Outsourcing of mining operations and services is done for various reasons and there is no single model which fits all situations. Experienced contractors and mine owners have also developed, more often than not, jointly, numerous commercial arrangements and project delivery methods to suit their particular project. It is often the case that some mine owners who have not considered outsourcing to contractors do so because of a simple lack of understanding of the potential benefits. This paper will highlight the potential benefits and perceived disadvantages of outsourcing for mine owners and demonstrate how these issues have been addressed by the mining contracting community over recent times as well as demonstrate the evolution of current commercial arrangements in engaging mining contractors.

This paper deals with the evolution of present mechanised declining and orebody development practices at Kambalda, since their inception in 1969. Eight separate decline accesses have been established over the past eighteen years and to date some 175 kilometres of declining and lateral development has been achieved utilizing a wide range of mechanised development and mucking units. Improvements in-the range of equipment available, functionalization of the develop- ment tasks and the resultant changes to piecework contract structuring have all contributed to the improved performances achieved in this concept of mine development. Even though numerous development advance rate records have been established at Kambalda, an ongoing evaluation of changes to both drilling and mucking units is underway to further improve these development performance rates.

Ok Tedi Mine is a high production open pit porphyry copper mine located high in the Star mountains of Papua New Guinea. The mine produces an average of 160 000 tonnes of ore and waste daily at a 1:1 strip ratio. Full scale drilling and blasting began in 1988, prior to which time all material was ripped and dozed.Drilling and blasting procedures at Ok Tedi underwent a major review commencing mid-1989. As a result of a mutual commitment by management at Ok Tedi and the mines explosives supplier ICI, significant reductions in overall blasting costs have been realised. These cost savings are primarily the result of the introduction of air bags, expanded patterns and better field execution.

Field investigation of surface subsidence events associated with both active and abandoned underground coal mines in the United States has established criteria that enable the prediction and classification of mine-related subsidence. The key was establishing the role of geology in all types of subsidence and the recognition of beam subsidence in specific geologic settings. The classification is based on overburden thickness, variations in stratigraphy, topography and mine plan. Types of subsidence are Pit, Room, Sag, and Beam. Pit subsidence is associated with three geologic settings: shale overburden, seasonally wet unconsolidated overburden, and perched water table in unconsolidated overburden. Room subsidence occurs where the roof across the width of the room fails to the surface and a shallow depression develops.

Optimisation of mining projects is directly related to effective and efficient management of risks through the life cycle of mining projects. Effective and efficient management of risks must include explicitly all aspects of Occupational Health and Safety (OHS) through the life cycle of mining projects. This paper presents a different scale of OHS in the context of the optimisation of mining projects. Meaning of risk through the project life cycle is explained. Complex relationships between numerous risk, safety, knowledge, culture and change variables, and project life cycles are shown. The key element developed in this paper is a multi-disciplinary knowledge base that is necessary for constructive development of risk management and OHS models through the life cycle of mining projects.

The determinants of human behaviour are numerous and complex. Many scientific disci- plines focus on various processes which play some part in shaping the actions of individ- uals and groups. Behavioural science attempts to synthesise data produced by these investigations in an attempt to formulate principles by which people's thoughts, feelings and actions may be described, diagnosed, predicted and changed. While no comprehensive account of people and their reactions can be attempted in a brief paper a review of six principles does provide a framework within which managers can establish reliable knowledge applicable to all their subordinates and to themselves. This information may be used to arrange organizational environments and management practices which enable people to discover, release and increase their best intellectual, emotional and motivational capacities.

Poorly designed sampling protocols generally result in high project risk by artificially increasing grade variability (ie the nugget effect). Sample collection, preparation and assay protocols that suit the ore type, together with QA/QC systems, will reduce this risk. All reporting codes (eg JORC, 2004) require the Competent Person to consider the quality and implication of sampling and assaying programs. High sampling errors beget higher project uncertainty; despite this fact, sampling does not receive the attention it deserves. The case studies presented show that many sampling issues frequently go unrecognised or unaddressed, resulting in poor project decisions during exploration through to feasibility and production. The overall conclusion is that correct sampling is critical to mining project success and that there is often a need for its optimisation.

