The Bureau of Mines has devised a procedure to selectively extract and recover chromic oxide (Cr203) from waste high-temperature shift catalysts that contain approximately 6 pct Cr and 62 pct Fe, both in oxide form. The Bureau's procedure consists of roasting the waste catalyst with sodium hydroxide (NaOH) or sodium carbonate (Na2C03) followed by water leaching. The chromium from the leach liquor was recovered utilizing an oxidation-reduction reaction with pH adjustment to form a hydrous chromic oxide (Crp3oXHp) precipitate. The roast-leach procedure produced chromium extractions greater than 89.7 pct, with product recovery in excess of 99 pct from the leach liquor. The costs of the NaOH and Na2C03 roast processes, including sizing and equipment-related recommendations, were determined by the Bureau's Office of Process Evaluation. The economic evaluation indicates that producing a Crp3 product, at the present time, is not competitive with the present-day cost of imported chromites. The estimated average operating cost for both processes was $5.44/1b of recovered Cr203 concentrate. However, this procedure offers a potential alternative to the disposal of this waste through landfiIl.

Before going directly to the analysis, it would be good to summar¬ize explosion-proof container approval methods. Both Magison (52) and Short (84) state that in general practice, the systems are certified for: 1. a rugged enclosure able to withstand an internal explosion but not allow explosively hot gases to escape, and 2. maximum surface temperature, with equipment operating inside, that will not ignite the surrounding atmosphere. Also, testing insures that any material in contact with the container surface will not be ignited by a hot spot. Associated with the first practice, the enclosures are inspected for: 1. a safe flange gap width, 2. a pressure increase during ignition, and 3. an hydrostatic pressure withstand level. The hydrostatic pressure level is almost always determined by a meas¬ured ignition-pressure test and is usually applied to prove the mechan¬ical design to some safety factor. Consequently, explosion-proof enclosure testing includes temper¬ature, permissible flame gap, and pressure. Specifications and prev¬ious research also can be similarly separated even though some interre¬lation exists between the flame gap size and internal enclosure pressure during an explosion. "With a view of elucidating the role of glutathione (GSH) in the biochemical pathways of the chromate-exposure related carcinogenesis, we carried out electron spin resonance (ESR) spectroscopic investigations of the chromate-GSH redox reactions. The ESR measurements, employing spin-traps, provide evidence for the involvement of the glutathione (GS•) radical, as well as an isolable Cr(V)-glutathione intermediate. These results indicater a new mechanism for the reduction of chromate by GSH in cellular environment and help understand the (unexpected increase in Cr(VI)-induced DNA strand breaks at elevated GSH levels.We report here indirect electron spin resonance (EGR evidence for the involvement of the glutathionyl (GS) radical and direct evidence for a Cr(V) intermediate in the reactions of glutathione ¬(GSH) with chromate for the first time.. This work was undertaken to clarify the biochemical pathway of the reduction of chromate by GSH, since this reduction process is thought to be a critical step in the pathogenesis of the chromate-exposure related carcinogenesis. This follows from the literature reports which show that (a) Cr(VI)compounds have been proven to be carcinogens in laboratory animals as well as in human studies2-4, (b) Cr(VI) and not Cr(III) compounds are mutagenic 5-7, (c) Cr(VI) and not Cr(III) compounds can penetrate cell membranes 8.9 (d) the final state of Cr(VI) in cellular reductions is Cr(III)', (e) by itself chromate (or Cr(VI)) cannot be directly mutagenic since Cr(VI) is known not to interact with isolated DNA under physiological conditions 10, suggesting the significance of Cr(VI).reduction processes. One of the major reductants in cellular environments is thought to be the GSH, both outside and inside the ce11s 11-13. Other evidence for the role of GSH in the chromate toxicity is seen from recent studies showing that exposure of hamster cells to non-toxic levels of added selenite increases the levels' of GSH as well as the Cr(VI)-induced DNA strand beaks 14, and thatsuch DNA strand breaks in hepatocytes also change in direct proportion to their GSH content 15,16. These observations wereinterpreted as implying that the reduction of chromate by GSH, to some reactive intermediate is an important step in the chromatecarcinogenicity 15,16. This report describes the preparation characteristics of the significant coalbeds in Boone County, W. Va., as determined by the Bureau of Mines. It is one of a series describing the coals suitable for producing metallurgical coke, either as mined or after beneficiation. Over 6.3 million tons of coal was produced in Boone County, W. Va., in 1959, of which almost 5.5 million tons was mechanically cleaned in eight preparation plants. On December 31, 1959, it was estimated that almost 8 billion tons of coal remained in the county in beds 24 inches or more in thickness. Thirteen samples were collected from nine coalbeds and washability tests were made on these samples.

