THE definite trend to stricter specifications with respect to hydraulic concrete has become increasingly manifest in the last six years or so; but it remained for the vast reclamation projects of the Bureau of Recla-mation of the Department of the Interior of the last few years to focus attention on this trend, and to demonstrate how thousands of tons of concrete-making aggregates can be produced continuously and auto-matically with a control of fineness comparable with that obtained with small samples in well equipped private and governmental laboratories. Pioneer work in this direction was done, to be sure, by private com-panies, notably the Kaiser Paving Co. of San Francisco, prior to the present vast public works program. Then in 1931 came the first great aggregates-preparation plant of the Six Companies, Inc. to supply. construction materials for Boulder Dam' in Nevada, and now, in 1936, the aggregates plant of the Mason-Walsh-Atkinson-Kier Co., general con¬tractors on the Grand Coulee dam in Washington. At Boulder dam and to an even greater degree at Grand Coulee dam, sand production is recognized as probably the most important single element affecting the physical characteristics of the concrete. For in the construction of dams accurate grading of the fine aggregate has consider-able bearing on the attainment of a uniform and homogeneous concrete of a high degree of workability and placeability and, at the same time, combining high density and low cement content. Low cement content is of value not only from the standpoint of economy but also because the use of an unnecessarily rich concrete causes certain undesirable characteristics to develop. This paper will relate how at Grand Coulee dam methods that are more advanced than ever before are producing four sizes of gravel and a sand having a fineness modulus of 2.5-3.0. AT the meeting of the Board of Directors on Jan. 28, 1927, the tentative budget of this Institute for next year was discussed, and in connection with the evident necessity for a larger income to meet increasing demands for service, the advisability of in- creasing the dues of members, was brought up. W. Spen- cer Hutchinson advocated an upward revision of the dues "believing it necessary that the Institute have a larger income, in order that it may carry on necessary work and render adequate service to its membership." Since this is a matter that directly affects every member, .President Taylor was directed to appoint a committee, which he did, consisting of George D. Barron, W. H. Bassett, and R. H. Sweetser, with T. T. Read as secre- tary, to bring in a tentative outline of the main factors in the problem for discussion at the annual meeting, on Feb. 15, and to prepare, after they have had the benefit of the discussion at that meeting, a report for the board. The amount of the annual dues is fixed by the con- stitution and can only be changed by proposing an amendment to the constitution. This amendment would have to be submitted to the members by letter ballot at the time of the election of officers for 1928, so that no change can be made in the dues for 1927 in any case. WHY THE INSTITUTE NEEDS MONEY At the annual meeting past-president Reynders, as chairman of the executive committee made the follow-ing report, which since it admirably sets forth the rea-sons why an increase in the dues has been suggested, is included here. "The report of the president has covered the situation so fully that little is left for me to say. However, a word in regard to the functions of the executive com-mittee may not be out of place.

