This report presents the results of a study for the Bureau of Mines to compare loan terms for non-fuel mineral projects in developing countries, from various International Financial Institutions (IFIs), and from private sector commercial sources. The study compares IFI and commercial loan terms for seven mineral projects in developing countries. The International Financial Institutions represented are: ? International Bank for Reconstruction and Development (World Bank) ? International Finance Corporation (IFC) ? Inter-American Development Bank (IDB) ? Asian Development Bank (ADB) ? International Monetary Fund (IMF) In addition, the costs of financing for these mineral projects were compared with the costs of long-term debt to the five largest U.S. mineral producers.

The material in this paper is intended simply to be an inquiry into some of the theoretical aspects of the occurrence of methane and carbon dioxide in coal, with a brief resume of the more recent literature. Several discussions of various phases of the subject have been published a few of which (4, 20, 25, 88, 90) have more or less extensive bibliographies of the earlier literature. In large measure the pertinent literature deals with the unusual aspects of the subject, and in consequence it might appear that the normal aspects have not been given due consideration here. The latter information is largely a matter of practical field experience, and since that which is normal to one locality is often abnormal to another no sharp differentiation appears to be necessary or, in fact, possible. No attempt will be made to present a critical discussion of the relations between the presence of gases in coal and pertinent geologic features or mining practice. Although the presence of foreign gases in the ventilating air of many mines is not particularly noticeable, in many others the evolution of methane and perhaps small amounts of carbon dioxide (or sometimes the reverse - large amounts of carbon dioxide with perhaps sore methane) is quite apparent. The presence of small quantities of carbon dioxide can be attributed to oxidation of the carbonaceous matter exposed to the air. In the few cases in which this explanation is not sufficient, obviously the carbon dioxide must escape as such from the coal and neighboring strata.

This report summarizes the results of a review of foreign coal mining literature conducted under the Bureau's Advancing Coal Mining Technology program. In addition to a discussion on the historical development of mechanized longwall systems, and the current state-of-the-art method in Europe, this report summarizes the previous and ongoing Bureau efforts to adapt longwall technology to U.S. conditions. The bibliographic section of this report, divided into major categories such as mine design, face management, roadway development, strata control, powered roof supports, coal winning, conveying, and automation, contains over a thousand individual entries. The purpose of this report is to provide U.S. mining engineers with background information on longwall methodology and equipment developed in foreign countries (principally Europe). The Bureau of Mines, as part of its Advancing Coal Mining Technology program, is funding R&D projects to demonstrate that the longwall mining method, successfully used in the deep mines of Europe, can boost productivity and improve safety in certain U.S. mines.

The introduction of mechanized mining in coal mines, which has speeded loading, has emphasized the importance of efficient underground transportation systems. The purpose of this investigation is to study and analyze various systems now in use, and to derive conclusions therefrom. This report may be helpful to operators who are planning new systems of transportation or who are revising present systems to increase their efficiency. This paper is the first of a series on this subject and des¬cribes some systems of transportation `utilizing rail haulage, ACKNOWLEDGMENT The information used in preparing this report was obtained through the courtesy and cooperation of the officials of the companies whose mines were studied. The descriptions of the transportation systems at the mines included herein have been checked for accuracy, and publication of the data has been approved by the executives of the several operating companies.

Miners in underground coal mines experience prolonged exposure to high noise levels, often with A-weighted sound levels in excess of 90 dB. Field tests have shown that the continuous miner conveyor is a dominant noise source. This paper will identify the most significant noise-radiating surfaces on the continuous miner tail section using vibration levels and surface areas to estimate the sound power levels of each surface. In addition, using five test cases, this study will examine the effects of three engineering noise controls on the surface-averaged vibration levels and average sound levels measured with four microphones located two meters from the tail section. The noise-radiating surfaces of the conveyor’s tail section include the top and bottom decks, the sideboards, and the flex plates. Emphasis is placed on the changes in the estimated sound power levels in the 500 – 2500 Hz 1/3-octave bands since this frequency range accounts for 80-85% of the sound energy near the tail section. The results show that the bottom deck is the most significant noise radiator for the untreated miner. Installing a coated bottom deck reduces the estimated sound power level radiated from the bottom deck by 11 dB and the average sound level by 2 dB. Using a coated tail roller results in reductions of the estimated sound power levels for individual components from 1 to 4 dBand reduces the average sound level by 2 dB. Coating the slide plate has little effect on both the estimated radiated sound power levels and the average sound level. The test results indicate that modifications that reduce flex plate vibration and reduce energy transfer from the tail roller into the tail section will be effective in reducing noise when combined with a coated tail roller and coated return deck.

