The Committee submits the following report: The General Committee met in the Treasury Building at Washington on Oct. 6 and 7, 1919. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary of the Committee. Subcommittees were appointed on Invested Capital, on Mine Valuation, and on Depletion and Depreciation. These subcommittees were directed to meet separately and to report on Oct. 7 to the General Committee. On Oct. 7, the reports of these committees were submitted to the General Committee and on motion were received and referred to the Executive Committee for its information to be used as it deemed wise. A motion was carried that the Executive Committee be constituted a permanent committee to continue the work of the Committee, with full power to add to and increase its membership; that as thus increased it should constitute a permanent organization to act and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws. G. W. Geil (National Bureau of Standards, Washington, D. C.)—The authors state that the degree of accuracy realized in the experimental determination of a, is likely rather low. This inaccuracy is attributed to the difficulty in reading the load of the tension machine at the instant of fracture of the test bars. I believe there is another factor which may have added considerably to the inaccuracy in the determination of a,, namely, the determination of 8,. Fracture of a cylindrical tensile specimen of a ductile metal tested in tension at room temperature is generally initiated at the axis and rapidly propagates radially to the periphery of the necked section. During the propagation of the fracture, the metal at the rim of the minimum cross-section extends longitudinally and contracts radially. Thus values of 81, based on diameter measurements made after complete fracture of the specimens do not necessarily represent the strain at the initial fracture." Data obtained at the National Bureau of Standards with a 0.3 pct C steel in the condition as-quenched from 1575°F and tempered at 1000°F for 1 hr and tested in tension at room temperature indicated a considerable "rim effect" and as shown in Fig. 13, resulted in an apparent increase in Sf from 0.90 to 0.98. As the fracture strain of this steel is approximately equal to those of the steels reported by the authors, it seems probable that a similar "rim effect" may have added to the inaccuracies in the reported values of Si and accompanying values of El. R. Raring (authors' reply)—The authors are grateful to Mr. Geil for having called attention to a possible source of uncertainty in the determination of fracture stress, and they are in agreement with the principles upon which his discussion is based.

The Committee on Technical Nomenclature, of which John T. Faig, Professor of Mechanical Engineering at the University of Cincinnati, is Chairman, appointed by the Society for the Promotion of Engineering Education, has recently issued a report advocating uniformity in the use of symbols to designate engineering and mathematical terms: The selection of the symbols was based upon a canvas of a considerable number of engineers, editors of engineering papers, and professors of engineering throughout the United States. For a period of several years, and in a large number of oases, the Metallurgical Laboratories of the New Mexico School of Mines were employed in umpire work. During this time many important local problems mere solved. Against the results of careful chemical analyses of ores, assay-returns mere often checked. In many cases the assay-methods of mine and custom-smelter were compared, and both often found faulty for the ore concerned. A wide range of ores was covered. Many of the chemical analyses and assays were made by Dr. F. C. Lincoln, Professor of Metallurgy, now of the Montana State School of Mines. A varied series of instructive assays was prepared by Prof. R. B. Brinsmade, now of the West Virginia State University. Single assays and given series of tests were undertaken by H. T. Goodjohn, now chief chemist to the Cia. Metalurgica de Torreon, Coahuila, Mexico; by H. J. Hub-bard, now superintendent of the Butters Divisadero Mines, Jocoro, San Salvador, C. A.; by E. D. Morton, now superintendent of the Arizona & Nevada Copper Mining Co., at Lunning, Nev.; and by A. W. Edelen, now superintendent of the Angangueo Unit of the American Smelting & Refining Co., in Michoacan, Mexico. A critical comparison of assay-methods that were found to be followed in the case of certain gouge-ores mined in the Mimbres range in New Mexico, and about which there had been much controversy, was made by D. F. Riddell, then Acting Professor of Assaying, and now superintendent of the Providentia Mines Co. of Parral, in Chihuahua, Mexico. To him is due the credit of much that is contained in the following notes, which he has generously permitted to be used in advance of the publication of the complete results.

