COKE with low phosphorus content is required by some of the electrometallurgical and chemical plants recently attracted to the Pacific Northwest by the hydroelectric power available from Bonneville and Grand Coulee dams. Shipping such coke into the area from eastern points involves a high freight charge, and during wartime consumes precious rail and ship-bottom space, so it is highly desirable to produce coke from the coking coals of Washington to meet the requirements of these industries. Although coke has been made from Washington coals since 1884, little has been known about their phosphorus contents or about the extent to which phosphorus could be reduced by cleaning. An investigation was undertaken, therefore, to determine the manner in which phosphorus occurs in the coking coals of Washington and its amenability to removal by ordinary coal-washing methods. PREVIOUS WORK Phosphorus is a deleterious element in coke used for numerous metallurgical processes, including the production of pig iron, yet comparatively little published information is available on the occurrence and elimination of phosphorus in any of the coals of this country. A variation from 0.009 to 0.062 per cent phosphorus in various horizons of the Pittsburgh bed in the Connellsville region of Pennsylania has been reported,1 and a reduction in phosphorus content from 0.020 per cent in the raw coal to 0.018 per cent in the washed coal was obtained in washing coal from the same bed in the Pittsburgh area;2 the latter figures represent average analyses for a year's operation of the washery on about 800,000 tons of coal. A reduction in phosphorus content from 0.018 to 0.011 per cent in washing coal from the Pittsburgh bed at another washery was observed, and the same report provides data on the phosphorus reduction obtained by separating 10 other coals on a bath of 1.35 specific gravity.3 European investigators have been especially active in correlating phosphorus content with petrographic analysis; fusain and durain generally contain the highest percentage of phosphorus, but this relationship is not universal.4 Some of these investigators have found that phosphorus is removed in the coal-washing process,5 but others have observed that the clean coal contained as much or even more phosphorus than the raw coal.6

COPPER reverberatories develop large amounts of exit gases of a temperature in the neighborhood of 2000°F. The gases are not only of a noxious nature but must usually be disposed of at considerable heights above the yard level by a stack. Handling these gases at the temperature mentioned would require rather expensive construction of conveying flues and stack. Moreover, wasting such amounts of heat is certainly most uneconomical. Numerous investigations have indicated that waste heat boilers of the water-tube type are the most practical and economical means for utilizing that heat although the gases are heavily laden with rock dust and copper-bearing slag, which upon cooling form hard deposits on the surfaces of dampers or heat absorbing elements placed in the gas stream. Avoiding Slag and Dust Deposits Based largely on the experience of the paper industry in burning black liquor, a waste heat boiler design was developed a few years ago, providing not only extensive water-wall surfaces for cooling the gases below the fusing point of the slag but also settling out, as far as possible, the solidified particles of slag by creating low gas velocity. Matter carried in a stream of gases or air has a tendency to maintain its original direction upon a change in the direction of the flow of the conveying medium. Reverberatory waste heat boilers installed at Hurley and Morenci endeavored to utilize that tendency for the elimination of slagging particles at predetermined places and before they would strike the tube banks of the boilers. Both installations were successful in minimizing the slagging of boiler tubes and thereby minimizing the need for hand lancing. However, the low draft carried at the up-take of the reverberatory furnaces resulted in a positive pressure in the upper part of the furnace of the waste heat boilers, causing the emission of gases from lancing doors and making more difficult the already unwelcome work of cleaning the boilers by handlancing. Attempting to correct this nuisance as much as possible, the overall height of the Chuquicamata waste heat boilers has been reduced to the minimum considered necessary to obtain proper water circulation in furnace walls. Moreover, it is attempted to solidify slag and dust particles by providing large amounts of water-cooled surfaces before the gas stream reaches super-heater and convection banks of the boilers. INVESTIGATIONS on the above topic have recently been published by Shapiro and Kraussl and Jana and wayman in this journal and by Kessler and Pitsch.