The classical approach to control rock fall and ravel in open pit mining has been to use catch benches. The width and volume of benches is most dependent on the bench height, size of loading equipment, blast damage to the face and mining regulations. This was compatible with open pit slopes of less than about 45°. As our understanding of rock mechanics and blasting control has improved over recent years, much steeper rock slopes can be developed at many open pit mines. However, narrower benches result with less rock fall capacity. The transportation industry has been very successful in using catch fences to protect highways throughout North America and Europe for years. The authors recommend that cable and ring net fences have a potential major application in open pit mining to allow steeper rock slopes with significant economic benefit. This paper outlines the application, design and operation of catch fences in surface mining for specific conditions. Typical case examples are presented.

Once every three years the eyes of the construction and mining industry?s turn to Munich, Germany for the bauma trade fair and exhibition. From April 19-25, Messe München International (MMI) will host the 29th edition of this massive show that, despite the recent recession and global financial struggles, has grown yet again. The show, which is completely booked, will take place on a record 555,000 m2 (5.9 million sq ft) of indoor and outdoor exhibition space at the New Munich Trade Fair Centre. More than 3,000 exhibitors are expected to make use of this event. To prepare for the show that highlights some of the largest and most impressive construction and mining equipment in the world, Messe München began working months in advance on getting the infrastructure on the open-air site ready, in time for the arrival of the gigantic machinery exhibits, which started to arrive in March. Part of the preparations include a new entrance at the northwest corner of the exhibition center that was built to regulate visitor flow better. This should help with bauma considering that in 2007 more than 500,000 visitors passed through the gates. ?Although in 2010 the construction machinery sector in many markets worldwide will be recovering only slowly from the recession, we are pleased to report that we are seeing strong demand for exhibition space. This shows that exhibitors regard participation in the world?s leading trade fair bauma as a must, although many are at present having to make cuts in their advertising and trade-fair budgets. We have been particularly surprised by the strong demand for space from exhibitors from markets like China, India and Turkey. The fair is fully booked and many more companies are on the waiting list,? said Eugen Egetenmeir, managing director of Messe München. More than 50 percent of the exhibitors at bauma 2010 come from countries outside of Germany. While the show?s primary focus is on the construction section, it is not as if the mining sector will be difficult to find. With some of the largest equipment in world on display in section C2 (Fig. 1), the mining industry is sure to be well-represented.

Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007. The underground industry is challenged by many complex technical and non-technical issues and risks. The most obvious of these are the traditional technical issues that we usually try to address with risk management techniques. However, there are many other non-technical risks that our projects face on a daily basis which we often fail to fully recognize or appreciate. This paper addresses some of the less-technical broad-based risks in order to put them into perspective with the technical risks we face day to day in underground planning, design and construction. The good news is that Risk Management techniques are not always about bad things. For obvious reasons Risk Management is always thought of in terms of the ?downside? of risk (i.e., the identification and mitigation of things that can go wrong). On the contrary, there is an ?upside? of things that might go better than expected. Fortunately, if a deliberate effort is made, the same principles and techniques that our industry uses in Risk Management can be applied toward identifying and quantifying the Opportunities and Benefits that might occur. In this way, the process of conducting risk management programs can not only identify the downside risk but can be used to identify and direct projects to take advantage of the upside of uncertainty (i.e., Opportunities as they arise). This beneficial aspect of risk management programs will be highlighted in this paper together with the importance of the non-technical issues.

Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people's money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. The U.S. Department of Energy (DOE) is responsible for siting and constructing a licensed geologic repository for commercially generated high-level nuclear waste. Within DOE, the Office of Civilian Radioactive Waste Management (OCRWM) Program has this responsibility. To accomplish this mission, the OCRWM Program is engaged in a multidisciplined effort to identify, qualify, and develop repository sites. The current strategy of the OCRWM Program is to identify candidate repository sites in basalt, tuff, and salt and to develop exploratory shafts at those sites. Within OCRWM, the Salt Repository Project Office (SRPO) identified the salt site for the development of exploratory shafts. The proposed Exploratory Shaft Facility (ESF) in salt will have several primary purposes. The shafts will provide access to the reference repository horizon to permit in situ testing of the salt horizons in order to satisfy the following data acquisition needs: • Verification of the salt repository design parameters and validation of performance assessment models • Demonstration of the constructibility • Capability to adequately seal penetrations into the salt An exploratory shaft is required by 10 CFR Part 60 for the conduct of in situ testing at depth prior to submittal of a license application for construction authorization of a repository. Therefore, construction of an ESF will also facilitate the licensing process.

