Recent accelerated exploration efforts in southwest China have progressively quantified the vast phosphate resources in the Yunnan Province. To date, according to Chinese geologists, potential reserves in the province may be on the order of 4 Gt, which would equal the entire US reserve base. Development of this vast reserve is underway at two sites located 60-70 km southwest of Kunming, the provincial capital of Yunnan. The first, the Kunyang open-pit phosphate mine, produces an estimated 1.5 Mt/a of 22-30% P20,5. The other project located north of Kunyang is the Haikou mine, which the Chinese consider a possible 2.0-Mt/a operation. Because average ore grades run 3% less than those of Kunyang, beneficiation will be necessary. While the latter project has been initiated on a small scale, it is basically still on the drawing board. Brown and Root and the US Bureau of Mines are assisting on the project. Both operations are under the direction a regional administration which reports to the Ministry of Chemical Industries in Beijing. Combined production from both mines could represent some 70% of China's future productive capacity. Ore reserves in the region are estimated at 400 Mt by local officials. Geology of the District The phosphates are considered Cambrian in age and rest on a Precambrian dolomite. The Indian Ocean, Chinese geologists say, may have been the original source. The line of deposition stretches on a trend from Vietnam in the southwest, through Yunnan, into Sichuan Province to the northeast. Because the area is considered very stable from a geologic viewpoint, large quantities of phosphate have been deposited and large outcrops are known to occur everywhere in the province, according to Chinese sources. The Kunyang and Haikou ore bodies are thought to be two wings of an anticline with the former the southern portion, and the latter the northern portion. Each ore body strikes on an east-west axis. While there are many localized phosphate operations throughout the province, the Kunyang mine is the premium producer. Kunyang's Mining Development The Kunyang open-pit mine was opened in 1966. During the early years, operations were considered somewhat disorganized. Systematic mine planning and normal operations were not initiated until just two years ago, according to mine management. In 1979, Kunyang finally reached its design capacity of 1.5 Mt/a. The ore body consists of two phosphate beds separated by a band of shale. The top layer of phosphate varies from 4 to 8 m, averaging 6 m. The middle shale layer is 2 in. The third layer, which is not as rich as the top, is approximately 4 m. U.S. feldspar output sold or used in 2005 was an estimated 760 kt (838,000 st), valued at $44 million free-on-board plant. This was below the 2004 volume and was the second year of decline in a row. Output included flotation concentrates, feldspar content in feldspar-silica mixtures, potash feldspar and aplite. The strong housing market in the United States maintained demand for ceramic tiles, plumbing fixtures and fiberglass insulation requiring feldspar. Shipments of glass containers were about the same as in 2004. Imports of ceramic tiles and plumbing fixtures continued to increase, taking the place of U.S.-produced goods and the feldspar required to make them. For 2005, 80 percent of the ceramic tiles sold and 50 percent of the plumbing fixtures sold in the United States were imported. Since 2000, manufacturing plant closures in the plumbing fixtures industry have reduced the demand for feldspar and feldspar-silica mixtures by 100 kt (110,000 st). Increased demand from the ceramic tile industry has partially offset the lost volume.

Effective solids suspension is a necessary precondition for particle collection, and solids suspension is largely dependent on the hydrodynamics of the flotation cell. This study attempted to correlate the status of the suspension of apatite particles of different sizes in a Denver laboratory flotation cell versus the impeller rotational speed (N) adopted to operate the machine. The latter variable (N) influences the impeller capacity to lift the particles from the bottom of the tank and also to disperse them throughout the volume of the vessel. Such an impeller capacity can be characterized by the critical impeller speed for the accomplishment of solids off-bottom suspension (Nz) and also by the velocity of the radial water flow discharged by the impeller (U) divided by the particle terminal settling velocity (Us). This way, the status of the suspension of apatite particles inside the flotation cell can be characterized by one of three categories: ?segregation? (N/N2 < 0.60 and Us/U > 0.08); ?suspension? (0.60 = N/N2 < 1 and 0.06 < Us/U < 0.10); and ?dragging? (N/N2 = 1 and Us/U = 0.03). The range of impeller rotational speed (N), which was able to suspend the finest particles (Dp = 90 µm), was unable to suspend the coarsest particles (Dp = 254 µm). Conversely, the high value of N (N > 1,300 rpm), which is adequate to suspend the coarsest particles, may promote the entrainment of the finest particles to the froth layer.

