Within the past decade, incidents of mining–community conflicts have grown dramatically and represent one aspect of a phenomenon known as social risk. Research published in 2014 indicates that a lack of social acceptance is now a leading and costly cause of delays for mining projects.The rise of social risk, complemented by the need to earn the trust of an increasing number of stakeholders so that mining projects can be developed effectively, is problematic for the industry. Conflicts are occurring in situations where companies are fully compliant with regulatory and legal requirements, despite initiatives by mining companies to earn social acceptance and despite the proliferation of tools to support corporate social responsibility. Intensifying the impact of social risk is the fact that it has increased during a time in the global mining sector when companies have had to grapple with declining commodity prices, increasing capital costs and debt levels and the challenges of mining lower-grade deposits.This paper will explore a hypothesis that in today’s interconnected society, social risk in the mining sector constitutes a legitimate business risk that must be managed strategically. The reality facing mining companies is that information, once considered confidential, now travels quickly on social networks and via a growing number of groups and individuals that have earned a legitimate right to be classified as stakeholders in projects that affect their communities. To be successful, it is suggested that companies will benefit from increasing internal collaboration and providing training to equip teams to mitigate social risk to mining projects and protect reputation capital. In formulating its strategic plan in 1998 the New Zealand Minerals Industry identified two related critical issues facing it. These are, broadly speaking, the issues of access to minerals; and the perception the public has towards the industry and its behaviour towards the environment. This presentation will report on the Industry's response to the public perception issue. The Industry has, through the NZMIA Council, and its Communication and Website Committees, developed and implemented strategies covering: communication through the print media, and through its website www.minerals.co.nz, a long-term educational outreach programme with schools, focussing on the significance of minerals, their contribution to community wellbeing and the negligible long-term environmental effects of the Industry's activities.

Current trends into mining iron ore have seen an increase in the exploitation of problematic orebodies that would typically be disregarded. These bulk materials cause problems within all facets of the material handling stream, from remains left in train wagons to transfer chute blockages, which can cause costly downtime to mining operations (Roberts, 1998). These problematic bulk materials are referred to as wet and sticky material (WSM) due to the adhesive and cohesive nature they possess. Their characteristics can be computationally expensive to model. With the development of discrete element modelling (DEM), in conjunction with advancement in computational power over the past decade, it is now more feasible to model WSMs into the DEM technique.This research will couple two different contact models that can represent the characteristics of a WSM. These models include the Simplified Johnson-Kendall-Roberts (SJKR) and the Easo liquid bridging contact models. The SJKR contact model is an expanded form of the classic Hertz model. This model includes the tensile forces that are in the contact zone between two bodies when they are separated, which the Hertz model failed to capture (Johnson, Kendall and Roberts, 1971). The Easo liquid bridging contact model accounts for the capillary effects and surface tension that will form between two bodies, such as that of a WSM (Soulié et al, 2006). Both of these models were coupled to give the best representation of a WSM, which was simulated using MoleculeX™ (Chen and Williams, 2017) as the software platform.Additionally, this research also investigated the adhesion of problematic iron ore samples onto impact plates under dynamic conditions. An experimental set-up consisting of an apron feeder and inclined impact plate was utilised, to gain an understanding of the way the material builds-up and the possible modes of failure that could be experienced. This was undertaken for different wall liner materials, wall liner angles and moisture contents of the iron ore samples. From this, a series of DEM calibration simulations were conducted on the experimental set-up and particle size distributions (PSD) of the iron ore samples. NATURE OF ORETHE Edna May ore consists mainly of clean quartz of a moderately hard and tough nature. The gold content is "free" and fairly coarse, so that a large percentage is recovered by amalgamation. The ore is practically free from metallic minerals.GENERAL OUTLINE OF PLANT AND TREATMENTThe ore, received from underground in trucks, is broken by a jaw breaker, then stamp-milled, follow~d by partial filie-grinding in pans. Mercury is used both in the mill boxes and pans. The pulp, on leaving the pans, passes over amalgamating tables and is then elevated by tailings pulp to cone classifiers and separated into a sand and slime product, each product receiving a separate cyanide treatment-sand by leaching in vats and slime by agitation and decantation in a "Trent" plant. Gold solutions from both sand and slime are precipitated together by zinc shavings in the usual type of precipitation boxes. Accumulated slime is trucked from the dam to a vortex mixer and from this point receives with the cement slime the same treatment.ORE BREAKING AND TRANSPORTThe ore is trucked from the brace of the shaft along an overhead line to the breaker station. Hence it is, by means of a "kick-up" dumped upon a grizzly, set with 2-in. spaces, the oversize being broken by a 15 x '9 Fraser and Chalmer jaw...