The ultrasonic pulse measurement system described measures velocities of longitudinal (compressional) and shear waves in rock to give values that can be used with density values to determine the dynamic elastic constants of rock. A special feature of this pulse measurement system is its unique acoustical bench that minimizes errors in pulse transit times that are commonly associated with coupling, sample alinement, and sample orientation. Some special features of the acoustical bench are its highly versatile transducer cartridges, a pneumatic ram coupling device, an orientation mechanism, and a vacuum chuck sample holder. The lathe-bed-like construction of the acoustical bench assures automatic alinement of samples and versatility in accommodating samples of various shapes and sizes.

The Bureau of Mines investigated severe coal mine roof support problems along a section of main entries in the Pittsburgh coalbed in southwestern Pennsylvania to identify the causative factors. The mine roof was examined in detail, and various sedimentary structures are described that contributed directly to irregular and unstable roof. Small-scale paleochannels, scours, and related slickensides were identified as the leading cause of bad roof, and isopach maps were prepared to illustrate a method whereby the presence of these structures could be inferred in advance of mining. Probably second in importance was the occurrence of relatively incompetent flaggy, poorly cemented sandstone, weakened by coal and micaceous laminea. No effect of in situ stresses on roof stability was detected.

The Bureau of Mines reviewed the chemical vapor deposition (CVD) literature on the nonmetal binary and ternary compounds of the group IVB, VB, and VIB elements, with emphasis directed to the following nonmetals: B, C, N, O, and Si. This review examines each of these binary and selected ternary compounds of the group IVB, VB, and VIB elements as coatings and gives some of their preparative methods, uses, and properties. A total of 259 references were found for these compounds of the nine elements. This review was utilized in the Bureau's research to provide abrasion-, erosion-, and corrosion-resistant coatings in order to conserve critical metals and protect various metallic surfaces in metallurgical, mining, and energy conversion systems.

The Bureau of Mines investigated the substitution of cement copper powder for commercial copper powder in an Fe-7 pct Cu-l pct C powder metallurgy alloy. Copper powders from six different commercial cementation operations were separately upgraded by screening and hydrogen reduction. They were then mixed with commercial iron and graphite powders to form the Fe-7 pct Cu-l pct C alloy. Various chemical and physical properties were determined on the upgraded cement copper and the alloy powders. Mechanical, physical, and chemical properties were determined on green and sintered specimens made from the alloy powders. Mean tensile and bending strength of sintered specimens were significantly lower than the means from specimens made from commercial metal powders. The lower strengths are apparently related to poor sinterability.

Tests have recently been conducted by the Bureau of wines on the ignition hazard of exposing heated filaments of electric mine lam bulbs in an explosive mixture of methane and air. This investigation was undertaken in order to settle a question that had arisen in connection with the safety of miners? electric lamps. For several years, in view of former studies made by the Bureau and reported in Bulletin 524, the fact that the heated filaments of even low voltage, lour candlepower bulbs constitute a danger was generally accepted by the Bureau's engineers. These early tests, as well as subsequent tests, were conducted with Pittsburgh natural was as the testing medium.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating hardrock mine, Grace Mine, located near Morgantown, Pennsylvania. Diesel-powered haulage equipment is used in this mine, and the electromagnetic noise environment it creates was measured to see how it differs from the environment created by electric-powered haulage equipment. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. Data are recorded using broadband analog magnetic tape and are later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. The specific measured results are given in a number of spectral plots and in amplitude probability distribution plots.

