This report is submitted in accordance with the provisions or une Synthetic Liquid Fuels Act of April 5, 1944 (30 U.S.C. 321-325, as amended), which require that: "The Secretary of the Interior shall render to Congress on or before the first day of January of each year a report on all operations under this Act." Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1951 has been divided into two separate publications. Each has been published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: Oil from Coal. R. I. 4865, Part I - R. I. 4866, Part II - Oil from Oil Shale. Identical in each report, the introduction summarizes research progress made in 1951 under the entire Synthetic Liquid Fuels program. A free copy of these publications may be obtained by a written request to the Bureau of Mines, Publications Distribution Section, 4800 Forbes Street, Pittsburgh 13, Pa. The R. I. number and title of the publication desired should be indicated.

"Introduction In studying the mine disaster files of the Bureau of Mires for preparation of a bulletin on coal-mine explosions, a table was compiled covering various features of fan installations and the handling of air currents at the time of and after the disasters. As a sidelight on this discussion, there was tabulated the loss of life and number of men injured.Discussion of collected dataOf the 164 disasters tabulated, 148 were explosions, 14 were fires, and 2 involved both fire and explosion. The total loss of life was 4,158 and 412 were injured. There were 145 disasters in bituminous coal mines, 13 in anthratice mines, 2 in lignite mines, 1 in a cannel coal nine, and 3 in metal mines. By States, 35 took place in Pennsylvania; 17 in West Virginia; 16 in Oklahoma and Alabama; 15 in. Kansas and Illinois; 12 in Indiana; 7 in Colorado; 6 in Kentucky; 3 each in Ohio Tennessee and Wyoming; 2 each in Arkansas, Montana, Washington, Virginia, New Mexico and Utah and 1 each in Iowa, Missouri, Maryland, and California."

This paper describes mining methods and practices of the Morenci Branch, Phelps Dodge Corp., Greenlee County, Ariz. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts in the United States. A similar program, conducted from 1928 to 1939, was generally conceded to have contributed substantially to improving the efficiency of mining operations. The morenci open-pit mine (see photograph, fig. 1) is in southeastern [zona] (fig. 2), on U.S. Highway 666 about 5 miles north of Clifton, county at of Greenlee County. The concentrator and smelter are near the mine at an altitude of about 4,400 feet. Figure 3 is a map of the mine and plant.

Combustibility data are presented for 14 samples representing commonly used mine materials (treated and untreated wood, conveyor belt and brattice cloth). The combustibility data were obtained in the Factory Mutual Small-Scale Combustibility Apparatus (sample area -0.008 m ). The hazards associated with the mine materials were evaluated in terms of: 1) ignition/ surface flame spread using an ignition parameter (IP). A reasonable correlation was found between IP values and U.S. Bureau of Mines ratings for conveyor belts and brattice cloth and large-scale fire test data for treated and untreated timber sets; 2) generation of combustible vapors, using a vapor generation parameter (VP); 3) heat release using a heat generation parameter (HP). A reasonable correlation was found between HP values and the large-scale fire test data for treated and untreated timber sets; 4) generation of "smoke," toxic and corrosive products using a chemical compound generation parameter (CP); and 5) light obscuration by "smoke" using the light obscuration parameter (LP). All the wood treatments, except Fireguard, were found to be effective in reducing the fire hazard. The effectiveness of the treatment appears to be due to enhancement of carbon formation in the solid phase and enhancement of water formation in the vapor phase. Concepts are presented for establishing 1) the relationship between various parameters (IP, VP, HP, CP, and LP) and basic properties of materials, and 2) the usefulness of the parameters as criteria for the combustibility and fire hazard evaluations of the mine materials.

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

"""To prevent the propagation of mine explosions, the Bureau of Mines, Department of Commerce, recommends rock-dusting all coal mines, except anthracite mines, in every part, whether in damp or dry condition. It also recom¬mends that rock-dust barriers be used to sectionalize the mine as additional defense; but these should not be regarded as a substitute for generalized rock-dusting."" This Technical Memorandum Report is a collection of three working memoranda, prepared during the course of our work for the bureau of Mines and hound together for convenient reference. These working memoranda present preliminary performance estimates, for baseband voice and narrowband through-the-earth electromagnetic communications systems of principal interest to the Bureau, for operational/emergency mine communications. The calculations were prepared to obtain early indications of the feasibility and governing parameters of such communications systems. They are based on limited, but pertinent, coal mine electromagnetic noise data acquired to-date by Bureau of Mines contractors; and of theoretical signal-attenuation characteristics for two transmitter antenna types of present interest to the Bureau. The memoranda examine the cases of baseband voice and narrowband communications for uplink and downlink transmissions, for frequencies up to 3kHz. Downlink transmissions are via a horizontal wire antenna, up-link transmissions via a vertical-axis loop antenna, for typical mine depths of 300, b00, and 1000 feet. Representative coal-mine overburden conductivities of 10-2 mhos/meter (moderate and common) and 10-1 mhos/meter (high) were used; 10-2 for voice and narrowband, 10-1 for narrowband only. Examples of high, moderate, and low; surface and subsurface; harmonic and broadband-impulsive noise conditions were taken from NBS and Westinghouse (WGL) mine noise data, together with examples of high- and low-levels of ELF atmospheric noise taken from M.I.T. Lincoln Laboratory data.

