 mi east of the study area and has an eastward displacement of about 4 to 7 mi.

[California&apos;s sensational rise to supremacy as an oil-producing State in 1923 was accompanied by a loss of 62 lives. These 62 deaths were from oil-producing accidents alone and do not include fatalities at the refineries, on tankers, or on any work not directly connected with the drilling for and the production of oil. The number of facilities for 1923 was 82 per cent greater than in 1922, the next most fatal year, with a record of 34 lives lost. The data submitted in Table 1 show that for the calendar years 1917 to 1923 inclusive, an average of 4.74 million barrels of oil were produced per Vitality in the California oil fields. On this basis, the record for 1923, hough a trifle below the average, shove up slightly better than that for 1922.]

Samples of gas were obtained directly from the coalbed during drilling of horizontal and vertical boreholes in six different formations. The samples were analyzed by gas chromatography for C1 to C5 hydrocarbons and for O2, N2, H2, He, and Co2. Methane in the gas varied from 63 to 99 percent; carbon dioxide from 0.1 to 15 percent. The CH4/CO2 ratio varied and showed no apparent correlation with age, rank, or bed. The majority of samples contained ethane, propane, and butane; hydrogen and helium were found in some samples. Oxygen and nitrogen were usually present, possibly as a result of air contamination. A more extensive sampling program would be necessary to establish relationship between the amount and composition of the gas in the coalbed and other factors.
