THE manufacture of gas masks by the Chemical Warfare Service, U. S. A., required preparation of the carbon used in the canisters. The largest plant for the production of this carbon was situated at the works of the Astoria Light, Heat and Power Co., at Astoria, N. Y.; this paper will deal1 with the pyrometry equipment at that plant. Commercial charcoal was found unsuitable for use in gas masks because of its low power of absorption and its poor resistance to abrasion. The best raw material for the production of carbon was found to be coconut shells, but any kind of nut shells or fruit pits were used when sufficient quantities of coconut shells could not be obtained. The shells were first carbonized in retorts, the carbon was then crushed and screened between 8 and 16 mesh, and finally submitted to a special heat-treatment in air; steam treatment was later substituted for treatment in air. The production of gas-mask carbon on a commercial scale was begun at Astoria about Aug. 1, 1917. Temperature control was essential during the initial carbonization of the shells, as well as during the air or steam treatment, and pyrometers were installed for this purpose. The installation and maintenance of all pyrometry equipment was done by the pyrometry department, consisting of an officer in charge, an assistant, and two men. A special pyrometry laboratory was maintained in which all repairs were made.

Blast-furnace flue dust is one of the most troublesome operating factors in the iron and steel industry. It is usually involved in all the unpleasant phases of blast-furnace operations. It adds to our aggravations until we are willing to spend large sums of money to keep it out of our stoves and boilers and more money to handle it again and again on one scheme or another to induce the furnaces to retain it without bad after effects. Several successful operators claim that it is useless to recharge raw flue dust because the furnace would never have blown it out if it had been suitable material for blast-furnace consumption. Most of us who have made persistent efforts to return raw flue dust to the furnaces have decided that it is very often false economy to do so. Yet some remarkable results have been attained at the Ohio Works of the Carnegie Steel Co. through recharging raw dust. The plant comprises six modern blast furnaces. Up to 1909, about 300,000 tons of flue dust had accumulated in stock piles. During the last 10 years, there have been recharged into these furnaces all of the flue dust recovered from the furnace operations, the entire stock pile of Rue dust, and nearly 80,000 tons of dust shipped from other furnaces of the Carnegie Steel Co. The results obtained arc. shown in Table 1.

