The basic mining law of French Morocco is the Edict of 1914, "Danir of Jamary 19, 1914, for the Regulation of Mineral Prospecting and Exploitation in the Zone of the French Protectorate of the Cherifien Empire," which, as the preamble states, was promulgated at the instance of the Director General of Public Works, in consideration of the fact that mines constitute one of the sources of wealth of the Empire. According to a consular report, dated May 18, 1923, by Bradford, men- tioned above, the mining industry of that country, aside from the exploitation of the extensive phosphate deposits, can scarcely be said to exist, but the potential field for mining is promising. However, no large-scale exploitation of the mineral wealth of French Morocco can be hoped for until there is complete pacification of large areas that are still in an unsubdued state or until adequate transportation facilities, scientific prospecting, and large investments of cap- ital are assured. An edict in 1920 (Dahir of January 27, 1920) modified the law mentioned above by declaring the prospecting for and the exploitation of phosphates to be exclusively reserved to the Government. The Dahir o. August 7, 1920, announced the creation of the Cherifien Phosphate Office (Office. Cherifien des Phosphates), a State monopoly charged with the exploration, management, and exploitation of the phosphates of Morocco.

"INTRODUCTION This report on the properties of aviation gasolines and aviation jet fuels produced in the United States during 1952 was mode under a co¬operative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior.Analytical data are presented for 94 samples of aviation gasoline which include for the first time in this series of reports, data on five samples of grade 108/135 aviation fuel. Data also are given for 34 samples of aviation jet fuel. The analyses were made on samples typical of the manufacturers' production in their laboratories and the results sub¬mitted to the Bureau of Mines for compilation. The products of 20 manufacturers of aviation gasolines and of 16 producers of aviation jet fuels are represented.SUMMARYA comparison of certain properties of the commercial aviation gasolines produced in the United States during 1950, 1951, and 1952 is presented in table 1, the 1952 data being average values from tables 3 through 7 of the present report. Trends in certain characteristics of these fuels may be seen in figures 1 through 5 which also indicate the minimum and maximum values. As may be observed, the properties of commercial aviation gasolines have not varied greatly during recent years. A list of aviation-fuel survey reports published by the Bureau of Mines is given on page 7.Table 2 presents a summary of data from table 8 and compares properties of aviation jet fuels of 1952 with summarized data on jet fuels of October 1951."

The Valery fluorspar deposit , also known as the Hamilton deposit , is northeast of Lovelock and 4 miles by poor dirt road east of U. S. Highway 40 . It is in the Humboldt Mining District , on the west side of the Humboldt Range , at an altitude of 6,000 to 6,500 feet . The property was examined by the Bureau of Mines on February 83/ and April 8 , 1944.4/ The last examination was made with an engineer of the Geological Survey.5/ Exploring by means of trenches , cuts , shaft sinking , coyote holes off the shaft , and a small amount of prospecting with short drill holes , was begun in January 1945 and was completed June 30 , 1945. An engineer6/ of the Geological Survey visited the property in April and again in June 1945 to complete a topographic map of the area and to note the results of exploration by the Bureau of Mines . Only minor surface exploring had been done on fluorspar occurrences previous to the Bureau's work . No mining equipment or living facilities are on the property .

The generation and disposal of solid waste from electric utility plants using a lime or limestone wet-scrubbing system and the potential effects on the environment were estimated for 1975 and 1980. The study indicated that in 1975 approximately 5.8 million tons of desulfurization solid waste (50 percent solids) will be generated. In 1980, when it is estimated that desulfurization will become commercially accepted, approximately 71.4 million tons of this material will be generated for disposal and/or utilization. The desulfurization waste material when combined with lime, fly ash, and water may have potential for use as a roadbase material, landfill reclamation, and synthetic aggregate.