Proterozoic gold deposits in the Pine Creek Geosyncline are at present receiving renewed attention with the opening of old mines and several new discoveries. This important polymetallic province contains occurrences of gold, base metals, tin, tungsten, tantalum, platinum, palladium and aluminium. These resources have been exploited over the past century with periods of major interest during the turn of the century and during the past 20 years. Economically viable resources of predominantly gold, eg Pine Creek, Woolwonga, Brocks Creek and Union Reefs, and Ag-Pb-Zn, eg Woodcutters are currently in development or being mined. A variety of genetic models, ranging from magmatic through hydrothermal to syngenetic, have been postulated in the past for the formation of gold deposits in the Pine Creek Geosyncline. The first discussion on the regional geological factors that control ore deposition in the Brocks Creek-Howley District was by Sullivan and Iten (1952). They recognised that the most important ore deposits are associated with anticlinal and domal structures and that granites may be a controlling factor in the localisation of the mineralisation. More recently a group of authors, Needham and Roarty (1980), Goulevitch (1980), Nicholson and Eupene (1984), Sanger-Von Oepen, Friedrich and Kater, (1988), Nicholson and Eupene (1990) and Kruse, Whitehead and Mulder (1990) have suggested an exhalitive syngenetic origin, or remobilised syngenetic during dolerite intrusion and/or regional deformation, for gold mineralisation, especially those associated with South Alligator Group lithologies (eg Bridge Creek, Mt Bonnie group of mines and Cosmopolitan Howley). Studies carried out at the Bridge Creek and Western Arm Prospects over the last three years suggest that syngenetic models for gold mineralisation are less relevant to gold mineralisation in the Howley District than first thought (Wall, 1989; Partington, 1990). The Bridge Creek prospect has been cited as an example of a syngenetic-syngenetic remobilised deposit (Oepen, Friedrich and Kater, 1988) while the Western Arm prospect is more clearly a vein hosted epigenetic deposit and a comparison of the styles of mineralisation at both prospects will be made. The nature of the gold mineralisation at both prospects will be described and compared, and possible genetic models for gold mineralisation and their relevance to regional exploration discussed.

This is particularly true today where huge fluctuations in commodity prices makes mining a perilous undertaking while the world increasingly are becoming aware of the serious threat that mans activities has on his environment. The 6 papers deal with such complex issues as safety in an underground environment; How to protect sensitive wetlands well into the next century; The enormeous waterproblems in China and conflicting dewatering/water supply needs; Disposal of contaminated water in sensitive areas and the dynamic interaction between mining companies and legislation.

The Australian mining industry has suffered from a decline in its public image during the past decade. This has occurred partly as a result of increased questioning of accepted social and economic values since the mid-1960s and the greater restrictions placed on industry since then, and partly ò from the industry's inability to effectively answer its critics. Public opinion surveys have shown the depth of the decline in the industry's community acceptability and highlighted those issues which people regard as disadvantages of mining. The industry's poor public image has contributed to the difficulties of attracting young people to take up professional careers in mining. All those involved in the industry have a responsibility to assist in activities designed to improve the industry community Acceptability.

HISTORY Up until the late 1880's the mining industry acquired a considerable proportion of its capital needs from domestic sources. Exchanges were established wherever major new fields were opened and Ballarat, Bendigo, Charters Towers, Coolgardie, Kalgoorlie and Silverton all boasted active trading in mining shares. For much of the first half of this century there was only modest developments in the mining industry and its capital require- ments were correspondingly lower. RECENT EXPERIENCE The new mines of the sixties were, in many cases, characterised by their remote situation and their output of bulk commodities such as iron ore., coal and bauxite. Infra- structure costs were particularly high and the level of capital expenditure was of previously unheard of proportions.

