What is the meaning of the Life of a Mine (LOM) if that mine results in a requirement for water treatment in perpetuity? ‘In perpetuity’ is of course a duration with no relationship to a Life-of-Mine or what might rightly be regarded by external stakeholders as a fair and reasonable post-mine recovery period. It exceeds the life span of investors, mine managers and governments, indeed even of capital markets as we know them, and of corporate and individual memories.In mine and mine closure planning, decisions are usually based at least to a significant extent on traditional economic analysis underlain by discounted cash flows (DCF). For investments in income-producing facilities, such as mining development and equipment, and ore-processing plant and equipment, this analysis reflects commercial reality and allows for comparison of competing investments. However, for environmental and social infrastructure, the same analysis using the same input parameters, especially the discount rate applied to cash flows, can lead to a bias against the adoption of best practices for non-investor stakeholders. Other than being reasonably certain of the average vertical stress being lithostatic, there can be little certainty about stress in the ground. The stresses and strains in rock are a function of gravitational effects, external load, thermal changes, diagenesis and their mechanical properties including elastic, creep and post failure behaviours. It is highly desirable to measure stress where mining is going to take place, even if the virgin stress condition has already been changed by mining. The concept of some far field stress value that is more or less constant is usually invalid and can be dangerous to use in mine design. Measuring stress is not simple. The basic processes are broken into two categories, one where the rock will not fail around the borehole in which the stress is being measured and one where the rock has failed or will fail. Because of the complexity and cost in obtaining a single, precise stress measurement it is highly desirable to have some system to be able to obtain an idea of the uniformity, or otherwise of the stress situation between precise measurements. Table 1 shows the methods for measuring stress. The first five methods work on the basis of some fairly direct measurement of mechanical rock behaviour while the last three are attempts to get some idea of stress out of core long after it is removed from the host rock. While these latter methods appear to tick all the boxes for applicability there is a great deal of uncertainty in the results that they deliver. This paper reviews the methods for measuring stress and presents two new methods. These are a three dimensional overcore system to provide precise stress measurements in rocks that will not fail around the borehole and a core ovality system. The latter can be used to provide information on the stress difference orthogonal to the core. It is particularly useful because it can be used every metre of core length.

The field of astrometallurgy is a growing area of study. Metal production on the Moon is likely to begin in less than a decade as major space agencies such as NASA (National Aeronautics and Space Administration) and CNSA (China National Space Administration) are preparing to construct permanent lunar bases. The utilisation of regolith to generate oxygen and metals is expected to be important in the development of a sustainable lunar habitat. This paper provides an overview of potential metallurgical processing methods for lunar conditions, emphasising the impact of lunar factors on slag chemistry. The interaction between regolith and the extracted metals, as well as their impact on slag composition and refractory performance, are critical considerations in metal production on the lunar surface. The initial research on lunar metallurgical technologies is focused on oxygen extraction and Fe-Si alloys are reported as the by-products of these processes. This paper delves into the fundamental thermodynamics associated with the carbothermic reduction of lunar regolith. Thermodynamic analysis using the FactSage™ ver 8.2 software package indicates that the Fe-Si alloy can be produced as a metallic product from the lunar regolith at temperatures ranging from 1400°C to 1600°C under terrestrial conditions. However, under ultra-high vacuum conditions (3 × 10-15 bar) on the Moon, the required operating temperature for producing ferrosilicon would be significantly reduced. Thermodynamic modelling results indicate that under lunar vacuum conditions, Fe-Si alloys only exist as solid phases at lower temperatures below 650°C. At higher temperatures, both Fe and Si are expected to be present in the gas phase. In this work, the carbothermic reduction of the Lunar Mare Simulant (LMS-1) is conducted under terrestrial conditions. The findings indicate that the process can readily yield Fe-Si alloys with 7–10 wt per cent Si at 1600°C. Additionally, energy dispersive spectroscopy (EDS) analysis of the resulting Fe-Si alloy indicates the presence of phosphorus up to 1 wt per cent.

