"Since the introduction of pulverized coal as a substitute fuel for natural gas in the various types of heating furnaces used, in steel mills, a number of fires and explosions have occurred, resulting in the loss of life and property.As one of the primary functions of the Bureau of Mines is to conduct investigations in the utilization of mineral substances with a view to increasing safety in the use thereof, it was deemed advisable to investigate the hazards involved in the industrial use of pulverized coal and, if possible, to devise methods of preventing future accidents arising therefrom. The knowledge of the explosive qualities of coal dust which the Bureau has gained in studies affecting dust explosions in coal mines was of material assistance in these investigations.Several plants were visited in which either fires or explosions had occurred, and data obtained as to the probable cause of the accidents.There was found to exist, among some of those employed about the furnaces, a lack of knowledge of the explosive and inflammable qualities of powdered coal.A small stream of pulverized coal leaking down from a defective joint in a coal transport line did not attract much attention, whereas, had a leak in a natural gas line occurred -wider similar circumstances, no doubt it would have had immediate attention.As a matter of fact, if by any means the duet cloud should come in contact with an open flame or hot metal, the effects would be as disastrous as if it had been gas.This is exceedingly well illustrated by an accident which came to the writer's attention. In the system used at this particular plant, the pulverized coal is transported to the furnace through compressed-air lines. The fuel is fed from a storage bin to a blowing tank in quantities as desired, after which compressed air is admitted and the powdered coal blown to the furnaces. At the time of the accident some repairs were being made to the tank, and it was supposed that the air pressure had been entirely released as the pressure gage stood at zero. There was, however, one or two pounds air pressure remaining and when one of the connections was taken off, a cloud of dust was blown across the room, 30 or 40 feet towards the drier furnace where it came in contact with some live coals. Immediately the entire room was filled with flame which rolled back and forth over a specs 50 feet or so in length."

This report describes the commercial application of the launder screen in anthracite-industry fine-coal cleaning operations. No new device, the launder screen has been used since the early part of the present century to size, screen, classify, and deslime the fine-anthracite sizes (Buckwheat Nos. 1 through 5) recovered by "river-coal" men dredging along streams draining the anthracite fields. The launder screen is stationary, has no moving parts, requires ample water for operation, and can be constructed economically on the job. Essentially, it consists of a wooden trough with baffles placed through its width to form a well system. The wells are covered by fine-mesh woven-wire screening. Each well is tapped with a number of orifices, and the hydraulic suction head developed in this manner removes high-gravity fines and slimes through the screening as underflow to waste. Material retained on the screen surface discharges as overflow product.

During the past 15 years the Bureau of Mines has made and published several hundred analyses of typical petroleums and has developed a system of interpreting the analyses and of classifying crude oils. In describing crude petroleum frequent reference is made to the "base" of the oil, a usage the petroleum industry has found convenient. As part of its general study of the characteristics of crude oils, therefore, the Bureau of Mines has developed a system of classifying them according to "base." This system as first published in 19274 was limited to four classes and in its original form is no longer considered adequate. Since the system was first published the Bureau has analyzed a large number of crude oil-, including representative samples from nearly every important producing field in the world, and has found that the system of classification could be revised and amplified to advantage. The revised system is presented herein. Bulletin 2916 states that many oil producers and refiners use the word "base" much as it is used in pharmaceutical work. For example, the "base" or "basis" of an ointment or salve is the fatty material (lard, petroleum, or lanolin) used as a vehicle or carrier for the active medicinal principles. Apparently many of the pioneers in the petroleum industry considered crude oil similar in nature to these medicinal products in that it consists of a semisolid, nonvolatile base and 1 volatile portion can be distilled off to make gasoline, kerosene, and other products. Many crude oils when chilled slowly deposit a waxy material (paraffin); this fact may have been one reason for the use of the term "paraffin base" in referring to such oils. Almost all of the petroleum first discovered in the United States was of this nature; not until the oil industry was extended to California and along the Gulf coast was petroleum found that contained no wax but apparently did contain asphaltic material Accordingly, these oils were known as "asphalt-base" oils. The use of this term, however, seems unfortunate, as better-grade oils of this type contain little if any asphalt; the descriptive term "naphthene base" now seems to be a more desirable term than "asphalt base." The term "intermediate base" is also used commonly in referring to oils intermediate in oharacteristios between those of paraffin and naphthene base.

