The Federal Bureau of Mines has been a leader in resource recovery research since it was founded in 1910. Until the early 19601s, most of the projects were concerned primarily with the task of extending and improving conventional technology oriented to secondary metals and minerals upgrading and processing for marketable products of highest value. By the mid-1960's with the passage of the Solid Waste Disposal Act of 1965, all resource recovery research programs were increased in scope and intensity as an effort to solve the growing number of environmental problems and the rapid depletion of domestic energy and mineral resources. Many new materials were investigated including urban refuse, manufacturing, industrial wastes, and stockyard wastes. The objective was to promote maximum recycling as the most practical answer to problems of waste disposal, pollution control, and the short supply of minerals and energy. The new research projects ranged from the conversion of animal manure and other organics to oil, to the recovery of precious and common metals from demolished aircraft and electronic scrap. This profile includes brief descriptions of many selected research projects that typify, the total spectrum of Bureau of Mines research in the important field of resource recovery.

"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau of Mines to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue of the Bureau of Mines List of Publications and Articles describes reports and articles published during the period January 1, 1980, to December 31, 1984. The The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Research Laboratory (PRL) is continuing to investigate the behavior of fully grouted roof bolts in the weak roof rock of the Safety Research Coal Mine (SRCM). This paper describes the results of three studies: • A series of 24 pull tests of bolts installed fully grouted and overcored to leave 12 inches of grouted bolt. The tests compared the pull-out performance of offset-head roof bolts with that of standard 5/8-inch bolts; • A second series of 24 tests that compared the pull-out loads obtained by bolts installed with 1 ft of resin (a Short Encapsulation Pull Test or SEPT) to that of fully grouted bolts overcored to leave only 12 inches of grouted bolt, and; • An investigation into the pressures generated during the installation of fully grouted resin bolts. All of the bolts installed and pulled were overcored and removed from the roof after the pull tests to allow inspection of the resin. The first study found that there was no significant difference in pullout load between the offset-head bolts and the standard bolts. The second study, comparing the SEPT bolts and the partially-overcored fully grouted bolts, indicated that SEPT can significantly underestimate bolt anchorage grip factor, suggesting that the SEPT is a conservative measure of actual bolt performance. Significant loss of resin to cracks in the roof was observed in the bolts overcored in the SRCM. The third study explored one possible explanation for the resin loss, high pressures generated during bolt installation. These tests employed bolts installed in strain gauged steel tubes. The results confirmed that significant pressures (greater than 4,000 psi) can be generated during bolt installation. The results of the pressure tests, combined with the observations of resin loss in bolts installed in the SRCM, suggest that under some circumstances resin loss and under-encapsulation could take place and lead to degraded bolt performance. Glove fingering was observed in all recovered bolts to various degrees. The limited comparative data suggested that the effect of glove fingering ranged from slight to moderate. Complete mixing of the resin was observed on all of the 40 bolts recovered (28 fully grouted and 12 SEPT). Australian and U.S. resins were compared and the Australian resins were observed to have much smaller catalyst compartment areas and lower resin viscosities. These differences are suggested as potential explanations for occasional resin mixing problems noted in Australian resin bolt installations.

This report briefly describes the broad program of research and technologic work conducted by the Bureau of Mines on coal and related subjects during 1966. In addition to n description of investigations on mining, preparation, and utilization of coal, an account is given of the Bureau's work in mine health and safety, coal resources, mine explosives, and environmental conditions relating to coal mining and utilization. Details of most of the projects are reported in publications cited throughout this report. Centers and laboratories conducting the coal research and related investigations appear in appendix A; organizations, institutions , and companies contributing to the Bureau's coal research and technologic program are listed in appendix B.

The U.S. Bureau of Mines inventoried Federal mineral lands in Idaho and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal restrictions and agencies' management practices. The Bureau also identified known mineral deposit areas (KMDAs) and areas conducive to oil, gas, and geothermal resources. This information is shown on maps (developed in part by geographic information system technology) that spatially compare the availability for mineral entry of Federal land with these KMDAs to demonstrate the extent and severity of restrictions on mineral entry. Idaho contains 53.1 million acres, 35.7 million (67%) of which is Federal mineral land. About 7 million acres of this land is within KMDAs that host medium-to high-value locatable mineral deposits; 36% of this land is available, 27% is slightly to moderately restricted, and 37% is severely restricted or unavailable. For the leasable minerals, about 1.8 million acres are within KMDAs that host medium-to high-value phosphate deposits, about 5.4 million acres are favorable for oil and gas resources, and 3.9 million acres for geothermal resources. The percentages of land availability are 30%, 45%, and 25% for the phosphate acreage, 38%, 34%, and 28% for the oil and gas acreage, and 43%, 30%, and 27% for the geothermal acreage.

