A good deal of criticism has been levelled at Mines Division over the slowness of processing mining privilege applications, some of which is justified and some which is not. There are many reasons for delays in the processing of applications and not the least of these delays are caused by the applicants themselves.

The ongoing need for improved fuel economy, longer engine life, reduced emissions and greater power output has driven the need for lower charge air temperatures. Cuamins will introduce a split loop, single water pump approach to low temperature aftercooling (LTA) in 1987 with the introduction of its 1492 kW (2000 BP) 16 cylinder K Series engine. The LTA system selection process considered performance, durability, fuel economy, and total engine installed cost. The split loop system selected takes full advantage of the engine cooling characteristics to provide optimum charge air temperatures at all speeds, loads and ambient temperatures. Computer simulations and engine tests were used to determine performance for each charge air cooling alternative. The split loop system chosen offers many advantages compared to the other alternative systems studied which included air-to-air and dual loop (two radiator, two water pump) systems.

The process and control technologies incorporated into the coal preparation plant at Newlands were to be used for the first time in Australia. The commissioning organisation and procedures were set up on the basis that commissioning personnel, while being competent, would be unfamiliar with the equipment. In addition the commissioning process would have to be completed quickly. The organisation coped with all of these problems and more.

Deposits of gold, silver and other precious metals often display a high variability of grade values, usually a very low average metal content and are frequently not easy to sample reliably. The characteristics, together with the volatility of precious metal prices, make evaluations of precious metal deposits extremely difficult to make. Geostatistical estimation techniques can be used to make grade estimates of precious metals and to assess the reliability of these estimates. Two case studies are presented.

This paper describes laboratory testwork for the beneficiation of a medium grade iron ore, using Wet High Intensity Magnetic Separation (WHIMS). Factors leading to the selection of machine type for this method of separation are discussed and the design of the WHIMS section flowsheet of an iron ore beneficiation production plant are described including methods to achieve operational flexibility and adequate protection of the WHIMS separating chamber. The results of the commissioning and operation of the production plant over several years are described, together with experience developed in plant operation. Data on recovery of hematite over the full range of size fractions treated is presented and compared with data in the literature. Potential methods of improving plant performance are discussed. This paper uses the results of research trials by Landcare Research and Forest Research Institute and assessments of reclamation plantings at mines and other drastically disturbed sites to describe methods of enhancing restoration of native forests. The characteristics of mine and forest environments are compared to highlight the difficulties facing restoration and techniques which result in successful restoration are described. Selection of the most appropriate technique is illustrated by describing restoration of lowland beech-podocarp forest at a West Coast coal mine. The key to successful reclamation is to understand the factors controlling and limiting plant establishment and growth, then to design rooting media, surfaces and management regimes to create a favourable environment. This paper concludes with a summary of the planning and technical factors which are critical for successful restoration of native forest.

The patterns of occupational health pro- grammes in mining and metallurgy are discussed in relation to the impact of chemical and phy- sical hazards on the health of workers in these fields. Mining and metallurgy are quite unique in that their history and practice embrace virtually the total spectrum of occupational health problems and hazards as understood today. A panoramic concept of the possibilities would comprise the following fields: 1. The Pneumoconioses or Dust Diseases. 2. Physical stress due to exertion, and exposure to heat and humidity in deep mines. 3. The toxic effects of various metals in the mining of ore. The most obvious are lead, mercury, arsenic and manganese. 4. Diseases associated with mining. These include leptospirosis, ankylostomiasis and mycotic infections of the skin. 5. The Beat Diseases of coal miners working in narrow seams. 6. Illumination problems and miners nystagmus. 7. Geographical and climatic problems

Acid mine drainage is an unavoidable consequence of some coal mining operations. Typically runoff pH is below 3.5 and at these pH levels heavy metals are mobilised. Leachate from coal reject dumps may require collection and treatment to raise the pH and precipitate the metals before being discharged.A bi-product of coal mining operations at Clarence Colliery is coarse washery reject. At present the coarse reject is deposited above ground and rehabilitated. Adjacent to Clarence Colliery is the Kable's Transport Pty Ltd sand mining operation. It has been proposed that co-disposal of the rejects from both operations may produce a product whose leachate has near neutral pH.