A nearly 305-m- (1,000-ft-) wide sandstone channel was projected to run through the mid panel area of a 457-m- (1,500-ft-) wide longwall panel in a southwestern Pennsylvania coal mine. This sandstone channel was known to cause serious longwallface roof control problems in the mine?s B-panel area in 1998 and 1999; and most recently, it induced many large face cavities and caused a substantial production delay in the preceding panel. For the two B panels mined in 1998 and 1999, hydraulic fracturing of the massive sandstone was conducted to facilitate better caving, thus relieving cantilever compressive stress at the longwall face. Vastly improved longwall face condition was observed and four weeks of mining delay due to bad roof conditions were eliminated. The implementation of the hydraulic fracturing technique, results of underground observation and measurement, and results of numerical modeling were summarized in a paper presented in the 20th International Conference on Ground Control (Su et al., 2001). This article is a summary of the activities that took place during a four-month period (October 2011 through February 2012) at a Consol Energy longwall mine southwestern Pennsylvania to improve face conditions and safety of underground personnel during mining of the 457-m- (1,500-ft-) wide longwall panel. The elevated concern for safety was driven by adverse face conditions encountered while mining the preceding longwall panel. Many of the problems were attributed to a thick and massive sandstone channel. A joint task force consisting of coal operations engineering, Pennsylvania operations engineering and CNX Gas personnel was formed in August 2011, which recommended drilling four hydraulic fracturing holes along the center axis of the sandstone channel to reduce pressure and improve face conditions at the longwall face. Mining Engineering education is in trouble, if not in crisis. The most visible signs are the decrease in the number of programs that offer the degree, and the continued difficulties in attracting students to the discipline. Unless these trends are reversed, the future of the profession is uncertain, at best. Remedies have been proposed, and some are drastic. They range from consolidating mining engineering education into one or two national schools, to cooperative regional programs, to distance education programs, and to proposals to limit mining engineering to a graduate degree or specialization only. These alternatives deserve serious attention and merit discussion. I hope that one alternative that will remain on the table is the classical and traditional “School of Mines”. A reasonable number of such schools are needed to provide the educational diversity and the critical mass to maintain accreditation and professional registration for their graduates. Most importantly, such an approach is most likely to assure the continued existence of mining engineering as a profession. It also provides the best educational framework to teach mining engineers. However, such Schools are vulnerable, highly susceptible to university budget pressures, and probably can survive only with strong external support.

