During the summer of 1935 a plan was proposed by which the Government should establish custom sampling plants for gold and silver ores in the mining districts of the West, where the construction of such plants would be justified as an unemployment relief measure. It was known that in many districts prospectors and small operators had small lots of smelting ore that could not be marketed for lack of sufficient capital to get out enough ore at a time to make carload shipments to distant smelters. Moreover, considerable ore of milling grade was available in many districts in which there were no custom milling facilities. It was felt that. accurate sampling and the classification and consolidation of small lots of ore produced from prospects and small mines, with quick cash returns to the shippers on a nonprofit basis, would stimulate the working of small gold and silver properties: Idle mines would be put to work, and there was a possibility that some of the prospects could be developed into regularly producing mines. Each sampling plant was to be centrally located so as to serve the greatest possible number of mines and prospects. Wherever possible, the plants were to be built on a railroad, is ore of smelting grade accumulated, it was to be shipped to a smelter in carload lots. Where a plant was not on a railroad, smelting ore was to be trucked to the railroad after being sampled.

In the development of commercial vehicles as well as of passenger cars, the effects of vehicle vibrations on operating safety, health and comfort can only be predicted by numerical simulation when appropriate occupant models are available. Such models must be based on human anatomy and have dynamic properties of real humans in order to achieve realistic results. Since human dynamic behavior depend on posture and percentile, the occupant model needs to be adjustable to these parameters with respect to geometry and dynamic properties [1,2]. Dynamic Human Finite-Element-Model CASIMIR CASIMIR is a non-linear, dynamic finite-element-model of the human body. It consists of a dynamic model of the upper torso with head, neck, shoulders and arms as well as of a dynamic model of the lower extremity with pelvis and legs. The most important part is the lumbar area with dynamic non-linear models of the lumbar spine and of back and abdominal musculature. The frequency-dependent characteristics of the intervertebral discs and the effects of muscle activation and non-linear frequency-dependent muscle properties are included. In the latest stage of development, CASIMIR has been equipped with a compliant model of the body surface in the contact areas to the seat. This results in a very realistic transmission of static and vibrational forces into the human body, see fig. 1. Intense model verification and validation has been performed in all stages of model development, starting with validation of small components like intervertebral disc, ending with validation of whole-body-vibrations using measurements of the dynamic mass / mechanical impedance [4]. For an in-detail examination of stresses in the vertebral bodies and discs, a non-linear submodel of the lumbar spine with an increased number of degrees of freedom can be coupled to the whole-body-model, enabling the researcher to examine local effects of vibrations and single shocks on the lumbar materials. [ ] Since it is well known that human dynamic behavior is significantly affected by anthropometric data and posture, CASIMIR can be individualized to the anthropometric status of single individuals or to the mean values for specific percentile groups. Furthermore, posture can be adjusted to the seating conditions applicable to a specific vehicle. Posture modification capabilities include the variation of the lumbar lordosis [3].

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. The following is a description of the methods employed at the Eureka-Asteroid mine, which is situated on the Gogebic range, at Ramsey, Mich. The mime is operated by the Castile Mining Co. under the direction of Oglebay Norton & Co. This paper has been prepared in accordance with an outline furbished by the United States Bureau of Mines, and in one of a series, on mining methods and costs covering the principal minim operations throughout the United States. The United States produces about 30 percent of the world output of salt. Numerous deposits occur in widely separated areas, but the leading producing States are California, Kansas, Louisiana, Michigan, New York, Ohio, Texas, Utah, and West Virginia. Although no great amount of salt is produced at present in Pennsylvania, the potential sources in that State recently aroused a good deal of interest. The United States salt industry is highly organized; it comprises fewer companies than when small crude works with primitive methods and equipment eked out salt for local needs, but concentration of output brought about by modern inventions and methods of production has improved the quality of the produce greatly and accelerated production.

