Clearly a plant designed only to treat average ore at the nameplate rate will fail to achieve nameplate in any typical year. To insert the necessary capability to achieve nameplate it is common process engineering design practice that plant must be able to treat an ore with 80th percentile value (hardness or competence values for example) at the nameplate rate. In the authorÆs experience, apart from a couple of notable cases, this has been applied reasonably well as a principal, and with widespread success. However, in a number of recent instances it became clear that the use of the 80th percentile number would have resulted in significant under design of the plant. This paper makes the case that the 80th percentile, as a principal, has can have serious flaws and its use needs to be assessed on a case by case basis. The discussion in this paper is the first step in developing a new design principal, and the associated methodology for selection of a design value, that will ensure plants are designed to achieve their nameplate capacities.CITATION:David, D, 2013. Industrial Minerals production in New Zealand is limited in both quantity and range, but imported in quantities that make New Zealand the world's biggest consumer per head of population. The use of industrial minerals is assured as both population and standard of living increase regularly. But to develop these minerals in the New Zealand environment requires the mineral, or its market (both local and export), to have characteristics that negate the remote geographical location. Volume and/or uniqueness can achieve this.

Mine rehabilitation is a sustainability issue that has been revisited ad infinitum; however, the persistent lack of demonstrated on-the-ground performance and an increasingly intractable rehabilitation liability in Queensland continue to erode the credibility of the mining industry and regulatory bodies. For at least ten years the need to change the current, process-based approach to rehabilitation to an outcomes-based approach has been apparent. The ISO 14001 series temporarily diverted attention from this important point, however it would appear the limitations of an ISO 14001 approach are now more widely accepted. It is proposed that a successful outcomes-based approach cannot be achieved without meaningful community engagement. The apparently intractable nature of the rehabilitation issue will continue to generate conflict and criticism unless all stakeholders are encouraged to participate in the process of developing robust and practical outcomes for rehabilitation. Sharing the responsibility will ensure the best possible outcome. It is important to recognise the valuable resources inherent in community groups, many of whose committed volunteers have considerable expertise in relevant areas. Community groups should not be seen as adversaries but as allies in the process of solving problems that affect the wider community. Several projects that can be seen as test cases for the engagement of stakeholders exist, and in this paper the process of achieving multiple stakeholder engagement in the context of Environmentally Sustainable Development is discussed.

James Barnes is Managing Director of James Barnes & Associated Ltd which is a company that has invested ten years of development to provide developers with a transparent, user friendly consultation framework that identifies who needs to be consulted, how they are to be consulted and procedures required to manage the risks associated with getting all the wrong! Despite the assertion above, this paper is not about to provide delegates with the answer to whom they ought to consult or identify the expectations that Maori might have in regard to the consultation process. It would be a very brave person indeed who would venture an opinion on such a sensitive subject. There are no short cuts to finding out what expectations Maori might have on any given situation. Nothing can be taken for granted. What this paper will attempt to do however is provide practical insights into what might be on the minds of Maori interests as they deal with the issues associated with mineral resources, particularly those under Treaty of Waitangi Claim. The Treaty of Waitangi has a significant bearing on the current debate between Maori and the Crown regarding ownership of mineral resources in New Zealand. The Waitangi Tribunal is currently hearing a case presented by a number of Iwi over the ownership of oil and gas resources in Taranaki and Hawkes Bay. Others will follow. The Crown and Maori have never been able to settle differences over ownership rights without resorting to legal action and it looks like this scenario is about to be repeated in regards to minerals. The Crown has a duty to actively protect the Maori interest. This is a fundamental expectation in the relationship between Maori and the Crown. In the case of minerals, Maori have yet to see the Crown do its duty. The impact on developers has become evident through Maori objections to consent applications as the issues of mineral right remain unresolved.

Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. An accurate measure of the earth's magnetic field can be made in a few seconds with the portable proton precession magnetometer. Such an instrument increases the applicability of the long successful method of magnetic prospecting for minerals. As an example of the usefulness of the proton magnetometer, a survey over volcanic rocks near Apsley (Tas.) was made.INTRODUCTIONA completely portable magnetometer whose operation is based on the free precession of polarized protons in the earth's magnetic field, is now available on the market at a price competitive with magnetometers based on the classical physical principles. The ease, accuracy, rapidity, and reliability with which measurements of the earth's total magnetic field can be made with the proton precession magnetometer, led to the try-out of the instrument in an actual field problem so as to evaluate fully the capabilities of the instrument. Such evaluation is important, because the history of magnetic prospecting has shown that whenever significantly improved instrumentation has been introduced, prospecting costs have been substantially cut and many areas in which the prospecting costs were formerly considered excessive in relation to probable returns, have become economic mineral prospects. A computerised cataloguing system for geological specimens is described. The catalogue is designed for use with a compactus-type storage system. The information stored in the catalogue for each specimen includes the type of specimen, locality information in terms of standard ~ap sheets and descriptive location, geological age, stratIgraphy, and specimen descriptions. The catalogue can be interrogated at any level of detail on the basis of any combination of these specimen parameters.Other information stored for each specimen 'is the compactus address, collection date, reference information and the type of analyses performed on that specimen:Any mterrogatlon produces a listing of those specimens which satisfy the search criteria.

The monthly tonnage extracted approximates 30,000 tons in normal times.The ore is a mixed sulphide containing galena and marmatite; the gangue minerals are principally calcite, rhodonite, quartz and garnet.A typical assay for a monthly period is 14·40/0 Pb., 5·6 ozs. Ag., and 11· 60/0 Zn. The whole of the ore is concentrated on the property by combined gravity and flotation methods. The lead and 'zinc concentrates produced are railed to other centres for the extraction of the contained metals.MINING METHODSMining practice throughout the field varies only in minor details. The ore-bodies forming the Broken Hill Lode lie within complex folds arranged along a shear and vary in size and mineralogical associations, but all the mines have similar types. Some of the ore-bodies have weak walls, but the chief difficulty in mining is caused by "heads" and "flaws" in the ore.Besides these local weak areas there are ground movements-referred to later-of varying magnitude extending throughout the central portion of the lode where the large ore-bodies, several hundred feet wide, approached the surface.

Previous paleodepth studies of low-sulphidation epithermal Au-Ag deposits in the Coromandel region indicated that economic gold mineralisation was generally limited to a depth zone of 100 to 400 m below the paleosurface. Notable exceptions are Waihi and Karangahake, where ore shoots extended to depths of about 750 and 900 m respectively. These studies have been extended to include Au-Ag, Hg and Sb epithermal deposits in Northland and the Taupo Volcanic Zone. The main paleodepth indicators used are sinters and hydrothermal eruption breccias, hydrostatic pressures estimated from homogenisation temperature measurements on fluid inclusions, and hydrothermal alteration mineralogy. Also the occurrence of lacustrine and fluvial sediments is an indicator of the paleosurface at their time of deposition. Selected paleodepth indicators have been compiled and mapped in a GIS environment. The distribution of the paleodepth indicators are used to define regional variations in erosion levels, and may be useful in predicting areas most likely to preserve the optimum depth window for gold deposition. In the Coromandel region, regional stream sediment geochemical data has also been used to broadly define erosion levels in terms of Zn, Pb and Cu representing deeper base metal zone mineralization and Hg and Sb representing shallower cinnabar and stibnite mineralisation. The interpretations of paleodepth and potential reconstruction of paleosurfaces are limited by the paucity of data, poor age control on the paleodepth indicators and the epithermal deposits, and marked relief and complex stratigraphy in the volcanic terranes.

