Bakelite is fairly widely known as a suitable material for the mounting of ore specimens, concentrates and tailings for microscopical study, but has not as yet had extensive application. It is the most suitable mount for specimens which are to be held in the mechanical holder of a polishing machine, based on that described by J. W. Vanderbilt*, which is installed in the Geological Department of the Melbourne University.Bakelite products are prepared by subjecting bakelite powder to a temperature of about 1600 C. under a pressure of approximately two tons per square inch for a period of four minutes. The shape and size of the products are governed by the use of suitably constructed dies. When the concentrate or tailing is mixed with the bakelite powder, a briquette is produced which can be polished so that the opaque minerals in the sample can be examined microscopically in the same way as in a piece of solid ore. The Rock Mass Rating (RMR) and Rock Mass Strength (RMS) classification systems for jointed rock masses are briefly reviewed, with particular reference to their use in slope stability studies. A correlation is provided between the results obtained from the two classifications and an equation is presented tentatively defining the RMR value for long-term stable slope angles. The validity of the equation is discussed in general terms in the context of slope stability problems commonly encountered in Western Australian open pit gold mines.

The Water Act 2000 includes provisions to manage the take of overland flow water. Overland flow water is water that runs across the land after rainfall either before it enters a watercourse, after it leaves a watercourse as floodwater, or after it rises to the surface naturally from underground. To ensure adequate environmental flows and long-term security for water users, it is necessary to balance the amount of water taken as overland flow water and the amount left to flow into watercourses. A water resource plan made under the Water Act 2000 establishes the basis for the sustainable management of this type of water. Of the water resource plans that have been prepared for Queensland catchments, six include provisions to manage the take of overland flow water. This paper discusses some of the common features of these plans and the management approaches adopted. The paper identifies and explains key aspects of the Water Act 2000 framework for managing the take of overland flow water by the mining industry. In particular it explains key concepts of this framework, such as the ability to take overland flow water using existing works, uses of overland flow water that a water resource plan permits, situations where a specific entitlement under the Water Act 2000 is required, and the means for controlling works that take overland flow water. Future initiatives for the regulation and management of overland flow water are then identified and particular challenges for the mining industry associated with using overland flow water highlighted.

Metallurgical accounting is key to the control and production planning process of any mining operation. This is even more crucial for complex operations involving mining, concentration, smelting, refining and marketing. The tracking of multiple metal product and contaminant components through the operation can improve process predictability and inventory management. Appropriate use can be made of æhigh quality dataÆ for strategic reserve utilisation, mining operations, milling operations, etc. This information enables the optimisation of all aspects of the mining and processing operations. This case study discusses a metal balance implementation for WMCÆs Olympic Dam operations; a large integrated mining, concentration and refining operation, which used an existing off the shelf statistical data reconciliation package developed for the oil industry. It was extended to track and balance the metal co-products across the entire integrated mining, mineral processing and refining plant. The key benefits discussed are tight integration with existing data collection systems, formalisation of previously informal processes, and leveraging the development and support available for a widely used package. The project provided a solution for the site metallurgical balance spanning the mine and processing plant. The solution facilitates a bridge between the planning and production worlds, using a common data model across the site.

The extraction of platinum and rhodium from scrapped honeycomb autocatalyst into hydrochloric acid/aluminum chloride/nitric acid solutions is described. Results are given for the effects of leachant composition, temperature and catalyst pre-reduction using hydrogen. Data are also presented for the recovery, by hydrogen reduction, of platinum and rhodium dissolved in the leach solution. Parameters studied include solution composition and temperature, hydrogen pressure, and platinum seed addition.

