Recent mineral exploration successes in the Proterozoic rocks of the Mount Isa Inlier are unprecedented in the regionÆs history. This new era of discovery, particularly for æblindÆ deposits, owes its origin to perseverance and advances in geoscience and exploration techniques, notably geophysics. Prospective host rocks outcrop over more than 50 000 km2 of the Mount Isa Inlier and extend a further 100 000 km2 below cover. They contain major deposits of copper, lead, zinc, silver and phosphate (Georgina Basin) and significant deposits of gold, uranium and cobalt. The discovery in 1923 of silver, lead and zinc at Mount Isa established the regionÆs world-class mineral potential. Since 1990, major orebodies have been discovered at Cannington (silver-lead-zinc), Century (zinclead-silver), Ernest Henry and Osborne (copper-gold) and extensions to known deposits at Dugald River and George Fisher (zinc-lead-silver), and Esperanza (copper). This success is of global significance and reflects a prospectivity upgrade since widespread copper mineralisation was discovered and mined in the Cloncurry district a century ago.

"There have always been development projects that fall short of expectations. In the last decade, we have seen more than the usual number of mining and oil/gas development projects taking significantly longer to develop and costing materially more than expected. The recent resource-equity market slump proves that investors are now far more cautious about investing new capital in the mineral and petroleum resources sector.What have we learned since 2005? Why have projects missed their targets? Why do investors often feel misled?Valuation of a project and the estimation of value is a more complex process than the evaluation of the merits of project development. The merit of project development can be clear from a prefeasibility evaluation, but this is no reason to skip the rigour of a feasibility study. The valuation of any project that is developed with any added risk should be discounted for this added risk.The development of a project impacts on other stakeholders, and the indirect cost of these impacts can have material implications for the cost structure, time and ultimate valuation of the project for its financial backers. The development of new projects (and thereby supply) can also have an impact on commodity prices, and therefore an impact on returns for financial backers.This paper will provide commentary on the author’s experiences and observations as a project developer and operator for 25 years, before becoming a project financier a decade ago.CITATION:Rozman, L I, 2016. Traditionally, the Lead Lode at Broken Hill has been represented on presentation plans, cross sections and diagrams in scientific papers as a solid black mass, around which the more 'interesting' and 'structurally useful', wall rocks appear to wrap. Structural analysis of the Broken Hill orebodies has usually turned to these wall rocks to determine the structural history of the mineralisation.This tendency to represent the orebody as a massive single entity is incorrect and the aim of this paper is to illustrate that sulphide orebodies (in this case Lead Lode), are a dynamic part of the mine stratigraphy. They can preserve a great deal of useful structural information that can be recorded with detailed internal mapping.Three main categories of ore type are recognised in Lead Lode; Stratiform ores, Mobilised ores and Metasomatically altered ore. The ore types in these categories occupy or have formed in distinct structural and stratigraphic positions and have clearly recognisable inter-relationships.

