The fourteenth National First-Aid and Mine Rescue Contest we;; held at the State fairgrounds, Columbus, Ohio, October 2, 3, and 4, 1951. The meet, the first such event in 21 years, was under the auspices of the Bureau of Mines, United States Department of the Interior, and the Joseph A Holmes Safety Association and was sponsored by the National Coal Association, the United Mine Workers of America, and various State mine-inspection departments. The cooperating agencies that contributed to make the meet a success, in addition to the National Coal Association and the United Mine Workers of America, were the Kentucky Department of Mines and Minerals, Ohio Division of Mines, West Virginia Department of Mines, Pennsylvania Department of Mines, and the Columbus Convention Bureau. SUMMARY Fourteen teams from 6 States participated in the mine rescue contest, and 55 teams from 9 States competed in the first-aid contest. Only one of these teams entered as a combination team, that is, participating in both the mine rescue and first-aid contests. The States represented and the number of teams from each State are listed in table 1.

The authors describe two stratiform intrusions within a two miles thick ophiolite belt, one of the many ophiolite (serpentine) belts of the eugeosynclinal sequences of the Kalgoorlie System (metamorphic age c.2700 million years). Unusually good evidence of gravitational differentiation involving cumulates for an Alpine type peridotite-gabbro intrusion has been obtained, in spite of modifications of the original igneous rocks imposed by regional metamorphism. Unmetamorphosed relics of cumulate rocks are a surprising feature of this occurIfence.'fhe differentiation process reflected in the layered sequences is compared to that of the Stillwater Intrusion, Montana. Phase, cryptic and rhythmic layering are recognized. The economic significance of this study lies not only in the possibility of nickel mineralization in this ophiolite belt, but also in that much detailed information on the nature of these belts, which is difficult to obtain in the case of the more altered and sheared rocks of the belts carrying gold and nickel ore deposits nearby, is gathered from the Yilmia occurrences.

Trends in Test Filtration to Respond to Decreasing Sample Size There has been a steady decline in the quantity of samples available for testwork when developing new mining processes due to the maturing mining technology and the increasing costs of pilot testing. Larox, a supplier of filtration equipment and its co-operation partner Lappeenranta University of Technology (LUT) have been actively developing new equipment, testing methodologies and tools to plan test campaigns with the objective of being able to determine the optimum filtration technology and the parameters for sizing full scale equipment with a minimum sample size. With smaller sample sizes, the test scale diminishes from pilot scale to bench scale, and the small equipment size has implications for scale-up. Redesigning the equipment to simulate full scale equipment rather than to match filtration theory has led to some interesting developments. Comparisons between bench scale equipment and production units help identify the limitations of bench scale testing. The nature of filtration is such that it is unreliable to estimate filterability theoretically, and different testing methodologies have been investigated to be able to test the feasibility of filtration from samples as small as few grams. While not optimising the filtration technology, these methodologies provide an adequate level of accuracy for scoping studies. Together with improvements in equipment, a software tool has been developed to reduce the number of tests necessary to optimise filtration technology and parameters for sizing.

I work for the State of Washington as an Explosives inspector. My paper will describe the mission of the Wa. State Dept. of Labor pertaining to explosives and the regulation of explosives in the State.Blasting safety is high on the public safety list and the regulation of explosive use and storage has been mandated through legislature. The Dept. considers pro-active partnering forexplosive safety preferable to after-the-fact citations for non-compliance.In some cases, the Dept. will issue civil citations with monetary penalties, meant to be a deterrant, of course, to blasters who choose not to comply with the explosive regulations of the State.The Dept. has also revoked and suspended blasting licenses. In some instances, the Dept. has allowed recipients of citations with monetary penalties to reduce the amount paid by attending technical training classes. The idea here, is to reduce the chance of reoccurence of unsafe blasting practices. The State of Washington partners with MSHA in the regulation of explosives use and storage in mines, pits and quarries in the Stateas well as working closely with law enforcement, State and local fire marshals, ATF,and is active in ISEE in part of it’s ongoing effort to promote explosive safety and establish communications in a nonadversarial way with explosives users. My paper will include some statistics on licensing in the State, pounds of explosives used, inspection numbers, numbers and types of complaints with information from the inspections resulting of these complaints. My paper will include examples of storage, both good and bad, examples and pictures of fly rock incidents, accidents, near-miss close calls, break-ins, thefts, and abandoned explosives. This paper may also include a brief summary of my opinion of explosive regulation and my job as a regulator, including examples of high and low points of the job, joys and frustrations.

