The development, design, construction and operation of the new Solvent Extraction/BCA process plant at Copper Refineries Pty. Ltd., Townsville is described.The process offers substantial savings in electrical power costs, improvements in plant hygiene, and a lowering of materials handling costs compared with conventional electrowinning technology.The solvent extraction process extracts arsenic from copper Tank House electrolyte using a tributyl phosphate (TBP) - kerosene solvent. The plant incorporates fourextraction stages, two scrub stages, and three stripping stages to produce an arsenic-bearing low-acid strip liquor. This strip liquor is mixed with copper sulphate, and neutralized with ammonia to form a copper (II) arsenic (V) crystalline product, bicupric arsenate (BCA). This product is then used in the manufacture of chromated copper arsenate timber preservatives (Royston 1982).

With ever-increasing energy costs and the modern focus on system efficiencies, the practice of æventilation-on-demandÆ is gaining momentum. Several examples, ranging from paper studies to practical examples have been recorded and another recent case study is presented here to encourage the practice. In comparison, æcooling-on-demandÆ has received far less attention. This paper explores the possible merits of this practice by investigating the theoretical response of cool intake airways and the thermal interaction between the air and the rock, in order to gain a better understanding of the system behaviour and to quantify the possible savings. A case study is presented that demonstrates the improvements that can be achieved. Recent developments that allow live interaction between ventilation network models and on-line monitoring systems, have the potential for intelligent active control and alarming of ventilation and cooling networks. This will facilitate and maximise the benefits to be derived from ventilation and cooling-on-demand.

The primary objective of most mining projects is to maximise the value delivered to the companyÆs shareholders. Achieving best practice performance and maintaining competitive advantage through low-cost production and high productivity is essential to achieving this aim. Benchmarking is an essential tool for the identification and implementation of best practice performance, and to realise continuous improvement by ensuring best practice becomes common practice. But to be successful, that is to deliver long-term value creation, benchmarking must be holistic and align operational performance with strategic intent. This paper outlines a rigorous and structured approach on how to conduct a successful benchmarking program that aligns operational performance with the businessÆs goals. Further it investigates the benefits that benchmarking can provide throughout the project life cycle and provides some key learnings from some of the worldÆs leading miners.

In Australia and New Zealand, the 'Australasian Code for Reporting of Identified Mineral Resources and Ore Reserves', which was released by industry in 1989, is operating successfully in a co-operative approach between industry and regulatory authorities. Similar codes or guidelines exist or are under development in the United States of America, Canada, the United Kingdom and South Africa, although the regulatory backing given to the Australasian Code is unique. International standard definitions for Mineral Resources and Reserves, and for categories of Resources and Reserves, have been under development by the Council of Mining and Metallurgical Institutions since 1994 and have already stimulated considerable convergence of definitions and reporting standards in participating countries. It is hoped that agreement on this international standard for public reporting by mining companies will be reached within the next two years, and it is expected that adoption of the standard will result in a higher and more uniform quality of reporting worldwide, with a consequently greater interest on the part of the general public and financiers in investing in the mining industry.

Discounted cash flow (DCF) methods are well suited and recommended as a primary valuation method for mineral assets for which there are at least indicated resources and some form of feasibility study containing engineering, production and capital and operating cost data. DCF methods are also applicable as a secondary or check valuation method for exploration properties for which no technical study has been prepared. For projects where little or no engineering, production and/or cost data is available, the process of formulating a project concept by specialists who do not possess experience and expertise in the relevant technical faculties is totally rejected as a basis for applying DCF techniques as a primary valuation method. Such an approach runs counter to The Australasian Institute of Mining and Metallurgy (AusIMM) requirement to apply relevant expertise to specific aspects of mineral valuation. Technical and commercial inputs to mineral valuation should be reviewed by specialists who have specific expertise in the relevant disciplines, and should be tempered by the quantity and quality of technical evaluation which has been undertaken and the development status of the asset.

