The simple act of taking a sample implies that someone will use the information contained in the analytical result to make a decision about a course of action. In the mining industry, the decisions may involve huge capital commitments for opening or closing a mine, or marginal tactical costs that involve deciding if a truckload of mineralized rock should be sent to the mill for processing, or the waste dump. Sampling is among the most fundamental activities in a mining operation, and this paper aims to examine some of the technical issues that can assist in ensuring that samples are representative and correct. Insights into the scale of variability require that we disaggregate sampling variance into its component parts and evaluate each one individually. The work of Pierre Gy in understanding the different sampling errors is the first step in establishing an optimal protocol. This must be followed by the appropriate measures to ensure the protocol is implemented such that minimal bias is introduced in the sampling process. Even with these insights the possibility exists for large unseen and hidden costs can accumulate in a mineral development because of sampling errors. These hidden costs arise due to misunderstanding of the principle factors that affect the size of sampling errors, such as the mass of the sample, the effects of splitting a sample to reduce the mass, and the influence of the nominal particle size. The handling of sample material without due regard to the sampling characteristics of the material being sampled is also a major source of sampling errors. The most significant problem is due to the influence of the so-called volume-variance effect. This effect is a consequence of the support effect and the information effect both of which relate to the difference in size at which samples are collected and mining blocks are extracted. The information effect is a function of the availability of data at the time that decisions are made about the destinations of mineralized rock, namely the mill or the waste dump. Implementation of appropriate sampling protocols in the mineral value chain remains a challenge throughout the industry. The growing understanding and deepening appreciation of sampling theory and methods means we stand on the threshold of a new era for implementing and understanding appropriate sampling procedures and protocols. In the interests of optimal development of the national patrimony it is suggested that standardization through the identification of structural problems and continuous improvement of mining processes be instituted at a national level.

In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. Preparation of manganese ore, by W. R. Crane. 5. Leaching of manganese ores with sulphur dioxide, by C. E. Van Barneveld. 6. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.

Electrodeposited copper of the 1860s was of unprecedented purity, although the profound significance of this achievement was not fully realised until the dawn of the electrical age a decade or so later. By the 1870s there were three somewhat large (4 to 4.5 tonnes Cu/day) electrolytic copper refineries in Germany based on J. B. Elkington’s process, first patented in the United Kingdom in 1865. More such refineries were planned throughout Europe. At the same time, copper output in the U.S.A. was starting to expand and with the spread of European electrolytic copper refining technology across the Atlantic, the door opened to major increases in North American output. The technology was first taken up in 1879 by James Douglas at the Chemical Copper Company in Phoenixville, Pennsylvania, where he was Superintendent. Douglas was assisted in this pioneering work by Edward Weston. The copper refinery at the Chemical Copper Company was small, not unlike the first plants in Europe. The present authors contend that the electrolytic copper refinery at the Chemical Copper should be regarded as the first copper refinery in the United States. The Balbach Copper Refinery in New Jersey, which commenced operations in 1883 with an initial production of about 2 tonnes Cu/day, has been erroneously considered as the “first commercial refinery”; it rightly belongs in second place. The early developments at these plants are discussed in this paper. INTRODUCTION In the mid-1800s, the main uses for copper were as sheathing on the wooden sailing ships of the day to protect from marine growth, boiler components in locomotives and steam engines, along with some construction uses. Copper ores were generally smelted, and further fire-refined for market. The recovery of gold and silver, if present in payable amounts, was a slow and relatively expensive step. This situation regarding copper would change by the 1870s with advances in the generation and use of electricity. The introduction of the dynamo led to major developments in electrorefining. First demonstrated in principle by Faraday in 1831 (Faraday, 1832), the dynamo was subsequently adapted and further developed by J.S. Woolrich for electro-metallurgical applications in 1842 (Woolrich, 1842; Napier, 1845). It provided a new source of power with the unprecedented potential to significantly change the scale of metal production by electrometallurgy. Interestingly enough, copper would be needed for the electrical age just beginning. By 1869, advances in dynamo design offered relatively reliable large machines, which enabled J. B. Elkington in the United Kingdom to use the dynamo in the radically new Pembrey copper electrorefinery — the first copper electrorefinery in the world (Wraith, 2013). Initial production at Pembrey was small — in the range of 1 to 2 tonnes/day — while gold and silver were recovered more readily by the treatment of the slimes than with methods used hitherto.