Mine planning for a new reserve is based on information obtained from exploratory coreholes. A critical component of an exploration program is the geotechnical evaluation. Poor assumptions about roof conditions greatly add to the risks of mining. Rock mechanics testing is central to a geotechnical exploration program. Typically, 3 to 5 uniaxial compressive strength (UCS) tests are made to characterize a particular roof unit at a given corehole. The average (mean) of these tests is taken as “The UCS” for that location. Isopach contour maps are then used to show spatial trends in roof strength. Two issues are raised by this traditional approach. The first is due to the large variability in UCS values that is typical even within a single unit from a single hole. The average UCS might be higher at Corehole A than it is at Corehole B, but the difference may not be statistically significant. The second issue is whether widely spaced coreholes can identify valid spatial trends in rock strength. The answer depends upon whether rock strength changes over distances that are longer or shorter than the corehole spacing. This is a classical geostatistical problem. While geostatics have been used to investigate many coal quality parameters, they have seldom been used to evaluate rock strength. This paper describes an extensive investigation of these issues conducted by the National Institute for Occupational Safety and Health (NIOSH) in collaboration with Peabody Energy. The study employed the Peabody Rock Mechanics Data Base which contains more than 10,000 individual test results. Data from four important roof units were subjected to statistical analysis: • Brereton Limestone above the Herrin 6 seam (Illinois) • Turner Mine Shale above the No. 9 Seam (Kentucky) • Sandstone above the Eagle Coal (West Virginia) • Shale above the Eagle Coal (West Virginia) The study did not find significant spatial trends in rock strength in any of the cases. Perhaps there are none, or perhaps the exploration coreholes were just too far apart to see them. These results have valuable implications for the design of geotechical exploration programs.

The U.S. Bureau of Mines mine fIre diagnostic methodology to locate and monitor fIres in abandoned mines and waste banks is based on the controlled sampling of the mine atmosphere to determine changes in the concentration of hydrocarbons desorbed from heated coal. To provide background data for this methodology, a laboratory study was conducted in which samples of coal and coal waste were heated under controlled conditions. Gas samples from the combustion furnace were analyzed for standard gases CO2 and CO and for the C1 to Cs hydrocarbons. In all tests, the concentration of desorbed hydrocarbons increased during heating and decreased during cooling. A dimensionless hydrocarbon ratio, Rl, was developed as the signature for heated coal. For bituminous coals, the value of Rl increases during heating of coal samples and decreases during cooling of the same samples. Generally, Rl values of 100 or more indicate coal sample temperatures of at least 100° C. The emission of higher molecular weight hydrocarbons from anthracite samples was very low, resulting in relatively low Rl values at all temperatures. Data from fIeld projects confIrmed these results.

The Windigo Theilson RARE II area has a low mineral potential. There are no mines or claims in the area. The only observed results of mining activities were five prospect pits near Tolo Mountain. Samples from these pits contained no significant assays. The study area contains more than 190 million cu yds (145 million m3) of cinders in 17 cones. Development of these cinders is unlikely because their locations are remote, and other sources supply area needs. The Geological Survey has classified the area as prospectively valuable for geothermal resources. However, there has been no geothermal exploration activity.

In This Chapter [Designing bleeder systems Examining and maintaining bleeder systems Evaluating bleeder system effectiveness] INTRODUCTION Bleeder systems are that part of the mine ventilation network used to ventilate pillared areas in underground coal mines. Pillared areas are those in which pillars have been wholly or partially removed, including the areas where coal has been extracted by longwall mining. Bleeder systems protect miners from the hazards associated with methane and other gases, dusts and fumes, and oxygen deficiency that may occur in these mined-out areas. Effective bleeder systems control the air passing through the area and continuously dilute and move any methane-air mixtures and other gases, dusts, and fumes from the worked-out area away from active workings and into a return air course or to the surface of the mine. A bleeder system includes the pillared area (including the internal airflow paths), bleeder entries, bleeder connections, and all associated ventilation control devices that control the air passing through the pillared area. Bleeder entries are special air courses designed and maintained as part of the mine ventilation system. [This chapter focuses on the design, examination, maintenance, and evaluation of bleeder systems in underground coal mines.] The history of coal mine explosions in the United States is a reminder of the importance of adequate ventilation. Some of those disasters were the result of inadequately ventilated pillared areas. The importance of developing bleeder systems to ventilate these pillared areas and evaluating the bleeder system’s effectiveness is reflected in present-day federal regulations. The Bureau of Mines examined the Bear Canyon RARE II area in 1982. The area has no identified mineral deposits. The few claims that were located in the study area are devoid of any workings. No concentrations of economic minerals were found in the samples taken. There are no mineral, geothermal, or oil and gas leases in the area; the nearest oil well is 10 mi (16 km) east. The nearest mining operation was the Ruby Gold Placer worked in 1914, 7 mi (11 km) southeast (Hart, 1966, p. 45); the Pliocene Paso Robles Formation which contained the gold does not extend into the area. SETTING The Bear Canyon RARE II area covers 19.7 sq mi (51 sq km) or 12,600 acres (1500 ha) in west-central California. It lies in the Santa Lucia Range 10 mi (16 km) southwest of King City and adjoins the southeast side of the Ventana Wilderness. It is 10 mi (16 km) from the Pacific Ocean. Primary access is by the San Antonio River road on the Hunter Liggett Military Reservation, which parallels the area's southern border. Further access to the area's interior is by jeep and foot trails.