The request for proposal from the U.S. Bureau of Mines outlined the purpose of this study in the following terms. "High grade near surface deposits are largely a matter of history. Most of the current mineral production in the united States is from large low grade ore deposits mined by large scale methods. It appears likely that exhaustion of near surface deposits and public resistance to open pit mining will tend to reverse the present trend toward open pit mining and lead to increased reliance on large scale underground mining. In view of the long lead time needed to improve basic technology, an in-depth study of the major underground mining methods is needed. "This study is intended to provide a systematic review and analysis of large scale non-coal underground mining technology with particular emphasis on current practices and problems, needed technological improvements, existing or potential environmental conflicts, and possible modifications or innovations that will assist in the satisfaction of projected national mineral supply requirements."

Analysis of reported injuries for off-highway haul trucks indicated that 42.7% were slip and fall, and of these 34.1% occurred mounting and dismounting the machine. Redesign of the lower steps was concluded to provide the most overall improvement for increased safety and accident reduction. Various existing, innovative and conceptual designs were reviewed and evaluated. The most promising candidate designs were the four-spring supported lower steps and the center tube mounted lower steps. Both configurations proved to be viable designs as they passed successfully human factors and survivability tests conducted at a large copper mine.

Chemical alteration of the compressive strength of sandstone has been investigated by the U.S. Bureau of Mines (USBM). Successful development of this technology would offer an attractive alternative to the methods now used for stress control in mines. Sandstone cores were stressed to failure under uniaxial compression at two different strain rates. Specimens saturated with either distilled or tap water showed an average 14% reduction in stress at failure compared with those dried in vacuum. Samples saturated with dilute solutions of aluminum chloride, hydrochloric acid, and polyethylene oxide showed no statistically significant difference in failure stress compared with those saturated with water. By contrast, compressive strength of the cores was increased some 7% by saturation with the nonpolar solvent carbon tetrachloride. No correlation was found between zeta potential and compressive strength.

"INTRODUCTION The South Hecla mine, one of the principal mines of the Alta United Mines Co., is situated at Alta in thee Little Cottonwood mining district, about 30 miles southeasterly from Salt Lake City, Utah. The mine has produced copper, lead, zinc, gold, and silver, and is reported to have been one 'of the principal sources of this country's bismuth from 1912 to 1925. The tungsten mineral, scheelite, has been found but has not been recovered. The extreme need for these minerals during World War II prompted an examination of the property by the Bureau of Mines and resulted in an unpublished report entitled ""The South Hecla Mine, Salt Lake County, Utah"" (fig. 1).A Bureau of Mines project 3301 was initiated, and operations were started early in 1943. The primary purpose of the project was to increase substantially the reserves of bismuth and tungsten ores. The critical situation in regard to lead, copper, and zinc developed during the early stages of the operation, and the work was expanded to include the development of ores 'of these metals.An investigation of 'the Albion, Rustler, and Greeley workings adjoining the South Hecla mine was made, and this work is also described (fig. 2); ACKNOWLEDGEMENTSIn Its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The objective of this is paper is to review the current state of knowledge and practice in highwall mining (HWM). HWM has become a widely-applied method in surface mining, commonly used alone or in conjunction with contour or slot mining. It provides 800-feet to 1,200-feet of additional recovery when the economic stripping ratio is reached in contour mining or in slot mining when surface access to a reserve is limited. A significant attribute of the highwall miner is its versatility. HWM has been used successfully to mine abandoned pre-reclamation law highwalls, points or ridges uneconomic to mine by underground or other surface methods, outcrop barriers left adjacent to underground mines, separate benches of the same seam where the parting thickness or quality differences between benches render complete extraction uneconomic, previously augered areas containing otherwise inaccessible additional reserves and close or widely spaced multiple seams. The theory and design methods to assess roof, pillar, and floor stability are presented followed by three case histories. Simple design charts for sizing HWM web and barrier pillars are also presented. A recommended web pillar width may be obtained from the design charts given the overburden depth, the HWM cut width, and the mining height. Given the depth and panel width for a set of HWM cuts, another set of charts gives a suggested barrier pillar width. The case histories, from Northern and Southern Appalachia are used to illustrate the application of rock mechanics to quantify the stability of the highwall, roof, web pillars, and floor. The case histories involve 1) mining through a previously augered highwall, 2) mining under back-stacked spoil and 3) selective mining of closely spaced benches of the same seam. Because each site is unique, the appropriate pre-mining geotechnical analyses range from the calculation of roof, web pillar, and floor bearing capacity stability factors to detailed numerical modeling of the auger and underground mine workings. When operating in the vicinity of existing underground mine or auger workings, the determination of ground deformation and strains resulting from highwall mining is a necessary facet of a ground control investigation.