The recent renewal of interest in hydrometallurgical routes for copper production has been brought about by the possible future reliance on mixed ores and lower grade deposits, environmental aspects, and energy considerations.A number of hydrometallurgical processes for the recovery of copper have recently been proposed. Flowsheets are developed for two processes which incorporate several treatment methods being experimentally studied in Australia.In the first process a cupric chloride leach is followed by electrowinning whilst the second is based on the formation of cuprous ions, stabuized by acetonitrile and subsequent disproportionation to cupric ions and metallic copper. For the purpose of comparison, flowsheets were also developed for the Arbiter and Cymet processes.Process economics are estimated for the four processes and the results are discussed in relation to competitive pyrometallurgy. None of the four hydrometallurgical processes, with possible exception of the Cymet process, appears to be competitive with established large scale and newly developed pyrometallurgical processes for chalcopyrite.However, because the economics of the individual hydrometallurgical processes depend strongly on specific conditions, a "tailored" process may be competitive with pyrometallurgy in particular circumstances.

There is strong evidence that many major oil and gas (O&G) projects are plagued by large cost and schedule overruns, or significant underperformance in productivity. Similar evidence exists for large mining projects. This paper claims that uncertainty is the underlying reason why projects fail to deliver the metrics used to justify their investment, or to deliver the economic value possible if alternative decisions had been made.Most technical and economic analyses are performed to reduce uncertainty to help make decisions. Decision-making is about ranking alternatives and choosing the best; rarely are precise predictions required, if this is even possible. Better uncertainty assessment is one of the keys to better decisions, thus better business outcomes. To get better decisions it is suggested that the focus or reward/penalty incentives be shifted away from the quality of outcomes to the quality of decisions. High-quality decisions are those that are generated from the skilled use of the tools, methodologies and processes from the discipline of decision analysis.Uncertainty is quantified by probability, which is a degree of belief in the truth/falsity of some proposition about a quantity relevant to a decision, such as volume of in-place resource, future price or action of a competitor. The probability a person ascribes to a proposition depends upon their information set; hence probability is subjective – it is not an inherent attribute of the quantity of interest or the physical system.The above simple observations have profound implications for modelling approaches, how they deal with uncertainty, the use of data to help assess uncertainty and the reliability of information provided by subject-matter experts. The limited circumstances under which frequency data (from spatial or temporal variables) can be used to assign probabilities is also reviewed.People, in general, are subject to a range of biases and cognitive errors. Research with O&G subject-matter experts shows that their expertise offers little or no protection from making errors in probability assessments and other judgements.CITATION:Begg, S H, 2016. The founder of social psychology is sometimes identified as Kurt Lewin. In a 1947 article, Kurt Lewin coined the term ‘group dynamics’. He described this notion as the way that groups and individuals act and react to changing circumstances. Lewin theorised that when a group is established it becomes a unified system with unique dynamics that cannot be understood by evaluating members individually. The discipline of social psychology really emerged out of World War II and tackled questions associated with human judgement and decision-making by the Nazis. For a comprehensive look at the development of social psychology look at Abelson, Frey and Gregg (2004).Social psychology is concerned with the way social arrangements affect human judgement and decision-making. What the author has done is apply the knowledge of this new discipline to an understanding of risk, safety and leadership. This paper will explain some of the developments in social psychology, such as the discovery of the bystander effect, Groupthink, bounded rationality, heuristics, risk homeostasis and the Milgram effect.The social psychology of risk tackles the way decisions are made about risk in their social context. Unless organisations understand that decision-making is socially conditioned, they are unlikely to be able to tackle the complexities of culture change or the development of risk maturity.The paper will offer a new understanding of why people do what they do, how risk makes sense and why a ‘dumb down’ approach to safety is dangerous. The Waterview Connection will complete Auckland’s long-planned Western Ring Route, a 48 km north-south motorway alternative to State Highway 1 that bypasses the central city to the west. The project involves construction of 5 km of new motorway – half of it underground in tunnels – to connect the Southwestern (State Highway 20) and Northwestern (State Highway 16) motorways.The Western Ring Route will link the major population and industrial centres of Manukau, Auckland and North Shore to give the region the connected and resilient strategic road transport system it needs to underpin economic growth and sustainable development. It will also provide a direct motorway link between Auckland’s central business district (CBD) and international airport.The project involves construction of twin 2.4 km driven tunnels with an outside diameter of 14.41 m beneath residential suburbs, a major arterial road and a rail corridor. Enabling works began in January 2012 while tunnel construction using an earth pressure balance (EPB) tunnel boring machine (TBM) began in November 2013.This presentation introduces the Waterview Connection project, its role in the development of the Auckland motorway network, its procurement process, the alliance delivery model and an overview of the project’s design features and construction progress to date.Design and construction highlights of the presentation include the TBM start-up, turnaround and breakthrough arrangements as well as the experience gained during the first tunnelling drive. Asmentioned more fully later, other ore reserve situationswere known, or were met during the study, in copper,gold and nickel as well, where poor realization: expectationratios had ranged from embarrassing to disastrous.These made it clear that ore reserve estimation had to belooked at afresh.The fresh look has resulted in a broadening of theconcept of ore reserve estimation from its traditionalpurely computational basis to an approach embracingall the many things that can affect expectation andrealization as essential factors. Hence this guiderepresents a gathering together of what has been learnedand what should be known to all those concerned withore reserves in any of its diverse aspects.The study has been marked"by a number of changesof thinking. At first the aspects that appeared to requireattention were two; recognition that an ore reserve statementwas an estimate, not a precise calculation; and asearch for im improved estimation procedure adapted tolow grade ores with narrow economic margins. Threeyears later the view was that the need was to incorporateinto ore reserve estimation all relevant aspects of theproposed mining operation from choice of a samplingmethod to sales contract specifications.This study is thought to be unique in being frankabout weaknesses in ore reserve estimation and intreating failures not as natural disasters (like drought orflood, which have to be endured) but as potentiallyavoidable. The 1981 Review: In the late 1970s there was an upsurge of interest in the prospecting and mining of this countryÆs mineral resources. That upsurge of interest was accompanied by a mounting public concern over the damage mining operations might do to the environment. Concern was also expressed about what some people perceived as inadequacies in the legislation which regulates mining and the grant of mining privileges, and inconsistencies in the relationship of that legislation to other legislation regulating land use and the use of resources.

