THE Fall Regional Meeting of the Institute, which has now for some years been held in cooperation with the Western Division of the American Mining Congress, will be held this year at Joplin, Mo., in the heart of the great Tri-State district. This year the Tri-State Zinc and Lead Ore Producers Association is joining in the meeting. The Society of Economic Geologists will also take part though not offering any papers. The district in which the meeting is held includes adjacent parts of Missouri, Kansas and Oklahoma. Out in the heart of a fertile prairie farming country, it is one of the major mining districts of the world. It produces normally approximately one-third of the zinc ore mined in the United States which is equivalent to nearly one-half the zinc since the concentrate has always been notable for the height of its grade. Even in the depressed business year 1930, the American Bureau of Metal Statistics credits the district with 434,460 tons of concentrates equal to 217,230 tons of zinc out of 1,503,095 and 576,630 respectively for the country as a whole. This was equal to about one-seventh of the world's output of zinc, more than that of any foreign country. In addition about 75,000 to 100,000 tons of lead is annually furnished by the same mines. Elsewhere we present a general description of the district prepared for this meeting by J. C. Heilman, a Lehigh graduate, who has spent the past eleven years there and has had charge of explorations for many of the companies.

TURMOIL has been rampant in the lead producing industry during 1946. The chronic labor shortage was aggravated by various work stoppages in mines, smelters, and refineries, while shortage of materials was widespread. Price uncertainties helped to confuse the situation in many countries and particularly in the United States until the removal of price control in the latter part of the year. At the end of the first year of peace, lead, which had been comparatively plentiful during the war years, was a scarce and high-priced metal throughout the world. It is the hope of the industry that the law of supply and demand, if allowed to operate without interference, will bring about a satisfactory balance between production and consumption. Under these circumstances it is not surprising that there have been few important developments in the metallurgy of lead, though a number of items of general interest to the industry have been reported. An ore body which may prove to be of considerable importance has been discovered at Mpanda, Tanganyika. The scarcity of lead ore is illustrated by the announced reopening of the La Manche lead mine in Newfoundland, idle for 56 years. A new lead producer came into production when Rhodesia Broken Hill started up its new smelter. Lead concentrate of 75 per cent grade is smelted in Scotch hearths and the lead is refined to market grade by the Harris process without desilverizing. Production is about 1000 tons per month. One Australian lead producer, Mount Isa, has returned to lead production after having operated its lead plant for the production of copper during the war. The East Chicago plant of the International Smelting and Refining Co. has been sold to the Eagle-Picher Co.

ONE per cent. of ash in a ton of coal has been so little considered that in many circles it has been positively ignored. Even P. T. Barnum had never heard of it, or he would have had one on exhibition alongside the Cardiff Giant and the White Elephant. One per cent. of ash is closely related by both those freaks of Barnum in that it is "stone" and, in its aggregate, it is the greatest "White Elephant" that the American public now supports. Some of you may have paid Mr. Barnum for a look at the "petrified man" (named the Cardiff Giant by the gullible wise men of the early seventies); but it is certain that everyone of you is now paying for the support of the great White Elephant that is being constantly carried by our railroads all over the country-at the public's expense. " One per cent. of ash in a ton of coal" requires 120,000 open-top railroad cars each year to transport this use- less stone giant from its native bed in the coal seams of the bituminous regions to the coal bins of the consuming public.

MOST spectacular of Nature's contributions to the making of the postwar world is the Paricutin volcano, in Mexico, which I described in the July issue of this magazine last year, a few months after it was born. AT Climax the warehouse department operates as an independent unit similar to the mine and mill departments. It has the responsibility of receiving, checking, unloading, and storing all material and supplies delivered to the plant. In addition, the transportation of all supplies comes under the direction of the warehouse so that prompt delivery of supplies to all departments is one of its major functions. The transportation division operates heavy and light trucks, trailers, two large tractors, and two snowplows. In addition to delivering supplies it is also responsible for snow removal from the roads, hauling of sand and gravel for concrete and domestic coal to employees. and all miscellaneous work involving the use of tractors or trucks.

