Investigations into the flotation behaviour of single minerals, mineral mixtures and ores at the CSIRO Division of Mineral and Process Engineering have led to the development of sophisticated laboratory flotation testing equipment. Both routine and complicated flotation investigations can be conducted in a precise and reproducible manner using procedures and equipment that have been refined over many years of conducting careful batch flotation testwork. Several important advances in flotation research can be attributed to changes in testing procedure developed as a consequence of the availability of this equipment. The flotation cell and ancillary equipment is described and associated developments and techniques discussed.

Investment decisions in the Australian mining industry are often made without awareness of the impact of risk on project outcomes. A fundamental change in thinking is required to move away from the traditional attitude of æcushioning the blowÆ towards a measured approach to project risk. Such an approach involves quantifying and understanding project uncertainty so that investments may be shielded from downside risk while at the same time exposed to upside potential. Communication and collaboration between study teams and corporate financial managers must be improved before the industry can improve its project investment record. Monte-Carlo simulation provides a way to quantify and understand investment risk, but its accuracy depends on how well the variability of input parameters is estimated. Research in this area is currently centred on quantifying uncertainty in mineral resource estimation using new conditional simulation techniques, but a less-rigorous method can be applied in practice to begin the education process and develop the required awareness at board level.

In simple terms, heap leaching means the removal in solution of valuable elements from a heap of material, and their recovery from that solution. The heap of material can consist of essentially unprocessed ore, sub-ore, low grade gangue and country rock, tailings from other upgrading processes, or artificial materials such as slags or furnace and flue products. The solvents can be solutions of acids (commonly sulphuric acid because of cost) or of other chemicals such as cyanides. Because of cost factors the solutions are aqueous; because of this, leaching operations may be curtailed in cold-climate areas. The guiding principle must surely be `large volume / low cost'. Since solutions are generally easier to manage than gases, there is a strong incentive for replacing roasting of materials by leaching, eg arsenical gold ores. Where sulphides are present in the material to be leached, these may provide the necessary acid, with or without the aid of bacteria, to dissolve and extract the recoverable metals. The mineralogical aspects of the operation relate to the nature of the `ore' and gangue minerals present in the heap, their textural relationships, and their effect on the process itself.

The Argyle AK1 Pit has been operating and producing over 25 per cent of the worldÆs diamonds by volume for over 20 years. The mining boom in Western Australia is creating upward cost pressures to ArgyleÆs mining operation while the price received for its product remains flat in comparison to many other Western Australian commodities. This incongruity, which when combined with other circumstances such as the pit being close to the end of its mine life, a decline in head grades and a tightening in operational constraints caused by the pitÆs maturity, is causing the leadership team at the mine to utilise innovative strategies in order to ensure that the open pit continues to perform economically until its final closure in late 2010. The strategies that will be discussed in this paper are step change business improvement methods, localisation of the workforce, employment of Aboriginal people and the use of a clear and concise consultation process in order to provide certainty to a workforce working in a pit during boom times where pit closure is imminent.

Current work is directed toward finding favorable structure and reservoir beds to test the oil prospects of the area.

Plant trials are at the best of times difficult to perform; given variations in the ore, operating practice and economic constraints placed on a plant. Testing grinding media at industrial scale adds a further level of complexity that needs to be accounted for.Laboratory test programs consistently demonstrate that altering the grinding chemistry through the application of inert grinding media has the potential to provide significant metallurgical benefit. However, prog- ressing from laboratory testing to industrial trial is often an agonisingly slow process that can lead to inconclusive results which raise more questions than give answers. There are many factors that need to be considered when conducting plant trials aimed at demonstrating the impact of inert grinding media on metallurgical performance. The decisions (or lack thereof) made during the planning stage can heavily impact on whether a statistically meaningful result is achieved. Various factors such as how the trial is conducted (dumping or purging the charge); the circuit configuration; collection of the right data; and even the human factor will affect the outcome. The authors will use examples to demonstrate the importance of proper planning and controlled operation on grinding media plant trials.

