This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. A method was developed for testing the anchorages obtained with 3/4-inch, expansion-type, headed bolt and shell assemblies. The apparatus is a modification of that used in testing -inch-diameter, slotted-type bolts. Four makes of expansion-type shells were used in 64 tests made in sandstone and shale roof. The results show that for 3 makes of shells the anchorage effectiveness is independent of the installed land, and for the fourth make of shell a better anchorage is obtained when instilled at a load of 8,000 pounds. The results also show that deformation of the expansion plug influences the majority of the anchorages obtained with two makes of shells. This deformation causes a larger increase in displacement for a given added increment of load. The data from 48 of the 64 tests were combined to establish a relationship between average displacement and increase in bolt load (above the installed load). This relationship can be used to evaluate the anchorage effectiveness of any 3/4-inch-diameter, expansion-type, headed bolt and shell assembly tested in the field.

A laboratory and a pilot-plant-scale investigation has been conducted by the Bureau of Mines to examine possible sources of nitride defects in the production of magnesium-reduced titanium sponge. The production of alpha-stabilized nitride inclusions in hot-rolled titanium plate from air contamination of sponge during its manufacture has been experimentally demonstrated. Magnesium-reduced sponge prepared from air-contaminated magnesium or when contaminated by an air leak during reduction, vacuum distillation, or inert gas sweep, shows very large variations in nitrogen content. Refractory nitrides, delta TiN and epsilon Ti2N have been identified in this sponge. The highest incidence of inclusions resulted from sponge that was reduced by air-contaminated magnesium and from sponge subjected to air contamination during the vacuum distillation cycle and during helium sweep. Air contamination of sponge during the reduction cycle was not nearly as effective in producing inclusions. Tests showed that color and texture may not be reliable criteria for locating defects during sponge inspection. Maintenance of good vacuum-tight integrity, filtration of molten magnesium prior to charging into the reduction retort, and mechanical attrition of sponge to pulverize and disperse nitrides are suggested as practices to lower inclusion incidence in commercial titanium ingots.

"INTRODUCTION The question as to whether or not the flow of water through pneumatic rock drills commonly used in this country keeps to a minimum dust disseminated into the air during drilling arose during a study of the dust-in-air conditions in Butte mines from February to July 1936 and December 1936 to June 1937 made by the Bureau of Mines in cooperation with the Anaconda Copper Mining Co., Butte, Mont, The purpose of this report is to describe the study, including some experimental work on the subject, and to give test results.ACKNOWLEDGMENTSThe help of the ventilation department of the Anaconda Copper Mining Co. in planning the study and collecting the data is gratefully acknowledged.EXPERIMENTAL CONDITIONSTests were conducted in an untimbered 6- by 8-foot crosscut in medium-hard granitic rock near the shaft station on an inactive level of one of the active Butte mines. Figure 1 shows the plan and section of the test location. Air was drawn from the shaft at the station, through the crosscut, and up through another shaft. The flow of air through the crosscut was decreased by a brattice downstream from the sampling location, so that relatively high, easily measurable dust concentrations would be obtained in the tests. Impinger samples for determing concentration of dust in the air were collected in an opening 51 inches wide, 29 inches high, and about 4o inches from the top of the rails in a wooden stopping about 16 feet downstream from the place where the test holes were drilled."