In April 1994 the Victorian Premier announced new State initiatives, collectively termed the Victorian Initiative for Minerals and Petroleum (VIMP), for exploration totalling $16.5 m over three years. The program, initially centred on the northwest of Victoria, the Eastern Highlands and the Otway Basin, is due for completion in June 1997 and has been designed to attract explorers to highly prospective but currently under-explored parts of the State. Major components of the program include acquisition of geophysical data (including airborne magnetics and radiometrics, gravity and seismic data), stratigraphic drilling, geological mapping and mineral resource data compilation. At the completion of the current program, 70 per cent of the State will have been covered by airborne magnetic and radiometric coverage at 400 m line spacing or better (Figure I) while 20 per cent of the State will have been covered by new geological mapping. The completion of database compilations for geochemistry, mine data and exploration licence summaries during the VIMP program is shown in Figure 2. The new airborne geophysical surveys have been flown partly under the VIMP program and partly by AGSO under the National Geoscience Mapping Accord (NGMA). Data from these surveys have been interpreted and incorporated into the geological mapping in order to enhance the quality of map products, especially in areas of Cainozoic cover. The first series 1:250 000 scale geological map coverage of Victoria was completed by the Geological Survey of Victoria (GSV) in 1977, and was based on compilation of historical geological mapping with minor field checking in most cases. The first metric 1:50 000 scale geology maps were also commenced in the 1970s, but were discontinued in the 1980s in favour of 1:100 000 scale map production. Driven by customer survey findings and with the benefit of detailed airborne geophysical data in the 1990s, the GSV reverted to 1:50 000 scale map production in 1995, with 1:10 000 scale maps made in areas of significant gold production. Geological reports still cover standard 1:100 000 scale map areas, but are now accompanied by four 1:50 000 scale maps. These new series 1:50 000 scale geological maps have been supported by comprehensive mine data and exploration licence summary databases in addition to the new geophysics, and benefit from the advances made in structural geological interpretation over the last decade. The new phase of geological mapping in Victoria, commenced under the NGMA in 1990 and accelerated under VIMP in 1994, has been focused in the central Victorian goldfields and eastern Highlands areas of the State (Figure 1). Results to-date have led to a number of major advances in the understanding of the eeoloeical evolution of Victoria.

Mechanical agitation is the preferred system for Carbon-in-Pulp processes. Agitator design requires an understanding of the relationships between energy, shear and flow and the nature of shear rates and shear stress distribution in an agitated tank. Laser techniques are useful when studying these phenomena. The alternatives are open impeller agitation or draft tube circulation. Each has advantages and disadvantages but both require careful choice of impeller and system geometry. Overall the draft tube circulator is the more attractive in many cases. Open impeller agitators are designed in accordance with established procedures for mineral slurries taking due account of shear effects in tanks containing carbon. Preferred tank proportions are 1:1. Circulator design methods were developed in the alumina industry before being applied to CIP processes. Optimum draft tube diameter is critical to power requirements. The overall system must be designed as an axial flow pump operating in a closed circuit. Such a system exhibits quite characteristic behaviour which requires an impeller of varying pitch angle and aerofoil section for best stability and efficiency.' Tank height may be 2 or more times diameter. Resuspension of settled solids can be assisted by a series of slots in the draft tube. These slots have the secondary effect of stabilizing hydraulic behaviour and reducing installed power requirements.

The excessive displacement of the seam floor in headings (i.e. roadways) called 'floor-heave' is often experienced in the underground mines of the Southern Coalfield of New South Wales. Apart from interfering with the mining operations, the phenomenon could be detrimental to the stability of the pillars left for support leading to an unpredictable increase in the subsidence of the overlying strata. The latter could pose a serious problem, particularly in the design of partial extraction layouts of mining for areas where subsidence is to be controlled. The susceptibility of the floor of different rock materials and thicknesses in a given `panel and pillar' partial extraction geometry was examined by two- dimensional Finite Element Modelling of the displacements, stresses and failure zones around the excavations. The modelling, assuming elastic behaviour of the materials, indicated that the maximum vertical displacements of the floor increased substantially as the Young's Modulus of the material decreased to less than 7GPa and the thickness of the layer increased. The results also discount the possibility of a properly designed panel and pillar geometry in the Southern Coalfield of New South Wales being unable to adequately control surface subsidence through the pillar, or its core independently of the yielded ribs, penetrating the floor.

A laboratory size solvent extraction apparatus has been constructed, which incorp- orates three stages of countercurrent extraction, followed by two stages of counter- current stripping. The model uses a gravity flow system from one stage to another and air lift pumps to recirculate organic and aqueous phases. A novel pump/mixer system is used to transfer solutions from the mixer compartments to the settler compartments. The model has proven valuable in the teaching of solvent extraction principles.

