The industries engaged in winning minerals from the earth, because of their widespread dissemination, are faced with perhaps as wide a variety of labor-management problems as may be found in any other broad sphere of productive activity. Those problems are continually increasing in volume and complexity, and management has become aware of their growing importance. For the past quarter century at least, labor-management problems have largely been union-management problems. During this period tremendous assistance has been given labor unions through legislation and administrative and political action. In the United States, legislation favorable to unions has come about in the form of the now defunct National Industrial Recovery Act; the Wagner Act, most of which has been carried forward in the Taft-Hartley Act; the Norris-La Guardia Act; the Wage and Hour Law; the Walsh-Healey Act; and others. The result has been to transfer from the hands of management to those who direct the affairs of the unions a large share of control over the industry and to hamper in many ways the remaining control left to management. In the United States there are many examples of the power of unions to injure whole industries seriously with- out regard to the interests of management, the employes, or the public. This chapter deals with the various phases of labor-management relations as they affect the principal segments of the mineral industry in North America. To the greatest extent possible available data is presented pertaining to the unions involved, their relative strengths, labor law, compensation and fringe benefits of employes, working conditions, and related matters. As background, the historical development of union-management relations in the respective segments is included where possible. (written discussion?).-On studying this paper it has occurred to the writer that possibly it was the drilling of the test cores that produced the strains which affected in-juriously the authors' unrested bars. They found that the machining had only a slight effect, but did they also investigate the effect of the drilling by trying rest applied to the bloom sections before the cores were drilled from then? The writer has heard of a similar effect of rest after machining on test bars from castings, and it would seem more reasonable that the ductility was increased because the rests relieved strains pro-duced in chilling the test cores from the blooms, than because of any peculiar combination of solidification and rolling strains in the blooms which did not exist in smaller billets.

A SERIES of papers on the study of austenite grain A size in cast steels has been published recently.'" These studies show that in the as-cast state, the austenite grains are quite large, for they form as the steel freezes at a very high temperature, but a simple reheating above the critical range produces a new set of austenite grains which, in many instances, is finer than ASTM grain sire No. 8. Furthermore, there is no apparent relationship between as-cast austenite grain size and subsequent grain size produced by heat treatment. The as-cast austenite grain size can be determined easily in plain carbon and low alloy steels which produce a continuous grain boundary f errite envelope in the as-cast structure. Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

HAND picking was the earliest form of coal preparation, first practiced to improve the outward appearance of the coal being loaded and to remove any pieces that might appear objection- able to the buyer. It is still extensively practiced on the plus 1-in. sizes and particularly on the plus 4-in. and larger sizes. The percentage of ash reduction that can be obtained by hand picking depends entirely upon the amount of free impurity occurring in the coal. In a particularly dirty seam, where a considerable quantity of rock occurs with the coal as mined, hand picking produces sizable reductions in ash. If the coal is prepared clean at the working face hand picking is a final check; in some cases, on the smaller sizes, it is practiced only to show that an effort is being made to prepare a clean product. Because of the variety and different methods of handling coal, the early plants were not always adapted for efficient hand picking. At most mines an attempt is made to remove the visual impurities at one or more of the following places in the surface plant? (1) in the tipple during screening; (a) on picking band, belt, or shaking conveyors;*(3) during the loading of the coal as it goes into the railroad car. Whatever the physical arrangements of the plant may be, the usual practice is to run the coal over the screen, picking table or boom at such a rate that each piece of impurity is exposed to the view of the picker. Coal should be uniformly sized and spread out on the table so as not to exceed one particle in depth. The flow should be even in tonnage and the speed of travel should be from 30 to 60 ft. per minute and not exceed 80 ft. per minute. The dirtier the coal, the slower the speed required for a fixed number of pickers. Actually, picking capacity depends on the number of particles per minute that can be picked out and rejected. The percentage of impurity removed is determined by this and the average weight of piece rejected. Handling a mixture of sizes from nut to the largest lump over the same picking table or conveyor is not conducive to efficient separation by hand picking because the lump hides the smaller

ATER the preliminary registration at which approximately 380 members and guests were registered, the 138th meeting of the Institute was opened in the Concert Room of the Palace Hotel. E. A. Hersam, chairman of the San Francisco Section, voiced a brief welcome and introduced F. W. Bradley, president of the Institute, who presided over the remainder of the morning session. After expressing the welcome of the Institute to the members and guests, he read a telegram from Secretary H. Foster Bain, extending the best wishes of the eastern staff and members for a successful meeting. He next introduced Theodore J. Hoover, dean of the School of Engineering, Stanford University, who read an address by the Secretary of the Interior, Ray Lyman Wilbur, briefly outlining California's part in the mining industry and giving the welcome of California to this meeting of the Institute.

