With IIT research institute as a cosponsor, this seventh mineral waste Utilization Symposium was funded by the Bureau of Mines through its Division of Mineral Resources Technology. Environmental scientists and engineers from five countries (Canada, Netherlands, Austria, England, Guatemala) besides the United States participated in the symposium, which was held Oct. 20-21, 1980, at the Chicago campus of IIT Research Institute. Of the 25 papers presented on the reclamation and recycling of mining and mineral wastes, municipal solid waste, industrial waste, and scrap metal, 21 are summarized herein.

[Important discoveries of new oil fields were made in 1937 in the State of Illinois. Oil production, which was virtually constant during 1934, 1935, and 1936 at about 4,400,000 barrels a year, a increased to 7,499,000, barrels during 1937, and in 1938 this production was trebled. In 1939, 94,302,0003/ barrels were produced (almost foot times the 1938 quantity), making Illinois one of the cost important oil-producing areas in the United States. The Bureau of Mines has analyzed 35 samples of petroleum from these new Illinois fields and presents the analyses herein. Included with them in this report are analyses of seven samples from fields developed before 1936.]

As part of its research on advanced mining technology, the U.S. Bureau of Mines emphasizes studies on in situ leach mining. This research enables the Bureau to develop technical information that can allow mining companies to adopt in situ leach mining methods. Research results should help to remove the technical and economic barriers currently hindering the development of commercial in situ leach mining operations. This report contains papers summarizing results of Bureau research on various aspects of in situ leach mining. A featured topic is the cooperative field experiment of the Bureau and Santa Cruz Joint Venture in a copper deposit near Casa Grande, AZ. Discussions in-clude an overview of the entire project, cost modeling, environmental permitting, laboratory core-leaching experiments, petrographic studies, and an evaluation of the geologic structure in the region. In addition, papers describe hydrologic modeling and geophysical studies of solution flow during leaching. Preliminary geochemical modeling studies are also summarized. A final paper describes a nonionic chemical additive with potential for significantly reducing the high costs of drilling in in situ leach mining.

The development of an onboard contaminant diagnostic monitor to continuously measure contaminant level in a mining machine was advanced to a prototype stage in this contract. Several concepts were investigated and it was found that a static spool type sensor was the most reliable and accurate. Laboratory and field tests showed that an instrument based on this concept is capable of measuring contaminant levels and/or size distribution, depending on the configuration of the sensor. Moreover, this instrument can function on emulsions or homogeneous fluids. Current laboratory equipment can operate on homogeneous fluids only.

The U.S. Bureau of Mines began a five-year study of the 7.0 million acre Ketchikan Mining District during 1990. This study is part of the Bureau's ongoing statewide mining district evaluation program. The study area was subdivided and then prioritized by mineral potential into work units. Bureau field work in 1990 focused on the southern portion of Prince of Wales Island and vicinity. Extensive mineral resources have been mined historically in the area and are presently being evaluated by private industry. Information in this report is based on an extensive literature search and Bureau field work. Over 150 mines, prospects, and mineral occurrences were visited in 1990; an aggregate of 1,300 rock, placer, and limestone samples were taken; and nearly 3 miles of underground workings were mapped. Many prospects, some untouched for more than 80 years, were mapped and sampled. High metal values at several prospects were confirmed by Bureau sampling. Reconnaissance sampling along logging roads on Southern Prince of Wales Island revealed mineralized areas not previously recorded. Follow-up work at many locations is planned for the 1991 season.