Most gasolines and naphthas are mixtures of paraffin- series hydrocarbons and comprise such substances as pentane , hexane , heptane , octane , and others up to perhaps dodecane . Many of these hydrocarbons , when mixed with the proper proportions of air and ignited , are highly explosive . It is due to this characteristic that gasoline has become so important as a fuel in internal -combustion engines . Gasoline and naphtha also are used in the industry as solvents and cleaning agents . Because of their explosive properties they are dangerous to use unless the composition is so chosen that the vapor pressure of the mixture is not high enough to produce explosive mixtures with air at the temperature at which they are used . Hydrocarbon mixtures may be made less hazardous by adding some incombustible liquid , such as carbon tetrachloride . Barrier reports the amount of carbon tetrachloride that must be added to different naphthas to render such mixtures free from fire and explosion hazards . He found that the amount of carbon tetrachloride that must be present in the final mixture of naphtha and carbon tetrachloride varied with the density of the naphtha . Of the naphthas tested the amount of carbon tetrachloride necessary to render such mixtures free from fire and explosion hazards ranged from 30 to 70 percent . .. Determination of the fire and explosion hazards of carbon tetrachloridehydrocarbon mixtures would be easy if the boiling points and vapor pressures of the two were the same at any given temperature . The fact that carbon tetrachloride boils at 76° C. while the boiling points of the hydrocarbons found in gasoline and naphtha may range from 37° , the boiling point of pentane ,

Although the technology involved in removing material from below the earth&apos;s surface has a long history, communication systems in underground workings are relatively new to the industry. Communication equipment did not begin appearing in underground mines until the early 1900&apos;s. Figure 1-1 shows a miner using a Western Electric standard telephone set for underground mines in 1913. These early phones were essentially the same as those used aboveground, except that they were enclosed in cast-iron boxes as protection against moisture, acid fumes, and gases.

A theoretical technique has been developed and verified experimentally for determining the aerodynamic diameter of irregular shaped particles. The aerodynamic diameter of a particle is a very important property in determining where that particle deposits in the respiratory tract. Many instruments, such as impactors and cyclones, will determine the aerodynamic size distributions of aerosol particles but few analyze the particles individually. The theoretical approach of our technique is to solve, by use of high speed computers, the three dimensional Navier-Stokes equations to obtain the flow field around an irregular shaped particle of any contour. The computer program will then determine the drag on the particle, and thus the aerodynamic diameter of the particle can be calculated. The experimental approach has been to pass the particles through a centrifuge and collect the particles upon a collection foil. The position of a particle on the foil is an indication of its aerodynamic diameter. These particles were then shadowed in two orthogonal directions and inspected under an SEM. The top view of the particle in the SEM plus the views of the two orthogonal shadows allows one to determine the three dimensional shape of the particle. Studies have been performed on silica, coal and talc particles with aerodynamic diameters in the 1 to 4 um size range. The three dimensional shape, as is determined from SEM analysis was used in the theoretical computer program and the results compared. It was found that in most 'cases the agreement between the experimentally and theoretically determined aerodynamic diameters was within 5%.

In this report, the application of the Open Pit Materials Handling Simulator (OPMHS) to a Southwestern surface mine using draglines and front-end loaders is described. The specific objective of the study is to demonstrate the application of the simulator to analyze mine planning and to analyze alternatives for increased production. The simulator was verified by comparing long term production figures to the simulated results from data collected on a mine visit. A short term and a long term alternative are studied with projected productivities and scheduling. No economic analysis of these proposals were performed.

The Ruby Mountains study area encompasses 75,615 acres managed by the U.S. Bureau of Land Management in Madison County, MT. A mineral survey was conducted by the U.S. Bureau of Mines and U.S. Geological Survey in 1984. Bureau of Mines personnel reviewed literature and county mining records, and examined prospects or mineralized areas to determine mineral resources. Geological Survey personnel evaluated the area by geochemical sampling and geophysical surveys. There are no organized mining districts and no current claims in the study area. Significantly mineralized quartz veins, shear zones, or talc bodies apparently do not exist within the study area. A small part of the Kelly Iron Deposit is inside, but dips away from the study area; the main occurrence is estimated to have 32 million tons of subeconomic resources that average 21 percent iron.

