In 1975 the Commonwealth Government established import parity pricing for all liquid hydrocarbons discovered after the 16th September, 1975. These discoveries were termed "new oil" to differentiate them from existing discoveries and production. Overnight the price of the product being sought trebled, resulting in greatly enhanced economics by increasing the potential returns on existing prospects and by making smaller plays economically viable. After 18 years of drilling, the offshore Gippsland Basin has attained a moderate level of exploration for a basin of its size. Fifty seven prospects have been drilled within the basin but only a few of these were drilled along the southern and northern margins, while the deep water areas along the eastern margin have remained virtually undrilled following the Hapuku-1 oil discovery. The major hydrocarbon accumulations within the basin are trapped beneath the Latrobe Unconformity surface and exploration has largely concentrated on this single play in areas immediately adjacent to the major producing fields.

Mine-to-mill studies have previously demonstrated downstream productivity benefits from relatively modest increases in blast energy, or powder factor. These increases have up to now been limited by safety and environmental constraints, since excessive blast energy can result in flyrock, unacceptable vibration, airblast and wall damage.Here, a new blasting method that overcomes these constraints is presented. For the first time it is possible to employ powder factors that are several fold higher than conventional blasting. Independent modelling has shown that such powder factors can potentially increase mill throughput by 20 to 40 per cent. The economic implications are substantial, both in terms of increasing production in existing operations and in consideration of capital and plant requirements for greenfield sites. In addition, mill electricity and grinding media consumption and their associated costs and energy and emissions penalties can be reduced.This method represents a step-change in blasting practices. It involves a novel design utilising dual blast layers within a single blast event, all initiated with state-of-the art electronic blasting systems. The energies in the lower layer can be as high as five times the standard energies, providing for intense fragmentation of the ore. Results from blast models have been confirmed in field trials of the method.Open cut gold mining, in particular, stands to benefit from this method. As gold grades decline, milling costs and throughput increasingly become constraints on production that can be alleviated with this new method. Additionally, it opens possibilities for improved recovery. Blast modelling studies show that dilution of gold ore within the blast can be managed with the new method. Furthermore, it has been shown that vibration from the new method is actually lower than from conventional blasting, allowing the use of the technique in proximity to mine highwalls and other key infrastructure such as underground orepasses.It is concluded that this new method could substantially increase gold mine production and profitability while reducing overall energy consumption and associated emissions.CITATION:Brent, G F, Dare-Bryan, P, Hawke, S and Rothery, M, 2013. Safety and health at work is about people. It is about people who plan for work, organise work and perform work. It is about those who come in contact with the workplace and those who are responsible for the workplace. There are wider ranging safety and health obligations that are imposed on the industry stakeholders that span all phases of the production process. In all cases, those responsible for discharging the obligations must ask the questions: Is what we propose safe?, can it be done safer? and are we sure? What we learn from recent legal cases before the courts is that it is essential that all stakeholders work together in a collaborative way when discharging these obligations. Safety and health at work cannot become an issue that is viewed only through the eyes of a single stakeholder group. The reason for this is quite simple. The interrelatedness of the responsibilities that are imposed on each of the stakeholder groups, means that the performance based legislation simply wont work, where an active model of communication and consultation is not in place.

Pre-drainage experiments have been conduct- ed at Appin, Cook, John Darling, Leichhardt, Macquarie, Metropolitan and Moura No. 2 Collieries. Appin (550 m deep) experiences particular gas problems in development drivages, and the almost pure CH4 seam gas makes difficult tiro compliance with statutory maxima in intakes and returns. Patterns of 43 mm diameter drain- a,.;e holes drilled ahead and laterally into virgin coal have improved gas conditions in working places and have allowed tolerable advance rates. Cook, Leichhardt, Metropolitan and Moura No,. 2 Collieries have experienced gas and stress phenomena ranging from conical bursts less than one tonne to full scale instantan- -us outbursts of hundreds of tonnes with tens ,f thousands of cubic metres of seam gas. Gas ~Irainage experiments with patterns of holes up a,, 200 mm diameter have been undertaken with ;,;siness monitors on the coal to establish .lative effectiveness. Incremental flows into mg 43 mm diameter boreholes have investigated drainage patterns relative to length, and at comparative incremental flows have nlicated lowered permeability zones at stress ,.,utments. A number of terrane reconstructions conflict with global plate histories or with data from adjacent regional studies. Paleogeographic maps have ignored terranes thus are over-simplified. This paper represents an attempt to "marry" Mesozoic global plate reconstructions and terrane analysis to produce examples of a "third generation" of global plate tectonic maps. The best approach to global terrane analysis involves intercomparison of all regional data and the evolving global model. Data conflicts within and between terranes and regions must be resolved by a system of relative data reliability "weighting." The most reliable and useful data are those which constrain "departure" (rift) and "arrival" (collision) times. Certain ad hoc decisions aid in the analysis (e.g. only one net vector allowed per plate). The maps that follow summarize Early Mesozoic global tectonic history at three critical junctures: 240 MA (Triassic); 180 MA (Jurassic); and 120 MA (Cretaceous). Due to space limitations, maps drawn at 20 m.y. intervals appear elsewhere. A preliminary Middle Triassic reconstruction is presented in Figure 1. Major plates and continental blocks are labeled; smaller blocks are marked with abbreviations. Examination of Figure 1 indicates the necessity of modeling Triassic tectonics with at least 68 blocks. Spalling- off of microcontinental slivers from Gondwanaland is active some 70 m.y. before the actual breakup of the supercontinent. In the SW sector of the Pacific, the Australian margins were embroidered with several terranes (e.g. Sumba) which eventually rifted away and crossed Tethys. The NW sector at this time included 10 microcontinental chips forming a huge archipelago along the Asian margin. All blocks inboard of Indochina collided by latest Triassic. Terranes of the NE sector include several (e.g. Arctic Alaska) along the North American margin, and at least six large blocks (e.g. Stikinia) drifting SE with the Farallon Plate. The SE sector