Lineament and fracture analysis have enjoyed a resurgence of interest over the last several years, particularly since the advent of the Landsat series of Earth resources satellites. Some applications for lineament analysis include mineral, petroleum and ground- water exploration, engineering studies such as highway routing, mine roof stability, dam and power plant siting and general tectonic studies. The needs of each study may be different, but the general problem of large masses of data is common to all. Methods for efficient handling of the information and some statistical methods for its evaluation are discussed. These include comparing the lengths of the fracture population against known distributions, trend surface analysis of fracture lengths and number per unit area and multivariate analysis of rose diagrams. Examples are shown in an experimental program for predicting the presence of reef structures, areas of potential petroleum production.

Uhden gave a stereopticon lecture on Power Development Along the Spokane River.

The meeting of the Board of Directors, on November 22, was attended by eight directors, the Secretary of the Institute, and eight guests. The proposed James Douglas Prize and Tablet was referred to a committee of eleven. Robert H. Richards was appointed representative of this Institute to attend the meeting of the Society for the Promotion of Engineering Education. J. V. N. Dorr was made chairman of the Finance Committee in place of George D. Barron, resigned. The sum of $200 was appropriated for the 1918 expense of the American Engineering Standards Committee; the question of an appropriation for 1919 was referred to the Executive Committee for study and report. The sum of $50 was appropriated to the Treasurer's clerk. The following representatives of the Institute were elected: W. L. Saunders to succeed himself as United Engineering Society Trustee; R. M. Raymond to succeed himself as member of Engineering Foundation Board; S. J. Jennings to succeed himself as member of Engineering Council; George F. Kunz to succeed himself as member of Engineering Council; C. F. Rand to succeed himself as member of John Fritz Medal Board of Award; E. Gybbon Spilsbury to succeed himself as member of the Library Board. To members of the Canadian Mining Institute residing in Canada or Newfoundland, the privilege was extended to subscribe to the Bulletin at the price of $5. An invitation was extended to the Mining and Metallurgical Society of America to consolidate with the American Institute of Mining Engineers. The appointment of Engineering Societies' Employment Bureau was reported. Thirty-nine members and ten associates were elected. Two members were reinstated. I would like to commend the author on his description of Pinto Valley's plant, and its interesting innovations. The author's discussion of 18 ft in diameter by 21 ft long primary ball mills (the largest wet ball mills made to date) is of considerable importance to those who have been engaged in the field of studying ball mill liner wear as it relates to various grinding installations. While it is stated that the mills have operated on a fixed tonnage and therefore it has been difficult to determine the best liner pattern, calculations from the data in the paper indicates that for mills 1, 2, 5, and 6, the tonnage per hour varies from a low of 223 for mill No. 1, up to a high of 314, for mill No. 2, while mills 5 and 6 calculate 285 and 246, respectively. Analysis of the wear patterns for the single wave liners used in mill No. 1 as compared to the double wave liners in mill No. 2, suggests that the author's data may tell more than he suspects about liner wear to be expected and thus what should be a best pattern selection from what may appear to be only limited hours of operation. [Fig. A] is a reproduction of author's [Fig. 10], to which wear forecast patterns [F-1 and F-2] have been added. Forecasts are based on many previous studies of large diameter ball mill operations over many years of field service. Calculations from the first-wear pattern provide an initial wear rate of only 13 lb of liner per 100 sq ft of shell liner surface per day, or 0.031 lb per to: ground. THE present period of depression in the iron industry, with the resultant close approximation of the cost of production to the selling-price of pig-iron, should make the discussion of this subject at this time not only interesting but, profitable. It is possible that it may result, in the collection of data, which when added to those set forth in this paper will clearly indicate the influence of the rate. of driving a blast-furnace upon its fuel-economy. The question is not whether an excessive rate of driving (meaning a rate definitely in excess of the average rate in the United States) results in, an increase in the fuel-consumption, but rather whether a rate considerably less than the average does not result in a marked decrease in the fuel-consumption. The commercial and metallurgical sides of. this problem must be kept separate. With a large margin between the cost of production and the selling-price of pig-iron, and a plant already in operation, it is frequently profitable to sacrifice a couple of hundred pounds of fuel per ton of pig-iron in order to secure the greater gross profits resulting from a larger tonnage. When this margin decreases with a plant in operation, or when the determination of the size of a new furnace intended for a certain production . confronts the management, a clear understanding of the effect of the rate of driving upon fuel-economy becomes necessary. If it be granted that slow driving leads to low fuel-consumption, it should he borne in mind in the design of a new plant for the production of a certain tonnage that the adoption of an economical rate of driving increases only the size of the furnace proper, whereas, due to the decrease in quantity of blast required on account of the decrease in fuel burned, the stoves, the blowing-engines, the boilers and the piping may be de-