A vanadium-base alloy consisting of the following elements in weight-percent--molybdenum, 20; titanium, 10; carbon, 0.1; silicon, 0.5; and yttrium, 0.5--had exceptionally high strength at temperatures up to 1,200° C. This alloy was capable of fabrication to sheet of ~ 1 mm thickness by a combination of hot swaging and hot and warm rolling. In the warm-rolled condition at ambient temperature, its ultimate tensile strength was 1,205 MN/m2. The strength at 1,200° C was 150 MN/m2. Within the temperature range of 25° to 1,200° C, the ductility of the alloy as measured by elongation increased from 4 to >90 percent. Strengthening was achieved by both solid-solution and dispersed-phase mechanisms. Alloys of 20 percent molybdenum and 10 percent titanium were stronger than the other molybdenum-titanium alloy compositions tested. Strength was increased 15 percent in the temperature range of 25° to 800° C, with no accompanying loss in ductility, by the addition of 0.5 percent silicon. Workability was improved by additions of 0.25 and 0.5 percent yttrium.

Limestone, including dolomite, is the most widely used of all rocks - nearly 300 million tons annually in the United States alone. It occurs in some form in every State and is produced in thousands of localities. Because of its attractiveness, substantiality, and durability it is employed extensively as a building stone. In crushed and broken form it is used for concrete aggregate and railroad ballast and in highway construction, metallurgy, agriculture, and a host of chemical and industrial processes. This paper proposes to furnish general information on the origin and occurrence of limestone and dolomite, chief production centers, major uses, and methods of quarrying and preparing stone for market. Footnote references will guide the reader to sources of more complete information.

"INTRODUCTION Preliminary and detailed exploratory examinations of iron and copper ores on Prince of Wales Island have been conducted by the Bureau of Mines from early in 1942 until the end of 1944. Among these investigations was that of the Jumbo magnetite deposit, which was visited by Stephen P. Holt, an engineer of the Bureau of Mines, during a preliminary examination of the Copper Mountain and Jumbo properties September 15 to 18, 1943, During the months of June, July, and August 1944, a more detailed examination, which consisted essentially of mapping and sampling, was made by the authors working in conjunction with George C. Kennedy of the Geological Survey, Geological, topographical, and dip-needle contour maps were made of the area, and 97 channel samples were cut.ACKNOWLEDGMENTIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. A laboratory study assessed the impacts of water spray pressure, face ventilation quantity, and line brattice setback distance on respirable dust and SF6 tracer gas concentrations around a continuous mining machine using a sprayfan or directional spray system. Dust levels were measured at locations representing the mining machine operator and the standard and off-standard shuttle car operators, and in the return airway. The results showed that changes in all three independent variables significantly affected log-transformed dust levels at the three operator sampling locations. Changes in setback distance impacted return airway dust levels. Laboratory testing also identified numerous variable interactions affecting dust levels. Tracer gas levels were measured on the left and right sides of the cutting drum and in the return. Untransformed gas levels around the cutting drum were significantly affected by changes in water pressure, face ventilation quantity, and setback distance. Only a few interactions were identified that significantly affected these concentrations. Gas levels in the return airway were grouped by face ventilation quantity. Return gas levels measured at the low curtain quantity were generally unaffected by changes in water pressure or curtain setback distance. At the high curtain quantity, return airway gas levels were affected by curtain setback distance. A field study was conducted to assess the impact of these parameters in an actual mining operation. These data showed that respirable dust levels may have been impacted by a change in water pressure and, to a lesser extent, by an increase in curtain setback distance. A series of tracer gas pulse tests were also conducted during this study. The results showed that effectiveness of the face ventilation was impacted by changes in curtain flow quantity and setback distance. Laboratory testing supported similar conclusions.

