In the design of underground excavations, rock mechanics considerations are nearly always based on an elastic behavior of rock. Most rocks do exhibit a certain amount of elasticity, and the application of principles and concepts of elasticity to rock mechanics problems has been largely responsible for progress in the field over the past 10 or 15 years. NO doubt the theory of elasticity will remain the most useful analytical tool available for both the design of underground openings and the interpretation of phenomenological data. Dr. Cook's analysis of rock behavior based on energy considerations represents a significant new approach to mining rock mechanics problems. Although the foundations of this analysis are somewhat broader and more general than elastic analysis, the development and applications are grounded almost entirely in the theory of elasticity. It has long been known1,2 that all rocks, even granites and dense limestones, exhibit nonlinear time-dependent strain properties to a greater or lesser degree. Creep strain (that is, deformation under constant stress) in salt, potash, and trona can be several orders of magnitude greater than instantaneous elastic strain. Design of underground workings in these materials must incorporate provisions for these strains and must therefore go considerably beyond elastic analysis. Some of the principles of underground design in highly plastic materials will be discussed in this paper. Since all rocks, especially when highly fractured, exhibit a certain amount of creep-type strain, these concepts should be at least recognized in any rock mechanics problem. ALTHOUGH the process to which I refer in this paper has been in successful operation for nearly five years, during which time it has been introduced, superseding all other processes having in view the same end, in almost every lead refinery in the country, no description of it, giving economical data, has ever appeared in print, nor has the process been known in its details to any considerable number of engineers beside those conducting it at their works. A discussion of this subject at the present time becomes especially interesting in view of a late publication in the Prussian ministerial organ for Mining and Metallurgy, by Dr. Wedding, in which the method of treating the zinc-silver-lead alloy by distillation, as finally settled upon at Tarnowitz, is very minutely and fully described. It is the more interesting, because in that article reference is made to the American method in an unfavorable light, while, at the same time, it is clear from the article itself, that the most important details of the process, besides the one that it is conducted in black-lead retorts, were not at all understood. In publishing herewith the details of our American method, one of my objects is to invite comparisons between our simple and direct process and the elaborate one at Tarnowitz. Most lead-zinc mines worldwide have moved to further mechanized techniques to boost productivity, improve safety, and lower costs. The mining session, chaired by S. C. Fall, NL. Industries, and C. J. Beattie, Callahan Mining Co., reviewed mining methods at five operations in the US, Australia, Peru, and Japan. Where massive sulfide-type and irregular ore bodies are encountered, resourceful operators have modified and varied the mining method with the localized ore zones. In all cases, mechanization of operations has registered gains in productivity.

In leaching ores at atmospheric pressure it is often desirable to apply high reagent concentration, long exposure time, and elevated temperature. All of these conditions tend to increase the treatment cost. In conventional leaching, direct or countercurrent, the leaching fluid is needed to transport the solids through the process. This requires relatively large volumes of fluid and limits the reagent concentration economically feasible. The relatively high dilution also increases fuel cost if leaching is to be done above ambient temperature. Heating of water is expensive.

Diatomite deposits, the skeletal remains of tiny aquatic plants called diatoms, are found in many parts of the world. Only a few of these deposits are of commercial value. Open pit mining is used in nearly all deposits now being worked. Processing methods range from simple drying, crushing, sizing and packaging to carefully controlled and highly sophisticated calcining and air classification procedures, employing the latest control and testing techniques. The major uses of processed diatomite are infiltration as filter aids and fillers and extenders.

