The first national survey covering sales of fuel oil by States and principal uses was made in 1926 by E. B. Swanson of the Bureau of Mines (then under the U. S. Department of Commerce) under a cooperative agreement with the American Petroleum Institute. This annual study, covering the market for fuel oil, was made through 1930 with the financial help of the institute bat has since been continued by the Bureau up to the present time. The scope and coverage of the survey have gradually changed over the years as new uses for fuel oil have been found and new products have come into importance resulting in market expansion. Range oil (No. 1 fuel oil or kerosine) came into use for cooking and space-heating daring the depression era in New England, and it was first reported as a total in the 1931 survey. In 1934 the sales were compiled on a State basis. State totals for distillate fuel oil, Diesel fuel, and residual fuel-oil sales were first shown for 1934 and by principal uses and States in 1937. Kerosine deliveries by States and main uses were also released for the first time in 1937.

1. A total of 14,413 mining operations reported employment to the Mine Safety and Health Administration (MSHA). Nearly half (48.9%) were sand and gravel operations, followed by stone (28.5%), coal (14.7%), nonmetal (5.7%), and metal mines (2.1%). 2. Mine operators reported 240,000 full-time equivalent workers1 (down 3.9% from 1999). Independent contractors reported 42,000 full-time equivalent workers working on mine property (up 8.6% from 1999). Coal operators accounted for 26.8% of reported employee hours, followed by stone operators (25.9%) and sand and gravel operators (12.1%). 3. Eighty-four (84) work-related mine fatalities occurred in 2000 compared to 90 the year before. •The mine fatality rate was 29.8 per 100,000 full-time equivalent workers compared to a fatality rate of4.6 per 100,000 employees for all private industry. •Thirty-one percent (31%) of the fatalities occurred in underground work areas, which account for only17% of total employment. •Although the largest number of fatalities (28) occurred among miners who work for coal operators, coal contractor employees had the highest fatality rate (61.1 per 100,000 full-time equivalent workers). 4.There were 10,839 nonfatal lost-time injuries reported to MSHA, occurring at a rate of 3.8 injuries per 100full-time equivalent workers, and resulting in a total of 417,918 lost workdays.2 •Among all employees,3 the highest injury rate occurred among coal operator employees (5.6 nonfatal injuries per 100 full-time equivalent workers). •The highest percentage (34.7%) of nonfatal lost-time injuries were due to handling materials (e.g., over-exertion in lifting, pulling, or pushing objects), which also accounted for the greatest percentage of lost workdays (29.3%). •Among the most frequently occurring injuries, the most severe (as measured by the median number of days lost) were associated with accidents involving falls of ground, the use of powered haulage, and slips or falls. •The most frequently reported part of the body injured was the back (22.9% of all injuries). Back injuries accounted for the highest percentage of lost workdays (21.6%). 5.Seven hundred sixty-seven (767) cases of occupational illness were reported to MSHA. •The most frequently reported illness was repetitive trauma, resulting in joint, tendon, or muscle inflammation or irritation (37.3%). •There were 155 (20.2%) illnesses reported as hearing loss. The majority (68.4%) of hearing loss cases occurred among surface workers. •Coal workers' pneumoconiosis accounted for 14.5% of reported illnesses.

The Bureau of Mines is conducting research on methods for the rapid identification and sorting of mixed scrap metals and alloys so that domestic scrap resources can be fully utilized. One method, spark testing, is the examination of the pattern of sparks that results when a metal or alloy is ground on an abrasive wheel. This technique requires experienced sorters. Bureau researchers have shown that spectrophotometric methods can be used in lieu of the highly skilled sorter. The spectra of a mild steel, an HSLA steel, several stainless steels, and four nickel-base alloys have been measured. Differences in the spectra that are sufficient for identification are apparent.

The U.S. Bureau of Mines has been conducting a series of rock mechanics investigations at the Lucky Friday Mine in the Coeur d'Alene Mining District of northern Idaho. In the present study, the energy release rate (ERR) index was used to evaluate three underhand stope backfill parameters-cement content, density, and placement gap-to determine their influence on rock bursts. This index provides a relative measure of the likelihood of rock bursting for a given rock mass. It is known that the elastic idealization of the rock mass inherent in this method causes underestimation of stope closure and hence underestimation of the influence of backfill on rock bursting. However, this evaluation still showed that (1) changing from present practice to one in which backfill was omitted altogether would increase the ERR by 42 pct and (2) perfect placement of backfill would reduce the ERR below present practice levels by 28 pct. The easiest step toward perfect placement would be elimination of the placement gap, which accounted for half of the difference in ERR between present practice and ideal placement conditions. There was no indication that increasing initial fill strength through increased cement content would affect the ERR.