This paper presents one of a series of digests of foreign mining legisla- tion and court, decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

A new personal respirable dust monitor developed by Rupprecht & Patashnick Co., Inc. in a multi-year project funded by the National Institute for Occupational Safety and Health (NIOSH) generated promising results in underground coal mine testing performed by NIOSH and industry representatives during the summer of 2003. The mine data showed that the personal dust monitor (PDM) performed similarly to co-located manual reference samplers for full-shift samples at all four underground coal mines at which the evaluation took place. The technology that forms the heart of the PDM, called the tapered element oscillating microbalance (TEOM system), is unique in its ability to collect suspended particles on a filter while simultaneously determining the accumulated mass with National Institute of Standards and Technology traceability. Because the monitor measures the true particle mass collected on its filter, its results do not exhibit the same sensitivity to water spray as do optically based measurement approaches. The technique achieves microgram-level mass resolution even in the hostile mine environment, and reports dust loading data on a continuous basis. Using the device, miners and mine operators have the ability to view both the cumulative and projected end-of-shift mass concentration values, as well as a short-term 15- or 30-minute running average. During underground mine trials in the summer of 2003, technical personnel used the readings from the PDM to identify and correct several abnormal dust generating scenarios. These events demonstrated the potential of the PDM to be used as an engineering tool to evaluate the effectiveness of various dust control strategies. In a separate evaluation performed by CONSOL Energy, Inc., the mine operator evaluated the benefit of a proposed new water spray-based dust control system. Engineers measured the dust concentration upstream and downstream of a production location under different dust control scenarios using two PDM units. By evaluating the change in the dust loading between the upstream and downstream monitoring sites, the company was able to determine in a few hours which hardware configuration would yield the greatest benefit to the workplace environment. BACKGROUND Measuring underground coal mine dust concentrations is an essential part of protecting miners' health. The U.S. Secretary of Labor and the Federal Advisory Committee on the Elimination of Pneumoconiosis among Coal Mine Workers has recommended that better monitoring of coal miner dust exposures be used as a method to improve miner health. In consultation with labor, industry, and government, NIOSH issued a contract to Rupprecht & Patashnick Co., Inc. (R&P), Albany, N.Y., to develop a one-piece PDM. The object was to miniaturize TEOM technology into a form suitable for a person-wearable monitor that would enable accurate end-of-shift dust exposure information to be available to miners. Furthermore, any person-wearable dust monitor should minimize the burden to the wearer by incorporating the monitor into the mine worker's cap lamp battery, with exposure data continually displayed during the shift to enable workers and management to react to changes in dust exposure. In the summer of 2003, NIOSH conducted extensive testing of the PDM to determine its laboratory and in mine performance. In addition, anecdotal information collected in the mines showed several occasions where miners were able to identify situations that produced high levels of respirable coal mine dust The PDM's response to unplanned changes resulted in action being taken to keep dust exposures as low as possible. In another case that demonstrated the PDM's versatility, a mine was seeking to find a better dust control solution on its longwall headgate stageloader. In this instance, the PDM was used as a diagnostic tool by the miners to quickly evaluate the control technology. [ ] HOW DOES THE PDM WORK? The PDM is configured to provide accurate respirable dust personal exposure information in a form that is as convenient to wear as a normal cap lamp (See Figure 1). Respirable dust exposure data displayed by the device has two main objectives: providing the miner and mine operator with timely values to avoid overexposure to dust, allowing them to make any necessary changes during the course of a work shift; and computing an accurate end-of-shift statistic for a miner's average respirable dust exposure. The mass sensor embedded in the PDM, holds the key to the accurate, time-resolved dust concentration measurements. The inertial, gravimetric-equivalent, mass measurement technique used in the device typically provides a limit of detection on par with that of the most sensitive laboratory-based microbalances.

This report describes an accident, which took place in the Chemical Corrosion Laboratory at the College Park, Md., Station of the Federal Bureau of Mines. The accident occurred while Walter L. Acherman, chemist, was performing a routine manipulation during a corrosion experiment involving commercially pure titanium and red-fuming nitric acid. There was a sudden and very violent reaction, and a large quantity of acid was thrown in the face and over the body of Acherman, causing serious injury. L. B. Golden, chief of the Chemical Corrosion Section, was exposed to nitric acid fumes during the ensuing rescue and first-aid operations and died on January 25, 1954. According to the medical report, the direct cause of Mr. Golden's death was pulmonary edema and confluent bronchopneumonia; the contributary cause, was inhalation of fumes from red fuming nitric acid. The following employees of the College Park Station contributed to this report by supplying information on the accident and assisted in the rescue operation: L. B. This report reviews and summarizes information on prevention and suppression of dust in mining, tunneling, and quarrying published in the United States during the years 1958 through 1960. Unpublished pertinent data developed or assembled by the Bureau of Mines during this period also are included. Silicosis statistics reported by the U.S. Public Health Service indicate a sizable silicotic population in the United States and suggest a need for greater dust-control effort. A joint medical-environmental survey was begun by the U.S. Public Health Service and the Bureau of Mines to evaluate the magnitude of the silicosis problem in the metal mining industry in the United States.