- Parts of the results in these papers are in good agreement with each other but there are also some results which are substantially different. The main points of these differences shall be briefly discussed in this communication. Shapiro and Krauss' measured single-surface traces of the habit planes of reversed austenite plates formed within the martensite crystals and deduced from these measurements two distinct habit planes A = (0.174; 0.309; 0.935) and B = (0.375; 0.545; 0.749) within 3 deg. Kessler and pitsch4 found instead by two-surface analysis7 one habit plane n = {0.23; 0.62: 0.75) with a real scatter of 6 deg. The latter observation of a single habit plane apart from a certain scatter is in agreement with most of the investigations of martensite transformations. The differences between these two results are so great that they cannot be explained by experimental error. The purpose of this communication is to show that the A- and B-poles of Shapiro and Krauss are due to an erroneous interpretation of a single-surface trace analysis. The difficulties in the interpretation of such single-surface trace analyses are due to the high symmetry of cubic lattices, from which it follows that there are in general twenty-four equivalent possibilities of plotting a single-surface trace in a pole figure. All these possibilities must be taken into account, when putting different traces from different plates together in order to construct the habit plane. Alternatively the poles of all the traces may be plotted in a unit triangle. This is done in Fig. 1 with twenty-nine traces of different reversed austenite plates, all of this were measured by Shapiro and Krauss in the same plane of a single martensite ther traces taken from Fig. 13 in the Shapiro and Krauss paper' which were determined by electron diffraction. The traces in Figs. 1 and 2 have to be compared with the habits A, B, and n which are under discussion. Therefore the great circles of the poles A, B, and n are plotted in Figs. 3, 4, and 5 together with a 3-deg scatter region for poles A, B and a 6-deg scatter region for pole n. IN an effort to understand high cycle fatigue, as well as to study the mechanism of fracture in general, a number of researches have been undertaken whereby the fracture properties of a metal have been determined under conditions of repeated cyclic prestsain employing high strains with relatively few cycles. Liu, Lynch, Ripling, and Sachs' showed the effect of a definite strain history consisting of small increments of tensile or compressive prestrain upon the flow and fracture characteristics of metals after a limited number of repeated loadings. Liu and SachsW emonstrated by cyclic straining of the aluminum alloy 24s-T4 that the least reduction in ductility was obtained when the compressive stress was nearly equal to the tensile stress. Attempts have been made to correlate the reduction in ductility under such prestraining with conventional fatigue data, as was done by Liu and co-workers.' The following research was conducted to determine if such reduction as has been noted could be correlated with conventional fatigue data or whether the effect resulted from causes extraneous to the basic mechanism of fatigue failure such as strain aging. It might be pointed out in this connection that the reduction in ductility has occurred in alloys that might be susceptible to strain aging or similar behavior, such as alloy 24s-T4. In the present investigation, the test specimens were prepared from the aluminum alloy 75s-T6 and annealed electrolytic copper. Alloy 75s-T6 is a complex precipitation hardenable alloy, whereas electrolytic copper would not be expected to exhibit strain aging effects, particularly at room temperature. The experimental procedure consisted of prestraining test specimens repeatedly by increasing tension in small increments to various total prestrain values, followed by testing to failure in a tension test. The prestraining as well as the final testing was performed on a tensile machine using special fixtures9 0 maintain concentricity of the specimens. After prestraining, the specimens were unloaded as rapidly as possible and immediately reloaded so that the total time lapse between strains was held to a few seconds. Logarithmic or true natural strain was used in all calculations. The results are presented in Figs. 1 and 2. In Fig. 1, the retained ductility, area after prestrain area at fracture is plotted against the tensile prestrain, initial area area after prestrain as abscissa with the number of stress reversals executed to attain the required prestrain plotted as parameter. I DESIRE to put on record a fact in relation to the effect of manganese on pig iron which I have never seen in print, and which may, perhaps, not have been observed by anyone except myself. In 1875, while experimenting on the production of ferromanganese in a blast furnace, I had burdened the furnace with a charge which I calculated would produce a 15-per cent spiegel. The furnace was very hot, having been running for a couple of days on a very light burden, and making a burnt iron, preparatory to the experiment I proposed to make to produce a high grade of spiegel. I calculated that the charge would begin to work in the furnace in about twelve hours after it was put on. After the lapse of that time I commenced to watch the furnace carefully, but found little or no. change in the appearance of the metal, although there was a