6.2-1. Historical Development. Hammering on hand-held drill steel was the earliest type of percussion drilling. It was not until 1838 that Singer developed a steam-operated drilling machine that lifted a drilling bar and let it drop by gravity. J. J. Couch of Philadelphia patented the first percussion drill in 1849. His machine was a steam drill which literally hurled the drill bar at the rock and retracted it by means of a ratcheted wheel. Later J. W. Fowle added automatic rotation of the steel. In 1871, Simon Ingersoll patented a rock drill mounted on a tripod which permitted drilling holes at any angle, vertical to horizontal. Up to the turn of the century, percussion drills in use were piston-type drills. The drill steel was solid and attached to an extension of the drill piston. Hole cleaning was accomplished by the pumping action of the steel in the hole. Down-holes were drilled wet and cleaned with a blow pipe while up-holes were drilled dry, allowing the cuttings to drop out by gravity. The forerunner of our present hammer drill was the free-piston drill which was first patented in 1884, by Sargent. Because solid drill steel was used, it did not successfully clean down holes. J. G. Leyner solved the problem of applying the hammer drill principle to down-hole and horizontal-hole work in 1897. The key was to pass com- pressed air and water through hollow drill steel to clean the hole. Leyner's work on valves and rotation mechanisms increased the blows per minute of hammer drills from 300 or 400 up to 1800 and more blows per minute and made possible the first lightweight drilling machines. Discussion of the paper of SIDNEY POWERS and ALFRED C. LANE, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 535 to 548. N. L. BOWEN, Washington, D. C. (communication to the Secretary*). -This detailed study and. complete demonstration of differentiation as a result of the sinking of crystals has a great general significance in petrogenesis. If this action can be demonstrated in an effusive body, even though a very thick one, how can one doubt its possibility in large intrusive bodies? The authors speak of the sinking of augite and the rising of plagioclase but I should consider that they should depend entirely on the former action to obtain their results. It is true that in my experiments, to which the authors refer, a floating of crystals was in one case obtained, viz., in the case of tridymite crystals, but it must be remembered that tridymite has an exceptionally low density. Plagioclase crystals, on the other hand, are of nearly the same density as basaltic liquid. Under magmatic conditions they might be a little heavier than the liquid or a little lighter, we do not know which, but the margin would be exceedingly small and any motion resulting, whether upward or downward, would be correspondingly small in the usual case. For this reason I should think that the sinking of pyroxene should be considered probably the sole factor in producing the observed result, for which purpose it appears to be entirely adequate. The measurements of grain have also a certain significance in this connection. In the experiments referred to a difference of grain was obtained in different parts of the charge, which was entirely independent of the rate of cooling but connected with the fact that a sinking crystal does not depend entirely upon diffusion for the collection of its material from the surrounding liquid. The crystals which sank a considerable distance were therefore exceptionally large. Now in the Cape Spencer flow the augite crystals are normally (top and bottom) somewhat smaller than the plagioclase crystals, but in the layer somewhat below the middle,

Several techniques are presented to adjust small errors inherent in data collected from material balance measurements on the flotation process. The basic technique used is a Lagrange multiplier adjustment of the filtered data taken from the equipment measurements. The raw data are adjusted such that material balances are closed. The adjustments to each data point is inversely proportional to the square of the standard error of measurement. Problem areas in equipment utilization are discussed. Typical results from on-line measurements are presented. This technique can be applied to either on-line process measurements or metallurgical test data.

Results of large-scale mining experimentation carried on in Stage II of the Anvil Points Oil Shale Research Program, Rifle, Colo., are reported. After a new adit was excavated, over 500,000 tons of oil shale was extracted during a 13-month period by a modified room and pillar method. Experiments in drilling and blasting headings, benches, and crosscuts are reported. Roof-bolting procedures, loading and hauling, and ventilation design are discussed. Results of the extensive investigations carried out by the cooperative industry group and earlier work by the U.S. Bureau of Mines indicate that mining oil shale is technologically feasible.

The gas-lift is a comparatively recent development in the Oklahoma and Kansas fields. It was used to some extent in the old Dilworth field several years ago, but the first extensive installations were made in the Tonkawa and Garber fields in Oklahoma early in the year 1926. Compressor Equipment During the early development of the system, the equipment used generally consisted of small tandem compressors of about 250 cu. ft. per min. displacement, driven by automotive-type gas engines, using a short belt drive. These compressors were first installed at the individual wells largely as an experiment. After the experimental installations had proved the method a success, it was considered economically advisable to centralize the compressor equipment in strategically located stations. However, as the information in regard to "gas-lift flowing life" was anything but definite, and the most optimistic estimates in regard to it did not exceed six months, portability of equipment was still the first consideration in the minds of many operators, who continued to install srnall semi-portable com-pressors in their centralized stations. As electric power became available in the fields, the electric motor came rapidly into use as the prime mover for the small compressors. The operating cost of this motor is greater than that of the automotive-type gas engine for the same power output, but the greater continuity of service tends to balance the extra cost. Aside from the semi-portable units, a number of strictly portable compressors were used. These consisted of automotive-type gas engines direct connected to vertical compressors. The unit was assembled on one base and could be mounted on wheels or skids as desired. The chief objection to these, in the writer's opinion, was their small capacity— approximately 150 cu, ft. per min.—which made it necessary to use two, three, and sometimes more units per well, thus making the installation rather costly. However, they have been found valuable for test purposes and emergencies, where installation time is an important factor.