Introduction A computer program was developed for analyzing drum-type hoists before modifying an existing system or designing a new one. Its use permits the preliminary evaluation of a system before seeking technical assistance from mine hoist designers and manufacturers. The user-friendly program accepts a variety of data and analyzes hoisting systems for any balance state. The program can be used to calculate skip capacity to yield a desired production rate, solve for drum face width, select a permissible wire rope, estimate total horsepower of the hoist plant, and estimate annual power cost. Whether required for a large mining complex or for a relatively small operation, a hoisting system must be carefully designed to ensure the efficient, reliable, and safe flow of material. Because shaft sinking and hoist installation can total between 2.5% and 3% of the cost of opening a deep mine, proper hoist selection is critical. Today&apos;s mining engineer has at his disposal the most powerful design and analytical aid ever, the microcomputer. There is, unfortunately, limited software for the study of hoisting systems, unlike that for other materials handling equipment (Manula and Albert, 1980; Prelaz et al., 1964; Bucklen, 1969; Thompson, 1985). HOIST reduces a time-consuming set of calculations to a concise package of interrelated subprograms. A literature review revealed no common-user programs to analyze hoisting systems, although at least four major hoist designers/manufacturers/installers have their own in-house programs. To provide a tool with which the mining engineer could preliminarily analyze a materials hoisting system or could check the calculations of a hoist contractor, a computer program was developed. HOIST was written in BASIC for the IBM-PC for ease of program adaptation and to encourage field use on compatible systems. Details of program development are omitted, since the basic principles of hoisting analyses are relatively straightforward, simple, and readily accepted (Harmon, 1973; Nordberg, n.d.; Adler, 1957). Program features, intended usage, and benefits of the computerized solution are emphasized over theory development and mathematical rigor. Background The mine hoist system that is selected and installed at a mine is the "lifeline" of that mine, with installations lasting 20 years or more. Thorough study is warranted to ensure that productivity demands are met at a minimum cost per ton. The increased cost of a large, powerful, high-speed hoist must be offset by increased production to justify its selection. To optimize this tradeoff, an extensive hoisting analysis should be performed. The analyses to properly size the skip (or cage), the drum, and the hoist drive are conducive to computerization, permitting rapid evaluation of changeable operating and design parameters, such as velocity, acceleration, state of balance, and productivity demand. The program is particularly useful in conducting sensitivity trials, such as investigation into the effect of change of productivity on skip capacity and on horsepower of the hoist drive. HOIST is currently limited to the study of drum-type hoists with cylindrical drum(s). However, only minor changes to the program would permit analysis of friction hoists and conical drum configurations. Model development and testing The program is based on accepted equations and physical relationships. Examples of manual calculations formed the basis for decision points and program branching. Data is input in the order that it would be needed if the problems were solved manually. The choices are arranged likewise. HOIST was developed in sections, with manual solutions performed to check program logic. The testing became more rigorous as sections were completed. Output from one section becomes input for following sections, as appropriate. The simplified flow diagram of HOIST is given in Fig. 1.

This coal basin is a fore-deep basin with a lot of similarities with the Appalachian basin in the U.S.A., where throughout the 1990s, the research in coalbed methane grew rapidly due to a combination of factors, including the high prices for gas and electricity. In the Asturian Central Coal Basin 129 coal beds with thickness ranging from 0.8 to 1.5 m have been recognised in the productive carboniferous in an area bigger than 1500 km2. The maturation grade of these coals varies from the external zones of the basin where the volatile content ranges from 35%-40% to 20%-30%, to the internal zones of the basin where the volatile content ranges from 20% to 10%. In this context a sustainable exploration for fossil fuel is currently being undertaken in the most favourable areas of the basin in order to evaluate the real possibilities for coalbed methane (CBM) resources.

INTRODUCTION King County, Washington operates a regions wastewater treatment system that provides treatment to 18 cities and 16 sewer districts in the greater Seattle metropolitan area. The system serves 1.4 million people and currently includes two regional treatment plants. In 1999, a long-range planning study identified the need for a third regional treatment plant, now known as Brightwater. Prior to this project, the county has almost exclusively used the traditional design-bid-build delivery process for its capital projects. However, with the adoption of the RWSP, the county began to study the potential application of innovative project delivery methods. This paper looks at the project delivery methods used for the Brightwater project, based on the specific needs of this large, complex, and multi-faceted project. THE KING COUNTY WASTEWATER TREATMENT SYSTEM In 1958, voters approved the formation of a regional agency called the Municipality of Metropolitan Seattle, or Metro, to build and operate a regional wastewater collection and treatment system. Prior to the formation of Metro, there were no regional wastewater treatment facilities and pollution of Lake Washington and Puget Sound from untreated sewage was a concern for many residents. In 1994, King County merged with Metro. The county’s 1,087 square kilometer (420 square miles) wastewater service area covers most of urban King County and extends into portions of two neighboring counties. The system includes two regional treatment plants, a local plant, 61 pump and regulator stations, and 571 kilometers (355 miles) of conveyance pipeline which convey wastewater from local districts to the treatment plants. As with other areas, the greater Seattle/King County region has seen rapid population growth. The RWSP estimates that the current system would soon reach capacity, and called for the construction of a new third regional treatment plant, called Brightwater, to be operational by 2010.