Two samples of the Lower Hartshorne (Spadra) bed were collected: A sample of the raw coal with the machine cuttings excluded, and a sample of the machine cuttings exclusively. Analysis of the 5-inch by 200-mesh size fraction of the raw coal, excluding machine cuttings, showed that a product meeting minimum quality specifications could be produced by washing at 1.60 specific gravity, yielding a theoretical 93.7 percent of clean coal. A negligible amount of near-gravity material at the separation gravity indicated an easy washing problem. The sample of machine cuttings had a maximum size of 2 inches and contained about 50 percent ash. Washability tests of the 2-inch by 200-mesh size fraction indicated that a theoretical yield of 30.0 percent of specification-grade coal could be achieved by washing at 1.49 specific gravity. As the machine cuttings represent an estimated 10 percent of the total coal mined, their inclusion in the mine output would increase the theoretical net yield of salable coal by only 3.7 percent. Because the machine cuttings contained a high percentage of sink 1.80 specific-gravity material, they had neither an effect on the separating gravity required to clean the raw coal nor on the difficulty of separation. Gabbing underground versus transporting the cut-tings to the surface for disposal or washing either separately or combined with the raw coal involves a number of practical, economic; and intangible factors; hence, no specific recommendations could be made. A study of joints in Marathon County, Wis., was made to determine the orientation of regional paleotectonic stresses and to develop a method of using optical diffraction analysis (ODA) in studying joint orientations and spacings. Standard geologic and petrofabric techniques employing the use of a geologic compass and a Schmidt net were used in gathering, describing, and reducing joint orientation data. Analysis of selected outcrops with ODA indicates that ODA can be applied to study both joint orientations and spacings. ODA is shown to be a rapid method that can be used to complement standard petrofabric techniques, especially in the study of joint spacings.

This report describes the development of an electronic system which detects unsafe slack and overload conditions in underground mine hoist ropes. The Slack and Overload Rope Protection System (SORPS) includes a fail-safe load cell inserted between the rope and the conveyance, and an accelerometer mounted on the conveyance. Signals from these transducers are telemetered via a radio link to the hoist control room, where they are combined with drum speed and chair status in a microprocessor-based decision and display unit. Abnormally high external force levels are detected as discrepancies between rope tension and cage acceleration; conveyance weight is inferred continuously. Hazardous conditions are displayed to the hoist operator, along with general hoist status. The system has been tested in a working mine for approximately two years. The report contains specifications, design data and field test experience generated under the SORPS program. It also includes information on dynamic modeling, vibration environment, the status of existing slack detection systems, and applicable control strategies.

Bench-scale test methods were developed by the Bureau of Mines for use by the Department of Transportation in the classification of solid and liquid oxidizers. A burning rate test is recommended for evaluating the fire hazard of solid inorganic oxidizers when mixed with a red oak sawdust as the reference combustible. A spontaneous ignition test is proposed for evaluating liquid and solid inorganic oxidizers which may decompose violently or ignite spontaneously when unmixed or mixed with the wood sawdust under unconfined conditions. Test results are compared for various representative oxidizers and a classification system is proposed for use in the government transportation regulations.

U.S. Gold Commission Established. - The President, with the authorization of Congress, has named a gold commission made up of 17 individuals, most of them Government officials, to study U.S. policies related to the role of gold in domestic and international monetary systems and report its findings and recommendations to Congress. U.S. Lead Exposure Ruling. - On June 29, the Supreme Court upheld the Government's right to set lead exposure levels for employees at the workplace. The Court ruled in favor of the Occupational Safety and Health Administration (OSHA) in a challenge by a group that alleged that OSHA had failed to conduct a cost-benefit analysis prior to issuance of the lead standards. It was the Court's contention that Congress did not require such an analysis when it empowered OSHA to establish workplace standards. The petition to the Court was made by the Lead Industries Association Inc., Battery Council International Inc" American Iron and Steel Institute, St. Joe Minerals Corp., and other lead mining and consuming firms.

Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

The Northwest Experiment Station of the Bureau of :,!in-s, in cooperation with the College of Mines, University of Washington, has completed a detailed investigation-of the physical and chemical properties of western cokes made or used in the Pacific Northwest, as evaluated by standard methods./ One of the properties determined, to which more or less importance has been attached, was reactivity5/ or combustibility. As no standardized procedure is available, it was necessary to develop a workable method for evaluating this property. The combustibility of coke is usually measured by the formation of carbon dioxide with time at a particular temperature or by the reduction of carbon dioxide to carbon monoxide. Analysis of the resulting gases commonly is required to evaluate the result. The method described in this paper is simple and direct in that the sample of coke or other carbonaceous material is weighed as it burns; the loss in weight and time is indicated by a balance and clock arrangement. Gas analyses are not required. Methods similar in principle have been used by Tu, Davis, and Hottel6/ and by Oshima and Fukuda7/ for determining the combustion rate of carbon and for studying the effect of ash on combustion characteristics. The 1990s brought an unprecedented increase in the development of innovative technologies to provide more effective and easier-to-install roof support in underground mines. To facilitate the application of these technologies in improving mine safety, the National Institute for Occupational Safety and Health (NIOSH) developed the Support Technology Optimization Program (STOP). STOP is a Windows-based software program that provides mine operators with a simple and practical tool to make engineering decisions about the selection and placement of these various roof support technologies. The program includes a complete database of the support characteristics and loading profiles obtained through safety performance testing of these supports at the NIOSH Safety Structures Testing Laboratory. A support design criterion in the form of the required support load density at a specified convergence can be established from four options: (1) a database of measured ground reaction obtained from various mines or ground behavior information input by the user,(2) load requirements based on a detached roof block or rock failure height, (3) criteria based on the current roof support system, and/or (4) arbitrary criteria set by the user. Using these design criteria, the program will determine the installation requirements for a particular support technology that will provide the necessary support load density and convergence control. Optimization routines are also available to determine the most efficient support design for a user-specified support installation. In addition to these performance measures, STOP can be used to compare material handling requirements and installation costs. Comparisons among the various support technologies are easily made, including a graphical analysis of relevant support parameters. This paper describes STOP and its application to optimizing standing secondary roof support systems.

The Bureau of Mines studied methods for recovering unreacted titanium minerals and petroleum coke from titanium chlorination plant wastes prior to neutralization treatment with lime. The objective was to recover valuable raw materials and to reduce the amount of waste materials that must be treated for disposal. Samples of solid wastes were physically beneficiated by gravity concentration (tabling) to recover titanium minerals containing 69.0 to 92.4 wt-pct Ti02 and by selective carbon flotation to recover petroleum coke containing 94.0 to 96.8 wt-pct C. Laboratory data indicate that the recovered titanium mineral would decrease the amount of solid waste to be disposed of from 32.8 to 53.9 wt-pct. The recovery of coke would further decrease the amount by additional 32.9 wt-pct. Preliminary tests conducted on recovering vanadium, chromium, and columbium from liquors obtained by leaching chlorination residues also have shown that (1) 97 pct of the vanadium was extracted from leach liquors in a two-stage solvent ex-traction procedure and (2) 58 pct of the columbium and 40 pct of the chromium were separated from the leach liquors by an ion exchange technique using a strong acid resin.

Efforts to win an enriched manganiferous product from the Missouri Valley deposits of South Dakota have included an application of most known ore-dressing devices and have been largely unsuccessful. At least two methods showed some promise of success and were the subjects of detailed Investigation by the Bureau of Mines during the period from July 1945 to August 1947. A series of mining and beneficiation tests were undertaken to determine conditions under which the most feasible concentration methods could be employed and to define the limits of such applications in terms of the character of the final beneficiated product. In the absence of a significant current market for any conceivable product of beneficiation, the extent to which applied methods might be considered successful was measured in terms of ratios of recoveries to grade, regardless of the adaptability of such beneficiated products to further metallurgical or direct usage. The results of all investigations show that production of a shale-free, concretionary, manganese-bearing product by any known method requires great sacrifices in manganese recovery. Products of beneficiation, with specifications permitting some inclusion of shale, can probably be most effectively produced by methods employing specialized jigging equipment as the principal functional unit of a process.