Buoyed primarily by growing consumer spending, the economy rebounded from a weak second quarter. According to preliminary estimates released by the Department of Commerce, real gross national product (GNP) grew $2 1.9 billion during the third quarter, producing a seasonally adjusted annual growth rate of 2.4%, compared with a rate of 0.6% in the second quarter of 1986 and 4.1% for the third quarter of 1985 (table 1). Third-quarter real personal consumption expenditures and Government purchases of goods and services rose $42 billion and $7 billion, respectively, but those gains were partially offset by the continuing decline of gross private domestic investment, off $16 billion, and the growing trade deficit, up $11 billion. Three quarters of the growth in consumer spending occurred in the durable goods sector as consumers responded to discounted financing offered by automobile manufacturers attempting to lower inventories of 1986 vehicles, Increased purchases of other durable goods, such as furniture and home furnishings, also contributed to the strength of the durable goods sector. The success of the automobile inventory reduction program as well as weak factory output led to a $20 billion decline in inventory growth. Investment for housing and producers' durable equipment expanded, however, and mitigated some of the impact of slower inventory depending on gross private domestic investment, Capital spending for nonresidential structures declined for the third consecutive quarter. The declining capital spending and the growing trade deficit continued to be significant and interrelated problems for the economy. Real capital spending for new plants and equipment during 1986 is expected to decline 2.5% after rising 8.7% in 1985 and 15.8% in 1984 (table 2). It is likely that capital expenditures bottomed out in the second quarter and that they will expand in the third and fourth quarters. The first-half decline was partially attributed to uncertainty arising from the pending tax- overhaul bill. Furthermore, there is little impetus for corporations to invest in new capacity since factories are operating at less than 80% of capacity (table 3) largely because of the continuing growth of imports. The growth rate of the trade deficit dropped sharply in the third quarter to less than half that of the previous quarter. Low oil prices, declining auto- mobile and steel imports, and increased exports of agricultural goods contributed to this decline. The continued low growth of the economy caused the Federal Reserve System to reduce the discount rate for the fourth time this year (in late August), drop ping it to 5,596, the lowest level in about 9 years. Inflation, as measured by the fixed- weighted GNP price Index, continues to remain low, but rose from the revised second-quarter level of 1.7% to 2.596, mostly because of rising food costs.

"INTRODUCTION This paper is one of a series being published by the Bureau of Mines pertaining to an investigation on the use of stemming in metal mines now being conducted at the Mount Weather Testing Adit. Its purpose is to compare the amount of dust and gases produced as a result of blasting charges of dynamite (1) in drill holes, (2) in bombs, and (3) in mud-cap or adobe shots.ACKNOWLEDGMENTSValuable assistance and advice on stemming were given by members of the staff at the Bureau of Mines, as acknowledged in previous publications. 4/TEST PROCEDUREThe results used for comparison in this report are from dust and gas samples taken after blasting (1) four regular test rounds with no stemming, (2) five bomb shots, and (3) two mud-cap or adobe shots.The four rounds were the standard 26-hole test rounds designed to break 4 feet of rock. The procedure for drilling and blasting these rounds is described in Report of Investigations 3509.Before the regular test rounds were blasted, about 1,200 bounds of fine rock was placed on the steel mucking sheets that covered the end of the adit track; the wails, hack, and floor of the adit were washed thoroughly; and the fine rock on the mucking sheets was completely wetted.Each of the 5 bomb shots consisted of 10 sticks of dynamite tied together and hung at midpoint of the adit, 8 feet from the fall."