INTRODUCTION The administrative processes of coal mines are becoming increasingly complex. As society evolves into a more complicated structure with greater emphasis on individuality, government regulations reach deeply into every activity in an effort to force individuals into a standardized mold. These contradictory pressures add an extra burden to the administration of a mining operation. Recent years have brought a substantial change in the skills needed by mine supervisors and managers. As a result, a better understanding of the administrative functions is necessary. The mine superintendent has the overall responsibility for the mine; for effective operation he must be sufficiently knowledgeable to oversee all the complex functions that make up the mine. This chapter does not cover all the administrative requirements because of the variation in mine operation and in company policies and organizational structure. It does attempt to identify the administrative functions that would be required at a large mine with a preparation plant. It is assumed that the mine operation is decentralized with very little duplication of functions at the organizational levels above the mine. Thus each function is assumed to be relatively complete at the mine and under the general supervision of the mine superintendent. EMPLOYMENT PROCEDURES Throughout the mining industry, in deep or surface mining, in union or nonunion companies, the success or failure of an organization is directly related to the caliber of employees who make up the organization. - §1. INTRODUCTION.-Any given piece of metal is made up of a very great number of grains, usually microscopic, each of which is a perfect crystal save only in outward form, with cleavage planes of low cohesion, geometrically arranged quite as in the familiar non-metallic crystals. The plastic deformation of such a mass occurs chiefly through the slipping of the crystalline blocks of which each grain is composed along these cleavage planes, causing steps called slip bands to form on a previously polished surface. In this slip, the metal immediately adjoining each of the cleavage planes along which the slip takes place is thought to pass extremely rapidly through a very mobile state into the amorphous state, in which it is harder than the remaining still crystalline metal between the amorphous layers thus formed along the slip planes. Whether the slip planes below the surface in ferrite can be detected by cutting, polishing, and etching sections is in dispute; but if this detection is possible at all, it is usually made impossible by heating the metal even gently. In short, the change along the slip planes does not persist through heating, and it is thought not to persist through time even at the room temperature, nearly all the amorphous metal re-crystallizing. Although mechanical appliances for the ventilation of mines have been known siuce very early times (one being mentioned in Agricola's De Re Metnllica, 1657), it is only within the last forty years that such appliances have been generally used. A great number of different ventilators have been invented and used, but the varions forms of centrifugal machines having proved their efficiency, have now almost conlpletely replaced all others. Most if not all of the machines in use in this country are of this class, being either open-periphery fans, or closed, with chimney and spiral casing, of a more or less modified Guibal type. The theory of such machines has been demonstrated by Mr. Daniel Murgue in Theories and Practice of Centrifugal Ventilating Machines, translated by A. L. Steavenson. His statement may be condensed thus : Let a = orifice in a thin plate, of such area that its resistance to the passage of a given quantity of air equals the resist ance of the mine. Most coal mining areas of the Western United States are characterized either by thick beds, steep pitches or heavy cover. Individually, each of these may present inherent safety hazards that influence mining. When all are met at one location, the combined effect is to make the safe operation of the mining property a challenge to management. These combined conditions are met in the coal mines of the Columbia-Geneva Steel Div. of the United States Steel Corp., in southeastern Utah. This coal bed measures up to 16 ft in thickness, the pitch is as much as 25 % and mining is under a cover approaching 3000 ft. The Sunnyside coal bed is found in the Book Cliff Mountains, a great escarpment extending from west of Castle Gate, Utah, some 180 miles to Grand Junction, Colo. West of Green River, Utah, the Book Cliffs swing sharply to the north because of the domelike uplift of the San Rafael Swell to the south- west. It is in this northerly extension of the Book Cliffs that the Sunnyside coal in the Blackhawk Formation of the Mesa Verde Group, Upper Cretaceous Age is found. The strata are transected by numerous faults with from a few inches to as much as a hundred feet of displacement. All of these faults have had some effect on the mining operation, either in roof control or, in the case of major faulting, the pattern of mine development.

The phenomenon called "water-coning" is that, observed in many oil wells, in which bottom water gradually and frequently sudderlly displaces a part or all of the oil production when a certain rather critical production rate from the well is exceeded. To follow in detail the process of the formation of a water cone as it breaks through the oil zone and enters the well bore is a problem so complex as to make a theoretical analysis practically impossible. However, an analytical treatment of the flow system before the water has broken through and during the time that it lies statically beneath the oil zone with an elevated or "coned" surface can be carried through under certain approximations. To present an analysis which shows the essential characteristics of the coning mechanism is the purpose of the present discussion. Physical Basis of Theory and Meaning of Approximations As will always be true for flow systems where true water-coning is at all possible, the water will be supposed to lie beneath the oil zone because of its density contrast with respect to the oil. In fact, tinder the usual field conditions, when the pay horizon is reasonably homogeneous, the water most frequently enters the well through the lower zones, but even when it enters from intermediate zones it may, in the later life of the well, displace the bottom layers of oil, thus resulting in a system wherein the oil is effectively floating on the water.

The procedure for scaling breakage parameters determined in a laboratory mill to values for a full-scale mill is briefly presented. A simulation model of a closed circuit mill also requires a model of residence time distribution, a mass transfer law to predict over-filling as a function of flow rate through the mill, and a model to describe classification action. For fine dry grinding, or viscous slurry grinding, it is necessary to allow for slowing-down of breakage rates for a fine mill charge. Four examples of comparing simulation models to actual plant data are presented. The first is wet grinding of copper ore in normal closed circuit at 50 tph (metric) production, under conditions where the mill does not overfill. The second is the wet grinding of copper ore in reversed closed circuit at production of 87, 102 and 108 tph, with flow through the mill of approximately 150, 200 and 300 tph. The third is dry grinding of coal with a hot air sweeping stream to remove all of the coal as air-borne material, in open and normal closed circuit. The fourth is grinding of cement clinker in a two-compartment, air-swept tube mill in normal closed circuit with two different classifiers, producing 120 tph of 3250 Blaine cement. In all cases the simulated capacities and product size distributions were in reasonable agreement with actual plant performance.