The purpose of this work was to develop and field test improved knee protection for underground coal miners working in low seam mines. In a previous phase of this contract (Sanders, 1982), experimental knee pads were developed and field tested. The field test revealed several design deficiencies with the knee pads, and suggestions for improving the design were made. The work summarized in this report, therefore, consists of modifying the design and method of fabrication of the knee pads originally describes by Sanders (1982), and of field testing the improved design. The new prototype was shorter and wider than the original design, and used a neoprene pass-through strap design rather than a cloth strap molded into the pad itself. The new prototype was constructed by slush molding a hollow bladder that was then filled with foam. Initial reactions to the pads in the field test were very positive. However, after two months, the opinions about the new prototype became less positive. They were judged, generally, to be no better or worse than the pads usually worn by the field-test participants. Problems were encountered in the field with respect to durability. Water seeped into the inner cavity of many of the pads and caused the foam to deteriorate. It was concluded that it would not be cost-effective or feasible to significantly improve upon current commercially available knee pad designs.

"The relative activation of eicosanoid production which results from the exposure of the alveolar macrophage (AM) to mineral dusts is thought to be a key factor in the pathophysiology of occupational lung disease. We compared in vitro basal and silicastimulated production of prostaglandin E2 (PGE2) and thromboxane A2 (TXA2) by AM from normal humans and non-human primates (Macaca nemistrina). In addition, we instilled mineral dusts directly into one lung of the non-human primate and evaluated AM eicosanoid production at two week intervals following dust instillation. Unstimulated AM from humans produce more PGE2 and TXA2 than do AM from M. nemistrina. However, in vitro exposure of AM from both species to silica dust produced a qualitatively similar increase in TXA2 production accompanied by no change in PGE2 production. Sequential analysis of AM eicosanoid production following a single bolus exposure to bituminous or anthracite coal dusts, titanium dioxide (Ti()i) dust or crystalline silica showed marked variability among individual non-human primates in qualitative and quantitative aspects of dust-induced eicosanoid production. However, the rank order of potency of the different dusts (silica> anthracite> bituminous) correlated with epidemiological evidence relating the type of dust mined to the incidence of pneumoconiosis. These studies suggest that the non-human primate may serve as a model for the study of both the role of eicosanoids in the etiology of dust-induced occupational lung disease and the biochemical basis for individual variability in the response of lung cells to mineral dust exposure. IntroductionOccupational inhalation of mineral dust can lead to chronic debilitating lung disease ( 1,2). One of the key components of the disease process is thought to be the interaction of mineral dust with the alveolar macrophage (AM) and the subsequent release by the AM of inflammatory and fibrotic substances (3,4). Chronic inhalation of mineral dust, depending on the type and amount of dust, may then produce a situation in which ongoing inflammation, accompanied by the destruction of functional lung tissue by products of activated AM and polymorphonuclear neutrophils, stimulates the production of nonfunctional matrix by lung fibroblasts.The AM produces several oxygenated derivatives of arachidonic acid (AA) which may play important roles in dust-induced lung pathophysiology (5,6). In previous studies in the rat, we found that prostaglandin E2 (PGE2). thromboxane A2 (TXA2) and leukotriene 84 (L TB4) were the major AA metabolites produced by AM (7). PGE2 is associated with pro-inflammatory activity (8) as well as anti-fibrotic activity since it downregulates interleukin -1 (IL-1) and tumor necrosis factor (TNF) release by AM (9-11). TXA2 is known to stimulate platelet activity, cause bronchial and vascular smooth muscle contraction (12) and to possess chemotactic activity (13). LTB4 is chemotactic for neutrophils and monocytes (14) and has been suggested as an additional regulatory factor in the release of TNF by AM exposed to silica dust ( 15)."