There is evidence that study of minerals now considered to have susceptibilities too low for magnetic separation should be continued. Present concepts may be false. INFORMATION on magnetic properties of minerals other than magnetite is scanty and sometimes erroneous. Often there is no information at all. W. R. Crane's table of tractive forces published in 1901 is still the best guide in the field, but Crane's data can be used as a guide only, since he ignored such important factors as impurities in the minerals, size, and packing effect. During the 1930's work by the U. S. Bureau of Mines added greatly to knowledge of the behavior of certain minerals in a magnetic field. The USBM bulletin gave for the first time complete magnetic characteristics for magnetite and fragmentary data for a few other minerals. The work reported here covers a study of the magnetic-susceptibility relationships of the wolframite series of minerals and sphalerites as related to their chemical compositions. Theories are proposed to explain divergences found from commonly accepted beliefs. Gouy Method for Determining Magnetic Susceptibility: The Gouy principle has been adequately described in the literature1-3 and applied in various ways.'- It may be summarized by stating that a body of material (gas, liquid, solid, or powder mixed with gas or liquid) of cylindrical shape changes in apparent weight if suspended with one end in a zone of higher magnetic field strength than is found in that portion of the field surrounding the other end of the cylinder. This may be expressed as K2 - K1 A (H2 - H2) - mg. [1] In determining the susceptibility of mineral specimens by the Gouy method, the mineral is reduced to a fine powder and packed in a glass weighing tube. An innovative cost-saving design for a 1,100 ft bulkhead on the Tanana River at Nenana in central Alaska won Alaska Construction & Oil magazine's Construction Achievement Award. The designers utilized materials available nearby at low cost. They planned sheet pile enclosures, self-anchored back into shore without cell closures. They made it practical for inexperienced local workers to do the building. And they completed the project on time and below a reduced budget.

To the industrial geologist, as wen as to the general or historic geologist, the possession of a reliable key to the true order or sequence of the stratigraphy or position of the various upper rocky envelopes of the earth's crust, is, equally, a desideratum of the utmost importance. Of similar value to the two groups of students is the possession of facts which throw light upon the relationships which subsist between the puccessive rock formation of different countries, especially between countries lying close to each other, or within the same great geographical division.But there is necessarily a fundamental distinction which marks the respective limits of the field of observations of the industrial geologist, and the purely historic interest of the general geologist. The former has a more definite though less extensive scope. The scope of the latter is wide and indeterminate. In short, the observations of the industrial geologist are, 'from a commercial or economic point of view, of a more practical character, and are, therefore, intentionally restricted to the study of all geological questions which throw light upon the rocks which yield products of economic value and only include the study of the character and history of other rocks, in so far, as they afford aid to the more perfect comprehension of the best manner in which materials of economic value are likely to be sought, and the best means whereby these products may be secured for the material advantage of the community. The motive of the general geologist-in most cases-is a love of the study of some particular branch or province of the geological field, and the fascination of opening a new volume in nature's library, and the hope of extending the realm of knowledge, however slight, are often sufficient, as a motive, to enlist the energy and life's devotion of the true brethren of the hammer, irrespective of considerations regarding the commercial utility of the pursuit.

Base Metal (Cu, Ni, Mo, Zn, Co etc.) analysis traditionally has been very slow in conventional analytical laboratories which can lead to additional costs being incurred in waiting time of drill rigs or mining excessively off-reef. Recent developments in the automation of analytical laboratories now allow for very rapid turn-around times for base metal analytical data which can help reduce such costs as well as reduce the unit costs of the analyses themselves. 2.0 CONVENTIONAL ANALYTICAL LABORATORY PRACTICE Conventional analytical laboratories are necessarily are very manual. Sample preparation is slow and laborious, samples are moved from stage to stage manually and, typically, all samples are processed in batches so a sample which is the first to be, say, milled has to wait for the complete milling of the batch before it advances to the next stage eg. mixed with wax prior to pelletising for XRF analysis. Inevitably this results in long sample data turn-around times for laboratories handling large numbers of samples. Manual sample preparation can only be accelerated by increasing staff which increases costs and can lead to additional errors being introduced. Cleaning of sample preparation equipment, eg. crushers and mills, between samples is essential to avoid cross-contamination between samples and this is slow and labour-intensive. In manual sample preparation the correct sample numbers staying with the samples is totally dependent on the efficiency of laboratory operators. It is extremely difficult to detect when errors have occurred due to the switching of sample numbers during the sample preparation stages. Running duplicates and QC samples at best is only partially successful in detecting when sample number switching errors have occurred. Errors of this nature and cross-contamination problems due to incomplete cleaning of sample preparation equipment tend to occur when laboratories are working at pressure due to high sample numbers and when supervisors are not present during 24/7 laboratory operations which is often required on plant process control laboratories. These problems are common to all conventional analytical laboratories and their magnitude is dependent on the level of control and efficiency of QC systems practised by individual laboratories. The disadvantages of conventional manual analytical laboratories can be summarized as follows:- 1. Labour-intensive which is costly especially when multiple shifts have to be used during 24/7 operations.

