It is a privilege for me to participate in this vitally important discussion of The Role of Governments in the Management of Resources. The distinction of my fellow participants is evidence that this event is a matter of extreme importance and attracts international attention. In the management of natural resources, government and private enterprise share awesome responsibilities for the economic well-being of nations. Mining and its relation to the prosperity of nations is almost as old as recorded history. Copper was being mined and extractive metal- lurgy practised at Timna in Israel's southern desert as far back as 4000 B.C., and the rich mines of Laurium not only saved the Greeks from Persian domination 2500 years ago, but also provided Athens with a monopoly of silver in the Mediterranean world. This bolstered the economic power of Athens and led to the golden age of Greek commerce and culture.

The Vera Nancy orebodies, although simple in overall geometry, are in detail generally narrow, multi-veined and fluctuating in width, strike and dip. Tight geological control is required to optimise gold and silver production from this bench stoping operation. The processes used to model the resource and to control ore drive development have evolved since mining commenced in 1997. Grade control is a combination of orebody sampling, geological data collection, understanding orebody geometry and the optimisation of ore driving and stoping activities. Global resource modelling utilises mainly drill hole data which is largely superceded by drive development data as stope development progresses. The orebody has a relatively low nugget effect that assists in grade estimation. Rather than rely on sophisticated grade interpolation methods, resource estimation to-date has focussed on developing the geological understanding of the orebody to ensure the framework for estimation is correct. Drill data alone is not adequate to define deposit geometry for stoping . Drive data is used as the dominant data set for stope geology modelling once development for a stope is complete.

Structural Controls Interpretation of regional aeromagnetics, radiometrics and satellite image data has identified three structural domains (fig 2): The Fairyland Domain: a general N - S structural trend. The Cracow Domain: a general NW - SE structural trend. The Bald Mountain Domain: a general N- S structural trend. Known mineralisation is confined to the Cracow Domain in which there occurs two major NW - SE trending fault zones. The Cracow Fault Zone (CFZ) and the Immy Creek Fault Zone (ICFZ). Enhanced detail of the CFZ (fig 3) shows three main structural trends within it: NW-SE structures which include the mineralised White Hope South fault zone and the Golden Mile fault zone. NE-SW structures which have an influence on mineralisation in the Orange Creek, Fernyside and Golden Plateau areas. N-S structures comprising several major structural zones.

This paper is a preliminary report of research on the Mount Morgan gold-copper deposit being done at the Division of Mineralogy, CSIRO. Fluid inclusion and sulphur isotope measurements were made on a suite of 11 samples collected by the staff of Geopeko Ltd. This suite contained representatives of the main ore and rock types of the deposit. Homogenization temperatures of fluid inclusions measured on quartz from 8 of the 11 samples, ranged from 172¦C to 276¦C and to this must be added a pressure correction (in this case, up to 50¦C) to obtain the formation temperature of the mineral. Sulphur isotope measurements were made on 34 sulphides from 8 of the 11 samples. The 6S values form a well defined group ranging from -0.5%oto +3.6%owith a mean of +2.4%c. Although the preliminary data do not indicate unequivocally the origin of the deposit they do impose restraints on the wide ranging suggestions that have been put forward. This work is complementary to the paper of Dr G. Gibbons who has described other mineralogical aspects of the Mount Morgan deposit, based on a more extensive suite of Samples.

The uranium markets are at present well covered by available producers. However the predicted increase in demand, recently reinforc- ed by the Arab oil crisis, will by, the early 1980s'outdistance supply. Current trends are towards light water reactors with-fast breeder reactors not expected to make any significant impact to the mid 1980s. The proposed lifting of the US embargo on the use of foreign uranium in US reactors will expand the market available to non US producers. A balancing in supply and demand worldwide will probably occur in the early 1980s. Australia's potential producers at present hold about 20 percent of the worlds U308 resources. Three companies, have contracts to supply nearly 10 900 tonnes of U308 between now and 1986 which represents about 1 percent of the predicted demand to 1986. Australian producers need to establish themselves more firmly in the market place in order that other countries will not replace us. Contracts can be written now which will allow for world market prices to be paid in the future, thus protecting the Australian producer.