The panic bars (and associated linkages and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars are characteristically of the "fire door" type that is frequently encountered on outside exit doors of many public and some commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes are added to the face equipment machinery for which they arc required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in "Guidelines for the Design and Installation of Devices for Deenergization of Self-Propelled Electric Face Equipment/Automatic Emergency Brakes" by G. E . Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. L. Judy (our consultant), etc:

Operation of the Bureau of Mines raw refuse continuous separation pilot plant is described, including modifications made to plant equipment for improved performance. Products recovered from refuse, many of which have been evaluated by other laboratories and private firms, are discussed. Sampling procedures used in the pilot plant and detailed data obtained from processing refuse from 13 municipalities are presented in appendixes. Fuel evaluations made on combustible fractions of refuse from the various municipalities are also presented. Information and data obtained at the pilot plant have been used to assist many municipalities in solving their urban refuse problems.

[Frequent accidents in the transportation and. handling off petroleum and its more volatile products, serve as a reminder that this is indeed a hazardous undertaking and should always be conducted with due caution. On October 4, 1920, vapors in the held of the British tanks steamer G. R, Crowe became ignited and, caused an explosion which, it is reported, killed 5 men, injured. 40 others and endangered the lives of some 300 more. On November 10, 1920 the Morgan, Line freighter El Mundo was almost totally sot destroyed in New York harbor by fire caused by an explosion of gases in a fuel-oil tank. These two disastrous explosions emu emphasize the ever- present danger attending the use of petroleum products. This is also shown by the frequent occurrence of minor fires and explosions, caused by careless handling of baseline, which result in loss of life or serious injury to railroad employees, to oil-tank drivers, and to individuals in various walls of life. Statistics indicate that the lighter cuts of petroleum products, because of fire hazards, are dangerous, and are so considered by the railroad and other transportation companies. According o the Bureau of Explosives (Bar-eau of Explosives Report No. 13 p. 7) during 1919 transportation of gasoline in the United States resulted in 172 accidents, causing 2 deaths and 31 injuries, and a property loss to the extent of $687,966. Among the causes of ignition, an open light in the vicinity of the container stands out most prominently.]

A primary goal of the Federal Bureau of Mines is to minimize the requirements for scarce mineral commodities through conservation and substitution of more abundant elements, such as iron and molybdenum. One example of this is the research effort to devise substitute materials for specialty alloys, thereby conserving nickel and chromium in high-volume stainless steels. As a possible substitute for the solid solution strengthening of chromium and nickel, the precipitation hardening characteristics of a number of binary iron-based systems in which Laves phase precipitates, such as Fe2Mo, are formed were investigated. Several hardening responses were observed, but none were ideal. The Fe-Ta binary system had the highest magnitude of hardening, even with low alloy additions, and the Fe-Mo system had unique stability at temperature. Accordingly, the Fe-Mo-Ta system was selected for study to determine if a ternary Laves phase could combine high hardening with long-term stability at elevated temperature. Hardening and stability were reflected in excellent elevated temperature, tensile, and stress rupture strengths. Future research will study ternary systems based on more abundant resource materials, such as the Fe-Mo-Ti system, together with additions, such as aluminum and minimal chromium, to provide oxidation resistance.