THE more familiar compositions of iron-carbon-chromium1 and the iron-carbon-tungsten2 systems have been investigated with a degree of thoroughness which has permitted the construction of their three-dimensional equilibrium diagrams; and it is probable that these equilibrium diagrams are sufficiently accurate for the present metallographic needs. Strangely enough, in spite of their importance, the alloys of iron, carbon and manganese apparently have not been investigated in the same systematic manner, and so far as is known, no three-component equilibrium diagram for this system is available. Even iron-carbon-nickel alloys3 have been studied rather more thoroughly; for these the solidus and liquidus surfaces have already been determined, but the solid transformations in this, as in the manganese system, have not been reported systematically. The present paper deals with the constitution at equilibrium of a series of 36 iron-carbon-manganese alloys of commercial purity limited by 1.5 per cent carbon and 15 per cent manganese, a range of compositions including most of the manganese steels. The temperature range of melting has not been determined, nor has the high-temperature (delta iron) ferrite equilibrium been included in the study, it being considered that the more important characteristics of the manganese steels are their ordinary transformations in the solid state. The delta iron region is almost certain to be a small tetrahedron not very different in magnitude or contour from that in the iron-carbon-nickel diagram. It is probably true

The Liberty tunnels extend through a very steep hill in Pittsburgh (locally called Mount Washington) for a distance of slightly over a mile. The two tunnels parallel each other and are 59 ft. apart, center to center (Fig. 1) They are for vehicular traffic, and in each there is ample space for two lines of vehicles. Northbound traffic, toward downtown Pitts- burgh, is confined to the east tunnel and southbound traffic to the west tunnel. The South Hills residential district is separated from downtown Pittsburgh by Mount Washington, a steeply rising escarpment south of and adjacent to the Monongahela River. INTRODUCTION Three major plant processes control the operation of an uranium in-situ mining plant. The three pro- cesses can be categorized under the headings termed - loading, elution, and precipitation. All other plant processes can be subcategorized under the three. In summary, the major plant processes in an in- situ mining plant are: 1. Loading - The pregnant lixiviant from the production wells flows through anion exchange resin. The loading of the uranium on the resin is controlled by various factors, such as ionic strength, valence, functional groups, etc. 2. Elution - The uranium-loaded resin is eluted or regenerated by a high ionic strength solution. The effluent from this process is de- fined as the pregnant eluate. 3 . Precipitation - The pregnant eluate is chemically treated to attain the ideal conditions for the selective precipitation of uranium. Hydrogen peroxide is an ideal precipitating agent under URI conditions. This paper will focus on two of the major processes: Elution and Precipitation. For the most part this relatively young industry has grasped the theory of liquids in continuous flow for the operation of the plant processes. Likewise, URI initially operated the two processes of interest with the continuous flow concept. Through laboratory experiments, URI has abandoned the flow concept and operates the eluting and precipitating stages with the concept of "batch" processes, whereby only one container, filled to a specified liquid level, is chemically processed. In the proceeding sections, each of the two pro- cesses will be discussed in detail, from their original concept to the present operation. Only minor modifications were made to the existing circuits for the conversion with results revealing a greater level of efficiency. ELUTION The elution of the loaded anion exchange resin can be achieved by different high ionic strength solutions. The selection of constituents is dependent on both chemical and economic considerations (i .e., efficiency and operating/restoration factors). The regenerant presently used is a pH 9.5 solution containing 7.5% NaCl and a mixture of Na2C03/NaHC03. expressed as 2.5% NaHC03.