The Widmanstatten figures found in the steels have been long recognized and in some aspects carefully studied,' especially as they occur in cast hypoeutectoid alloys. Aside from the practical importance of the structures obtained in the steels by various heat treatments, a study of the characteristics of these figures is interesting because of the rich opportunity the system affords to obtain new data on the mechanism of segregation from solid solutions. This opportunity is twofold: first, by changing composition within the austenite range the proeutectoid precipitate may be changed from that of ferrite to that of cementite, thus offering the same opportunity for changing the type of precipitate while maintaining the same basic lattice as that afforded by the Cu-Zn alloys;2 and second, the eutectoid inversion leads upon drastic quenching to the formation of martensite, a Widman-statten figure of unique interest from the crystallographic viewpoint, particularly in comparison with those formed on slow cooling.3 We have, therefore, two types of structure to study: that formed on slow cooling of hypoeutectoid and hypereutectoid alloys, and that formed on quenching hypoeutectoid, eutectoid, and hypereutectoid alloys. For each of these types of structure we require the crystallographic plane in the mother austenite along which the precipitate forms (we shall see that the precipitates in these alloys are invariably platelike in form), and also the orientation of the precipitate upon this plane. This paper describes the evolution of transportation at an important mining property, beginning at a time when the railhead was 400 mi. distant, and tracing the steps leading to the development of what is probably the heaviest ore train ever operated in underground mine service over narrow-gage tracks, a 300-ton ore train on a 20-in. track, at working costs closely approximating those obtained on systems involving much greater capital expenditure. Useful where geological and financial considerations render inadvisable the excavation and maintenance of large tunnels and heavier rolling stock. THE problem of transportation in the Clifton-Morenci district of Arizona has been one of peculiar difficulty and consequently has been an important factor in the cost of mining and treating the ores produced. From the crude beginning made over 50 years ago, many changes have been necessary to keep pace with the increased output of copper. A heavy-duty haulage system has developed on the original 20-in. track gage to meet the existent metal-mine conditions.

THE part that acceleration plays in starting a belt conveyor and its effect on belt conveyor design are well understood in a general way. Its practical importance is easily overlooked, however, and under some conditions, it is absolutely necessary to give the problem of acceleration detailed study. Most handbooks on conveyor belting design adequately present basic data for the determination of acceleration values. This paper will only attempt to present practical thinking and a convenient method of treatment of acceleration in belt conveyor design. Mathematical Analysis In working out the various problems of conveyor belt acceleration, the starting point, as presented by the handbooks, is the familiar formula of "force of acceleration is equal to the mass times acceleration." By expressing these fundamental quantities in terms of belt conveyor design, it is possible to arrive at the unsuspected conclusion that the acceleration time for horizontal belt conveyors is independent of the load, and instead, dependent upon the belt speed, the type of drive arrangement and drive pulley, and the idler coefficient of friction. The mathematics leading to this conclusion are shown in Table I, which has been prepared to show, this derivation. While at first the conclusion just given may not seem to be reasonable, further reflection indicates that obviously the type of drive pulley and the type of drive do affect materially the tension in the conveyor belt, and thus, as clearly shown, the time of acceleration is dependent upon the factors mentioned. Inasmuch as all of the factors except time are predetermined by the belt conveyor design, it becomes relatively easy to establish the accelerating time and to reduce further this time determination to a simple graph from which the time in seconds can be read directly. Such a graph is given in Fig. 1. The table appearing on Fig. 1 should be explained further. For a given belt speed, the time of acceleration can be expressed as a percentage of the belt speed. The time of acceleration is also dependent on the drive arrangement, and changes in the drive arrangement consequently change the time of acceleration. It further follows that for a given belt speed, the time expressed as a percentage of that belt speed also changes with the type of drive. Obviously then, it becomes possible to graph the percentage of speed for each type of drive against the belt speed and accelerating time, after which, for a given belt speed and type of drive, the time can be read directly in seconds. Two constants were established for Fig. 1, the first one being the limiting of the maximum acceleration tension to 35 pct of the full load operating tension in the belt. The purpose of this is to limit the total tension imposed upon the belt during the acceleration period to 135 pct of the full load operating tension, which is the amount required to start or breakaway the fully loaded belt conveyor from rest. The other constant is the friction factor used for the idler equipment, which has been established as 0.022. For installations where it is necessary to establish the values of acceleration, invariably high grade idler equipment is used, and it has been established from. field experience that 0.022 for the idler friction factor is amply conservative. The use of this friction factor for idlers must be tempered with judgment, of course, for occasions will arise where more power than indicated is required to start, even with the very best of equipment, such as low temperature operations that tend to congeal the grease in the bearings and thus produce additional friction drag. An inspection of the table in Fig. I affords a convenient rule of thumb method for determining the acceleration time, which conveniently can be 5 pct of the belt speed in seconds. The 5 pct of belt speed figure is close to the average for most types of drives. In using Fig. 1 it must be emphasized that it applies accurately to horizontal belt conveyors only.