The reactive metals are above manganese on the electromotive series. Their compounds are characterized by large heats of formation and they cannot be reduced from their ores by classical methods. Three general production methods have been used: a) Fused salt electrolysis, b) reduction of a halide by another metal, and c) reduction of the oxide by another metal. Method (a) is highly developed, as in the case of aluminum, (b) in the case of titanium, and (c) has been successful in the case of volatile metals such as magnesium and calcium. It is suggested that future improvements will take place in (a), and particularly in (c), but are rather less likely in the case of (b). THIS year of 1963 is the centennial of the birth of both Charles Hall and of Heroult, the founders of the aluminum industry. Aluminum is the one reactive metal which has reached massive stature in modern industry and perhaps the only such metal to have been produced in any quantity before the turn of the century. It has been joined by others, some on a very modest scale, but all of importance and all of fascinating interest. When invited to give the Fifth Extractive Metallurgy lecture, it seemed appropriate to look back upon the short history of this group to trace the developments which brought extraction methods to their present state and, at great risk, offer opinions as to future trends.

Most theories of blasting phenomena are based on the condition that explosive charges have a spherical shape. If a cylindrical charge is considered, the explosive is usually assumed to have an infinite velocity of detonation. Another limitation is also often imposed whereby only one free face is considered to exist. Unfortunately, these conditions all serve to limit the number of variables involved and tend to over-simplify analyses. The result is that explanations for actual effects from blasts are seldom realistic. In addition, no solution has yet been found to explain the actions of certain blasting agents that appear to stress materials in a different manner than do many of the high explosives. In order to determine causes for some of the unexplained phenomena, investigations were conducted by the writers on both actual field blasts and theoretical problems. Although many solutions have been proposed to explain the rock breakage processes, none relate the effects of hole depth, explosive and rock energy- propagation velocities with charge placement geometry. Evidence indicates there is a definite interdependence of those factors and that they are of vital importance in proper drill-pattern design. For simplicity most of the discussion in this paper applies to vertical blast-holes drilled in uniform massive rock for open pit blasting, although the basic principles presented apply to all forms of blasting with certain basic modifications being necessary for specific field conditions.

IN some districts of the bituminous coal field the problem of construct-ing bulkheads to seal off water under pressure is becoming increasingly important. Recently this matter has been brought very much to the front by the loss of a large Illinois mine due to failure of a bulkhead that separated it from several old, flooded mines. As this great misfortune has provoked much inquiry about proper bulkhead design, it-is felt that a description, of the successful and extensive water-sealing practice at three mines that have different natural conditions will be of considerable interest to those connected with properties having a present or future water problem and to engineers that may have to design safe bulkheads of economical construction. These three mines are the Saxton and Dresser, near Terre Haute, Ind., and the Hegeler, near Danville, Ill. All three have water conditions that make it necessary to regularly seal off all worked-out sections of the mine, and there are considerably over a hundred bulkheads in each. As far as the writers know, these three mines are the only ones in the bitu-minous coal fields of the United States with anything like so large number of water seals and experience, although a number of other mines are known to have a few bulkheads. More detail will be included herein on the Saxton mine than on the others, as the writers are more familiar with it.

