IN 1938 the Republic Steel Corp. announced that it had leased the ore mines and other property of the Witherbee Sherman Corp. at Port Henry, N. Y. The announcement brought forth an interesting reaction. Two questions were asked repeatedly: (1) Is the iron product high grade? (2) Is there a substantial reserve? The answer to both questions was and is a decided and emphatic "Yes."

Roof bolting in coal mines has progressed very rapidly in the last decade, and today this method of support is in general use. There are many theories concerning the functions of roof bolts, but the importance of beam building is indisputable. Proper tension in the bolts minimizes shearing along bedding planes and creates a thick, competent beam from individually weak layers. Bolting must be accomplished immediately upon exposure of the roof, and bolt tension must be maintained if roof failure is to be prevented. Seams are being mined today with roof bolt support where conventional timbering was not effective1. The widespread use of continuous mining equipment was made possible by roof bolts which permit long supported spans free of obstructions.2 Since adequate anchorage is the key to successful bolting, better methods for determining the efficiency of anchorage are continually being sought. Attempts have been made to measure bolt loads, thus assessing anchorage efficiency by employing sensing devices between the bolt head and roof. 3,4,5 None of the techniques appears to be very accurate, and all have at least one serious deficiency.

AT PRESENT, I am connected with an investigation of the so-called fatigue of metals under stress. So far we have studied the more fundamental and simple case of the repeated stress, without the additional complexity of impact, which might bring in other factors. We feel that this investigation, which has been in active progress for a little over a year, has shown more conclusively than has been shown before that steel under repeated applications of stress, reversed from positive to negative, will not fail below some fairly clearly defined limiting stress that,, so far we can see, does not bear any definite relation to the ordinary elastic limit, being as large as the elastic limit in some cases and about one-half the elastic limit in others. I might be asked, first, what is fatigue. The old view is summed up "in the word "crystallization." The idea was that under repeated stress the material changed its crystalline structure. I do not know of any evidence in favor of the theory that metals materially change their crystalline structure under repeated stress. The crystals are broken under repeated stress. The second theory, advanced by Bauschinger, the German scientist, is that under repeated stress some inherent property of the material changes its elastic limit; it is an inherent property of the material, possibly some property of the amorphous cement between the crystal. The third view is that all fatigue of metals is the result of the spread of damage from little localized overstresses. I do not feel justified in stating my positive belief in the third view as against the second, but I have yet to run across a case of failure of steel or other metal, either in the laboratory or in service, that could not be explained by the gradual spread of damage from some nucleus. We have found, for example, that it is possible to subject a homogeneous steel, like Armco iron or a 0.90 per cent. carbon steel, that hag been thoroughly annealed, to one hundred million reversals f stress as high as the elastic limit of the steel with no sign of failure. We stopped the test at one hundred million because the machines Were required for other work. Forty-five days, continuous running at 1500 revolutions a minute is required to produce one hundred million repetitions. In a previous paper! the authors reported on the mechanical properties of a 65 per cent copper, 10 per cent manganese, 25 per cent zinc alloy as compared with, similarly processed cartridge brass. Additional investigations by these laboratories, on higher copper alloys, have demonstrated that at lower zinc concentrations even larger amounts of pure manganese may be added to copper-zinc alloys without exceeding the single-phase solid solution limits, and that similar increases in tensile strength, yield strength, and hardness may be obtained without excessive decreases in ductility. Several compositions in this range showed also a decided color change with increasing manganese. The normal "brassy" color was considerably lightcncd and reduced to a faint yellow cast at 15 per cent manganese. With higher manganese contents the alloys were essentially white and similar in appearance to the nickel-silver alloys. From this work it appeared that it would be desirable to determine more completely the properties of the wrought and annealed white alloys. Accordingly, a more detailed study was planned of an alloy having the composition 70 per cent copper, 20 per cent manganese, and 10 per cent zinc. This alloy remained single-phase throughout the working and annealing cycles of the preliminary tests and appeared to be' about the strongest of the white single-phase alloys. The project included also an investigation of additional alloys, deviating from this composition by 5 per cent of each of the three components to evaluate the effects of variation in composition and a study of the propertics of the central alloy made with silicothermic manganese. Material Preparation Electrolytic