THE speed of drilling rock has become an impor-tant factor in mining operations, while the place-ment of holes, kind, and quantity of explosive used. are equally important. These are a function of the rock hardness and toughness. Both of these fac-tors must be considered in compiling a table that will enable a mine operator or engineer to estimate drilling speeds in a given rock, knowing its hardness, and from its toughness, the dynamite required. The hardness of a homogeneous rock may be defined as its resistance to a penetrating medium, such as a drill-steel bit, and toughness, its resistance to with-stand rupture by the tearing apart of its minerals or parts of the same mineral. Rock hardness, as it has here been defined, is a function of the hardness of the component grains composing it, as well as grain size, shape, arrangement, and binding minerals. Rock tough-ness depends on substantially the same factors, but is measured by a totally different method. The units in which rock hardness is usually ex-pressed are either relative values or alphabetical desig-nations which carry no definite quantitative meaning. R. M. Raymond has suggested the measurement of com-posite rock hardness, based on mineral hardness as ob-tained by the Moh scale. This is done by multiplying the percentage of each mineral in a rock by the Moh mineral hardness and dividing by 100. These values convey a clearer conception in the minds of men in-terested in rock work -and are the basis of the units used in Tables 1 and 2. The hardness of rocks as it has been variously de-fined may be determined by different methods. The first method is one in which the proportionate average of the hardness of minerals making up a rock is the basis for classification. The other factors of grain size, shape, arrangement, and binding power are not considered.

The Connellsville coal-field is a separate strip of the upper coal measures, flanking the Chestnut Ridge along its western side. It extends from a point a few miles south of Uniontown, in Fayette County, following a northeasterly course parallel to the trend of Chestnut Ridge, through Fayette and Westmoreland counties, with its terminal prongs resting 011 the southern portion of Indiana County, north of the town of Blairsville. This belt of coking coal will average about three miles in width and over sixty miles in length, affording nearly, if not quite, two hundred square miles of this large coal-bed.

GRANULAR mineral products used primarily to form a protective and decorative coating on the weather surface of composition roofing are called "granules," "roofing granules," or "slate." The latter term is a relic of the early days of the industry, when crushed slate was the dominant type of granule in use. Asphalt roofing is made by saturating and then coating a continuous strip of felt with specially compounded asphalts. Granules are embedded in the hot asphalt on the top of the sheet, and mica or talc is dusted on the back. After passing through press rolls, the strip is looped on a conveyor for cooling and then cut into shingles or packaged as roll roofing. HISTORICAL DEVELOPMENT Although the durability and protective qualities of asphalt and tar have been known since the earliest days of recorded history, it was not until 1780 that the first forerunner of present-day composition roofing was developed.' Large-scale expansion of the industry has taken place since 1900. At first the process consisted simply of dipping sheets of burlap or other fabric into a tank of molten tar or asphalt. The long strip of roofing was rolled up, for convenient handling, and the early experimenters soon found that it was necessary to dust the surface of their new "roll roofing" with some kind of material that would prevent the tarred surfaces from sticking together. Any finely divided, low-priced local material like sand or fine gravel served this purpose and from its application the roofing-granule industry grew. As time went on, other characteristics of a properly applied mineral surfacing were recognized. As with wooden shingles, tar and asphalt can be ignited by flying embers from nearby fires. It was found that by in- creasing the largest particle size to the maximum that could be success- fully embedded and by properly controlling the amount of smaller fractions retained in the grade, so as to cover the asphalt completely, a high degree of resistance to fire was attained.

