Traditionally, capital costs of major resource development projects have been estimated as a single amount to which a percentage accuracy has been assigned based on the method of preparation of the estimate, that is, on the amount of information available to develop the estimate.However, there is a growing recognition of the importance of a probabilistic approach to capital cost estimates, and of a more rigorous calculation of estimate accuracies and of the presentation thereof. Accuracies can be expressed with more certainty as a percentage of the estimate amount where the percentage represents one standard distribution on the probability curve for the capital cost of that specific project. Thus confidence levels can be stated for various estimated amounts - for example, it can be stated that there is an 85% chance that a stated amount will not be exceeded, or a 90% certainty that a (higher) amount will not be exceeded. Moreover, the right skewness of the probability distribution curve for most projects can be readily recognised and reflected in the evaluations. This enables senior executives and board members to have a clearer understanding of investment uncertainties, and the possible magnitude of commitments.

An experimental evaluation of a selective agglomeration process in which an agglomerated coal rich phase was produced as a result of mixing light oil to various raw coal slurries is described. The beneficiation achieved by this method is compared to that obtained bv conventional froth flotation. The results suggest' that oil agglomeration is a more selective process than froth flotation and is less sensitive to variations in feed pulp density. Selective agglomeration has the additional advantage of producing a low moisture content product. The effect of replacing flotation filter cake with an equivalent amount of selectively agglomerated product in coke-making was studied with the aid of a pilot-scale coke oven. The results suggest that the principal effect of such a measure is to increase the bulk density of the charge.

The growing demand for iron ore from Western Australia has led to an increased focus on the development of magnetite and lower grade iron ore deposits. The need to process and beneficiate the ore from these projects can result in the generation of significant quantities of iron ore tailings over the life of a project. Over the coming decades, the management of iron ore tailings will become a significant aspect of the mining landscape in Western Australia.The tailings generated from iron ore projects differ signifi cantly from other mineral tailings currently produced in Western Australia. Iron ore tailings are generated on a scale not matched by any other mineral process and can often contain asbestiform or potentially acid forming components. New iron ore projects are coming under increased environmental scrutiny because of their large scale operations and the sensitive environments in which they occur. This combination of factors creates some unique challenges for the management of tailings generated by iron ore mining in Western Australia.This paper presents the fi ndings of two studies conducted in recent years to overcome the challenges posed by iron ore tailings. The paper discusses the role of laboratory testing in the development of management strategies for asbestiform minerals in tailings. It also presents a numerical modelling approach for evaluating the rates of rise in the storage of magnetite tailings. The paper concludes by outlining how the findings of these studies can be applied to reduce tailings management costs, lower risks and improve environmental outcomes for the management of tailings from iron ore mining.

Two new splitter designs for intercepting moving streams of matter are presented, the variable cross-stream splitter (vCSS) and the rotary stream splitter (RSS), which are intended for implementation in a fully automated modus. The vCSS facilitates obtaining up to three subsamples with different splitting ratios from automated laboratory flow paths, while the RSS divides the intercepted sample into 16 equal analytical aliquots. The splitters can process a wide range of dry, granular and free-flowing materials (<5 mm). The required weight for each subsample can be set without mechanical adjustments in the case of the vCSS. Typical applications are subsampling/splitting for X-ray fluorescence pelletisation (or fused beads) or splitting for average shift composite sampling or grain size analysis. The vCSS combines the advantages of riffle splitting (three user-defined subsample masses) with miniature bed blending and can accept up to 15 kg in total incoming sample mass. In practice, the automated vCSS can deal with unlimited ingoing mass fluxes, while the RSS is designed to operate at a user-defined fixed subsampling rate (1/16th in the tested version). Both splitters have the potential to be optimised and evaluated according to an application/user-defined total sampling error (TSE) + total analytical error (TAE) threshold. Both splitters were tested under adverse conditions and with compositions involving three components with properties representing typical mass fluxes and components concentrations in industrial and technological systems: phosphate concentrate 89.00 per cent (<500 µm), slag ten per cent (>2 mm) and glass spheres one per cent (750–1000 µm). The slag particles vary widely in particle shape, aspect ratio and surface roughness, while the glass spheres are extremely prone to bouncing and segregation (spillage). This test system is extremely difficult to split and thus constitutes a realistic worst-case scenario. While the vCSS does not comply strictly with Theory of Sampling demands for correctness, both splitters may well be able to deliver fit-for-purpose representative results if/when tested properly. Average relative mass deviations ranged from 1.89 per cent for phosphate concentrate (relative standard deviations of 20-fold repeated splitting) to 4.72 per cent for glass spheres and 13.04 per cent for slag. For the RSS, the average replication experiment splitting variation was 2.89 per cent for phosphate concentrate, 4.82 per cent for glass spheres and 11.1 per cent for slag. Both new automated online splitters would therefore appear to be able to be tuned to fit-for-purpose representivity (defined here as maximum relative reproducibility <5 per cent) for many non-extreme materials; however, it is always imperative to test every new type/class of material empirically. WHEN the writer resided at Zeehan, qn the West Coast of Tasmania, some years ago, he took a keen interest in the geology of the district and availed himself of the opportunity to investigate occurrences, of the varied minerals in which the field abounds. The following notes were compiled as a result of one of his periodical visits to the outlying mining districts, when an examination was made of the bindsay Reward tin mining property, which has an area of 140 acres. This is most easily reached from Renison Bell, the centre of the North Dundas tin-fields, on the Emu Bay railway, 'about' eight miles north east of Zeehan. Thence a pack track some 14 -miles long connects with the mine, crossing the Piemah River by a fine suspension bridge.The mine itself is situated on the main south leading spot of the Parson's Hood Range, at an altitude of some 1600 ft. above sea level. The Parson's Hood Range is composed of granite and is an extension of the rugged Meredith Range. A remarkable feature is the uniform topography of the surrounding country when viewed from the peaks. Except where dissected by the rivers and creeks, the surface is practically level and, indeed, affords a striking illustration of an ancient uplifted peneplain.The mine has been opened by means of trenches and adits, and the ore-body proved to extend for a length of 30 chains, with an average width of about 100 ft. Its general trend is west-north-west, and its dip, which is steep, corresponds to that of the country-rocks. These latter, which are of sedimentary origin and generally regarded as of pre-Silurian age, have been tilted at high angles, consequent, no doubt, on the crustal movements produced by the intrusion of the huge granitic masses which now form the high ranges in the vicinity.It may be here remarked that it is not Within the scope of this paper to deal with the sequence of events leading to the geological structure...