manganese, wirebar copper, and electrolytic zinc were used for the preparation of the alloys. Representative analysis of the electrolytic manganese seldom exceeds 0.01 per cent iron, 0.02 per cent sulphur and 0.02 per cent lead, with no silicon or aluminum. A typical sample of the silicothermic manganese metal contained 2 per cent iron, 0.81 per cent silicon, 0.16 per cent carbon, and 0.36 per cent aluminum. Melting and alloying were performed in a high-frequency furnace with magnesia crucibles. Melts were deoxidized with small aluminum additions and cast into 25-lb. slab ingots. Care was exercised in deoxidation to avoid excessive amounts of residual aluminum, which has been found to have significant effects on alloys in this system. The past 20 years has seen a revolutionary change in the testing of materials at elevated temperatures. This has largely been brought about by the practical importance of the creep problem in the design of equipment for operation at high temperatures. The short-time tension test carried out at elevated temperatures has consequently assumed in many cases only a secondary role compared with the longtime creep test. In many problems, however, a knowledge of the short-time high-temperature properties of a metal is essential. To mention a few cases in which this is so, we might include all hot-forming operations such as rolling, forging, etc., the welding problem if residual stresses are to be computed, the development of new alloys for high-temperature service where, in the initial stages, time does not permit of long duration creep tests, and others. Usually a knowledge of the short-time properties is desired, if only to serve as a background against which to compare creep behavior. In conducting short-time high-temperature tests, it has been almost the universal practice to determine stresses based on the original area and strains referred to the original gauge length which is usually chosen as 2 in. It has been pointed out1,2 that one of the reasons that the true significance of certain tensile properties is not understood, which perhaps curtails their usefulness, especially when the material is applied under conditions differing considerably from the test conditions, is that true physical stresses and strains are not determined. It is essential to have a knowledge of true stresses and strains in order to correlate the values present in the tension test with those existing, for example, in hot metal-forming operations and in the general problem of the yielding and failure of metals under combined stress conditions. Stress and strain values based on the original dimensions of the test piece do not exist physically except in the early stages of the test. Since at the present time there is very little information in the literature on true stress-strain relations in the short-time high-temperature tension test it is proposed in the following pages to describe a

The mine and concentrator of the Howe Sound Co., Chelan Division, are at Holden, in a remote section of the Cascade Mountains of northwestern Washington. Holden is at an elevation of 3200 ft., in the narrow valley of Railroad Creek. This creek drains into Lake Chelan, at a point some 40 miles up the lake from the town of Chelan. The concentrator treats 2000 to 2500 tons of low-grade copper-gold-zinc ore per day. Concentration is achieved by the differential flotation process, with recovery of 94 per cent copper and 82 per cent gold in the copper concentrate, followed by the recovery of 65 to 70 per cent zinc in the zinc flotation circuit. The final flotation tailing is deslimed, and coarse . sands, representing 60 to 70 percent of the total, are cyanided. The tonnage of tailing material amounts to 1900 to 2370 tons per day. General Considerations The property is within the Chelan National Forest. Railroad Creek is a fishing stream, being stocked regularly with trout from State hatcheries. Consequently, in planning a milling operation, the Howe Sound Co. was obliged to avoid any pollution of the stream by tailing material, and also destruction of valuable stands of timber. Moreover, the selected tailing- disposal sites should not mar the natural beauty of the valley. In addition to these requirements, the problem of tailing disposal at Holden was complicated by topography and climatic conditions. The valley is long and narrow, averaging 1200 to 1500 ft. in width. Its walls are flaring at a steep angle. There are no extensive flat areas suitable for deposition of tailing. All valleys tributary to Railroad Creek, also the well-marked paths of snowslides, must be avoided. Finally, the direction of prevailing winds and possible dust hazard arising therefrom dictated the necessity of selecting the tailing-disposal sites downstream from the mill building and two campsites. Heavy snowfall during the winter months of November to March, inclusive, impedes building of the retaining dike, making it necessary to prepare the needed storage space during the summer months. It is inadvisable, also, to do any dike building during the freezing weather, because the dike becomes unstable with the spring thaws, producing inevitable "sloughing" of the built-up borders. Tailing-disposal Sues The existing tailing-disposal areas are near the south wall of the valley. They were developed, and put to use in the following sequence: No. I. Area.—Covers approximately 10 acres. Built up to the height of 60 ft. and abandoned. Total length of dike border is 1900 feet.