THE knowledge of the existence of petroleum in Southern California dates back to the days of the missions. The presence of asphaltum and semisolid bitumen was reported at Santa Barbara in 1792, but no serious attempt was made to develop oil until Professor Silliman's optimistic report in 1865 started California's first oil boom. Wells were drilled in many counties of the State, but the equipment was unsuitable and the drilling difficult and no production was obtained except in Ventura County. Even there the production was of little importance commercially, and not until the early '80s did it become sufficient to again attract attention. In 1888 the production for the State had reached a total of about 700,000 bbl. per year, practically all light oil produced in Ventura County, Pico Canyon, Los Angeles County and in the Puente Hills. The production of petroleum attained the dignity of an industry in 1895 when the Los Angeles City and Coalinga fields were discovered. The subsequent development has been remarkable, and in 20 years the production has increased from 1,000,000 to 100,000,000 bbl. per year. The refining industry has kept pace with the production of oil. The Pacific Coast Oil Co., the predecessor of the Standard Oil Co. of California, was the virtual pioneer refining company of the State, having built a refinery at Alameda about 1880. When purchased by the Standard, about 1902, it was dismantled and the refinery at Point Richmond was built. The Richmond refinery is now one of the largest in the world, having a capacity in excess of 60,000 bbl. per day. A small refinery was built by the Union Oil Co. at Santa Paula in the early days of the industry and later many asphalt refineries were in operation in Southern California. The Pacific Coast Oil Co. was then, as has been its successor, the Standard Oil Co. of California, the principal refiner and marketer of light products, the most valuable of which was kerosene.

The distribution coefficient, k, of interest in zone refining is generally defined as the ratio of the solid to the liquid solubilities of one element in another at the normal melting point of the solvent. In practice, distribution coefficients are frequently calculated from solubilities at temperatures well below the melting point of the solvent, e.g., at a eutectic temperature. This is done because of the general lack of accurate data on the liquidus and solidus curves in most phase diagrams. The practice is equivalent to assuming that the liquidus and solidus curves are straight lines in the temperature range between the melting point of the solvent and the temperature at which data for the solubilities are known. It is recognized that the k values so derived may be in serious error; we have found evidence in recent zone-refining operations that a case in point is silicon in aluminum. The phase diagram found in the literature for silicon in aluminum indicates a eutectic on the aluminum-rich side at 12.5 at. pct Si and at 577°C,1 and a solid solubility of silicon in aluminum at this temperature of 1.59 pct.2 It also shows the liquidus and solidus as nearly straight lines from 577°C to the melting point of aluminum (660°C)1,2 The k value obtained from this data is 0.13. This is almost exactly the same as the k value (about 0.14)' obtained in a similar way for copper in aluminum. Yet we have found by mass-spectrograph analyses* of three bars of zone-refined aluminum that copper is efficiently removed from aluminum by zone refining but silicon is not. Two of the three bars of aluminum were zone-refined in our laboratories, the other in the laboratories of AIAG Metals, Inc. The former two bars, designated bars PG2 and PG3, were 30 in. long by 1 in. in diameter during refining; each was processed in a high-purity graphite boat* and kept under refining stage of the process consisted of thirty unidirectional zone traverses at rates of about 1 to 2 in. per hr, with a zone length of 1 to 2 in. At approximately the middle of the refining period a 6-in. piece of the impurity-laden finishing end of the bar* was cut off and replaced with new start- ing material. Following refining, the purest 20-in. section of the bar (obtained by discarding approximately 2 in. of the starting end and 8 in. of the finishing end of the bar) was leveled and then analyzed. The AIAG bar was 16 in. long and about 1.2 in. in diameter; it was purified by eight passes of a 2-in. zone at a rate of 1.6 in. per hr, the bar being contained in a sintered alumina boat lined with loose alumina powder of the highest purity. Data for the silicon and copper contents of the