very decided change in the cinder, showing that the manganese ore had come in work. The iron was quite gray and very tough. The character of the cinder was good for a spiegel cinder, and I could not imagine where the manganese was going to, as it (lid not appear to be in either metal or cinder in anything like the quantity indicated by the charge. The next morning things were still in, the same condition. The furnace was very hot, the cinder good, and the iron very gray. I was then sorely puzzled. I had never heard of a gray iron with over 4 or 5 per cent, of manganese, and had no notion that an iron with more manganese could be gray and tough. With great difficulty a piece for chemical test was broken from a pig. Not less than a hundred blows from a heavy sledge were required to break it off I took the specimen to the shop and directed that some borings from it should be brought to the laboratory, as soon as possible, whither I myself at once repaired -to put things in readiness for a rapid manganese determination. In about half an hour the machinist came in with the iron specimen in one hand and about, a dozen blunted and broken steel drills in the other, saying that it was impossible to drill the iron. There were several little depressions in the iron, which was malleable enough to be indented by the point of the drill, but not a chip had been cut from it. Discussion of the paper of L. G. HUNTLEY,. presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 102, June, 1915, pp. 1333 to 1349. E. W. SHAW, Washington, D. C. (communication to the Secretary*). -The comparatively great extent and uniform character of the Dakota sandstone make it of great interest to the student of rock pores and the movements of their fluid contents. However, compared with other sands in areas of carbonaceous rocks facts concerning it do not seem to be of such great direct importance to the producer for it has thus far yielded few important pools of oil or gas. Information concerning the sandstone is extensive but scattered, hence a general treatise regarding it-particularly its pores, the fluids they contain, and the movements of the fluids-has been much needed. I therefore feel that the. chief thing to be ,desired concerning Mr. Huntley's paper is that it were more extended, particularly as to the discussion of the data presented. The general structure map of the Dakota is of especial interest. Slight changes in wording seem to be desirable here and there in the paper. For example, at the beginning of the third paragraph one-wonders if flora instead of fauna were not intended. In Figs. 2, 3, 4, and 5 the vertical scale seems incorrect. Concerning the analyses of oil quoted it is noted that they "are given, as indicating what may be expected in different localities." This seems to need modification for the average analysis of oil from Powder River, which indicates for example that this oil begins to boil at 213°C. The fact is that the samples to which this figure refers were taken from seeps long exposed. to the air :find hence the underground Dakota oil of this district no doubt differs profoundly from that which the analysis indicates. The product of a well here would probably differ more in boiling point and other. respects from the samples analyzed than it would from almost any other petroleum in the world. The use of the word synclinorium does not conform to the original definition, but this may be pardonable because misuse of the term, though a different misuse, has become general. Synclinorium is an orographic term and cannot be correctly applied outside of mountain regions, for it is derived in part from the Greek word for mountain. It has, however, been widely used in a purely structural sense for compound syncline. The broad shallow syncline of the Dakota sandstone falls in neither category. SMALL things are customarily moulded in two ways (unless they have undercut parts which hold them in the moulds); that is in clay, or with natural or which artificial earthern powder made in halves in either wooden boxes or bronze frames. This also depends on whether the object is larger or smaller. Now if you wish to mould with moist clay, you must grease your relief with oil or pig fat; apply a dusting of charcoal, ashes, or cuttlebone on it; or gild or silver it dry with gold, silver, or tin foil. Then, first make with moist and somewhat firm clay a plate as, thick and large as can conveniently hold your relief, and carefully set the latter halfway into this and let it dry. Then, greasing or dusting it again, make the other half. When both are well dried, take out your relief and at the top make its gates and vents. If plastering is needed, do it. Finally, bake the halves, fit them together, and tie them well, as you wish, using the procedure that I taught you in the discussion of brass. But if one has to make a large quantity of works of one kind, he should for the sake of convenience use the method with powder [120] because it is short and requires less time and expense. Therefore if you wish to do this, you need to have several pairs of bronze frames or wooden boxes, higher than half the relief that you wish