THE point to be made most clear in this paper is the economic value of flotation in the Benguet mill flow sheet. It is rather a statement of effect with no attempt at a technical explanation of the cause. Certain well-known, easily understood reagents, mechanisms and principles have been adapted to the conditions at Benguet, and have proved to be more successful than was demonstrated in the laboratory. The mechanical and metallurgical development of this particular operation was arrived at by trial and error, with fortunately very little error. Changes were slow, of necessity, which in the end proved a blessing in that time was afforded for observation and analysis of the disturbing factors; and as a result each change was a definite step towards higher efficiency. Many of these steps were unpredictable from labora-tory work because of the varied and differing characteristics of ores met with in daily operation of the mill, which were practically impossible to reproduce on a laboratory scale. The Benguet mill receives daily ores that differ as much as if they were delivered from three different properties. There is first the surface and upper-level zone, which produces an oxidized secondary ore contain-ing considerable iron oxide, manganese oxide and some organic matter. Formerly, most of this ore consisted of very soft fill with some hard rock mixed in. It also contained an unusual amount of iron and aluminum sulfate, which formed hydrates upon entering the alkaline cyanide solu-tion and caused excessive frothing. When flotation was introduced in the Benguet mill the general char-acteristics of this upper-level ore had changed considerably, in that it was practically all newly mined, fairly hard ore. It still contained many of the same disturbing elements, but was somewhat simpler to treat than formerly. The small proportion of fines is still troublesome in flotation, and plant practice probably does not show more than 80 per cent extraction on this small portion of the ore. No definite figure on this is available, as this particular ore is delivered at irregular intervals

Cana, originally called Santa Cruz de Cana, is situated in the province of Darien, in the Republic of Colombia, S. A. The river Cana is a tributary of the Tuyra, which flows into the Gulf of San Miguel, and thence into the Pacific Ocean some 80 rniles S.E. of the City of Panama. • The Espiritu Santo mine lies on the S. side of the Cana river at the foot of the Espiritu Santo range. The plateau of Cana has an elevation of 2000 feet above sea-level, and the mine is about 200 feet above the plateau. The map of the Darien accompanying this paper is the only correct one in existence. It was made by Lucien N. Bonaparte Wyse for the Panama Canal Co., and has been copied fur the present use, with permission, by Mr. L. G. Inglis. The dotted line on this map shows the route from the coast to Cana. As this mine was one of the most celebrated at the time of the Spanish occupation, it is only natural that there are a great many traditions and writings concerning its former workers and production. Dampier mentions it, though he does not seem to have been nearer to it than El Real de Santa Maria, the port on the Rio Tuyra, about 50 miles by road from Cana. Senor Vicente Restrepo's work, entitled Estudio sobre las Minas de Oro y Plata de Colombia, translated by C. TV. Fisher and published in New York in 1886, is, perhaps, the best treatise on Colombian mines. He has devoted a great deal of attention to the subject of the Espiritu Santo mine, and has had access to all that dealt with it in the archives of Bogota. It will be interesting to quote a few pasaages from the above work, which seemed like a romance to the writer of this paper some years ago, when he first came across the history. Tillson commented that while the fundamentals are well presented it would have been of interest to him to have had the author add some of his own experiences with fan installations. A. W. Hesse remarked concerning the use of the forward curved blade fan on the surface at a metal mine which has, ordinarily, but few airways, that the farther they are driven, the higher the resistance rises, and less air will be delivered, as the water gage will remain constant with a consequent loss in quantity. D. Harrington added that the metal mines do not or¬dinarily install fans until the mine is well developed, so changes are relatively slower after fan installation than at a coal mine.