The design and fabrication of an engineering model and three prototypes of a portable gas analyzer and sapling system is herein described. This design effort has provided a battery operated system which will indicate the degree of explosivity of return air and in the air beyond the seal during the course of fighting, sealing and quenching a mine fire. Performance tests, design criticisms and recommendations for designs are also included. The system is based on two analyzers: the MSA Catalytic Combustible Gas Analyzer for indication of total combustible gas concentration and a modified, totally automated version of an Analytical Instrument Development Corporation Model 622 gas chromatograph (CC) for analysis of individual gases. The system provides continuous monitoring of combustible gas level in the range of 0 to 100% LEL. The GC automatic analysis requires a 5 minute cycle time to update the concentration indications for: hydrogen @ 0 to 10% oxygen @ 0 to 25% nitrogen @ 0 to 100%, methane @ 0 to 10 or 0 to 50%, carbon monoxide @ 0 to 5% and carbon dioxide @ 0 to 10%. CC peak heights are translated into concentration units which are memorized and continuously displayed on Integral meter readouts. The underground analyzer system design was reviewed and tested by the MESA Approval and Certification Group and found to meet intrinsic safety requirements. The three underground packages consists of: a gas chromatograph with dimensions of 11" X 12" X 16" and weighing 25 lbs. , an electronics unit 10" X 14" X 19" in size and weighing 30 lbs., and a power pack 6" X 14" X 16" in size and weighing 45 lbs. Two AC/DC power supplies are provided for aboveground battery charging and system operation in the laboratory. OPTICAL PROPERTIES of U.S. coals of differing rank have been investigated by the Bureau of Mines, for about 20 years. These investigations have been remade to further the development of an objective basis for petrographic analysis of coal and to add to knowledge of the structure and composition of coal and coal components by determining their optical constants in various regions of the electromagnetic spectrum. Various experimental techniques have been used in these studies, including determination of reflectance from bulk specimens and transmittance of thin and ultrathin sections, interferometry, electron microscopy, and election diffraction. Similar studies leave also been made of graphite, the end product of coal metamorphism. The bureau of Mines conducted the first U.S. investigation of reflectance properties of coal components, laying the foundation for petrographic analysis based on arbitrary reflectance classes and for automated reflectance analysis of coals. Optical constants of coals of differing rank and of graphite have been determined in the ultraviolet-visible-near infrared spectrum. Maxima in the optical constants of graphite were observed in the ultraviolet region and were interpreted to be related to transitions of electrons between the valence and conduction bands. Similar maxima for coals, especially high-rank coals, appeared to be characteristic of the presence of graphitelike layers. A special application of optical theory to absorbing, anisotropic materials like graphite and high-rank coals has been developed. Electron microscopic and electron diffraction studies of coals have revealed various ultrafine structures in coal components and have shown the evolution of an oriented, crystalline graphite structure in high-rank coals.

The Geological Strength Index (GSI) is a system of rock mass characterization that has been developed in engineering rock mechanics to meet the need for reliable input data related to rock mass properties required as input for numerical analysis or closed-form solutions for designing tunnels, slopes, or foundations in rocks. The geological character of the rock material, together with the visual assessment of the mass it forms, is used as a direct input for the selection of parameters for predicting rock mass strength and deformability. This approach enables a rock mass to be considered as a mechanical continuum without losing the influence that geology has on its mechanical properties. It also provides a field method for characterizing difficult-to-describe rock masses. Recommendations on the use of GSI are given and, in addition, cases where the GSI is not applicable are discussed.

A primary objective of the Bureau of Mines geomechanics research program is to develop a better understanding of support behavior and interaction of supports with the strata so that supports can be more closely engineered to the geological conditions in which they are employed. Four longwall shield supports were instrumented with an eight-transducer instrumentation array to measure leg, canopy capsule, and compression lemniscate link forces from which resultant shield loading was determined. The instrumented supports were monitored over a 4-month period, producing over 75 shield cycles of resultant shield loading. Resultant loading is the true measure of support resistance, providing both roof-to-floor and face-to-waste support reactions as well as the location of the reaction on the shield canopy. Observed roof support reactions were analyzed, with particular emphasis on horizontal shield loading, since it is the least understood design parameter. Average, peak, and change in shield loading during the mining cycle are discussed. Correlations among data parameters are examined, as is the distribution of support loading at the headgate and midface. Conclusions are drawn as to the effectiveness of the shield support at this installation. Recommendations are made for further research needs.