This paper is simply a summary, prepared at the request of the Council of the Institute, of the report of Mr. Albert Ladd Colby, of South Bethlehem, Pa., presented at the New York meeting (October, 1896) of the Association of American SteelManufacturers, on " The Advisability of the Endorsement by the Association of the United States Standard Gauge, approved by Act of Congress, March 3, 1893, to the Exclusion of the Birmingham Gauge, the .Brown and Sharpe, and all Others:" a subject on which, at the Pittsburgh meeting (April, 1896) of the said Association, Mr. Colby had been appointed as a committee. The report favors the adoption, not of the United States standard gauge to the exclusion of others, but of a decimal system of gauging all materials in thousandths of an inch, thus doing away entirely with arbitrary gauge-numbers running in inverse order to the actual thickness. The American Institute of Mining Engineers originated this movement. The report of its committee on a standard wiregauge, presented in October, 1877,* recommended the abandonment of the system of fixed gauges for commercial use, and of the system of representing the diameters and sizes by numbers, and the adoption, in lieu thereof, of the system of expressing sizes in thousandths of an inch or fractions of a millimeter, and the use of the micrometer-gauge as a means of measuring sizes. Accurate knowledge of the solid solubilities of the elements that dissolve in the important base metals is needed for guidance in the preparation and heat-treatment of the alloys derived from these components. While there is still difference of opinion concerning the merits of the X-ray and microscopic methods of determining such solubilities, it is certainly true that the recent extensive use of X-ray diffraction to review the existing constitutional data has revealed many glaring inaccuracies and has brought about a much improved knowledge of phase-boundary locations, which will inevitably come to include all of the important alloy systems. When the work is done with all necessary precautions it appears that in the majority of cases where the solubilities extend beyond a few tenths of a per cent the X-ray back-reflection technique is capable of furnishing the best of information in this field. For the most prolonged and thorough studies it is obviously advisable to combine the results of several methods, in particular, to obtain an agreement between X-ray and microscopic data. This paper reviews the work previously done on the solubilities of phosphorus, arsenic, antimony and bismuth in copper and, in consideration of the uncertainties thus made apparent, presents new X-ray data obtained with the first three members of this group. In August, 1977 the United States Congress passed Public Law 95-87 which has been commonly referred to as the Surface Mining Control and Reclamation Act (or SMCRA). This title is somewhat misleading in that the act creates as many regulatory requirements for underground coal mines as for surface coal mines. How- ever, this paper will concentrate on the effects of SMCRA on designs and stability for various activities of surface coal mines, specifically those concerning "Disposal of Excess Spoil". In the past, the objective of most laws and regulations applicable to the mining industry has been to achieve goals of safety or environmental concerns for all types of mining. However, SMCRA is unique in that it sought to regulate-all-activities of coal mining from initial data gathering, exploration, mine design and facilities design to reclamation activities and design. More specific to the stability of the activities of surface coal mining, special criteria for design and construction performance standards have been promulgated for the construction and maintenance of roads, dams and embankments, coal processing waste, ex- cess spoil piles, backfilled reclamation and pit slides. The criteria for design for the previously mentioned facilities has been enumerated by regulations and in many ways restrict the use of site specific design parameters. The fifth convention of the National Foreign Trade Council was held in Cincinnati, Apr. 18, 19 and 20. More than one thousand accepted delegates were registered, the American Institute of Mining Engineers being represented by W. L. Saunders and W. N. Thayer. The convention was called to order Thursday morning, Apr. 18, in the convention hall of the Hotel Gibson; by the Chairman, Mr. James .A. Farrel, president of the U. S. Steel Corporation, and was in continuous session for two clays, several group sessions being held simultaneously. The convention adjourned Saturday morning after receiving the report of the central committee. The dominant themes of the convention were: First, "Win the War" and second, "Establish Foreign Trade on a. Firmer Basis." The discussions included textiles, lumber, chemicals, automobiles, finance, and agriculture, and also those things in which mining engineers are particularly interested, metals, oil, and coal. The report of the central committee, which was adopted, recommended the stimulation' of production of all materials required for war purposes; the subordination of all trade that will not impose new and heavy penalties on our adversaries; the maintenance of such foreign trade as will support national credit and supply materials required for military and naval purposes; the continued interchange so far as possible of merchandise and products between the United States and.