Background BHP Iron Ore Pty Ltd is one of the major iron ore producers in the Pilbara Region of North Western Australia. The company manages three separate joint ventures; the Newman, Goldsworthy and Yandi joint ventures and two 100 per cent owned operations, Yampi and Jimblebar. The Newman operations constitute a mine site at Newman and a 426 km railroad to Port Hedland where there is an ore processing/port site. The Goldsworthy operations currently constitute a mine site at Shay Gap/Nimingarra, a developing mine site at Yarrie, a decommissioned mine site at Goldsworthy and an ore processing/port site at Finucane Island (Port Hedland). The Yandi operations include mining and processing facilities at site and a spur line to join the Newman Hedland railroad. Jimblebar operations are scree and bedrock mining near Newman and include mining, processing and a spur line to Newman where it joins the Newman-Hedland railroad. The Yampi operations constitute a mine/port site at Koolan Island (which is presently being decommissioned). The combined BHP Iron Ore operations produce approximately 46 Mtpa of iron ore. This paper will concentrate on the processes developed and applied for the decommissioning of the Goldsworthy site. The Goldsworthy site is on the northern boundary of the Pilbara Region and adjacent to the western extremity of the Great Sandy Desert. It is located approximately 110 km east of Port Hedland (see Figure 1). The area is generally of low relief with isolated low ranges. The mine site being within the Mount Goldsworthy range area. The geology of the area is essentially Archaean granite with Archaean banded iron formation becoming dominant within the ranges. The chief soils are hard alkaline red soils. The vegetation is essentially shrub steppe with the main hummock grass species being spinifex (Triodia sp). The climate for the region is semi arid tropical. The temperature ranges from a mean low of 15¦C in winter to a mean high of 40¦ in summer. Rainfall is episodic, occurring mainly throughout the summer as a result of tropical depressions or cyclonic activity. The average annual rainfall is approximately 300 mm and annual evaporation may exceed rainfall by up to 2500 mm. Goldsworthy Mining Ltd commissioned the Goldsworthy site in 1965/66. Goldsworthy was the first iron ore operation and associated town site in the Pilbara region. The mine development peaked in 1977 with the town population reaching 1400 people. In 1982 mining ceased and the mining operations were relocated to Shay Gap, 80 km east of Goldsworthy. The Goldsworthy town continued as the base for the railing operations between Finucane Island and Shay Gap. BHP Minerals acquired Goldsworthy Mining Limited in 1990. The population for the town of Goldsworthy at this stage was around 450 people. Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. The Matakan Unit of New Ireland, Papua New Guinea is a highly fossiliferous lagoonal deposit containing numerous coal pods and lenses. The unit is strati graphically part of the massive reefal Lelet Limestone of Miocence age. These organic-rich sediments have a high hydrocarbon potential as evident from microscopical observations as well as Rock- Eval pyrolysis data. The coal is varied in regard to dominant macerals, vitrinite being predominant in some parts and pollen and spores present in sufficient proportions to constitute a cannel coal elsewhere. The highly fossiliferous carbonaceous sedimentary rocks associated with the coal are rich in pyrite expressed in the sulphur content (19.7 - 22.8%). A high primary productivity and anoxic sediment pore waters or just above sediment - water interface have given rise to sufficient organic matter accumulations to yield a potential hydrocarbon source rock. Atomic H/C ratios of the coals are between kerogen type III and type II mainly, expressing the mixed nature of the coal and that of the associated sediments is type II. Early generated hydrocarbons (exsudatinite) have formed from pollen exines filling the pollen cavities and in places filling micro- fissures in the surrounding vitrinite.

Black coals occur in most of the major sedimentary basins in Australia. In addition to the better known Permian coal occurrences of the Sydney, Bowen, Oaklands and Galilee Basins, coals of Permian age occur in the Arckaringa Basin in South Australia, the Bonaparte Basin in Northern Territory and the Collie, Perth and Canning Basins in Western Australia and the Tasmania Basin in Tasmania. Coals of Triassic age occur in the Ipswich Callide and Tarong Basins in Queensland, the Tasmania Basin in Tasmania and the Leigh Creek area in South Aus- tralia. Coal bearing rocks of Jurassic age occur in the Mulgildie Basin and Maryborough Basins in Queensland and in both the Queensland and New South Wales portions of the Clarence Moreton Basin and Surat Basins. They also occur in the Perth Basin in Western Australia. Rocks of Cretaceous age known to contain coal occur in the Styx, Maryborough and Laura Basins in Queensland, the Gippsland Basin in Victoria and both the Queensland and New South Wales portions of the Surat Basin. The coal measures have been deposited in a variety of sedimentary environments and the coals vary widely with regard to thickness, extent, banding characteristics, maceral and ash content. However, they are generally of low rank and most are suitable only for steaming.

