Coal mining has been revolutionized by the continuous miner. This machine has replaced, or has combined into 1, 3 former operations: Cutting, blasting, and loading. During the 25-year period before this machine was introduced, advances had been made in transportation, but the actual "coal getting" remained virtually the same. As frequently occurs, the multiple-purpose continuous miner introduced a new hazard--more rapid liberation of methane. The coal output formerly obtained from 10 to 20 working places might now be obtained from 1. It is true that circulation of air was generally increased; but the bulk of this machine virtually precludes continuous flow of air across the face, where gas may accumulate. Apprehension about this possible hazard led the Bureau of Mines to test face atmospheres during operation; and Report of Investigations 5288, Methane Buildup During Cutting and Continuous Mining Operations (published in 1956), presents proof that real danger may be present in many otherwise well ventilated mines.

Reported fiscal year 1973 studies of fires and explosions seek to develop capabilities during mining operations to detect and quench ignitions of gas in the face area, to detect and quench by means of passive or triggered barriers explosions propagating in rock-dusted coal dust, and to detect incipient fires early enough for easy extinguishment. Research discussed includes minimum air velocities to lift coal or rock dusts, surveys to determine adequacy of rock dusting, chemical agents to quench gas or coal dust explosions and their relative efficacies, spectra radiated by explosions, and nozzle sprays of extinguishants.

The National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Research Laboratory (PRL), RAG Pennsylvania and Strata Control Technologies of Australia have collaborated to conduct an extensive study of roof bolt strata interaction at the Emerald mine in Southwestern Pennsylvania. The primary goal of the project was to obtain detailed data on the interaction between the mine roof and the support elements for use in modeling studies. The study site was a longwall tailgate subjected to high horizontal stress. Three arrays of instruments were installed at the site, one in the tailgate entry and two in an adjacent crosscut. Pumpable concrete cribs were present in the tailgate array, and cable bolts were installed in one of the crosscut arrays. The instruments included mechanical and sonic extensometers for measuring roof movement, instrumented roof bolts, and three-dimensional roof stress cells. The study was ultimately successful in determining the magnitude of the horizontal stress concentration, the height of roof failure and the roof failure sequence, and the loading history of the primary roof supports.

The techniques are discussed briefly in the following sections. However, detailed information on the techniques is provided in the cited references. INTRODUCTION Coalbed methane, if not properly controlled in the underground mine environment, is a safety concern due to the potential risk for an explosion. This is a particular problem during longwall mining, where the high rate and volume of coal extraction can result in the release of large amounts of methane from the mined coalbed and other adjacent gas-bearing strata. The variability and potential hazards of these sometimes unexpectedly high gas flows provide the impetus to develop methods to predict methane emissions into the underground workplace. A forecast of the volume of gas that might be released during coal mining is helpful for designing ventilation systems and for implementing optimum methane drainage strategies to help mitigate expected gas emission problems. A complete assessment of the need for methane drainage prior to mine development generally requires both an empirical and a theoretical approach. If there are active mines in the general area with similar geologic conditions and coal characteristics, a review of gas problems in those mines provides an initial insight into the level of gas emissions to be expected at a new location. In addition, relatively simple methods exist to determine the in situ gas content (volume of gas per unit weight of coal) of the coalbeds in a particular mining area, as well as the gas-in-place (volume of gas in the coalbed(s) within a defined geographic area).

This bulletin is the third of a series a showing the results of ment purchases of coal according to specifications as to its quality and giving typical forms of proposals for supplying coal and general information relating to government coal purchases . Numerous calls for authentic information concerning the purchase of coal according to its heat value attest a growing interest in the subject. Many of the commodities of life have long been purchased according to specifications requiring chemical or physical tests , or both, to determine whether the material delivered meets the requirements , the price to be paid depending on the results of the tests . Until recent years coal consumers purchased coal merely on the statement of the dealer as to its quality , relying on his integrity and on the reputation of the mine or district from which the coal was obtained. It is surprising that the important question whether value was being received for the money expended was not sooner seriously considered . The purchase of coal by specification is an important step toward the conservation of our national mineral resources , for it results in an increased use of the lower grades of coal. The poorer coals find a market by competing with the better grades , not as to the price per ton but as to the cost of an equal number of heat units. This paper gives in detail the results of government purchases of coal for the fiscal year 1908–9 and the list of contracts with abstracts of specifications for the fiscal year 1909–10 , and summarizes the information on this subject obtained by the Survey. It is hoped that this information will promote a better understanding of the specification method of purchasing coal and furnish data valuable alike to coal dealers and coal consumers , so that equitable contracts can be more readily made.