three refined bars are given in Table I. Derived data for the efficiencies of the zone-refining operations are listed in Table 11. It is clear from these two tables that the copper is removed much more efficiently—by a factor of 10 to 50 times—from aluminum during zone refining than is silicon. For example, in bar PG3 the thirty zone passes reduced the copper content from 10 to 0.02 ppm, i.e., by 500 times, whereas the same treatment lowered the silicon content by only a factor of about 16. It seem virtually certain, therefore, that the distribution co efficient, k, for silicon in aluminum is well above that for copper and is very likely not much below unity. This also implies that the solidus line on the aluminum-rich side of the A1-Si phase diagram is very probably appreciably curved near the aluminum melting point since the phase-diagram data indicate such curvature is unlikely in the liquidus.

Selection of an alloy steel for a heat-treated article has been facilitated by methods for the calculation of harden-ability,' as-quenched hardness and tempered tensile strength.2 Ductility and toughness may also be estimated if the steel is completely hardened on quenching, 5,6 and the present study was carried out in order to develop a basis for estimating the Izod impact strength of partially hardened steel. The investigation was directed toward the prediction of Izod impact strength in steels of normal commercial quality without consideration of special compositions or heat-treatments that might produce abnormal brittleness. It was found that Izod impact strength of alloy steel is controlled by hardness, degree of hardening on quenching, and grain size. In finegrained steels the impact strength for any given degree of hardening is inversely proportional to the tempered Rockwell C hardness, and the relation of impact strength to hardness is lowered by incomplete hardening. Calculation of the tensile strength and impact strength of heat-treating steels has shown that, except at very high strengths, tensile strength is raised by alloys without loss of impact strength whereas the tensile strength gained by higher carbon contents tends to be accom- panied by a disproportionate loss of toughness. Plain carbon steels give relatively low and unpredictable impact strength. The calculation is sufficiently accurate to be helpful in the selection of alloy steel, and common grades of alloy steel have been evaluated with respect to combinations of tensile strength and impact strength attainable after heat-treatment in sections from I to. 4 in. in diameter. Procedure The study of the relation of hardness to impact strength was based on test data derived from 24 heats from four producers. The steels included the following SAE and AISI compositions: 1020, 1030, 1040, 1340, 3310, 33167 4320, 43.30, 4340, 8620, 8630, 8640, 8720, 8730, 8740, 931°, 9317, 9440, 9917 and three high-alloy chromium-nickel-molybdenum steels. As far as is known, the steels tested were of normal commercial quality. They were supplied in 4-in. sections, which were forged to smaller sizes, prenormalized, and machined to final dimensions. Heat-treatment was carried out by heating to the usual austenitizing temperature for the grade of steel, holding for one hour per inch of thickness and quenching in still oil at room temperature. Previous work had indicated that this quenching treatment approximates a severity of H = 0.3; The bars were tempered as follows: 34 in., I in., and 1% in., 2 hr; 235 in., 3 hr; 4 in., ; hr. The Verde mining district is in Yavapai County, in north-central Arizona. Jerome, the principal town, has a population of 6000 and the two important mines of the district—the United Verde and the United Verde Extension—lie almost within its limits. Perched high on the southwest side of the Verde valley, at elevations of 4800 and 5500 ft. (1463 and 1676 m.) respectively, both mines have long tunnels from their lower levels through which the ore is hauled to the smelters. Clarkdale, the smelter town for the United Verde mines, lies in the Verde valley 4.1 miles (6.5 km.) distant in an air line from Jerome and at an elevation of 3560 ft. The two towns are connected by the standard-gage railroad of the Verde Tunnel and Smelter R. R., a subsidiary of the United Verde Copper Co. This road is 11 miles long and has a compensated grade of 4 per cent. At Clarkdale it connects with the Verde valley branch of the Santa Fe railroad. Clemenceau, the smelter town for the United Verde Extension mine, lies 3.5 miles (5.8 km.) in a southeasterly direction from Clarkdale, at an elevation of 3420 ft. It