The Arrowhead Tunnels Project represents the final portion of a 70 km (44-mile) long water conveyance facility that will bring up to 28 m3/sec (1,000 ft3/sec) of water into Southern California. The 13 km (8-mile) tunneling project is well underway and consists of two, 5.8 m (19-foot) diameter TBM bores through extremely variable geological conditions. The tunnels lie near the base of the San Bernardino Mountains and several significant faults including the San Andreas Fault run within one kilometer (0.6 miles) of the tunnel alignment. Numerous other significant faults cross the tunnel alignment and water pressures in the tunnel have been recorded as high as 20 bar (300 psi). This paper describes some of the problems and challenges encountered and the solutions implemented to advance the two hybrid TBMs under conditions that ranged from hard rock with no water inflows to full-face granular material under 10-bar pressure and in excess of 32 l/sec (500 gpm) inflows. Due to the range and severity of ground and water conditions actually encountered, the Owner-Contractor-Designer team eventually found that adjusting the means and methods to be more responsive—virtually on a day-by-day basis—was needed to suit the conditions

Mining is one of the oldest industrial activities. Its products are essential to modern civilization. Paradoxically, and despite a deep-rooted belief to the contrary, mining is not a lucrative industry— at least not in the aggregate. This assertion is true not only for recent years, one of the weakest periods in terms of metal prices, but also for a long time past. In 1776,Adam Smith said in The Wealth of Nations: “Of all those expensive and uncertain projects, how-ever, which bring bankruptcy upon the greater part of the people who engage in them, there is none perhaps more perfectly ruinous than the search after ... mines. It is perhaps the most disadvantageous lottery in the world... Projects of mining, instead of replacing the capital employed in them, ... commonly absorb both capital and profits.”

Ultra fine grinding is becoming increasingly used in the mining industry over recent years. The development of large-scale units for high volume grinding of low value materials and concentrates has opened up new areas of economical metal extraction. The ability of stirred vertical mills to produce very fine particles with high surface areas, is providing mine operators with novel extraction possibilities within gold concentrate regrind for Biox or leach feed, Activox autoclave feed preparation and lime slaking operations. The paper will review design, operational and maintenance aspects of ANI-Metprotech stirred vertical mills, comparing these to tower mills, horizontal bead mills and attrition mills.

The Canada Line is a 19km long automated light rapid transit system with 16 stations in Vancouver, BC, Canada. The Concession was awarded to InTransitBC to design, build, partially finance, operate, and maintain the system for 35 years. The project must be complete by November 2009 to be ready for the 2010 Winter Olympics to be held in Vancouver and Whistler, BC. The bored tunnel section consists of 2.45 km of twin bored tunnel and 3 stations. The station work is limited to the excavations and temporary support necessary to facilitate the bored tunnel works. A joint venture between SNC-Lavalin Constructors Pacific and SELI (SSJV) has recently completed the design and construction of this section. Work for the bored tunnel commenced in November 2005 with shoring and excavation works for the tunnelling operations pit that will become Olympic Village Station and will be completed in the spring of 2008. The tunnels were driven with a 6m diameter Earth Pressure Balance Tunnel Boring Machine (EPBM) and lined with 250mm thick, 5.3m diameter precast concrete segments. Seven hundred and fifty meters of each tunnel were driven through glacial and interglacial deposits of sand, silt, and clay with granitic boulders. The paper discusses the challenges faced in negotiating these soils which contained unforeseen geological conditions. These conditions were overcome by developing a systematic approach to Risk Management that included thorough risk assessments, regular risk management meetings with the participation of two of the world?s leading EPBM experts, Professor Eisenstein and Professor Kovári, and by the ability of the construction team to effectively analyze and mitigate problems.