This report describes an investigation in which we used iron-doped diesel fuel to generate metal-bearing diesel particles and a subsequent analysis of the particles using transmission electron microscopy (TEM) and energy-dispersive spectroscopy (EDS). For this study, DPM was generated by a 1.5-L diesel engine and the fuel was doped with ferrocene to enhance the level of iron in the system. The exhaust particles were collected on TEM grids and analyzed using the Philips CM12 TEM/EDS instrument. Results show that when the iron-to-carbon (soot) ratio (Fe/C) in the engine is low, the exhaust particles have morphologies similar to those for the undoped case, but at a threshold Fe/C value of 0.013 (for this engine), homogeneously nucleated metallic nanoparticles are formed and begin agglomerating. The number and size of these nanoparticles increase with level of doping. Metal-bearing particles that span a wider size range are also formed. Agglomeration of metallic and carbon particles is observed in two distinct modes: attachment of iron primary particles (5–10 nm in diameter) to carbon agglomerates, and coagulation of iron agglomerates (20–200 nm in diameter) with carbon agglomerates. Results of this work imply that as new engine technologies reduce soot levels in the engine and/or levels of trace metals in the fuel are increased, the generation of metallic nanoparticles may ensue, creating a potential health concern. Consumption and intensity of use trends for twelve metals, by industrial end use, were estimated for 1972 through 198Z. The trends were then forecast through 1993 using standard statistical methods. The intensity of use measure selected is the quantity of metal consumed per constant dollar output of a specific industrial sector. The metals studied were aluminum, chromium, cobalt, copper, lead, manganese, nickel, the platinum-group metals, tin, titanium, tungsten, and zinc. Average annual growth rates for the following four of the twelve metal increased from 1972-82 as follows: aluminum, 1.00 percent; platinum-group metals (consisting of platinum, palladium, and iridium), 8.83 percent; titanium, 7.82 percent; and tungsten, 6.09 percent. Consumption. for the remaining eight metals decreased at average annual rates ranging from 0.58 percent (copper) to 5.37 percent (manganese).

This report documents laboratory and in-mine analyses of diesel exhaust pollutants carried out to assess the fate of potentially reactive species in the mine environment. Specifically, the concentration of stable compounds including carbon monoxide and carbon dioxide, and potentially reactive compounds including nitric oxide, nitrogen dioxide, sulfur dioxide, aldehydes, formaldehyde, acrolein, formic acid, odorants, particulates, soluble sulfates, and polynuclear aromatic hydrocarbons were determined. The concentration and mass emission rates of these compounds were measured in the laboratory under three engine speed and load conditions and with three exhaust control conditions, i.e., none, catalyst, water conditioner. Once calibrated, the engine was installed in the Bureau of Mines Safety Research Coal Mine and the concentration of exhaust pollutants measured at several distances downstream (inby) of the engine. Laboratory results confirm the relatively small effect of exhaust control devices on most pollutants under engine conditions of low speed and load. At higher engine speed and load, the catalyst is more effective in controlling many pollutants. The in-mine data indicates that during residence times, which are typical for miner/exhaust contact, most diesel exhaust pollutants do not decrease in concentration. The obvious exceptions are nitrogen dioxide, sulfur dioxide and formaldehyde. The concentration of these pollutants is reduced by up to 75 percent in five minutes. The lack of increase in levels of obvious reaction products indicates that surface loss may be a major sink for these pollutants.

The value of U.S. mineral raw material output reached a record $63.1 billion in 1975. This high exceeded the 1974 value of $55.2 billion by 14 percent. Among the three major mineral categories -fuels, metals, and nonmetals -only fuels showed an increase in value. Both the metal and nonmetal categories showed declines in value. The significance of this nearly $63 billion mineral output can be noted in the fact that it is the basis for the subsequent production of over $270 billion a year in energy and processed materials. Of the 78 individual mineral commodities included in these 1975 totals, only 17 registered gains in output, while 45 registered value increases, reflecting higher prices.