to mould, and of convenient length. On a flat board always keep half of one of these frames full of powder that has been slightly moistened for moulding, as I told you, so that by pressing with the ends of the fingers and with the hand it holds together as well as possible. Level it off with a cutting tool and when leveled put a flat board over it and turn it over. Turn it on to a dusting of ashes so that it will not stick, dust it on the other side, and remove the excess by blowing it off Then mould the thing that you wish to mould, pressing it halfway in once or twice, always taking it out and putting it back again. Then the other frame is fitted in its place and filled with earth by pressing and squeezing it carefully. Then it is leveled off on the outside with a sharp tool as you did with the other part, and then one of the parts of the frames is lifted up with the point of a knife or some other tool and,

HAVING demonstrated to you above the practice of bringing silver to its ultimate fineness and perfection, it now remains for me to describe how the two kinds of metals that are found in the smelting product that you made from the ores are to be brought to their end: One is copper and the other lead, and perhaps a third is gold, if per-chance the silver that you refined in the cupeling hearth contained any. It would be almost impossible that it should not contain any, because either a little or a lot is almost always found as an admixed substance not only in silver but in. every one of the other metals as well. But in order to continue in sequence, you must suppose that there is some gold and that, of the two materials you have that I mentioned above and told you to save, one is the matte (calling it according to the usage of Germany, * since I do not know a more exact or better word for describing it to you) and the .other is the litharge that you took from the cupeling hearth. In addition, the hearths themselves are saturated and full of lead. If these things should remain in their present condition they would be useless bodies without any perfection. First, taking one of the three said parts, as a material of greater quantity and also as a thing that needs greater labor, and because, being reduced to the point I have told you with smelting and evaporation, it is nearer to its end, I shall tell you what must be done in order to bring it to pure copper. As I have told you, there are two materials on hand, one of which is the matte and the other the litharge. Each at first sight seems a half-burned thing; one has already been finished metal and the other is to be, but in my opinion the matte is nearer to its end than is the litharge because the latter has been dried by the power of the fire and re-formed from another body. Now leaving aside the discussion of this thing, after the matte has been well evaporated and reduced, it is taken and put on a forge. In front of the tuyère a receptacle is made of stones that neither calcine nor melt, or of coals and powdered clay, in the form of a little cradle that is longer than it is wide and not very deep. IT is now five years Since I called the attention of the Institute to the industrial importance of the coal and the iron ores of the Hocking Valley in Southeastern Ohio, and in a pamphlet on the region published Soon after, in 1874, endeavored to resume the principal facts then known respecting it, including the observations of the geological survey of Ohio, made and published up to the time by Professors Andrews and Wormley, together with an estimate of the probable future of the region, and its relations to the coal and iron markets of the country. Since that time the labors of the Geological Survey have included a further Study of the coal by Prof. Edward Orton, the results of which will be awaited with much interest. I may say from my knowledge of them, that while confirming the general conclusions of his predecessors, he has been enabled to add much to our knowledge as regards the correlation of the various members in different parts of the coal-field, and to Show more clearly the positions and the importance of the ore-beds in the Hocking Valley region. The only ore mined in that vicinity previous to 1874, was below what is called the Great Vein or No. VI coal, and to the west of what is known as the Hocking Valley coal-field, and although experiments in a few furnaces in the State had Shown that this coal could be used with advantage in iron-Smelting there was not a single blast furnace within the field. My observations at that time, however, impressed me with the abundance of iron ore, not only below but above this important coal Seam, and I then ventured to express the opinion that this region, from its cheap and easily mined Smelting-coal, its native ores and limestones, and its geographical position and relations to the great markets of the West, and to the supply of rich iron-ores from Lake Superior, was destined at no distant time to become a great metallurgical centre, where iron could be made more cheaply than at any other equally accessible point in the country. The object of the present communication is to report progress, and to State how far my observations made in the region last month have justified the predictions of 1874. The five years which have elapsed have been, as all know, most unfavorable to the iron trade, and especially to new enterprises in untried regions, yet they have not passed without important industrial developments in the Hocking Valley, where not less than thirteen blast furnaces have been erected