"INTRODUCTION On February 1, 1962, after five years of exploration and research, Jones & Laughlin Steel Corporation announced that they would develop the Adams Mine. Plant construction began immediately and in December of 1964 the first shipment of pellets arrived at J & L's blast furnaces in Pittsburgh. J & L continued to operate the property through its wholly owned subsidiary, Jones & Laughlin Mining Company, Ltd., until August of 1971 when it was sold to Dominion Foundries and Steel, Limited of Hamilton. Dofasco engaged Cliffs of Canada, a subsidiary of Cleveland Cliffs Iron Company, to manage the operation of the property.SUMMARY:The Adams Mine is a one million tons per year iron ore pellet operation located in the Boston Township Iron Range, approximately seven miles southeast of Kirkland Lake, Ontario. The property includes 5,300 acres in which eight areas suitable for open pit mining have been outlined. It was estimated that the reserves in these out lined areas are sufficient to produce 30 million tons of high grade iron ore pellets.The ore 'consists of fine grained magnetite with alternating layers of chert and is mined by conventional open pit methods. This extremely hard and abrasive ore averages about 20 percent magnetic iron, and has a ratio of concentration of 3. 9 /1. Presently, mining operations are confined to two pits with a third one being developed for operations to begin in 1973.The run-of-mine ore is crushed and ground and then concentrated by magnetic separation and flotation to a concentrate grade of 68 percent magnetic iron. The concentrate is agglomerated by a grate-kiln pelletizing process and shipped by rail to Dofasco's blast furnaces in Hamilton and to Jones & Laughlin's furnaces in Pittsburgh."