A high-pressure intensifier system was designed, constructed and field tested as part of a program to determining the feasibility of applying high-pressure water jets on conventional mechanical rock excavation equipment to increase advance rates. Also developed were a high-volume swivel, capable of transferring the high-pressure water to a rotating cutterhead and manifold system for locating and protecting the jets on the cutterhead. Field tests were conducted in a granite quarry near Skykomish, WA, approximately 90 miles east of Seattle. The concept of improving excavation rates by using water jets to assist mechanical cutting was proven to be successful, with an average increase in excavation mete of 50 to 60%. For some tests, the excavation rate was more than doubled. Machine torque requirements were reduced approximately 25% when the water jets were used. It was suggested this was due to reduced cutterhead friction in the presence of the water jets. A comprehensive economic analysis was undertaken as part of a concurrent study to determine the degree of cost benefits attainable from increased advance rates. Very significant savings were seen to be possible. It was concluded that the basic concept of combining a water jet capability with a mechanical excavating machine is definitely possible.

"INTRODUCTION The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heat¬ing value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions./ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made.Analyses of the delivered coal and ""tipple"" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The application of high pressure grinding rolls (HPGR) has been growing in the mining industry for the last 10 to 15 years. The major benefits supporting this trend are better energy efficiency, improved grinding capacity, and higher metal recovery in downstream processes such as heap leaching and flotation. In general there is limited quantitative knowledge on the true benefits of HPGRs relative to SAG mills in comminution, and about which situations one deals with better than the other. This paper will present a structure for comparison of the energy requirements for HPGR versus SAG mill considering complete circuits for comminution of precious and base metals hard ores. The work presented is from the design of four complete circuits based on ore data from two sites.

"Currently mine process studies and geochemical waste characterisation are considered as two interdependent studies, necessary for the development of the mine and inclusion in the environmental impact statement (EIS). Geochemical waste characterisation will utilise the simulated tailings produced by the mine process studies team to understand the behaviour of the tailings, but the two teams rarely integrate these to develop a coherent and agreed final design.Thorough mine waste geochemical assessments can develop processes to minimise environmental harm, resulting in substantial savings in the decommissioning, closure and rehabilitation phases, and may also be able to address changes in mineral processing methods that can result in substantial savings in process inputs, or even recovery of metal concentrates.Based on geochemical waste characterisation, the full cost of waste management can be calculated and incorporated into the costing of milling.  This allows for a more effective evaluation of the metallurgy.  A number of examples are presented in which substantial improvements have been made from the collaboration of both the metallurgical and geochemical teams during planning and the metallurgical team and environmental team during operations.*This paper is only available for individual download. The prevention of AMD in situ is more attractive compared to subsequent downgradient treatment alternatives that do not involve source control. AMD source control can be achieved by shifting the microbial activity in the sulfidic rock from pyrite oxidation to anaerobic heterotrophic activity. This is achieved by adding biodegradable organic carbon amendments to the sulfidic rock. This technique was applied in an abandoned mine pool with a pH of 3-3.5. Following treatment, near-neutral pH and decreased effluent heavy metal concentrations were achieved. In situ bioremediation by enhancement of bacterial iron and sulfate reduction is a promising technology for AMD prevention.

