The Los Angeles County Transportation Authority’s Purple Line Extension Phase 1 is a $3.12 billion (USD) design-build, underground heavy rail project, connecting an existing station at Wilshire Boulevard and Western Avenue and extending west 3.92 miles under Wilshire Boulevard and terminating approximately 550 feet west of Wilshire/La Cienega Station. The project alignment runs through the heart of the world famous La Brea Tar Pits and one of the world’s largest urban oil elds. This paper presents a case history of the planning, design, and construction efforts to achieve successful construction of the bored tunnels through Reach 3 of the alignment. Further, this paper outlines the proactive partnership between the owner, Los Angeles County Metro (Metro), the Design Builder, Skanska-Traylor-Shea oint enture (STS), and Southwest Geophysics who provided the geophysical services. Specically, the project included background review of historic site data (e.g., oil eld maps, building foundation plans, historic aerial photographs, etc.), geophysical demonstration testing to ascertain the capability of borehole magnetics to detect oil wells, directional drilling of thousands of feet of horizontal and vertical boreholes, collection of high resolution magnetic gradiometer data along vertically and horizontally cased boreholes as well as the collection of surface magnetometer data, discovery (“ground truthing”) of detected geophysical anomalies, and abatement of potential obstructions within the tunnel alignment.

The introduction of Web 2.0 platforms (also referred to as social media), with their architectures of participation, has ushered in a new era of technological interaction and information exchange that is changing the nature of corporate-community communications. Web 2.0 platforms give users the ability to generate data collaboratively, meaning that more stakeholders maintain the expectation of being able to contribute to online dialogue. In light of these changes, it is important for business to consider how social media can be used strategically to enhance stakeholder relationships and increase business efficiencies. This article provides three case studies of how different stakeholders in the mining industry are strategically using Web 2.0 platforms to communicate with target audiences. The case studies are based on the experience of respondents and from website observations, which were undertaken as part of a thesis research project by the first author (Mullard, 2010), focusing on the application of social media in the mining industry.

A 220-meter (m) segment of the Henderson/ ML King Combined Sewer Overflow(CSO) consists of two 1.8-meter-inside diameter (I.D.) pipe-jacked tunnels that pass beneath Interstate-5 and the BNSF and UPRR railroads. A seismic tomography survey was conducted to develop a 3-dimensional profile of the tunnel zone and better define potential obstructions. The tomography was conducted through three 11 cm high-density polyethylene (HDPE) pipes installed in a triangular pattern around the future tunnel alignments using horizontal directional drilling methods. The pipe-jacked tunnels have been successfully completed, thus permitting a comparison between the predicted obstructions and those actually encountered. The top HDPE tomography pipe was also used to monitor settlements with an experimental horizontal profiler above the advancing tunnels during construction and located two areas of ground loss beneath I-5 that were subsequently grouted.

Expert control of grinding and flotation plants has been successfully used in the minerals industry since the 1970?s. The earliest of these systems were written in a hard-coded fashion in FORTRAN, BASIC or Pascal. Second generation systems were built using the first experimental expert system shells that were being developed in the artificial intelligence community. Later systems were deployed in expert system shells designed for real-time processing plants that also included the ability to model the process with neural network models and optimize setpoint selection through the use of genetic algorithms. Significant performance increases have been achieved using these systems, but in general, they suffer from the static nature of their rules and to a degree the process models also. Typical improvements quoted in the literature suggest throughput rate increases of 4 to 8 percent and recovery increases of 1 to 4 percentage points. In over 30 years of designing and installing expert systems we have never seen performance numbers less that these but have often seen numbers in excess of the high values. However, once the system has been installed and tuned up the performance usually does not improve much thereafter. Granted, the initial increases in throughput rate and recovery are significant but a question always lingers, that is, can the expert strategies be modified further to squeeze a little more improvement out of the system. The answer to this question is a resounding yes, however a complete understanding of what we do well as designers and operators of expert control systems is required as well as how we can improve upon our best practices is required to move us from the performance plateau we have been on for a number of years to a new higher level of performance.