Immigration has influenced Australia's development more than any other factor. As well as being critical to our economic growth and development, it has made a major contrib- ution to our population growth, to the richness and diversity of our society and to our inter- national relations. Migration from the United Kingdom has been the mainstay of our settler intake for many years, but its relative importance has declined in recent decades. Non-British European migration formed an important part of our post-war intake and, in the past few years, migration from Asia has reached significant levels - particularly through our resettlement of Indo-Chinese refugees. In planning our future immigration, it is important to look beyond short term direct economic consequences. Australia has looked to its resources for progress, but Japan, Korea, Taiwan and Singapore have achieved dramatic economic progress without resources, based on the will and dynamism of their societies. Immigration can contribute greatly to the development of a dynamic, outward looking Australian society able to make the most of our great resource potential.

The interaction of flotation collectors with sulphide minerals takes place at the solid - solution interface. The electrochemistry of the processes which affect this interface are discussed. The interaction of xanthates with sulphides is an electrochemical process, xanthates being electro-oxidized to chemisorbed xanthate and dixanthogen. The role of oxygen is to provide a cathodic process to allow the anodic oxidation to occur. The hydrophobic condition of the mineral surface is brought about by the presence of the oxidized xanthate species. The action of reagents which can activate or depress the flotation of sulphides is discussed briefly.

The article presents methods of testing and recording of water amount pumped out in surface mining. The authors describe necessary recommendations how to carry out measurements so that one can separate the surface run-off and groundwater inflow from the total inflow. They demonstrate methods of evaluation of these kinds of inflow in open pits when water amount testing is carried out every eight and 24 hours as well as simple methods when only monthly records of water are available. The authors also describe procedures for evaluating the water inflow when an open pit is dewatered gravitationally and measurements in discharge channels are irregularly carried out.

In the early stages of the rift it is thought.that submarine basalts may have extruded up the .'tension .scar and spread across the floor of the opening rift. Thick clastic muddy sediments derived almost exclusively from the rifted block were then spread across the floor of the opening rift. Later ~ertiary lateral movements from east to west along the Markham-Ramu Fault appear to have bent the northern end of the Morobe Arc towards the.east,,causing the intense folding in the sediments of the Aure Trough.

Geochemical investigations carried out in the Woodcutters area, Rum Jungle district, NT., consisted of a programme of C-horizon soil geochemical sampling followed by rotary-percussion and diamond drilling.Comparison of detailed geochemical sampling with the original broadly-spaced sampling showed that the structures along which the orebodies occur are reflected very closely by the detailed sampling.A series of vertical rotary-percussion drill holes put down adjacent to a gossan revealed a broad layered dispersion of lead and zinc in the deep lateritic weathering profile, while primary dispersion haloes are only very narrow. The layering appears to be related to the weathering profile.

The ore body being worked is about one hundred feet in length by seventy feet in width. A face of about fifteen feet is stoped over the whole level at one operation, this height standing without any timber.Double lines of logs, twenty feet in length and from ten inches to one foot in thickness at the small end, are then laid longitudinally, butt to butt, and breaking joint from end to end of the ore body they are at ten feet centres from wall to wall. The starting logs are single for the first ten feet and their ends are hitched into the solid rock. These are called "miners" and are the logs which are picked up as the level underneath is worked up. The double layer gives a better chance of picking up. Logs are now laid from the centre of the ore body at right angles to the miners, the ends being hitched into the walls. A space, seven feet wide, is left open right through the centre of the ore body...