Barometric pressure changes affect air density, leading to change in the mass of the gas in the gob. When the barometric pressure decreases, the volume of gas in the gob expands, while the volume of gas contracts when the barometric pressure increases, causing the gob to breathe out and in. Although the concept of gob ?breathing? is simple, its effect on spontaneous heating of coal in the gob area is not clear. In this study, computational fluid dynamics (CFD) simulations were conducted to model the spontaneous heating of coal in longwall gob area under measured barometric pressure changes. A single longwall panel using a bleederless ventilation system was simulated. If there is no barometric pressure change, the intake airflow rate is equal to the return airflow rate. When the barometric pressure changes, these two airflow rates are no longer equal, and the difference between the two airflow rates represents the airflow rate the gob breathes in and out. The effect of inflow and outflow of gas on the potential spontaneous heating in the gob was investigated using the CFD model developed in our previous study. The effect of barometric pressure changes on the spontaneous heating was found to be dependent on the gob permeability and the coal oxidation rate. The effect of barometric pressure changes on oxygen concentrations in the gob was also examined.

In 1987 Wyoming became the largest coal producing state in the country. The state is known for its extensive coal resources and extremely thick coal seams. Wyoming's coal reserves total about 69.3 billion tons, or 14.2 percent of the U.S. coal reserve. Coal seams range generally from 10 to 80 feet in thickness, although one seam is 220 feet thick. The coal-bearing areas of Wyoming underlie approximately 41 percent of the state's total land area. Wyoming's coal ranges from lignite to high volatile bituminous. Most of the coal produced is subbituminous from the Powder River coal region near Gillette. The presence of coal in Wyoming was discovered before 1834 on the Belle Fourche River. The state's first mine opened in Carbon County in 1865, and with the completion of the trans- continental railroad, the demand for coal increased. Currently approximately 80 percent of Wyoming's coal production is shipped out-of-state to meet the growing demand for low- sulfur coal to fuel electric generating plants. Wyoming received conditional regulatory approval November 26, 1980. Its Abandoned Mine Land Program was approved February 14, 1983.

Two examples of en echelon mining-induced fractures seen in hard-rock mines provided a basis for inferring that fracture zones and bedding plane separations immediately surrounding mine openings are promoted by oblique shear into the openings. It is hypothesized that initial fractures or separations form at the corners of openings as a result of high stress and physical constraint on the rock's ability to deform elastically toward the opening. These conditions result in a locally preferred direction of shearing. The shearing, in turn, generates tensile stress that initiates a progression of systematically offset fractures approximately parallel to the direction of greatest compressive stress. The fractures or bedding separations create tabular rock layers that amplify shearing displacement through bending and dilation. Such shearing effectively reduces and redistributes the compressive stress, but significant dilation is an inevitable consequence. The combination of dilation and shearing and the progressive development of fracture zones have important implications with respect to ground support. The concept of mining-induced fractures forming as a result of shear is illustrated by two examples from coal mines. First, fractures seen at longwall faces probably result from shear associated with subsidence. The fracture zone that develops approximates or possibly defines the draw angle of subsidence. As the face advances, fractures extend downward along the lower edge of the fracture zone, while upper extensions of the fractures are pressed closed. Fracture zones in entry roofs provide a second practical example. Here, mining-induced fractures typically follow bedding planes. The shear zone model suggests that the first bedding separations develop near the edges of the roof and successive separations progress upward and toward the center. However, if the direction of greatest stress is inclined with respect to the roof, a fracture or bedding separation zone may propagate from one side only and also extend higher. Because coal ahead of the face provides some support against lateral shear deformation, bedding separation is inhibited near the face. Rock bolts installed close to the face ultimately become more strained and bent than bolts installed a few meters from the face, and bolts installed through the more remote part of a separation zone may ultimately experience the greatest tensile and bending strains. This model is supported by field data documenting progressive bolt failures that rapidly propagated downward across the roof during face advance.

This publication by the Federal Bureau of Mines contains the free-swelling indexes for 2,812 samples of coal received from January 26, 1948, to July 15, 1957, and the Hardgrove grindability indexes for 2,339 samples of coal received from June 23, 1947, to July 15, 1957. These data consist of the origin of the sample, bed name, and analysis. Summaries show the high, low, and average values for each bed. The free-swelling index is a relative measure of the caking properties of a coal when burned on a grate, and the Hardgrove grindability index is used to estimate the relative ease of grinding coals. Development and standardization of these test procedures were at a much later date than those for the more familiar tests, such as proximate and ultimate analyses and calorific value determinations. The newer tests are valuable in supplying supplemental information, particularly for assisting in evaluating coals used in certain types of combustion processes.4/ Data from such tests are important to designers of burning equipment, operating engineers, and purchasing agents. Data from these newer tests are scarce and scattered through a number of publications. Special projects were started to determine the free-swelling and grindability indexes, in addition to the regular analyses on the tipple samples collected by Bureau engineers. Since the start of these special projects, all the coal fields of commercial importance have been adequately covered in the sampling program.

