In many civil or mining engineering works, the stresses and deformations of natural or excavated slopes due to the combined effect of self-weight and initial stresses are of interest. Because of the mathematical complexities of this problem, however, no complete exact solution exists for the simplest case, that of assuming the stress-strain relation of the rock to be perfectly elastic. Efforts have therefore been directed toward numerical and experimental technique. The stresses within an elastic slope have been obtained by LaRochelle,1 using the photoelastic and finite difference method to determine the difference and sum of principal stresses. Subsequently, Finn,2 Hoyaux and Ladanyi,3 and Duncan and Dunlop4 attempted to solve the same problem by using the finite element method. The problem was also investigated by Brown and Goodman5 and Brown and King6 who emphasize the importance of the effect of loading or unloading procedure on the stress distribution within the slope. Although the geometry of the slope and the boundary conditions involved are identical or similar, the results obtained by these various authors by no means agree. It is therefore necessary to review briefly the results of elastic analysis in order to lend credence to the methods used in the solution. Although the stress-strain behavior of some rocks may be reasonably approximated by the elastic modrl, other rocks generally exhibit an elasto-plastic behavior with strain hardening or strain softening as shown in Fig. 1. Experiments show that for most rocks, the stress-strain relationship is approximately linear from the origin to the point P (neglecting the small concave region under low stresses). IN 1937 the employees of the Hollinger Consolidated Gold Mines Ltd., at Timmins, Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only-the provision of medical services, including the accessory services such as hospitalization, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee-mother, father, or other relative-who are declared by the employee to be wholly dependent upon him must be examined. IT has long been recognized that it would be highly desirable to be able to predict the temperatures at various points in a burning fuel bed and their variations with changes of the properties of the fuel and the rate of air supply. Experimental investigations of fuel-bed tempera-tures1-4 have not been lacking, but the absence of any theoretical back-ground has made it impossible to use the results of these tests as a basis for prediction, except in a very general way. A mathematical analysis5, based on a somewhat simplified theory of the distribution of heat in a, fuel bed, has recently been completed by the author. Even though numerical values of some of the coefficients are not. known, the calcula-tions result in some conclusions of general significance. Thus, for example, it appears that when the temperatures throughout the fuel bed can be calculated, the rate at which ignition of the fuel by underfeed action can be maintained can also be calculated. The uncertainty concerning the values of the coefficients referred to above is a serious limitation on the use of that method. The following paper presents a discussion of these coefficients and includes estimates of their values based on the data now available. A brief description of the theory on which the analysis is based, and some results of the calculations showing their degree of agreement with experimental results, are presented by way of introduction to the discussion of, the coefficients. Steps were taken for a permanent organization of the scientific and technical employees of the Government at their mass meeting on May 8. This was the result of an informal meeting on Apr. 23 of thirty representative Government scientists and technical men who organized the preliminary committee and called the mass meeting. This subject has been widely discussed during the last year and was brought acutely to the fore by the work of the Joint Congressional Reclassification Commission, because that Commission has stated that it wished to deal with employees only through organizations. Rodney H. True of the Department of Agriculture was Acting Chairman. He pointed out that the principal advantages that were expected to be derived from such an organization were: (1) Improvement of conditions and facilities for more effective scientific and technical work; (2) adequate presentation of the needs. and results of such work to the public and to legislative and administrative officers; (3) -greater freedom in both official and non-official activities; (4) just and reasonable salaries based on service performed and the economic and social conditions which prevail; (5) greater public recognition of the aims and purposes of research; (6) advancement of science and technology as an essential element of national life. Three plans of organization were offered to the meeting, which covered the fundamental principles which could be utilized by these Government employees. The first plan would have permitted the new organization to work only through existing scientific organizations. This is the plan that scientific and technical Government employees in England have adopted and an outline of the English plan was read to the meeting.