Mercury is precipitated from weakly acidic sulphuric acid plant waste liquor at the Risdon Works of the Electrolytic Zinc Company of Australasia Limited. Factors determining the choice of process and reagent, as well as details of process development including scale- up, and the time scale of implementation are outlined. The plant is designed for a maximum flow of 120 m3/h.of liquor containing mercury and saturated with sulphur dioxide. Mercury is precipitated by fluidised beds of aluminium pellets contained in lead columns. Liquor is then clarified with plate and frame presses. Experimental work on the mercury precip- itation reaction was conducted in three phases involving a scale-up of 100 times in equipment size. Extensive pilot filtration work was carried out on a 1 m2 press. Scale-up of 120 times was required for specification of plant filters. The basis of scale-up is outlined.

The estimate of an ore reserve is a vital statement made about a mineral occurrence by an evaluator. It is important that such a statement communicate reality to all groups involved in a mining project, be they technical, financial, company directors, Stock Exchanges or the public. Ore reserve statements should state both resources and recoverable ore reserves. Resources may be important in very long term considerations, (because mining, metallurgical technology and economics change with time) but recoverable reserves are todays reality. The important factors contributing to recoverable reserves (in a general sense) are geology, mining method (and its impact on dilution and ore loss), metallurgical recovery, costs and commodity prices. These all need to be reflected in the ore reserve statement. In this paper recoverable ore reserve concepts across a wide range of orebodies are considered and discussed with respect to geology, mining method and ore reserve calculation procedures.

Gipronickel Institute JS that is a Research and Development Centre affiliated to the worldclass Norilsk Nickel Mining and Metallurgical Company, and Outokumpu Technologies AB (Boliden Contech AB) have jointly developed the reconstruction project of Pechenganickel metallurgical operations using a two-zone Vanyukov furnace. The international expert group appointed by the Nordic Investment Bank has examined the project. The project financing should be partly executed by the Norway government. Current annual rate of sulfur dioxide emissions is 100 000 t. The aim of the project is to reduce it to 12 000 tpy. Pechenganickel Combine is owned by MMC Norilsk Nickel. Currently it produces nickel high-grade matte from sulfide copper-nickel concentrate with up to ten per cent MgO content. The existing production is in accordance with the following flow sheet: agglomeration û electric furnace smelting with matte production û converting in horizontal converters. Annual production capacity is about 36 000 t of nickel in high-grade matte. Converter gases report to sulfuric acid production. The principal results of studies on high magnesia materials smelting in two-zone Vanyukov furnace, engineering solutions, and technical and economical parameters are offered.

Sinter plants currently have to use many types of ores with different properties due to the great demand for iron ores, which was driven by the massive growth in Chinese iron and steel industry. On the other hand, the development of iron ore mines is limited and the quality of iron ores is in a tendency of deterioration. Therefore, the quick evaluation of iron ores has become more important for a stable sintering operation. In addition to such a background, the CO2 gas emission should be decreased from sinter plants according to the Kyoto Protocol on reduction in greenhouse gases. The present paper first describes the methods for testing the metallurgical properties of iron ores, which use a small volume of sample mainly focusing on magnetite ore that is effective for reducing CO2 and NOx emissions from sinter plants. The sintering properties of ores are evaluated separately according to each stage in sintering process, that is: heating stage before melt formation, primary melt formation in adhering fines layer of pseudo-particles, and assimilation of nucleus ore particle with calcium-ferrite system melts.Next, the application of the tests to the blending ores is introduced showing examples of the studies on the effective usage of the magnetite ores with Marra Mamba type ores.

An overall review of the selection of rock strength and deformation characteris- tics for the design of the Melbourne Under- qround Rail Loop (MIJRL) rock tunnels is presented. Particular emphasis is placed on aspects of in-situ testing, including large diameter plate bearing tests. Material on the interpretation of test results for use in the design of the tunnel linings and openings is included, with a brief discus- sion of desiqn methods.