Mining may be defined as a general term for the working of valuable deposits of minerals, either organic or inorganic in origin, for their removal from the crust of the earth. Besides subsurface excavations, mining generically includes opencuts, clay pits and stone quarries, oil wells, sulphur wells, salt wells, placers, coal stripping, and the leaching of ore bodies. The origin of the word "mine" or "mining" is a matter of conjecture. A Celtic origin has been suggested since the Irish word mein, or the mwyn, meant ore, but it seems to have come from an olf French verb mineor, which meant to excavate, to make an underground passage as in the military appraoch to a fortification, sometimes called ?sapping.?

THE American oil 'industry has reached the critical stage where the demand exceeds the supply with no hope of permanently bettering the situation through the development of new fields in the United States. Remedies may be sought along three lines: 1. Securing a foreign source of supply. 2. Curtailment of the use of oil and its derivatives. 3. Improvement in methods of recovery (including the recovery of shale oil), refining, and utilization. The oil companies with proper government support will push the acquiring of foreign territory; the price of oil and oil products will enforce a curtailment in use; it remains for the producers and refiners to brings about improvements and economy in recovery, transportation and refining; the general public must be instructed in utilization. The solution of the problem, therefore, rests largely in the hands of the technologists of the industry -the drillers, engineers, geologists, chemists, etc. Only through an exchange of the ideas of the individuals who are conducting the industry will its technology be advanced. , Among the agencies at work to bring about this result are the United States Bureau of Mines, the American Petroleum Institute, and the A. I. M. E. The Bureau of Mines has a trained staff of experts, maintains experiment stations and a field force of technologists, and issues many technical papers helpful to the industry. The Petroleum Institute is a clearing house for useful statistics and is now. organizing a research division under the able direction of Doctor Manning, but its principal field of activities is in the realm of co¬ordinating ?the financial and commercial activities of the` oil' companies.' It remains for the American Institute of Mining and Metallurgical Engineers to organize the individual technologists of the industry and provide them with means of exchanging and disseminating ideas through meetings and publications. It is the aim of the Petroleum Committee of the American Institute of Mining and Metallurgical Engineers to foster this exchange of ideas among oil men by enlarging the membership of the Institute among the field and office technical forces of the oil companies and thus arouse their interest in the vital problems of the oil business.

Through that organization the engineers of this country, in all branches of the profession, will be welded into one compact body reaching from the Atlantic to the Pacific, making the united engineering profession a power for maintaining American . . ideals and standards throughout the land.,

There is a need for concepts and techniques developed specifically for blasting in areas where the rock is loose or highly fractured. Common practice has been to use techniques developed in hard homogeneous rock and reduce the amount and strength of explosive. However, this rule cannot cope with all of the special characteristics of highly fractured rock and has not adequately taken care of the problems of overbreak, gouging, and wall damage. The main problems encountered when blasting in highly fractured rock are controlling the amount of rock broken, minimizing the damage done to the remaining wall material, and adapting blasting methods to rapidly fluctuating ground conditions. In addition, because it frequently needs timber support right into the blasting area, there is also the problem of how not to shoot out the timber when heavy loading is needed in order to offset a loss of impact caused by deflection of the detonation wave off the numerous rock interfaces, and by the absorption of the wave by resilient clay particles. Another consideration is the fact that less attention needs to be directed toward producing satisfactory fragmentation of the broken rock. Those blasting methods designed for breaking hard rock into manageable segments are, as a rule, not needed in highly fractured rock which will usually break along its own numerous fracture lines.