For a large scale open pit mining and concentrating operation, on a low-grade disseminated ore body, it is possible to set an approximate lower bound on economically feasible operating scales and an approximate upper bound on economically desirable scales in a relatively straight forward manner. The optimum scale ofplanned operations, with respect to the objective ofmaximisation ofthe net value ofthe orebody, will have to be arrived at by iterative planning runs, but it may be expected to lie close to this upper bound. The effects of infrastructural costs and of the addition of a risk premium to the cost of capital, to form the discount rate for planning purposes, are considered theoretically and by worked example. It is concluded that a perceived special, unsystematic, risk should not be accounted for by the use of such a risk premium as this is inducive to placing a greater amount of investment capital at risk, for no greater return-rate to investment.

As a result of the world depression and the consequent heavy fall in the price of tin, Malaya joined with other great tin producing: countries of the world in a restriction scheme that heavily restricted production from its individual mines. This condition, together with the knowledge that it was becoming more and more difficult in, Malaya to acquire further areas and so prolong the existence of a specific company's activities, induced Mr. H. G. Scott, managing director for the Siamese Tin Syndicate Ltd., to consider other possible sources of production. Mainly because of the conditions that obtained in Tasmania, he turned his attention to that country, where, not only could mining be carried on without restriction as to output, but where the incidence of the exchange position created favourable conditions for operation. In a field test at Mount Isa Mines Ltd., a system developed by ICI Australia Ltd. for bulk loading "MOLANITE", an ammonium nitrate slurry blasting agent into ring drilled holes of wblcvel open stopes, was shown to be satisfactory. The fragmentation produced by the slurry was a significant improvement over ANFO and the stope production rate was increased by approximately 50%. Indications are that the charging rate and labour costs will not be greatly changed if a slurry system is used.

A weak airborne radiometric anomaly was examined in the field and the presence of uranium confirmed. Rotary-percussion drilling showed the presence of uranium but a subsequent programme of diamond and rotary percussion drilling indicated that the concentration of uranium was uneconomic. Within the tufts and volcanics of the prospect the uranium existed as uranyl phosphates within the oxidized zone. Geological mapping and the diamond drill core showed that the Stag Creek Volcanics are part of the Lower Proterozoic Masson Formation, probably with member status, rather than the expression of an Archaean basement ridge. This change in the interpretation of the fundamental structure of the Pine Creek Geosyncline has led to a reexamination of the stratigraphy and to suggestions which differ from the current concept.

The Kalgoorlie Tailings Retreatment Project (or "Kaltails") involves the reclamation and retreatment of approximately 50 million tonnes of gold tailing situated on the Golden Mile at Kalgoorlie, Western Australia. Tailing is reclaimed and retreated at the rate of 42 million tonnes per annum. The project is a Joint Venture between Poseidon Limited and Gold Corporation, with Poseidon being the major participant (90%) and manager of the operation through its wholly owned subsidiary Kaltails Mining Services Pty Ltd. The marginal nature of the tailing retreatment project dictated that a detailed feasibility study be undertaken. Extensive sampling and metallurgical testing of the tailing permitted the development of an optimum economic processing route. A sensitivity analysis undertaken as part of the feasibility study indicated the project to be very sensitive to gold price and unit operating cost variations, and relatively insensitive to capital cost variations.