A project to develop the Zinclor electrowinning cell to industrial size is being conducted at Tecnicas Reunidas' Research and Development Centre with Spanish Ministry of Industry support. This project is the final development phase in zinc electrowinning from a chloride medium, the highest ZINCLOR technology development level prior to the industrial scale having already been reached. This paper covers the outcomes and conclusions corresponding to project Phases 1 and 2: Process Selection and Industrial Electrodes (1 m2) design and testing. The most important achievement reached is that there are presently available industrial cathodes and anodes for the Zinclor diaphragm cell giving an optimum response for zinc chloride electrowinning with unit power consumptions between 2.65 and 2.80 kWh/kg Zn, depending on the diaphragm type. Standard electrolysis conditions were: 65 g/L ZnC12, 3 g/L HCl, 160 g/L NaCl, 350 g/t Zn arabig gum as the addition agent, 36¦C, and 400 A/m2 current density. The selection of electrodes, diaphragms and organic additives for the industrial scale tests have been optimised. The complete electrowinning cell development, with electrodes having an active area of I m2, enables the evaluation of Zinclor Technology application for industrial processes.

All high stopes and pillars in Anqing Copper Mine were extracted by use of large-diameter longhole mining method. The height of stopes was 120 m. The forced mining was the leading concept that the safe and efficient operation was carried out in this mine, while the mining production was faced with the major technical problems on the stability of both primary ore pillars produced in the first-step stoping of stopes and the cemented fillbody on two sides of stope in the second-step stopping of pillars. Starting with mining technology, the authors emphatically describe the test results obtained in Anqing Copper Mine and make an approach to the deployment prospects and development trend of large-diameter longhole mining technology in China underground metal mines.

Designing post-mining landscapes requires quantifying the short and long-term risks. In recent years, computer based landscape evolution models (LEMs) have been used to provide insight into both erosion rates and processes (i.e. sheetwash, rill, gully erosion). An important requirement of these models is high quality model input parameter data, which includes both the surface material (i.e. soil and waste rock) and climate information. However, in many cases such data is limited and in the case of climate information, the data is often short and incomplete. Here we develop climate scenarios and examine different surface material properties using a case study at the ERA Ranger mine located in the Northern Territory, Australia Firstly we develop scenarios that represent the range of future climates that may be experienced at the site. Secondly we develop a series of plausible particle size distributions based on a large sampling exercise of the waste rock material. We then test the sensitivity of different rainfall sequences and surface materials on sediment output using a well-tested landscape evolution and sediment transport model (Hancock et al., 2017). Geology is generally treated as a æfront endÆ step in mine development. After infill drilling, the majority of resource estimation, mine-planning, development, mineral processing strategies and operational procedures are planned and implemented with little geological input, particularly in open pit operations. However, significant benefits in overall costs, cash flow, and technical risk reduction can be realised when sound geology is utilised more rigorously throughout the mining process. This under-utilisation of geology in the mining process has arisen due to a combination of factors:A lack of interest in, or knowledge of the full mining process by geologists. Few geologists fully understand where their inputs make critical impacts on downstream users. As a result of this, geologists generally do not focus their inputs towards areas of greatest value added, ie addressing issues critical for other members of the mining team. Most importantly, few geologists effectively communicate their results to the downstream users of their geology models. The results are that the potential benefits of geology, and the appropriate status of geology in the mining industry, are not fully realised. It is fundamental to realise exactly what geologists do. Geologists constrain geological processes and geometry. All geoscientific tools at the geologistsÆ disposal are geared towards one of these goals. An emphasis on geological processes is present throughout the exploration process, whereas in the resource estimation and mine development process an emphasis on geometry is required. The mining process is a web of disciplines that are attempting to optimise development of a resource to provide value to shareholders. Yet few people within these disciplines have a full appreciation of this web, and where sound geology inputs can add value through various feedback loops. Geology inputs do not end at the resource estimation stage, nor are they relegated to grade control implementation. If geologists have an appreciation of the mining process and close liaison with the other disciplines such as geostatistics, geotechnical engineering, hydrogeology, and mining engineering, they can significantly benefit project costs, timelines, and constrain technical risk by addressing their issues at the earliest possible stage. Furthermore, the mining process is not a single pass timeline, but an iterative process where the exploration, resource definition, mine planning and mining loop is continually repeated over the life of a project. Therefore, the potential inputs of geology are critical throughout the mining process. Effective communication of the impacts of geology inputs on downstream users is often lacking on mining projects. The most effective way to communicate geological results is through where it impacts most û project risk. Focussing all geology inputs and communication in terms of potential material risk allows the geologist to be more effective in contributing value to the mining process, and allows the downstream users of geology inputs to better constrain the risks associated with their aspects of the mining project. Through a program of geologists:taking an interest in the entire mining process and identifying critical areas for geology inputs to downstream users (the geologistsÆ clients); focussing geology inputs to address the potentially material issues on mining projects; and communicating their inputs to the æclientsÆ in terms of technical risk, geology will be much better integrated into the mining process. As a result, the potential benefits of geology throughout the mining process will be realised, and the status of geologists within the mining process will be elevated to a more pivotal position.

