Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

From time to time efforts have been made to classify rocks according to their hardness, toughness and abrasiveness, and to use these classifications to provide an indication of the ease or difficulty with which they may be drilled. However, rocks classified as of similar type on this basis may vary considerably in their .resistance to the penetration of a rock drill bit due to differences in their physical state.For instance, fine grained rocks of granular texture are more difficult to drill than equivalent' rocks of coarser structure, altered rocks drill more readily than unaltered ones, and silicified rocks usually exceedingly hard and tough may be so shattered by movement as to be drilled at a rate comparable to quite soft rocks. The mining residues at the abandoned copper mine site Pe±a de Hierro, located at the headwaters of the Rio Tinto, contribute substantially to the pollution of the river with high loads of Fe, As, Pb, Zn and Cu. The pH of the outflow ranges from 0.5 to 2.4 in the dry and wet season, respectively. One heap composed of alternating layers, which were deposited parallel to the slope, was investigated in detail. Unsorted blocky to fine materials including gossan material, pyritic volcanics, ashes from pyrite combustion and slate were observed here. The top of the heap has a gentle slope and a hill contouring channel-rip morphology. The initially rugged surface was smoothed by heavy rainfalls filling up the pores of the blocky material with fines. These fines are capable of storing the water for a prolonged time, providing an extended reaction time close to surface in a dry climate at extremely low pH conditions (one to four). All minerals, pyrite, mica, barite and even quartz (probably due to F released from dissolved mica) have been digested and silica gel precipitates have formed a stable and quasi impermeable 100 ¦m layer with very low porosity (<5 area per cent, estimated using scanning electron microscopy (SEM) imaging). The silica layer itself is covered by Fe-oxy-hydroxide (ie FeOOH) coating (10 ¦m) and seals a 1 - 5 mm thick stable hardpan. This hardpan covers the channels and part of the rips almost entirely, guiding the rainwater subhorizontally towards slopes and sinkholes. By geoelectrical measurements, a 3D-resistivity model of the internal structures and the bedrock relief underlying the heap was generated. Internal structures relate to lithological changes in a number of layers. Zones of low resistivity may be attributed to washed-in fines within the mega pore system, whilst zones of high resistivity close to the surface probably reflect the advanced stage of drying beneath aging hardpans. The water movement at the surface was investigated by an artificial precipitation experiment with monitoring of the subsequent changes in resistivities.

The Taupo Volcanic Zone inNew Zealand and the Philippine Mobile Belt in the Philippines are characterized by active subduction, active volcanism and high seismicity. The main factors affecting characteristics of geothermal systems in both countries are: tectonic setting, source magmas, maturity of the systems, and depth to the degassing magma body. Within New Zealand, geothermal systems are grouped into arc- and rift-type. Fluids in arc-type systems contain high amounts of volatiles (<20%), with high CO2/Cl, CO2/He, and N2/Ar ratios. Mantle-type volatiles predominate in rift-type systems. Philippine geothermal systems are largely arc-type, the topography is rugged, leading to the separation of water and vapour upflows, as opposed to the overlap found in New Zealand. The relatively shallow depths of degassing magma bodies in the Philippines results in steeper geochemical gradients, leading to higher proportions of arc-type magmatic water (>40%) and higher Cl contents (3000 - 10 000 mg/kg), Maximum temperatures are also higher, reaching up to >400¦C. Arc-type alteration assemblages in New Zealand and the Philippines are similar. Because Philippine geothermal systems are less mature, have higher temperatures and steeper geochemical gradients than New Zealand ones, advanced argillization is more widespread occurring down to depths of 2000 m. Mineral phases are more varied due to the active input of magmatic waters and the formation of vapor conditions at depth, forming P04-, B-, Li-, Ce-, F-, and Cl-bearing minerals at high temperatures. In the Philippines, high temperature magmatic-hydrothermal to contact metamorphic assemblages containing biotite, amphiboles and pyroxenes are relatively common, but rare in New Zealand.

