There are two aspects of financing western coal development -- whether there is going to be enough money to finance the prospective large development of the industry, and the specific techniques of raising money for that development. To take the first question of whether there is going to be enough money around to finance your industry, I think it is quite clear that the restrictions on the development of western coal are going to be non- financial. Environmental impact problems are creating the greatest delay in coal mine development, at the moment; but getting enough personnel, mining equipment, railroad equipment, and failure of the Department of Interior to act on leasing federal coal lands all appear likely to create significant bottle- necks in the development of western coal -- larger bottlenecks than financing. Financing appears straightforward for the industry. There are many projections of the financing required to meet Project Independence goals. The National Academy of Engineers estimated that development of 500 million tons per annum of western coal would be necessary by 1985 to meet the Project Independence goals which might require $20 billion of capital spending. It is generally agreed that 500 million tons a year is not a realistic possibility. Carl Bagge?s estimate of production of 250 million tons a year by 1983 appears a more reasonable projection. In 1967, development of the Cyprus Thompson Creek molybdenum deposit began near Challis, ID. The first mining claims were staked on an intrusive rock out-crop. Exploration continued for 14 years. In 1978, the decision was made to develop the deposit. In Dec. 1980, approval was received for the environmental impact statement and facilities construction and waste rock removal began. By the middle of 1983, 126 Mt (139 million st) of rock had been removed and all facilities completed. Location The Thompson Creek project is located about 58 km (36 miles) southwest of Challis in Custer County, in south central Idaho. The mine and mill are situated between 2.2 and 2.6 km (7,217 and 8,530 ft) in elevation. The project is located in an isolated area. The recent depressant research is summarized, and a new kind of depressant (SCO) has been put forward in this article. Using Na-oleate as a collector and SCO as a depressant, separation of dolomite and phosphate was studied. When SCO was added in the concentration range of 80 g/t to 2kg/t at pH 9.5 ± 0.2, dolomite was absolutely depressed, and apatite kept its floatability. Interestingly, in the mixture of phosphate and dolomite, the dolomite floated. The reasons for such a behavior are investigated through flotation and electrokinetic studies. It was found that the adsorption of dissolved species on dolomite and phosphate resulted in reverse flotation. A concentration of 31.59% P205 and 83.87% recovery of P205 was obtained from the mixture of phosphate and dolomite (2:1) with 26.6% P205 using 210 g/t SCO and Na-oleate 4.93*10-5 M at pH 9.

The conversion of organic matter to petroleum by hydrothermal activity is an easy process, occurring in nature in many types of environments. Geologically immature organic matter of marine sediments is being altered by this process in Guaymas Basin (Gulf of California), Escanaba Trough and Middle Valley (northeast Pacific), Bransfield Strait (Antarctica), and Atlantis 11 and Kebrit Deeps (Red Sea). Contemporary organic detritus and viable microorganisms are also converted in part to petroleum-like products by the same process when present to become entrained, as for example on the East Pacific Rise at 13o N and 21o N and on the mid-Atlantic Ridge at 26oN. The hydrocarbon products (methane to asphalt) generated in all these areas have been elucidated in terms of composition, organic matter sources, and analogy to reservoir petroleum. This petroleum represents a major input of carbon to the primary chemosynthetic productivity of hydrothermal vent systems and may be important to interactions with metals in hydrothermal ore formation.

Four underground respirable dust surveys were conducted to determine factors affecting belt entry dust levels and how using belt air to ventilate work areas affected dust exposures. Belt entry dust levels on the surveyed longwall and continuous miner section averaged 0.59 and 0.26 mg/m3, respectively. The stageloader/crusher contributed an additional 0.5 to 0.9 mg/m3 of dust to belt air, while the feederbreaker contributed 0 to 0.2 mg/m3 of dust. A 1000 ft (305 m) increase in belt entry length or a 200 to 500 tons/shift (181,000 to 454,000 kg/shift) increase in production resulted in roughly a 0.1 mg/m3 increase in dust. Using the belt entry as an intake entry on the continuous miner section appeared to reduce dust levels by 0.1 to 0.3 mg/m3 during cutting. Belt air was not used to ventilate the face on the longwall section.

In another situation, Dave Zegeer, the Assistant Secretary of Labor for Mine Safety and Health, whom all of you know very well, would have taken the opportunity to talk with you. In his absence, however, I would like to reference some of his recent comments which may help us to see the issue of mine safety in historical perspective. Dave pointed out that this year is the eightieth anniversary of the Great Earthquake and Fire of San Francisco. The whole world heard about that disaster--it and the 452 people who died in it. In that same year, nearly five times as many people died in coal mines, but no one particularly noticed.