The advance-and-relieve method benefits from lateral destressing associated with mining in laminated rocks and a high horizontal stress regime. This stress control method is based on measurements showing that occurrence of rock failure in the roof and floor of an entry (or caving of roof strata in a panel gob) results in redistribution of stresses in adjacent entries. By locating other entries within the shadow zone of the first entry (or gob), improvements in stability can be achieved. Numerical modeling proved useful in studying the basic mechanics of lateral relief while investigating the sensitivity of results to different geologic and mining parameters using controlled experiments. It was shown that failure of rocks near an entry results in redistribution of horizontal stress and shifting of the stress to higher horizons. Measurements from two mines are consistent in showing significant horizontal stress reductions in comparison with the far-field stress regime within the destressed zone. Although the far-field stress regime is very anisotropic, these measurements show near-equal secondary principal horizontal stresses, or perhaps a switch in orientation, as a result of destressing. Stress relief is achieved through lateral movement and relaxation of rocks along weak bedding planes toward adjacent caved zones (or softened zone). Because of cave geometry in the advancing panel, horizontal stress concentrations occur near the cave line both in front of the face and to the sides. The horizontal stress concentration reaches 1.7 times the far-field stress ahead of the face. This stress increase is significant and may cause structural damage in this zone benefiting from additional support. In the next advancing panel located within the shadow zone of the gob, horizontal stresses are significantly reduced in the roof (by 50%). Thus, the stability of future advancing panel can be improved through prudent layout designs and sequencing. The width of the relief zone is significantly influenced by the height of the softened (or cave zone) and rock mass properties.

"Whenever a manometer has been used for recording explosion pressures it has been calibrated under a series of static pressures. Whether the readings taken during the rapidly changing pressures of an explosion (dynamic pressures) truly represent the actual pressures therefore is an open question. The authors had hoped to solve this problem by conducting the calibration with the aid of known pressures, applied at about the ammo rate as in an explosion, for example, by means of a cylinder and piston, the piston being driven in by an eccentric cam at a rate which would be determined accurately by the shape and rate of revolution of the cam. If the rate of compression were great enough, then the pressure in the cylinder (to which the manometer is attached) could be calculated from the laws of adiabatic changes of pressure and volume. It seems highly probably, however, from H. T. Tizard's observations on pressure changes in a cylinder during rapid compression (55) 4/ that there is much heat loss, therefore pressure loss, in the very small interval of time during compression; although Tizard was able to estimate the amount thereof, he did so only by relying on his nanometer, which is exactly the procedure that the authors challenge on the grounds that the manometer was not standardized under the conditions of its use. Hence the authors were driven from this scheme of calibration to another, namely, comparing records of ono and the same explosion taken simultaneously on several instruments of as varied a type as possible. If 2 of a number of instruments agree, perhaps both are accurate; if 3 agree, probably each of the 3 is accurate; if 4 agree, it is almost certain each of the 4 is accurate.There was a second objective in the present work. If the Bureau of Mines and the B.C.D. (British Coal Dust) manometers differ in their records, then from a sufficiently comprehensive series of experiments it may be possible to coordinate the extensive results already obtained at the American and British stations.Thirdly, it was hoped to learn which is the best available instrument for observing the pressures of coal-dust and as explosions and, if possible, to indicate means for improvement in manometry."

Martin Marietta Aluminum, Inc. followed Howmet Aluminum Corp., Revere Copper and Brass, Inc. and Anaconda Co. in lifting August prices of 99.5 percent unalloyed aluminum ingot by 3 cents to 56 cents per pound. Prior to these moves, Kaiser Aluminum and Chemical Corp. raised its June ingot listings by 4 cents to 57 cents and Consolidated Aluminum Corp., 4.5 cents to 57.5 cents. Domestic merchants increased July quotes by slightly more than 1 cent to 51.3-51.8 cents per pound. ARSENIC The Occupational Safety and Health Administration (OSHA) issued new standards, effective August 1, for worker exposure to inorganic arsenic, a toxic substance linked by OSHA to lung and lymphatic cancer. The new standard will limit worker exposure to 10 micrograms per cubic meter of air over an 8-hour period, a drastic reduction from the previous standard of 500 micrograms for a like period. Implementation of the new standards may be the most difficult and costly for copper smelters where arsenic is associated with the copper feed material but problems will also be encountered by producers of arsenic containing products such as for pesticides and herbicides. The new standards allow use of personal protective gear for workers as an interim measure until plant engineering controls can be put into effect.