"The US Bureau of Mines and the University of Minnesota have developed design and performance criteria for a personal diesel exhaust aerosol sampler for underground coal mines. These are based on the premise that size can be used to separate diesel exhaust aerosol, which is mostly submicron in size, from coal dust aerosol, which is mostly greater than a micron in size. The sampler has three stages: a respirable aerosol preclassifier, a 0.8-um aerodynamic diameter inertial impactor to collect mineral dust and a final filter to collect the diesel aerosol. Using a sample flow rate of 2 L/min and gravimetric analysis to within 0.1 mg, the measure sub-0.8 um diesel aerosol has an a-priori limit of detection of 0.3 mg/m3.A miner working in an underground coal mine with diesel equipment is exposed to a wide array of pollutants from the diesel exhaust. These include CO, CO2. NO, NO2, SO2, diesel exhaust aerosol, and a variety of hydrocarbon compounds. A quantitative definition of the health risk resulting from these exposures remains elusive. During the past several years, though, progress has been made in defining the problem.Results from epidemiological studies by Garshick et al. (1988 ), animal inhalation studies by Mauderly eta). (1986), Iwai et al. (1986), and Brightwell et al. (1986) and in vitro studies by Lewtas et al. (1986) have provided sufficient data for the National Institute of Occupational Safety and Health (NOSH) to recommend that ""whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration"" (NIOSH, 1988). NIOSH further stated that ""though the excess risk of cancer in diesel-exhaust-exposed workers has not been quantitatively estimated, it is logical to assume that reduction in exposure to diesel exhaust in the workplace would reduce the excess risk.""The Mine Safety and Health Administration (MSHA) has also been directed by an advisory committee to establish a diesel exhaust aerosol standard and to establish regulations to minimize exposure to diesel pollutants in underground coal mines (MSHA,1988). Both reports point out the need for development of measurement techniques for respirable diesel aerosol.In the past four years, the US Bureau of Mines (Cantrell,1987 and Cantrell, et al. 1987), in cooperation with Marple, et al. (1986), at the University of Minnesota's Particle TechnologyLaboratory (PTL), have studied the use of size-selective sampling techniques to measure the mass concentration of diesel aerosol in underground coal mines. Results from these studies have been used to develop design and performance criteria for a personal diesel exhaust aerosol sampler for use in underground coal mines.These criteria are based on the premise that size-selectivesampling techniques,can be used to separate diesel exhaust aerosol, which is predominantly submicron in size, from coal dust aerosol, which is mostly greater than a micron in size. In addition to the performance criteria, this paper discusses the laboratory and field test data used to develop the criteria."

This Bureau of Mines report describes methods to electrodeposit erosion-resistant titanium diboride coatings from molten alkali metal borate baths at 900° C. These coatings have been shown to be highly resistant to material loss during impingement with high-velocity alumina and silicon carbide powders, and they show promise as protective coatings to reduce metal loss in erosive chemical environments, such as coal gasification systems. The most erosion-resistant coatings were prepared on nickel, Inconel, and molybdenum from an electrolyte containing LiBO2, NaBO2, Na2Ti03, and TiO2. The best coatings were deposited at current densities of [~]20 ma/cm2, using titanium or titanium diboride anodes. Erosion-resistant coatings were shown to exhibit (1) a high degree of crystallographic orientation along the (100) or (110) planes, (2) a chromium impurity level of less than 3 pct, and (3) a uniform, smooth, consolidated surface appearance when viewed under a microscope or by scanning electron microscopy. Optical spectroscopic studies of the molten electrolyte suggest that the lower valent (+3) titanium ion predominates in the baths.

A knowledge of the mechanics of wave propagation through the earth is essential if reliable communication systems are to be designed for coal mine environments. To obtain a reliable basis from which accurate propagation predictions could be drawn, a series of theoretical studies have been prepared for the US Bureau of Mines by Mr. Ramsay Decker of Spectra Associates, Inc. through a subcontract with Collins Radio Group. These reports formulate the analytical techniques from which we may derive frequencies and antenna configurations that yield the optimum signal-to-noise ratios over the greatest distances in mine environments. The reports of sections 2 and 4 deal with analytical techniques for determining the signal-to- noise ratio within a mine environment for loop-to-loop and line source-to-loop antenna con- figurations. The analytical results of these reports were then implemented into computer programs to obtain predictions concerning through-the-earth signal propagation. These preliminary predictions are based on noise data compiled by Bensema, Maxwell and Stone, and WVU prior to the extensive research conducted by the National Bureau of Standards (NBS). These initial measurements indicated a 20- to 30-dB lower noise level than that measured recently by NBS. The recent NBS data is that used by Collins in the final predictions. A joint effort by the U.S. Bureau of Mines (USBM) and the U.S. Mine Safety and Health Administration (MSHA) was undertaken to determine how well self-contained self-rescuers (SCSR's), deployed in accordance with Federal regulations (30 CPR 75.1714), held up in the underground environment with regard to both physical damage and aging. This report presents findings regarding laboratory-tested SCSR's in the fourth phase of testing from 1989 to 1993. The SCSR's were tested on human subjects and on a breathing and metabolic simulator (BMS). These results indicate that most of the apparatus, if they pass their inspection criteria, perform as expected except units with manufacturing defects. However, when the apparatus are carried in and out of the mine daily and stored at the working section, they may suffer abuse. Physical signs of abuse, unless extremely obvious, are frequently not detected by the miners or mine operators. In addition, some apparatus collected for this study had not been returned to the manufacturer in a recall effort for correction of a manufacturing defect. In both cases, the apparatus would have presented problems in emergency use. Recommendations include improved training in inspection procedures and better enforcement of recall notices.