Recent exploration by the Cyprus Amax-Highlands Pacific-OMRD Joint Venture at the Frieda River project, PNG has demonstrated the extent of igneous phases, alteration and mineralisation, and the relationships between the various mineralisation styles in this major Cu-Au porphyry-epithermal system. The project area is in the obducted volcano-sedimentary section of the New Guinea mobile belt 78 km NE of Ok Tedi. It is between two major NNE dipping faults interpreted to have undergone thrusting then sinistral shear in the Late Miocene to Recent. The Frieda River Igneous Complex is a 15 km +7 km ovoid area with a central pod of basaltic andesite volcanics with cogenetic diorite to quartz diorite subvolcanic intrusions, and flanking clastic sediments. A series of late-stage, hornblende quartz diorite plugs ring the main igneous mass. The igneous rocks have a normal K calc-alkaline character with a very limited compositional variation. The intrusives are exposed on the eastern flank of the complex and have five mappable units and numerous defined phases. The southeastern quarter of the complex is host to a cluster of at least seven stockwork porphyry copper and skarn-hosted deposits within an area of 4.5 +3.5 km. The Horse-Ivaal and Koki deposits have identified resources totalling 804 mt @ 0.46 per cent Cu and 0.3 ppm Au, and the other deposits are in various stages of exploration. All these deposits are related to the Horse Microdiorite phase of the Complex and are outlined by a zone of potassic-propylitic-SCC alteration. Local overprinting argillic and advanced argillic alteration is related to a separate, post-porphyry mineralisation intrusive phase. The recent emphasis has been on the identification of higher-grade zones using ideas of structural control and specific intrusive-alteration-mineralisation relationships within the known resource areas. An elongate area 13 km x 4 km in the centre of the Complex has advanced argillic alteration in the volcanic rocks. This alteration zone hosts the Nena deposit (52.8 mt @ two per cent Cu and 0.7 ppm Au) and approximately 20 prospects of high sulphidation type. These deposits are distributed along two prominent NW-trending siliceous ridges interpreted as regional scale structures. Nena is a pod of vein and replacement sulphides hosted in a tectonically controlled multiphase breccia that overprints the advanced argillic alteration. The Nena deposit is 4 km from the nearest of the major porphyry occurrences. It is underlain by basemetal veins and minor porphyry mineralisation that are related to the Flimtem Trachyandesite intrusive phase. The recent search for additional Nena-type ore has focussed on the siliceous ridges using detailed structural and geochemical ore control criteria. Widespread, but poorly mineralised, basemetal-bearing carbonate and sulphate veins form a ring around the mineralised area. These veins have sericitic selvages, cut the porphyry mineralisation, but are cut by and locally underlie the silica-alunite phase of the advanced argillic alteration. The current model is that there are discrete intrusive phases responsible for each of major hydrothermal events at Frieda. These include from oldest to youngest:the Koki phase has no related alteration or mineralisation; the dominant Frieda phase has the hornfels, early skarn and minor magnetite-chalcopyrite mineralisation; the Horse phase has the bulk of porphyry copper and skarn-hosted mineralisation and minor basemetal veins; the peripheral Knob phase is barren; and the Flimtem phase has the high sulphidation epithermal deposits and minor porphyry and vein mineralisation. The intrusive phases span the interval 17 to 11.5 Ma and are co-magmatic. They represent discrete batches off the parent magma, rather than simple fractionation products.