The moisture content of iron ore is important in handling, stockpiling, transport and further processing operations. Typically these ores contain both `free' and `bound' moisture, the latter being moisture that is not removed in a conventional laboratory determination of moisture by air drying at 105¦C, and it is the free moisture that is important in dust control and ore handling. The CSIRO Division of Mineral and Process Engineering has previously developed and commercialised gauges, based on capacitance and microwave techniques, for the on-belt determination of moisture in coal and minerals. However, these gauges determine total moisture, and have a different sensitivity to free and bound moisture in the material analysed. Consequently, the accuracy of determining total or free moisture alone may be significantly affected by variations in the bound moisture content. The Upper Robe (Robe Gorge) deposits occur in Kumina Creek and the Robe River, some 20-40 km upstream from mining operations at Pannawonica. The Gorge Deposits were rec- ognised, mapped and sampled in 1962-3 and re- examined in detail in 1971. Approximately 180 mineralized occurrences were mapped in 1971 on 1:4800 scale and 50 of these were remapped in detail at 1:1200 scale. Eighty cross sections were measured and sampled and 300 geological maps prepared. In addition 88 holes totalling 7388 feet were drilled in three occurrences considered to have the greatest potential. The Gorge Deposits occur in the Robe Pisolite unit which forms thin remnant crusts, bay fillings and occasional cut-off meanders along the edge of the present streams. Less than 50 of the deposits have tonnage potential of one million or more. Consequently exploit- ation of the Gorge reserves must be considered as a very uncertain, long range possibility because the deposits are small and scattered throughout the gorges in the area, thereby necessitating costly railroad spur lines to gain mining access. A program of microseismic noise monitor ing for gas outbursts, in conjunction with other mining engineering measurements and observations, is being undertaken at Leichhardt colliery in Queensland. Headings are developed at present by shotfiring. The equipment being used in this study includes piezoelectric accelerometer assemblies to detect microseismic noise which is then transmitted to a surface base station by cable. Data are recorded on an analogue magnetic tape recorder and are also analysed on-line using a commercially-available acoustic emission pulse analyser. It is proposed to re-interpret recorded data using various modes of analysis and to interface a desktop computer to the existing system to permit continuous monitoring on the mine site. No outbursts have been recorded or analysed and only a limited number of develop- ment shots, and the resultant microseismic activity, have been recorded to date.

(Quality can be defined as that which is acceptable to the market and can be supplied with a predictable degree of uniformity and dependability at a low cost. The market for any mining product is downstream processing, whether it be an alumina refinery, a gold processing plant or a flotation plant. The cost of that downstream process is partly dependent on uniformity of its feed material both in physical and chemical terms. With more operations adopting procedures which require quality assurances in line with International Standards, from their raw material suppliers, miners must look to their grade control processes to provide uniformity and predicability.This is not a new concept. The mining industry has constantly been working with ahighly variable raw material supplied by Mother Nature, from whom we cannot demand quality assurances. Through the processes of exploration, resource and reserve definition, long and short term mine planning and day to day grade control an end product has been supplied which consistently meets our customers requirements, in an economic fashion. When any of these processes fail, then penalties are incurred which can range from increased mineral processing costs to loss of markets and in the ultimate case, failure of a mining operation.

As shallow coal reserves with easier mining conditions are exhausted, future deep coal mining with difficult mining conditions may face significant economic, technical and environmental challenges. Moreover, due to increased coal production capacity with the new generation longwall systems, predicting adverse mining conditions has become more important than ever before. The potential impact of these difficult conditions is an increase in mining risks and costs. Reliable prediction of rock mass deformation, mine stability and mine water inflow is not only essential for improving mine safety and reduction of coal production costs, but it is also important for the assessment and management of the environmental impact of mining. This paper briefly describes an integrated approach to mine groundwater simulation and prediction. Central to this integrated approach is a three-dimensional computer code called COSFLOW, developed by CSIRO of Australia in collaboration with NEDO and JCOAL of Japan to address the pressing issues of mine water management. COSFLOW incorporates unique features that make it ideal for the simulation of coal mining and examining the interaction between rock fracture, aquifer interference and water flow. This paper also presents an example of an application of the integrated approach and COSFLOW in water inflow prediction at Springvale Mine in New South Wales.