Environmental management of minesites in general, and management of water discharges in particular, is receiving ever-increasing attention. One key component in the successful design and operation of water management systems is to address the presence of sediment in the water being conveyed. Sediment erosion in the mining environment is often greatly exacerbated by disturbing the ground surface of vast areas of catchment. If sediment avoidance, transport, deposition or release are not adequately addressed, the impact on water management facilities can include loss of storage and hydraulic capacity, more frequent equipment replacement, increased operational costs and potentially environmentally unacceptable sediment discharges to receiving waters. An overview of sediment management within water facilities is presented here, and design of one particular approach, the use of settling basins for sediment removal, is discussed in detail. Examples are used to illustrate lessons learnt where particular approaches to sediment management have been found to be lacking. The common themes in the lessons learnt include the need to characterise hydrodynamic conditions and sediment properties in the water source, to set performance targets for sediment management, and to develop operating procedures to meet these targets under a realistic range of scenarios. The examples show how analysis of expected performance of sediment management can help with planning of operation and maintenance strategies. For settling basins, use of a simulation model that includes the effects of turbulence on settling can provide considerable benefits in optimising basin design and evaluating performance. Even in the most basic approach to sediment settling, establishing performance targets based on design flow and sediment characteristics is critical.

Spray-on liners used in the mining industry for ground support and stabilisation applications are either cement based (æshotcreteÆ) or polymer based (æthin spray-on linersÆ). Some thin spray-on liners are a blend of both polymer and cement (eg Tekflex). A small number of thin spray-on liners (TSLs) have been trialled in Australia as potential replacements for steel mesh in roadways and other underground mining applications; however, they were found to cure slowly and the cured coatings became brittle after an extended time in place. The University of Wollongong in collaboration with the Australian coal mining industry has shown that a viable polymer-based alternative to steel mesh in underground roadway support applications can be developed to eliminate the use and handling of steel mesh. The work to date has: established the feasibility of developing polymeric alternatives to steel mesh in underground roadway support applications; identified the physical and material constraints to be endured by any new polymeric skin reinforcement system by measuring the mechanical properties of steel mesh; identified materials that can be spray applied; and demonstrated that polymer mechanical properties can be optimised to produce similar mechanical properties (elastic modulus, yield stress, elongation-at-break, etc) to steel mesh. The identified materials will: allow the face support cycle to be fully automated, or at least remotely operated and installed; remove personnel from the immediate face area; and substantially improve underground roadway development rates.

Nickel sulphide precipitated from waste liquors at the Yabulu plant of Queensland Nickel Pty Ltd was pressure leached under various conditions. Leaching at 130¦C and 700 kPa of air dissolved 95 per cent of the nickel as the sulphate in less than 2 h. Leaching at 130¦C and 350 kPa of oxygen dis- solved 95 per cent of the nickel in less than 1 h. Dissolution was faster with oxygen than with the equivalent pressure of air. Crystallization of hydrated nickel sul- phate from the resulting clarified leachate is readily achieved. Because the sulphide pre- cipitate also contains minor amounts of iron, copper and cobalt, the crystallization product contains these metals in excess of the amounts required for electrolytic-grade nickel sul- phate. This grade of product could only be produced if the contaminants were removed prior to crystallization. Alternatively, the "crude" nickel sulphate could find a market as a feed for the electrolytic production of Ni-Fe coatings.

It is no longer satisfactory to assess the value of a coking coal on its intrinsic properties alone, its value depends upon its behaviour as a component in a blend. No single test can be used to make this assessment, it can only be made by carrying out a suite of tests. The quality parameters which are considered desirable, and which have widespread acceptance, have been discussed and their application to the blending of coals from New South Wales and New Zealand has been reported and discussed. Blending can be utilised to offset deficiencies, or capitalise on advantages, of the individual coals making up a blend. The combination of shot-firing and stage loader, and a prop and bar support system is an accepted drivage method. The support configuration is based on the final prop density, and assumes relitively uniform load sharing between the props. During the development of a longwall faceline at a medium depth (approximately 600m) British coal mine using such a drivage method, a fall occured overnight, effectively closing approximately 40m of the drivage. The severity and speed of the fall prompted an investigation into the performance of the temporary support system installed prior to chock installation. This paper deals with the investigation which disclosed some major contributory factors towards loss of strata control.

