An appropriation of $4000 was made to the United Engineering Society for the support of the work of the Engineering Council. It was resolved that the proposed amendments to the Constitution, regarding requirements for membership, be sent to the membership without comment thereon by the Board of Directors. Forty-one members, and three associates were elected. The status of two junior members was changed to member. The resignation of one member was accepted. The dues of nineteen members who are engaged in active duty with the Allied armies were remitted. B. B. Thayer was elected a member of the Board of Trustees of the United Engineering Society for a period of three years, to succeed himself. John H. Janeway was elected a member of the Library Board for a period of four years, to succeed himself. George C. Stone was elected a member of the Library Board in place of E. F. Roeber, deceased. E. Gybbon Spilsbury was elected representative of this Institute on the John Fritz Medal Board of Award, to succeed himself. J. Parke Channing was elected a member of the Engineering Council for a period of three years, to succeed himself.

A meeting of Engineering Council was held on Thursday, Jan. 22, 1918, at the Engineering Societies Building, New York. Present: Chairman Ira N. Hollis (A. S. M. E.); Dr. Charles Warren Hunt, Alex. C. Humphreys and F. H. Newell (A. S. C. E.); B. B. Lawrence and .J. Parke Charming (A. I. M. E.); Charles Whiting Baker, D. S. Jacobus, and George, J. Foran (A. S. M. E.) ; H. W. Buck, E. W. Rice, Jr., N. A. Carle, C. E. Skinner and Comfort A. Adams (A. I. E. E.) ; Clemens Herschel and Calvert Townley (United Engineering Society); also, by invitation, D. W. Brunton, Chairman, War Committee of Technical Societies of Engineering Council. Of the several actions taken at this meeting, the following are selected as being of most general interest. Chairman-Baker-presented a resolution on the conduct of the war, to which objections were made. It was referred to a special-committee; Charles Whiting Baker, Charles Warren Hunt, and Calvert Townley, for re-drafting and presentation later in the meeting. The revised resolution submitted by this committee led to further discussion and as no agreement could he reached, the matter was laid on the table.

THE first authentic description of an iron bath for the deposition of iron is probably that of Bottger in 1846, who used a bath containing ferrous sulfate and ammonium chloride. In 1861, Kramer deposited iron from ferrous chloride solution. Electrolytic iron was produced in 1.869 by Bietz, who used it for making some magnetic tests. In the same year, Klein is said to have worked out his process. Jacobi1 in 1869 described the results obtained in electroplating with iron on copper for making dies and plates for bank notes, by Klein's process. A letter from Klein to Jacobi describes the bath more fully. It consisted of FeSO4 + (NH4)2S04. Lenz2 described ?some properties of electrolytically precipitated iron. He used Klein's bath, FeSO4 + MgSO4 + MgCO3, to neutralize and obtained fine-grained and hard iron. His conclusions were as follows: 1. Electrolytic iron and copper contain gases, notably hydrogen. 2. The volume of gas absorbed by iron varies within wide limits, but it is easy for iron to take up very considerable quantities of gas. 3. The absorption of gas is principally in the first formed layers of iron. 4. When iron is heated, gas begins to come off below 100°, principally hydrogen. 5. Heated to redness, reduced iron oxidizes in water, in part at least at the expense of the oxygen of the water, decomposing it and setting free hydrogen, which is partly or wholly absorbed. Siemens,3 in 1889, was the first to propose a general process embodying a step for leaching a sulfide mineral with ferric chloride or sulfate and a step for regenerating the leach and depositing iron on a cathode in a diaphragm cell. CORNWALL, a Mecca for metal miners the world over, is easily reached from the southern coast of England. Passengers who land at Plymouth or Southampton can connect with a fast train from London called the "Riviera express," which traverses the beautiful counties bordering the English Channel. In Cornwall the traveler soon notices the pits and stock-piles of white china clay, and the metal mines, both placer and hard rock. The deposits are associated with granite batholiths, of which