A series of gas-lift tests was made which verified conclusions reached from previous studies and which showed that gas-lift performance could be calculated if reasonably accurate data on the producing characteristics of the well are available.' The test installation is described. Its essential features consisted of a rate-of-flow controller to regulate the input gas and an auxiliary string of small diameter tubing to conduct the input gas to the point of injection in the eductor tubing. In general, it was shown that for continuous gas-lift operation, injection should be as deep as possible consistent with available gas pressure and rate of production desired. Calculated curves are presented which completely characterize the gas-lift performance of the well tested. INTRODUCTION A correlation based on field data from a large number of flowing and gas-lift wells, covering a wide range of oper- ating conditions, was developed which permitted the logical design and prediction of the performance of continuous gaslift installations.' The procedure made it possible to calculate the depth, pressure, rate at which to inject gas, horsepower requirements, and the effect of production rate and tubing size on these quantities. As a result of these calculations certain significant facts were brought to light or re-emphasized. The presence of efficient ranges of operation and an optimum injection depth for a given rate of production were shown to exist as well as the fact that the lower the tubing pressure the less the horsepower requirements to lift the reservoir fluids. The fact that the gas lift performance can be predicted by calculation does not mean that any given installation will perform over the entire range predicted. Many of the conventional continuous gas-lift installations will not permit operation over the entire range predicted by calculation (particularly in the efficient range of operation) because of the performance characteristics of the installation. Consequently, field tests were initiated for the purpose of investigating and arriving at a simple continuous gas-lift installation which would operate under all conditions predicted by calculation. The first series of tests involved the use of mechanically operated valves. These valves were slip-joint type valves which are opened and closed by lowering or raising the tubing at the surface by means of a hydraulic jack. These valves were chosen because it was hoped that they could be opened or closed at will and did not depend on the gas pressure in the annulus or the pressure of the fluid in the tubing for their operation. Unfortunately, the valves did not operate satisfactorily and it was imossible to open or close each valve at will. Some limited data were obtained, however, which verified the predicted benefits resulting from the use of lower tubing pressures. In the next series of tests the valves were removed and the gas was injected from the annulus through a 14/64-in. orifice equipped with a reverse check valve. A packer was set below the valve to seal off the space between the 2-in. tubing and 5-in. casing. The injection point was located at 3,810 ft. This arrangement provided satisfactory mechanical operation. However, it was impossible to obtain low rates of liquid production at low tubing pressures as predicted by calculation. PROBABLY nowhere in the United States or its possessions is mining development more active at present than in the Philippine Islands. Only a few years ago only one company was of any importance, the Benguet Consolidated. Now, five companies are paying dividends, five others have reached the producing stage, some seven others may produce this year, and a score or so are being actively developed. Gold production in 1933 was valued at about $8,000,000, last year at about $11,000,000, and this year an output valued at about $17,000,000 is envisaged. At the beginning of 1934 about 1750 tons of ore was being milled daily; at the end of the year, the tonnage was approximately 3400. In 1933 there were only thirteen Institute members in the Philippines; a year ago there were 27, and now there are 46. About fifteen thousand amen were employed in the mining industry last year, with mine payrolls amounting to $3,500,000. An immense amount of new machinery has been required. One difficulty has so far hindered gold-mine development to some extent-lack of adequate power. Each company therefore finds it necessary to generate its own power, and for this purpose diesel engines are generally adopted.