Synopsis U.S. Mine Safety and Health Administration (MSHA) accidents statistics have identified ore-pass hazards as a significant safety problem in U.S. underground metal mines. The statistics show that nearly 75% of injuries are directly or indirectly related to pulling or freeing of ore-pass chutes, the use of hand tools in ore passes, fails of broken rock in ore passes and structural failures of chutes or gates and ore-pass walls. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) are investigating hazards in and around ore passes in hard rock mines. Risk assessment methods, such as fault-tree analysis, have been employed to identify the most probable causes of orepass failures, define research priorities and analyse the factors that result in malfunctioning and unsafe ore passes. Static and dynamic loads are being measured in a laboratory setting with the use of a reduced-scale orepass mock-up. Field tests are being initiated in mine ore passes to determine static and dynamic loads. Data from the test ore passes are being compared with data from the mine to characterize true system behaviour. Computer modelling with the use of closed-form solutions, finite-element analyses and a newly developed particle flow code predicts static and dynamic leads from the flow and the impact of ore and waste in the ore pass. Preliminary results indicate that dynamic impacts from ore and waste rock might be considerably greater than expected. The total static load is substantially less than is typically used fur the structural design of chute and gate support members. It is suggested that damping factors, normal and shear stiffness and mass frictional characteristics have a significant effect on particle flow and resulting impact loads. This is being verified with the use of results from laboratory tests, field tests and particle flow analyses. Ore passes are vertical or steeply inclined openings in a rock mass through which ore and waste are transported and where they mar also be stored. A typical underground mining system is shown in Fig. 1. The arrows indicate the locations of ore passes and loading pockets and their relative configurations. The control of material flow is potentially one of the most hazardous operations in underground mining. According to MSHA data. most of the ore pass-related accidents in the U.S.A. are associated with the loading-unloading cycle and removal of blockages from ore passes. In particular, attempts to free ore hang-ups have resulted in multiple fatalities. The hazards are obvious; there is uncertainty as to when the ore will break loose and miners are unable to escape falling rock to a safe location. Although ore passes and chutes and gate systems for underground metal and non-metal mines roust meet the requirements specified in the U.S. Code of Federal Regulations (CFR). Parts 57 and 75, recent structural failures of ore-pass linings and gates have underlined the lack of adequate ore-pass design standards available to both MSHA enforcement staff and mine engineers. Because of the importance of an ore pass to the safe operation of a mine design criteria need to be assessed and new guidelines developed. Researchers at the Spokane Research Laboratory of the Nationals Institute for Occupational Safety and Health (NIOSH) are investigating hazards in and around ore passes in hard rock mines and studying design criteria for ore passes. As a part of its overall wealth in fuel resources, the United States possesses large reserves of coal of ignite rank. According to recent estimates of the Federal Geological Survey (3, 5),l/ the assured lignite reserves of this country amount in total to over 463 billion tons, equivalent to 24 percent of our total national coal reserve on a tonnage basis and 15 percent on a heating-value basis. Distribution and relative amounts of United States coal and lignite reserves are indicated in figure 1. By far the largest proportion of our lignite reserves, over 95 percent is found in North Central States, principally in North Dakota, South Dakota, and Montana, in the vast coal-bearing structural grouping designated as the Fort Union formation. Of the remaining United States reserves, all but a fraction of 1 percent are found in a series of relatively scattered deposits in Texas.