In order to ensure safe mining and reduce surface damage in shallow multiple-seam mining, the failure characteristics of interburden strata with different coal pillar offset distances between pillars in the upper and lower seams, the distribution characteristics of stress concentration in coal pillars, and the development characteristics of stratum cracks and subsidence were physically investigated and also using UDEC2D software. Meanwhile, the effect of different coal pillar offset distances on the stress concentration of coal pillars and development of stratum cracks were studied. Based on those results, a formula for safe mining and reducing surface damage was established, which provided a theoretical basis for safe and environmentally friendly mining in shallow multi-seams. According to the results of the study, the optimal coal pillar offset distance (the side-to-side horizontal distance of the upper and lower coal pillars) between the upper and lower coal seams was developed to reduce the stress concentration of coal pillars and surface damage. The results of this study have been applied in Ningtiaota coal mine and have achieved good results in safe and environmentally friendly mining.

By March 2001, shrinking global markets, reduced consumer spending and declines in domestic manufacturing and industrial output ended the longest economic expansion in US history and pushed the nation’s economy into its first recession in a decade. Aggravated by the terrorist attacks of Sept. 11, the recession led to large reductions in the domestic production of processed mineral materials. Some of the most significant production declines in the US metals industry were registered by aluminum, copper and steel producers. They faced strong foreign competition, higher energy costs and lower prices for their products. However, homebuilding and other domestic construction sectors — major users of nonmetallic mineral products such as cement, brick, glass and stone — remained strong enough to help raise the output of industrial mineral materials slightly above previous year levels. A strong US dollar continued to weaken the competitive stance of US metal and nonmetallic mineral materials companies alike against foreign producers in markets at home and abroad.

For decades, tunnels of all types have been a significant part of our infrastructure. In particular, water tunnels carry millions of gallons of fresh water every day to major metropolitan areas and surrounding communities. As a critical piece of public health infrastructure, it is important to inspect the condition of these tunnels regularly to ensure reliable and continuous operation. A specific challenge with water infrastructure is that it’s often difficult or impossible to shut down the system for long periods of time to perform the needed inspections. The latest method of tunnel condition assessment is the use of hybrid reality 3-D scan data. Photogrammetric and LiDAR based 3-D data ensure a reliable and objective view of tunnel conditions. The data can be used to support a detailed digital inspection including the compilation of databases that consist of a wide variety of deficiencies such as cracks and spalls within the structure. Mott MacDonald, a design engineer company worked closely with Dibit, used a 360-degree scanning system to collect high-resolution photogrammetric and LiDAR data on a recent project involving a water tunnel. The allows for full 360-degree coverage of the tunnel surface including a water covered invert. It operates at walking speed and ensures a fast and reliable data acquisition which can reduce the time of tunnel shutdowns. Several allocated inspection weeks can reduce to few days, with the final work product being a higher quality and more complete deliverable than traditional inspection methods would have provided. The true-color 3D-model has a photo resolution of 1 × 1 mm (0.039 × 0.039 inches) which makes cracks visible with a width of down to 0.3 mm (0.011 inches). The assessment of water tunnels, its technical challenges and the results of the 3D-tunnel inspection case study are illustrated and described in this publication.

Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. Operation and maintenance of California?s water tunnels is an important factor and vital link in California?s infrastructure. These tunnels are owned and operated by a variety of large and small private and public water and power utility companies, municipal agencies, and irrigation districts. Visionary pioneers such as Michael O?Shaughnessy (San Francisco Hetch Hetchy Water Supply System), William Mulholland (Los Angeles Department of Water and Power and Metropolitan Water District of Southern California?s Colorado River Aqueduct), and John Eastwood (Southern California Edison Big Creek Hydroelectric Project) built large and small water supply, irrigation and hydroelectric tunnels, which have supplied environmentally friendly-water supply, renewable electricity, and uninterrupted service to a burgeoning population and economy. This paper introduces these pioneers and describes several case histories and lessons learned during condition assessment and rehabilitation of tunnels providing enlightenment of California?s vital water projects.

Surface subsidence induced by underground coal mining activities, especially longwall mining operations, can cause various problems to interstate highways ranging from structural integrity, drivability to safety. Accurate subsidence prediction, correct influence assessments, and effective mitigation measures are the keys to ensure the safety of highway traffic. The surface subsidence prediction program, called comprehensive and integrated subsidence prediction model (CISPM), was developed based on the principle of influence function method and has been validated with a large number of subsidence measurements. In this paper, the techniques to use the predicted final surface movements and deformations for assessing their influence on the integrity and functionality of highway structures (e.g., road surface pavements, concrete slabs, transverse joints, etc.), vehicle dynamics, comfort level, and drivability are presented. A number of mitigation measures to protect the highway structures and to ensure traffic safety are proposed along with an application case.