there are four principal ones, each a few miles in diameter. Tin mines are especially worked in the granite near its borders and also in the immediately surrounding Paleozoic slates. Copper and lead are no longer of importance here but tin is being produced steadily from several mines, with arsenic and tungsten as by-products. At the close of the war the man-power available. for these mines had been reduced to one-third of normal, and only now is it again reaching full strength. As mining in Cornwall antedates the Christian era, even a Nevada prospector would have to admit that "she's a permanent camp." SUB-TROPICAL CORNWALL Redruth and Camborne are industrial centers of the tin mining industry, but more tourist hotels are found in neighboring resorts such as St. Ives, a quaint fish-ing town on the Atlantic-side of the peninsula of Corn-wall, where the numerous cats descended from those mentioned in the ancient riddle-rhyme about St. Ives now occupy every doorstep and wall. Another charm-ing resort. Penzance on the shore of the English Channel, is known by name to the public through the opera "The Pirates of Penzance," but is of especial in-terest to students of nature for its palm trees and other subtropical plants, which thrive owing to the nearness of the gulf stream, although the latitude is that of northern Newfoundland, Winnipeg, and the northern end of Vancouver Island. Among the industrial plants at Camborne are those of Holman Brothers, Ltd., where drills and other forms of mining equipment are manufactured. At the Corn-wall School of Mines, which specializes on the district, the staff has assembled excellent collections of local ores, which repay study by a visitor.

SINCE the sixties, Utah has been one of the leading metal mining states of the Union. During the last fifteen years its mines have supported the largest smelting center in the world. Its rank as a metal producing state is reflected by its 1924 production which had a value in excess of $65,000,000 making it the leading silver producing state, third in both copper and lead and sixth in gold production. During the past year, metallurgical developments for the recovery of zinc contained in lead ores has made rapid progress so that the future zinc output will be of substantial importance. The largest silver mines of the nation and the world's largest open cut copper mine are within its borders. During 1914 and 1915, extensive experiments were conducted at the concentrator of The Detroit Copper Mining Co. of Arizona, at Morenci, Ariz., in order to test the relative grinding efficiencies of the Marathon, the Chilean and the Hardinge Mills. The Marathon mill used in the experiments was the first one ever built by the manufacturers; and since this was the first time that it was given a thorough tryout, with such remarkable results, the data have been assembled in the following paper and submitted in the interests of the milling profession. Description of the Flow Sheet The concentrator flow sheet, as it existed at the time of these tests, is shown in Fig. 1. The total mill feed, as delivered from the crushing plant, had as its maximum size 1-in. material. This material was screened dry on Cole Zig-Zag screens fitted with 4-mesh openings; the oversize going to one pair of coarse rolls, the undersize to five Wilfley tables fitted with Butchart National riffles. The coarse-roll product was elevated and screened wet on Zig-Zag screens fitted with 4-mesh openings, the undersize going to the five tables mentioned above and the oversize to one pair of fine rolls. The fine-roll product was elevated and screened together with the coarse-roll product; so that, before any concentrating operations took place, the total mill feed was reduced to pass a 4-mesh screen. After concentration on Butchart-riffled tables, the tailings from these tables passed to de-sliming hoppers, where two products were formed, viz., an overflow and a discharge. The discharge constituted the feed for the Chilean mills. It contained 16 per cent. slime (—200 mesh) and 3 parts of water to 1 of solids. PARTICULAR interest in the ventilation of deep mines, especially those in South Africa, has been created by a very complete system of cooling of the world's deepest mine, the Turf shaft of the Robinson Deep ill Johan-nesburg. The writer visited this mine in January, 1936, and again in 1937. During these visits and