The U.S. Bureau of Mines (USBM) has developed a computerized commodity flow model for strategic and critical materials This flow model is generic and applicable to most commodities and amenable to updating supply, demand, and/or production data change. The original model, with slight modifications, was used to track the flow of chromium. This report follows the flow of chromium through its metallurgical, chemical, and refractory applications, and highlights areas where significant losses occur because of downgrading, export, or disposal. The study indicates that materials containing 451,769 mt of chromium were consumed, including 99,221 mt of chromium from recycling, Chromium losses from all causes in 1989 were estimated to be 345,347 mt from a variety of areas. These areas and their chromium losses are as follows: processing losses, 38,825 mt; processing-downgraded scrap, 18,227 mt; manufacturing losses, 18,128 mt; manufacturing-downgraded scrap, 56,595 mt; prompt scrap exported, 1,531 mt; obsolete scrap exported, 43,443 mt; recovery losses, 155,529 mt; and recycling losses, 13,069 mt. Recycled chromium-containing material accounted for 22 pct of the apparent consumption of chromium in 1989.

Differences in the reducibility of iron oxide materials have been recognized for a long time. Limonites are deoxidized more readily than hematites, and unaltered magnetites are the most difficult to deoxidize. Sinters are found between hematites and magnetites and vary considerably in reducibility, depending on the sintering practice followed and on the degree of fusion of the product. The increased activity in the beneficiation of taconite recently has made available a new blast-furnace raw material, namely, iron oxide pellets made from magnetic taconite concentrate. Many of the data in this paper apply to these pellets, or glomerules, as they were called when this method of agglomerating iron ores was first considered. To clarify the terms applied to iron oxide materials in this paper, the following definitions are given. Agglomeration is the general term applied to all methods of compacting or consolidating fine iron oxide materials. Sinter is the product from a Dwight-Lloyd or Greenawalt sintering machine. Pellets are formed by balling fine, moist oxide in a rotating drum at room temperature, followed by heating in a shaft furnace to a temperature below that of incipient fusion to develop a permanent bond. Nodules are formed by heating the iron oxide material to incipient fusion in a rotary kiln. Briquets are formed in a mold under pressure, with or without the addition of a binder, and burned to develop a permanent bond.

Rapid, sensitive, and precise methods of determing major, minor and trace constituents of oilfield brines are needed. Several methods have been developed or adapted by the Federal Bureau of Mines at the Petroleum Research Center, Bartlesville, Okla. The following methods are described in this report: Spectrophotometric and volumetric for iodides and bromides; potentiometric for pH, alkalinity, acidity, borate boron, total boron, and organic boron; gravimetric for potassium; disodium ethylenediaminetetraacetate (EDTA) volumetric for total hardness, calcium, and magnesium; spectrophotometric for fluorides; and color comparison .for arsenic. Adequate sensitivity, precision, and accuracy were obtained for each method. The Bureau of Mines pioneered in research on the analysis of oilfield waters (2, 46, 47).6 However, several of these early procedures were quite time consuming. Also, they did not include methods for determining trace and minor constituents of brines.

This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. By agreement with the American Petroleum Institute, identification of the items is confidential. .It presents analytical data for 4, 457 samples, representing the products of 92 companies. The samples were collected by companies during June, July, and August 1956, As in previous surveys, the gasolines covered by this survey include those from both large and small suppliers. The data were obtained by laboratories of various refiners, motor manufacturers, and chemical companies and submitted to the Bureau of Mines for compilation. A list of the National Motor Gasoline Survey reports published during the past 10 years is on page 5.

The investigation to evaluate the reserves of coking coal in the United States suitable for the manufacture of metallurgical coke is being made by the Bureau of Mines in three parts: (1) To estimate known measured and indicated recoverable reserves of all coking coal; (2) to upgrade marginal coals through effective preparation; and (3) to study the carbonizing properties of coals and coal blends not now widely used for metallurgical coke making. This is the eighth of a series of reports giving the results of studies by counties under part (1) of the investigation. (See appendix.) This report covers Jefferson County, Pa., which comprises parts of Marienville, Hallton, Ridgway, Brookville, DuBois, Penfield, Smicksburg, and Punxsutawney quadrangles. (See fig. 1.) A short resume of the chemical and carbonizing properties of the coals is included. Data on the coal beds in the county were obtained from mining companies, land companies, individual landowners, and other sources of authentic information. A base map for each bed in each quadrangle was made to the scale 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all available data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds 0 to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick, These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