As already announced in the January Bulletin, this publication will be issued during the coming year monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates for membership, and other items of timely information. Spokane Meeting and Excursions. Further details of the 97th meeting of the Institute have been sent to members in the Circular of May 8, 1909. The list of those intending to go on the excursion is filling up, and since preference in position of state-room or berth is given in the order of application, members and guests who expect to accompany the party and have not yet communicated with Mr.. Theodore Dwight, 29 West 39th St., New York, N. Y., are earnestly requested to do so without delay. For convenience of the members a summary of the additional information is here presented. A special train of Pullman cars will leave Chicago about September 15. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals during the entire trip, except during the Yellowstone Park tour. The general cost of the trip per member will be $300, which includes transportation, berth, and meals for the entire trip from Chicago back to Chicago, almost 6,000 miles, and the tour through. Discussion of the paper of E. B. THORNHILL, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1653 to 1670. D. B. HUNTLEY, Oakland, Cal.-About 15 years ago it chanced to be my lot to cyanide some mill tailings, assaying about $5 per toll in gold and, a few cents in silver. It was in southern Idaho, a. desert region where costs are nearly as large as in central Nevada. We knew that we had a lot of tailings that had been amalgamated and contained about 1 lb. of quicksilver per ton. We knew that we would dissolve some of the quicksilver when we cyanided them with say 0.25 per cent. cyanide solution. We figured (optimistically) that the cyanide would dissolve all of the quicksilver, and we thought to capture all of that, 1 lb. per ton; and we figured out profits as partly gold, partly silver, and partly quicksilver from the recovery in working those tailings. Actually, however, we did this: We had a battery of three large, old-fashioned silver-mill retorts. We retorted our zinc-dust precipitate, recovering about ¼ lb. of quicksilver per ton treated. That was only a loss of 75 per cent. of what we originally had, but still it was profitable by virtue of the conditions. I mention it partly to call attention to the crude old way of doing it, and partly to call attention to how chemical methods for recovering quicksilver have developed in the last 15 years.

Equilibrium in the reaction H2 (g) + 2 = H2S (g) was studied at 1600°C for sulphur dissolved in Fe-Ni alloys of 0 to 100 pct Ni. Within experimental accuracy, the equilibrium ratio pH2s/pH2 [pct S] is independent of the Fe-Ni ratio. Its variation with sulphur content is the same in nickel and the alloys as in iron. Recent data on dissociation of S2 into atomic sulphur are used to apply a small correction to earlier equilibrium data. Equations are presented which define the thermodynamic properties of sulphur in liquid Fe-Ni alloys. ACTIVITY of sulphur in liquid iron was determined by Sherman, Elvander, and Chipman.' The effects of a number of alloying elements on the activity of sulphur also have been determined, that of silicon by Morris and Williams,2 that of carbon by Morris and Buehl,8 and the effects of manganese, phosphorus, and aluminum by Sherman and Chip-man.' The data of Rosenqvist and Cox5 have been used to establish the effect of copper. A summary of all of these data is included in the paper by Sherman and Chipman. In each case, the experimental method depended upon the study of equilibruim in the reaction of sulphur in the liquid metal with hydrogen gas to form H,S. Despite wide differences in the design of apparatus used by the several investigators, all of the results are in excellent agreement. In speaking of the concentration of oxidized lead ores at St. Anthony, I do not wish to infer that we believe all lead ores of a similar grade can be mined and treated at a profit. Our oxidized ore is low grade, and certainly the mine under present economic conditions could not operate on this ore by itself. Because of favorable conditions we can operate the oxide circuit at a small profit although we do not allocate overhead, pumping, and certain other general charges to it. Operations in the oxidized zone were started as an essential part of the development necessary to outline and mine the sulphide ores. Nearly all of our oxidized lead ore comes from the Collins section of the mine, with the transition from oxide to sulphide ore lying between the 600 and 700-ft levels. Production from sulphide ore is much larger than from the oxide, both in tonnage handled and in grade of ore. The oxide and sulphide ores are never mixed either in the mine or the mill. The oxide mill sections have their own ore bins, grinding, and flotation departments. The lead minerals contained in the ore, in the order of their importance are cerussite, wulfenite, galena, anglesite, and vanadinite. The ratios of the different lead minerals change as the ore is pulled from different parts of the mine-total lead being approximately 50% to 60% cerussite, 20% wulfenite, 15% galena, zero to 10% anglesite, and 2% vanadinite. About 3% of the lead was unidentified.