Nautilus Minerals Inc is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.Economies depend upon four key types of capital: built, natural, financial and human. Natural capital consists of the ‘minerals, energy, plants, animals, ecosystems (climatic processes, nutrient cycles and other natural structures and systems) found on Earth that provide a flow of natural goods and services’ (Daly and Farley, 2004). Many ecosystem goods such as fish, fruit and water are already valued and sold in markets; however, some ecosystem services are not amenable to markets and have remained unvalued in traditional accounting methods, even though they provide significant value (such as flood protection, climate stability etc; Batker and Schmidt, 2015).There are now economic methods available to quantify and value natural capital and many non-market ecosystem services. When valued in dollars, these services can be incorporated into a number of economic tools, including benefit-cost analysis, accounting, environmental impact statements, asset management plans and rate of return on investment calculations. Their inclusion ultimately strengthens decision-making. When natural capital assets and ecosystem services are not considered in economic analysis, they are effectively valued at zero. This omission can lead to poor decisions, inefficient capital investments, higher incurred costs and losses due to unexpected events (Batker and Schmidt, 2015).In 2015 Earth Economics was commissioned by Nautilus Minerals Inc to conduct an independent, objective environmental and social benchmarking analysis of the proposed deep seabed Solwara 1 mine with terrestrial copper mines (referred to as ‘the report’). The report represents the first ever natural capital accounting and ecosystem goods and services framework for seabed mining.The report compares the proposed Solwara 1 mine with three terrestrial mines: Bingham Canyon (Utah, USA), Prominent Hill (South Australia, Australia), and Intag (a proposed mine in Intag Province, Ecuador), and provides a natural capital accounting assessment for all four operations.CITATION:Grogan, R, 2016. "Mining is an inherently risky business: from the technical, environmental, social and economic uncertainties associated with advancing an exploration concept to a viable project; to the risks associated with the operating, market, and safety risks and uncertainties attached to a developed mine; and the final mine closure process.Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Over much of Australia, rainfall is highly seasonal and storm-driven. Consequently, operational mines often need extensive earthworks – drains, dams and levees – for protection during the occasional large floods and for water storage against the dry times; however, it has not been appreciated that many of these earthworks will need to function after mining has finished, sometimes, beyond a normal design life for engineered structures.While a mine is operating, standards for design and maintenance are dictated by regulation and risk assessment. For dams and levees – regulated structures – the standards imposed mainly relate to life-of-mine. The levels of risk and maintenance accepted by the mine operator may not be acceptable to another landholder in perpetuity. However, the Environmental Authority cannot be surrendered unless the landholder has accepted responsibility for any unrehabilitated regulated structures (Department of Environment and Heritage Protection (DEHP), 2016).In order for a future landholder to be willing to take responsibility for a dam or levee, the structure should be of value to the business of the property. For a geometallurgical program to be successful, linkage must be made between the geologists and geostaticians who understand and model the orebody, the metallurgists who determine the value that can be extracted from the different geometallurgical units, and the mine planners who develop and optimise the plan to extract maximum economic value from the resource. One of the primary purposes of geometallurgical models is in the determination of the economic cut-off between ore and waste. Recognition of the level of confidence required in the estimation of grade, throughput and recovery is critical to the planning of a successful geometallurgical program. It also helps clarify the scope of work needed to mitigate risk at each stage in the development of a new mine projectThis presentation provides some of the author’s experience with development and application of geometallurgical models for existing base metal operations. It discusses how geological units defined by lithology, structure, alteration etc, can be translated into geometallurgical ore types defined by mineralogy, ore hardness, and flotation behaviour. Examples of how these characteristics have been used to estimate key economic parameters such as mill throughput and flotation recovery at two brown-field operations are provided. The first example relates to the modelling of metallurgical performance at Teck’s Red Dog zinc-lead mine in Alaska. Prior to 2000, zinc, lead and silver recoveries from a block of ore at Red Dog were either assumed constant, or were varied according to simplistic models. Throughput was not thought to vary substantially between blocks, so an average value was used for each blended stockpile. It is quite possible that some ore-value blocks were classified as waste, and some waste-value blocks treated as ore, as a result of poor understanding of the true economic cut off across the wide range of ore types observed at Red Dog. After an extensive flotation test program, the first assay-based zinc recovery model was developed for the Main pit reserve in 2003.**This is an abstract only. Organisations’ incident classification processes are plagued by the overclassification of events, often leading to excessive workloads and suboptimal outcomes. This presentation addresses the pressing need to rethink how incidents are classified to maximise organisational learning and minimise systemic risk. A major issue in the current incident classification landscape is the tendency to classify events at high levels, overwhelming organisations with investigations they cannot efficiently handle. This results in inadequate risk reduction and learning opportunities. The link between injury classification and investigation methods further compounds these problems, creating unnecessary administrative clutter. Challenging the misconception that every event, no matter how minor, requires a comprehensive investigation, this presentation advocates for a shift in perspective. The key recommendation is to decouple injury classification and risk matrices from the decision-making process regarding what and how to investigate. Instead, the emphasis should be placed on identifying opportunities for organisational learning and risk reduction. Organisations can streamline their incident management processes by adopting a more pragmatic approach that aligns incident classification with the organisation’s investigation capacity. This transformation focuses on achieving meaningful outcomes, enhancing safety and improving performance. This presentation provides an innovative process for organisations to revamp their incident classification practices, enabling them to harness the full potential of incident data for learning and risk mitigation. It highlights the importance of aligning incident classification with the opportunity for organisational learning, ultimately leading to more effective incident management and enhanced safety outcomes.