Electric arc furnace (EAF) dusts contain significant quantities of zinc, found almost entirely as either zinc oxide or zinc ferrite. The dust has been classified as a hazardous waste due to the relative high lead, cadmium and hexavalent chromium contents. It is important that environmentally acceptable processes be developed to treat this waste. One possible process involves reacting the zinc compounds in the dust with metallic iron, thus avoiding zinc vapour reoxidation by CO2 as occurs in carbon reduction processes. It consists of two stages where the first is the reduction of iron oxides to iron and the second the reduction of zinc oxide to zinc vapour by the iron. In this work the effects of operating variables such as temperature, CO/CO2 ratio and pressure on the recovery of zinc from an industrial EAF dust obtained from the Smorgon Steel Mill were investigated. Zinc recoveries in the second stage were found to approach 100 per cent at 1000oC after about four hours in nitrogen but within 40 minutes if a low vacuum was used.

In 1975, following a programme of solution characterization and small scale laboratory test work, a pilot plant was constructed to treat waste liquors from the Risdon works. The plant was designed basically to neutralize liquor to a desired pH, and to flocculate, thicken and then filter the resultant pulps. The primary objective was to purify waste liquors to stand- ards set by Tasmanian environmental regulations and at the same time to provide design data for construction of a full scale treatment facility. Waste liquors were divided into two groups, those from the Zinc Plant, and those from the Acid and Superphosphate Plants, and were treated independently. To satisfactorily purify Zinc Plant waste liquors the following reaction sequence was required: 1. Neutralization to pH 10.5 (with aeration for Mn removal). 2. Further reaction of neutralized pulp with Na2S at an addition rate of typically 5 mg of S2-/litre of liquor treated to remove Cd.

When the mining and milling of 1100 Copper Orebody commenced, difficulties were experienced in producing a satisfactory grade of copper concentrate. The major concentrate contaminants were fine pyrite and silica, particularly in the minus 10 microns fraction. Studies of the 1100 Orebody showed that much of the fine grained pyrite and a proportion of the silica present in the ore contained carbonaceous matter in the form of complete or partial rims and as internal carbon films disseminated throughout grains. The hydrophobic surface property of the carbonaceous material resulted in an inherently flotable fine pyrite and silica fraction. The addition of a 60:40 mixture of nigrosine and dextrine, initially to a prefloat concentrate of the inherently flotable carbonaceous material and finally to'the total copper flotation feed, successfully controlled the flotation rates of the carbonaceous pyrite and silica. The objective of a 25 per cent Cu concentrate grade was then achieved without decreasing copper recovery.

Spatial modelling has been used to determine potential locations of granite-related nickel skarn mineralisation throughout eastern Australia. It is believed that during granite intrusion, fluid can leach nickel from nearby mafic lithologies and combine with sulfur to form nickel sulfides. Currently exploration for this style of deposit has been limited to the region around the Avebury Deposit in western Tasmania. As the lithologies near Avebury are not unique it is feasible that similar deposits could exist elsewhere in Australia. The weights of evidence spatial data modelling technique was used to evaluate the wealth of geological data available over eastern Australia and included known economic deposits as training data to weight the themes of the model. These weighted themes were combined to create a prospectivity map showing areas favourable for granite-related nickel deposits. Several regions were identified by the model to have good potential to host nickel mineralisation similar to the Avebury deposit. These include areas located throughout New South Wales, Victoria, Tasmania, the Tasman District of New Zealand and, in particular, the Rockhampton region of eastern Queensland. It is commonly accepted that govern ments have a role in the financing of mineral development. The reasons for government involve- ment are examined in general and in the light of the current situation in Aust- ralia, particularly having regard to the ownership of resources. A brief introduction is given to the new Australian Government bodies, the Petroleum and Minerals Authority and the Australian Industry Development Cor- poration, designed to fill a new role in mineral development, and to the basic changes brought about by the Australian Government's decision to become involved in the future development of the country's mineral resources. It is generally accepted that governments do have a role in financing mineral development. This acceptance does not seem to be confined to Aust- ralia alone but is more a worldwide phenomenon. Mineral development has traditionally been regarded as the pre- serve of private enterprise and there- fore is presumed-to be profitable, and so it is instructive to ask why there is this special role for governments.