The oxidation of ferrous sulphate to ferric sulphate with air and oxygen in a gas lift percolator was investigated with initial Fe2+ concentrations in the range 0·01 M to 1·0 M,temperatures in the range 20-80°C, and pH in the range oto 2.The rate of formation of Fe3+ was found to be well described by the rate expressionEquation 1and a consistent mechanism is proposed.The presence of Cu2+ was found to cause an increased rate of oxidation, the effect being greater with Cu2+ concentrations increasing in the range 0·001 M - 0·01 M in 0·2 M Fe2+. The effect of other solutes containing Ni, Zn, Mn, Co, Hg, Cl, Mo, NH4, As, Cr, or Na at a concentration of 0·001 M in 0·2 M Fe2+ was negligible.

"The goal of the work was verification of bacterial leaching on the samples of black coal. From the results obtained it was clear that the coal is very well leached by Thiobacillus ferrooxidans and this technology can be used for coal desulphurization. A leaching time of one month is required, to remove 65% of total sulphur and 85% of pyritic sulphur.Microscopic evaluation of samples from Jaworzno showed, that it should be classed as a coal with low coalification, probably from black coal hemiphase. Macerals of the liptinite group were well distinguishable; they were of a dark brown colour. Evidence of coal mass oxidation was apparent on the fresh sample; in the test samples (during bacterial leaching) small grains were oxidised."

The practice of manganese ferroalloy smelting has traditionally been based on utilising oxide ores which typically contain a high level of manganese. This preference for oxides has even been extended to the modification of natural carbonates into nodulized oxides. However smelting practices developed over the past 30 years have created a market for natural manganese carbonate ores, driven in part by the unique properties that this type of ore can offer. An understanding of the mineralogy of carbonate ore and its thermal properties has provided important information which enables furnace operators to take full advantage of the chemical differences. However changes to traditional operating practices have been necessary. Once furnace operations using natural and unmodified carbonate ore have been mastered, the unique chemical features of manganese carbonate ore are able to contribute, not only to new product development, but also to cost savings. The use of natural manganese carbonate ore is now a well-established aspect of the industry. The sustained increase in demand for carbonate ore worldwide over the past several years confirms acceptance of its quality. There are effectively few limits to its successful use.

Mechanical rock breakers are used in block caving operations to reduce the size of ore fragments which are too large to pass through grizzlys at the load-haul-dumper tipping points. Several layouts of grizzly, rock breaker and ore pass are possible. The authors evaluated three different layouts at the Premier Mine Division of De Beers Consolidated Mines. The first layout consisted of a 15m surge bin before the breaker, which was located 15 m below the production level. The second layout had a 43 m longs urge bin, with the breaker located 43 m below the production level. The third layout did not have a surge bin, the breaker was located on the production level and operated at the tip. The ore throughput, availability and utilisation, delays, costs and operational experience with each system are discussed. It was found that the rock breakers did not represent a bottleneck in the ore transfer system and a surge bin did not significantly improve the production capacity. The mine has decided to make use of rock breakers situated on the production level, breaking rocks at the tip.

The paper reviews the results emanating from an experiment conducted in Bochum?Germany in which various international rope inspection authorities were requested to assess the conditions of a corroded rope sample as well as a rope sample containing internal fatigue breaks. Both samples were of the multi-layer low rotation construction.

The Bureau of Mines investigated the applicability of the freeze-drying technique for preparing dispersion-strengthened tungsten powders suitable for conversion by powder metallurgy into materials which might have improved high-temperature strength. Extruded rods from compacts of tungsten-5 vol pct thoria had at 1,650° C a tensile strength of 30,300 psi and a 10-hour stress-rupture strength of 12,700 psi, These are slightly below those measured for swaged rods of commercial tungsten-3.7 vol pct thoria. Only those tungsten-thoria dispersions containing a stoichiometric deficiency of oxygen yielded a significant strengthening effect. A low-melting eutectic formed in extruded tungsten dispersions containing either zirconia or yttria, which caused a lowering of the tensile strengths. These tensile strengths were only slightly higher than strengths of elemental tungsten made from commercial powder having a particle size of 2.4 microns (Fisher subsieve). Sheet made from this commercial tungsten had a slightly higher tensile strength than tungsten made by freeze drying, but the freeze-dried tungsten sheet had a lower recrystallization temperature, a lower ductile-to-brittle transition temperature, and a higher purity.