The Electrolytic Refining and Smelting Company of Australia Limited (ER&S) operates a copper smelting and refining plant and is situated close to the heart of the highly industrialised area of Port Kembla. In March, 1982 the Company entered into an undertaking with the State Pollution Control Commission (SPCC) to monitor ambient levels of sulphur dioxide (S02) gases present in the atmosphere in the surrounding urban area. Despite the use of a 200 metre high stack for dispersal of the smelter waste gas stream at ER&S, two local suburbs, Warrawong and Primbee were experiencing on occasions high ambient concentrations of S02 resulting in discomfort to local residents. In late March 1982, ER&S installed a highly advanced S02 monitoring system to continuously monitor the levels at Warrawong. The system was extended to include S02 monitoring at Primbee in November 1982, and further extended in June 1983, to include an input of meteorological data. Initially the system was designed to monitor and react to high concentrations of S02 at either of the two monitoring stations. Currently however, refinement is taking place to allow a predictive nature to be built into the system such that it not only reacts to an adverse situation but can predict weather patterns likely to cause high concentrations and thus avoid these events. The entire system is still undergoing a growth and development period, however the results obtained to date are pleasing to both the Company and the SPCC.

An effective production control system should maximise recovery of economic material from the resource. To do this, internal waste must be accurately delineated and efficiently removed. Achieving this is most difficult in low grade blocks just above and just below the cut off grade, where ore:waste separation follows assay or statistical, rather than geological boundaries. Difficulties arise from sampling errors, configuration of the economic mineralisation, and local variations in geology. Mine bench parameters and mining equipment size apply further constraints to the actual field separation of the ore from the waste. At BCL, management of the resource starts with an effective orebody model for planning, scheduling and ore:waste prediction. Ore production from each mining location is reconciled with concentrator tonnage and grade, and the reconciled grades are compared with the planning orebody model to highlight any Differences.

A survey was undertaken on the Kalgoorlie Nickel Smelter in which samples of slag and matte were taken along the length of the integrated flash smelting furnace and analysed to determine the variation of nickel and iron concentration. At the same time the oxygen potential of the slag and matte was measured using disposable tip solid-state oxygen probes. The results show that the oxygen potential of the slag is higher than that of the matte and that both decrease from the reaction shaft end to the slag tap hole end of the furnace. The slag and matte are not at equilibrium except towards the tap hole end. Reduction of nickel and magnetite from the slag occurs before the slag enters the slag-cleaning appendage by reaction with iron in the matte. Thermodynamic modelling and laboratory experiments showed that the equilibrium nickel and magnetite contents of the slag in the absence of a carbonaceous reducing agent are about 0.4 per cent and 7.5 per cent, respectively. A carbonaceous reductant is required to obtain a lower nickel content in the slag.

In Wisconsin, state laws and regulations governing metallic mine permitting stipulate that protection of groundwater quality be assured indefinitely through all phases of the mining project, including development, active mining, reclamation, and long-term closure. By rule, the Wisconsin Department of Natural Resources (WDNR) requires that permit applicants use a numerical model to assist in the assessment of compliance with this requirement for all proposed mine-waste facilities. As a part of the compliance assessment, model calculations are used to predict groundwater solute concentrations through time at designated boundaries for comparison to current groundwater quality standards. In practice, this modelling requirement has involved the application of numerical solute-transport models. Our review of a solute-transport model submitted by the developers of a proposed mine near Crandon, Wisconsin, provides us with an opportunity to assess the usefulness of transport modelling as a permitting requirement. Recent evaluations of solute-transport models by other workers suggest limitations in predictive accuracy. Our review of the model submitted for this project also identified important limitations due primarily to uncertainty in calibration of model parameters at the undeveloped site. The utility of any model to predict project compliance or non-compliance with numerical standards is limited by the range of uncertainty of key model parameters, such as dispersivity and porosity. Uncertainty in the future behaviour of the solute source(s) also reduces the predictive power. Moreover, the site characterisation provided by the model may have limited power to describe the site condition post-development. Although these inherent shortcomings accompany the use of solute transport models at undeveloped sites, the requirement for model development and the ensuing technical review has substantially assisted in our evaluation of site conditions and project design. Through this process we have identified elements of the waste facility design that are crucial to the environmental viability of the project, resulting in modifications to original project proposals. While results from this model review will be used to evaluate compliance, additional benefits come from the identification of critical design features that enhance groundwater protection.