"In accident prevention, a study of statistical data is necessary to determine primary causes of accidents to devise means to eliminate causes at the original sources. Explosions in coal mines of the United States during the 10 years ending December 31, 1931, ranked third in the causes of fatal accidents; they constituted 16.2 per cent of all fatal accidents in bituminous mines and 8.4 per cent of all fatal accidents in anthracite mines. A study of coal-mine explosions in Pennsylvania, with approximately 160,000 men employed in anthracite mines and about 145,000 in bituminous mines or about 205,000 out of -the approximately 525,000 men employed in all coal mines of the United States, should give information of value to all persons endeavoring to reduce or eliminate coal-mine explosions. This circular reviews explosions of gas or dust or of both in the coal mines of Pennsylvania to show the hazard of gas and dust, to point out the influence of certain factors in causing explosions, and to emphasize the efficacy of explosion-preventive measures.The data published annually by the State Department of Mines and of the United States Bureau of Mines were used in compiling the tables of explosions. Through the cooperation of W. H. Glasgow, secretary, Department of Mines of Pennsylvania, and his assistants, many doubtful cases were clarified, so that as far as recorded the history is comparatively complete. Figures used in compiling some of the tables were furnished by W. W. Adams, chief statistician, demographical division, United States Bureau of Mines.Anthracite in the Wyoming Basin of Pennsylvania was used locally by gunsmiths in 1755, by blacksmiths in 1769, and as domestic fuel in 1808.Mining and shipments developed slowly between 1806 and 1812, but more rapidly after that.Early mining along the outcrops gave essentially no trouble from gas, but by 1870, when State inspection was established, explosions were frequent; ventilation was crude and accumulations of gas were generally ""brushed"" or burned out.Table 1 lists 1,232 ignitions and explosions of gas in anthracite mines from 1870 to 1932, inclusive, every one of which was accompanied by loss of life. Some details are given of 110 representative cases in which five or more lives were lost or in which it appeared that some violence was present.During the period 1870 to 1932, inclusive, gas explosions caused 2,213 fatalities, or an average of about two deaths for each ignition or explosion. Records are not available as to the number injured in these and in other explosions where no deaths occurred, but from a study of explosion reports it appears probable that the number injured exceeds the number killed. In the 110 cases described, 599 were killed and 294 were injured. As shown in Table 2, fatalities from gas explosions averaged 8.3 percent of the total fatalities in Pennsylvania anthracite mines from 1870 to 1931, varying from 6.0 percent in 1931 to 13.1 percent in 1927."

Techniques are being developed for measuring the mass concentration of respirable diesel exhaust particles found in underground coal mines. Studies have been conducted over the past five years to investigate size selective 18Dlpling techniques to measure the respirable mass concentrations of diesel exhaust and mine dust aerosol particles in underground coal mines. Results from these studies have been used to develop design and performance criteria for a personal diesel exhaust aerosol sampler.Three personal diesel exhaust aerosol samplers have subsequently been designed and evaluated in both laboratory and field settings. These samplers use size selective classifiers for the determination of respirable mass concentrations of mineral dust and diesel exhaust particles. Their designs are based on the premise that diesel exhaust particles are predominantly less than 0.8 µm while mineral dust is greater than 0.8 µm.One design, selected for field evaluation, consists of a 10 mm nylon respirable dust cyclone followed by a 0.8 µm cutpoint impactor and afterfilter. The cyclone removes the nonrespirable particles while the inertial impactor state, collects the mineral dust on an impaction plate and allows the diesel particles to penetrate to an afterfilter. The two sample fractions of the respirable particles ( <0.8 µ.m and >0.8 µm) are gravimetrically analyzed to determine the concentrations of the diesel and mineral dust portions in the respirable coal mine aerosol."