On Nov 1, 2007 House Resolution 2262 ? The Hardrock Mining and Reclamation Act of 2007 ? was passed by the U.S. House by a vote of 244-166. HR-2262, among other things, would impose a 4-per-cent royalty on existing mines with commercial production and an 8-percent gross royalty on all new claims. Not surprisingly, this possible new law was one of the hottest topics of discussion at the Northwest Mining Association?s conference that this year returned to Spokane, WA for its 113th annual meeting on Dec. 3-7. More than 1,800 delegates attended the conference that was held under the banner theme of ?Mining ?. For today and tomorrow.? Northwest Mining Association executive director Laura Skaer was one of many speakers during the three-day conference to respond to the threat to the industry posed by HR-2262 with a presentation titled ?Potential changes to the 1872 Mining Law.? In the presentation that she first unveiled at the Alaska Miners Association?s convention and trade show on Nov. 8, Skaer laid out a comprehensive list of problems with HR-2262. In addition to the association?s obvious concerns about the proposed royalty, Skaer noted that the bill includes a mine veto provision that would allow the Secretary of the Interior the authority to deny an operations permit to a project if the secretary determines that the operation would cause undue degradation to public lands and resources. Potential massive withdrawals from mineral entry are also included in HR-2262. Among the lands that could be off limits to miners under HR-2262 are wilderness study areas, areas of environmental concern and 23.6 hm2 (58.5 million acres) identified as Roadless Rule. States, political subdivisions and Indian Tribes would also have more authority to withdraw lands, she said. To combat the proposed changes, Skaer made 10 trips to Washington D.C. on behalf of NWMA members in 2007. In her presentation at the annual meeting, she also objected to provisions that include no life-of-mine permits and uncertain permit renewals and new and duplicative environmental standards that she said are vague, ambiguous and inconsistent with current federal and state environmental laws. Debra W. Struhsacker, an environmental permitting and government relations consultant, also spoke on the issue of HR-2262 with a presentation titled ?The House mining law bill ? Rip van Winkle is back ? and he?s meaner than ever.?

Fibrous minerals are common in nature but asbestiform minerals are rare. The unique mineralogical characteristic common to all the asbestos minerals is their morphologic form (or habit of crystallization) as polyfilamentous fiber bundles. The individual fibrils within the bundles have a tendency to be very long with a narrow range of diameters and grow with their long fiber axis in parallel orientation to the bundle length. The asbestiform habit imparts to the asbestos minerals sufficient flexibility and tensile strength so that most can be woven into cloth. In the past application has focused on their ability to insulate against the transfer of heat. In the world of tunneling the glamour is in the large diameter, long tunnels, but perhaps the number of projects for small diameter and short length tunnels are greater and generally have higher risk factors. Reasons for these higher risks include both the ?boiler plate? contract provisions used on these types of contracts, the technical specifications related to the tunnel work (versus the pipeline construction), the bid practices including measurement and payment and the construction. This paper reviews and comments on some of the key issues the authors have observed in recent major pipe-line projects that involve a small percentage of tunneling footage of the total contract.

"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 (PL 109-236, 2006) established the Office of Mine Safety and Health, functioning as the Office of Mine Safety and Health Research (OMSHR) within the National Institute for Occupational Safety and Health (NIOSH) and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued more than 150 contracts focused on worker health and safety. Initial funding for this program was provided by the United States Congress through two emergency supplemental appropriations and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation. Ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website (www.cdc.gov/niosh/ mining/researchprogram/contracts/index.html) and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously (Snyder et al., 2016).External contracts are broadly classified by the following areas:• Communications and tracking.• Emergency response.o Self-escape and breathing air supply.o Refuge alternatives.o Escape and rescue.• Equipment safety.• Fires and explosions.• Ground control.• Mine environmental systems (mine ventilation and atmospheric monitoring).• Worker/workplace health and safety.Contracts are issued under a request for proposal (RFP), through a broad agency announcement (BAA) or under an interagency agreement (IAA). An RFP solicitation includes a specific problem description and a well-defined scope of work to guide the offeror in preparing a bid to conduct the research. Under the BAA several problem areas are described and the offeror develops the scope of work and deliverables for the proposed research. An IAA is very similar to an RFP except it is a contract between two federal government agencies."