"Robustness can be defined as the ability of a system to resist change without adapting its initial stable configuration. Robust design methodology, which is widely accepted in the manufacturing industry, allows the establishment of robustness and reliability metrics in scenario analysis.In the mining industry, a mine can be considered as a system with design parameters such as processing plant and mining capacities. Traditionally, a limited number of scenario iterations are performed in an attempt to determine optimal capacity values. An important strategic decision such as process plant capacity in particular is made during the very early stages of a mining study, often based on a low level of information. Lack of time and tools to run and analyse a larger number of possible scenarios for different design parameter combinations are usually the main reasons for not performing a full analysis. In addition, the uncertainty of other mining study input parameters creates more risk in decision-making.With advances in technology, it is now possible to automate the process of generating several thousands of scenarios in an affordable and timely manner. This allows performing the results analysis and assessing robustness and reliability criteria within a reasonable time frame. It is possible to generate a surface of results based on the net present value (NPV) for each scenario. This surface will reflect the efficiency level of the capture of the economic rent for each production scale. In addition, each scenario can be tested under diverse conditions of volatility of other external variables such as prices, costs or recoveries for example.This paper aims to establish a methodology that applies robustness criteria to determine the best scenario on several surfaces of value, which is then assessed with real data from a mining project. Obtained results demonstrate the advantages of using the proposed methodology in dealing with the above-mentioned multidimensional problems. Safety and stability of underground mine openings, coal pillars and water dams in the near vicinity of operating surface mines are endangered from excessive blast induced vibrations. This paper deals with the investigations carried out in four coal mines. Simultaneous measurements at equal distances from the source indicated higher level of vibration on the surface than those produced in the underground workings. The values of peak particle velocity (PPV) measured on coal pillars, body of water dam were lower than those measured on roof and junctions of the roadways. The parting of coal (3-4.5 m) between two sections vibrated with higher PPV compared to the roof of top section and floor of bottom section. In one case the influence of total charge fired in a round was significant in generation of vibration compared to the maximum charge/delay where monitoring was done vertically below the source.

Slag from the smelting of lead can contain up to 20 per cent zinc as an oxide. An understanding of the lead smelting process and of the subsequent fuming process for the recovery of zinc is enhanced by a knowledge of the activity coefficient behaviour of zinc oxide in smelting slags. The literature presents a wide range of contradictory values. This paper critically reviews the published data and outlines new measurements being made by the authors. A consistent set of zinc oxide activity coefficient data is presented for liquid slags within the ZnO-'FeO'-CaO-A1203-SiO2 system, through a combination of present and previous measurements.

In-situ leaching of gold deposits has not become an option largely as a result the lack of suitability of cyanide as a lixiviant due to sluggish kinetics and high dependence on the availability of oxygen. A second problem area is the excessive cost of drilling the required number of injection and production wells needed to service a wellfield capable of maintaining any significant throughput or providing and acceptable level of gold production. Well spacing in in-situ leaching operations is limited by solution life, dissolution rate, and the need for solution control. With cyanide the life of an active solution capable of dissolving significant gold is severely limited by the availability of oxygen which cannot be readily replaced while the solution remains underground. The extremely slow gold dissolution rate also necessitates excessive contact periods in order to dissolve coarse gold.