The Bureau of Mines investigated two methods for recovering potash from carnallite ore in continuous 100-lb/h flotation units. In the insoluble-slimes flotation procedure, insoluble slimes were removed by flotation prior to potash flotation. In the direct flotation method, insoluble slimes were depressed and the potash floated directly without prior removal of the insoluble slimes. Seventy-three percent of the potash in the ore was recovered in a leached final KCl product contain-ing 59.1 pet K20 using the insoluble-slimes flotation method. The direct flotation method recovered 74.5 pct of the potash in a final product containing 60.2 pet K20. The rate of return on the investment was calculated at 13 pct for the insoluble-slimes flotation method and 15 pct for the direct flotation method, based on a Bureau economic evaluation.

Magnesium- rich magnesium- aluminum- zirconium alloys in the cast and in the extruded and heat- treated condition were studied to identify the phases present and to determine phase distribution . In cast alloys , two intermetallic compounds were identified : ZrAla by X- ray diffraction ; and Mg₁ Al₁₂ by microscopical observation . Based on microscopical comparisons between the known phases in the cast structures and the phases in the structures of extruded and heat - treated rods , ZrAl₂ and Mg1 , Al12 were identified in the structure of the latter . The presence of these intermetallic compounds in rod specimens could not be confirmed by X- ray diffraction . ZrAl₂ was observed in the structure of extruded and heat - treated rod specimens containing as little as 0.01 weight - percent zirconium . The presence of aluminum restricts the solubility of zirconium in magnesium because of the strong tendency to form ZrAla . This intermetallic compound segregated in clusters of small particles in the matrix of cast alloys , and only slight improvement in distribution was noted when the alloying techniques were varied .

"An active list of permissible explosives was published in September 1935 as part of United States Bureau of Mines Report of Investigations 32S6, under the title ""Active List of Permissible Explosives and. Blasting Devices Approved. Prior to July 31, 1935."" This list included 154 brand names,Changes in the list that have been authorized subsequently placed 24 addi¬tional brands of permissible explosives on the active permissible list as a re¬sult of tests, changes in brand names, or transfer from the inactive list. Eight permissible explosives were transferred from the active to the inactive list. The present active permissible list contains 170 brand names. This chapter analyses the parameters influencing initial design of communication systems, for new mines and upgrading existing systems. Paragraph 5.2 outlines those variables that must be taken into account during the design stages of a new wired phone system. Recommended features, general requirements, and how they can be implemented are treated in this section. Paragraph 5.3 describes ways of improving or extending the range of trolley carrier phone systems and pager phone systems already installed in the mine. 5.2 New Phone System Design The task of designing an adequate communication, control, and monitoring system for an underground mine must be addressed on a system basis. In addition to insuring that effective voice communication is established, any new system should take into account present and future requirements of remote control and monitoring functions. Chapter 4 illustrated the drastic savings in response time that can be realized when remote control and monitoring are integrated into the overall communication system. The importance of including control and monitoring in the overall design plan for any system cannot be overemphasized. Because each mine is unique, and thus usually has its own special operating characteristics and communication requirements, there is no such thing as "the one best system" to meet the requirements of all mines. The optimum communication, control, and monitoring system for a mine must be one that has been tailored to meet the special requirements of that particular mine. Factors that must be considered during system design include- a. Type of mine and mining methods (low- or high-seam coal, deep hardrock mine, stope caving, longwall, room and pillar, etc.). b. Maximum number of working sections. c. Expected mine growth rate and eventual maximum size. d. Haulage methods (tracked trolley, diesel, belt, etc.). e. Underground power distribution system (dc, ac, or both). f. Features desired (two-way radio paging, private line capability for emergency use, etc.). g. Redundant or backup systems for use during outages of the normal system. Although no two mines are alike, the following items have been established as the main characteristics desired for any underground communication system: 1. Multiple Communication Paths to Outside--the objective here is to give all telephones a second method of communicating with the surface. 2. Audible Emergency Signaling--the communication system provides the main means of alerting miners during emergencies. The system should include means to broadcast distinct audible signals for emergency signaling. Initiation of these signals should probably be controlled from. a central outside point, such as a surface control room. 3. Emergency Override--provisions should be included to permit any conversation to be overridden with emergency communication. 4. Crude Minnesota taconite was charged in the Bureau of Mines experimental blast furnace so that smelting characteristics of such highly siliceous raw materials could be studied and smelting costs compared with those of a standard Mesabi ore. The Bureau recognized that the highly siliceous nature of the crude ore and its relatively low metallic content would be serious economic deterrents to commercial use of the raw taconite, but compensating factors would be low capital investment in production facilities, large tonnage available on short notice, high recoveries of iron, and low delivered cost. Crude taconite smelted readily in the experimental blast furnace. Coke consumption per ton of metallic product was very high, compared with the average established requirements for smelting normal grades of metalliferous raw materials. Slag rates were also inordinately high. Metal quality was erratic as to silicon, and sulfur contents were objectionably high.

