THE Synthetic Liquid Fuels Act (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Federal Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation,3 the Fischer-Tropsch synthesis,4 and nil stifle.5 The. Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because anal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form Will Ire valuable. The material will he presented in three parts. as follows I. United Stares Patents. II. United Kingdom, Australian, Canadian, and South African Patents. III. Other Foreign Patents. "When hard times strike in the mining cycle, sites tighten their belts and focus on lowering their unit costs. Lower unit costs can be achieved by reducing expenditure, increasing production, or by a combination of both. Faced with these requirements, site personnel must turn to areas where they can focus their effort for maximum return. For many sites, both in Canada and overseas, focusing on improving flotation cell maintenance is one of the areas where gains can be made for minimum outlay. Due to resource limitations and/or lack of equipment understanding, maintenance on many sites is only conducted on a reactive basis, once equipment fails. This paper will promote the idea that mineral processors should become more familiar with their equipment so they can ensure that the plant’s ability to produce is not compromised. By better understanding the flotation equipment and ensuring the critical components are maintained, it should be possible to unlock value in an operation. Flotation equipment inspections will be discussed in detail, including key items to look for during these inspections. Potential approaches for predicting wear and change-out time for flotation equipment components will be also demonstrated. An example of one approach used at a South African nickel site will be given.INTRODUCTIONWith metal prices decreasing and operating costs rising, concentrator operators are looking for ways to improve their bottom line. Lower unit costs can be achieved by reducing expenditure, increasing production, or by a combination of both. To meet the expectation of shareholders, mineral processors must turn to areas where they can get the best return for their efforts. One area where there is a large opportunity for improvement is in the maintenance of flotation equipment.On many mine sites, both domestically and around the world, it is quite common to see the philosophy applied of repairing equipment only once it has failed. Though some sites have advanced enterprise management systems and monitoring programs, in the authors’ experience, the decision on flotation equipment maintenance is rarely made on a proactive basis. Two common trends that are evident in the mining industry are that operations are under pressure to keep the plant producing, and maintenance managers generally have very strict budget targets to meet. In addition to these factors, few sites have a good understanding of the financial implications of running with worn or broken flotation equipment. Knights, Jullian and Jofre (2006) summarize this situation well, stating that the lack of correlation between some commonly used maintenance performance measures and key business drivers can lead to maintenance being seen only as a cost center (that needs to be reduced) rather than a tool for productivity improvement."

We have considered the following characteristics of the crust and upper mantle of the Pacific Belt: seismic wave velocity anomalies, mechanical stress and shear deformation rate fields, heat flow and the pattern of metallogenic provinces of the Belt. It has been noted that there exist certain .regularities in distribution of the above mentioned geophysical characteristics and metallogenic zones within the Belt, displayed by prevalence of the lithophile elements in the Asia-Australian part of the Belt, and of the chalcophile ones within the American part.

Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

Drilled shafts for many situations offer an economical alternative to driven piles. The Federal Highway Administration (FHWA) has spent considerable time and money in research and developing design and construction guidelines for drilled shafts. However, the full potential of the technology may not be realized because of the uncertainty of the effects of construction on the actual service behavior and the lack of either reliable quality control tests to check for or evaluate defects, or inexpensive load test procedures. Static load testing is very expensive and it is not feasible to load test each shaft on a project. Therefore, other means are necessary to confirm or evaluate the integrity of the completed drilled shaft or to determine the capacity of the completed shaft.

Copper-Nickel ores in northeastern Minnesota could establish a new industry in a region where underground mining has not been active. This study reviews geotechnical data relevant to the selection and design of underground mines in this region and by numerical structural analysis evaluates the importance of some geotechnical parameters to mine method selection. Because of the rapid development of computer modeling many new techniques have become available for modeling rock mass behavior in recent years. An overview of these methods is presented and their applicability to mine design reviewed. Methods included in this summary were the differential continuum models, such as finite Pint and finite difference, integral continuum models, such as boundary element, displacement discontinuity and boundary integral equation methods, and discontinuum methods such as the distinct block model. The displacement discontinuity method was used to evaluate the influence of geotechnical parameters on some aspects of mine design. Three problems; room stability, pillar stability on a weak inclined contact and sill pillar thickness influence on sill pillar stability, were analyzed to evaluate the relative importance of insitu stress field and joint properties on design. It was concluded that for stability analysis the initial horizontal stress is of most importance in all aspects of design. The position, orientation, persistence and strength of joints is also of primary concern. In a more general sense, however, it was concluded that detailed geotechnical parameters have much less influence on mine method selection than more general factors such as rock quality, initial stress state, orebody shape and economics.