"Schaft Creek is a calc-alkaline porphyry Cu-Mo-(Au) deposit located in northwestern British Columbia. The deposit formed in a volcanic arc setting, likely on a back-arc rifted continental fragment. It is hosted by Late Triassic basaltic to andesitic volcanic rocks of the Stuhini Group (Stikine Terrane), and is associated with porphyritic granodiorite dikes emanating from the nearby Hickman batholith. The age of the Hickman batholith is approximately constrained here by a composite U-Pb zircon date of 222.1 ± 9.6 Ma, which is in broad agreement with a well-constrained age for mineralization at Schaft Creek of 222.0 ± 0.8 Ma (Re-Os molybdenite). The deposit is in most respects typical of calc-alkaline porphyry systems, but displays silica-poor sericite-chlorite alteration in mafic country rocks in place of classic phyllic altera¬tion. The deposit comprises three distinct, but related, zones: the northern Paramount zone, the Main zone, and the West Breccia zone. Two phases of mineralization are observed. The first phase occurs as hydro-thermal veins and breccias, and minor disseminations. It consists of bornite, chalcopyrite, molybdenite, and pyrite with potassic and sericite-chlorite alteration. The second phase is minor and consists of veins of molybdenite ± specularite, as well as Cu-Pb-Zn sulfide veins without any significant corresponding alteration. Extensive structural modification has affected the deposit both during and after its formation.Schaft Creek est un gîte porphyrique de Cu-Mo-(Au) calco-alkalin situé dans le nord-ouest de la Colombie Britannique. Ce gîte comprend trois zones distinctes bien que connexes : la zone Paramount au Nord, la zone Principale et la zone West Breccia. Deux phases de minéralisation sont observées. La première phase se présente sous forme de veines et de brèches hydrothermales ainsi qu’en disséminations mineures et consiste en bornite, en chalcopyrite, en molybdénite et en pyrite avec une altération potassique et en séricite-chlorite. La seconde phase est mineure et consiste en veines de molybdénite ± spécularite ainsi qu’en veines de sulfures de Cu-Pb-Zn sans association à une altération particulière. "IntroductionSteel Core Piles are used extensively in Scandinavian countries, where hard rock is found within reasonable depths. A steel core is cast into a drilled steel tube casing and a rock hole is extended below the casing. This pile type is considered a very reliable type of pile, and for urban environment it has several advantages compared to other types of piles. One critical phase of the installation is the drilling of the casing. Usually a DTH (Down The Hole) hammer is used. Drilling in fine grained soils, e g silt, below the ground water level, may give rise to an excessive volume of soil material flushed up from the point of the casing, resulting in unacceptable settlements around the pile installation area.Using a new method for drilling of the casings, the ELEMEX-method has proven to significantly reduce the risk for such problems. In the paper a case record from a ground improvement project in central Stockholm is described. Ground settlements around the drilling area were carefully monitored over a longer period. Both the new drilling method and the conventional DTH casing drilling method where used, so that the corresponding ground settlements could be compared. Settlement records and comments are included in the paper.The paper also gives a description of the project. The installation of new piles and foundation constructions cover a whole city block in Stockholm downtown. The reason for the replacement of the old, damaged wooden piles were due to their destruction caused by a long time lowering of the ground water table. An earlier Bureau of Mines report4 provided low-temperature heat-capacity and entropy data for three sodium vanadates. This report continues the study of vanadates by presenting analogous data for three crystalline calcium vanadates - calcium metavanadate (CaV206), calcium pyrovanadate (Ca2V2O7), and calcium orthovanadate (Ca3V208). No similar data for these compounds have been published previously. MATERIALS All three vanadate samples were prepared by the Bureau of Mines by heating stoichiometric mixtures of reagent-grade calcium carbonate and vanadium pentoxide.5 Calcium metavanadate was prepared at 610° to 660° C. A stoichiometric mixture was heated for 17 days with intervening grindings, mixings, and adjustments of composition, as shown necessary by chemical analysis. The final analysis gave calcium oxide, 23.48 pct. (theoretical, 23.57 pct.) and vanadium pentoxide, 76.32 pct. (theoretical, 76.43 pct.). The sample also contained 0.11 pct. acid-insoluble matter. The X-ray diffracton pattern showed no lines of free calcium or vanadium oxides. No X-ray diffraction patterns were found in the literature for any of these substances.

"AbstractHigh strain dynamic pile tests (HSDPT) on driven piles have been carried out on a routine basis in Sweden for more than 30 years. The Swedish Commission on Pile research established, in the early 1980s, safety factors based on the percentage of piles tested. The safety factors could then be reduced, creating economic incentives for the contractor to carry out testing.Energy formulas adopted by our neighbour countries, Norway and Denmark, were not accepted in Sweden as a reliable method since the dynamic testing method was considered to be a more scientific and reliable method. It has become almost the only in-situ method used to verify geotechnical bearing capacity on driven piles.The typical Swedish geology of soft soils overlaying very hard strata makes it possible to verify high design loads, typically 20 kN per cm2 of pile cross sectional area for steel piles and 1,5 kN per cm2 for concrete piles.Conventionally a certain percentage of the piles have been tested in Sweden. The EC7, on the other hand states a number of piles to be tested, regardless of the total number of piles. The Swedish NA (National Annex) states a maximum distance between tested piles, which results in better distribution of the test piles over the foundation.For shaft-bearing piles in soft clays, dynamic pile tests have to be correlated by static load tests.Historical backgroundOn a research basis stress-wave measurements have been carried out for a long time in Sweden. One example is a project in the city of Gothenburg, conducted by Fellenius and Pejrud (1964). Strain gauges were glued on the reinforcement bars in 60 m long, precast concrete piles at 3 m and 25 m above the pile tip respectively. Evaluation was done with different methods such as dynamic formulas,stress-wave measurements and in addition compared with static load tests.In the 1975 Building Code in Sweden, driving criteria for concrete piles based on stress-wave theory were introduced, as summarized in Table 1. The driving criteria are intended for 3 and 4 tonne gravity hammers. For hydraulic rigs, which have free-falling hammers, the drop height indicated should be reduced to 80 % of the values in the table. The criteria were considered to include a safety factor of 3,0. For 330 - 450 kN pile load, pile with a standard a cross sectional area of 235 mm x 235 mm was used. For 600 kN load, the standard cross sectional area was 275 mm x 275 mm."

