Want of knowledge on the part of experts from abroad respecting the amalgamation-system, known as the Mexican or patio process, has been the cause in this country of trouble to many foreign mining companies. This process has not been looked upon by their managers as a satisfactory method of treating silver-ores, and they prefer to employ others, which, although more modern, and often more profitable in other countries, have not proved to be so under the exceptional conditions of this country, where labor is cheap and paid in silver, while fuel is very dear. The cause of this error of judgment is probably the inexact information which has been furnished by several authors respecting the economical results of the patio process. This treatment is not suitable for silver-ores of every kind. Simple sulphides of silver are best adapted to it, and, next to these, the combinations of complex sulphides, viz., pyrargyrite, polybasite, stephanite, proustite, etc. Chlorides, bromides and iodides of silver are considered rebellious ; argentiferous galena, blende, bournonite, as also argentiferous arsenical pyrites of iron and copper, are absolutelg unsuited to this treatment. Experience has proved that high-grade ores do not give as satisfactory results as those of mediurn grades, as, for instance, carrying from 1 to 2 kilos of silver per metrical ton. The patio process, as actually practiced in this district, comprises the following operations: 1. The ore is crushed in a dry state in a roller-mill, reducing it to pea-size, from which uniform samples, and, in consequence, correct assays, can be obtained. 2. It is then thrown into the arrastra, and pulverized with water, so fine that it will pass through an 80-mesh screen.

I. EARLY FURNACES. . COPPER blast-furnace construction in America has long recognized a general standard in the rectangular water-jacketed shaft with separate forehearth. The details, however, and especially those relating to shaft dimensions, have had to meet a great variety of conditions, and show no uniformity whatever. Selecting a few of the present day Western plants, we find furnace lengths varying from 12.5 to 87 ft., widths at tuyere level from 42 to 84 in., and heights above tuyeres from 5 ft. 4 in. to 22 ft. 4 in. ; and comparing present designs with those of the past, we meet contrasts no less striking. Unlike its transverse section, the length of a furnace has come to depend rather on the size of unit desired than on the requirements of smelting ; and if the question of length be ignored, several of the various existing designs can be grouped together on the basis of a common transverse section. This section, having a width at tuyere level of 56 in. and a height above tuyeres of 18, ft., was developed at Great Falls, and the story of its development contains some interesting features. OUR interest in the matter of pyrometers and pyrometry is primarily that of a user of considerable quantities of heat-measuring equipment; and while we play be somewhat critical on the subject we have aimed to make the nature of these comments constructive. The glass industry in America dates back to 1609, when Capt. John Smith started a small glass plant near Jamestown, Va., with a few Italian workmen, to manufacture glass beads for trading with the Indians. While the industry has expanded until it has reached a volume of over $200,000,000 per annum, the means of heat determination in Colonial days was the human eye, and in much of the industry the same means is used today. About 15 yr. ago the largest glass-house supply dealers began to sell platinum pyrometers, but as nearly all of these proved un-satisfactory, pyrometers met a temporary rebuff from the old-time glass manufacturers. As their ruggedness of construction, reliability, and stability have been improved, however, pyrometers have gradually won their way into more and more extensive use throughout the glass trade. But there are still many applications where pyrometers are not used, largely because of cost and upkeep considerations. There are two distinct fields in glass works for pyrometry. The first calls for accurate temperature measurement and the second only demands knowledge of relative comparative fluctuations of temperature, to know whether the work is becoming hotter or colder. For example, in a lehr for annealing glassware and removing strain we want accurate temperatures to know that the ware is heated to the critical temperature for rapid removal of strain. On the other hand, in a glass pot furnace nearly 120 ft. (36 m.) in circumference, where the pyrometer couples only project inside the furnace wall for less than 2 in. (50 mm.), it is inconceivable that these few inches represent the accurate temperature at every point of the 120-ft. circumference but the relative readings as to whether the pyrometer shows schedule temperature fluctuations are valuable indications for control. The subject of this paper implies three questions: whether regulation is necessary; if so, what