THIS paper is the outcome of experiments carried on and experience gained. at the Waihi-Paeroa Gold Extraction Company's tailings plant at Waihi, New Zealand. The plant was erected to treat accumulated tailings which had been discharged into the Chinemuri River by the Waihi batteries.The Chinemuri River is a common sludge channel for all mining debris, tailings, and ashes from the power plants, the last being the cause of occasional high residues, which gave so much trouble to the management. The tailings were dredged from the bed of the river into barges by means of a Pohle air lift, the power being supplied: by a 13 b.h.p. Tangye oil engine driving an air compressor and a centrifugal pump. The sands were elevated from the barges by bucket-belt elevators over screens, to eliminate large particles and rubbish, into storage hoppers, and from there fed direct into four C. Judd Ltd. tube mills.The method of treatment was fine grinding in a weak cyanide solution, agitation in B. and M. tanks, filtration with turn-over vacuum filters, and precipitation with zinc shavings. The comparatively high values of the residues in gold gave a great deal of trouble, 'and it was not until repeated experiments were carried out that the cause of the trouble was located. This paper discusses the determination of the percentage of crystalline material in a natural silica deposit which would be considered harmful to health (<10 ¦m). A sample of the natural silica material was recovered and split into a number of subsamples. Samples were sieved using a conventional dry sieve to remove material >300 ¦m before testing. Particle size analyses of the fine fraction showed 75 per cent of the material was below 10 ¦m. Initially XRD and XPS were run on the samples to determine the minerals and composition of the sample. The XRD revealed strong quartz peaks and smaller tridymite peaks with a high amorphous background. The XPS indicated traces of iron, titanium and carbon with dominant silicon and oxygen peaks. The structure of the sample was investigated using the SEM. It was apparent that there were a number of larger quartz crystals (>30 ¦m) with a mix of amorphous and crystalline in the finer fraction. It was also observed that amorphous material was attached to the surface of the crystals. In order to determine the percentage of crystalline quartz a known amount of quartz was added to the sample incrementally. On each addition an XRD scan was performed and the area under the peaks recorded. Back analysis of these peaks with an assumed percentage of crystalline material in the original sample gave a crystalline content of 30 per cent. The quantity at the respirable fraction was estimated to be 18.7 per cent.

The Late Miocene gold-silver bearing epithermal system at Waihi has some close similarities in its paleo-thermal and geochemical structure with modern, volcanic-hosted geothermal systems such as Ohaaki-Broadlands. At Waihi an extensive braided quartz vein system is enveloped by hydrothermally altered andesites with minor tuff breccias and tuffs. A main stage of vein filling consists of multiple phases of chalcedonic quartz and fine to medium grained quartz, which are accompanied by pyrite, sphalerite, galena, chalcopyrite and acanthite below the base of oxidation. Platy calcite is present locally. Fluid inclusion studies indicate that the main stage quartz was deposited at temperatures of 189¦-273¦C from dilute (Tm of -0.1 to -1.0¦C) fluids that were locally boiling. Homogenisation temperature Th versus Tm data points lie within the field enveloped by dilution and boiling/gas loss paths determined for the Ohaaki geothermal field, and indicates that the parent hydrothermal fluid for the Waihi epithermal system had a similar composition to that at Ohaaki, ie 0.2 wt% equiv NaCl and 3.3 wt% equiv CO2. The hydrothermal alteration mineralogy and the isotopic composition of vein calcite indicate that the hydrothermal fluid contained relatively high concentrations of CO2 , as at Ohaaki. Oxygen isotope analyses of main stage quartz range from 6.1 to 11.6 %0 and of vein calcite from 2.29 to 9.4%0. Calculated d18Owater values for the hydrothermal fluid that deposited the main stage quartz range from 2.0 to -5.7%0, with a trend to less negative values with depth. They are similar to those in the deep chloride fluid in active geothermal systems with a substantial fluid throughput. A high fluid throughput at Waihi system is also evident from the extensive high intensity hydrothermal alteration and large volume of quartz deposited in the vein system.