IN AS MUCH as our Institute, by tradition, never adopts any official view of matters upon which difference of opinion exists, it may be taken for granted that the duty of its Production Control Committee does' not embrace the formulation of any general policy on that much-discussed subject. During the first years of its existence the Committee confined its activities to making arrangements for an annual general session at which the broader aspects of the general problem were discussed by men both within and outside the mineral industry. These general sessions, although interesting, did not indicate any definite path of progress, so during the last year the Committee has held a number of luncheon meetings at which the members might discuss in detail problems existing in the specific industries with which they are most closely acquainted, in the hope that discussions dealing with conditions rather than theories might result in the bringing to light of some general truths. Most of these truths have been fairly obvious from the beginning but they are of such basic importance that a periodic restatement of them seems worth while,

The ultimate resistance against a rigid cylinder which is moved laterally in a cohesionless soil is a function of the geometry of the cylinder and the properties of the soil. An approximate method is developed for computing this resistance and is tested against results of laboratory experiments. Satisfactory agreement between the method and experiment was obtained. Not only was the ultimate resistance against the cylinder measured, but measurements were made of the shape of the rupture surfaces. These measurements should allow the development of a more rigorous computation procedure. INTRODUCTION A critical aspect in the design of offshore drilling platforms is assuring the stability of the platform during a hurricane. The large horizontal loads from waves and wind make a severe loading condition. Piles are generally employed as the foundation since they can be effective in resisting both horizontal and vertical loads. Spuds are sometimes used with a mat foundation, where the spuds are designed principally to resist horizontal loads and the mat designed principally to resist vertical loads. The research reported in this paper is related to one aspect of the problem of laterally loaded piles or spuds in sand. The complete solution to the problem of the laterally loaded pile in sand would require the prediction of soil resistance against the pile as a function of pile deflection; only the ultimate resistance against short piles is considered in this paper. A considerable amount of additional research will be necessary in order to obtain a complete solution to the problem of the laterally loaded pile in sand; however, the work reported here should be useful as a guide in the performance of some of the additional research. ULTIMATE LATERAL RESISTANCE AGAINST A LONG FALL IN SAND To aid in the understanding of the theory which is developed for a cylinder, the theory for earth pressure against a wall is reviewed. In Fig. l(a), a long wall of height H is shown embedded in soil. Soil resistance will develop as the wall is deflected, and the soil resistance will increase with deflection until some limiting value is reached. In this discussion, and those following, it is assumed that all points on the wall deflect equal amounts. A possible shape of the real curve which relates soil resistance to deflection is shown by the dashed line in Fig. l(b); however, as a means of simplifying the discussion, an idealized curve (shown by the unbroken lines) is drawn. If such a wall as this were furnishing the horizontal support for an offshore structure, the dashed curve in Fig. 1 would be the information needed in performing a foundation analysis, with the idealized curve possibly being an acceptable substitute. INTRODUCTION The Salvador Division of Codelco Chile is an important copper molybdenum production center, located 1,200 km north of Santiago and 124 km east of the Pacific Ocean, in the foothills of the Andes Range. El Salvador Mine produces by block caving 8,600,000 t of ore with a content of 1 .l0% Cu and 0.02% Mo, from a copper porphyry ore body. The geology of the ore body shows a great heterogeneity as to rocks, grade distribution, ore height and undercutting levels. This has resulted in a variety of designs for the productive units (blocks) and in the mineral handling systems. Up to now, 4 systems have been employed: grizzly and intermediate haulage; slusher drifts with intermediate ore pass and haulage; slusher drifts with scraper loading directly into trains; and, LHD. On the other hand there is a marked dispersion in the final results from each block mined out. We report here the conclusions reached