sort of regulation is wise; and, finally, by what government the power to regulate is to be exercised. In the year 1937 emphasis falls on the third of those questions. This contrasts with the situation prevailing a dozen years ago, when the question was whether regulation was necessary at all; and with the situation a few months ago, when the third question seemed answered by the Supreme Court decisions on the National Recovery Act, Agricultural Adjustment Act and Guffey Coal Control Act, and by the ratification of the Interstate Oil Compact. It then appeared settled that the State and not the Federal Government possessed the regulatory powers and, granting that conservation measures are a recognized necessity, the problem seemed to be to develop the wisest kind of regulation that the Constitution would permit. Today, by virtue of developments during the first months of 1937, the oil industry is faced again by the question of whether the Federal Government is to have power to control its operations, along with those of the other basic industries. Developments in Governmental Control There have been three recent developments. The dominating one is the President's proposal that he be authorized to increase the size of the Supreme Court to 15 members. The implications of that plan ought to be perfectly plain to the oil industry. This suggestion is made in lieu of offering an amendment to the Constitution, to reverse the Supreme Court decisions mentioned. In those decisions the Court held that production does not constitute commerce, and hence that the Federal power to regulate interstate commerce does not extend to the regulation of production. These holdings were contrary to the Government's contention that the stream of commerce begins in the factory and ends with the consumer and may be regulated at any point from beginning to end. That position was urged in the Government briefs in Amazon Petroleum Co. v. Ryan, defending the petroleum code, and repeated as late as Feb. 10, 1937, in the case of National Labor Relations

FACED with rising costs, the mining industry is looking to new methods and equipment to supply the relief necessary for profitable operation. Conveyor transportation is rapidly taking a superior position to motor tramming in underground mines because of lower installation, maintenance, and operating costs. Haulage is always a critical problem in underground mining. The ease of operation and flexibility of a haulage system can have an important effect on ultimate mining cost. With the average tenor of ores on the downgrade, larger tonnages are required for the same metal recovery. This selection of a tramming system can be the key to a successful, paying plant. Because this shift is being made at an ever advancing rate, it may become necessary to tailor mining operations to the transportation system, rather than to select a haulage system fitting set mining methods. In choosing a haulage system, the relative costs of the various methods are of the greatest importance. Adapting the mine to one or the other type of tramming is not considered in the cost analysis, and very likely would make little difference, outside of location of drifts and raises. In the cost sheet, the problem presents recommendations for a conveyor installation and a comparison of equipment, installation, operation, maintenance, and power costs are made. As part of the study of the scratch-hardness method for metals and alloys in coöperation with one of the technical committees of the American Society for Testing Materials, the authors devoted considerable time to the study of the changes in hardness of metals when cold rolled. Various seemingly contradictory statements in the technical literature concerning the applicability of the serateh-hardness method to such cold-rolled materials were among the principal reasons for the investigation, the results of which are in part presented here. The effect of cold deformation, at least in moderate degrees, on the hardness as measured by the Brinell aid other common methods is so well known that further reference is unnecessary. Concerning the scratch hardness of cold-worked metals, Martens and Heyn state1 that hardness, whether measured by the ball-pressure rnethod (Kugeldruck) or by the scratch method (Ritzverfahren), will be increased by cold deformation. Jeffries and Archer give a seemingly diametrically opposite view. They state,2 that "the sclerometer (indicating scratch hardness) shows little difference between cold-worked and annealed metals." Portevin3 has shown that the rate at which the Brinell hardness of cold-worked copper and brass increases is very high for relatively slight deformation after which it drops to zero, while Merica and Walten-berg4 have observed that monel metal shows evidence of softening on