Among countries afflicted with insLantaneous outbursts of coal and gas, Australia is noteworthy because of lesser disturbances of the seams and of the occurrence of CO2 in the seam gas from place to place. Research sLarted with the 1954 occurrences at Collinsville and Metropolitan Collieries leading to early publications reviewing the problem, describing occurrences and assessing variations in proneness factors in the two affected coal basins.The basic requirements for proneness include coals of high gas sorptive capacity, high ground stress, use of a mining method which provides higher stress concentrations and limits emission of seam gas, including high rates of advance. With CO2 in the seam gas proneness is greater.The mechanism is complex and not fully understood, but involves the coal, the roof, the floor, the gas, the mine opening, the ventilation, the kind of work and the rate of work. Geological disturbances such as faults and dykes increase proneness and tend to localise occurrences. On-occurrence of outbursts in some mines is difficult to explain.Outbursts are seen as a continuing threat to modem deep Australian mining of high rank coal.The simplest contributory factor to reduce is gassiness - despite the low permeability of outbursting coals - and present practices are showing promise. The greatest challenges for the future are partial degasification to below a known threshold figure and confirmation that this reduction is achieved and identification of anomalous geological structures ahead, the most likely locations for instantaneous outbursts to occur. The advances made to date give promise of a future with reducing experiences of uncontrolled instantaneous outbursts. For the Bulli seam particularly, working to achieve prediction and prevention is most urgent.

I The South Platform of the Gippsland Basin is an extensive area of shallow basement covered by a relatively-thin Late Mesozoic-Cainozoic section. Although the sporadic exploration to-date has not resulted in any hydrocarbon discoveries, the area is under-explored and its taste potential has not yet been fully evaluated. The best potential appears to be in areas underlain by the Golden Beach Megasequence where structures are mainly related to basement fault blocks.

The Geita Gold Mine is located 80 km southwest of the town of Mwanza in the north-west of Tanzania and is 100 per cent owned by AngloGold Ashanti Limited. Open pit mining commenced at Geita in 2000. In 2011, the operation produced 494 000 oz at a cash cost of US$536/oz. This is a significant improvement from 2008, when 264 000 oz were produced at a cash cost of US$742/oz.A period of relatively poor operating performance at Geita was recorded over the period from 2006 to 2009. A period known at Geita as æthe turnaroundÆ commenced in 2009, and has been remarkable to say the least. Over the last couple of years the mine has embarked on a journey, which saw various interventions and initiatives. Among the key initiatives were Project ONE (which focuses on business process framework, systems for people and safety transformation), asset integrity, fatigue management and contract mining of satellite pits.Since the commencement of the turnaround at Geita, gold production has matched market guidance. The mine has returned to positive cash flow on the basis of strong performance on cash management, improved production and increased gold price.This paper explains some of the details of the mine operationsÆ improvements, how they were implemented, their relative contributions to improved mining performance and the path ahead to best practice. Assessing and managing instability hazards is an essential activity when working with unstable natural slopes and excavated open pit mining slopes. Slope monitoring has become the standard technique for the management of geotechnical risks associated with mine slope instability hazards. In recent decades, a proliferation of new monitoring techniques such as terrestrial radar, satellite InSAR and LIDAR have become standard operational tools, complementing conventional survey-based monitoring solutions. A reliable monitoring system should identify and record incipient anomalous slope movement. Although the most obvious purpose of a monitoring system is safety related, slope deformation and performance monitoring also enhance the understanding of slope behaviour and assists in improving system design and implementation. For a monitoring system to be considered an effective early warning tool, it needs to operate in real-time and should be linked to the mine’s emergency communication systems. Terrestrial radar systems have been developed that can provide near real-time measurements, at a high level of precision and covering broad areas in all weather conditions. This has had a positive impact on the management of geotechnical risks in operational conditions. The technology adoption of RADAR in mine monitoring has significantly progressed in the last 20 years from technology enthusiasts, to visionaries, to pragmatists to conservative users. However, the increasing adoption of RADAR cannot reduce or remove other monitoring techniques that often have important benefits; even if these technologies cannot be used as a real-time operational tool. An increasing awareness on the importance of combining data from different monitoring techniques to develop a holistic picture of all possible geotechnical hazards is a current industry trend. This is proving to be an excellent foundation for managing hazards associated with slope instability in open pit mines, and is only expected to improve with time with the adoption of new technologies based on big data and Artificial Intelligence (AI).

