IN no part of the world other than a small area in Pennsylvania is anthracite mining an industry of major magnitude. As the deposits of anthracite in the United States are limited virtually to Pennsylvania, the difficulties of this industry have been commonly considered a state rather than a national problem. However, there is also national interest in the conservation and wise utilization of all the country's fuel resources and in the control of interstate waterways. The anthracite industry is confronted with a serious problem of water accumulation in many of the mines, a problem that must be solved in the near future if progressively higher mining costs are to be avoided. It cannot be solved by the operating companies without state or Federal aid, or both, owing to the magnitude of the work required, the diversity of interests of the coal and surface ownerships, the hazard to the whole mining community, and interests affected outside the mining region. 'The costs of abating the ever-increasing surface seepage to mine workings and of handling this seepage once it has occurred are beyond the eco¬nomic resources of the operating managements.

Seven mines with important production records in the Coeur d'Alene lie adjacent to the Gem stocks —the Frisco (Gem), Hercules, Interstate, Rex (Sixteen to One), Success (Granite), Sunset, and Tamarack. Old records are incomplete, but available data given in Table I show these mines have produced 10.550,721 tons of ore containing more than 50 million oz of silver, more than 1.5 billion lb of lead, and about 1 billion lb of zinc (approximately 1.25 million tons of lead and zinc combined). Average ore grade is 4.8 oz of silver per ton, 7.2 pct Pb, and 4.6 pct Zn. This impressive production represents about 12 pct of the District's yield. At present metal prices, with modern beneficiation, the gross value would be more than $400 million. THE GEM STOCKS The Gem stocks, considered to be outliers of the Idaho batholith of Late Cretaceous age, are located in the northern half of the Mullan quadrangle, and extend from the town of Gem, Idaho, along a strike of N30°E for a distance of approximately five miles. They occur as two major masses of monzonitic rocks commonly referred to as the North stock, which covers an area of 1.1 sq miles, and the South stock, which covers 2.6 sq miles. The areal pattern is roughly club-shaped, the North stock representing the handle and the South stock the head of the club. Two and a half miles west and five miles northeast are two groups of smaller stocks, isolated from the main masses but of the same general rock type. This discussion is limited for the most part to the North and South stocks. At the north end, where the intrusion is about 3200 ft wide, the walls are about parallel and dip very steeply west. At the south end, where the mass is about 7000 ft wide at surface, the walls dip away from each other at moderately steep angles. An aeromagnetic survey' detects and outlines with surprising accuracy the two main stocks. as illustrated on the magnetic contour map (Fig. 2). Of particular interest is the location and shape of the magnetic anomaly representing the South stock. The anomaly is centered over the south end of the outcrop, and a westerly extension joins it with a smaller anomaly over the Dago Peak stocks. The latter anomaly, likewise, is located over the south end of the isolated stocks. This pattern suggests the intrusion has greater extent at depth to the south and west. Though correlation between the Dago Peak stocks and the larger masses is suggested, the controversial aspects of the Dobson Pass fault, which separates the two areas, casts doubt on a correlation. Topographically the monzonite stocks are ignored by the drainage pattern indicating these rocks, and the invaded rocks of the Lower Belt Series react similarly to erosion. The drainage patterns of Nine Mile and Canyon creeks cut indiscriminately across the monzonite-Belt contact, resulting in both valleys and ridges in the southern end of the intrusion. Nine Mile Creek traverses diagonally the entire five-mile length of the stocks. The monzonite rocks of the intrusion are referred to locally as granite, but granite is rare and the rocks comprise a wide variety of types. Their characteristics, described in detail by F. L. T HE Mining Methods Committee held its initial meeting* on Tuesday afternoon, with F. W. Bradley in the chair and W. Y. Westervelt as vice- chairman. The first paper to be presented was "A Plea for a U. S. Court of Patent Appeals," for which Kenneth W. Greenawalt ably pleaded. The paper (which was published in full in last month's issue) is so carefully prepared that no synopsis can do it justice. It discusses the opposed views of some patent lawyers and other lawyers and members of the judiciary as, for example, Chief Justice Taft who is quoted as saying in 1921: "I think it is a great deal better to take a first class lawyer and a first-class judge and make him a good patent expert than it is to take a patent expert and try to make him a first-class lawyer and a good judge." Mr. Greenawalt argued the need for specialized scientific and engineering interest and understanding to enable a lawyer or judge to prepare or interpret patent specifications and decide the originality necessary for a valid invention. He proposed the special U. S. Court of Patent Appeals to also counteract the costly confusion and injustice now ruling where a patent may be declared valid in the courts of certain States and invalid by the courts of other States.