after analyzing the data gathered on the mining of 163 depleted blocks, representing a total production of 102,000,000 t, with an undercut area of 340,000 sq m. The final results of each block, characterized in terms of tonnage and fine cop- per recovery, were studied as a function of a number of design, geological, and operational parameters. BASIC CONCEPTS Indices of Efficiency In order to evaluate the final result of each block, or group of blocks, the following indices of efficiency were defined : Tonnage Recovery (TR) . It is the ratio between the ore tonnage extracted and the in situ tonnage estimate for each block or group of blocks. Grade efficiency (E) . It is the ratio between the Cu mill feed grade and the in situ Cu grade estimate for each block or group of blocks. Grade efficiency is numerically equal to the ratio between fine copper recovery (FR) and tonnage recovery (TR) . Figure 1 shows the final results for 163 mined out blocks, in terms of tonnage and fine copper recovery. Different grade efficiencies are also indicated. The marked dispersion in the final results of mined out blocks must be stressed since it greatly incides in mine planning. It must be kept in mind that an eventual concentration of low overall efficiency in the blocks during a given period (e.g., one year) will make it necessary to bring into production new blocks over the standard development schedule. It is worth noting that the final results in the 163 mined out blocks corresponding to a production of 102,000,000 t of ore with a mill feed grade of 1.445% were obtained from an ore estimate of 93,000,000 t and a grade of 1.671% Cu, which represents 110% tonnage recovery and 86% grade efficiency. Parameters Studied The following parameters are considered in this study: Geological Parameters. These parameters depend exclusively on the geological and geotechnical features of the ore body. IN SITU GRADE: The initial estimate of the block grade. Four copper grade categories were considered : (a) lower than 1.3% ; (b) 1.3 to 1.6%; (c) 1.6 to 2.0%; (d) higher than 2.0%. The overall initial in situ estimate of the ore body was 1.6% Cu. IN SITU TONNAGE: Initial tonnage estimate of the block. Four categories are considered: (a) below 500,000 t; (b) 500,000 to 1,000,000 t (c) 1,000,000 to 1,500,000 t; (d) over 1,500,000 t. CONTACTS SLOPE: Since up to 4 rock types can be found in a block, resulting in a corresponding number of contacts, a horizontal con- tact was defined as that which forms an angle of less than 45" with the horizontal and a vertical contact that which forms an angle of more than 45" with the horizontal. GRADE DISTRIBUTION: As in rock types, horizontal and vertical grades were defined. ORE HEIGHT: The distance measured between the undercut level and the top of ore. Four categories are considered: (a) less than 60 m; (b) 60 to 100 m; (c) 100 to 150 m; (d)over 150 m

In the production of alloys by powder metallurgical processes it is often necessary or desirable to include one or more cornponents that tend to form very stable oxides. Included in this group of metals are aluminum, manganese, magnesium, silicon, and a few others. In many cases it is not necessary for the sintered compact to have full density and the other physical characteristics of a cast alloy and in that event no undue precautions need be taken. If, however, it is required that the sintered part be entirely homogeneous, and have maximum density and physical properties, some method must be found to reduce the surface films of oxide, which are always present on the metals, and for the metals mentioned above this is always extremely difficult, if not impossible. since the production of high-density alloys is of particular interest to powder metallurgists, some experiments were undertaken to devise methods of reducing the refractory oxides. For this work, alloys of iron, nickel, and aluminum were chosen because aluminum oxide is one of the most stable oxides and because these alloys in the right compositions form excellent permanent magnets. All of the pertinent properties of the magnets could be accurately and delicately measured by density measuremerits and magnetic tests of sufficient scope to give a complete demagnetization curve. From such a curve the maximum coercive force, residual magnetism, and energy products could be obtained and compared with the same properties for a cast material. Any lack of homogeneity, density, or solid diffusion would be immediately apparent as a decrease in the magnetic properties. Nature and Removal of Surface Barriers The early work of the present investigation was based upon published processes.