This report details the testing and evaluation of a modular azimuth and positioning system (MAPS) to provide navigational information for a continuous mining machine. Vehicle navigation is part of the U.S. Bureau of Mines research program in computer-assisted mining serving as a tool to increase mining health, safety, and productivity. The Bureau is investigating other navigation systems, but MAPS seems to have the most promise. MAPS was installed on a continuous mining machine. An operator used the machine to cut coal while researchers collected machine and MAPS data. A comparison of MAPS data for xy position and data obtained with an electronic transit showed an increasing error for MAPS. After 30 min of operation, the easting position error was -0.02 m, and the northing position error was 0.019 m; after 60 min of operation, the easting position error was -0.19 m, and the northing position error was -0.26 m. Modifications to MAPS software and to the operational procedure of the machine significantly reduced this error by a factor of 3.7. Researchers continue to reduce these errors.

While the neurological and vascular aspects of Hand-Arm Vibration Syndrome (HAVS) has been generally accepted as a medical condition, the medical criteria and the clinical findings used to establish the diagnosis has been more difficult to bring to consensus. The criteria was first quantified by the Taylor-Palmear scale.1 This criteria was subsequently modified in 1986 at the 1st Stockholm Workshop2,3 to included more acceptance for the neurological effects that characterized the predominate findings in some workers. The relationship between hand-arm vibration and Carpal Tunnel Syndrome was defined in NIOSH 97-1414. While the aforementioned documents have defined the clinical entities associated with hand-arm vibration exposure, agreement on the clinical findings and test to confirm the diagnosis has be been more difficult to bring to consensus. Clinicians assessing HAVS has relied on a number of varied neurological and vascular tests. The neurological testing has focused on assessing damage to the sensory capability of the fingers for the neurological component including tests to measuring ability to sense vibration, cold or other end point finger sensor functions. However, the vascular testing has been traditionally focused on the ability to either measure vascular function or to reproduce the vascular blanching that occurs in HAVS with cold water provocation. Recent assessment of this testing in the United Kingdom Coal Miner’s study has questioned the value of this testing especially in reviews by McGeoch.5 In an attempt to provide some type of definitive testing to substantiate vascular damage from hand-arm vibration exposure, angiography is an alternative or adjunct to cold water provocation testing. The standards that have been established to predict the level, type and incidence of HAVS have been based on clinical studies and reports that have essentially been all male populations. However, the recent entry of women into more vibration intensive jobs has brought about the exposure of some women to high levels of vibration previously only previously experienced by men. However, there have been only few studies that look at HAVS in women6. Although exposed the same vibration levels, it has not been clear that the latency and type of pathology of HAVS in women will be the same as for men. The purpose of this study is to look at recent case studies of men and women exposed to jobs with high levels of hand-arm vibration with extensive clinical testing for both the neurological and vascular components of HAVS as well as other associated upper extremity conditions such as Carpal Tunnel Syndrome.

"INTRODUCTION This is the fourth report of investigations dealing with the cooperative tests between the Bureau of Mines and industry on the use of electrolytic manganese in steelmaking. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steel 3/ the second with its use in acid electric steel practice, 4/ and the third with its use in low-carbon basic open-hearth steelmaking. 2/ A résumé of those investigations E7 appeared in the magazine STEEL. 5/ The present report deals with the use of electrolytic manganese in the manufacture of four types of stainless steel and the new Timken 16-25-6 alloy. The Bureau of Mines supplied The Timken Roller Bearing Co. with 62,000 pounds of electrolytic manganese for use in the tests.The electrolytic manganese was produced at the Bureau of Mines pilot plant, Boulder City, Nev., by the process developed by the Bureau and described in Bulletin 463, Operation of Electrolytic Manganese Pilot Plant, Boulder City, Nev., by J. H. Jacobs. J. W. Hunter, W. H. Yarroll, P. E. Churchward, R. G. Knickerbocker, R. W. Lewis, H.A. Heller, and J. H. Linck. The workcarried out under the direction of R. S. "Human accidents are caused by production accidents, generally ones (such as derailment of cars, falling rock, etc.) that have occurred numerous times before an employee was actually involved. Prevention of human accidents is, one of the essentials in cutting operation costs, and advocates of safety are studying economics to assist them in their work of preventing accidents.Workman's compensation insurance or compensation for human accidents is a true operating cost, and is the only purely tangible measure available which gives a measurement of the cost of accidents even though, as will be pointed out later, it represents but a portion of the total cost of human accidents.In using premiums paid for compensation insurance as a measure of the cost of accidents, it must be kept in mind that most insurance laws, as pointed out in a former paper (Serial 2590 of the Bureau of Mines) provide a waiting period before compensation for the lost-time wages starts, with the compensation limited to definite percentages of the wages. The waiting period and limited compensation combined tend to limit the amount paid to an injured workman who, if he receives 1/3 of the lost-time wage, will probably have been reimbursed as high as the average injured workman.The total or complete economic cost of human accidents, must include, in addition to compensation paid for lost time, and the portion of the lost-time wage suffered by the workman for which he is not compensated, the additional cost to the company through-(a) temporary decreased production by the breaking down of the morale, etc., (b) the breaking in of a new employee which is admittedly expensive,(c) the increased liability of human and production accidents caused to or by the new employee.Another charge against accidents, which is not included in the compensation payment, is the economic loss through the killing of as workman who has no dependents. Few of the States' laws require any compensation except burial expenses to be paid for fatalities to persons having no dependents. It is estimated by the United States Bureau of Labor Statistics that the economic loss through a fatality is 6000 shifts. If each fatality was compensated for this amount of time and at half-time wages, using an average wage of $5.00 per shift, the compensation for fatality based on the economic loss would be $15,000. but the average actual compensation paid for each fatality is about $3,000."