The economic future of the Palmer Goldfield lies with both the gold mining and the tourist industries. An equitable solution to the competition between the two involves putting a dollar value on the historical evidence there for our Australian heritage.On 23 October 1986 the Queensland Government gazetted the Palmer River Reserves R16 of 16 200 hectares, in recognition of the competing land uses emerging in the region. The intention is that historically significant gold mining sites and relics will be preserved in situ with provision for continued gold exploration and mining.This paper explores and explains the administrative process of achieving a set of Management Guidelines for Rl6 within the Queensland political milieu. The result of that process is the achievement of some of the highest preservation standards in Australia, prohibiting surface disturbance of defined Category 1 sites, and no mining proposal has yet been refused approval.The Palmer Goldfield R16 experience is a major step in achieving a co-ordinated approach to both current mining and preservation of Queensland's mining heritage.

When using grinding time for a batch grinding operation as a measure of the energy usefully employed for comminution; the assumptions made are often not valid. A kinetic approach, based on a study of the rate constant, or k, value for the material is more acceptable. The Rosin-Rammler distribution equation has been theoretically derived from the general equation for first-order batch grinding. This relationship, incorporating a term for k, was used in a study of the rod milling of a binary mixture of quartz and limestone.The presence and degree of interaction between the components was considered by comparing the size distribution of the mill product with that predicted by assuming the overall distribution equal to the sum ofthe distributions given by the Rosin-Rammler equations for each component weighted according to its volume fraction in the mixture. The interaction was found to be complex and particularly sensitive to particle size.A simple graphical procedure was devised to predict the size distribution of the mill. Product components and this gave a fairly good approximation to experimental data.

The main iron ore deposits of Western Australia fall into three very different geological classes, which are, in order of importance: hematite enrichment ore, pisolitic limonite ore, and sedimentary ore. These are presently (1973) being mined in the approximate proportions 20 : 2 : 1, while the equivalent proportions for reserves are, very approximately, 200 : 70 : 1. Two minor categories which mar- ginally qualify as ore are detrital material variously referred to as scree ore or canga, and potentially beneficiable iron formation. These two latter types are dealt with very briefly, and the three main categories are dis- cussed in order of economic significance. Hematite enrichment ore results from the selective replacement of a pre-existing host rock by hematite. Almost without exception, this host is cherty banded iron formation (BIF); but certain exceptions have great genetic inter- est. Ore bodies of this kind occur both in the Archaean BIFs of the Pilbara and Yilgarn Blocks and in the Proterozoic BIFs of'the Hamersley Basin. It follows from their virtual restriction to a single kind of sedimentary host that there is strong stratigraphic control over the shape of ore bodies: these may be almost flat, of dyke-like form, or of complex configuration, according to the pre-enrichment structure of the host bed. During the last fifteen years there has been a marked change in the demand and supply patterns of coking coal. The world demand, predominantly Japan, has increased from 23 million tonnes of world export/import coal in 1960 to an expected total of at least 100 million tonnes by 1975. In the last ten years Australia has been the main beneficiary in the growth of the export coal trade. This has been brought about by its proximity to Japan and its large econ- omically mineable reserves of coking coal. A feature of the recent coal development in Australia has been the requirement of companies in new areas to provide massive capital for infrastructure costs. The ability of the Australian coal industry to retain a large share of the world export market depends to a large extent on reasonable costs to transport coal from mine to the market place. In some areas of Australia this means that railway lines, loading and unloading facilities, and ports will have to be up-dated at substantial costs. On the long haul to Europe the recent increases in the prices of bunker fuel have made the price of coal less competitive when compared with sources