The plummet lamp, to which I called the attention of the Institute, at the Bethlehem meeting, in August, 1871, with the improvement of the compensating ring, suggested by Mr. Heller, having come into general use for mine surveying in this country, and my attention having been called to the fact that it could not be employed in mines in which there was danger of meeting with fire-damp, I have so modified it that it can be used in all cases with safety. Mining engineers, who are in active practice in those districts where fire-damp is met with in the mines (and I am sorry to say it is becoming much more common in the anthracite regions), know how dangerous their work is when they are called upon to survey such mines, particularly when they are obliged to run lines in those parts of a mine which have been unworked, since by opening of doors, brattice, etc., to get the sights, they are liable to disarrange the currents of air, and cause any fire-damp that may have accumulated in the old workings to find its way into the levels, etc., where the party is at work. It is, therefore, very dangerous to leave an open light (such as the original form of plummet lamp) in an old breast or gangway, even when the safety lamp has shown that no fire-damp is present, for the opening of the doors, etc., may drive the fire-damp to the light, and thus endanger the lives of the engineers. The improved form of plummet lamp, now shown to you, can be used either with or without the safety apparatus. Upon the top of the plumb-bob portion of the old lamp a screw is cut, upon which a ring A is screwed. (See Plate 11.) On the external cylindrical part of this ring two small conical holes are drilled, 180' apart. The compensating ring, by which the plumb-bob part of the lamp is suspended, passes over the ring A, and is fastened to it by two small screws having conical points, which fit into the conical holes in the ring A. The safety apparatus resembles, to a certain extent, that of the Mueseler lamp. It consists of a ring B and plate C, which are united by four rods. The plate C has a cylindrical hole in the middle, and four apertures distributed radially around it. TWENTY-FIVE DOLLARS for nothing at all except a sheepskin. That to me is the effect of the New York State law for registration of engineers and the same may be said of any of the state licensing laws. Of course, if one has to practice in more than one state, he must pay a more or less equal amount for every state he works in; and yet there has been little effective protest against these laws. It would seem that the spirit which animated the Boston Tea Party is non-existent amongst engineers. Undoubtedly a good many consider, through their failure to understand the law, that the matter does not affect them. In New York State it is provided that "any person practicing or offering to practice profes-sional engineering or land surveying . . . shall be licensed as hereinafter provided." To quote further from the law: "A person practices professional engi-neering . . . who holds himself out as able to do, or who does, the work that an engineer does . . . " The cunning of the wording of this article can only be appreciated by considering that anyone calling himself an engineer falls within the definition; its liberal inter-pretation (I have not quoted the whole of it) would embrace many who do not consider themselves engi-neers. The state authorities may not construe it to include such individuals; indeed, they may possibly consider it inexpedient to extend it to include engineers of subordinate grade, but the possibility is always there and, even though an engineer be of the grade of assis-tant, he may at any time be called upon to substitute for his principal in responsible charge of the work. It is therefore clear that anyone calling himself engineer and practicing engineering must, for his own protection, apply for registration or run the risk of violating the law. Now, what is the sense of all this? We have done very well without such restrictions on the means of gaining our livelihood. If one only stops to think, there is hardly a minute of his modern existence when he is not dependent for his safety on the engineering by engineers of yesterday or today. How often is one in jeopardy through failure of engineering works, work done under the supervision of those same engineers? If all of us had to wait for our ends by such means, our average life would probably be some thousands of years. Where, then, is the point to the object declared in all these laws that the need for licensing is "to safeguard life, health and property?" Bosh!

By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively advocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot.