* In the published information it was claimed that by intimately mixing iron, nickel, and iron-aluminum alloy (50 Per cent Fe, So Per cent Al) powders, compressing such a mixture into the desired shape and size, and then sintering (heating to a temperature below the melting point of the component metals) in hydrogen at 1200°C. or higher, a sound, homogeneous article could be made having the desired physical size, shape, and strength, and good magnetic characteristics. However. this early work showed clearly that something in the powder compress was inhibiting diffusion and the process was almost entirely unworkable. In the initial phase of the investigation samples of iron powder, nickel powder, and iron-aluminum alloy powder were pressed into separate bars and sintered in hydrogen. The present symposium on flotation machines provides a unique opportunity for group reappraisal of standard or habitual viewpoints. A symposium is by definition a trading post- for observations that might prove complementary when put together, thus leading to useful thoughts that might not have been evident from the original observations individually. The present paper, pertaining to power consumption in flotation, is deliberately an experiment of that kind. Data were solicited from the operating superintendents of several of the major flotation plants on this continent. The information received, covering a total of 14 separate operations in seven plants, has been collated in terms of power intensity; that is, the total power input per cubic foot of cell volume. This departs somewhat from the conventional expression of power per ton of ore treated, though the latter figure is also given for the plants concerned. Because of wartime restrictions, particularly in Canada, identifying names of plants and machines are withheld. Not as a firm conclusion, but as a tender for symposium discussion, the following points are made: 1. That flotation is a power operation in much the same sense as ball milling. 2. That contact time is the complement of power intensity and may be decreased as the latter is increased. 3. That a decrease in flotation power per ton of ore can result from an increase in power intensity. Analogy with Grinding In grinding, it has become axiomatic that the more the power put into a given operation, the greater the work performance. The analogous view is now proposed that the effectiveness of any flotation operation will be related to the mechanical energy usefully applied to that operation. Under this view, each increment of properly directed input energy should give either an increase in unit tonnage or an improvement in the metallurgical separation (concentrate grade or tailing grade), until either the theoretical limit imposed by mineral constitution or surface condition is reached, or until further increments of power become uneconomic under the law of diminishing returns. Thus, as in grinding, there are two forms of output that greater power input or improved utilization of power can produce. As for the law of diminishing returns, lower unit cost of power through improved generating efficiency in the past decade has pushed the limit back. Over and above this, however, there is strong indication in the operationg data herein presented that higher power intensity results in an actual economy of over-all power consumption. Like crushing and grinding, flotation accomplishes a rupture of the forces of molecular attraction, by taking particles from the common environment and placing them in the two separate environments of

In the production of alloys by powder metallurgical processes it is often necessary or desirable to include one or more cornponents that tend to form very stable oxides. Included in this group of metals are aluminum, manganese, magnesium, silicon, and a few others. In many cases it is not necessary for the sintered compact to have full density and the other physical characteristics of a cast alloy and in that event no undue precautions need be taken. If, however, it is required that the sintered part be entirely homogeneous, and have maximum density and physical properties, some method must be found to reduce the surface films of oxide, which are always present on the metals, and for the metals mentioned above this is always extremely difficult, if not impossible. since the production of high-density alloys is of particular interest to powder metallurgists, some experiments were undertaken to devise methods of reducing the refractory oxides. For this work, alloys of iron, nickel, and aluminum were chosen because aluminum oxide is one of the most stable oxides and because these alloys in the right compositions form excellent permanent magnets. All of the pertinent properties of the magnets could be accurately and delicately measured by density measuremerits and magnetic tests of sufficient scope to give a complete demagnetization curve. From such a curve the maximum coercive force, residual magnetism, and energy products could be obtained and compared with the same properties for a cast material. Any lack of homogeneity, density, or solid diffusion would be immediately apparent as a decrease in the magnetic properties. Nature and Removal of Surface Barriers The early work of the present investigation was based upon published processes.