A case study from a current Ausenco project is presented to demonstrate the importance of maintaining high carbon activity to illustrate the driving force for plant improvements such as a carbon regeneration kiln upgrade.This paper revisits the factors that influence carbon activity for gold loading, with emphasis on deactivation by organic solution components such as flotation reagents.Kiln process design requirements for effective thermal regeneration are reviewed including the interaction of parameters such as temperature, kiln atmosphere and residence time.The different types of kilns that have been used for carbon reactivation are described. A check list is provided of what to look for when purchasing a carbon reactivation system for dealing with severely fouled carbon. This covers the ancillary equipment as well as the kiln itself.While the effectiveness of the carbon reactivation kiln is vital to maintenance of high carbon activity it needs to be remembered that this is only the end of pipe solution. Geophysical surveys are currently being carried out over mineral prospects all around the Pacific Rim. Many of these surveys are successful in locating mineralisation in porphyry intrusives, mesothermal environments, and epithermal vein systems. A number of examples of surveys in Indonesia and Papua New Guinea are presented, which show the successful application of various geophysical techniques to the discovery of mineral deposits on the Pacific Rim.

The National Economic Viewpoint? Any substantial project undertaken by private enterprise would normally be subjected to a Discounted Cash Flow analysis of its commercial viability, and would proceed only if the rate of return was judged satisfactory. A 'national viewpoint' analysis attempts to do the same but from the viewpoint of the community as a whole. The objective is to ensure that those projects are undertaken which yield the best return, economic and social, to the nation as a whole.

For mining medium-hard materials on the surface, "Continuous Surface Miners" have been employed for some years. The latest generation surface miner extends the performance of this type of machine to the point where the same cost efficiencies can now be achieved in medium-hard materials as has been achieved in softer materials by machines such as the bucket wheel excavator. The paper explains briefly the technology of the Krupp Surface Miner (recently released to the market) and develops the costs of ownership and typical operating costs. Comparisons are made between a shoveLtruck system and Krupp Surface Miner (KSM) systems based on both truck and conveyor transport systems. Further benefits of mining with the KSM, such as environmental, selective mining and improved product reovery are discussed briefly. The equipment is now available to mine semi-hard materials (with compressive strengths up to 60MPa) on a continuous basis and reap the benefits which continuous systems can deliver. All new and existing open cut mines should review their costs with regard to this technology.