It is, therefore, very dangerous to leave an open light (such as the original form of plummet lamp) in an old breast or gangway, even when the safety lamp has shown that no fire-damp is present, for the opening of the doors, etc., may drive the fire-damp to the light, and thus endanger the lives of the engineers. The improved form of plummet lamp, now shown to you, can be used either with or without the safety apparatus. Upon the top of the plumb-bob portion of the old lamp a screw is cut, upon which a ring A is screwed. (See Plate II.) On the external cylindrical part of this ring two small conical holes are drilled, 180° apart. The compensating ring, by which the plumb-bob part of the lamp is suspended, passes over the ring A, and is fastened to it by two small screws having conical points, which fit into the conical holes in the ring A. The safety apparatus resembles, to a certain extent, that of the Mueseler lamp. It consists of a ring B and plate C, which are united by four rods. The plate C has a cylindrical hole in the middle, and four apertures distributed radially around it. MULTIPHASE diffusion has been studied for many years in two-component systems1,2 and many of the experimental aspects are now fairly well understood.314 Although by no means all of the problems connected with the two-component case have been solved,' attention has recently been directed to the more complex situation involving three components. The pioneer work of Clark and Rhines6 yielded a qualitative picture of the types of behavior that can occur, and Clark7 has suggested conventions for describing the various phenomena. Kirkaldy and co-workers8,9 have made quantitative studies in several ternary systems and have offered explanations of the occurrence of isolated and nonisolated precipitates. At present, however, there is no comprehensive theory for the variety of phenomena observed in ternary, multiphase diffusion. By analogy with several studies that have been made of multiphase diffusion in the binary Cu-Zn system,2'10'11 a similar exploratory study was made of Cu-Zn-Ni alloys lying along the line in the ternary diagram from the point 80 Cu-20 Ni to the zinc corner of the diagram, Fig. 1. A principal question to be answered was whether initially plane interfaces would remain plane during the course of one-dimensional diffusion. The diffusion specimens studied are described in Table I. The five separate alloys from which they were made were melted in evacuated Vycor capsules from 99.9 pct purity copper, zinc, and nickel. Since some of the alloys were too brittle to be swaged, all of the alloys were used in the cast condition. To facilitate later homogenization, the molten alloys were solidified by plunging the capsule in water. Homogenization heat treatment was done at 720°C for 20 hr. The five nominal compositions in weight percent zinc and nickel, respectively, were: 37.5, 12.5; 44.0, 11.2; 50.0, 10.0; 55.0, 9.0; 65.0, 7.0. Ln Table I the alloys are identified only by their zinc content. Sandwich-type diffusion specimens were prepared by pressure welding disk specimens, each about 3 mm high by 10 mm in diameter. Welding was done in a special threaded vise which was heated at 500°C for about an hour in an atmosphere of flowing hydrogen. A measurement of the separation of the phase interfaces was made on a polished flat on the welded specimen, and then the specimen was sealed in an evacuated capsule and given the diffusion treatment shown in Table I. COLLECTIVE bargaining, hereto-fore loudly proclaimed as one of the stout timbers of the Republic, has passed from the picture. The coup de gr[a]ce was struck by the President of the United States when he ignored his vested legal prerogative and seized the steel industry by the dubious authority of, his "inherent powers." Autocratic judgment by a single official replaced arbitration by the steel industry and labor union. This is the outcome of a battle which has been bitterly waged for months in the hazy atmosphere created by well oiled propaganda machines. Prior to government intervention, there was no clear picture of the issues at stake. All parties concerned marshalled their accountants to conjure up figures proving their respective contentions. The results were fed into public relations departments for embellishment and dissemination. Thus, the public was asked to believe on one hand, that the steel worker, who is second only to the coal miner in hourly wages, was entitled to an increase in pay and other benefits. Nothing was said about the effect-of such an increase on the national economy. Industry in turn pointed to declining profits after taxes, but failed to mention the more than a billion dollars spent on plant expansion, in addition to the payment of substantial dividends for 1951. With the intervention of the administration, the immediate issue became clear to freedom-loving Americans. Is the executive branch of the government above the law, or is it supposed to uphold and carry out the .laws of Congress? The present administration forgot that it is a servant of the public and has become despotic. The American people must obliterate this dangerous precedent which has been set by the administration or accept the. ominous consequences of submission. Fortunately, the strongest weapon of the citizen-the ballot -still remains. When democratic procedure is restored, stabilization of the economy will continue to challenge us. This is the main public stake in the steel controversy. Only a solution based on bed-rock democracy will work. If the emergency is real, and we must assume that it is, this is the time for sacrifice. Industry and labor must meet without rancor to resolve wage contracts through collective bargaining. The government role, under emergency conditions, must be to objectively maintain wage, and price ceilings in the interest of stabilization. Political expediency cannot be permitted to' influence these controls. Politics and not the public weal have been the guide lines for too long. We are at the cross roads. By all sober judgment, this is the time for Americans to take a militant interest in their government today. Tomorrow will be too late.