Workers using vibrating hand tools have the potential for developing health problems associated with repeated forceful actions and exposures to hand-transmitted vibration. Hand-arm vibration syndrome (HAVS) and other hand-arm system disorders have been associated with such exposures.1-2 To better assess health risks, comprehensive evaluations of these exposures must include quantitative assessments of hand-tool coupling forces; unfortunately, no standardized method for quantifying hand forces exists. Handle instrumentation may be ill-suited for some field environments. Psychophysical force-recall techniques may provide alternatives to handle instrumentation. A thorough understanding of the effects of vibration and other factors on force-recall accuracy and reliability is important before such methods are applied in risk assessments. Methods In this study, the effects of vibration and other factors on the accuracy of psychophysical force-recall were explored in two experiments. Twelve male subjects participated in the first experiment. The second experiment employed 20 participants (10 female, 10 male). In each experiment, participants applied specific grip and push forces to an instrumented handle mounted on a shaker system. Participants were exposed to sinusoidal vibration at frequencies that ranged from 0 Hz to 250 Hz. Three levels of applied force (low: grip = 15 N/push = 25 N, medium: grip = 30 N/push = 50 N, and high: grip = 45 N/push = 75 N ) and two levels of vibration magnitude (low: ANSI 4-8-hr limit and high: ANSI <0.5-hr limit)3 were examined. During the vibration exposure period, participants were provided with visual feedback while they attempted to “memorize” the applied grip and push forces. At the conclusion of the vibration exposure/force memorization period and a controlled rest period, the participants tried to duplicate the grip and push forces on a non-vibrating handle without the aid of visual feedback. The effects of different vibration frequencies, vibration magnitudes, and grip and push force levels were tested in a random order from trial to trial. Results Participants tended to overestimate grip and push forces. Depending on exposure conditions, error means ranged from 2 N to 10 N. The ANOVA revealed that force-recall errors for exposures between 31.5 Hz and 63 Hz were significantly higher than those at other vibration frequencies (p < 0.05). The frequency effect is depicted in Figure 1. Error means were greater when participants were exposed to the higher vibration magnitude (mean = 9.1 N, 95% CI = 8.2-10.1 N) when compared with the lower vibration magnitude (mean = 4.9 N, 95% CI = 3.9-5.8 N) (p < 0.05). The ever-increasing use off natural underground formations for storing natural gas has focused attention on the behavior of such storage formations under varying operating conditions. The need for a means of evaluating in¬dividual wells and groups of wells has become manifest. It is essential that industry and others be able to determine the rates of flow that can be ex¬pected from a given well or group of wells under different conditions and to ascertain whether certain wells are deteriorating. Such questions need more exact answers now than ever before because of the vital role underground gas storage plays in the industrial and domestic consumption of natural gas. The Bureau of Mines--in cooperation with the American Gas Association--has main¬tained an active interest in gas-well testing because of the implications of such test procedures on the consumption and efficient production of natural gas. A basis for testing gas wells was provided by the back-pressure method of Rawlins and Schellhardt (12).4/ They showed that for normal gas wells there is a consistent relationship between rates of delivery of gas and corresponding pressures when the formation pressures are used as the basis of interpretation, The equation for this relationship is as follows: Q = C (Pf2 - Ps2)n where; Q = rate of flow, generally expressed in cubic feet per 24 hours. Discomfort, annoyance, or interference with activities due to exposure to vibration is only expected if the vibration exceeds the threshold for the perception of vibration. When there is more than one vibration input to the body (e.g. at the hands, seat and feet), the sensation is first experienced at the location with greatest sensitivity. Knowledge of differences in the thresholds of perception for vibration at the hand, seat, and feet should assist the identification of sources of discomfort caused by vibration. Perception thresholds for vibration have been determined in several studies, but only a few studies have investigated perception thresholds in the horizontal direction for hand-transmitted vibration 1, 6 or whole-body vibration 4-5, and there has been little consideration of perception thresholds for the foot resting on a vibrating surface. This study determines absolute thresholds for the perception of sinusoidal lateral vibration, examining the effect of vibration frequency (8 to 315 Hz for the hand and foot; 2 to 315 Hz for the seat) and the effect of input location (the hand, the seat and the foot). Methods Three groups of twelve males aged between 20 and 29 years participated in the experiment. Subjects in each group attended an experiment to determine perception thresholds for lateral vibration via either a rigid handlebar (30 mm diameter) at the left hand (left hand), or a rigid contoured seat (250 mm x 150 mm), or a footrest at the left foot (30.5 mm x 10.5 mm with 10-degree inclination). For the non-exposed hand (right hand) or foot (right foot), a stationary handle and footrest with the same dimensions as the vibrating handle and footrest were provided so that the same body posture was adopted among the three groups of subjects. An up-down (staircase) algorithm was employed to determine thresholds in conjunction with a three-down one-up rule. A single test stimulus (2.0 seconds) was presented with a cue light illuminated during this period. The task of the subjects was to indicate whether they perceived the vibration stimulus or not. The threshold was calculated from the mean of the last two peaks and the last two troughs, omitting the first two reversals. Results The median absolute thresholds of the 12 subjects determined at each frequency for the hand, seat and foot are shown in Figure 1. The value of mineral production in Alabama continued to increase and reached a new high of $260 million, 3 percent above the previous high established in 1967. Record high values were reported for bentonite, crushed marble, lime, miscellaneous clay, portland cement, salt, sand and gravel, and scrap mica. The value of coal, total cement, petroleum, and stone accounted for 87 percent of the State&apos;s total value of mineral production. Alabama ranked second among the States in the production of bauxite and scrap mica and third in kaolin, masonry cement, and native asphalt.