A program was initiated tinder sponsorship of the U. S. Bureau of Mines to investigate pipeline behavior of raw and spent oil shale slurries. Slurries were recirculated in pipeline loops with 150-mm and 200-mm diameter horizontal test sections and a 150 -mm diameter vertical test section. Slurry concentrations from 10 to 60 weight percent were investigated. Critical and deposition velocities were observed. Head losses were measured at various velocities. Rheology measurements were made on representative homogeneous samples from the pipeline. From these data, pipeline energy requirements were predicted by computer and compared to pipeline data. Computer programs were also used to analyze pipeline data for two flow models: 1. Heterogeneous flow regime for coarse, settling slurries 2. Homogeneous flow regime for nonsettling suspensions The economics of slurry transport of raw and spent shale were examined. Cost estimates encompassed a range of pipe diameters to transport a wide range of throughputs of both raw and spent shale. Similar estimates were made for conveyor belt systems to provide a valid cost comparison. Economic comparisons are valid in a general sense, but a specific study must be made to determine the cost advantages of hydraulic transport for a given mine.

The Bureau of Mines' Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. Real economic growth for 1988 may fall short of the 3.3% projected by the Department of Commerce in August 1988 because the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up compared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those in the corresponding period in 1987.

That the maintenance of proper air conditions is a most important factor in the control of occupational hazards is shown by the large amount of material presented each year through the technical journal's on the effects on workers of injurious dusts, gases, and variations in temperature and humidity.. SUMMARY OF RECENT LITERATURE ON EFFECTS ON WORKERS OF EXPOSURE TO DUSTS The subject of the control of dust and dust diseases continues to be a matter of serious concern in most of the industrial countries of the world, as indicated by the following summary of reports published in a number of foreign countries as well as in the United States. Australia. The Workmen's Compensation Act of 1920 for New South Wales3 provided for the promulgation of schemes for the compensation of workers dis- abled by silica or other dust. In 1924 the prevalence of silicosis and tuberculosis among Sydney stonemasons, quarrymen, sewer miners and rockchoppers was investigated by a Technical Committee of Inquiry, appointed upon the recommendation of the New South Wales Board of Trade. The findings of this committee were published by the Government in 1925. No scheme was promulgated by the Government and in 1926 the Act was amended limiting its scope to workmen disabled by disease caused by silica-dust. This was promulgated and gazetted on September 16, 1927, and applies to men working in sandstone as stonemasons, quarrymen, rockchoppers, and sewer miners in the County of Cumberland.

The Kaiser Aluminum and Chemical Corp. announced plans to raise June ingot prices by 4 cents to 57 cents per pound. Producers? April value for 99.5 percent unalloyed aluminum ingot was at 53 cents per pound. Domestic merchants last month were quoting the metal at 48-49 cents per pound. Primary aluminum producers began restarting production facilities following the settlement of the coal strike. Noranda Aluminum Inc. recalled workers to prepare potlines for production at its plant at New Madrid, Mo., which had closed February 14, 1978 due to the shortage of coal. Eastalco Aluminum Co. resumed full capacity production at its Frederick, Md. smelter where production had been cut by 30 percent. Anaconda Aluminum Co. resumed full capacity production at its Sebree, Ky. smelter.

The evident need to improve the reliability of fluid power systems in underground coal mining equipment prompted the U.S. Bureau of Mines, and later the Department of Energy, to contract with the Fluid Power Research Center at Oklahoma State University for a research project to develop methods for achieving this end. Since the work of the contract was completed at about the time DOE was relinquishing its underground coal mining projects to BOM it was decided to issue the final report under 80M cover. The contract revealed that the major causes of poor reliability were: (1) poor overall system design, (2) poor component contamination toleranace, (3) poor system filtration, and 4) poor maintenance practices stemming from a lack of defined maintenance procedures and enforcement of same. This report demonstrates the variability of the reliabilities of components of similar performance description when subjected to standard tests. Improved design procedures are recommended and the information needed to specify and select components whose reliability is predictable and optimum without sacrifice in performance or significant increase in envelope size.

These seminars were conducted in Washington, PA, on April 12, 1994, and Denver, CO, on May 10, 1994. Other significant topics addressed include longwall panel layout, coal pillar design, horizontal stress in longwall mines, roof support selection for gate entries, and ground control monitoring.