INCREASED production and con¬sumption of all metals, indicate the progress of industry toward that condition formerly thought to be normal. With no market limitations on silver and gold the two new precious-metal mines, the Silver Queen (now the Golden Queen), in southern California, and the Sunshine, at Kellogg in northern Idaho have made progress toward a high routine production. The Golden Queen 300-ton mill is finished and ready. The Sunshine mill has been enlarged and production is now at the rate of 500 tons per day of high-grade silver ore. The Hecla Mining Co. is developing the Polaris vein, which should be the extension of the Sunshine to the east. Some rich ore is reported. The developments of the' East African Gold Fields, Ltd., in the Lupa gold field of Tanganyika Territory, have made good progress, but operation in an isolated locality is not rapid and a large plant will be required. There have been no other discoveries reported that can be compared with the three mentioned, but production has increased, with greater capacity in dredging equipment and underground mines more adequately prepared for production.

TITANIUM-RICH ilmenite deposits, situated in the Allard Lake area in Quebec some 400 miles down the St. Lawrence River from Quebec City and 28 miles north of Havre St. Pierre on the north shore of the Gulf of St. Lawrence, are undergoing an intensive development program by the joint efforts of the Kennecott Copper Corp. and The New Jersey Zinc Co. Easily accessible ore, amounting to about 125 million long tons and carrying from thirty to forty per cent titanium oxide, has been delimited. Plans are being made for construction of an electric smelter at Sorel, on the south bank of the St. Lawrence midway beween Montreal and Three Rivers, which will produce 650 long tons of high-grade titanium slag and 500 long tons of iron per day from 1500 long tons of ore. Occurrence of ilmenite ore in this area has been known since J. A. Retty reported his geological work in the lower Romaine River area for the Quebec Bureau of Mines in 1941. In this report Dr. Retty mentions the presence of anorthosite rocks, some of which were rich in ilmenite. Claims were staked by several interests but the small showings and complex metallurgy were too formidable for any organization not adequately equipped with capital, metallurgical knowhow, and market outlets. However, Kennecott became interested and through a newly formed Canadian subsidiary, Kennco Explorations Ltd., options were taken up under the direction of A. H. Robertson. THE principal operating and producing properties covered by the Western Operations of the United States Smelting Refining and Mining Company are the U. S. and Lark mine in the Bingham district of Utah, the Bayard department in the Central mining district of New Mexico, the Midvale mill and smelter near Salt Lake City, the lead refinery of its subsidiary, U. S. S. Lead Refinery, Inc., at East Chicago, Ind., and the coal operations of its subsidiary, United States Fuel Company, at Hiawatha, Utah. Operations of lesser importance at this time are conducted either on company account or by lessees in the Centennial, Bullion Beck, and Eagle and Blue Bell mines in the Tintic district of Utah, the Hidden Treasure and Ophir mines in the Ophir district of Utah, and the White Knob mine in Custer County, Idaho. The Richmond-Eureka Mining Company, in which the Company owns a controlling interest, has leased its properties near Eureka, Nev., to the Eureka Corporation Limited. The Gold-road property at Goldroad, Ariz., has been shut down since 1942, and due to high costs of labor and supplies, consideration is now being given to removal of all surface and underground improvements. The mine and mill im¬provements at the Sunnyside property in Colorado, recently purchased by the Sunbank Corporation, a subsidiary of the Company, are now being dismantled.