* In the published information it was claimed that by intimately mixing iron, nickel, and iron-aluminum alloy (50 Per cent Fe, So Per cent Al) powders, compressing such a mixture into the desired shape and size, and then sintering (heating to a temperature below the melting point of the component metals) in hydrogen at 1200°C. or higher, a sound, homogeneous article could be made having the desired physical size, shape, and strength, and good magnetic characteristics. However. this early work showed clearly that something in the powder compress was inhibiting diffusion and the process was almost entirely unworkable. In the initial phase of the investigation samples of iron powder, nickel powder, and iron-aluminum alloy powder were pressed into separate bars and sintered in hydrogen. While most of the Pittsburgh coal horizon is dependably regular, there are areas where it is dis-turbed by sandstone cutouts which can seriously hamper mining operations. Because these channel sandstones often cut out the coal abruptly, they are difficult to detect by core drilling; and mine operators, for want of a better way to discover them, have largely trusted to luck to avoid them. This paper, based on a study the author is presently conducting, is an attempt to point out some sources of information and signposts which might aid the operator in determining the presence of a cutout before he begins to mine. The presence of sandstone cutouts in the Pittsburgh coal has been known for many years. Some of these irregularities were observed at outcrops and others were discovered by drilling, but the majority were and are found during mining operations. These sandstone cutouts are commonly called "faults" and have been a bane to mining companies wherever they have been encountered. Profiles of some typical deposits appear in Fig. 1. The cutouts disrupt the normal system of mining, replace valuable coal reserves, create ventilation problems by emitting large quantities of gas and sometimes oil, limit the number of entries that can be economically driven, affect the quality of the coal, disrupt the normal structure of the coal, and create roof control problems. It might be expected that such severe disturbances in the structural regularity of the coal would instigate determined and extensive searches for possible cutouts prior to mining operations, but this apparently has not been so except in isolated cases. Two reasons may be cited to explain this lack of exploratory work. The first and probably the strongest reason is the over-all regularity of the Pittsburgh coal. No coal seam in the country exhibits the horizontal continuity and relative regularity of the Pittsburgh coal. It lies in an almost unbroken sheet across southwestern Pennsylvania, eastern Ohio and northern West Virginia, and has been recognized as far east as the Potomac Basin of western Maryland. Over 5729 square miles are underlain by this coal, of which 2077 square miles are in Pennsylvania, 2214 square miles in West Virginia, 1410 square miles in Ohio, and 28 square miles in Maryland. The area covered by this study is outlined by the map in Fig. 2. Over most of this territory the coal has the following characteristic structure as illustrated in Fig. 3: roof coal, draw slate, breast coal, parting, bearing in coal, parting, brick coal, parting, and bottom coal. With such regularity of thickness and structure, mines were opened and laid out with confidence that the coal would be present. Extensive drill testing was considered unwarranted and it was also quite expensive because the coal dipped to the west away from the Monongahela River. Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible lighting while persons are working in such places. Section 317(e) further provides that such working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31, 1970, a notice of proposed rulemaking which prescribed the illumination to be provided in the working places of underground coal mines. In light of written comments, suggestions, and objections to this proposed rulemaking, the proposed standards were withdrawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974, and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting-standards &k place on October 1, 1976, which means that the underground coal mining, industry must comply with face illumination requirements by April 1, 1978.