The development of research activities at Risdon and the implementing of a policy of instrumentation in plant processes have, in recent years, entailed a considerable increase in research staff and created an urgent need for more space and modern laboratory facilities. The existing laboratories have been in use for 25 years and are now inadequate. New buildings have been authorized.The new buildings will comprise, firstly, a laboratory building of three floors giving a totai .floor space of approximately 11,000 sq.ft., and a pilot plant building as an annexe to the laboratory building, of approximately 4,900 sq.ft. The laboratory building will accommodate from 20 to 22 research workers, and additional plant operatives will be used for the control of processes in the pilot plant building. The new buildings are designed to provide facilities for three principal functions; the investigation and improvementof existing processes, the development of new processes up to the pilot plant stage, and the control and maintenance of instruments.LOCALITY AND ORIENTATION OF BUILDINGSThe site of the buildings is elevated ground on the eastern side of the main plant, near the main entrance and general office building. Anglo PlatinumÆs Potgietersrust Platinums (PPRust) operates three open pits and plans to excavate 90 Mt of rock in 2007. With pit slopes expected to reach a height of 400 m, the geotechnical department has a key role to play. Over the last four years PPRust has successfully implemented new geotechnical strategies and tactics to reduce risk, improve safety and maximise profitability. A large database of core logging, face mapping and rock testing data has been assembled and used for failure analysis, geotechnical zoning and rock mass ratings. The data has also been used for optimising blast designs on a daily basis through the use of a geotechnical block model. This greatly improves blast fragmentation and therefore loading and milling efficiencies. The slope design process involves limit equilibrium analysis, numerical modelling, rock fall analysis and block modelling. Slope management includes comprehensive limit blasting and visual inspections, and state-of-the-art slope monitoring equipment, namely the GroundProbe radar, Riegl lasers and GeoMoS automated prism monitoring. The risk-consequence approach has been used in slope optimisation, where all the slope analyses, operational controls, costs of failure, economic analyses of various slope designs and fault tree analyses are used to determine the ideal slope designs. These activities added over $25 million of value to the operation and also ensured compliance with Anglo AmericanÆs acceptable risk level. The successful mining of the optimised slopes is to due to the greatly improved geotechnical knowledge and slope management. PPRustÆs geotechnical work is used as a benchmark for Anglo American open pit operations. The focus of the paper will be on the value added to the operation by all aspects associated with slope management.

The optimisation of a mining operation requires precise ore grade control, metallurgical accounting, and laboratory sampling protocols, which are implemented by using accurate and flawless sampling systems. Good sampling practices, and sampling technologies in these fields have been historically poor and too many existing sampling systems available on the market are flawed in many ways. This is mainly the result of a poor understanding of the Sampling Theory, and the natural result of international standards on sampling that fail to present the Sampling Theory in a logical way, that still promote non-probabilistic sampling, and that fail to address the important details that make a correct sampling system. Many standards barely mention the Sampling Theory in appendices when it should be clearly the main body of a reliable standard on sampling. As a result, many standards show only little expertise in the Sampling Theory. Conventional statistics should only be a scientific tool for the Sampling Theory to reach its height, which has always been well understood by its creators. Conventional statistics can indeed be addressed in appendices of standards in sampling, but not the other way around. Until the Sampling Theory is recognised as the main body of a standard on sampling, incorrect sampling technologies will plague the market, and make it impossible for mining operations to optimise their mining and metallurgical processes. This paper makes a short list of correct new sampling technologies that have been created with respect to the principles taught in the Sampling Theory. Also, suggestions are presented to create better international standards on sampling, which would provide a stronger incentive for manufacturers to build correct sampling systems, and for engineering firms to install only sampling systems that respect the rules of sampling correctness listed in the Sampling Theory.

The action of water on a number of Queensland shales which are associated with particular coal measures and oil shales has been studied. The results suggest that the disintegration of some of the shales could cause significant problems in mining and preparation operations. The extent of shale breakdown varies widely from deposit to deposit and from seam to seam but a suitable assessment procedure utilises the test described in AS 1661-1979, and an improved method of presenting the results is described in the paper.

Incorporating an iron ore pelletising plant, a MIDREX'"' Direct Reduction Plant, and a mini mill, the conversion of iron ore fines to high- quality steel slabs in Western Australia is among the lowest cost routes in the world. The cost and availability of iron ore and natural gas, government support, and proximity to the growing Southeast Asian market all contribute to the competitive position of the area. Owing to the lead-time required, this is an ideal time to develop a new project to supply semi-finished steel to Asia for rolling to a finished product. A project contracted now will start up in about three years, when the market should have recovered.

Approximation of Surface Area of Fines in Blast Induced Fragmentation The surface area of fragmentation, especially in the finer size fractions, is a useful property to characterise the mechanisms of rock breakage. In the past, researchers have made assumptions with regard to the shape of fragments in order to estimate surface area, such as that all fragments are the same shape or all fragments are spheres. Often these assumptions were developed with inappropriate measures and returned considerable variability and error for the calculation of surface area. This paper reports a model to estimate fragmentation surface area from sieve sized raw data and a density measurement, with experimental validation down to a size fraction of -45 + 38 ?m in a range of rock types. After characterisation of particle shape, a range of fragment shapes was found to be in each size fraction. Nevertheless, in the ?2 sieve series the average fragment mass, volume and the size fraction standard deviations could be predicted reasonably accurately. Ellipsoid geometry was used to describe particle shape. Using these parameters and the number of fragments (also predicted) in each sieve size the individual surface area of each fragment was simulated.

Preliminary work being undertaken on the optimisation of decision strategies for an open-pit metalliferous deposit is presented. The Optimal Control method has been selected rather than the easier to implement Dynamic Programming method of optimisation since a fundamental criteria of Dynamic Programming is violated. Essentially a system of state equations and decision variables is developed for the operation under consideration.