The Bureau of Mines investigated mine subsidence caused by recent underground mining, estimated the extent of damages, and formulated a procedure for evaluating subsidence costs. On the basis of the quantity of material removed from beneath the surface, bituminous coal mining currently causes more extensive subsidence problems than mining of other minerals; costs are highest in areas such as western Pennsylvania where urban and suburban development and related types of land use conflict with mineral recovery. The Bureau of Mines estimated subsidence costs, including surface damages and control costs, for a 12-county area in western Pennsylvania for 1968. Total surface damages attributable to the underground production of bituminous coal in the 1-year period were $295,000; in addition, 12.4 million tons of coal, valued at $4.3 million, was left in place to minimize potential surface damage. Of the total subsidence cost ($4.6 million), $2.7 million was classified as external or social costs, not reflected in the market value of bituminous coal; this averaged $0.05 per ton of production, or slightly less than 1 percent of the market value.

Studies on continuous - circuit leach - aluminum precipitation and leachelectrodeposition of mercury were made by the Bureau of Mines to determine optimum conditions and cost estimates for recovering mercury from mercury sulfide flotation concentrates . With 150 grams of sodium sulfide and 50 grams of sodium hydroxide per liter , from 98 to 99.8 percent of the mercury was extracted from flotation concentrates , with about 0.5 pound of sodium hydroxide used per pound of mercury produced . Precipitation of mercury from the caustic - sulfide solution with minus 8 - mesh aluminum shot required about 0.2 pound of aluminum per pound of mercury produced at a cost of $ 0.05 per pound of mercury . Electrodeposition cost with 7 mill power , based on 50 percent current efficiency , was below 2 mills per pound of metal deposited . Feed solutions ranged from 10 to 130 grams of mercury per liter , and current densities , from 2 to 70 amperes per square foot . The cost of open- pit mining 250 tons per day was estimated at $ 1.75 per ton , and flotation - leachingelectrodeposition of the ore , at $ 3.54 , resulting in a cutoff grade of about 0.1 percent mercury . The cost of underground mining 50 tons per day was estimated at $ 20.00 per ton , and the cost of milling the ore was estimated at $ 13.33 , which resulted in a cutoff grade of 0.6 percent mercury .

In the first half of 1990, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in August led to the Persian Gulf War in January and February 1991. The subsequent oil shock contributed to a dampening of the U.S. economy, and the U.S. gross national product rose only 0.9 % to $5,463 billion (U.S. billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The U.S. Department of Defense continued to review stockpile goals and upgrade several mineral materials. In addition, the U.S. Bureau of Mines continued to maintain the standby Emergency Minerals Administration. After the Defense Production Act, which authorizes priorities, allocations, and supply expansion, lapsed on October 20, 1990, the Selective Service Act of 1967 became the authority to ensure that orders of the Armed Forces and defense atomic energy programs were given priority treatment.

A field operable, breadboard model, borehole radar was developed for the detection of hazardous geological anomalies in and above a coal seam in advance of mining. A four-inch diameter downhole probe was fabricated and tested in several environments. The radar transmitter was also employed in a cross-hole or through transmission mode to determine natural geotechnical and man-made conditions between boreholes. Sensitivity to underground conditions in both modes of operation were indicated.