IN many of the old placer-mining districts are still to be found large tracts of gold-bearing gravel not suitable to be worked with a dredge, because the bed is too shallow- or the gulch too narrow. Frequently there is not enough grade to handle the gravel successfully by ground-sluicing or a bedrock flume, or it contains too many boulders to be worked successfully with the ordinary pipe or tube hydraulic elevator. In southwestern Oregon, two practical placer-miners named Ruble, after working for years trying to make money out of placer-ground containing many large boulders, invented and patented a hydraulic elevator of an entirely new type, and one . that has been found to work very successfully in flat' ground and in gravel containing many large boulders. It is a very simple contrivance. A few years ago I acquired the property near Pierce City, Idaho, known as the American placer-mine. Various attempts .bad been made to work this ground. A bed-rock flume had been installed by one company, an Evans elevator by another, and still other methods were tried on a smaller scale. All were unsuccessful. I installed a Ruble elevator, and it has proved very satisfactory. Working under 100-ft. (pipe) head, the 'ground has been handled at a cost of a little less than 8 cents per cubic yard. The conditions at the American mine are exceptionally hard, the boulders being large, heavy, and numerous. Basalt-boulders, up to a size of 16 by 18 by 32 in., have been elevated to a height of 16 or 17 ft., with a 4-in. nozzle-stream, under 100-ft. head. Boulders larger than this size are blasted. At the American mine, a foreman, two pipemen, and two laborers are-required per day of 24 hr. to operate the elevator. THE period of new oil discoveries in Illinois began in February 1937, when The Pure Oil Co. found the Clay City field the forerunner of a number of limestone pools. The importance of the area was emphasized greatly in December of the same year with the discovery of excellent sand production by The Carter Oil Co. at Louden and in June, 1938, with the discovery by The Texas Co. of the Salem field producing from two sands and one lime- stone horizon. By September, 1939, new discoveries in Illinois were estimated to have added, under prevailing production practices, some 500,000,000 barrels to the crude oil reserves of the United States and to have produced to that date some 63,000,000 barrels with daily production passing the 300,000-barrel mark by Sept. 1.

THE technical sessions at the Regional Meeting of the A.I.M.E. in San Francisco are to be de- voted LO changes, current or predictable, which may be expected to alter today's practices in mining and metallurgical engineering. Our present condition may be summarized as follows: Capacity to produce is excessive for domestic needs in molybdenum, copper, iron, and oil; sufficient in lead, zinc, and potash; deficient in aluminum, manganese, tungsten, chromium, and tin. Gold and silver are complicated by their use as money. Or, to look at it in another way, the "growth curles" of production, as C. K. Leith emphasizes, characteristically rise slowly at the beginning, show a second stage of rapid growth, and a third stage of leveling off. The third stage is already reached here in coal. copper, iron, lead, and zinc. But still in the second slage are oil, molybdenum, potash, and others.

INTRODUCTION The Japanese dependency for mineral raw materials from foreign sources increased rapidly within the 20 years since the Korean war. During this 20 year period Japan has attempted to industrialize and develop her economy while depending mostly on heavy import of nearly all kinds of mineral raw materials. She has fabricated them using energy generated mostly by mineral fuel that are also imported. Fabricated goods are either used domestically to accelerate more fabrication industry or exported after adding more refinement or fabrication. In this paper iron ore as a major raw material for the Iron and Steel industry, three major base metals, copper, zinc and lead, and petroleum as a major energy source have been selected as examples to represent the general features of various kinds of mineral raw materials that are imported. Among other important mineral commodities for which Japan dependa upon foreign sources are: Aluminium, nickel and cobalt, potash and phosphorous 100 percent dependent and tin, tungusten, chromium and molybdenum over 95 percent dependent. IRON ORE Statistics for the important iron and steel raw materials, namely iron ore, coal and scrap iron are shown in Tables 1, 2 and Fig. 1. Iron ore is by far the most important and basic among these three commodities. There has been practically no steel or iron imported as a metal into Japan during this period. Iron ore, including aggregate such as pellets, and metallurgical coal are mostly transported in large ore cargo boats to the port where very efficient port facilities unload them directly at the steel mill site. In a marked departure from conventional practice, the Power Plate process combines the two unit operations of leaching and electrowinning into a single continuous step for direct recovery of copper from sulfide concentrates, cement copper, copper scrap, and copper oxide slurries. Considering how environmental controls are pre- venting development of smelters for additional capacity or new construction, the Power Plate process provides a welcome pollution-free alternative to the smelting-electrorefining routes. And its low capital investment and low operating costs also recommend it to copper producers who are now using or investigating various hydrometallurgical methods.