Coals from the Southern Coalfield of New South Wales treated in the Port Kembla coal preparation plants of Australian Iron and Steel Pty Ltd differ substantially in their characteristics. Knowledge of, performance not only enables comparison and promotes better control, but also provides the means for predicting results. Evaluation of performance of cleaning equipment has been made in terms of probable error (Ep.) Results for Baum jigs, a Chance cone, heavy medium cyclones and water washing cyclones are examined. The efficiency factors derived from the probable error are applied to the float and sink analysis, mathematically simulating operating conditions. This method is applied to the Balgownie seam. The Balgownie seam lies between the Bulli and Wongawilli seams in the Coal measures of the South Coast and mining on a large scale began recently in the Bulli area. It is known locally as the Four Foot seam and exhibits er difficult washability characteristics, due to a comparatively high middlings content. These properties and the tively high inherent ash make careful selection of cleaning equipment essential for optimum recovery. The prediction technique is used to determine the possible results when this coal is cleaned in the Port Kembla plants. Predicted values are compared with results from full scale trial washings demonstrating the validity and accuracy of the technique. Applications of result forecasting are listed.

There is very little in Australian mining law that sets out the rights of mining tenement and exploration licence holders as against other parties who wish to carry out ground or aerial surveillance over those areas.There have already been several legal actions arising out of this lack, and more can be expected as the public places more rigorous constraints on corporate and individual behaviour. Field personnel, who are mainly fairly junior and less experienced, are entitled to some guidance from the minerals industry, guidance which up to now appears to have been either lacking or covering such a wide range of standards from corporation to corporation as to be virtually useless.Because each State writes its own laws there is no consistency, and the laws generally are lagging behind developments in the industry. In particular, the practice of granting mining tenements for sporadic exploration, a practice that is a leftover from much earlier mining law, has dotted the Australian continent with unattended and unmarked or poorly marked tenements that are difficult to find but confer on the holder prior rights to the minerals under them. Entry onto those areas in most jurisdictions is an offence and their existence compromises the efforts of regional explorers.This clearly unsatisfactory situation requires remedying, which is the purpose of these proposals. A more systematic approach to the granting of reconnaissance, regional and detailed exploration, mining, and retention rights will eliminate much of the problem. For the rest, a code of practice needs to be adopted as soon as possible.

Within the context of acid mine drainage (AMD) associated with mining activities worldwide there has been a tremendous research effort to determine the extent of AMD and assess the influencing factors controlling this process. However, the majority of the current approaches focus on local and regional scale case studies and do not provide a global scale picture of AMD potentials. This study attempts to develop a method aiming at a global environmental impact assessment related to AMD. To confine the complex topic this study concentrates on acidic emissions from heaps in consequence of copper mining processes. In order to pursue this approach two factors are of significant advantage: a comprehensive environmental data base of more then 600 copper sites worldwide and a method which has been developed and proven to be successful in assessing environmental impacts related to land use. Current and future research efforts focus on using this background knowledge to enable both a comparison between sites and a categorisation of sites according to emission estimates.

Earthquakes are the most frightening and devastating natural phenomena known to mankind. They strike without warning and their consequences can be disastrous in terms of the toll of human life, financial crises related to the damage or destruction of man-made structures and the social and economic effects on a wide spectrum of the affected communities in the aftermath of the event. Such situations can be widely attested to by most areas around the Pacific Rim. Indeed, the threat of earthquakes is always imminent because of the geological-tectonic nature of the region as manifested by past experiences. It is patently obvious that earthquake occurrences are not only a geological hazard but also pose a serious social danger. When one considers the 19 September 1985 Mexico (Michoacan) earthquake (Mitchell at al., 1986), the necessity of continuing research is of paramount importance. An estimation . of earthquake risk encompasses both qualitative and quantitative aspects and demands a multidisciplinary research effort integrating seismology, tectonics, geology, enginering, sociology, economics, insurance and governmental policies (Bolt, 1978; Booth, 1984). These roles in mitigating such a hazard have been aptly discussed by Press (1985). A series of discussion papers based on an intergovernmental conference covering the whole scenario were published by UNESCO (1978). E Deposit is located at BHP BillitonÆs Area C iron ore operations in the central region of the Hamersley Province, Western Australia. It is hosted by the Marra Mamba Iron Formation, the lowermost unit of the Archaean to Lower Proterozoic Hamersley Group. Mineralisation at E Deposit East is contained within the Mount Newman Member of the Marra Mamba Iron Formation and extends into the lower West Angela Member of the overlying Wittenoom Formation. Use of a combination of geological and geophysical techniques has enabled the geological setting of the deposit to be qualified. Interpretation of detailed mine face mapping, downhole geophysics, geochemistry, geological logging and photography has identified D2- related thrust faulting, with substantial south-over-north displacement. Similarly, in-pit mapping at the nearby C Deposit has revealed intense localised D2 deformation, including overturning and thrust faulting. The interpreted structure illustrates that iron ore deposits in the central Hamersley Province can be intensely deformed and require detailed geological investigation utilising technical data from mapping and drilling to enable the creation of robust grade-models for the mining operation.