The washabilities of typical bituminous coals are discussed in an effort to illustrate the importance of determining, by a complete washability study, the sulfur forms and their distribution in a coal. This study will then show the extent to which the sulfur can be removed. It should be emphasized that each potential application requires a thorough study because of the varying amounts of sulfur in different coals. It is not the intent of this paper to show the best results that flotation can produce, but rather to illustrate the potential of this process and point out the importance of improved flotation techniques where sulfur reduction is involved. It is generally accepted that sulfur exists in coal in three forms: (1) pyritic, (2) organic, and (3) sulfate sulfur. Sulfate sulfur usually makes up less than 1% of the total sulfur content. Pyritic and organic sulfur make up almost all of the total sulfur content, occur in varying amounts in different coals, and can vary greatly in coal of the same seam. Pyritic sulfurs of 20% to 80% of the total sulfur have been reported. Other authors have shown that it is not possible to remove the organic sulfur without chemically altering the coal. Chapman and ones' state: "Organic sulfur, unlike pyritic sulfur does not exist as discrete particles, but is intimately associated with the coal structure, and as such it is not possible to remove it or reduce its concentration by physical means." Any success in removing sulfur has come about by removing pyritic sulfur by physical means; therefore, removal of sulfur in the pyritic form is the subject of this investigation. The extent to which any impurities can be removed from a particular coal can be determined by a washability study. Outside of crushing coal to finer sizes or chemically altering the coal, there are no known methods of changing this inherent washability characteristic. The efficiency of various methods used to remove impurities can be determined by comparison of results produced at a yield to the results as shown by a washability study. In recent years heavy media processes have proven their ability to wash plus 28 mesh coal and nearly produce results shown to be theoretically possible by the washability study. MUCH of the available information on which the heat treatments of a particular steel are based is found in the isothermal-transformation diagram. Such is the case despite the fact that the usual thermal treatments involve continuous transformations, i.e., transformations which occur on cooling, rather than isothermal transformations. This rather unusual practice is continued because of the abundance of published isothermal-transformation diagrams1, 2 which are relatively easy to determine experimentally as compared to continuous-transformation diagrams.3, 4 However, this can easily lead to the production of improper micro-structures and may not allow full advantage to be taken of the inherent hardenability of a steel. A mathematical method of estimating the continuous-transformation diagram from the available isothermal data was developed by Grange and Kiefer;5 but, due to the mathematical approximations required in the calculations, the computation of continuous-transformation diagrams has been limited to individual cases and no large-scale compilation of these diagrams is available. With the present availability of high-speed digital computers, the problem of time-consuming approximations may be minimized and continuous-transformation diagrams may be constructed with the insertion of isothermal data into a basic program. It is the purpose of this report to announce the availability of such a program and compare the computed and experimental continuous-transformation diagrams for two different steels. Let us first review the method of Grange and Kiefer5 and then compare the results of the machine calculations with the experimentally determined diagrams. In order to apply this method, one requires the isothermal-transformation diagram and a set of curves representing cooling at constant rates. A section of an isothermal-transformation diagram is shown in Fig. 1 together with a cooling curve of M0F per sec. The cooling curve is constructed to start from the A1 (eutectoid) temperature if the transformation product is the eutectoid microconstituent (i.e., pearlite or bainite), from the A3 temperature if the product is primary ferrite, or from the 4, if it is proeutec-toid cementite. Introduction The use of frequency of vibration measurements to determine tension has long been accepted by industries that use electrical or stranded cables of wire ropes in their operations. In contemplating how to determine the tension in chords of a roof truss, it seems almost inevitable