Ground freezing occupies a unique and important niche in underground construction, fulfilling a geotechnical need that is difficult, or sometimes impossible, to fulfill through other groundwater control and excavation support methods. Where complete groundwater cut-off and in-built ground support are required, and deep excavation is planned or the work occurs in difficult or disturbed ground, ground freezing offers the assurance critical to safe and timely construction. Compared with other groundwater cut-off or excavation support methods, a frozen wall is easily connected to underlying bedrock and will also adhere to adjoining subsurface installations or obstructions, if necessary, to provide a composite cutoff structure. Ground freezing is effective in all soil and ground conditions and has been used for emergency situations in disturbed, displaced or loose ground, where detailed soil characterization could not practically be performed.

Testing was conducted to determine the ability of foam to maintain roof coverage in a simulated longwall mining environment. Approximately 27 percent of respirable coal mine dust can be attributed to longwall shield movement, and developing controls for this dust source has been difficult. The application of foam is a possible dust control method for this source. Laboratory testing of two foam agents was conducted to determine the ability of the foam to adhere to a simulated longwall face roof surface. Two different foam generation methods were used: compressed air and blower air. Using a new imaging technology, image processing and analysis utilizing ImageJ software produced quantifiable results of foam roof coverage. For compressed air foam in 3.3 m/s (650 fpm) ventilation, 98 percent of agent A was intact while 95 percent of agent B was intact on the roof at three minutes after application. At 30 minutes after application, 94 percent of agent A was intact while only 20 percent of agent B remained. For blower air in 3.3 m/s (650 fpm) ventilation, the results were dependent upon nozzle type. Three different nozzles were tested. At 30 min after application, 74 to 92 percent of foam agent A remained, while 3 to 50 percent of foam agent B remained. Compressed air foam seems to remain intact for longer durations and is easier to apply than blower air foam. However, more water drained from the foam when using compressed air foam, which demonstrates that blower air foam retains more water at the roof surface. Agent A seemed to be the better performer as far as roof application is concerned. This testing demonstrates that roof application of foam is feasible and is able to withstand a typical face ventilation velocity, establishing this technique’s potential for longwall shield dust control.

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. Since 2001, CVRD is carrying out a modernization project in it’s pelletizing plant’s automation systems, that comprehends instrumentation, control and information systems. In addition, the project includes implementation of advanced control systems, using artificial intelligence techniques, including fuzzy logic, expert systems and dynamic physical models, to increase production, reduce fuel and energy consumption and improve quality. This paper reports CVRD’s experiences in carrying out an optimization project.