This paper examines six sites in Northern Nevada where soils and groundwater have been contaminated with petroleum hydrocarbons and/or organochlorine compounds. All six of the sites studied are located in an arid, highly mineralised area of the Great Basin. As a part of the original geochemical investigation to determine the applicability of biodegradation in the remediation of petroleum impacted soils and aquifers extremely high levels of uranium, vanadium and molybdenum were detected in the anaerobic groundwaters associated with some of the hydrocarbon plumes. Some groundwater uranium concentrations exceeded 7 ppm while vanadium and molybdenum concentrations reached almost one ppm. The bioleaching appeared to be most effective under methanogenic conditions and was noted in both high sulfide and low sulfide environments. Background concentrations of uranium in the formation were measured between 6 ppm and 109 ppm and highly dependent upon depth with the highest levels being found in association with evaporites. Unlike uranium, vanadium tended to concentrate in free-floating organic fractions reaching levels as high as 2000 ppm in the layers of jet fuel floating above the groundwater. Molybdenum was the most resistant of the three metals to bioleaching.

Main geochemical problems concerning the environment and mining industry interrelation are connected with the transformation of natural water chemistry by mining wastes. The investigation of many mines in Primorye, the southern part of the Russian Far East, showed that their mining waters have high concentrations of heavy metals and aluminium. Water acidity is primarily connected with the amount of acid-forming sulphide minerals in ores and also depends on the neutralising capacity of rocks. Considerable quantity of metals occur in the waters in dissolved form. Metal concentrations in mining waters exceeds the natural levels by 2-5 orders of magnitude and can't be reduced to the background levels even after multiple dilution. It is necessary to develop and put into practice new technologies so that to reduce the geochemical impact upon the environment.

The Argyle Diamond Mine is the first significant diamond producer in Australia. The project has been developed with new concepts in circuit design, process control technology, organisational development and training. After its first year of operation, the Argyle Heavy Medium Separation Plant has proven extremely efficient in recovering diamonds. Apart from cyclone wear, no major problems have been encountered. Ferrosilicon consumption is well below the design level which is a reflection of the sound design of the medium circuit. An Audit Plant continuously monitors the Heavy Medium Separation Plant tailings for diamond loss.

The energy crisis and the general increase in fuel prices have changed the position of coal in the world. Countries need to review their policies on coal, depending on available reserves and their accessibility. On the demand side, a distinction should be made between the steel industry's specific demand for coking coal and the needs of power stations where coal is used in competition with other sources of energy. Coal consumption in these two sectors is expected to increase considerably over the foreseable future. Some countries have sufficient coal of their own to meet this increased demand but others will have to rely on imports. As a result, the tonnage of coal transported by sea may double by 1985. The coal industry lacks flexibility. The opening of new mines and the construction of a transport system to ship the coal takes time. This time-lag, coupled with the enormous expenditure involved, makes long-term contracts between producers and consumers essential.

The financing of smaller resource projects has proven to be a difficult problem for promoters and financiers alike as very often such projects have not met the requirements of available financing methods and promoters have equally found it difficult to establish credibility, management and technical ability with potential financing sources. Solutions to the dilemma in which many of these projects find themselves are not readily apparent but will need to be found if the full potential of Australia's resources is to be realised. INTRODUCTION The growth of so called project financing in its present form is normally considered to be a phenomenon of very recent times, however, paradoxically there are references to what could be called financing in the old testament. To confuse the issue further financing small resource projects may not, and very often are not undertaken on a project financing basis. On the basis of the data known on formation, characteristics and stability of solute heavy non-ferrous metals under different temperature and pressure conditions and different concentrations of substances dissolved it is found to be possible to obtain a condition of mineral formation resulting in selective production of free-floating minerals. This process of forced mineral formation has been taken as a basis of new methods of refractory copper raw materials concentration, complex processing of lead dust from copper smelting plants, lead flotation tailings final concentration and of those of polymetallic ores concentration. This list of effective utilisation of the process is not exhaustive (Bekturganov Abishev and Shkodin, 1987; Bekturganov and Sim, 1987; Bekturganov, 1988; Abishev and Bekturganov, 1989; Bekturganov, 1989a). To understand the character of the sulphurising thermodynamic and kinetic examination have been done. Analysis of conditions of the newly formed mineral associations formation and stability facilitates the elaboration of methods of improvement of results of the valuable components selective separation.