The key functions of project evaluation are to assess potential profitability and to develop an effective operational design. For mining projects, design aspects include mining methodology, ore treatment methodology and production rates. All of these characteristics impact on project economics and overall value. Resource models, which form the ultimate basis of project evaluation, typically consist of tonnes above cut-off, grade above cut-off and the spatial distribution (connectivity) of tonnes/grade above cut-off, for one or more variables. Dilution, ore loss and metallurgical recovery are all modifying factors applied to the resource model during evaluation and determination of profitability. A key issue is: how is the value determined? In addition to traditional combination of in situ tonnes/grade, the following merit serious consideration: the concentration of deleterious elements, throughput rates, mining/processing costs and û importantly û metallurgical recovery. Geometallurgy is an emerging field targeted at integrating these issues by identifying either direct measures or proxies for throughput (hardness, grindability), recovery (liberation, mineral shape/texture, etc) and concentrate quality from easily collected macro-, meso- and microscopic data. These ægeometallurgical variablesÆ drive project costs and revenues in a fundamental way. For geometallurgical characterisation to have a real impact on business design, it must enable improved mine planning. When creating spatial estimates for such variables, it is preferable to find proxies that can be measured as close to the intact rock mass as possible. However, spatial estimation of proxies for geometallurgical properties and responses is complex and requires special consideration. Unlike grades, both proxies and absolute measures of geometallurgical variables are not necessarily linear or additive and therefore require very careful geostatistical consideration. In some cases, models must predict extreme values of geometallurgical attributes rather than averages. Incorrect characterisation of metallurgical recovery/throughput can (and has) led to misspecification of the scale of projects, and thus can be seriously value destructive. Aspects of geometallurgy have long been important in iron, bauxite, manganese and coal deposits and are increasingly on the radar for base and precious metal miners. However, as more metallurgically complex deposits are developed and mining of large-scale, low-grade deposits becomes more commonplace, the importance of characterising the metallurgical response in order to generate properly optimised projects will rapidly increase. It is possible that in many ætraditionalÆ (ie grades and tonnes) reserve models, the variables that drive the project are missing!