Field studies of the radiations backscattered by iron ores from a 60Co source of primary gamma radiation located in a borehole logging probe have confirmed thatthe P" factor, a ratio of high energy gamma ray intensities to low energy intensities in selected energy windows of the backscattered gamma-ray spectrum, is a valuable measure of grade for sedimentary iron ores of the Pilbararegion of Western Australia.Laboratory studies of model boreholes have shown that variations in borehole diameter and variations in bulk density of the formations have a significant influence on the measurement of P" ratios. If these influences 'are taken into account the mean ore grade in a new blast hole, for instance, can be predicted with a probe of suitable configuration to within 0·8 per cent Fe at the 95 per cent confidence level, while the grade of a single 120-cm split can be determined to within 2·6 per cent Fe. These results were obtained by pooling data from five blast holes covering the range of iron concentrations 20-68 per cent Fe and apply to the mean hole grades 54-68 per cent Fe.Results for two development holes were generally comparable to those obtained from individual blast holes95 per cent confidence limits of ±0·9 per cent Fe for mean ore grade and ± 4·1 per cent Fe for single splits. A greater number of data points is needed before these confidence limits can be further improved.The technique utilized to obtain these results was derived from a "multiband" approach to collection of backscattered spectral intensity data, an approach which permitted selection at the data processing stage of the most statistically significant P" ratios for the type of mineralization encountered in the field. The multiband technique also permitted selection of the most significant of another set of windows in the backscattered gammarayspectrum to measure a newly developed "S-factor", a ratio sensitive to borehole diameter. Another window provided information on bulk density. All these measurements were made with a single pass of the same loggingprobe.

The lowering of the pollutant concentration limits at the workplace subjects the mining industry to higher requirements for dilution; this situation is worsened with the current discussions within the European Union (EU) to set new stricter exposure limits for nitrogen oxides in the workplace. This is directly reflected in the performance of the mine ventilation system, which may need to be revised to meet the new standards. The after blast re-entry time, being inversely proportional to the threshold limits, will be higher for a lower limit. This in turn increases the down time for production from the blasted area.Numerical tools have been very useful in predicting the effectiveness of ventilation. This study aims at analysing the dilution time for NOx gases from an ANFO blast in a room and pillar panel. Grinding Mill Operation and Maintenance - Central to Asset Management Since 2005, RME has pursued a vision for a new grinding plant operational paradigm, made possible by RME's latest Mill Relining Systems. At some sites, new liners degrade SAG mill performance. The variables include mill volume loss, rotational speed limitations (ball strike) and liner designs developed for longer and longer life but without a backward glance at metallurgical consequences of whole plant performance. Freshly relined mills can initially deliver as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the liners' wear life. RME's proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and relining speed become key profitability contributors and not simply 'must do' maintenance functions and costs. This paper includes a short history of RME's Mill Relining System development (Appendix A). These are the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The body of this paper outlines RME's vision of a 'liner profile vs. profitability' commercial model, underpinned by the rigour of PAS 55-1:2008 Asset Management Part 1: Specification for the optimised management of physical assets. The technical elements can be developed either intuitively (based on plant experience) or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum technical solution for the maximum commercial outcome. Much of this can be modelled off-line, in the virtual world, before asking senior management to commit to an expensive liner experiment. The potential benefits are compelling.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Cu-Ag-Au mineralisation at Kluwih prospect in Eastern Java, Indonesia is related to a high-sulfidation hydrothermal system within a volcanic dome (2.35 × 1.7 km diameter). The mineralisation occurs mainly in steeply dipping, structurally-controlled quartz-enargite-pyrite veins (several centimetres to 2 m wide) and is hosted mainly in porphyritic dacite, volcaniclastic rocks and volcanic breccia of the dome and in an underlying andesite that yielded a zircon U-Pb age of 11.5 Ma.Short wave infrared spectrometer analyses were carried out for alteration mapping at Kluwih. There are two main stages of alteration produced by the hydrothermal activity. The alteration mineral assemblages indicate an advanced argillic alteration. The Cu mineralisation occurred in the form of enargite and subordinate chalcopyrite with an intergrown texture in the early stage. These mineralised veins are characterised by narrow pyrophyllite ± diaspore and dickite selvages (metres wide) and a peripheral K-muscovite envelope (sericitic alteration) up to 100 m wide. The K-muscovite envelope is zoned outward to Na-muscovite or Na-illite. Late-stage kaolinite and smectite alteration overprints the porphyritic dacite and may obscure the nature of early mica-clay alteration. The spatial distribution of different alteration assemblages suggests that the temperature of hydrothermal fluid increases with depth.Both the high-sulfidation mineralisation and advanced argillic alteration are suggested to be related to magmatic-hydrothermal fluids, which are likely to originate from an undiscovered deeper porphyry Cu-Au system below the porphyritic dacite. Based on alteration mapping results and comparisons to similar deposits, the porphyry intrusion could be up to 500 m below the volcanic dome. Residual aeolian placers (RAPs) are formed by the wind, by preferential entrainment and removal of small and low-density detritusfrom a pre-existing, typically sedimentary sequence containing heavy minerals. Heavy minerals that are resistant to chemical alteration and either soft and malleable (gold), or extremely hard (diamond, sapphire, ruby, etc), are concentrated as a residual on the wind deflation surface, typically in the interstices between larger resistant clasts. RAPs form preferentially in arid or semi arid areas, where the vegetation is sparse or absent, and where topography and surface gradients are low, but may also form on beaches and in periglacial environments. RAPs consist of a continuous or discontinuous, planar or gently undulating horizon of heavy minerals in a single-clast-thick pavement of resistant pebbles, cobbles, or boulders, which mantles the present topography or palaeo-topography. Extreme wind erosion and surface deflation may condense the full pre-existing sequence into a layer of heavy minerals only. The grade of RAPs is substantially higher than in the precursor deposit, and commonly much higher than those typically found in most other placer types. Aside from their general occurrence as a thin pavement of resistant clasts, the best indicators of residual aeolian gold placers are the presence of wind-eroded stones (ventifacts) on the pavement, and the distinctive and unique shapes of aeolian gold grains themselves. The shape of the gold grains is progressively transformed by sand blasting during placer development, from grains with thickened rims, to toroidal grains on which the rims are æsplitÆ and peened inward toward the grain centre on one or both of the grain sides, to hemispherical or sub-spherical grains that are fully encapsulated by the in-turned rims. Gold that has undergone aeolian shape transformation is difficult to entrain and transport away from the site of aeolian concentration by anything other than mass movement or glacial processes. It is also easily retained by commercial recovery plants of any configuration.