Some years ago, the writer described heat checks or thermal cracks that occur in die-casting dies.' The life of dies was considered in relation to. the casting temperature, the material used for the die and the heat to be absorbed by the die per unit volume of casting made. The mechanism of the action that results in thermal failure of dies was described. In the present paper the writer proposes to describe some additional observations in regard to heat checking, make one or two suggestions as to the method or methods for further attack of the problem, and give the results obtained on some work carried out along these lines. Importance of Heat Checking Heat checks in steel are the source of trouble in many industries besides that of die casting. Every shop where metals are subjected to hot working is searching for improvement and hoping for a cure. The development of a material of sufficient strength to be used as a die and yet devoid of the property of heat checking would be a godsend to many shops and many industries. The need for thorough study and research on the subject is evidenced by the wide variety of hot-working die steels on the market. It is peculiar, but true, that in practically every case the maker of the steel can give concrete evidence to prove his contention that his type of hot-working die steel is as good as or better than any other. A number of steel companies have several hot-working die steels from which choice can be made to fit a particular set of requirements. Possibly to expect one material to be universally the best hot-working die steel is unreasonable. In some hot-working operations, as in drop forging, the die must have great toughness to withstand the stresses developed; in other operations, as in hot piercing or punching, resistance to erosion at high temperatures, possibly defined as strength and hardness at elevated temperatures, is required. In still others, as in die casting, only sufficient hardness to resist scoring between moving surfaces is required, whereas the resistance to sudden changes in temperature must be at a maximum.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. THIS paper gives a short account of plastic deformation as observed in single crystals of zinc, zinc having been selected for the experiments described herein because the phenomena are comparatively so simple and can be studied throughout such a wide range. It is hoped that the paper will serve to show the type of information which studies of single crystals afford and will contribute toward the solution of the general problem of metallic behavior. PRODUCTION OF ZINC SINGLE CRYSTALS The method of Czochralski,1 as modified by von Gomperz,2 was used to produce the crystals studied. The equipment is shown in Fig. 1. Molten zinc is held in a crucible at a temperature which is not far above its melting point, as measured by a pyrometer. A lava disk floats on ,the melt, and is provided with a central hole about 1 mm. in diameter. A glass tube, drawn into a capillary at the lower end, is suspended from a string which is wound up by an electric drive at the speed desired. At the start, the glass capillary is let down into the melt and the hoist is started.. The capillary brings up a small quantity of molten metal with it to a point just above the lava disk. At this point, a jet of hydrogen cools it and causes it to crystallize, with the result that a small crystal forms. As the hoisting is continued, more molten metal is drawn up, in turn to be solidified by the jet of hydrogen. This additional metal continues the growth of the crystal already formed, and a long, cylindrical crystal results. The speed of hoisting used was generally between 0.1 and 0.5 mm. per sec., and the crystals were from 4 to 6 in. long and about 1 mm. in diameter. By varying the conditions, crystals of quite different orientations were obtained and were used in the study of the phenomena to be described.

RESEARCH in the steel industry, as in other lines of manufacturing, has for its principal purpose the increasing of profits. That is what manufacturing companies are for, and all departments of the organization must be so coordinated as to lead to profitable operation. To divide a payroll into productive and non-productive labor is misleading. Productive labor, in fact, is necessary labor, and non- productive labor is the labor we can get along without. One might as well say that the steering wheel is not a part of an automobile as to say that the directing minds of an industry are non-productive. Legitimate manufacturing profits in a steel company or any other company are the reward that the public pays for service rendered or risk taken. The desire for profits is the impelling motive that leads investors .to take risks and build up industries that give employment to others. Every department of a company, be it executive, manufacturing, financial, sales, or research, must contribute to the one end which brings success-profits.

ALMOST everyone in any of the five counties embracing the great East Texas field depends heavily upon oil for his living whether or not he actually owns a well or piece of royalty himself. Oil is a natural resource that, when utilized, spreads its benefits over a vast area and into many channels. Depending then almost entirely upon agriculture: what is now known as the East Texas oil field a decade ago had a scattered farming population. For many of its people, tomatoes and other vegetable crops coupled with the old southern stand-by of cotton, furnished an adequate living and a small cash surplus. Some farm families on the red hills, however, were not far re- moved from the sowbelly and black- eyed peas, or cornpone and potlikker, standard of living. Kilgore of that day, was a village of less than 850 per- sons. Longview, with just over 5000, apparently had reached the limit of its growth. Tyler was an overgrown farming town of around 17,000 persons, de- pending largely upon the agricultural income of Smith County and surrounding territory for which it was a trading center.