This paper reflects the challenges encountered during the construction of the light rail tunnels under Boyle Heights, in Los Angeles, California. Equipped with two state-of-the-art EPB TBMs, the construction team undertook the mining of twin bored tunnels in the Los Angeles alluvium. The gassy underground conditions dictated many aspects of the design of the tunnels, as well as the tools and means used for their construction. This paper will detail the challenges encountered during construction, as well as the means, methods and logistics used on the project. Discussion includes: EPB TBM machines with some very unique/specific features; complex assembly sequence due to limited shaft access; final precast concrete liner with double gaskets; NATM cross passage excavation in soft ground and below the water table; compensation grouting; mucking shaft arrangement.

Pre-support measures for urban tunneling have seen a substantial development in the recent past. Ground improvement techniques, pipe-arch and spiling methods now allow for non-disruptive tunneling at very shallow depths under sensitive structures, rail tracks and roadways. The paper presents experience gained on national and international projects built over the past decade that represent case histories and therefore may be used as guidance for the development of similar solutions for future tunneling projects at shallow depths. Reference projects include tunnels for the Washington, DC Metro, London Underground, Dulles Inter-national Airport, Busway tunnels in Boston and the Ft. Canning Tunnel in Singapore.

Eighteen coarse taconite tailings samples were collected in 2000-2001 from five western Mesabi Range taconite (iron ore) operations located in northern Minnesota, i.e., EVTAC, Hibbing Taconite (Hibtac), USX Minntac, Ispat Inland (Minorca), and National Steel Pellet Company (NSPC), to test their physical, geological, chemical, and mineralogical properties [Zanko, L.M., Niles, H.B., Oreskovich, J.A., 2003. Properties and aggregate potential of coarse taconite tailings from five Minnesota taconite operations, Minnesota Department of Transportation, Local Road Research Board, St. Paul, MN, Report No. 2004-06 (also as Natural Resources Research Institute technical report, NRRI/TR-2003/44)]. The goal was to assemble a body of technical data that could be used to better assess the potential of using a crushed taconite mining byproduct like coarse tailings for more widespread construction aggregate purposes, primarily in roads and high¬ways. An important part of the mineralogical assessment included X-ray diffraction (XRD) analyses and microscopic (polarized light microscopy, scanning electron microscopy, and transmission electron microscopy, i.e., PLM, SEM, and TEM, respectively) evaluation of the size and shape (morphological) characteristics of potentially respirable microscopic mineral particles and fragments. Quantitative mineralogy, based on XRD analyses, showed that the dominant mineral in all samples was quartz (55-60%), followed by much smaller amounts of iron oxides, carbonates, and silicates. Specialized microscopic analyses and testing performed by the RJ Lee Group, Monroeville, PA, on both pulverized (-200 mesh, or 0.075 mm) and as-is sample composites showed that no regulated asbestos minerals or amphibole minerals were detected in the western Mesabi Range samples. A small number (26) of non-asbestos and non¬amphibole mineral cleavage fragments/mineral fibers were detected by SEM out of 1000 fields analyzed, but most were identified as min¬nesotaite and talc, silicate minerals common to the Biwabik Iron Formation. Amphibole minerals, absent in coarse tailings samples from the five western Mesabi Range taconite operations, were present in a single eastern Biwabik Iron Formation sample collected in 2003 for Lake County from the Cliffs Northshore operation in Silver Bay, MN. Importantly, the Superfund Method for the Determination of Releasable Asbestos in Soils and Bulk Materials [United States Environ¬mental Protection Agency (USEPA), 1997. Superfund method for the determination of releasable asbestos in soils and bulk materials, EPA 540-R-97-028, U.S. Environmental Protection Agency, Washington], as modified by Berman and Kolk [Berman, D.W., Kolk, A.J., 2000. Modified elutriator method for the determination of asbestos in soils and bulk materials, Revision 1: Submitted to the U.S. Envi¬ronmental Protection Agency, Region 8, May 23, 2000] failed to generate any protocol fibers, i.e., fibers longer than 5 µm and thinner than 0.5 µm, from either the western coarse tailings samples or the single eastern Biwabik Iron Formation sample. The combined findings suggest coarse tailings and other taconite mining byproducts should be treated with the same common sense safety and industrial hygiene approach practiced for all mineral-based materials that have the potential to generate respirable dust. © 2007 Elsevier Inc. When defining a ?megaproject,? one need only to look at Seattle, WA?s State Route 99 Alaskan Way Viaduct replacement project. This $3.1-billion project is one of the largest of its kind in the world, and includes the use of the world?s largest tunnel boring machine (TBM). However, for as large as the Alaskan Way project is ? especially given the size of the TBM being used ? there are several other megaprojects underway around the world. Each has its own challenges that require innovative design techniques and financing arrangements, as well as variations on established tunneling technologies. So it was that 266 tunneling and underground construction professionals ? owners, contractors and engineers ? convened in Seattle in November for the Cutting Edge Conference on Megaprojects. This was the second joint meeting between the Underground Construction Association of SME and the North American Tunneling Journal. The first joint conference took place in April 2012 in Miami, FL and attracted 238 attendees. A third joint conference, to be held in 2014, is in the planning stage. The key reason Seattle was chosen as the site of the megaprojects conference is the Alaskan Way Viaduct project. Before the conference began, many of the attendees were able to visit the project and get a close look at Bertha, the Hitachi Zosen earth pressure balance TBM that is boring the tunnel. In addition, the conference included an exhibit that attracted 20 industry suppliers, up from 10 the previous year in Miami. The 25 presentations during the two-day conference covered all aspects of the tunneling and underground construction of megaprojects. Topics included the Alaskan Way Viaduct project; considerations for procurement and contracting; political risk, financing and insurance; international megaprojects; risk and risk sharing and project delivery. Each session concluded with panel discussions.