Coal mining in the State of Washington offers many interesting problems for the mining engineer, due to the varied physical conditions occurring in different fields, and often in the same mine. The different coal seams worked in the same mine commonly require different mining and transportation methods for economical operation. The coal measures have inclinations ranging from 5' to vertical, and in the same mine the dip of the coal may vary from 30' to 50 . In all fields, the seams are extensively faulted, folded, and sheared. The quality of the coal produced ranges from brown lignite to bituminous coking coal, the following being typical analyses: Very little of the coal contains as much as 0.75 per cent. sulfur. The brown lignites occur mostly in Lewis and Thurston Counties, and as a rule are very cheaply mined. This coal has been successfully used in locomotives of the Oregon & Washington Railroad, after equipping them with specially designed fireboxes. The sub-bituminous coals occur in all the coal-mining counties. Their cost of production varies widely, according to the character of the formations, the pitch, and the wall conditions. This makes a fairly good steam coal, but the lump is used mostly for domestic trade, after grading into lump, nut, and pea. The coking coal is used for making coke, and for locomotive and other boiler fuel. It yields a strong metallurgical coke, quite high in ash, though seldom exceeding 18 per cent. ash. Thanks to him and to others, who like him, paid the full measure of devotion to their country, our line was held until the critical situation in that vicinity was at an end. He died the true death of a soldier, with his face to the enemy. As we now look back, it is easy to believe that this holding of the line of defense intact by General Carey and his men was a determining factor in the outcome of the war. To have played so important and noble a part in this vital effort as that taken by Perry is assuredly the privilege of few. Our lives, it seems, are like capital entrusted to us to be expended as wisely and effectively as we may. With them we purchase whatever of accomplishment the stuff that is in us permits. It is impossible to escape profound regret that a career so full of the highest promise, and a personality so overflowing with all that is fine and lovable, should have been cut short at the age of thirty-one. Yet who can doubt that in a few months Perry bought with his life the fullest achievement of a life-time—a glorious part in the salvation of Liberty and Justice and Decency, indeed of Civilization itself! Introduction SINCE about 70 per cent. of the total cost of mining is due to underground work which is out of sight, it is essential that expenditures should be made here to the best advantage. A great many mistakes have been made which were expensive, but perhaps these have not even been detected by mine owners. In the future these may be minimized to some extent, especially if there is cooperative effort on the part of each employee. I have been interested in this subject for some years and have tried to deduce principles and methods. These have proved highly advantageous and may also be of help to others. Some corporations, like the United States Steel, and the Cleveland-Cliffs Iron Co., have done a great deal in this field by having stated meetings of their organizations, with the view to interchanging ideas among their men and educating them along the lines of concerted effort. Since no man knows all about the various branches of mining, it is advisable that frequent meetings of the operating department be held for the interchange of ideas and that all members of the organization have an opportunity to express themselves on the various subjects. It has often been found that in discussions between heads of departments, foremen and bosses, many valuable suggestions may be obtained which promote the best interests of the company. The method regarded as the most conducive to cooperative effort, and pursued by the organization, is to analyze and develope the different phases of various mining subjects at regular meetings.

On request of the Commissioner of Education, a small group of administrative professors of engineering and commerce from higher institutions near St. Louis met in conference with the Specialist in Commercial Education of the Bureau of Education on Feb. 22, for the purpose of discussing ways and means whereby the business of our country may be furthered through increased opportunity in our higher institutions for the preparation of engineers with business training. One or more representatives were present at this conference from the University of Minnesota, University of Illinois, Washington -University, University of Missouri, University of Iowa, Iowa State College, University of Kansas. It was recommended at this conference: First, That the Commissioner of Education appoint immediately a committee to consider commercial engineering in its various aspects and to prepare and approve one or more curricula in commercial and industrial engineering that can be recommended by the Bureau of Education for adoption in our colleges and universities. It was suggested that the committee consider the following curricula plans: First, That a minimum number of hours in business training be required in all engineering courses. Second, That a curriculum providing for a minimum of fifteen to thirty units in business economics be incorporated in all engineering courses and offered on an elective basis. Third, That a curriculum in commercial or industrial engineering, permitting full and proper emphasis upon engineering subjects, be offered in the School of Commerce with degree to be given in that school. Fourth, That a five-year combined engineering and commercial course he prepared.