Coal burst is defined as a dynamic release of energy within the rock or coal mass in underground coalmines that causes violent rock or coal ejection in the vicinity of mine excavations. It poses one of the highest safety and productivity risks in the mining industry as coal bursts have the potential to cause multiple fatalities. As Australian coalmines go deeper, the likelihood of coal burst increases. Thus, it is critical to assess the ground support requirements in coal burst-prone conditions. A previous study conducted by the authors (Wei et al, 2022) reviewed the support capacities of a wide range of ground support elements in laboratory tests. This study aims to examine the role and effects of the ground support elements and systems for Australian underground coalmines to minimise the damage caused by catastrophic dynamic failures (ie coal and rock burst) and enhance the safety of mine workers.

IonicRE acknowledges within our mining industry, there is a common belief that workplace health and safety, often referred to as safety, is just a matter of ‘common sense’ – something obvious and easy. However, at IonicRE, we hold a different perspective. We understand that safety is far from easy. We recognise the need to emphasise the importance of understanding and conveying the inherent difficulties of working safely. We are committed to implementing processes that support individuals in achieving our safety objective of eliminating fatalities and permanently disabling injuries. To build resilience and sustainability into safety performance, we draw parallels with the principles underpinning sustainable and exceptional production performance. Achieving sustainable safety performance demands effective leadership, meticulous planning, adept management, genuine care and unwavering commitment. We’ve leveraged various tools and techniques, such as DISC theory, Maslow’s hierarchy, process control, Kaizen, Six Sigma and Kirkpatrick’s 4 levels, among others, to facilitate this improvement. There methods play a pivotal role in developing a Safety Blueprint for enhanced safety performance. This paper provides an overview of IonicRE’s Safety Blueprint, a strategic framework for developing our safety capability. Our capability is underpinned by three key pillars. Firstly, a comprehensive risk management approach is imperative, encompassing the understanding of hazards, the identification of threats to our people and the associated risks. Secondly, it entails providing and enforcing accountability to sustain our safety capability. Lastly, it involves constructing an effective defence system against threats and harm. Implementing these pillars requires a meticulously devised change process. Anticipating resistance and potential setbacks, we underscore the importance of having the right people and a wellcommunicated vision for safety at IonicRE. A Safety Blueprint serves as a detailed plan outlining the path toward a future goal. At IonicRE, we contend that safety in the mining industry has generally lacked a coherent and effective Safety Blueprint – a comprehensive plan to navigate the journey toward a destination. Drawing parallels with NASA’s detailed plan for landing a man on the moon safely, we question why, as an industry, we cannot similarly eliminate fatalities. While progress has been made in the last century, we must not wait another 50 years to eradicate fatalities from our industry. Examining Safe Work Australia data from 2008 reveals that 47 per cent of mining fatalities result from vehicle activity and 40 per cent stem from individuals being struck by an object. As of December 7, 2023, seven lives have been lost in the mining industry in Australia this year, indicating a stubborn trend mirroring 2022, with limited improvement over the past 25 years. These incidents are not isolated or unexpected. We understand the hazards and controls, yet fatalities persist. IonicRE considers that the mining industry stands at a critical juncture – do we accept a plateau in mining safety performance, or do we rethink our approach? At IonicRE, we are thoroughly reassessing the hazards that threaten our people, systematically redefining effective risk control measures and establishing a robust framework to hold individuals accountable for the effective implementation of the control measure.