The romance of the River lives on in the tales of Mark Twain; and many Americans still think of the Mississippi River in terms of the steamboats loaded with passengers, gamblers and cotton. Yet for many years, coal has been a major cargo on the American waterways. Currently, about 100 million tons a year of coal is handled in some part of its journey from mine to destination by barge. The bulk of this traffic has been on the Ohio River System and the Upper Mississippi River System in years past. Now we have a new entry. Over the past 10 years various movements of coal have developed down the Mississippi River to power plants at Memphis and along the Gulf Coast, and a small amount of metallurgical coal has moved down the Mississippi River for export to Japan since 1970. But in 1980 a brand new player came on the scene. 1980 was a momentous year for the American coal business. Historically, we have exported about 50 million tons a year of metallurgical coal to the world's steel mills. Just before and after World War I, we also had a fairly healthy export trade in steam coal; and again in the late forties, we supplied large amounts of coal to Europe until domestic production could recover from the ravages of World War II. But since the early fifties, the name of the export game has been metallurgical coal. Starting in the mid seventies, something began that was almost totally missed by the American coal industry; and that was the growth in the use of coal first in Europe and now in the Far East as a steam product and as an alternative to petroleum products. As these world coal markets began increasing, the U.S. at first was thought to be noncompetitive because ocean rates were still very low. For example, as recently as 1977, Australian coal could be moved all the way from Australia to the Gulf Coast for $12.50 per metric ton. Coal exporting countries were Poland, Australia and South Africa, except for the continuing exports of U.S. high quality metallurgical coal. But then came the second oil shock, and all of the sudden that $12.50 rate from Australia to the U.S. Gulf became $25.00. And then suddenly and almost unrecognized by the American industry, American coal was in fact competitive at overseas destinations because of the drastic change in trade patterns brought on by the doubling and tripling and quadrupling of bunker fuel prices for ships.

In an effort to advance the science underlying ground control engineering, researchers with the National Institute for Occupational Safety and Health (NIOSH) are frequently involved in field studies at collaborating mines. Often, these field studies involve visiting the mine site, instrumentation installation, and data acquisition. Each of these aspects involve potential risks to NIOSH employees. As an organization whose mission it is to promote the health and safety of mine workers, the health and safety of our workforce is paramount. This paper provides documentation of the best practices followed by NIOSH employees who are tasked with visiting and conducting work at underground and surface mines. This includes Mine Safety and Health Administration (MSHA) approved training, mine site specific training, and hazards associated with all aspects of mining that could be encountered by the employee. Additionally, this paper details best practices associated specifically with instrumentation installation including the mitigation of hazards associated with the proper equipment handling, drilling, and the mine environment. The information showcased in this paper can be used as considerations for industry practitioners such as mine operators, consultants, and academic researchers engaged in the installation of instrumentation in the field. Furthermore, the best practices detailed in this paper can be used as a foundation for agreements made between mine operators and researchers to ensure safety procedures will be followed while on mine property. This will result in enhanced safety of both researchers involved in field studies as well as mine employees tasked with assisting and accompanying those researchers.

The total iron ore production in Sweden in 1969 was 33.3 million metric tons. 31.7 million tons were exported mainly to Western European countries. 27.8 million tons (87 per cent) originated from the mines at Kiruna, Svappavaara and Malmberget, located just north of the Arctic Circle in Sweden. Planned production for 1970 is 25 million tons during 10 months, due to a strike at the beginning of the year. Present production plans for the next five years expect an annual export capacity around 33 million tons in 1975, including 5.7 million tons of pellets. The mining and shipping at the loading terminals of Narvik on the Atlantic coast and Luleå at the Gulf of Bothnia are managed by LKAB - a 96 per cent state-owned company. 4 per cent of the share capital is owned by the private Grängesberg Company. The railway - 106 miles from Kiruna to Narvik and 130 miles from Malmberget to Luleå - is operated by the State Railways in Sweden and Norway. Comprehensive expansion of the Narvik ore port will be carried through during the next five years to increase the annual shipping capacity to at least 35 million tons and meet the development of rapidly growing ship sizes.