In 2004, management at Unimin’s Gleason, TN operation began implementing ergonomic interventions specifically targeted to reduce risk of musculoskeletal injuries (MSIs). Together with corporate and site management, Unimin identified work site hazards and began to modify work practices/equipment. Some interventions were relatively simple and were implemented immediately. Others, like improvements to a mobile shredder, were more complex but were eventually resolved through a participatory approach with employees, management, manufacturers and NIOSH. This paper discusses ergonomic interventions that were successfully implemented using a bottom-up approach to reducing the risk of injury.

This paper describes support of excavation (SOE) design and construction for three large diameter shafts excavated through glacial soil and controlled blasting in complex sedimentary rock formations. SOE in soil consists of unreinforced secant pile rings designed to resist lateral pressure in circumferential compression, eliminating costly steel core beam reinforcing. Controlled blasting at the shafts, adits, and tunnels in densely populated neighborhoods requires managing risks to the public, buildings, and utilities. Controlled blasting approaches limited adverse impacts to receptors nearby while achieving adequate production and fragmentation. A site-specific observational approach was used to adjust blasting parameters, limiting the impact on local stakeholders while maintaining daily progress and managing overbreak.

Flame cutting and welding is one of the major causes of fires and explosions in underground U.S. coal mines. On May 20, 2006, a flame cutting operation at the Darby Mine No. 1 led to an explosion that resulted in five fatalities. On January 22, 2003, another explosion caused by flame cutting at the McElroy Mine resulted in three fatalities and three serious injuries. On June 22, 1999, a flame cutting and welding operation at the Loveridge Mine caused a fire that resulted in sealing of the mine for an extended period. Finally, on March 19, 1992, an explosion at the Blacksville No. 1 Mine that was caused by welding resulted in four fatalities. The National Institute for Occupational Safety and Health (NIOSH) conducted a study on fires and explosions in underground U.S. coal mines that were caused by flame cutting and welding operations to determine the root causes of these types of fires and explosions. The methodology included interviewing mining personnel who perform flame cutting or welding operations in underground U.S. coal mines and visiting mines to observe these operations, and MSHA reports of investigations and accidents statistics were analyzed. The results were used to identify and compare differences between flame cutting and welding practices and techniques in small and large mines, Eastern and Western mines, low seam and high seam mines, room and pillar and longwall mines, and between experienced miners and new miners. As a result of this study, best practices and interventions were developed to reduce the number of fires and explosions caused by flame cutting and welding. This paper provides a summary of this work. The 20 foot diameter cast-in-place tunnel lining for Phase 3 of the Mill Creek Tunnel (MCT-3) has been completed. This paper will summarize aspects of liner design and address the construction approach in placing the liner in areas of tunnel that experienced crown overbreak. Tunnel lining production rates, installation procedures and form buoyancies experienced during concrete placement will also be presented.