A brief investigation was made to determine the feasibility of electro-refining beryllium in a KCI-LiCI-BeC12 bath. Thin, platelike crystals of beryllium metal were produced by electrolyzing technical-grade beryllium metal beads (about 94-percent purity) as the soluble anode. Operating cell conditions were: Temperatures of 450° to 600° C.; an inert atmosphere; bath compositions of (1) 38.1 mol. percent KC1, 54.8 mol. percent LiCl, and 7.1 mol. percent BeC12 and (2) 36.7 mol. percent KC1, 52.7 mol. percent LiCl, and 10.6 mol. percent BeC12; cell voltages of 0.30 to 0.80; and initial cathode current densities of 50 to 435 a./sq, ft. Current efficiencies ranging from 87 to 96 percent were obtained. Qualitative spectrographic analyses of the metal products indicated that impurities were reduced. This technique offers the possibility of producing a grade of beryllium purer than that now generally available, which may have better mechanical properties.

Methane and other hydrocarbon gases, byproducts of coalification, are emitted from coal at widely varying rates and often present ventilation problems during mining. The air in some coal mines apparently contains no methane. To determine if coals from mines which had no history of detectable gas emission contained adsorbed methane, samples of coal at the shaft bottom and at an active face were obtained and placed in sealed metal cylinders. The atmosphere around the coal was sampled and analysed by gas chromatography. Methane, ethane, ethylene, propane, propylene, and butane were found to have been desorbed from these coals. Hydrogen and helium were also detected. An estimate of the amount of residual gas per ton of coal indicated that coal samples from the active face generally contained more adsorbed gas than coal samples obtained from the shaft bottom, although in both instances the total amount of gas was relatively small.

The Copper King copper-gold-silver deposit was discovered about 1880. Various individuals and companies have been interested in the deposit and considerable work has been done, although production, if any, has been small. The deposit is located in the western part of Laramie County, Wyo., and is favorably situated with respect to rail and truck transportation and high-tension power facilities. Mild summers and cold winters characterize the climate. Precipitation averages between 16 and 17 inches annually, with considerable snowfall in the winter. Permanent streams are small and most available water in being stored for use by Cheyenne, Wyo. Range grasses comprise the bulk of the vegetation, with small trees and shrubs common in the most rugged areas.

As part of the Bureau of Mines, U.S. Department of the Interior, effort to provide thermodynamic data for the advancement of minerals technology, the Gibbs energy of formation of sphalerite (zinc sulfide) was investigated with a high-temperature galvanic cell employing stabilized zirconia as the electrolyte. In the temperature range 948 to 1,210 K, potential measurements were obtained for the cell Pt, ZnS + ZnO, S02 = 1 atm // Zr02 // Cu20 + Cu, Pt, with the overall cell reaction ZnS(c) + 3 Cu20(c) = ZnO(c) + 6 Cu(c) + S02(g). (1) These results, combined with the best available values of ?Gf° for ZnO, S02, and Cu20 from the literature, give the Gibbs energy of formation of zinc sulfide for the reaction Zn(l,v) + 1/2 S2(g) = ZnS© (2) ?Gf° = -64.223 + 24.02 X 10-3T ± 0.650 kcal/mole (3) (948-1,180 K; standard states - pure liquid zinc and S2 gas at 1 atm), and ?Gf° = -92.720 + 48.17 X 10-3 ± 0.650 kcal/mole (1,180-1,210 K; standard states - pure zinc vapor and S2 gas at 1 atm). A third law analysis yields for the formation reaction Zn(1) + 1/2 S2(g) = ZnS(c), (5) a standard enthalpy of formation as follows: ?Hf298.15 = -63.64 ± 0.700 kcal/mole.

Since ventilation adequate in quantity as well as quality is of paramount importance to the health and safety of men working underground in coal mines, mining officials, employees, and State inspection departments should give it the closest possible attention. MINING LAW OF ALABAMA The law governing, and regulating the operation of coal mines in Alabama was enacted in 1911 and amended or revised in 1923, 1925, 1930, and 1935. The original law and subsequent revisions were progressive steps in safeguarding the health and safety of underground employees.