The Bureau of Mines investigated the feasibility of removing heavy metals from mineral-process waste streams by precipitation with lignochemicals and humic acids. Lignochemicals are by products from the paper industry, while humic acids are obtained by caustic treatment of peat, subbituminous coal, and lignite. These high-molecular-weight organic materials have many functional groups, which can coordinate and form innercomplex salts with heavy metals that are crystalline precipitates. Filtering of a humic-acid-or lignochemical-treated solution or waste stream containing these precipitates removes the heavy metal sequstrates. Tests were conducted with two lignochemical samples, three humic acid samples, lime (CaO), and sodium hydroxide (NaOH) in which increasing amounts of these additives were reacted with 50 mL of solution containing Fe3+ , Al3+, Cr3+, Pb2+, Cu2+, Cd2+, Zn2+, Co2+, Ni2+, Mn2+, and Hg1+. At the appropriate pH, greater than 90-and 99-pct removal was achieved for these 11 heavy metal ions from the 10-and lOO-ppm solutions, respectively, using lignochemicals and humic acids. Removal efficienC)' with these organic materials is better than that with CaO, especially for the more toxic ions, Hg1+, Cd2+, and Pb2+. Unlike the precipitates formed with NaOH or CaO, those with lignochemicals and humic acids are compact and noncolloidal. The volume of their sludge is sharply lower than that of the finely dispersed lime or soda precipitates; thus, their removal in settling tanks or by simple filtration is enhanced.

A 1/2-ton experimental coke oven was installed ac the Bureau of Mines Southern Experiment Station, Tuscaloosa, Ala., in 1948. Designated as the Tuscaloosa oven, this unit features a 17-inch carbonizing chamber, globar heating elements, and silica-brick walls designed to simulate as closely as possible the carbonizing conditions for commercial slot-type ovens. Because of the small force exerted on the oven walls in most tests conducted to date (probably owing to the practice of charging coals and blends at a moisture content approximating that normal to commercial plants operating in this district), little information has been obtained about expansion properties. Two sole-heated ovens have therefore been constructed and used as supplementary equipment for determining the expansion properties of coals tested in the Tuscaloosa oven. The reasons for constructing the Tuscaloosa oven, the details of design, the operating, characteristics of the oven and the reproducibility of results have been discussed in previous publications. 3 4 5/ The present report deals with the effects of substituting various high- and low-volatile coals for components of a selected base blend carbonized under conditions similar to those normally used for producing foundry coke. Results of tests of 11 coals and 14 blends indicate that several blends tested rave cokes having physical properties very similar to those produced from the reference blend.

Thermodynamic properties were determined by the Bureau of Mines for the intermetallic compound, TiA13. Heat capacities were obtained from 5 to 303 K by adiabatic calorimetry. The derived value of S2 1s is 22.08±0.07 cal/deg¬mole. Enthalpies relative to 298 K were obtained from 298 to 1,413 K by copper-block drop calorimetry. No anomalous thermal behavior was noted in the temperature ranges investigated. Low- and high-temperature data were combined with a known enthalpy of formation at 298 K to give values of enthalpy of formation and Gibbs energy formation, 0 to 1,400 K.

The Bureau of Mines studied the use of computerized, continuous, remote monitoring systems for safety from power system faults in underground coal mines. In this report the need to improve protection against power system faults is documented, and types of faults are identified. The relationship between mine safety regulations and computerized, continuous, remote monitoring is analyzed.