The treatment of Balbach-Thum slimes at Copper Cliff by the Ontario Refining Co, is of interest because it differs considerably from methods usually employed for the recovery of fine gold from parting-plant slimes. Owing to the comparatively high percentages of palladium and platinum, wet methods are used to remover the greater proportion of these metals before electrolytic refining in the Wohlwill cells. The Plant The platinum-metals department, Wohlwill room, and gold-melting room extend along the north side of the silver refinery and are separated from the parting plant by a glass partition (Figs. 1 and 2). The platinum-metals department resembles a laboratory built on a large scale, with the various pieces of equipment laid out on terraces to facilitate handling. Because of the corrosive nature of the solutions, chemical stoneware is used throughout. Elevation of acids is accomplished by means of Mariotte bottles. On the top level are three steam-jacketed stoneware kettles of 50-gal. capacity, also a packed tower. One kettle is used for digesting the slimes while the remaining kettles are used for precipitating the gold. The dissolver is equippcd with a treated concrete hood, which is connected to the flue system. Gases are drawn off through the packed tower by means of a 6-in. stoneware exhaust fan. A 15 per cent solution of sodium carbonate is continually circulated through the tower. On the intermediate level are two suition filters, one for removing silver chloride and the other for the gold sand. The filter medium consists of an asbestos pad covered with a filter paper on which is a layer of twill. On the bottom level are two rectangular cementation tanks, 24 by 48 by 24 in. deep, and a suction filter used for removing the platinum-metal concentrates. The circulating pump for the packed tower is also here. Suction is provided by a vacuum pump having a capacity of 8 cu. ft. at 20-in. vacuum.

IN the spring of 1931 an experiment was made at Anaconda with a small reverberatory furnace, with which was combined a roasting shaft. The arrangement is shown in the accompanying drawing (Fig. 1) and requires but little explanation. The general idea was to roast .flotation concentrates, mixed with the proper fluxing materials, by dropping them down a heated shaft, from which the calcines would enter the smelting zone of the reverberatory furnace through an opening in the roof. The hearth of the reverberatory was 3 ft. wide by 21 ft. long. The roasting shaft was 3 ft. square inside and had an effective height of about 20 ft. . The reverberatory furnace was arranged so that it could be charged either directly through the roof with regular hot calcines, in the usual manner, or by means of the shaft, at the top of which were a feed-ing arrangement by which cold flotation concentrates, suitably fluxed, could be fed continuously and a pipe through which cold air was blown in. Means were provided for distributing the feed over the cross-section of the roasting shaft. At first a mechanical arrangement was used but later it was found that a simple cone served the purpose equally well and gave less operating trouble. On account of the small size of the equipment, it was realized that absolute capacity and fuel consumption figures would mean but little. It was not to be expected that ratios comparable to those obtained in large furnaces could be gotten, and the only way in which any idea could be obtained as to the possibilities of the combination furnace was to run it in parallel with the reverberatory furnace charged in the usual manner and operating without the shaft. The results of such parallel runs are given in Table 1. The amount of oil burned in the reverberatory was purposely maintained at substantially the same rate during both runs in order that the benefits resulting from the shaft might be gaged.