subsequently, a considerable part of the theory involved in rock cooling in tunnels was developed and this has been checked by practical observations of the rates of rock cooling made within mines. The purpose of this paper is to set forth the method of attack of the mine problem. The cooling or air conditioning of mines by the use of mechanical refrigeration was not wholly new 1-5 when the Robinson Deep installation was made. The first mine to be cooled was the Morro Velho mine, in Brazil. The first installation in this mine was put into operation in December 1920, the refrigerant being ammonia.5 The surface cooling gave considerable benefit but it proved inadequate as greater depths were reached, therefore in 1929 two centrifugal refrigerating machines were installed at the 6000-ft. level. These were used in conjunction with the surface cooling system to furnish additional cooling at the lower levels. This later installation used Carrene as a refrigerant. This nonflammable refrigerant, having a boiling point of 104° at sea level, insured reasonable safety, since all parts of the machine operated At subatmospheric pressure. Very favorable reports have been received on the effectiveness of this installation, but no recent data are available. An interesting feature of that plant is that the condenser water is cooled by spraying it into the exhaust air from the mine at the base of the ventilation upcast, which permits the water to be cooled within a few degrees of the wet-bulb temperature of the air entering the upcast, and the only water that has to be supplied for condensing purposes is that lost by evaporation, or about 0.5 per cent of the volume circulating through the condenser. This plan affords an ideal means for the removal of the heat load from the refrigerating system, and of course also from the mine itself. In 1936 the Institute established the Anthony F. Lucas Gold Medal, which will be awarded from time to time "for distinguished achievement in improving' the technique and practice of finding and producing petroleum." These awards will be sponsored by the Petroleum Division. Captain Lucas was a pioneer in the oil industry, one of the early wildcatters and a leading mining and petroleum engineer. He was famous as the discoverer of Spindletop. He became a member of the Institute in 1895 and in 1913 was the first Chairman of the Petroleum and Gas Committee of the Institute, the forerunner of the present Petroleum Division. .ABOut 1.5 varieties, or tnodifications, of the best rnagnesiurn available were prepared and subjected to etching tests, then examined for micro-structure. Of the 30-udd etching reagents that were tried, nearly half, mostly ammonium salts, etched the metal satisfactorily. The surfacing and etching of magnesium is shown to be a very simple and quick operation. The density and hardness of magnesium were determined. The most interesting new observations relate to the finding of the hexagonal etch figures, the crystal laminations, and the fact that the metal is plastic, cold, when restrained or quickly deformed. Under slowly applied pressule cold metal deforms slightly, then shears to fracture without plastic flow. The chief structural features of magnesium arc presented in two reduced photographs and 30 photomicrographs. Materials Tested There are only two sources in the United States from which new metal can be procured: the American Magnesium Corpn. and the Dow Chemical Co. No pronounced structural or property differences in the metals from these two companies were disclosed by the work of this investigation. The following materials were obtained from the manufacturers: 1. Massive crystals of distilled metal (American Magnesium Corpn.). 2. Rods of hot-extruded metal, ½-in. squares and 5/8-in. rounds (American Magnesium Corpn.). 3. Sheet magnesium, 0.005-in. thick (American Magnesium Corpn.). 4. Cast stick metal, 13/8-in. dia. (Dow Chemical Co.). 5. Magnesium-aluminum alloy, hot-rolled plate, ½-in. thick (American Magnesium Corpn.). From these materials, were prepared: 6. Sections from a furnace-cooled ingot made from clistilled crystal. 7. Cold-strained pieces from (6), (4) and (2). 8. Pieces cold-squeezed to fracture from (6), (4) and (2). 9. Hammer-struck pieces from (6), (4) and (2). 10. Steam-hammer struck pieces from (6), (4) and (2). 11. Sections from furnace-cooled ingot of the magnesium-aluminum alloy.