QUANTITATIVE knowledge of the time element involved in austenite transformation in a particular steel provides a sound basis for understanding and planning heat-treatment. Such knowledge is conveniently obtained by measurement of austenite transformation as it occurs at each of a series of temperature levels. The results of these measurements usually are summarized in the form of the now familiar isothermal transformation diagram (I-T diagram, TTT diagram, or S-curve). Although a considerable number of such diagrams already have appeared in the literature, there remain many compositions of commercial importance for which no I-T diagram is available. The diagram for many such steels may be predicted from published data with sufficient accuracy for most practical purposes, but for others no satisfactory prediction can be made because the effect on austenite transformation of one or more of the important alloying elements present is not well enough known. Such a steel is Nitralloy, Type 135-Modified, which, containing about 1.25 per cent aluminum, differs from any whose I-T diagram has been published. This paper presents results of a study of the isothermal transformation behavior of a sample from a commercial heat of this aluminum-chromium-molybdenum steel, together with pertinent supplementary data including the equilibrium transformation temperatures (Ae3 and Ae1), the temperature range of martensite formation, and the end-quench hardenability. These data are directly applicable to the heat-treatment of this type of steel and are of interest in revealing some of the fundamental effects of aluminum as an alloying element in steel. MATERIAL All specimens were prepared from a 13-in. diam bar forged from a 5 by 5-in. billet from a commercial heat made in an electric arc furnace. The composition of the bar was; C, 0.41 per cent: Mn, 0.57: P, 0.016: S, 0.005: Si, 0.24: Ni, 0.17: Cr, i.57: MO, 0.36: Al, 1.26. The forged bar was normalized from 1750°F (955°C) and then tempered for one hour at 1200°F (650°C), this tempering treatment having been given to facilitate the machining of specimens. EQUILIBRIUM TRANSFORMATION TEMPERATURES In hypoeutectoid steel the minimum temperature at which austenite is completely stable, Ae3, and the maximum temperature at which austenite is completely unstable, Ae1, are of great significance in heat-treatment. The Northeast Tripp Slide is one of the larger slope failures that can be attributed to open pit mining. It is a 11.7 million cubic meter (15.3 x l0 6 yd3) wedge failure created by two thick gouge-filled fault zones whose intersection plunges into the Tripp pit at 13°. One unique aspect of this failure is that the slide is now stable despite having moved an estimated 8.5m (28 ft.) towards the pit and having reached a maximum overall velocity of 2lmmlday (0.07 ft/day). The slide started to fail in 1968, accelerated until mining in the slide's toe area was halted in April 1970, then began to decelerate. With the cessation of mining in the toe area, rubblized rock sloughed into the pit bottom which added weight to the failures toe constraints and began the stabilization process. Measurements from a network of survey stations revealed a correlation between the slide's velocity and heavy precipitation. Runoff water accumulating in the tension cracks is believed responsible for this correlation. Moreover, the survey net measurements showed that during the failure's last stage the vertical component of the slide's movement greatly increased. It is proposed that this settling was caused by plastic-like flowage of the clay gouge underlying the failure The fault zone's effective shear strength was estimated by a back- analysis on the wedge's geometry and by performing direct shear tests. The tests, performed on cores taken from samples that were collected on the failure, yielded a residual shear strength of: cohesion 0.61 kg/cm2 (8.7 lb/in2), and a friction angle of 9.6°. This residual shear strength was near1y equal to the back-calculated strength indicating that the controlling fault's effective strength was essentially the same as the residual shear strength of the gouge filling

IN our never ending search for new and better ways of underground mining, we find that transportation has had its share of new ideas in the past few years. The old and still effective method of track haulage has had some competition from rubber tired cars and belt conveyors, each of which has its own safety hazards which demand close scrutiny in any safety study. The use of shuttle cars, in particular, has introduced clearance hazards caused by the absence of the more or less positive guides formed by the rails of a track sys¬tem; likewise the requirement of greater clearance tends to increase roof hazards which we all know to be great enough with the best of methods. However, the subject of transportation hazards is too broad to be covered entirely in one paper, so I will confine myself to track methods which carry the preponderance of underground tonnage. I am quite sure that to this group it is an evident fact that haulage accidents are of major importance. However, to stress the point, it may be well to look at a few figures.