It is impracticable to prepare for the present number of the Bi-Monthly Bulletin a detailed account of the memorable Joint Meeting of the Iron and Steel Institute and our Institute, held in London, the last week in July, and of the, innumerable festivities, entertainments and excursions which accompanied and followed it, in England, Scotland, Wales and Germany. This preliminary sketch, from which all " useful particulars "' have been carefully omitted, is published unofficially, as a convenient answer to the manifold inquiries of members who did not go, and who are now trying to alleviate their unavailing regret by indulging their curiosity. Perhaps they secretly hope to hear that they did not lose so very much, after all-that the affair was not all that could have been desired or dreamed; that there were serious drawbacks, shortcomings and disappointments; and that it is just as well to have stayed it home, and now to hear about it. Let them lay no such flattering unction to their souls. The month they have missed would have been the time of their lives. They will never, never know how good a time it was, or adequately repent of their folly, if they could have gone with us, and voluntarily did not go of course, those who would but could not, have our immeasurable pity, without blame. I shall present here no consecutive and minute story, but only a series of general paragraphs concerning different aspects and stages of our experience. THE WEATHER. The proverbial good fortune of the Institute attended its visiting members and guests at every stage of the late London meeting and the numerous excursions which accompanied or followed it. The US Bureau of Mines demonstrated ferric chloride leaching of galena concentrate on a continuous bench scale basis. Leaching was performed at 95°C (200°F) and with a contact time of 15 minutes. The ferric chloride leaching solution was continuously fed to a leaching tank at a constant rate for periods up to 45 hours. In each test, a constant redox potential was maintained in the slurry exiting the leaching tank by controlling the concentrate feed rate. In the 45 hour test, lead extraction exceeded 99.5%, and the lead chloride produced was 99.97% pure.

As a continuation of the earlier paper on the general subject of the SP log, a more complete analysis of certain features of the SP log in shaly sands is given. The pseudo-static SP in front of shaly sands is compared, on a theoretical basis, to the static SP in front of clean sands, as a function of the respective amount of shale and sand in the formation, and of the relative resistivities of the shale, of the uncontaminated part of the sand. and of the invaded zone of the sand. As a conclusion, the advantage of using reasonably conduc. tive mud in this case is shown. The discussion is illustrated by field examples. INTRODUCTION The discussion reported in the present paper is based on a theoretical analysis, and not on experiment. The field examples, joined to the text. are shown only as qualitative illustrations of the essential results of this analysis. Although the hypotheses made in the theoretical developments may perhaps be somewhat improved, it seems, nevertheless, that the results obtained account reasonably well for the actual phenomena, and give a fair approximation of their order of magnitude. The paper contains a mathematical analysis of a tri-dimen-sional distribution of potentials and current lines. due to spontaneous electromotive forces arising at the contact of shales and free electrolytes. as a function of the geometry and of the respective resistivities of the different media involved. It is assumed, although this hypothesis is not proven, that the emf's remain the same even if the shale occurs in very thin layers or in dispersed particles. It has already been pointed out 1,2,3 that, all other conditions being the same, the deflection of the SP log in front of a shaly sand is smaller than opposite a clean sand. When the thickness and the conductivity of a clean sand are large enough. the deflection of the SP log reaches a limiting value which is equal to the "static SP" of the clean sand. It is generally convenient to take the static SP of shale as the reference value or "base line." As a consequence, and for the sake of abbreviation, the expression. "static SP of a clean sand," is often used to designate the difference between the static SP of that sand and that of the shales, which difference is a measure of the total electromotive forces involved in the chain mud sand-shale. A similar limiting value is; also observed for the SP deflec-lion opposite a thick shaly sand, but it is smaller. just as if the total electromotive force involved were smaller in that case. This limiting value has been called the "Pseudo-Static SP" of the shaly sand. The static SP of a clean sand depends on the salinity of its connate water with respect to that of the mud, and, to a certain extent. on the differential pressure which controls the electro-filtration potentials, but it does not depend on the resistivity of the sand. On the contrary. the pseudo-static SP of a shaly sand depends not only on the salinity of its connate water and on the differential pressure, but also on the percentage of shale and on the resistivities of the shale, of the uncontaminated part of the sand, and of the zone invaded by the mud filtrate. If the three resistivities above were equal, the pseudo-static SP would be proportional to the percentage of sand in the shaly sand, and its departure from the static SP of a clean sand having the same connate water would simply be proportional to the percentage of shale. In that case, the pseudo-static SP of a shaly sand containing 10 per cent of shale would he 10 per cent less than the static SP of a clean sand. When. however. the sand is. on the average. substantially more resistive than the shale. the percentage of departure of the pseudo-static SP from the static SP of a clean sand is much larger than the percentage of shale. For that reason, the peaks of the SP log opposite shaly sands are systematically of smaller amplitude when the sands are oil-bearing than when they are water-bearing, all other conditions being the same. This feature is observed even when the sand beds are thick. and even when they do not contain a large percentage of shale. All this has already been described in all earlier publication", but mostly in a qualitative way. The present paper will analyze in more detail the action of the local SP currents which are generated inside of the shaly sands, and which are responsible for the abnormally low value of the pseudo-static SP. The quantitative computations have been extended to the general case of thin interbedded layers of sand and shale, where the resistivities of the shale and sand streaks do not have the same value: they are summarized in charts giving values of the pseudo-static SP of a shaly sand as a function of the different parameters involved. DEFINITIONS The static SP of a clean sand has been defined as the potential that would exist in the mud opposite that sand, were the SP current prevented from flowing. Such an ideal condition is represented on Fig. I-A. By analogy, the pseudo-static SP of a shaly sand can be defined as the potential that would exist in the hole, if the circuit shaly sand — surrounding shales — mud column were interrupted by the insulating plugs placed at the boundaries