Introduction Hydrometallurgical solvent extraction (SX) processes – featuring large quantities of combustible or flammable organic solvents - are common in the mining industry for recovering non-ferrous metals such as copper, nickel, cobalt, uranium, tungsten, iodine and lithium. Recent fire loss incidents and the widespread use of sub-grade tank farms and piping trenches, plastic piping, poor drainage, and closely spaced buildings demonstrate opportunities to improve the use of Inherent Safety (IS) in this industry. The mining industry has designed and constructed facilities with an emphasis on personnel safety, production efficiency and cost effectiveness. The use of IS to eliminate or minimize property fire exposures has not seen widespread practice. Lessons learned from the mainstream CPI have not been communicated or applied. As an example, copper SX plants have consistently used design of gravity flow as a cost and production-effective solution for transferring liquids and minerals through the process. In fact, Jergensen1 recommends to “utilize gravity to the fullest extent possible” in design of SX plants. This philosophy has been achieved by laying out SX plants with process equipment at different grade levels so that solutions can flow “downhill”. Because of the use of large quantities of flammable liquids and the potential for these liquids - if released – to flow unimpeded into other areas – gravity SX processes represent severe inherent fire consequences unless costly barriers, drainage and channeling are also provided. It appears that little thought has been given to the fire protection consequences and challenges of this design feature during the evolution of SX plants and most copper SX plants constructed today use some form of a sub-grade processing area (tank farm) and one-way gravity flow. While this layout is used to assure a cost effective operation it has resulted in significant exposures to high value production. The use of sub-grade production units is an inherently unsafe layout where flammable liquids are used and is a layout that would rarely if ever be used today by the mainstream CPI. Gravity-assist layout is only one example where copper SX plants have been designed and constructed without IS in mind. The use of combustible and frangible corrosion-resistant materials – such as glass, wood and plastic - for flammable liquid storage, processing and piping systems has significantly increased the hazards of these facilities. These materials of construction are not rigorous and allow for rapid failure and release of flammable contents during fire exposure. The use of combustible or frangible systems to handle or transport flammable liquids is not a practice seen today in the CPI.

Hydrometallurgical production of zinc from concentrates is generally carried out by H2SO4 leaching. For the smooth operation of this process, some harmful components must be removed from the leach solution before the electrolysis stage; MgO is one of these compounds. Zinc concentrate samples from the Mount Isa mines were used in leaching tests. Leaching tests with an aqueous solution of H2SO4 and SO2 gas were carried out at various temperatures, pH levels and leaching durations. While duration and the pH value of the solution were effective parameters in H2SO4 leaching, temperature and pH were more effective in SO2 leaching for the removal of MgCO3 and CaCO3. Removal of MgCO3 and CaCO3 was generally achieved at low pH values. The results show that SO2 gas can be a good alternative to sulfuric acid in the leaching of MgCO3 and CaCO3

An assessment of U.S. western hardrock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hardrock mining machines. Of the operators, 96% had daily noise doses that exceeded the U.S. Mine Safety and Health Administration?s (MSHA) permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214% and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jackleg drill. These results will be used to help prioritize noise control development by NIOSH and other partners.

The Society of Economic Geologists (SEG) held its biennial conference May 14 through 16, 2006, in Keystone, CO. SEG is an international organization with about 3,500 individual members with interests in economic geology. The 2006 SEG conference theme was “Wealth creation in the minerals industry — integrating science, business and education.” The conference exceeded expectations with 705 participants, including 102 students, from 44 countries. The conference featured 30 oral presentations, 24 professional posters and more than 70 student posters. The conference also included a trade show with 50 vendors, numerous field trips, workshops and social activities.

EPA NRMRL Mine Waste Technology Program and Region VIII Superfund office are jointly conducting an in-situ technology demonstration at the Anchor Hill Pit Lake, Gilt Edge Mine Superfund site. The goal is to develop in-situ treatment cost/performance data for potential application in long-term water treatment/management at Gilt Edge and similar sites. The pit contained 77,000,000 gallons of pH 3water with elevated metals, sulfate, and nitrate. The Green World Science® patented process for in situ treatment was implemented to isolate and sequester metals; create stable long-term water quality and restore a sustainable ecosystem. COCs have decreased more than 99%, and dissolved discharge standards were attained.

The prevention of AMD in situ is more attractive compared to subsequent downgradient treatment alternatives that do not involve source control. AMD source control can be achieved by shifting the microbial activity in the sulfidic rock from pyrite oxidation to anaerobic heterotrophic activity. This is achieved by adding biodegradable organic carbon amendments to the sulfidic rock. This technique was applied in an abandoned mine pool with a pH of 3-3.5. Following treatment, near-neutral pH and decreased effluent heavy metal concentrations were achieved. In situ bioremediation by enhancement of bacterial iron and sulfate reduction is a promising technology for AMD prevention.