In Kansas, almost every oil well drilled into a limestone formation is treated with hydrochloric (muriatic) acid upon completion. This is done to increase the potential capacity of the well and thereby increase its "daily allowable" production (see p. 9 ), to shorten the time required to produce the recoverable oil, and to increase the quantity of oil recovered ultimately from the reservoir. The porosity and. permeability of limestone formations seldom are uniform throughout the proved area, consequently the production capacities of completed wells vary considerably. Acid treatment of wells tends to increase production capacity and to equalize potential capacity. The Coal Mine Health and Safety Act passed by Congress in 1969, called for research to alleviate the occupational stresses and hazards of coal miners. Spurred by a series of recent mine disasters the Congress directed the Bureau of Mines to increase its attention to the welfare of miners and to develop better working conditions and personal equipment for use in the mines. As one of the early steps in carrying out the provisions of the Act, the Bureau of Mines commissioned the Behavioral Sciences Group at the National Bureau of Standards to conduct a survey of the state of the art in ergonomics (human factors) as it has been applied to mining.

The mining industry has the highest average annual fatality rate among major U.S. industries. To address this, the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory (PRL), is conducting major research programs to reduce the hazard exposure of miners. One of the recently concluded programs at PRL developed the enabling technology for remote-controlled mining. An application involves the manual process of extracting and hauling coal where operators, in the tight confines of a mine, can be struck or caught by mobile machinery. The approach to remedy this problem uses a guidance system on the continuous haulage equipment so that it follows the continuous mining machine that extracts coal. This, in essence, involves sensor-based docking of the machines. Sensors functioning in the hostile mine environment of dust, methane gas, and water play the key role. Computer analysis of the mining machine's movements and empirical machine characterizations established operating requirements and spatial limitations to ensure proper loading of coal into the haulage equipment. These data served in the selection of a guidance sensor. Technologies such as scanning laser systems and ultrasonic sensors have frequently been used in other applications, but were found unacceptable. However, a near-infrared sensor employing active targets met the requirements. The sensor has a nominal 75b conical field of view and a range from 0.1 to 18.0 m. For the single-target mode, nominal range accuracy was 4.3% at a distance of 3.65 m. Correction algorithms were generated, which reduced the error to 0.6%. Airborne dust testing showed less than an additional0.8% accuracy (worst case) degradation at dust levels up to 15 mg/m3. Using four targets, the nominal range accuracy was 0.4% without correction algorithms. Analysis of dynamic testing of a continuous miner and haulage showed that accuracy was maintained and total target loss did not occur. A guidance system for the haulage system to follow the mining machine does not exist commercially. Such a system can reduce fatalities, injuries, and exposure to dust and noise.

A survey of pillar conditions was carried out at 21 operating limestone mines that use the room-and-pillar method. The surveyed pillars were all located in rock that was classified as “Good” to “Very Good” using the RMR rock mass classification system. The average pillar width was 14.5m and the width to height ratio varied between 0.53 and 3.52. Pillar conditions were rated using a visual rating system that accounts for the effect of geological structures as well as stress related fracturing. Nine cases of pillar instability were recorded. Pillar instabilities were typically limited to individual pillars or small groups of pillars within an otherwise stable layout. Local geological structures such as inclined discontinuities or weak bedding planes contributed to instability in seven of nine cases that were observed. Elevated pillar stresses contributed to instability in the two remaining cases. All the unstable pillars observed had width-to-height ratios of less than 1.5. It is concluded that pillar instability is most likely to be caused by unfavorable geological structures in pillars with width to height ratios of less than 1.5. Stress related instability such as rib spalling becomes more prevalent when the average pillar stress approaches approximately 20 MPa.

Zirconium, formerly distinctly a rare element, is rapidly becom- ing of rather extensive commercial importance. Economic features of the zirconium industry, together with general information regarding the metal and its compounds, are discussed in a separate paper, to which this paper is a supplement. In addition to giving a brief discussion of the four or five de- posits that so far have proved to be commercial sources of the element, this circular summarizes available data (including some hitherto unpub lished material from the files of the Bureau of Mines) upon other occur- rences, including many of scientific interest only, of the two commercial. minerals, zircon and baddeleyite, and also data upon some of the minor minerals, such as eudyalite and cyrtolite, which have attracted addition- al interest in recent years because they are frequently richer in hafnium than the more common zirconium minerals.

During 1986, the Government continued with efforts to ease the country's almost total reliance on coffee exports for trade revenues by allocating 45% of the Government's budget to commerce and industrial projects. The collapse in coffee prices in 1985 continued to exacerbate the country's growing trade deficit, weakened currency, and dwindling reserves of foreign exchange in 1986. Amoco Burundi Petroleum Corp., a subsidiary of Amoco International Oil Co., continued with plans to drill at least two exploration wells in Lake Tanganyika in 1987. Both offshore and onshore drilling exploration was planned by Amoco Burundi. Any oil or gas finds were expected to have substantial impact on the Burundian economy, as a major portion of the country's trade deficit was directly attributable to petroleum and gas imports.