The student of steelmaking is all too well acquainted with the fact that in many instances he must deal with data that in graphical representation exhibit the property most desirable in bird shot. This is scarcely mystifying, since the effort to establish one variable as a function of another is usually hampered by the simultaneous operativeness of two or three other factors that may be important. A large part of arriving at relationships that have the pleasing self-consistency of, say, precise measurements of thermal expansion, consists of determining what factors must be held constant-—an even larger part usually consists of collecting data for which those factors have been so maintained. It is not intended to imply that functional relationships in the physical chemistry of steelmaking are hopelessly obscure; on the contrary, it is merely necessary to be undisturbed by marked deviation of some points from a curve that otherwise makes sense. A reaction mechanism suggested by such a curve may call attention to hitherto unsuspected factors operative in the origin of the deviating points, and thus permit another step to be taken in the direction of fuller understanding. It is proposed, therefore, to suggest several empirical relationships. Even though the approach is not always rigorous, deviations caused by simplifying assumptions appear to be too small to obscure a provisional It has been appreciated for some time that the carbon-oxygen reaction in liquid steel is highly important. For example, Körber et al.,' in introducing a summary of their extensive work on steelmaking reactions, said: "... the far-reaching and truly dominating action of carbon upon the metallurgical reactions will be especially stressed ..." In "Basic Open Hearth Steelmaking"2 (hereafter BOHS, for simplicity), it is accepted repeatedly that the various slag-metal interactions are nearly always controlled by the carbon-oxygen reaction. Before further discussion of this reaction, however, it will be worth while to consider briefly the carbon-oxygen equilibrium. In BOHS (p. 483) it is stated that: When liquid iron is brought into contact with gases containing carbon monoxide it absorhs carbon and oxygen. Conversely the carbon and oxygen in the metal unite to form carbon monoxide which is evolved from the bath during the open-hearth boil or while rimming ingots are solidifying. . . . When the equilibrium pressure is one atmosphere the equilibrium-constant equation simplifies, on the assumption that the activity of each element is equal to its percentage, to a constant which has been so much used that it has acquired a special symbol m. where m = %C X %O

MISSOURI SCHOOL OF MINES On the tenth of January, 1919, a meeting was held by the juniors and seniors for the purpose of reorganizing the Missouri Mining Association. The reorganization was brought about in this manner because at that time there were no old members left in school. At that meeting, the following officers were elected for the remainder of the year: Gerald F. Rackett, president, Harland H. Hoppock, Secretary. The Association has held several interesting meetings and is arranging interesting programs for some to be held in the future. At present the Association has thirty-four members. H. H. ON Tuesday afternoon, Feb. 17, a large and interested audience gathered in the auditorium of the Engineering Societies building to take part in the gold supply symposium that had been arranged for by the Mining Geology Committee. Waldemar Lindgren presided over the gathering and after brief introductory remarks on the international situation as regards lead, silver and gold, called on John Wellington Finch to present an oral abstract of the paper, "Sources and Trends in Gold Production," by R. J. Grant, director of the Mint, and. J. B. Knaebel. This ' paper reviewed the gold production of the world, by countries, since 1845, from the statistical viewpoint, leaving to the later speakers discussion of the statistics.

MILNOR ROBERTS,* Seattle, Wash. (written discussion?).-The coal fields of Washington, on which Mr. F. A. Hill's paper gives much detailed information, lie on the western slope of the Cascade Range, which extends north and south through the State just west of its center. The mines are on the lower half of the slope, the lignite fields of Lewis and Thurston Counties extending into valleys and low hills west of the mountains. An exception is to be noted in the case of the Roslyn field, a small but important area which lies on the eastern slope.

GEOLOGICAL and exploration work of the United States Smelting Refining and Mining Company are handled by the mines geological and the exploration divisions of a geological department under the direction of the chief geologist. The mines division at present includes, in Utah. a geologist in charge, resident at Bingham, assisted by a geologist stationed at each operation, and a small group of geologists resident at the Bayard unit, in New Mexico. The duties of the mines division include the mapping and delineation of the geology of the mines, direction of sampling and diamond drilling, and the periodic calculation of ore reserves. At Bingham an amount of underground drilling within the limestone and porphyry formations which are hosts to the ore bodies supplements and completes development by mine workings. At Bayard, five to seven drills are kept busy underground, and eight to twelve drills operate on the surface.