6784. Barnes, V. L., and Romberg, Frederick. Gravity and Magnetic Observations on Iron Mountain Magnetite Deposit, Llano County, Tex. Geophysics, Menasha, Wis., vol. 8, No. 1, 1943, pp. 32-45. An outcrop of magnetite in the Central Mineral region of Texas is explored experimentally with a dip needle and a gravity meter. Two anomalies are observed, one due to the outcropping body and one probably due to a previously unknown body close to the outcrop. The possible attitudes of the bodies are discussed, and their masses and probable dimensions are computed from the gravitational observations. - Author's abstract.

At the Sinclair Study Site it was found that the deeper the soil the greater the yield of corn, soybeans, wheat, alfalfa, and timothy. Yields at this location were generally lower than those at the Alston Surface Mine. At Alston the non-prime land treatments generally produced greater yields for all crops than did the prime farmland treatments, however, the intermediate soil thickness, 20 cm topsoil over 40 cm of subsoil, gave the best yields, provided it's subsoil had been limed. From a chemical point of view, acidic spoils do not need to be buried by 120 cm or 4 feet of soil, provided adequate lime is applied to these spoils as a barrier prior to placement of good quality topsoil and only forage crops are to be grown. The burial depth must be increased to as much as 75 cm when grain crops such as corn or soybeans are to be grown. This response to burial depth appears to be related to water storage needed by the crop and not due to toxic effects of the spoils. A conventional farm tractor-mounted subsoiler increased yields of soybeans and corn the first one or two years, but the effect was diminished with time. Subsoiling did not produce significant increases for alfalfa or wheat. However, ripping with a bulldozer produced significant yield responses, especially for corn and soybeans, that have lasted for at least three years. The ripping effectively reduced the bulk density at least within the zones through which the ripper had passed. Liming the upper 20 cm of subsoil significantly increased yields of alfalfa, corn, and soybeans. There also appeared to be an interaction between this lime treatment and soil depth. Yields of some grain and forage crops may be high enough to meet target levels for bond release for prime farmland. Based on the present study, one should not expect corn yields to be high enough to meet bond release. This statement should not be considered final since the experiment is not complete.

The compliance sampling method for coal mine dust in the United States has not changed appreciably in the last 30 years. A call for more frequent sampling with immediately available results is leading to new instruments that may supplement or replace the existing sampler. This report discusses two such instruments that provide immediate results of dust levels. The first, called the Respirable Dust Dosimeter (RDD), is designed to supplement the existing U. S. cyclone compliance sampling method. It uses the pressure drop across a filter to provide an inexpensive screening type of measurement. The RDD has been tested in the laboratory and a limited number of coal mines. Side by side testing has compared the RDD performance with personal coal mine samplers in triplicate area sample measurements. Results show that the differential pressure of specific filtration media can be an effective surrogate for respirable mass. Data show that there is a dependence on coal type and an effect of relative humidity. There also appear to be two distinct responses related to coal type. For specific coals the coefficients of determination, R2, are better than 0.9. For general use the detector tube, using laboratory generated calibration curves, can be used to estimate respirable dust levels. However, a calibration to a specific coal type may substantially improve the accuracy. Another sampler in development is called the Personal Dust Monitor (PDM). Designed to give compliance quality accuracy, the PDM uses the frequency change of a vibrating element to measure dust and give immediate feedback of results. Results of laboratory comparison of the prototype PDM sampler to personal gravimetric samplers indicate R2 values of better than 0.99 for three different coal types. Work is in progress to package the components into a person-wearable unit combined with a cap lamp system with a total projected weight of less than 1.4 kg (3 lbs).