The Bureau of Mines has developed a system using a high-speed electropneumatic mechanism for the rapid (grab) sampling of dusts and gases during an explosion. The sampling system consists of an aluminum housing that incorporates two 30-cm3 preevacuated glass vials with rubber septums. Upon actuation, the sampling probe needle is driven through the septum with a pressurized air pulse, filling the tube with gas and dust from the mine explosion. After a predetermined time, the sampling probe needle is retracted by a second high-pressure air pulse to its normal (quiescent) state, allowing the sampling tube to reseal. The onset and the duration of sampling are independently variable and controlled by a time-delay relay package. This technique enables the monitoring of pyrolysis-charring in coal particles and the generation and combustion of the pyrolysis vapors in both large- and small- scale explosions. The following results were obtained from full-scale dust explosion tests at the Bureau of Mines Lake Lynn Laboratory: (1) Gas sampling of the leading edge of the flame front shows the large concentration changes, characteristic of the flame front; (2) gas samples taken entirely in the flame zone consist of pyrolysis and combustion products with very low residual oxygen; and (3) the particles collected in the flame zone show signs of extensive pyrolysis and charring.

This report describes a 4-inch diameter borehole probe which contains a low light level TV camera, magnetic compass, light illumination source, bottom/water detector sensor and a pointing angle sensor. The camera viewing angle is at a right angle to the probe&apos;s body. All data from the sensor is multiplexed into the closed circuit camera video for transmission on a single 50 ohm coaxial cable to a surface control unit. Likewise control of the probe&apos;s power, zoom lens, focus, panning and aperture is accomplished via a down-link multiplexed on the same cable.

In coal mining it is essential to maintain the roof over working places and roadways in the safest condition possible. To this end every effort should be made to win the coal with the least injury to the immediate roof strata, as broken strata certainly present a greater hazard than a sound roof. The chief causes of injury to the roof in mining are inherent in the method of development and recovery and the blasting practices followed. The first, which may produce severe stresses in the roof, weakening it over comparatively large areas has been discussed in previous papers3 and will not be treated here. The second cause is local in effect, but with the same general method of blasting being employed throughout a mine having uniform roof conditions, similar effects on the roof may be expected. In the Bureau&apos;s investigation of accidents caused by falls of roof and coal it has been necessary to make a careful study of blasting practices and their effect on the immediate roof. The purpose of this paper is to show the effect of the observed methods of blasting on different types of roof and to point out methods that have been proved to be least harmful to the roof strata. The data used in preparing this paper have been compiled from reports made by Bureau engineers engaged in the study of falls of roof and coal, and embrace mines opened in the Pittsburgh coal in Ohio and Pennsylvania and the Pittsburgh and Sewickley coals in West Virginia.

The Bureau of Mines conducted a field study to assess the performance of various chain pillar configurations in terms of gate road entry sta-bility. Vibrating wire stressmeters (VWS&apos;s) were installed in four consecutive gate road chain pillars. Field data collected during panel retreat were analyzed to gain a better understanding of the mechanics of vertical load redistribution in gate road chain pillars as it relates to ground control problems. Several different pillar configurations were investigated including abutment-yield and yield-abutment-yield designs. This Bureau of Mines study reviews the geological factors that affect methane in the Beckley coalbed in southern West Virginia, including overburden, coalbed structure, type of and changes in lithology above and below the Beckley coalbed, and presence of fractures in the coal and rock adjacent to the Beckley. Depending on the depth, the Beckley coalbed emits from 216 to 520 ft3 of methane per ton of coal mined, and the Bureau estimates that methane emission in a deep, extensively developed mine in this area may exceed 3,000 ft3 per day per ton of coal mined. Average face cleat and butt cleat trends in the Beckley coalbed measured underground are N 33° W and N 53° E, respectively. Close cleat spacing con- tributes to the friable nature of the Beckley and provides easy movement for methane and water. Because rider coals, splits, and carbonaceous shales may contribute methane to mine emissions, predictions of methane emission based on gas content of the Beckley coalbed alone may be conservative. Beckley coalbed reserves in the study area are 234 million tons. The gas content of the Beckley coalbed averages 407 ft3/ton, and the coalbed gas reserves are 108 billion ft3.

Chromite has been produced commercially for slightly more than a century. Developed, at one time, chiefly as a chemical pigment raw material, it has subsequently found extensive application in other chemical industries - as a refractory material for furnace linings and as the sole source of the metal chromium. For some years prior to 1914, its use as a refractory predominated; but post-war development in alloy steels, principally stainless steels, enhanced the metallurgical demand in the form of ferrochrome with a consequent increase in the demand for chromite. More recently direct reduction of chromite in alloy-steel manufacture has been applied to a limited extent. Alloy steels containing varying amounts of chromium, with or without other alloying elements, now find extensive use in a ride variety of ways - in structural material, machines, industrial equipment transportation by land, sea, and air, sanitary equipment, food preservation, and a multitude of other uses.