The mineral processing industry is in boom times. The focus on mill availability and therefore profitability has never been greater, as grinding mill maintenance often dictates the entire plant shut down duration. Advances in mill systemsÆ quality and reliability and the faster, safer relining afforded by RMEÆs Mill Relining Systems have significantly enhanced grinding plant availability and utilisation. Yet relining performance is still affected by the design and planning by a team of stakeholders long before the maintenance team set foot in the mill. For a greenfield grinding plant project, these team players include: 1. project owner, 2. project manager, 3. mill supplier, 4. liner supplier, 5. plant operating personnel, 6. plant maintenance personnel, 7. mill relining crew, and  8. mill reline system supplier (RME). The complex and sometimes competing design demands of mill construction and operation together with the pressure of tight timelines can result in even simple maintenance requirements being overlooked let alone optimising plant design and planning for maintenance. This paper identifies all the involved stakeholders in an effective mill relining 'team' and gives principles and considerations for each to more effectively achieve the goals within their vital roles. This paper is aimed to be a practical guide for grinding mill designers and planners to more fully exploit the advances in Mill Relining Systems and improve their mill profitability.

Autogenous (AG) and Semi Autogenous (SAG) grinding mills are the conventional selection for large-scale grinding circuits. It is accepted that these forms of comminution are not the most energy efficient available. This efficiency combined with escalating energy prices, steel prices and the requirement to process larger, lower grade deposits has necessitated that better comminution techniques are found to challenge the dominant position of AG/SAG mills in the grinding circuit. Recent advances in high pressure grinding rolls (HPGR), particularly in terms of roll surface protection have meant that, depending on the application, an economic alternative is available to the large diameter AG/SAG mills. Mining companies now recognise the potential benefits of HPGR and so they need proper assessment in the design of new or upgrade of existing grinding processes. Of course, the answer to the question AG/SAG or HPGR is not straightforward and the impact of the grinding process on the whole metallurgical process needs to be evaluated. Clearly this is a complex decision to make and requires substantial metallurgical knowledge, test work, and objective analysis. The perceived downstream processing benefits will differ between different plants depending on the ore type and processing conditions. The optimal design of the comminution circuit requires that a robust methodology is followed to objectively characterise the ore, size the equipment and determine the downstream processing benefits. The paper gives a brief comparison of the capital and operating costs for both grinding systems, and then outlines the appropriate test work that is required to make an informed decision.

In the minerals industry allocating capital for setting up a new project or for upgrading an existing facility usually requires that a compromise be found between the initial cost of equipment, its operating performance and on-going operating costs. To maximise the return on the investment usually requires that various possible combinations and layouts of equipment be assessed. This task is both difficult and time consuming. Computer simulation can be used as a means of determining the expected operating performance of a range of alternate equipment configurations. Simulation is a particularly important technique for analysis as it is one of the few approaches that allows the analyst to take into account the variability inherent in a mining process. While computer simulation is a well established technique its use, until recent years, has been limited to large organisations with access to substantial computing facilities. However, with the current availability of low cost computing platforms combined with easily understood animated displays, simulation is now becoming more widely used across the industry.

There have been enormous changes in mineral processing in the past four decades. For example grinding mill power has increased by an order of magnitude, regrinding is done to -10 microns and flotation machines are 100 times bigger. Operating staff have unprecedented opportunities for online monitoring and performance control of mineral processing plants. Sophisticated instruments can provide a plethora of data characterising the mineralogy and surfaces of particles. Digital computers allow complex calculations on huge amounts of data including modelling and simulation of machine and plant performance. However, all these changes have not necessarily lead to better metallurgical results. An analogy can be drawn with the thoroughbred racing industry in Australia. Significant advances in scientific knowledge in animal genetics, physiology, biomechanics and nutrition applied to the business have resulted in only a two per cent reduction in winning times for the Melbourne Cup and Caulfield Cup since the 1920s. A critical look at some mineral processing metrics suggests similar failures to improve performance despite putting in more resources. In fact certain parameters such as operating times and plant start-up performance are considered to have remained static or even deteriorated. There has been an emphasis on 'process' at the expense of 'outcomes'. The industry's strength has been in finding technical (or 'hardware') solutions while its weakness has been at the people end of the business in maximising and consolidating the gains from the technologies. Some trends in plant design over these years have exacerbated the apparent deskilling of operating and technical staff. Despite unparalleled options for communications, some staff are embarrassingly uninformed about technical developments in their fields. The 'boom and bust' cycles of the industry, together with trends in tertiary education and the effects of fly-in, fly-out (FIFO) operations, raise serious questions about the sustainability of human capital in the mineral processing sector. This paper by two experienced mineral processing engineers, with contributions from other senior practitioners, reviews these trends. While there may be an element of 'the older we are, the better we were', it is an attempt to identify the issues and propose solutions.