The Mons Cupri Cu-Pb-Zn deposit is situated within a complex Archaean volcanic sequence dominated by rhyolitic fragmental rocks. This sequence is underlain by a 150 m group of rhyolitic ash flow tuffs with minor conglomerate and sandstone, and is overlain by approximately 180 m of dacite and andesite flows. The Mons Cupri sequence itself consists of several elongate or circular rhyolite domes, flanked by rhyolitic fragmental rocks ranging up to 400 m in thickness away from the domes. The lithology of clasts (typically 1 cm to 1.5 m in size) provides strong evidence that the flanking fragmental unit was derived by explosive eruptions associated with the rhyolite domes. An approximately 15 m thick shale horizon, bleached and silicified at its base, overlies both the rhyolite domes and the frag- mental unit. A south-dipping chloritic pipe-like body, with near-surface dimensions of 1,000 by 250 m and narrowing at depth to produce a cone-shaped cross section, lies within the rhyolitic frag- mental rocks about 250 m north of the largest rhyolite'dome in the Mons Cupri vicinity. Its east west elongation parallels that of the rhyolite dome. Ghost fragments indicate that the material in this fissure is a severely chloritized derivative of the rhyolitic frag- mental unit. A good blending system is one that ensures that a plant can cope with the amount of grade variation that it will encounter. Prediction of amounts of variation that will be encountered on time or tonnage scales that are important should be regarded as an essential part of the planning of mines and plants. In some cases, the natural amount of grade variation when ore is mined and handled in the cheapest way will be acceptable. In other cases, it is necessary to understand the effects that various ore-handling processes have on amounts of grade variation at various scales and to design a blending system with considerable care. Blending tends to matter more when plants are sensitive to many aspects of grade. It can be very difficult to find the best compromise between capital cost and the amount of grade variation. In these cases it is important that ore blending options be considered carefully as part of the planning of mines and plants. Failure to make plans that consider likely amounts of variation can be very expensive.

There is a link between the requirements of society and the determination of curricula in tertiary educational institutions. Mineral resources exploration provides a strong example of this link. The resources exploration business engages in scientific, engineering, commercial and management activities in an endeavour to discover economically extractable commodities. Most geoscience and geotechnical graduates are employed by the mineral industry for resource exploration and development. This industry comprises a wide range of employer groups which include the Bureau of Mineral Resources, CSIRO, energy authorities, State geological surveys, State water commissions and private companies. Such employers are variously charged with the task of understanding and utilising earth resources to the benefit of society. It follows therefore, that undergraduate education and post-graduate specialization should be directed towards meeting the needs of employer groups in the geoscientific and geotechnical fields. In the past the training of most Australian geologists has emphasised classical science. This type of training remains of primary importance in the early undergraduate years but there is a need for modern educators to recognise the increased desirability for the inclusion of geotechnical subjects in the curriculum. Modern geo-education should address four main sectors when deciding curricula:

Major changes occurred in the management of loss prevention and risk management at operations in North and South America due to increased insurance premiums following the Olympic Dam fire in Australia in 2001. There are many different scenarios on how fires can develop and the estimated maximum losses (EML) those fires can incur. The EML is utilised by insurance companies to determine the cost of insurance premiums. The cost of insurance can be controlled at existing and newly designed solvent extraction (SX) plants by using risk reduction methods and design criteria to limit the fire exposure. A review of data collected during several loss prevention risk assessments can show how a budget can be protected from dramatically increased premiums and see which design of SX plant and fire protection standards best apply to your operations. The paper will investigate the pitfalls of existing materials of construction, capacity, geography, management practices, fire risk minimisation, and fire suppression systems. Intelligent engineering and managerial improvements implemented by the operations in the Americas in the past two years have further minimised the fire potential and benefited companies in insurance renewal negotiations.

The optimum plant capacity for a new mine is usually based on empirical studies or ærules of thumbÆ, subject to confirmation by detailed scheduling of the proposed mining operation. The mining industry has a record of poor returns on investment and a high rate of project failure using these methods, with under-performance in grade being a common experience. The assumption that æeconomies of scaleÆ will result from increasing throughput rates needs to be balanced by an awareness of the adverse effects of increasing the rate beyond a level that issupportable by the resource. For each scale of operation considered, it is a reality that for any intended head grade, at the associated intended cut-off grade, the actual head grade achieved will fall as the mining rate increases. This effect is known to people at operations but is not recognised in current ore reserve estimation methodology. Once recognised, this dependency of head grade on mining rate can be quantified and used to establish the economically optimum mining and processing rate for a new project. A simple analysis is proposed, which may be extended to detailed spreadsheet modelling for financialoptimisation.