Many open cut mines extend to depths well below the natural water table level with constant dewatering required to maintain operations. When mining activities cease the groundwater starts to fill the void and pit lakes form. The resultant pit lake is directly connected to the surrounding water table and understanding the hydrological and chemical evolution of these lakes is important for minimising environmental impacts. In Western Australia alone there are currently 1800 mine voids and more than 150 mines operating below the water table (Johnson and Wright, 2003). In conjunction with BHP Billiton Iron Ore, CSIRO has been undertaking research to measure and model rates of evaporation from pit lakes in the Pilbara region of Western Australia. "*This is an abstract only*Construction of geological models for kimberlites has historically largely been based on visual volcanic textures and features, with chemical data only collected on an ad-hoc basis depending on the level of perceived complexity observed in the geological data. The focus of this paper is a high-level view of the impact an initial absence (or lack) of relevant chemical data had on two kimberlite resource models as well as how the magnitude of the problem increased once the resource estimation process commenced (Stiefenhofer, 2013). The impact of ignoring chemical data on a project assessment where micro-diamond estimation techniques are employed, is also discussed. Resource estimates based on micro-diamond data are critically dependent on the use of the correct geological model since stationarity of the size frequency distribution is key to the generation of correct grade estimates. "One of the key risks to the success of a mining operation is the accuracy of the estimates of both the economic mineral and any accompanying contaminants contained within the ore reserve. Misrepresenting the mineralogical characteristics of the ore reserve can result in considerable financial investment in an operation that is in fact uneconomic and/or carries a significant environmental risk. This in turn can result in an unplanned closure of the operation with associated financial, environmental and social legacy. One way to minimise this risk is to undertake high density resource sampling to gain a better understanding of the resource characteristics. However, such an approach is expensive, time-consuming and often impractical. The risk of not having an accurate model is typically assessed during a feasibility study utilising a Monte Carlo simulation method or some form of sensitivity analysis. Importantly, the error margins used in these types of analyses are often based on subjective or very general criteria such as ‘professional judgement’ or an ‘industry standard’. This presentation introduces a conditional simulation method for developing a range of mineralogical distribution models. Based broadly on the method outlined in Journel and Kyriakidis (2004) the proposed approach develops this work further. It combines a geostatistical analysis of the available data with automated mine design software to provide a rigorous method for assessing the confidence in the mineralogical characterisation of the ore reserve. The process is based on simulating possible mine plans based on the statistical characteristics of the available resource sample data. These plans are then assessed against high resolution resource models generated using a Sequential Gaussian Simulation method. The outcome is confidence intervals for important characteristics of the ore reserve estimate relative to the actual resource. The circular economy concept, as defined by the Ellen MacArthur Foundation (2015) and quoted by the recent International Council on Mining and Metals (ICMM) Guide to Responsible Sourcing, calls for shifting industrial systems from a linear take-make-waste model to a circular model (ICMM, 2015). In this model products are designed to optimise product and material recovery and reuse, and by-products of one system are used as inputs into other product systems. While the mining industry to date has made a limited contribution to the circular economy, the current market conditions, which are prompting calls for greater innovation, make the timing right for the industry to boost its contribution by utilising and generating value from mining waste, or making it available as a feedstock from which other industries can harness value.The first part of this extended abstract discusses the way the circular economy concept can be adapted to metal mining activities, contributing to a more sustainable resource extraction at the mine site level. The second part of this extended abstract presents a circular economy based framework revolving around non-renewable resources conservation. The use of spectral data has traditionally been for obtaining mineral information and for mapping out alteration systems. The output from these data is typically in the form of mineral assemblages and data on relative proportions of minerals. However there is much more than just mineral information in the spectral data. Most importantly, the data allow the user to obtain vital information on mineral chemistry for some key alteration minerals. The mineral chemistry data allow the users to evaluate multiple phases of alteration of the same key mineral species, and to assess which phase is related to mineralisation. Mineral indices can be extracted from the spectral data and plotted to represent variations in the chemistry and relative proportions of key mineral phases as downhole, section and three-dimensional (3D) plots. These data can also be compared with the spatial distribution of the mineralisation by integration with geochemical and logging data. Through spatial and statistical evaluation the mineral information obtained using spectral analysis can provide vital information to assist in building alteration models and therefore improve targeting for further drilling and exploration.