Launching a panel session isn't easy but after Associate Dean Howard Hartman from Pennsylvania State had made his statement, it was obvious that the balloon would go up. Hartman sees a crisis and gave its dimensions. Even with enrollments declining, there are not enough graduates being recruited by the mineral industry. Opportunities in the mining field are not attractive to youth in the face of competition from other disciplines. Nor will we be able to fill our ranks with good men from other engineering disciplines because they won't be attracted either. Salaries are too low. In 1966, mining engineers from Penn State averaged $660 per month starting. The average of all other engineers was $683 per month. The mining engineers ranked seventh out of nine disciplines. The bad image of the mineral field is created in part by industry which offers poor working conditions and inconsequential jobs and in part by the schools which have unimaginative curricula and poor teaching. Hartman called for immediate action and had his own set of solutions ready. "The gut of the problem is pay. Boost starting engineers $100 to $150 a month and older employees in commensurate manner. Compensate for poor working locations by better environment on the job." He did not fail to add that improvement of the public image of the mineral industry is needed. He called for elimination of all of the "schisms," or subdivisions of mineral industry curricula, and suggested a unified curriculum with a name such as "Geo-engineering."

IN 1910 the author was engaged in a qualitative study of the radio-activity of several chemical substances and a few minerals. In the course of the work he studied the mineral allanite (obtained from granite ledges at Topsham, Maine), and found it to be appreciably radio-active. Recently the fact was brought to his attention that the radio-activity of allanite is not well known, although Hon. R. J. Strutt in 1905 published a list of radio-active minerals with their analyses, including allanite from Amherst County, Virginia. In the work done, a standard ,type of electroscope was used, and the readings were made with a telescope, fitted with a scale, by means of which the rate of discharge could be readily determined. The natural "leak" of the instrument was carefully determined, and all results corrected accordingly. The method of study was as follows: The material to be tested was finely powdered, and spread over the bottom of a small, inactive pan. The electroscope was then charged, and the pan placed in position. The door of the instrument was closed, and the rate. of discharge carefully determined. All results were reduced to common form to permit of comparison. It is to be noted that the materials tested were not used in strictly comparable quantities, such as if 1 g. of. each had been used, but about the same quantity of powder was used (in the cases of the solid substances), so that the results are qualitatively accurate.

It is not my purpose in this paper to describe all the different contrivances which have been devised, during the last quarter of a century, for the purpose of Iessening the expense of mining and tunnelling operations; I wish merely to call your attention to the crying want of the Western miners for some cheap and effective machine, capable of economizing on the heavy item of hand-drilling, and to enumerate a few of the latest improvements which have been made in machines of this class. This necessity for the introduction of some kind of labor-saving machinery in mining, especially in the West, begins to make itself felt more imperatively every day. No branch of industry has remained so conservative to the old customs and systems of working, as has mining; and yet no branch is so entirely dependent on economical working for a successful issue; and in very few is the proportion of cost of hand-labor to profits obtained so preponderantly heavy. Perhaps the chief reason for this seeming apathy towards progress in this direction arises from the fact that nearly all mining operations, especially in this country, are carried on in regions more or less remote from the great centres of civilization, thereby rendering the carriage and erection of machinery extremely difficult and expensive. Another reason, however, exists in the fact that a large number of men in charge of mining operations are greatly prejudiced against the introduction of machinery underground, from the idea that it cannot be made to adapt itself to the various positions and