This paper describes and evaluates a method that the Federal Bureau of Mines used to determine the ultimate composition of the organic material in 10 samples of oil shale from the Mahogany zone of the Green River formation in Colorado and Utah. Since interest has centered on the Mahogany zone, the richest section of the deposit, these 10 samples were chosen to provide a broad representation of this zone with the objective of obtaining generally valid ultimate composition values. The most probable organic composition for the Mahogany zone and the 95-percent confidence limits for each component average (in weight-percent of organic material) are: Carbon 80.5 ± .4 Hydrogen 10.3 ± .1 Nitrogen 2.4 ± .1 Sulfur 1.0 ± .1 Oxygen 5.8 ± .5 As only minor variations in composition were observed, the organic material of this particular bed is quite similar over a wide geographic area.

To determine the effectiveness of the many new flocculants available to the coal industry 20 of these reagents were evaluated treating slurry feeds to four refuse thickeners. Settling rates and supernatant liquid clarities were determined for each of the flocculants on the four slurries, and zeta potential measurements of the slurry solids were made. The test results showed that the flocculants provided comparable results when judged categorically as anionic, nonionic, or cattonic. It was also apparent that control of zeta potential insures maximum benefit from a flocculant.

The number of natural-gasoline plants has shown a consistent decline in recent years, but the total capacity has increased steadily. The number of completed plants, as determined by a survey as of January 1, 1932, amounted to 959. Previous surveys of January 1, 1928 and 1930 showed 1,155 and 1,035 plants, respectively. Of the total plants on January 1, 1932, 859 were operating and 100 were shut down, compared with 999 operating and 36 shut down on January 1, 1930. The material gain in the number of inoperative plants in the last two years was probably due to the severe decline in prices of 1931. The low prices of 1931, which were approximately 40 per cent below 1930, made it virtually impossible for the majority of the independent plants, or plants not owned by a large integrated company, to operate at a profit. Accordingly, the majority of the plants removed from the list in 1930 and 1931 were owned by companies which were engaged solely in the manufacture of natural gasoline. The total daily capacity of the plants on January 1, 1932, amounted to 11,387,000 gallons, an increase of 871,000 gallons, or 8 per cent, in the two years 1930 and 1931. That the total capacity of the plants has increased while the number of plants has declined is due to the fact that nearly all the plants constructed in the last five years have been large plants. During 1931 the average total daily capacity of the operating plants was approximately 10,600,000 gallons, while the average daily production amounted to 4,944,000 gallons. This indicates that the plants operated during 1931 at 47 per cent of their capacity, compared with 58 per cent in 1930 and 61 per cent in 1929. Although more plants have been dismantled in Oklahoma in recent years than in any other State, it continues to rank first in number of plants. This report describes a study of beryllium recovery from sulfate leach liquor by di-2-ethylhexyl phosphate (EHPA) solvent extraction in conjunction with caustic stripping. The work was one phase of Bureau of Mines research on process development for Spor Mountain, Utah, ores. Solution for the solvent extraction studies was prepared by sulfuric acid leaching of ore containing 0.6 pet BeO, Before solvent extraction of beryllium, the leach liquor was treated to prevent coextraetion of iron by either (1) removal of ferric iron by amine solvent extraction or (2) reduction of ferric iron to nonextractable ferrous iron by treatment with sulfur dioxide. Beryllim was extracted from the aqueous leach liquor by countercurrent multistage contacting with a kerosine solution of EHPA. The loaded organic solution was stripped with sodim hydroxide solution. Subsequently, beryllium hydroxide was precipitated by boiling the sodium beryllate strip solution and converted to beryllium oxide of 98 pct BeO-grade by calcining. Material of this grade can be directly processed into beryllium-copper alloy or be used as starting material for further refining to produce high-purity, nuclear-grade beryllium. Over 90 pct of the beryllium contained in the leach liquor was recovered as beryllia.

Under the present emergency every consumer should store as much coal as he can. Although there is no shortage of coal, there is likely to be a shortage of labor to mine excessive quantities in the fall, and railroads cannot be expected to deliver coal promptly on account of the need for transporting war materials. Some miners must join the armed forces, and those who are left may be unable to mine coal as rapidly as you will need it when winter comes. When the first cold days arrive, there may be a shortage of trucks to deliver coal. Deliveries may be planned in advance, and your turn might not come until it is too late.