that a similar approach should be investigated even though there are some important dissimilarities in physical behavior between a chord of a rod-type Birmingham truss and a stretched wire rope. While the dominant feature of both types of behavior is the existence of tension, the bending resistance of the vibrating truss chord cannot be ignored. And it is common to have attached to the chord, pieces of hardware (turnbuckles, extension sleeves, wedge boxes) that represent concentrations of mass not usually found in a vibrating wire rope. Analytical solutions to the problem of vibrating wires or beams can be found in the literature on vibrations (Timoshensko, 1955; Den Hartog, 1956). But in every case, at least one of the ingredients of the vibrating truss chord is missing. The presence of axial tension, or bending resistance, of concentrated masses and of end conditions peculiar to truss chords is a combination that appears not to have been dealt with before, although the techniques for dealing with it are commonly known. The purpose of this note is to report the results of a project to measure and calibrate such frequencies. The work was conducted by the University of Pittsburgh under the sponsorship of the US Bureau of Mines. Field observations Tests were conducted on 24 different truss installations. The first 18 trusses were installed in shale roofs above Kentucky No. 9 seam and Illinois No. 6 seam. The remaining six were placed against the competent sandstone over the Pocahontas No. 3 seam in West Virginia. Chord tension was determined by two electrical resistance strain gages, in series, applied diametrically opposite to one another on the rod before tensioning. Due to the combined effects of inexact gage placement, rod bending and residual torsion in the chord due to tightening, errors in tension as high as 1780 N (400 lb) were reasonably possible. Due to faulty soldering or damage, three of the first 18 trusses and one of the final six were rendered completely unreliable. In addition to strain, the first natural frequency of vibration was observed to the nearest 0.1 Hz. Dimensions recorded included the span between contact points at the bearing blocks (Fig. 1) and the locations and amount of excess rod and rod gap at the wedge box and turnbuckle, respectively.

THE mine and concentrator of the Howe Sound Co., Chelan Division, are at Holden, in a remote section of the Cascade Mountains of northwestern Washington. Holden is at an elevation of 3200 ft., in the narrow valley of Railroad Creek. This creek drains into Lake Chelan, at a point some 40 miles up the lake from the town of Chelan. The concentrator treats 2000 to 2500 tons of low-grade copper-gold-zinc ore per day. Concentration is achieved by the differential flotation process, with recovery of 94 per cent copper and 82 per cent gold in the copper concentrate, followed by the recovery of 65 to 70 per cent zinc in the zinc flotation circuit. The final flotation tailing is deslimed, and coarse sands, representing 60 to 70 per cent of the total, are cyanided. The tonnage of tailing material amounts to 1900 to 2370 tons per day. GENERAL CONSIDERATIONS The property is within the Chelan National Forest. Railroad Creek is a fishing stream, being stocked regularly with trout from State hatcheries. Consequently, in planning a milling operation, the Howe Sound Co. was obliged to avoid any pollution of the stream by tailing material, and also destruction of valuable stands of timber. Moreover, the selected tailing disposal sites should not mar the natural beauty of the valley. In addition to these requirements, the problem of tailing disposal at Holden was complicated by topography and climatic conditions. The valley is long and narrow, averaging 1200 to 1500 ft. in width. Its walls are flaring at a steep angle. There are no extensive flat areas suitable for deposition of tailing. All valleys tributary to Railroad Creek, also the well-marked paths of snowslides, must be avoided. Finally, the direction of prevailing winds and possible dust hazard arising therefrom dictated the necessity of selecting the tailing-disposal sites downstream from the mill building and two campsites. Heavy snowfall during the winter months of November to March, inclusive, impedes building of the retaining dike, making it necessary to prepare the needed storage space during the summer months. It is inadvisable, also, to do any dike building during the freezing weather, because the dike becomes unstable with the spring thaws, producing inevitable "sloughing" of the built-up borders. TAILING-DISPOSAL SITES The existing tailing-disposal areas are near the south wall of the valley. They were developed, and put to use in the following sequence: No. I.