RECENT explorations with a diamond-drill, originated and conducted by Mr. J. A. Van Mater, Superintendent of the Lehigh Zinc and Iron Company, have revealed some very important geological facts, which, it is believed, will be of special practical interest to mining engineers. In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by "remote control" mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications ' as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the

The Berlin gold-quartz mine is situated in Nye county, Nevada, on the west flank of the Shoshone range, about 40 miles south and 30 miles west from the town of Austin, the county-seat of Lander county. The distance from Austin is about 60 miles by stage-road. The outcrop of the vein, at the top of the incline-shaft, is situated just at the base of the mountain proper, almost exactly at the intersection of the mountain-side with the gravelly bench that slopes for about three-quarters of a mile to the flatter sage-brush plain, or desert valley, below. The vein itself consists almost entirely of quartz, with perhaps 2 per cent. of sulphide of iron, copper, lead, zinc and antimony, and perhaps a trace of some of the compounds of tellurium with gold and silver, although none of the latter have been as yet positively identified. The relative proportion, by weight, of silver and gold in the ores, varies in different parts of the vein, from 12 silver for 1 of gold, to 7 silver for 1 of gold. The quartz vein-filling is usually frozen fast to the walls, and is very hard and compact, seldom showing the friable, fissured, or shelly structure often to be found in quartz-veins. Comparatively little evidence of relative motion of one wall of the vein upon the other is to be found—a fact indicating that during the formation of the vein, and prior to the extensive movements herein described, little disturbance had taken place. No evidence whatever of metasomatic origin has been observed. On the other hand, occasional occurrences of comby structure, in which the axes of the quartz-crystals are at right angles to the plane of the vein, rather indicate deposition from solution in a pre-existing fissure. Considering the truly wonderful natural resources of the United States, and the variety and extent of uses for hydraulic cement at the present day, it seems strange that the manufacture of the artificial product called Portland cement has not been introduced here. Possibly the reason may be we have in different States of the Union rock deposits from which a cement can be obtained that is as good, and some claim even better, because of a more uniform quality, than the English product after it has been subjected to transportation across the ocean. One of these natural cement-rock deposits is found in the northern part of the city of Buffalo, and its manufacture has been carried on successfully for the past eleven years by the Buffalo Cement co., Mr. L. J. Bennett, President. The quarries cover an area of about two hundred acres, of which only twenty-five acres have been exhausted up to date; and the supply is assured for years to come. One acre yields on an average 80,000 barrels of cement; hence 12,000,000 barrels is a low estimate of what these quarries will yield before they are exhausted. According to the Geology of New York this cement-rock deposit is called the Water-Lime group, and forms in this section the uppermost member of the Upper Silurian. Its outcrop can be traced along the base of the second limestone terrace of Western New York, but at Buffalo a very large part of the overlying Corniferous limestone has been removed by natural agencies, leaving only about eight feet (six feet of rock and two feet of clay) on the top of the cement-rock, and thus furnishing the conditions for successful quarrying at a minimum expense. As the outcrop mines in the West developed into underground operations, systems of ground sup- port were gradually evolved. In the early coal mines there was little need for support except near the dirt line in portals, where stone masonry was common. Where the top was shaley or broken, native pine props with light cross bars and legs furnished enough support even in Utah's 25-ft coal seams. As depth of workings increased, roofs and backs of the same general nature as those near the surface became more and more unstable and required more and more support. Some coal airways show this tendency very clearly. From the surface down the same type of roof shows deterioration which an experienced eye can translate into a measure of depth under surface rather than change in rock characteristics. Rock bolts, developed by various companies and by the U. S. Bureau of Mines, have become an effective substitute for timber in sections of some metal and nonmetal mines formerly requiring excessive timber support, and further use of war surplus landing mats, chain link fencing, and a new punched channel developed by one of the steel companies has enabled other mines to operate deposits where costs of timber and lack of clearance for timber support would have prohibited mining. The block caving mines have made extensive use of reinforced concrete underground to achieve similar ends under difficult conditions. Steel sets are standard in many Bureau of Reclamation projects, although these are usually covered in with concrete to make the permanent structures the Bureau's reclamation projects require. But the use of steel in mining operations is limited and has been confined principally to the iron ore mines of Michigan, Wisconsin, and Minnesota. Some mines have installed used rail as posts, caps, and crossbars, but a rail section is not suited for load carrying, and used rails are generally brittle, having a tendency to fail without warning when overloaded.