This report examines the feasibility of Employee Assistance Plans for the coal industry. Three issues are examined in detail. First, the prevalence of off-the-job factors such as alcoholism, drug abuse, and marital problems are examined in a sample of miners from the eastern, midwestern, and western underground coal fields. Then data were presented that examined the link between these off-the-job factors and behaviors critical to the mines such as absenteeism and turnover. Lastly, we examined the effectiveness of the major Employee Assistance Program in underground coal mining--the HELP Program. The report contains recommendations on whether coal mining companies should implement these programs and how these programs should be designed.

We encountered several areas of methodologic uncertainty during development of a data collection method for use with vibrating hand tools in metal assembly. A local manufacturer sought our assistance designing a data collection method for evaluating and predicting risks of upper extremity disorders associated with use of vibrating hand tools. Current methods of vibration measurement are described in ISO 5349 [2]. However, the complexity of measuring vibration along with other exposures such as force and posture has limited the number of workplace-based studies of upper extremity disorders that have included direct measurements of vibration. Data from this preliminary study was used to look at two issues: a comparison of vibration values between production and non-production workers when performing the same task, and a comparison of worker ratings of vibration comfort to direct measurement of tool vibration. Methods Eight experienced production workers used each of six metal fastening tools to install fasteners. Vibration was collected by 3 tri-axial accelerometers, one attached to the tool handle following ISO 5349 recommended locations, one attached to the hand dorsum on the 3rd knuckle and one to the thumb side of the wrist. Data sampling rate was 10,000 samples/second. Hand grip and feed forces were obtained using a Novel pressure sensing mat on the palm. Each trial consisted of installing 10 fasteners per tool for each of the 6 tools. The test set-up placed the wrist in the position typically used by the operator during production. Each worker documented subjective comfort and effort ratings on a seven point scale following each series of fastener installations. One series of testing was completed by three non-production workers inexperienced in fastener installation to simulate use of alternative employees for data gathering. Vibration data for each trial were acquired, digitized, and stored using Lab View. The X, Y, & Z axes were used to calculate the vector sum response for each tri-axial accelerometer. The tool data were digitally filtered following ISO recommendations. Calculated data consisted of the mean RMS over the tool’s on- time, the starting and breaking peak impulses, and the peak of the frequency response. Results Production workers (n=8) were right hand dominant males with a mean age of 55 years and normal hand strength (mean right grip = 106 lbs). Non-production workers (n=3) had similar characteristics. We found large and statistically meaningful differences in hand force during tool use between production and non-production workers (mean production workers = 9.77 lbs, mean non-production workers = 43.30 lbs, p = 0.0001). Vibration values obtained from the hand also showed a statistically meaningful difference (mean in production workers = 0.67 Gs, mean in non-production workers = 1.48Gs, p = 0.0014, figure 1). Experienced worker ratings of comfort during tool use demonstrated a moderate correlation with measured vibration (r=0.63). Worker ratings trended with direct recordings from the tool handle as shown in figure 2.

Peacetime production of mercury in the United States is controlled by world mercury prices, with significant lags to be expected between price increases or decreases and resultant increased or decreased production. Twenty-four mercury-bearing mines and prospects in widely separated districts in western and central Nevada and one property on the Nevada-Oregon border were examined and sampled. The purpose of the project was to determine if some of the properties warranted more extensive exploration work to obtain information on possible reserves of commercial-and sub-commercial-grade ores. The investigation of mercury deposits in Nevada was sufficiently widespread and indicated several areas of interest in the State that merit further exploration work.