The periphery of longwall panels in the Pocahontas No.3 coalbed is characterized by a zone of reduced permeability that inhibits the natural drainage of methane. A residual gas pressure of 105 psig was measured after 1 year in an isolated block of coal measuring 340 by 1,100 feet. The buildup of gas pressure within such large blocks causes methane problems during plowing operations. However, natural drainage holes drilled during development have been found to reduce the gas content of the coal in this coalbed by over 90 percent. The effect of water infusion on dust during plowing operations was investigated using existing methane drainage holes. These holes were cleaned of debris and a pipe was grouted into the hole for water infusion of the panel. Both total and respirable dust levels were reduced by 40 to 79 percent. Water infusion of the panel proved more effective than did the use of a plow-mounted spray system.

IN INDUSTRIAL and domestic daily life carbon monoxide is the most frequently encountered toxic gas. hazardous concentrations of carbon monoxide may be present in the vicinity of many industrial operations, such as metallurgical processes, coke ovens, and fuel- and synthesis-gas producers, and may be encountered in confined spaces, such as dwellings, garages, workshops, vehicular tunnels, and mining operations, in connection with the use of heaters, boilers, internal-combustion engines, after blasting operations, and after fires and explosions. Evaluation and control of the health and safety hazard caused by carbon monoxide depend primarily on the analytical detection of the presence of carbon monoxide and determination of its concentration in air and in various gaseous mixtures. The choice of method of analysis in any particular situation depends on such factors as required accuracy, range of concentration involved, convenience, speed of analysis required, quantity of sample available, qualitative composition of sample or atmosphere to be analyzed, and possible effects of interfering gases. Some of the methods described require only adequate understanding of operational techniques, whereas others require thorough appreciation and skill in applying the principles involved. The instruments and analytical procedures commonly used for detecting and determining carbon monoxide are described in detail, and reference is made to more specialized methods:

Limitation of negative effects and enhancement of positive developments necessitates eco-consistent planning of engineering projects based on the geotechnical aspects of environmental impact management.