This is the time of year tor the presidential address, and with the present incumbent engaged in the coal mining industry, it will therefore come as no surprise to you that the theme of my address this evening is concerned with coal.There are other reasons for this apart from my contact with the coal industry. At present, coal is supplying considerable overseas revenue at a time when the remainder of the mining market is in a somewhat depressed state. That times will change goes without saying, if history is to be believed.However, so far so good for coal. My first reaction when The Institute indicated its wish that I be president for 1976 was to become deeply conscious of the honour bestowed on me.On consideration, I realized that very few past presidents have been intimately connected with the coal mining industry to the extent of indulging in it for lengthy periods as a full time occupation or, conversely, a part time interest for a long time. It also appears that not one had started their career in the industry. In my case, 'also, there were 8 very interesting years ,as a gold miner and metallurgist before commencing in coal.It therefore seemed appropriate to endeavour to discover ,why this should be so, as coal mining is now a very important part of a very important industry. What were the reasons why the industry took so long to emerge when there were ample reserves of easily accessible coal?Frankie and Johnnie in their bar room epic of the depression years concluded, and I paraphrase, that "their story held no moral, their story told no tale". In October 1993 it was decided to undertake the fourth phase of mining at Big Bell. This decision followed the exhaustion of open pit reserves in January 1993. Two stages of mining were proposed for the new underground mine. The initial stage would mine the remnant ore, consisting of the rib and crown pillars and lower grade ore on the hangingwall and footwall side of the old open stopes, which were mined from the 1930s to 1950s. Most of the old open stopes were backfilled with either deslimed mill tailings or development mullock, both of which were economic to recover. However, the mineable ore from this resource was difficult to evaluate. The second stage focused on mining ore outside the remnant areas and was initially proposed as a Core and Shell method under a caving hangingwall. This method has since been superseded with sublevel caving, in part due to the very high and deviatoric stress conditions encountered at Big Bell and the relatively long mining cycle required for open stoping. The problems and challenges discussed in this paper will cover the identification of remnant ore reserves, dewatering the old workings, and remnant mining.

Kambalda Nickel Mines (KNM) currently have eight operating underground mines, three on care and maintenance and other orebodies at various stages of development. Each operation differs greatly in scale, ore grade, milling characteristics and cost structure. The optimum number of mines operating at any one time and their level of production, within the constraints of mill blending requirements and overall mill capacity, is the key to maximising profit in a climate of fluctuating nickel price. Cost models are developed for each mining operation which relate ore tonnes mined to total cost per pound of nickel produced from that mine. Aggregating the mine cost models provides a composite cost model for the entire operation. The cost models provide the operating levels necessary for each of the mines and hence Kambalda as a whole, to operate at the lowest cost per pound of nickel produced. However, lowest operating cost does not necessarily lead to maximum profit. The level of nickel price above operating cost can dictate maximum profit positions which are contrary to the lowest cost position. In addition, the decision to temporarily shutdown mines or reopen mines in response to nickel price movements comes at a cost. In considering the optimum operating position, the price of production capacity flexibility needs to be taken into account. This paper describes the process used to assess all these factors in arriving at the optimum operating position for Kambalda Nickel Mines for varying nickel prices. The same methodology can be used by corporate management in managing multiple mine sites as well as mine management managing multiple orebodies or stoping blocks for maximum profit.