The process of excavating and mining coal causes fractures in the overlying and underlying strata. The fractures provide pathways for gas released from coal seams and other gas-bearing strata to flow into the mine workings. Coal seam gas typically contains high concentrations of methane with lesser concentrations of carbon dioxide. Low concentrations of other gases such as nitrogen, hydrogen sulfide and ethane may also be present in some coal seams. In certain geological settings, particularly in close proximity to geological structures, such as faults and dykes, the concentration of gases contained in a coal seam can vary significantly between methane-rich to carbon dioxide-rich.In mine design and planning it is vital that mining engineers gather sufficient information to accurately determine the content and composition of the gas present in the coal seam and develop an understanding of changes in these parameters within the planned mining area.The longwall method of mining coal causes fracturing of the overlying and underlying strata behind the retreating longwall face. Where coal seams and other gas-bearing strata are present within the caving zone, gas will be released from the strata leading to contamination of the mine workings. If the rate of gas emission exceeds the diluting capacity of the mine ventilation, the concentration of gas in the mine may exceed the statutory limit, resulting in production delays and potentially unsafe conditions.CITATION:Black, D J, 2016. Bow-tie analysis is a commonly used tool in the Major Hazard Facility sector to identify, display and control risks that have the potential to pose serious harm to personnel. It is a simple but powerful risk management tool that displays traditional risk assessment outputs as easily interpreted ‘bow-tie diagrams’. These are an effective and versatile communication format that can be applied to any type of risk (eg safety, environmental, assets etc) and as such show great benefit in managing operational hazards in mining.

A full-length paper was not prepared for this presentation.The Halasu porphyry copper belt, located in the East Junggar basin bounded by Chinese Altay to the north and the Tianshan mountains to the south in the Central Asian Orogenic Belt, is one of the major porphyry copper belts in Xinjiang province, north-west China. Combined with previous studies in this area, the magmatism can be divided into three periods: pre-mineralisation activity of 390 Ma syn-mineralisation activity of 380–370 Ma post-mineralisation activity of 360–330 Ma.Through the comparison of zircon chemistry from ore-bearing and barren syn-mineralisation intrusions, negative correlation was identified between Ti-in-zircon temperatures and oxygen fugacity, corresponding to the fact that late-stage syn-mineralisation granitoids contain high water content, high oxygen fugacity and low temperatures with higher mineralisation potential. In addition, the relative low initial 87Sr/86Sr ratios, high eHf(t) and eNd(t) values and mantle Pb isotope characteristics in this study support that the magma forming these intrusions was probably derived from juvenile crust generated during subduction-accretionary processes.CITATION:Wu, C and Chen, H, 2015. Mining is currently undergoing a progressive expansion into novel environments (such as the deep ocean), commodities (such as tantalum, rare earths, and other ‘green economy minerals’), and new methods (such as the autonomous underwater cutting machines required to operate in the deep ocean environment, or the use of expanding grouts to deliver a blast-free mining method). The advent of novel mining, environments and commodities heralds an era that will undoubtedly start with much discomfort on the part of regulators and stakeholders, due to a feeling of overwhelming uncertainty. These proposed mining scenarios have few precedents, few examples of successful implementation, short baseline monitoring periods, and few examples of legacy sites that may assist with understanding long term risk and exposure. The evolution of the environmental and social impact assessment (ESIA) process in many regulatory environments recognises stakeholder engagement in a formal and facilitated manner. This is a positive step, and allows stakeholders to be much more meaningfully involved in the permitting process than they historically were. However, with this advance comes the challenge of identifying and communicating with stakeholders; sharing information in a meaningful way, fostering relationships with what can be an extremely large group, and delivering on commitments that inspire confidence to permit operations that have never been permitted before. In order to meet this challenge, it is suggested that changes to collection of data, communication of data, the nature of commitments, and the reporting of performance need to be made in order to effectively communicate management of new technologies, and the impacts that mining may have in new environments (such as the deep ocean). The communication challenge is necessarily greater when describing technology that has never been used, or environments that have never previously been accessed by humans on an industrial scale.