Several new techniques. which may be applied with advantage to the search for uranium are described. Scintillation type gamma spectrometers are now available for airborne', ground and borehole use. These can distinguish in a broad way between anomalies due to uranium, thorium and potassium. Gamma spectrometers based on semiconductor detectors now under development should be capable of much greater resolution. These should also make possible rapid, accurate and cheap radiometric analyses of samples containing uranium and/or thorium, whether in radioactive equilibrium or not. Another valuable prospecting aid, particularly in areas of tropical leaching, is systematic sampling of soil for radon content. Equip- ment for this purpose is currently available and it will be possible to extend the method when development of an alpha probe suitable for use in deeper holes is completed. Variations in the concentration of certain trace elements'in soil (e.g. mercury) also offer promise in the search for mineralized zones which may contain economic eon¦- centrations of uranium.

The uranium markets are at present well covered by available producers. However the predicted increase in demand, recently reinforc- ed by the Arab oil crisis, will by, the early 1980s'outdistance supply. Current trends are towards light water reactors with-fast breeder reactors not expected to make any significant impact to the mid 1980s. The proposed lifting of the US embargo on the use of foreign uranium in US reactors will expand the market available to non US producers. A balancing in supply and demand worldwide will probably occur in the early 1980s. Australia's potential producers at present hold about 20 percent of the worlds U308 resources. Three companies, have contracts to supply nearly 10 900 tonnes of U308 between now and 1986 which represents about 1 percent of the predicted demand to 1986. Australian producers need to establish themselves more firmly in the market place in order that other countries will not replace us. Contracts can be written now which will allow for world market prices to be paid in the future, thus protecting the Australian producer.

The Imperial Smelting Furnace operated by Sulphide Corporation Pty. Limited at its Cockle Creek zinc-lead smelter was recently equipped with tuyeres angled at 25 degrees instead of the usual 10 degrees. This change was prompted by the results of model studies undertaken by tha Research Department of Imperial Smelting Processes Limited, at Avonmouth in the United Kingdom, and by the favourable results of operating trials on the Cockle Creek furnace using bent-tip tuyeres to simulate 25 degree inclination. The use of 25 degree angle tuyeres has made it possible to operate with lower zinc values in discard slag and has improved hearth stability over a wider range of sinter quality and composition.

The Hellyer deposit, hosted in the Cambrian Mt Read Volcanics, displays features typical of volcanogenic massive sulphide orebodies. These include a well developed stringer zone, metal zonation within the orebody, a polymict volcaniclastic sequence flanking the deposit and a hangingwall alteration plume in overlying basaltic pillow laves.Mapping and core logging is very detailed in order to extract as much data as possible from the deposit and its host rocks. A geological log suitable for direct computer input was adopted shortly after the deposit's discovery.

The requirement of mineral resources is increasing as the economy is continually increasing in China. The mining practices of various complex sulphide deposits and precious metal deposits, and the treatment of mine tailings and other industrial solid wastes, have greatly improved fill quality in the metal mines. From early-1980s, high density slurry fill, paste fill of total tailings, low density slurry fill with addition of silicate gelling agent, etc has been studied and applied, and some progress has been achieved. Today, mine tailings, slag and power plant ash are widely used as fill materials in mining. A number of cemented fill mines equipped with large capacity trackless mining machines are in production. Recently, The 3rd Chinese National Symposium on Mining with Backfill, 1995 has been held, the progress of fill technology in mines has been exchanged and summarised. In the paper, some aspects of fill technology used in the metal mines of China are briefly introduced and some applications of fill research work are presented.