Northern Iron Ltd (NIL) is an Australian listed company that recently brought the historic Sydvaranger open pit Magnetite Mine (the Project) in Northern Norway successfully back into production. NIL made the decision to operate the Project on an owner mining basis, due to limited large scale mining expertise amongst Norwegian mining contractors, a long mine life, a limited range in planned mining rate and to minimise costs. As a new mine operator in a country where labour practices are strictly regulated, there was the desire to reduce the risk associated employing and managing skilled personnel. This was achieved by coupling the purchase of the required mining equipment from the original equipment manufacturer's (OEM) regional dealers with OEM supported Maintenance and Repair Contracts (MARC). This paper examines the process that was followed to implement an owner mining operation in a short time frame; approximately 12 months from the initial requests for quotation to actual delivery of mining equipment to site, and some of the challenges faced. By following a formal and well-tested process, not only was the implementation achieved in the set time frame, but significant value was added through the cost savings achieved in the equipment purchase price and MARC rates that were negotiated through this process.

Results are reported of a study of the reactions occurringin the combustion of chaIcopyrite particles underconditions simulating those in the shaft of a flashsmelter.The reactions were studied using kinetic and mineralogicaltechniques. Reactions. rates above 500°C wererapid, most of the reaction taking place in less than 50ms. Final products were copper-iron ferrites with spineltype structures. Probable reaction mechanisms are discussed.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modifying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel, et al., 1997) to: identify and quantify operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project was completed in 1998.

In the U.S., flexible metal pipe culverts are designed by ring compression theory because the pipes are capable of deflecting and deriving side support from surrounding ground. For economy, tunnel liners are often designed as flexible structures that depend on the lateral pressure of the surrounding ground to maintain stability. In this paper, simple formulas are presented to determine the maximum deflection a concrete tunnel liner may assume and the ring compressive strength of the deflected liner. A tunnel can then be constructed to work within these limits. Similar techniques may be used to design concrete pipes.

Helical screw piles are used in various applications including the underpinning of distressed foundations and as deep foundations for new structures. At present, maximum design loads range between 12.5 and 50 tons. Helical piles installed with in-situ grouting of the central steel shaft are a relatively new type of deep foundation, which have extended the present maximum design loads to the 100-ton range. Vickars & Clemence discussed this new foundation system in a paper presented at GEO-Denver 2000 in Denver, CO. Over the past three years, grouted shaft helicals have been used successfully on remedial and new construction projects all across North America. The authors have studied several construction projects in a variety of soil conditions to compile a list of practical design guidelines. Those guidelines include installability of grouted shaft helicals based on soil type, equipment requirements, grout selection, and theoretical vs. actual load capacity. In a number of cases, full-scale, field load tests were conducted in both granular and cohesive soils and the results broken down between tip resistance on the helix bearing plates and friction resistance on the grouted shaft. Data is presented which will further efforts to develop a design model and method to accurately predict the axial and lateral capacity of grouted shaft helicals.

When you think of the state of Maine, you probably think of lobsters or lighthouses. The last thing you would think of is metallic mineral mining, and that is for good reason. According to the Maine Geological Survey?s website, ?no metals have been mined in Maine since 1977.? Moreover, Maine?s metallic mineral mining laws and rules, which were last rewritten in 1991, have effectively made mining in the Pine Tree State impossible. Statutory changes enacted in 2012, however, put Maine on a path to make metallic mineral mining part of the local economy in the near future. History of metallic mineral mining in Maine Currently, Maine is not a metallic mineral mining state, though that has not always been the case. The 1800s saw various mining operations in Maine, including what the Maine Geological Survey calls a ?mining boom? from 1879 to 1882, where mining of iron, silver, copper, lead and zinc expanded rapidly. Mining and mining activity in the more recent past, however, drove the debate before the state legislature when this issue was debated in 2012.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000.