The West Coast contains one of the world's giant placer gold deposits with production since the 1860s totalling some six million ounces (present day value NZ$ 3.6 billion). The deposits have been worked variously by hand, ground sluicing, hydraulicking and/or elevating, blocking out, deep leading and bucketline dredging. Since the sharp gold price rise of 1979 - 1980 gold production has increased steadily (in spite of the closure of the Kaniere dredge) to some 30 000 ounces (933 kg) in 1984. Production is primarily from some 100 medium scale mining, operations treating 50 - 200 000 m3 of auriferous late Pleistocene fluvial gravels year. In spite of their economic value the deposits remain only poorly investigated and many fundamental questions relating to the origin and formation of the deposits remain unanswered. This paper attempts to describe the geology of the deposits and outline a genetic model for their formation, and then discusses some of the economic aspects and current limitations and opportunities of the growing alluvial gold mining industry of the region.

It is shown that factors associated with conditions whIch are thermodynamically favourable for the formation of CuS04 in roasting lead to high copper recoveries on leaching. One of these factors is the ratio of the air to solids used for roasting. This can be varied widely without loss of temperature control in the sulphating roasting of many Australian copper concentrates.Thus, the prediction of the air to solids ratio corresponding to a maximum p(SO3) value, for a given concentrate and temperature, is of importance in fluidized bed roasting, since this could be associated with the formation of a maximum quantity of CuS04. Calculations are presented which predict this air to solids ratio, not only for a given concentrate composition, temperature, and pressure, but also for air which is enriched with sulphur dioxide or oxygen.

Uranium exploration was commenced in 1973 and carried out at a regional scale over a wide area of the northern part of the Camarvon Basin of Western Australia by Minatome Australia Pty Limited and their joint-venture partners. As a result, pervasive uranium mineralization has been found in the Cretaceous sandstones near Manyingee Hills in the Onslow Region, which were probably deposited in a near-shore, fluvia deltaic palaeo-environment.Mineralization is generally found in poorly sorted argillaceous sandstones and siltstones near redox fronts formed by oxidizing waters circulating in reduced sediments. The principal minerals found in the two Manyingee deposits delineated so far are coffinite, uraninite with associated pyrite in the reduced zones, and phosphuranylite, siderite and limonite in the oxidized zones. The presence of dissolved uranium in the superficial aquifers, of secondary uranium minerals as coatings on granitic rocks, and of recent uranium-bearing calcrete sediments, suggest that the whole Cretaceous-Precambrian system has been subjected to the formation ofroll-front type uranium deposits since the Cretaceous. Continuing exploration is locating additional uranium occurrences. The deposits outlined so far are being evaluated for their amenability to in situ leaching tests planned for 1982-1983.

The object of this paper is to give a description of the new office and changehouse building and equipment at the Zinc Corporation Limited, the office section of which has now been in full use for approximately three years, and the changehouse section for approximately two years. As the expectations of the design have been fully realized, it is thought that this description will be of interest to members and possibly of some use to others faced with similar problems.GENERALIn the centralization of the surface plant around the new main shaft the combined office and changehouse building forms a prominent feature, being located between the shaft and the mill and facing the workshops on the northern side.The scheme for housing all employees in one building was proposed by the Manager, Mr. A. J. Keast, who was familiar with a similar successful structure built at the McIntyre Porcupine Mines Ltd. in Ontario, Canada.The principal features of this building were adopted as a basis for design, and the present layout evolved to suit the particular requirements of this mine.Some of the advantages of the design are:(a) Economy in first cost and space occupied when compared with plants having separate office and changehouse buildings.(b) Easier and more constant supervision of employees and of the plant by the senior staff members.(c) Close contact between officials of all departments.(d) Close covered connection between changehouse and shaft.(e) Avoidance of duplication of ,essential services such as electric power, water, heating plant, sewerage, etc.The Managing Director, Mr. W. S. Robinson, further instructed that the following requirements be adhered to in the new building:(a) Ample accommodation to be provided for office staff and other employees.(b) Special attention to be paid to lighting, both natural and artificial.(c) Working temperatures to be controlled to facilitate comfort and efficiency.(d) The buildings and equipment' to be of a permanent nature with furnishings and fittings of modern design.