Access to secure and reliable water resources is fundamental to the minerals industry. In recognition of that requirement, and cognisant of extensive contemporary public water debate and reform initiatives in Australia, the Minerals Council of Australia (MCA) approached the Ministerial Council on Mineral and Petroleum Resources (MCMPR) proposing the establishment of a Joint Working Group to prepare a framework of strategic principles to ensure responsible water management at a site and corporate level, manage risks and identify opportunities. The Framework provides high-level guidance on issues that should be addressed in water decision making across Australia in relation to mining and associated processing operations. It identifies principles and objectives for adoption in four areas, viz: valuing water, strategic water planning, implementation, and engaging stakeholders. Given the high level nature of the Framework, and its national application, it does not seek to replicate detailed guidelines already widely available in each state and territory on operational water management practices and associated regulatory issues at mine sites. The Framework includes a series of case studies from across Australia that demonstrate where strategic thinking, wise water management and close consultation with stakeholders has delivered better water use, more profitable operations and excellent community/stakeholder relationships. The Framework was formally launched on behalf of MCMPR by the Western Australian Minister for Resources at the MCAÆs Sustainable Development Conference in Perth in October 2006. Epithermal deposits have been defined as the lower temperature end of a spectrum of hydrothermal mineral deposits and are inferred to have formed near the EarthÆs surface. The preservation of an epithermal gold deposit in an Archaean craton is rather problematic, especially when such deposits form clusters or groups as reported for the Pilbara and Yilgarn cratons. For two of the better studied examples of epithermal gold deposits in these cratons, Becher and Wiluna, the evidence that they formed near the Earth surface is non-diagnostic, and the epithermal origin appears uncertain. Despite the simplicity of the original definition, there have been numerous errors in classifying epithermal gold deposits. It is suggested that these errors are primarily due to poor criteria defining the group as there is limited evidence of poor observational science being the cause. The criteria being used to recognise epithermal gold deposits include tectonic setting, ore element suite and quartz vein textures. None of these are diagnostic of epithermal deposits and their link back to the original low pressure-temperature definition of the class is tenuous. There has been definition creep over time as new observations on potential epithermal gold deposits become accommodated within a flexible definition. There is some urgency establishing and then using criteria to reliably identify epithermal deposits. Distinction of epithermal gold from weathered gold deposits is an important step. Using a small scale laboratory pilot plant a series of tests have been conducted with the aim of investigating the influence of the zinc/acid ratio on the efficiency of zinc electrodeposition from an acidic sulphate solution. The results have shown that current efficiency is increased as the zinc/acid ratio is increased with no evidence of an optimum zinc/acid ratio. However the choice of a zinc/acid ratio for full scale operations must be a compromise between other parameters, spent electrolyte acidity and power efficiency, which also impact upon plant performance. The effect of various impurities has also been monitored and antimony, nickel and tin have been shown to be deliterious to current efficiency.

The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.