Bacterial leaching of sulfide minerals are fairly well established in heap, dump and in situ leaching and the primary bacterial treatment of refractory gold concentrate using CSTR have gained industrial prominence in recent years. Three cultures, a mesophile T ferrooxidans (DSM583), a moderate thermophile Sulfobacillus acidophilus (strain YTF1) and a extreme thermophile (Sulfolobus strain BC65) were used for the biooxidation (pre-treatment) of the Porgera gold-bearing pyrite concentrate under optimum O2 and CO2 enriched air (30 per cent O2 and ten per cent CO2) based on volume ratios. The positive effect of using oxygen and carbon dioxide enriched air for the biooxidation of gold-bearing pyrite mineral was clearly demonstrated where an increase in Fe release rate by a factor of 2.8, 1.8 and 1.5 for DSM583, YTF1 and Sulfolobus respectively were observed compared with the shake flask tests. The lag phase observed with the other test conditions such as in shake flask or with air decreased by about 80 per cent for all three cultures. The average observed dissolved oxygen concentrations in the pulp for these tests were 8.7, 5.8 and 5.0 mg/L for DSM583, YTF1 and Sulfolobus respectively, indicating that O2 was not limiting in these tests. The pulp redox potential was observed to increase with time for all tests coincident with the leaching rate and reaching a maximum of 663 mV, however the maximum value differs for each strain, with DSM583 exhibiting the highest followed by YTF1 and Sulfolobus. Biooxidation of pyrite under optimum gas enrichment at different pulp densities showed near total Iron extraction occurred for pulp densities of three, ten and 20 per cent (w/v). At high pulp densities, more so at 40 per cent than 30 per cent (w/v), the leaching rate decreased rapidly for tests with YTF1 and Sulfolobus. Monitoring of dissolved O2 shows that O2 demand increased with increasing pulp density and the average dissolved O2 concentration observed for YTF1 and Sulfolobus at 40 per cent solids concentration was 1.0 mg/L and below, suggesting limiting oxygen and carbon dioxide conditions for these two cultures. The decrease in leaching rate observed at high pulp densities (30 and 40 per cent) under optimum gas enrichment was accompanied by low metal dissolution and low redox potential values which was attributed to shear stress due to attrition of cells by high solids concentration, toxicity of metal ions especially Ag and Fe and the formation of precipitates and jarosites as confirmed from XRD analysis of leach residues hence impeding the leaching process. Limiting conditions due to high pulp density and viscosity were only observed for YTF1 and Sulfolobus. The subsequent cyanide leaching for precious metals from the pre-treated pyrite concentrate in all cases shows the extent of gold and silver recovery increased with the degree of pyrite oxidation and Au and Ag recoveries in excess of 80 per cent were achieved compared with only 18.1 per cent and 35.9 per cent for gold and silver respectively when treated by direct cyanide leaching on the original, untreated concentrate.

Late-Archean banded iron formation (BIF)-hosted deposits in the Yilgarn Craton of Western Australia are less well understood compared to the larger Paleoproterozoic, Superior-type BIFhosted deposits of the Hamersley Province. The Weld Range greenstone belt, in the Murchison Domain of the Yilgarn Craton, hosts two Archean, high-grade deposits, Madoonga (68 Mt resource at 57.7 wt per cent Fe) and Beebyn (62 Mt resource at 59.6 wt per cent Fe, ASX announcement 2008). Five main types of high-grade (>55 wt per cent Fe) iron mineralisation at Weld Range each display characteristic grades, tonnage, and contaminant levels, which affect exploration strategies and beneficiation methods:1. ‘Residual’ ore formed as a result of two generations of hypogene alteration of BIF. The first alteration phase replaced silica-rich bands with siderite and/or Fe-rich dolomite; the second phase involved the removal of carbonate gangue minerals and the concentration of residual Fe oxide-rich bands in the BIF via volume reduction. The product is a high-grade, high-tonnage Fe orebody, with minor contaminants.2. Magnetite-bearing shear and fault zones cut BIF along lithological contacts. These zones of secondary magnetite formed as a result of the addition of hypogene magnetite via the circulation of Fe-rich, hypogene hydrothermal fluids through BIF. This type of mineralisation produces narrow (low-tonnage), high-grade magnetite-rich ore zones with high levels of contaminants (eg SiO2, Al2O3) due to the difficulty in mining these zones.3. Specular haematite ± quartz-bearing shear and fault zones cut residual orebodies and magnetite bearing structures. They share similar characteristics to magnetite-bearing structures.4. Goethite-haematite supergene ore zones are controlled by brittle faults that cut BIF. These faults promoted the flow of supergene fluids through BIF and resulted in large ore zones with variable Fe grades and contaminants.5. Detrital deposits comprise transported BIF fragments and are intensely goethite-haematite supergene-altered. These orebodies are locally extensive, with moderate Fe grades.