Longwall mining is a form of underground mining and the principal extraction method for underground coal mining in Australia. The method is used in the mining of both thermal and metallurgical coal. The primary market for thermal longwall mines is that of the export market where price is governed against the Newcastle Thermal Benchmark index (globalCOAL, 2016).Australia’s thermal coal export outlook is considered moderate due to slower demand from major importing countries, as well as slowing domestic production. However, ‘Australia is projected to increase its share of world thermal coal exports and become the world’s largest exporter over the medium term as lower prices, increased domestic use and infrastructure constraints limit growth from other key suppliers’ (Office of the Chief Economist (OCE), 2016, pp 25, 58). On the contrary, and as a result of current global coal price trends, the basic economic principles of underground longwall coal mining are heavily stressed. From a life-of-mine perspective, influencing return on investment is at its greatest during project evaluation and execution. The sinking of the new No. 3 Shaft being mainly concerned with providing for the continuation of mining operations north of the existing workings, requirements for the shaft and haulage equipment were assessed, having in mind the anticipated needs of the Company in future years, the .available knowledge and probable future trends of the orebody, and also that the shaft would be required to act as a downcast airway for the ventilation system associated with the northern underground workings.

SomincorÆs Neves Corvo Mine, one of the largest copper producers in Europe, is currently constructing a paste backfill plant in order to replace cemented rockfill in its bench and fill stopes and possibly replace hydraulic sandfill in the drift and fill stopes. A 250 m flow loop was constructed at the mine and the flow properties of various paste blends were investigated. Cycloned tailings and total tailings were both pumped successfully as pastes and were also combined with waste rock for additional testing. The pressure losses in 102 mm and 154 mm diameter pipeline were recorded at flowrates up to 60 m3/hr and are presented at slumps from 120 mm to 250 mm. The data showed the sensitivity of paste mixtures to slight changes in consistency, confirming the need for accurate control during paste production and distribution. The flow results clearly showed the different paste behaviour between cycloned and total tailings pastes and the change in properties at low and high slumps. In addition to pressure loss data, strength testing was done on 38 mm and 82 mm diameter samples. Further strength testing is ongoing at the mine using fly ash as a supplement to cement, reducing the overall binder cost. Preliminary engineering for the underground distribution system is briefly discussed, with reference to the siting of the plant. The Neves Corvo Mine is particularly shallow and alternative methods to pumping were sought in order to ensure sufficient hydraulic head for underground distribution. The comparison of options had to take into account the capital and operating costs, the operation of the plant and the impact on the future expansion of paste fill utilisation at Neves Corvo.

The world-class iron ore mines at Mt Whaleback, Torn Price and Paraburdoo located in the Hamersley Province of Western Australia must mine the Mt McRae Shale to obtain high grade ore from the Dales Gorge Member of the Brockman Iron Formation. The Mt McRae Shale contains a black pyritic shale lithology that reacts with ammonium nitrate-based explosives. This paper provides an overview of the problems associated with mining this reactive rock type as well as the development of a comprehensive procedure to safely and efficiently blast, excavate and dispose of this material. The strategy used to develop the procedure involved raising the awareness of relevant site personnel to the risks associated in mining the Black Pyritic Mt McRae Shale, obtaining the commitment of these personnel that a detailed procedure was required and that any procedure developed must be followed, otherwise the potential risks such as premature detonation were high. It was also necessary that an on-going training program be implemented so that all relevant new employees would be educated as to the reasons for adhering to the Black Pyritic Shale Procedure.

High solids brown coal slurries have been prepared with concentrations approaching those achieved with bituminous black coals. The high inherent water content and macroporosity of Victorian brown coals have been reduced in a controlled manner by chemical and mechanical means. The hydrophobicity of the coal surface has been increased sufficiently to reduce the tendency for swelling and water uptake. This together with densification has allowed the solids content to be progressively improved from 25% solids with raw coal to 65% solids with modified coals. Both raw brown coal and modified brown coal suspensions show shear thinning behaviour resulting in lower viscosities at higher flow rates. All coal suspensions displayed a yield stress once sufficient solids concentration was achieved. This yield stress can be used in the prevention of solids settling. Under simple shear mixing the network structure that provides the yield stress quickly breaks down to a low viscosity fluid with reduced yield stress and a pumpable consistency. The time necessary for structural recovery is in the order of days permitting shut-down and start-up of fuel delivery systems.

Since the discovery of coal of the Southern coalfield (Illawarra 1797, Burragorang 1806) coal mining has grown progressively to the thriving industry of today. Early shallow escarpment mining required no serious access development, but with extension of mining to further and deeper areas, sinking became necess- ary. Now, with 17 major shafts and 7 decline drifts in current use, new mining activities involve several current sinking and drifting projects, with more in prospect. Conventional sinking and drifting, using blasting and mucking techniques proven in recent years are normally in use, with attempts, recent and current to accelerate advances by boring techniques. With export and to less extent local market unpredictability, it is vital to produce mine establishment times to allow advantage to be taken of market upswings and there is great need for research and improvement of mine access construction as the major aspect of establish- ment.