Proper selection of large walking draglines, based on sound engineering principles and field experience, has not kept pace with the large capital expenditures needed to buy these stripping machines. The use of large walking draglines for stripping overburden in US surface coal mines grows steadily, but equipment selection continues to pose problems. An improper size, model, make, or spoil reach selected for a particular stripping application results in additional, unnecessary coal production costs. Large walking draglines are being used to dig deeper tar sands at the Syncrude operations near Fort McMurray in Northern Alberta, Canada. This application is compared with typical deep digging operations and dragline use prevalent at typical US strip mines.

There will be about 300 raise boring machines used worldwide by late 1981, attesting to the acceptance of this drilling system by the mining and construction industries. Over the past few years, many articles have cited the advantages of raise boring: •improved safety; •faster completion of the raise; •elimination of sublevels; •cost reductions; •better structural characteristics of the opening; •labor reduction; and •noise abatement. The relative importance of each advantage varies from mine to mine. When analyzing the total economics of raising, each advantage must be considered. The factors having the most effect on economics are fixed costs, direct costs, and comparative savings versus conventional methods.

The Red Dog Mine is the world’s largest zinc mine. It is located 145 km (90 miles) north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called the Northwest Alaskan Native Association (NANA) Development Corp. NANA acquired surface and subsurface title to this resource as part of its settlement lands under the Alaska Native Claims Settlement Act. In 1982, NANA entered into a lease agreement with Cominco. Cominco is an international mining company focused on zinc. It built and operates the Red Dog Mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language and traditions are as important to the NANA people today as they were in the past.

In concrete lined tunnels, formwork removal timing may be controversial. Contractors seek to strip the form as soon as possible, and designers seek to keep the formwork in place as long as practical to protect the fresh concrete. Formwork removal timing is normally specified as a function to its insitu concrete strength. This approach may work for smaller diameter tunnels, but fallacy occurs when applying this approach to larger diameter tunnels, since a larger diameter would experience more displacement than a smaller diameter tunnel from its own weight. Excessive deformation may fail a tunnel to meet its roundness criterion and overstress the lining causing cracking or falling from the crown. This paper presents a contractual mechanism to mitigate this issue.

The paper describes the main drive systems of an iron ore pelletizing plant and related important design aspects. It is shown how today?s drive systems provide the desired flexibility for the process and lead to high energy efficiency and system reliability. With respect to electric drives expansion projects have many technical issues in common with green-field installations. However, there are aspects where important, distinct differences occur. It is shown which considerations for selecting and sizing drive systems for such a plant as well as for integrating them into an overall plant control concept need to be taken into account. Besides the design of the drive systems a key aspect for such an expansion project is the network interaction. Harmonics levels at different points in the plant network need to be checked carefully with simulations during the design phase to avoid problems later-on during operation. The power factor compensation and the harmonic filtering of the new production line cannot be designed independently of the already existing plant. The paper highlights areas where problems could occur and which points need to be paid attention to when a plant is expanded.

On behalf of ME readers, the editors thank them.During the past 25 years, U.S. ball clay production (the quantity sold or used by domestic producers) increased from 788 kt (869,000 st) in 1990 to an alltime high of 1.31 Mt (1.44 million st) in 2003 (Fig. 1). Housing construction within the United States, a leading market for ball clay-based ceramics and sanitaryware, began to decline in 2005, which resulted in a considerable decrease in sales of ball clay that continued through the 2008-2009 economic recession. After bottoming out at 831 kt (916,000 st) in 2009, ball clay production steadily increased through 2015 (Fig. 1). Estimated sales in 2015 were 36 percent higher than those in 1990 and 18 percent lower than those in 2003.Four companies (H.C. Spinks Clay Co., Imerys S.A., Old Hickory Clay Co., and Unimin Corp.), mined ball clay in five states during 2015. An estimated 1.7 Mt (1.18 million st) of ball clay valued at an estimated $47.5 million was sold or used by U.S. producers, a 4-percent increase from 1.03 Mt (1.14 million st) valued at $45.2 million in 2014. Approximately 65 percent of total ball clay production was air-float, 25 percent was crude or shredded and 10 percent was water-slurried"