Mesothermal quartz lodes in Paleozoic Greenland Group metasediments of the Reefton area have produced 67 t of gold up to 1951, and recent exploration has identified new gold resources in several deposits, including the largest past producers, Blackwater and Globe Progress. The metasediments consist of alternating sandstone and argillite, metamorphosed to lower greenschist facies and hydrothermally altered near the quartz lodes. We examined and sampled drill core from four prospects, Globe Progress, General Gordon, Merrijigs and Blackwater, to determine the mineralogical and geochemical characteristics of hydrothermal alteration in the sandstone units. The sandstones are feldspathic litharenites averaging Q65, FlO and R25, with detrital grains of quartz, feldspar, rock fragments, muscovite, biotite (mostly altered to chlorite), and trace quantities of graphite, apatite, zircon, tourmaline and titanite. Hydrothermal alteration has developed a secondary mineral assemblage of K-mica (muscovite, sericite and illite), carbonate, chlorite, pyrite, arsenopyrite and limonite. The abundance of secondary chlorite is greater at Blackwater than at the other locations studied. Features in the sediments associated with increasing hydrothermal alteration towards quartz lodes include, the development and increasing intensity of colour bleaching and carbonate spotting, increasing quantities of disseminated pyrite and arsenopyrite, and the appearance and increasing quantity and size of thin carbonate, quartz and sulphide veins. This is accompanied by increasing concentrations of sulphur, arsenic and antimony as shown in assays, and of volatiles (loss on ignition) and iron as seen in XRF analyses. We were unable to identify consistent trends in the behaviour of potassium, sodium, and calcium that are exhibited by similar mesothermal quartz lode deposits inVictoria, Australia.