The nuclear industry has made a considerable effort to reduce environmental pollution with the result that knowledge in the field of radioactive waste management is well advanced. An example of the methods used for radioactive waste disposal is provided by the Savannah River Plant (SRP) operated by E. I. du Pont de Nemours & Co. for the AEC. It occupies an area of 320 sq mi along the Savannah River downstream from Augusta Ga., and has production facilities that include a fuel preparation area, three reactor areas, two chemical separation areas (F and H), and a heavy water plant. Gaseous, Liquid and Solid Radioactive Wastes Are Handled During Disposal The primary sources of radioactive waste are the reactor and chemical separation facilities. The reactors are cooled and moderated by heavy water which, in turn, is cooled by river water in heat exchangers. This arrangement prevents irradiation of the river water so that radioactivity is not discharged into the river water except when small quantities of moderator are lost by heat exchanger leaks. Because of the high cost of heavy water, these losses must be kept to a minimum.

It is now five years since I called the attention of the Institute to the industrial importance of the coal and the iron ores of the Hocking Valley in Southeastern Ohio, and in a pamphlet on the region published soon after, in 1874, endeavored to resume the principal facts then known respecting it, including the observations of the geological survey of Ohio, made and published up to the time by Professors Andrews and Wormley, together with an estimate of the probable future of the region, and its relations to the coal and iron markets of the country. Since that time the labors of the Geological Survey have included a further study of the coal by Prof. Edward Orton, the results of which will be awaited with much interest. I may say from my knowledge of them, that while confirming the general conclusions of his predecessors, he has been enabled to add much to our knowledge as regards the correlation of the various members in different parts of the coal-field; and to show more clearly the positions and the importance of the ore-beds in the Hocking Valley region. The only ore mined in that vicinity previous to 1874, was below what is called the Great Vein or No. VI coal, and to the west of what is known as the Hocking Valley coal-field, and although experiments in a few furnaces in the State had shown that this coal could be used with advantage in iron-smelting there was not a single blast furnace within the field. My observations at that time, however, impressed me with the abundance of iron ore, not only below but above this important coal seam, and I then ventured to express the opinion that this region, from its cheap and easily mined smelting-coal, its native ores and limestones, and its geographical position and relations to the great markets of the West, and to the supply of rich iron-ores from Lake Superior, was destined at no distant time to become a great metallurgical centre, where iron could be made more cheaply than at any other equally accessible point in the country. The object of the present communication is to report progress, and to state how far my observations made in the region 1st month have justified the predictions of 1874. The five years which have elapsed have been, as all know, most unfavorable to the iron trade, and especially to new enterprises in untried regions, yet they have not passed without important industrial developments in the Hocking Valley, where not less than thirteen blast furnaces have been erected

Data pertaining to pipe line flow for both oil and gas in horizontal or nearly horizontal pipe lines are both extensive and accurate. However, the pipe formulas used to determine pressure drop for flowing fluids (liquids and gases) under conditions of horizontal flow are not generally applicable to flowing oil and/or gas wells. Except for some data developed in small laboratory set-ups, little or no information was available concerning flow of oil and gas mixtures in vertical pipes, when, in 1928, the writer began the development of a method for computing pressure drops in the pipes of flowing oil wells, as outlined in this paper. In 1929, Urenl presented some findings based on laboratory experiments in which vertical flow of an extremely heavy crude oil was induced by means of air through a 2-in. pipe, 41 ft. long. The friction factors derived from the experiment, as well as values for pressure drop per 100 ft., are not believed satisfactory in their application to flow problems in the field. Versluys,2 also in 1929, presented a mathematical development of the theory of flowing oil wells, and in 1930, gave a companion paper3 setting forth some principles governing the choice of length and diameter of tubing in oil wells. Since the termination of the study presented in this paper, another valuable contribution pertaining to the problem of vertical flow was made by Moore and Wilde.4 Although there were writings dealing with the principles of the gas-lift, a search of the available literature indicated that specific information on vertical flow was lacking with the exception of the writings of Uren, Versluys, and Moore and Wilde, to which reference has been made.