The knowledge of the existence of petroleum in Southern California dates back to the days of the missions. The presence of asphaltum and semisolid bitumen was reported at Santa Barbara in 1792, but no serious attempt was made to develop oil until Professor Silliman's optimistic report in 1865 started California's first oil boom. Wells were drilled in many counties of the State, but the equipment was unsuitable and the drilling difficult and no production was obtained except in Ventura County. Even there the production was of little importance commercially, and not until the early '80s did it become sufficient to again attract attention. In 1888 the production for the State had reached a total of about 700,000 bbl. per year, practically all light oil produced in Ventura County, Pico Canyon, Los Angeles County and in the Puente Hills. The production of petroleum attained the dignity of an industry in 1895 when the Los Angeles City and Coalinga fields were discovered. The subsequent development has been remarkable, and in 20 years the production has increased from 1,000,000 to 100,000,000 bb1. per year. The refining industry has kept pace with the production of oil. The Pacific Coast Oil Co., the predecessor of the Standard Oil Co. of California, was the virtual pioneer refining company of the State, having built a refinery at Alameda about 1880. When purchased by the Standard, about 1902, it was dismantled and the refinery at Point Richmond was built. The Richmond refinery is now one of the largest in the world, having a capacity in excess of 60,000 bbl. per day. A small refinery was built by the Union Oil Co. at Santa Paula in the early days of the industry and later many asphalt refineries were in operation in Southern California. The Pacific Coast Oil Co. was then, as has been its successor, the Standard Oil Co. of California, the principal refiner and marketer of light products, the most valuable of which was kerosene. Before the opening of the twentieth century, gasoline of excellent quality was produced, though it was always a drug on the market and was produced for the simple reason that its presence rendered the flash and fire tests of the kerosene too low. THE experiments described below are a continuation of work on the graphitization of cast iron conducted as part of the program of funda-mental research at Battelle Memorial Institute. In previous work it was found that melting in hydrogen increased the amount of eutectic and in others i produced al marked changes in the size of the graphite flakes. These effects seemed to be III sulphur and manganese present in the material studied. OF THE many instruments devised for the measurement of magnetic anomalies, the ordinary dip needle, by virtue of its superior simplicity of construction, facility of manipulation, and definiteness of interpretation, seems to merit serious attention as the instrument most readily applicable to the detection of magnetic anomalies of the higher order of magnitude. , In spite of the fact that it has been used for many years for the discovery of iron ore in Europe and in the Lake Superior region of America, its capabilities as a geological instrument have not yet been thoroughly plumbed. The Wisconsin Geological Survey, under Dr. W. 0. Hotchkiss, E. F. Bean, and H. R. Aldrich, has been most thorough in developing the technique of the instrument, and the results it has obtained have aroused a general interest in a more widespread use of geomagnetics as an exploration method and the dip needle as a geological instrument. The simplicity of the instrument is an especial advantage, as it can be used by anyone, regardless of his technical training; but to insure useful results not only is a knowledge of the background of geomagnetics necessary but also an understanding of the principles of the instrument itself.

THE production of fluorspar is one of the smaller nonmetallic indus-tries in the United States with a capital investment-about $10,000,000. Shipments from United States mines' in 1936 totaled 176,231 short tons valued at $3,111,268, an average price of $17.65 per ton. At present the demands of the United States for strorltium are met by imports from Germany, England and Canada, which vary considerably in proportions of ore and finished salts, in tonnage and in value. Statistics for the period 1926-1932 are given in Table 1. Domestic deposits arc known in many states, but the larger and purer ones are in the West, particularly in the desert region of southeastern California and western Arizona. These deposits are large enough to command interest, particularly in consideration of future cheap power at the Boulder Dam. The deposits described in this paper were examined during an investigation of the mineral resources of the Boulder Dam region by the United States Geological Survey for the United States Bureau of Reclamation in the spring of 1934. Mr. D. F. Hewett, who had general charge of the investigation, Mr. W. T. Schaller and Mr. M. I. Goldman contributed many helpful suggestions. Mr. N. H. Harshman assisted efficiently during the field work. Celestite Deposits The celestite deposits described in this paper are of sedimentary origin and Tertiary age.