Refractory/metal interactions and associated reactions are significant during casting as they can lead to inclusion formation. High-temperature interactions between aluminosilicate refractories and molten steel were studied in the present investigation using the sessile drop method. The changes in the contact angles between molten iron with well-defined oxygen levels and substrates of silica, mullite (3Al2O3?2SiO2) as well as commercial refractories were measured in the dynamic mode. In all cases, the reaction led to slag formation. The experiments were performed under isothermal conditions at 1823 and 1873 K. A known and constant oxygen partial pressure was imposed above the iron drop, through appropriate CO-CO2-Ar mixtures. For all substrates, the contact angles started decreasing due to the lowering of the surface tension of iron, as oxygen was imposed on to the system. When a critical level of oxygen was reached, slag started forming at the drop/substrate interface and at this stage, the contact angle dropped suddenly. Subsequent behaviour of silica and mullite was observed to be different, with SiO2showing a non-wetting behaviour. In the case of SiO2substrate, there were also deep erosions along the periphery of the drops and there was slag accumulation at the sides of the metal drop, probably due to Marangoni flow and/or SiO(g) formation. SEM and EDS analysis of the substrates revealed that the formed slag was fayalite. The thermodynamic criteria for slag formation and possible mechanisms of the reaction are discussed in the light of the experiments. The introduction of computer technology to the mining industry has produced many benefits for the mining engineer. The most significant is the dramatic increase in productivity realized by the individual user. This is important during times of competitive market conditions. Software for the minerals and energy industries has evolved substantially over the past decade. But even today it remains difficult to find a system that features the flexibility and integration capabilities to effectively (and cost-effectively) handle the needs of professionals in each phase of the mining industry - from exploration to reclamation. Several national software developers are now addressing this challenge. One Denver-based company, MINEsoft Ltd., offers a software package that is currently being used in each phase of the mining industry. The basic technology used in MINEsoft's database management system was developed in the 1960s. But during these early years of the computer industry, most of the technology was available only on mainframe computers, and then only as separate entities. MINEsoft's system unifies these various systems in one package that can be used on most computers manufactured today. Database Management System TECHBASE is a flexible, integrated database management system designed specifically for technical applications. The system features a database manager with no practical limit to the amount of data it can store, retrieve, and manipulate, according to the company. TECHBASE in¬cludes Applications Packages (TAPs) designed to meet the needs of professionals in a host of industries. Clients use the TECH BASE system to prepare many reports, including important EPA information. The package reduces data to a manageable level and enables users to increase productivity with a smaller staff. Mining engineers no longer need to do things by hand. What used to be a day's work can be accomplished in an hour or two. Exploration "Using the TECHBASE system to generate maps has probably saved us the expense of three or four draftsmen," says Ralph Fitch, regional manager and senior staff geologist with Chevron Resources in Portland, ME. "The system has great flexibility. You can treat it much like a spreadsheet. If you are halfway through with a particular project, the system allows you to add fields and calculations with ease but without starting over." Fitch uses TECHBASE for the "straightforward" plotting of results and generation of geochemical and geophysical profiles. "In exploration," he says, "these are the two key elements ... the generation of maps and data profiles. The system allows you to plot as many elements and variables in these areas that you like." Other aspects are important, too, says Fitch, including drill hole sections. "We use all the basic capabilities the system provides in the complete package," he explains. This paper pays tribute to the pioneers in geomechanics, and addresses some of the most pressing issues of our time related to deep mining, and how to mitigate these issues. Solutions developed by our predecessors seem to have reached their limits as mines continue to go deeper. The International Society for Rock Mechanics (ISRM) guidelines for rock mass characterization for excavation design also require re-thinking to reflect current knowledge and experience. Thus, a whole new approach is urgently required to increase mine safety and productivity. The paper will draw on the challenges and experiences in medicine and science that have been overcome through genuine collaboration, advances in technology, and impressive funding, which can be adopted to provide solutions to contemporary geomechanics challenges for increased safety and productivity as mines continue to go deeper.

The Bureau of Mines investigated the effect of up to 1 wt-pct of copper and silicon on the heat treatment response and hardness, tensile, and impact properties of hot-rolled medium-carbon steels. The steels were prepared by induction melting and fabricated into plates by forging and rolling. The tensile strength of 0.2-wt-pct carbon steels containing 0.3 wt-pct silicon was affected significantly by copper in both the hot-rolled and heat-treated (600° C) conditions, whereas the tensile strength of the 0.3-wt-pct carbon steels was less affected. A 600° C treatment was considered optimum as a post-rolling treatment to strengthen the steels by copper precipitation. Strengthening of 0.2-wt-pct carbon steels by silicon was reduced by increasing copper contents.. Optimum impact strengths occurred at about 0.3 wt-pct silicon in 0.2-wt-pct carbon steels containing 0.6 and 0.8 wt-pct copper. The impact strengths were lowest for 0.2-wt-pct carbon steels containing over 0.8 wt-pct copper and greater than 0.3 wt-pct silicon, especially in the heat-treated condition. Copper and silicon solutes and copper precipitates strengthened the steels. This effect was augmented slightly by strengthening through grain refinement by these solutes.

Despite further declines in production for some producers, 1986 proved to be a landmark year for the asbestos industry. The key event was the adoption of The Asbestos Convention by the Inter- national Labour Organization (ILO) and its 150 member countries. The document, entitled "Safety in the Use of Asbestos", reaffirms the international consensus on the "controlled-use" approach to chrysotile asbestos regulation. The decision of the ILO has come at a critical point in time. It represents a major turning point and provides an important building block for the long term future of the asbestos industry.