is connected to the Verde Valley branch of the Santa Fe railroad at Clarkdale by the Arizona Extension R. R., a subsidiary of the United Verde Extension Mining Co. The portal of the haulage tunnel, at an elevation of 3757.5 ft., is also connected with the smelter town by 4 miles of standard-gage track belonging to the same company. In the vicinity of Jerome, the great southern escarpment of the Arizona plateau forms the northeast side of the Verde valley. The general level of this escarpment, or "rim" as it is called, is about 4000 ft. above the Verde River. A corresponding elevation is reached only by the highest peaks of the Black Hills, which bound the valley to the southwest. Two lava-capped mesas, known as "Mingus" and "Woodchute mountains," form the culmination of the Black Hills. That part of the Old Black Hills mining district which lies between their crests and the Verde River is now known as the Jerome, or Verde, mining district. The purpose of any accident-prevention program is the curtailment or entire elimination of injuries and fatalities. It is a job that is never finished in the coal-mining industry. Day by day, on shift and off shift, men are exposed to injury and death in varying numbers. Seldom is it possible to lock up at the end of the shift and leave a mine plant in the care of a sleepy watchman, as can be done at most manufacturing plants. Even on off shifts there are maintenance and supply crews, coal cutters, pumpers and ventilation men exposed to danger. The prevention program of The Koppers Coal Co. recognizes two primary facts: First, no program can be successful without the full support of the management and complete knowledge of the job at hand on the part of every supervisor. Second, and equally important, is the full cooperation of every employee in observing the safety rules and practices set up by the management. Conscious day-to-day concern for his safety by the individual worker is the longest stride toward a good safety experience. How to accomplish the education of the individual worker and supervisor for safety is the problem of The Koppers Coal Co., as it is the problem of all coal companies. Safety Rules A simply stated set of Safety Rules and Practices for the government of employees is the starting point with The Koppers Coal Co. There are but 13 of these rules, which are short, easily understood and followed by a campaign of education and inspection. Each employee receives a set of these Safety Rules and Practices and signs a receipt for them, which is bound in at the back of the booklet, and this receipt becomes a part of his employment record. IN 1898, Joseph L. Giroux and J. A. Snedaker organized the Pilot Knob Copper Co. and began developing the Pilot Knob mine at Kimberly, Nev., for high-grade copper ores, carrying good gold and silver values that the formation had disclosed. At that time the nearest railroad was over 150 mi. distant. The high-grade ores did not prove to be extensive at this point-at least to the depth. (240 ft.) to which the work was carried-but development of neighboring claims indicated extensive deposits of sulfide porphyry ore of concentrating grade lying at shallow depth, and deeper deposits of direct-smelting oxidized ores occurring in limestone near the limestone-porphyry contact. The properties passed through the hands of several organizations, with only meager development, until acquired in 1913 by Consolidated Coppermines Co., whose holdings now comprise 3480 acres of mining claims in the Robinson district. Since that time development has been prosecuted more actively; and for the purpose of determining the most efficient and economical method of treating the ores, considerable testing work has been done during the past three years, both in the laboratory and in actual mill operations. At first, the shipments were of ore high enough in grade to be profitable even with the long wagon hauls to the railroad and prevailing freight and smelting charges. In 1905, a blast furnace and a concentrator were erected at Kimberly. On account of insufficient ore supply, the blast furnace was never blown in and later was dismantled. The concentrator as originally equipped wag operated for only about two months, both because the ore supply was not sufficient and because gravity concentration did not yield satisfactory extraction. The location and arrangement of the mill further entailed high operating costs. In 1908, the Nevada Consolidated Copper Co. began to mill successfully, on a large scale, its sulfide porphyry ores, which are similar in character to the adjacent Coppermines ores.