"The use of small such as canaries and white mice, for detecting carbon monoxide depends primarily on the fact that the volume of respiration of these animals in proportion to their volume of blood is much higher than for man. Accordingly, when animals and men are simultaneously exposed to a given concentration of carbon monoxide the animals will absorb it more rapidly and attain serious poisoning in less time than men. Prom a practical viewpoint the use of the animals depends on the margin of time between observable symptoms in them and serious poisoning in man, during which man can return to fresh air or use respiratory protection. It should be remembered, however, that during the time the animal is incurring a detectable degree of poisoning, man is also absorbing some carbon monoxide, and the margin of time is not very wide. Experience with canaries has shown that an occasional specimen may have a tolerance above the average of the species and fail to exhibit symptoms before man incurs a very discomforting and possibly a serious degree of poisoning.It is also well known that physical activity increases the demand for oxygen by the body, and the respiratory exchange and circulation of the blood are increased to meet the demand. This sets up a vicious condition if carbon monoxide is present in the air because the rate of absorption of carbon monoxide is not only increased by the increase in respiration and circulation, but the absorption of carbon monoxide decreases the capacity of the blood for carrying oxygen at a time when the demand is high. These facts, together with the increase in respiration and circulation which attend excitement, underlie the caution to be calm and to walk slowly and to reduce physical exertion to a minimum when exposed to carbon monoxide. For these same reasons, when using animals for detecting carbon monoxide it is endeavored to keep them active, thereby tending to increase the response of the birds and widen the time between observable effects in the birds and effects in the man. As rule canaries are kept fairly active through fright at the unnatural surroundings and in their endeavor to remain on the perch of the cage when carried into the atmosphere to be examined. They also experience an excitement stage with oncoming carbon monoxide poisoning. Sometimes, however, especially if the air is cold, they tend to be inactive and quiet. Ordinary mice and white mice become inactive with use and also with oncoming poisoning. They huddle in the corner or the cage, and thereby not only reduce their sensitivity but make it difficult to observe signs of poisoning."

The Mine Improvement and New Emergency Response Act of 2006 (MINER ACT) established a Technical Study Panel (The Panel) to provide recommendations on the utilization of belt air and new technology that may be available for increasing the fire resistance properties of conveyor belt used in underground coal mines. The Panel Report recommended use of the Belt Evaluation Laboratory Test (BELT) as the method for testing and approval of flame resistant conveyor belts used in underground coal mines. The research conducted to establish the correlation of the BELT with large-scale belt fire flammability tests was done using 36- to 42-in wide conveyor belt. Due to today?s coal haulage capacity, the mining industry is using 72-in and wider conveyor belts. The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine if the BELT will also qualify wider belts as fire resistant for use in underground coal mines. This paper describes the results of recent experiments comparing results from using the BELT and the large-scale tests for six different belts.

The Bureau of Minas has been charged by the Congress with the responsibility for administrating the provisions of the Federal Coal-Mine Safety Act. One of the important duties of bureau inspectors under this act is to determine whether proper measures are taken to prevent mine explosions, which in moat miner includes Judea adequate rock dusting The investigation made after the explosion in Orient No. 2 mine, December 21, 1951, showed that much information is lacking on the adequacy of current rock-dusting and duet-sampling practices in the United States. To obtain such information, an intensive sampling survey was conducted by the Bureau in an Indiana coal mine. This paper summarizes the more Important findings from this survey, describes special samplings at several Pennsylvania coal miners, and discusses related studies in the Bureau&apos;s Experimental coal mine.