Design loads are limited for piles relying upon toe stresses in rock due to uncertainty about the rock quality over the whole pile diameter because of rock mass properties or construction effects. The paper discusses the use of video images to evaluate rock quality at the bottom of piles socketed into graniodorite bedrock in a steel pipe pile project. Skillful interpretation was required to assess the 3D properties of the rock from video images. It is necessary to observe the rock mass characteristics near the project site for better perception of the rock features from the images. Video image interpretation skills were established by the evaluation of the cores drilled under the socket base and the results of pile loading tests. Correlations were found between rock appearance in the images and the rock socket drilling records. Rock socket acceptance criteria were developed through monitoring the drilling operations for the specific site procedures. Video images then served as one of the quality-assurance tools together with probing and pile loading test. Lessons and methods learned from video inspection in this project could be used to evaluate rock quality in similar cases.

This publication, for the calendar year 1959, contains statistical data on injuries and employment pertinent to metal mines, ore-dressing plants, and primary nonferrous smelters, refineries, and reduction plants. The Bureau of ,Mines is authorized to request data on injuries and employment in the metal-mining industry, and the information, voluntarily submitted by the operators, contributes immeasurably to the promotion of safety in the metal- mining industry. Every effort has been made to make the annual canvass as complete as possible. The data presented are classified according to the hind of ore mined and includes information on copper, iron, lead-zinc, gold-silver lode, placer, uranium- vanadium, and miscellaneous metals. A breakdown of miscellaneous metals by commodity is shown in tables 17 and 18.

"Ferromanganese crusts contain hydrous Mn and Fe oxides as main metal compounds together with some economically interesting minor elements such as Co, Ni, Ti and Cu and trace metals such as Mo, W, Nb, Te, Ga, Pt, and REEs. Some of these metals or semimetals have a great future potential as innovative high-technology constituents. All of them are highly enriched in the crusts compared to seawater composition.The Mn in the crusts mainly originates from the O2 - minimum zone in the oceanic water column. The agent for Mn2+ oxidation is dissolved oxygen, transported upwards from colder deep water layers by turbulent eddy diffusion. The Mn itself descends from surface waters and is carried down to the O2-minimum zone by fecal pellet transport. In contrast, Fe is mainly supplied from carbonate dissolution of planktonic skeletons in the water column. These relationships result in the fact that the oceanic water depth strongly controls the metal composition of ferromanganese crusts: the Mn - group metals are more enriched in shallower water, whereas the concentration of the Fe - group metals increase with water depth. The REEs play a very important role with regard to the trace metal composition of the crusts: their concentrations increase with water depth mainly controlled by a decreasing Mn/Fe ratio.In seawater, REEs occur as carbonate complexes; preferably, the light rare earth elements (LREEs) form REECO3 +(aq) and the heavy Rare Earth Elements (HREEs) REE(CO3)2 (aq) complexes. The REEs are transition metals, their 6s orbital of the outermost shell is filled before the filling of lower 4f electron shells is completed, thus the configuration of the valence electrons is similar in all the REEs, and all REEs exhibit similar chemical behavior and exist, dominantly, as 3+ cations. The ionic radius decreases progressively from La3+ (1.18 Å) to Lu3+ (0.97 Å), this phenomenon is called "lanthanide contraction". Due to the fact that REEs in seawater form cationic and anionic carbonate complexes, the two main hydrogenetic constituents, hydrous !-MnO2 and Fe-oxyhydroxide, fractionate the group of REEs by surface absorption processes. According to the pHZPC-concept the ?- MnO2 phase has an electronegative surface, and Fe-oxyhydroxide a slightly positive surface charge at seawater pH. These relationships are the main reason for the observed REEs fractionation."

Entre os vários processos existentes na unidade, a logística interna de movimentação de metálicos (sucata e gusa sólido) e o abastecimento da Aciaria Elétrica com cestões, são processos que se não estiverem bem configurados podem restringir as capacidades produtivas almejadas, comprometendo o alcance das metas estratégicas. Para analisar os possíveis impactos e restrições a produção, foi desenvolvido um modelo matemático em computador para simular as operações virtualmente, como forma de determinar as melhores condições operacionais e prever quaisquer gargalos no sistema.