"The Expert System implemented at the East-Malartic mill controls a copper flotation circuit while taking into account the profitability of the operation. Treating a copper gold ore, the flow sheet integrates a flotation step followed by cyanide leach circuit. The Expert System calculates the actual net smelter revenue of the flotation circuit, accounts for the operating cost of the cyanidation circuit and defines optimal metallurgical operating targets to optimize the overall economics. To be realistic, probability factors and circuit diagnostic analysis are integrated in the operating target selection. The Expert System has proved to be successful, robust and flexible. It resulted in a copper concentrate grade increase of 1% while maintaining recovery. The use of the expert system also gives plant personnel good training procedures and promotes interaction with mill operator.INTRODUCTIONThe East-Malartic mill is located close to the town of Malartic in North Western Quebec, Canada. The mill was first commissioned in 1938. The flowsheet at that time was a straight cyanidation circuit. The original mill operated in that mode up to the discovery of the Bousquet 2 orebody in 1989 which consisted of a massive copper sulphide ore averaging 0.7% copper and 7 g/mt of gold. Bousquet 2 ore processing required a mill retrofit. Grinding capacity, gravity and copper flotation circuits were inserted prior to the cyanidation circuit in order to achieve 3,200 mtpd capacity at expected recoveries.In 1993, control of the flotation circuit was deemed critical in order to maintain the flotation performance and to reduce cyanide consumption since the copper sulphide contained in the Bousquet 2 ore is a high cyanide consumer (50% bornite). (McMullen, 1999) As a result, the implementation of advanced control strategies in order to increase the metallurgical profitability of the plant and to reduce the operating variability between operators was the most rational alternative. In 1994, Corem was chosen to perform the plant audit and to write the first set of rules. The on-line control strategy was started up in 1995. In 1996 and 1997 the Expert System was shutdown because of an extreme change in the ore coming from the milling of Bousquet #1 ore and the departure of the projects engineer. In 1998, the system was restarted and the results were impressive. Furthermore in May of 2001 a patent was issued for the control strategy. (Breau, 2001)"

O desgaseificador RH é um reator de refino secundário bem estabelecido. Nesse equipamento, gás inerte é usado para promover a circulação de aço entre a panela de aciaria e uma câmara de vácuo. A predição correta da dispersão de gás na perna de subida do RH é importante para a modelagem confiável do processo. O presente trabalho estudou a penetração de gás na perna de subida do RH por meio de modelos físico e matemático. No estudo, foram considerados apenas um ou dois bicos injetores e vazões de gás, por bico, entre 5l/min e 50l/min. Para as condições com um bico injetor, os resultados das duas abordagens mostraram boa concordância qualitativa. Já para as condições com dois bicos injetores, a concordância só foi satisfatória para vazões de até 30l/min por bico. Adicionalmente, os resultados obtidos indicaram que o problema de penetração de gás em modelos matemáticos de desgaseificador RH identificado na literatura está relacionado com erros numéricos e não com falhas na modelagem da física do problema.

Southeast Asian countries cannot maintain their economic growth rate without the development of their mining industries. To make this development as sustainable as possible requires sound fundamentals securing not only economic progress and environment protection but also improvements in occupational safety and health (OSH) for the miners. Mining in South East Asia is still very labor intense and dangerous. Tremendous achievements from world class mining operations in advanced mining countries can be used as role models to improve the status quo of the Southeast Asian countries in OSH management. Know-how transfer, therefore, is a key factor for major improvements. Effects of this transfer based on a multi-level approach will be discussed based on a case study. It describes the transfer from German to Vietnamese hard coal mining industry. Crucial requisites for excellent achievements in OSH in Southeast Asian mining countries are also mentioned.