Physiol. 13): L165-Ll 70, 1995.-Infiammation and fibrosis subsequent to the inhalation of certain mineral dust particles has been suggested to result from the activation of eicosanoid synthesis by the alveolar macrophage (AM). To determine if surfactant modifies dust-induced generation of eicosanoids by the AM, we evaluated the effect of the surfactant lipid dipalmitoyl lecithin (DPL) on the production of eicosanoids by rat AM exposed to respirable silica dust in vitro. During the first 24-h exposure period, DPL alone significantly increased basal production of eicosanoids but completely inhibited silica-induced thromboxane A2 synthesis. In contrast, leukotriene B4 (LTB4 ) production was only partially reduced by DPL. During a second 24-h exposure period, LTB4 production in response to the highest dose of silica remained significantly elevated in the presence of DPL. Similar results were obtained when the surfactant preparation Survanta was evaluated. These results suggest that 1 ) DPL and Survanta independently activate AM eicosanoid production, 2) DPL and Survanta modulate the response of the AM to silica dust, and 3) L TB4 may be the most important eicosanoid mediator of the long-term effects of silica dust exposure on lung pathophysiology. THE OXYGENATED METABOLITES of arachidonic acid (AA) (here collectively termed eicosanoids) have been implicated as important regulators of lung physiology and are thought to be involved in pathophysiological sequelae such as acute respiratory distress syndrome, asthma, and the pulmonary complications of sepsis (20). This role is manifested through both direct effects on lung physiology as well as through an indirect modulatory effect on the release of other mediators of lung injury, in particular profibrotic cytokines such as the interleukins and tumor necrosis factor (15). Recently, exaggerated eicosanoid production by both the alveolar macrophage (AM) and the type II epithelial cell has been demonstrated to result from the exposure of these cells to several particulates, including crystalline silica (quartz) dust (5, 9, 17). These observations have led to the suggestion that eicosanoids play a major role in the etiology of pneumoconioses.Another secretory component of the pulmonary environment, surfactant, has been shown to modulate crucial AM functions, such as bactericidal activity and the recruitment of circulating immune cells (25). Indeed, an important feature of the lung's reaction to inhaled mineral dust is an increase in surfactant production, perhaps as a compensatory or protective response (1, 16). In addition, the alteration of the surface properties of mineral dust by surfactant or its components has been shown to influence the biochemical response of the AM to the dust, perhaps by altering the surface charge of the dust particle (11, 29, 32). And recently, Wallace et al. (28) have shown that the coating of mineral dust with surfactant, and its subsequent removal by lysosomal phospholipase, unmasks differences in dust cytotoxicity that are not apparent when AM are exposed to uncoated dust. Thus it appears that the inclusion of surfactant in in vitro exposure studies may be important in evaluating both the absolute levels of eicosanoid production by the normal and dust-exposed AM and the temporal relationship between dust exposure and the production of inflammatory mediators by the AM. Therefore, we characterized the effects of the surfactants dipalmitoyl lecithin (DPL; the primary lipid component of natural surfactant) and Survanta (a commercially available surfactant derived from bovine lung) on basal and silica-induced AM eicosanoid production during two 24-h periods after exposure to dust particles to both allow the enzymatic removal of surfactant from the particle surface and evaluate the k"