The Upper Triassic Leigh Creek Coal Measures which include a number of seams of sub-bituminous black coal are preserved in four small intramontane basins. The largest is Telford Basin, 1,000 m in thickness. The coals, of variable thickness and quality, are mined by open cast mining methods and utilised for generation of electricity at Port Augusta. The combined proven and indicated reserves are about 100 million tonnes.

The hydrocyclone parameter d5Oc is estimated by the application of Artificial Neural Network (ANN). Results indicate that ANN performs equally well as compared to statically derived analytical formulae. Results also show that ANN will also be convenient in the on-line control of hydrocyclones.

If a straight line should be drawn on the map (Fig 1) through the northern half of the South Island of New Zealand, from Mt. Domett in the north to Arthur's Pass in the south, and another line drawn parallel to it and at a distance of ten miles to thewest, according to the topographic scale, it will be found that within the belt thus drawn across the country all the most important mines, past and present, of the outh Island are situated, with the exception of a few in Otago.The most important product of this tract being gold, and Reefton, the most important southern mining field, being situated at about it central portion, the zone may aptly be termed 'The Great Reefton Gold Belt.'The occurrence of so many gold mines along this particular strip of country is not at all a matter of chance, but is the outcome of cause and effect. The Ebor Volcano in northeastern New South Wales is an eroded example of a central-type intraplate volcanic-intrusive complex. It is of Miocene age (19-20 Ma) and has similarities to other central-type volcanoes in eastern Australia which may represent manifestations of sub-lithospheric hotspot activity. Thick lava flows are exposed around the Great Escarpment and are dominated by a tholeiitic basaltic suite, ranging from ol-tholeiite to qz-tholeiite to icelandite with ages of 19.2-19.6 Ma. On its western edge, the tholeiitic lava suite probably overlies remnants of basanite flows belonging to the Eocene (-48 Ma) Doughboy province, but elsewhere, minor alkaline basaltic lavas may be coeval with the tholeiitic suite. Several felsic bodies were emplaced into the volcano at -19.0-19.2 Ma and include subalkaline and peralkaline types. The Crescent Complex is a Miocene-age, strongly differentiated mafic to felsic intrusion in basement rocks and centrally located in pre-erosion reconstructions of the Ebor Volcano. It is interpreted to be a major feeder for the tholeiitic lavas based on age and composition. Evolution of the dominant tholeiitic suite proceeded from a parental ol-tholeiite magma, through qz-tholeiite, icelandite and small volumes of felsic rocks by fractionation of plagioclase, olivine, clinopyroxene and titanomagnetite, accompanied by enrichment of SiO2, F,FeO/MgO, alkalies and HFSE.

Thick clay tills below potash mine tailings and brine ponds are important natural barriers protecting fresh water aquifers in Saskatchewan. Centrifuge modelling was applied to assess geochemical processes and impacts of dilute brine (0.1 M NaCl) migration through clay till core samples obtained from non saline, unoxidised clay till at a mine site. At accelerated gravity of 876 + g, during each day of centrifuge modelling, flow driven through a 52 mm length core simulated transport through a 45 m thick clay over ~2100 years. Hydraulic conductivity, monitored continuously before and during brine permeation, was low and relatively constant (8.5 + 10-12 m/s), confirming that confining stresses prevent permeability increase. Core density and porosity measurements confirmed that reactive transport occurred under realistic in situ conditions. Breakthrough (defined by C/C0 = 0.5) of non-reactive Cl- occurred at 25 days. The slight delay for Na+ breakthrough, associated with small increases in Ca2+ and Mg2+ concentrations in the effluent were attributed to ion exchange, but carbonate reactions were relatively unimportant. Cation exchange analysis of core samples was inconclusive without corrections for porewater Na+ and carbonate dissolution. Geochemical processes that were observed during centrifuge modelling were successfully simulated using the 1D geochemical transport code PHREEQC. Solute transport was dominated by diffusion with limited ion exchange to delay Na+ migration. Brine would not break through a 45 m thick clay for tens of thousands of years. Based on these findings, the thick clay till at this site, if laterally extensive and undisturbed by drilling activity, is likely to act as an effective natural barrier to vertical brine migration over the long term.