INTRODUCTION The Morenci-Metcalf district is located on the southern slope of the white Mountains in Greenlee County, Arizona. Both porphyry copper deposits are four to six miles northwest of Clifton, the county seat, and the new Metcalf mine is situated approximately one mile northeast of the Morenci open pit (Figure 1). Chase Creek, a south-flowing tributary of the San Francisco River, dissects the district and separates the two ore bodies. More than 1,200 exploration and development drill holes have been completed in the district and the Morenci-Metcalf ore bodies have been delineated on a 400-foot grid. Recently initiated drilling programs have revealed new data about deeper protore and associated hypogene alteration. This information, correlated with surface mapping and petrographic studies, was utilized to propose a plausible geochronologic sequence for this region. The reasoning behind this study has been helpful in locating new ore beneath leached capping indicative of only protore mineralization. The scope of this paper is to establish a practical solution to a highly theoretical problem of ore genesis and to familiarize the reader with stratigraphic, structural, and mineralogic events responsible for localizing ore in this district. Continued research will possibly alter the proposed time span and relative displacements, but it is doubtful that the order of events will vary significantly. In 1993, CONSOL began investigating new methods of permanently filling coal mine shafts, which after ventilation is stopped, may contain a potentially hazardous atmosphere. Fill materials such as fly ash/cement can be pumped, are non-combustible and non-incendiary but tend to flow into the mine entries. A non-flowable mixture has been developed that minimizes the volume of fill used. The paper presents our recent shaft filling experience including fly ash material properties, mix designs, field problems, placement success, and gas testing techniques.

1, Introduction Location Kalengwa mine is located in the North Western Province of Zambia, 402 kilometre by unpaved road to the west of Kitwe, which is roughly in the centre of the Zambian Copperbelt, well known as one of the world's centres of copper mining. Its position is illustrated on the map of Africa in Figure 1 and on the map of Zambia in Figure 2. It is a mine of Roan Consolidated Mines Limited whose other properties, Mufulira, Luanshya, Chambishi and Chibuluma Mines, are all located on the Copperbelt. It is managed by the Chibuluma Division of the company. The rate of production from Kalengwa will vary from 12 000 to 17 000 tonnes of saleable copper a year over the next six years. Kalengwa did not exist as a place until the first prospecting parties and later the mine became established and the early working population was recruited entirely from small villages in the surrounding area as much as thirty miles away. The mining area consists of fourteen mining locations amounting to 3.35 square kilometres and the land may be used for any purpose connected with mining, including housing, wood cutting and other utilities. The whole area is, except for minor undulations, a fairly flat plateau with main rivers running from north to south and flood basins known as "dambos" located in a general east west direction. Vegetation is, with the exception of the grassy dambos, temperate forest with relatively light undergrowth. Game of great variety is prolific, as is the associated tsetse fly.

"Researchers from the National Institute for Occupational Safety and Health (NIOSH) recently developed a coal-mass model to realistically simulate the deformation and loading behaviors of the ribs of coal pillars in underground coal mines. The scale-dependent properties (stiffness and strength) of coal material were considered in the coal-mass model. In this paper the orientation of face cleat with respect to driving direction was integrated in the coal-mass model. The controlling parameters (dimensionless coal-mass scale and fracture strains) of the modified coal-mass model were calibrated using a published case study of coal pillar strength. Numerical models with wide ranges of controlling parameters were conducted to simulate the test pillar. The best match between the numerical modeling results and the measured stresses and deformations was achieved by using a coal-mass scale of 30 and fracture plastic shear and tensile strains of 3.25% and 0.325 %, respectively. INTRODUCTION The failure of coal pillar ribs by itself are a major hazard in underground coal mines. Furthermore, failing ribs can indirectly contribute to roof and floor instability by increasing opening widths across intersections and entryways. Over the past decade, rib failures have resulted in 12 fatalities, representing 28% of the ground-fall fatalities in U.S. underground coal mines. Mining depth has always played a very important role in assessing rib stability. Gauna and Mark (2010) completed an analysis of rib fatalities that occurred between 1996 and 2010. One of their most prominent and influential findings was the identification of a relationship among fatalities, depth, and mining height. Therefore, Coal rib stability will continue to be a challenge for future deeper mines in U.S. coal basins. In the past several decades, research efforts have focused on roof support. The current rib control practice in U.S. coal mines is to select rib bolts through a trial-and-error approach (Mohamed et al., 2015a). Rib failure incidents can be can be substantially reduced or even eliminated by adopting an engineering-based coal rib design approach. The factors affecting rib stability in coal mines are numerous and mutually dependent. These factors include but not limited to mining height and overburden depth, interburden thickness for multiple-seam mining, coal strength, cleat density, entry direction with respect to cleat orientation, existence or absence of partings in the coal, percentage of extracted roof and/or floor rock, density of rib bolt support (Mohamed et al., 2015a). Moreover, it is difficult to isolate the particular effect of a specific factor on the overall rib stability. Therefore, a reliable empirical rib design approach is not achievable because it requires a significant number of case histories to be collected in order to have a reasonable range of all of the critical parameters. However, numerical modeling can be a practical tool to assist with rib support design if the modeling is realistic, which can only be achieved through calibration and validation of the numerical model against field data."

INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients. Metal mining at great depths presents a number of serious challenges for mine operators. Among them is the high demand for fresh air required to cool down mine openings, evacuate noxious gases and contaminants and provide sufficient amounts of oxygen for miners. At the same time, modern mechanized mines extensively use diesel-powered load-haul-dump (LHD) machines, trucks and other mobile equipment. These vehicles not only emit exhaust gases and diesel particulate matter (DPM), but constitute an additional source of heat. As mine regulations get steadily more stringent with regard to air quality, the use of diesel engines has an additional adverse impact on ventilation costs. In this context, the present paper examines possible alternatives for diesel power trains, both those commercially available and those in development. They are reviewed with regard to their principles, required infrastructure, stage of technology development and progress. The questions of their flexibility, practicality and economic viability are also addressed. Finally, their possible benefits and potential for implementation in the conditions of deep metal mines are discussed. The paper concludes with short- to medium-term predictions concerning promising drive alternatives for vehicles destined to operate in deep metal mines.

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. At the operations level, productivity is a principle key to profitability. If you are competing with other mines that are paying roughly the same wage rate and the same prices for capital, materials, and energy, the only way your profit can be greater is by producing more output per unit of input. Mines with higher productivity have higher profit margins. Higher profit margins lead to greater operating cash flow, and cash flow is what distinguishes a dog from a cash cow. The turnaround in U.S. metals during the 1980s was in large part due to incredible improvements in productivity. According to statistics compiled by Kaufmann, 1991, labor productivity, measured as tonnes of primary production/manhour, increased 64% in steel, 94% in copper, 75% in lead, 143% in zinc, 132% in molybdenum, and 75% in gold. These improvements were hard won. However, with most modernization programs now complete, measuring and monitoring productivity becomes even more important as producers strive to maintain the gains they have achieved.

Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The Sao Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in 1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000 ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.

Foundry sands used to make molds and cores have been very important to foundrymen since metal casting began hundreds of years ago. They are now used in two basic ways, either in an uncured green state, grain-bonded with clay, or in a set cured state achieved with sand that, mixed with resins or oils, is cured by baking or by chemical reaction. The term sand, as generally used in foundry applications, may best be defined as material composed of granular particles of mineral matter, ranging in size from 0.5 to 2 mm in diameter. The particulate nature of the material may be the result of natural disaggregation or result from crushing and screening of rock or ceramic materials; crushed and screened products are sometimes referred to as "manufactured sand." Based on their origin, the raw materials for foundry sands will vary in grain shape, grain composition, relative surface, grain size, and grain distribution patterns. These properties, in addition to their chemical analyses, sintering point and expansion characteristics play an important part in the choice of sands used as the base molding or core aggregate in metal casting. Sands with different origins may be blended to produce specific compositions and grain size distributions. Early raw material requirements based on silica sand were simple, but as sand/core/mold technology became more sophisticated and binder technology continued to be developed, the physical properties of foundry sands became more critical. Silica sand is composed of quartz, along with, in most cases, small amounts of feldspar, mica, clay, and other common minerals. Although silica sand is still by far the most widely used base material in production of molds and cores used in metal casting, other natural mineral sands have their own unique characteristics and fill an important niche in special applications. As a result, the term sand, as applied to raw materials used in metal casting, has been logically extended to include granular materials composed of a group of minerals other than quartz. With increased use in advanced foundry technology, natural sands composed predominantly of zircon, chromite, staurolite, or aluminum silicate minerals and of granularized chromite or olivine, have become more than just alternate materials and are now commonly classified as sands when the grains are sand-sized. Foundry sand may therefore be considered under two categories: silica sands and non-silica sands.

Of the impurities present in phosphate ore, dolomite is the most difficult to remove due to the similar chemical compositions of the impurities and also adsorption of dissolved species of dolomite onto phosphate. A new amphoteric surfactant was found to be a suitable collector for separation of dolomite from phosphate. Flotation results showed that the new amphoteric collector had a high flotation selectivity for dolomite in wide pH ranges. The flotation study of francolite and dolomite in each other's supernatant demonstrated that the dissolved ions had little effect on the selectivity of the new collector, but were detrimental to the flotation separation using sodium oleate as collector. A phosphate concentrate with 35.2% P2O5 with 90% recovery was obtained using 290 g/t of the amphoteric collector from a mixture of francolite and dolomite containing 26.2% P2O5. The rejection of MgO was 81.41%.