The potential for major new lenses of Volcanic Hosted Massive Sulphide (VHMS) beneath the existing Rosebery Deposit is extremely high. Recent deep drill hole intersections of massive sulphides, including 22 in true thickness at 24 per cent Zn, may significantly extend the life of the Rosebery Mine. The Rosebery Ore Deposit is located within Australia's most prospective VHMS mining district, the Mount Read Volcanic (MRV) arc of western Tasmania (Figure 1). The MRVs are a 10 - 15 krn wide arcuate belt of lavas, related intrusives and volcaniclastics. Rosebery is a major Cambrian volcanic hosted Zn-Pb-Cu-Ag-Au rich deposit which has been over-printed by Devonian deformation and granitoid alteration resulting in local rcmobilisation of the ore. The Rosebery Mine Sequence is composed of an east dipping and east facing, predominately felsic sequence of rhyo-dacitic volcaniclastics, epiclastics, sediments and shale lenses more than 500 in thick. This sequence is bounded by two, low angle (35 - 40¦), east dipping thrust faults, the Rosebery Fault to the west and the Mount Black Fault to the cast. The Rosebery Mine lithologies are summarised in the following table: Hangingwall (HW) Polymictic, quartz, feldspar-phyric epiclastics. Black Slates Graphitic, pyritic mudstones. Host Rocks Turbiditic mudstones and sandstones. Footwall (FW) Feldspar-phyric, pumiceous, mass-flow breccias. Cambrian, quartz-feldspar, porphyritic sills intrude this sequence at all levels. Thin, Jurassic, dolerite dykes also occur throughout the mine. Widespread quartz, sericite and chlorite alteration occurs in the FW. This alteration is manifested as quartz-augen schists beneath the orebody. The Host Rocks are pervasively altered with silica, sericite, chlorite and pyrite. Intense carbonate alteration occurs within the orebody, whereas chlorite and pyrite alteration is commonly concentrated directly beneath it. Cambrian volcanogenic alteration is over-printed by three major Devonian, granite-derived, assemblages. These are massive to quartz veined tourmaline, pyrrhotite-pyrite and magnetite-chalcopyrite. Though the Devonian granite has not been intersected in deep drill holes or in mine workings, there is good evidence that it exists within a kilometre of the deposit. The Rosebery orebody is structurally complex when compared to many other VHMS deposits. Evidence for Cambrian growth faulting has been found at the North End of the mine (B lens) where displacement of ore lenses occurs without corresponding displacement of the overlying Black Slates. A well defined cleavage exists throughout the mine, dipping at 28 to 50¦E. East dipping shear zones are also obvious in all parts of the mine workings and reverse movement is evident on many of these.

The heart of mine ventilation science and technology is the protection of the life and health of the miner. Lung diseases that result from overexposure to various mine aerosols can largely be prevented by maintaining concentrations below prescribed limits. Maintaining safe aerosol concentrations depends, in part, on our ability to know what mine aerosol concentrations are in a timely and accurate way. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) has been developing several new tools to help miners monitor respirable coal dust, silica and diesel particulate matter. This paper will discuss three main topics. First, the latest results of the person wearable dust monitor (PDM), developed by Rupprecht and Patashnick under CDC contract. The PDM was tested side-by-side with conventional samplers at a number of US coal mines and results indicated that the PDM was comparable to conventional samplers. Second, improvements to the dust dosimeter monitoring technique that includes a new pump with built-in pressure transducer and algorithm to convert differential pressure to dust concentration have shown good precision. Third, advances in the use of the detector tube technique to monitor tailpipe diesel emissions and ambient diesel particulate matter show that strong correlations exist between differential pressure measurement and elemental carbon in the samples.