"Introduction.The third annual mine-rescue maneuvers of the Globe-Miami District First Aid and Mine Rescue Association were held at Globe, Ariz., on November 5 and 6, 1923. The first demonstration was held in October 1922, and the results** from that experiment, both in the practical training and the interest aroused in the apparatus men, were so much more satisfactory than those from the ordinary smoke-chamber training, that Orr Woodburn, director of the Association, decided to hold similar maneuvers at frequent intervals. The second test was held on March 21-22, 1923, in connection with the meeting of the Southwest Mining Section of the National Safety Council at Globe.Place and Organization.The recent maneuvers were held in the same mine and conducted in the same general manner as the first, and the points of interest not brought out previously are described below. By studying the accompanying map the movement of the teams can be better understood.Thirty-three apparatus men were out on the first day and thirty-two on the second day, a total of forty-three men being trained.Mr. Woodburn was aided in directing the work by his two assistants from the mine-rescue station, two local safety engineers, and an engineer from the Bureau of Mines. The land-pebble district of Florida, wnich in 1928 supplied 96.7 per cent of the phosphate production of that State and 82 per cent of the domestic requirements of the United States, is centered in Polk and Hillsboro Counties about 30 miles east of Tampa The deposits are unconsolidated sediments occurring as beds of phosphate matrix overlain by a mantle of barren sands and clays. The matrix consists of a mixture of sand (quartz grains), clay, and phosphate rock in which the coarsest sand is much finer than the coarsest phosphate; that is, the sand is segregated in the fine material. Before the introduction of classifiers the concentration consisted of log washing, and screening at about 20-mesh, which was usually the finest size that could be taken to maintain commercial grade, 66 per cent B. P. L. (bone phosphate of lime) or more. When classifiers were introduced some of the fines that had escaped at the head of the washery and some of the minus 20-mesh material isolated during the washing and formerly lost supplied the feed. During October, 1927, the United States Bureau of Mines in cooperation with the University of Alabama and the Missouri School of Mines and Metallurgy began to investigate the amenability of phosphatic sands to gravity methods of concentration. The work was under the immediate supervision of B. W. Gandrud, acting supervising engineer of the Southern Experiment Station of the U. S. Bureau of Mines at Tuscaloosa, Ala., and Will H. Coghill, supervising engineer of the ore dressing section of the U. S. Bureau of Mines. More comprehensive testing followed and in the early part of 1930 some of the companies cooperated with the bureau and the above-mentioned institutions in conducting a series of tests on hydraulic classification and tabling. The results indicated that marketable concentrates could be obtained with a recovery of 25 to 45 per cent of the phosphate formerly lost. As a result two companies have introduced hydraulic classification to treat the current tailings, and one of them has substituted classifiers for the 20-mesh screens which had been unsatisfactory. Because the phosphate grains and quartz grains have nearly the same specific gravity, the use of concentrating tables by the customary methods is not applicable. The washeries included in the following report are designated as Nos. 1, 2, and 3.

"In a previous report of the Bureau of Mines (Serial No. 2080 reference was made to a fatal accident from falling rock in a quarry in Utah, and ways of avoiding such accidents were pointed out. A fatal accident similar to it in some respects recently occurred in a limestone quarry in Maryland. All operators of stone quarries are desirous of reducing accidents to a minimum, and almost without exception they welcome any suggestions having in view the establishment of safer quarry practice. It is believed, therefore, that a brief outline of the cir-cumstances surrounding this later accident may be of practical advantage to quarry-men, as it may serve as a guide to them in so conducting operations that such unfortunate occurrences may be reduced in number.The quarry where the accident occurred is in form a circular pit 500 to 600 feet across an 80 to 100 feet deep. The rock is a dense limestone with the beds dipping at an angle of 35 to 45 degrees from the horizontal. Numerous erosion cavities in the form of pockets or narrow spaces following joint planes are filled with red sand and clay. They are confined largely to the upper 20 or 30 feet of the deposit. Open bedding planes are 4 to 10 feet apart toward the surface, and are spaced at wider intervals toward the base of the quarry. The open bedding planes present smooth uniform rock surfaces that dip steeply into the pit at the northeast side of the quarry opening. These smooth surfaces constitute a source of danger, as they may permit loose material to slide into the pit.In this particular instance a blast had been discharged, throwing down a mass of rock for steam-shovel loading. Three men wore employed thereafter for a period of about two days in cleaning down all loose material that might be dangerous to workmen luring the loading process. A mass of red sand and clay in which several large bowlders were embedded was left on one of these slanting surfaces, for the material seemed to be sufficiently secure to be quite safe. The lower edge of the slanting surface was about 25 feet above the quarry floor. The quarry conditions are illustrated in fig. 1, where (a) represents the quarry floor, (b) the vertical quarry (c) the slanting joint plane surface, and (d) the rock and earth resting on the surface."