A mining company for a period of 12 years bad been selling its ore to a certain smelting company for the purpose of obtaining a continuous and steady market for its ore and for the purpose on the part of the smelting company of obtaining a continuous and steady supply of ore for smelting; an agreement was entered into by which the mining company agreed to eell and the smelting company agreed to purcshase at ruling prices all the ore produced by the mining company of certain' stated grades, and to this end the mining company agreed to actively operate its mines. It is no longer the rule that a suit will not lie for the specific performance of a contract relating to personal property ; but the question for determination in such a case is whether the complainant has a plain, speedy and adequate and complete remedy at law, and if he has no such remedy, specific performance will be granted. In an action by a smelting company for the specific performance of a contract of sale it appeared that the ore produced by the mining company bad a peculiar value for smelt. i.ng purposes and was not readily obtainable elsewhere, and it would be practically impossible to measure the value for determining the loss the complainant would sustain· if the smelting company were not ,able ,to obtain the ore under the contract. It is comparatively simple for a court of equity to enforce the agreement as it pertains to the normal product of the mine and there is no plausible reason why a court may not require a performance on the part of the mining company where the mining company obligated it:Belf to operate all its mines. There is no delicate or complex condition involved in the production or delivery of the ore 'or in obtaining_ the stipulated prices agreed upon, and there is nothing apparent that will necessitate supervisory· control in requiring performance on the part of the mining company. A decree for specific perfoi:m,ance would require no supervision by the court either for the operation of the mines or for ascertaining and fixing the prices the mining company is to receive for its ore.

This report is in three parts. The first part presents a review of theoretical models which have been developed to study removal operations for various types of materials. In the second part, a brief summary is given of coal cutting research. The majority of this work has been carried out in Britain using chisel type bits rather than the conical picks which are in general use in this country. However, a comparison of specific energies measured for conical picks in the laboratory and in the mine shows very encouraging correspondence. In the third part of the report, analytical models for coal cutting by picks are suggested. An extension of the British "tensile breakage" theory, developed for chisels, is given for picks. The role of crushing and cutting in coal removal is discussed as a theory which combines the two processes is shown to give reasonable predictions for specific energy requirements. Finally, directions in which the existing theory could be improved are presented and the need for further research is emphasized.

During and immediately following World War II, the heavy demands for steel required the mining of unusually large quantities of coal for the manufacture of metallurgical coke. The largest demand for metallurgical coke is in the Appalachian region, which comprises central and western Pennsylvania, Maryland, West Virginia, Virginia, eastern Kentucky, Tennessee, and Alabama. This demand is satisfied by coke made from coals within the region; consequently, the reserves of coking coal in this region are being depleted more rapidly than reserves in other coal-producing regions. The supply A' high-quality coking coal during the war was inadequate, and some coke were forced to use inferior coals. The coke produced from these inferior coals adversely affected the rate of production. Another national emergency probably would produce a similar condition, and in the interest of -national security, the Munitions Board of the National Military Establishment requested the Bureau of Mines to evaluate the reserves of coals suitable for the manufacture of metallurgical coke. All bituminous coals in the Appalachian region are coking, and as the coal that produces the better metallurgical coke become depleted, other coal previously considered inferior will be used. The general trend is toward the use of lower-quality coals for metallurgical purposes.

In constructing the NORAD Combat Operations Center, controlled blasting techniques were employed to achieve smooth walls and to avoid shattering the rock beyond excavation lines. Extraordinary measures were taken to stabilize the rock to permanently preserve the openings. Rock stabilization was accomplished by means of reinforced concrete and gunite linings, rock boltings, installation of chain-link fabric, and epoxy resin and cement grouting. A particular zone of weakness at B vital location was supported by exceptionally thick reinforced concrete lining, rock bolts, and cement grout.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country's major challenges during the 1970's. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.

The United States Bureau of Mines, in cooperation with the National Send and Gravel Association conducted a safety contest in 1929 Among producers of sand and gravel. Only 26 plants were enrolled, as the contest was late getting under way. It is hoped that a ranch larger number of plants will be represented in the safety competition of 1930. Two trophies, both of which were provided by Rock Products magazine, were awarded at the end of the contest; one trophy was given for the best safety record among plants working 100,000 or mare man-hours during the year and the other for the beat record among plants working less than 100,000 man-hours. The trophies were presented to representatives of the winning, companies on January 29, 1930, at the annual convention of the National Sand and Gravel Association at Memphis, Tenn.