This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature; a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.

RECORD production of cement, clays, salt, sand and gravel, and stone highlighted the mineral industry of the State in 1956. Coal and iron-ore production declined owing to increased imports of foreign iron ore and decreased demand for metallurgical coke. Alabama ranked second in production of bauxite and of native asphalt, and third in output of iron ore. New developments in the State included the Citronelle oilfield and its 97 wells, which more than doubled the total production of petroleum compared with 1955. There is no question about the impetus that field has given to the oil and gas industry in Alabama, now 13 years old. The State's 4 oilfields are in southwest Alabama and its 1 gasfield is in Marion County, in the Warrior coal basin.

"There is an old saying that ""It is too late to lock the stable after the horse is stolen"". Is not this just what is being done by many mine operators today when it comes to buying safe electrical equipment for gaseous and dusty coal mines?The ""open type"" of electrical equipment or even the ""half safe"" type represents the unlocked stable. After the mine disaster, and after men have lost their lives, the lock is put on - that is, safer equipment is installed.For example, an open type of electric coal drill was used in a gaseous mine in West Virginia, This was the probable cause of the death of 27 men. A half safe type of electric coal-cutting machine was used in a gaseous mine in Pennsylvania. This was likely the cause of the death of 36 men. An unapproved, unsafe type of flame safety lamp was used in a gaseous and dusty mine in Utah. This was the all¬eged cause of the death of 171 men. All three disasters happened within the last six months, and seem to have been avoidable if proper equipment had been used.It is understood that more rigid requirements will be enforced in West Virginia. The committee of State mine inspectors made definite recommendation for im¬proving the conditions in the given mine in Pennsylvania. The Industrial Commission of Utah have already issued new orders which will remedy the use of unsafe lamps in that State.These acts and recommendation are all good and will help prevent accidents in those States in the future. Is it not a pity that such recommendations and order were not made a little earlier before the tell of life had been exacted? Is it not a pity that other States will not take these lessons to heart and safeguard their mines before and not after disasters take place?Electric current can cause accidents in five general ways as follows: (1) By shock to persons; (2) by igniting powder; (3) by igniting gas; (4) by igniting coal dust; and (5) by setting fire to inflammable material such as timber and coal. A great many accidents from these causes are preventable if proper care is taken. Most of the accidents caused by sparks and flashes from electrical apparatus would not take place if approved electrical equipment was used. By approved equipment, the writer means equipment that has been tested and formally approved by the Bureau of Mines. So far as known, up to the present time, no disasters have been caused by sparks or flashes from equipment having the Bureau's approval."

Approximately half of all the fuel energy used in the United states is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

I. 5044, Part II 011 From 011 Shale. - Identical in each report, the introduction summarizes research progress made in 1953 under the entire Synthetic Liquid Fuels program. The purpose of this investigation was to evaluate the application of a spark-source mass spectrograph equipped with a spinning-electrode system for the study of various high-molecular-weight materials derived from coal. Conclusions from the investigation of anthracene, phenanthrene, chrysene, coronene, truxene, a coal-tar pitch (800 to 850 C softening point), and anthracene-chrysene synthetic mixtures follow: 1. Simplified mass spectra of anthracene, phenanthrene, chrysene, coronene, and truxene, from which the molecular weights were easily determined, were obtained by the spinning-electrode system. 2. Eight structural types having molecular weights from 178 to 252 corresponding to compounds previously observed in an electron impact mass spectrum of a coal-tar pitch sample were affirmed by this technique. 3. Mass spectra obtained from synthetic mixtures of anthracene and chrysene demonstrated that the technique is applicable for semiquantitative analysis.