With the proving of a mineable orebody at Orlando in May 1961, Peko Mines N.L. was faced with the decision of whether to mill the ore on site or to haul it 25 miles to central facilities at Peko. Orlando was a relatively small orebody, so that it was decided to haul, although no reliable assessment of possible ore haulage costs was available.The necessity for a good haul road was recognised from the beginning and a 17 mile, 12 ft wide, single seal bitumen road was constructed, to link the mine to the Stuart Highway and Peko. The initial selection of 20 ton capacity diesel-powered end-tipping ore carts was made, with the best information available at the time.Since then some 130,000 tons of ore have been carted over a period of 3 years, and this paper presents the experiences of this haulage operation and the lessons learned.A second mine has just been brought into operation at Ivanhoe, 19 miles from Peko. For this haul it was decided to use an ore haulage vehicle of the side tipping road train type, which would cart some 70 tons, or more than three times the load of the vehicles initially selected.Only about 5,000 tons had been hauled at the date of this paper, but preliminary figures indicate a cost 01 1· 65d./ton-mile as against 2·47d. for the smaller vehicles.It would appear that the road haulage of ore from small outlying mines to a central plant can be highly economical, if certain basic rules concerning haul roads and vehicle selection are followed. Quarries around Auckland have reached or are reaching the ends of their lives, which raises issues about rehabilitation. Significant volumes of 'cleanfill' are generated by the City, particularly during phases of urban renewal and development. Emplacement of the fill in quarries removes the problem of fill disposal and provides an opportunity for restoration of the quarry site.There is a compatibility between quarrying and cleanfilling because at quarries:Truck routes are already established Neighbours are accustomed to the effects and appropriate buffer distances have been established Bringing fill into a site attracts aggregate sales and is very efficient. Fill originates from construction sites and ad-hoc excavations and therefore it is not surprising that sampling has shown the quality to be variable. Both Winstone and the Auckland Regional Council have surveyed undisturbed soils in the region to attempt to determine natural background levels of common contaminant substances. Comparison of these levels with delivered fill shows that a high proportion of delivered materials can be regarded as mildly contaminated. Therefore the term 'cleanfill' is, in the Auckland region at least, a misnomer and the term 'managed fill' has been adopted.Historically and presently the only control on quality of 'cleanfill' has been some visual inspection. This leaves the fill operator open to potential liability for creating a contaminated site. Implementation of controls at WinstoneÆs operations has progressed slowly, over some ten years. This is mainly due to the perception that mobility of contaminants within and out of the landfill will be very limited because of the near-neutral pH and abundance of clay minerals in the fill. The methods of control and results of environmental risk assessments at WinstoneÆs Puketutu Island Quarry will be briefly described.

Microindentation testing using the square–pyramid–shaped Vickers indenter is a well-established technique to determine the microhardness of minerals and materials. However there is a paucity of published microhardness data from Fe ore samples. It is acknowledged that an iron ore’s particle mineralogy and texture is critical to its processing properties, and it is therefore considered that the microhardness of different mineralogical/textural types may also relate to these properties. Mineral microhardness potentially provides inputs to the modelling of breakage characteristics during comminution, as well as the relationship between mineral chemistry and microhardness, and mineral microporosity and microhardness. Microhardness can be determined as single crystal microhardness, for more coarsely microcrystalline samples, or as ‘aggregate microhardness’ for cryptocrystalline or finely microcrystalline samples.Variations in the texture and mineral chemistry of common Fe ore minerals (eg martite and microplaty hematite, ochreous and vitreous goethite etc) are well established and this study provides microhardness data on different textural forms of Fe (oxyhydr)oxides from a variety of different Fe ore deposits. The data indicated that in general, the mineral grain size, microporosity and texture were the main influences on Fe (oxyhydr)oxide microhardness. There were no apparent systematic variations between microhardness and minor element mineral chemistry, with the possible exception of Al content in goethite (for goethites with Al content >0.5 wt per cent), and for goethite total element contents >90 wt per cent (determined by electron probe microanalysis, EPMA). Higher Al concentrations and lower total element concentrations in goethite EPMA analyses correlated with lower goethite microhardness. Microporosity and grain size were more important than texture to hematite microhardness. Different textural forms of dense hematite (eg martite, recrystallised interlocking hematite and specular hematite) with similar grain size exhibited comparable microhardness. Microhardness values for hematite and hydrohematite with little or no evident microporosity were also similar, whereas more porous forms of martite, microplaty hematite or hydrohematite exhibited lower microhardness.CITATION:Peterson, M J, Manuel, J R and Hapugoda, S, 2017.