The Northparkes copper-gold project is being developed in Central Western New South Wales approximately 30 km NNW of the town of Parkes and approximately 350 km west of Newcastle. The project is a joint venture between North Limited (80 per cent) and the Sumitomo Group (20 per cent). North is the manager. The basis of the project is three copper-gold orebodies, the northern two of which are being mined by conventional open cut methods with the third and largest orebody at the southern end of the lease to be mined by block caving. A fourth mineralised body has been identified in the centre of the lease. While further evaluation of this deposit is required it would appear to be amenable to block caving. Oxide caps of gold ore and copper-gold ore over-lie the two northern orebodies. Development commenced with the construction of a carbon-in-pulp (CIP) plant to treat the oxide gold ore. Construction of a flotation plant to treat oxide copper-gold ore and sulphide copper-gold ore is underway. When full-scale operation is achieved late in 1996 the plant will treat 5.0 million tonnes of ore per year of which 1.1 million tonnes will be open cut ore and 3.9 million tonnes will be block cave ore. In terms of annual ore tonnage the underground mine will be the largest metalliferous mine in New South Wales and the second largest in Australia.

The Kanowna Belle gold mine in Western Australia has reached a depth of 1000 m on the way to 1300 m. A feasibility study undertaken in 2006 identified the mining of E-Block as both technically and commercially feasible. One of the major risks identified in the study was the ventilation capacity, as the existing primary ventilation system would not support the production schedule for mining and a major system upgrade would be required. Failure to provide the necessary airflow would put the project at risk. A review of the airflow requirements and infrastructure options detailed in the feasibility study was undertaken to ensure that the assumptions and design were optimised. This review recommended a minimum airflow of 206 m3/s, but by acknowledging the necessary constraints imposed by mining at depth and re-engineering the mine layout to optimise the primary ventilation circuit, this requirement was reduced to 160 m3/s. This represents a 22 per cent reduction in airflow and a reduction in capital cost that will see mining at depth become economically feasible at Kanowna Belle. This paper discusses the processes that led to a redesign of the mining layout and highlights the importance of including the ventilation network in the optimisation process.

A special model of vertically loaded pillar behaviour is introduced to the general, multi-plate based, floor-pillar-roof system interaction analogue. This permitted analysing room-and-pillar mine systems in any geological conditions, including the effect of pillar elastic-plastic behaviour with strain softening. In the model, pillar instability is one of the important phenomenon, which may be expected to occur, and which the operator has to be prepared for. Thus the entire systemÆs safety is determined mainly by strong roof strata behaviour and therefore they have to be examined in actual stress-strain conditions utilising the appropriate strength theories. It was assumed that the so-called safety margin, representing the relation between load intensity and material strength, might serve as the basic indicator of possible roof instability development. Therefore, the safety margin may be estimated by comparing the actually computed components of stress-strain tensor with ultimate values characteristic for a given material determined in laboratory. In order to illustrate the effect of technological pillar size on roof strata stability, two different mining systems (methods of mining) in one of the æPolkowice-SieroszowiceÆ Mine districts was modelled using the finite element method formulated in three dimensions, assuming different materials within different rock mass strata, as well as a number of horizontal planes of discontinuity within the model.

Compared with modern longwall coal mining systems, automation has not been developed very far in the underground metal minin industry. One of the main reasons for this is that present har rock mining systems do not produce ore with a controlled degre of fragmentation. The often poor fragmentation from the stopescauses large extra costs and precludes material which 1-ends itself to automationThe paper investigates the possibility c technology for automatic loading and trapconveyor belt to a shaft dump pocket. With this concept, it will be necessary to control the maximum fragment size by careful blasting design. The degree of fragmentation will have to be finer than is common to-day. The study shows that the belt conveyor mining con-cept with controlled fragmentation may be economically competitive with conventional cyclic loading and transport, even for an annual production as low as 0.5 mill. tonnes.. Fragmentation design and cost calculations have been based on a combination of the Kuznetsov relationship between blasting parameters and mean frag-ment size, and the Rosin-Rammler formula for fragment size distribution.