This information circular is one of a series, published by the Federal Bureau of Mines, on methods and costs of mining uranium ore on the Colorado Plateau. This report describes the relatively small-scale operations of the Salt Wash miner: The mining method followed, the equipment used, and the production costs. It describes 10 lease-operated mines of Union Carbide: Nuclear Co. that are typical of Salt Wash operations on the plateau. These mines lie within the Uravan mineral belt3/ and arc in the Gateway, Bull Canyon, and Uravan mining districts. (See fig. 1.) Generally the ore bodies occur as irregular, discontinuous layers of ore minerals within sandstone beds in the Salt Wash member of the Jurassic Morrison formation. The ore bodies sometimes occur as rolls, pod associat with carbonaceous trash, or tabular masses. Their size and erratic distribution preclude the use of a prearranged and uniform stoping system. The mining method is simply to follow the ore and leave open scopes behind.

To evaluate the potential for dust reduction, during blasthole drilling, of water or foam applied directly into the drill hole. Approach The Bureau of Mines tested a through-the-drill-steel water and foam injection technique in two noncoal mines to evaluate the method&apos;s potential for greater dust reduction. The tests were performed by drilling a series of blastholes for an entire face (a 90 minute time-period). For the first 45 minutes of drilling, foam or water was applied through the drill steel. Blowing ventilation was supplied to the entry about 50 feet from the face. The dust concentration measurements were made by a Real-Time Aerosol Monitor (RAM-I), and the data were read out on a strip chart recorder. The evaluation test results showed that the water or foam injection technique, when used on localized dust sources, can be an extremely effective dust control method. Small amounts of water used in this method have also allowed it flexibility to be used in water-soluble ores such as salt, gypsum, anhydrite, and trona. How The System Works Water or foam is mixed with compressed air (approximately 100-120 psi) with suitable metering systems and forced through the drill steel into the blast hole at the point of dust generation. Because the water or foam is applied at the source, minimal quantities of liquid are needed (0.2 to 0.6 gpm). These low flowrates are sufficient to just moisten the dust emerging from the blast hole, thus eliminating a major source of airborne dust. The wet drilling procedure also eliminates a second source of dust. With dry drilling, the dust from the blast hole falls to the floor. Since this can be a 15-ft drop or more, the impact can send the dust billowing up from the floor, adding to the airborne dust. With wet drilling, the moistened dust merely dribbles down the face.

"The development of certain mines in the East Tintic mining district, Utah, has been hindered considerably by the presence in the rock strata of heavy irrespirable gases which at times flood the lowest working places, as well as by abnormally high rock temperatures in the lower horizons. A study of these features was completed in the spring of this year, and the information obtained is summarized here.Heavy gases.Only four mines have been affected to date by the presence of heavy gas, and only one of these is producing lead-silver ores in quantity. These four embrace a territory extending about three miles north and south and about two miles east and west, while both within and fringing on this territory are a number of prospects which have not been affected.Thus far no fatalities have resulted from gas inflows, but a number of men have been temporarily overcome, and a few have had narrow escapes from death by suffocation. That the record is not more serious is mainly due to the fact that the gas inflow, as a rule, is relatively slow, mining operations have been quite carefully conducted, and the presence and extent of a gas inflow can be easily determined by its extinguishing action on the flame of miners' lights.When first encountered, about 1910, gas inflows occasioned much lost time. In some months the lost time averaged as much as ten days, while one mine cites for a certain month a maximum of 26 days lost out of a possible 28 working days. With improvements in mechanical ventilation and the passing of time, interference with work from the presence of gas has gradually lessened. During the last few winters, the main trouble has been with the mines being flooded with gas overnight when fans were not operated, although men have been driven out of the lowest development openings several times each winter with fans operating. At present, the main danger is in the lowest development openings having only one exit, wherein men might be trapped and possibly suffocated during an unusual and extremely rapid inflow of gas, or during an ordinary inflow, should the one source of power for the fan be disabled."
