While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully you will recognize that, within certain limits, taxes can be controlled to an economic advantage. The tax laws as now imposed are quite complex. Many of these laws and the regulations thereunder involve many factual determinations, technical considerations, and specialized valuations that can best be made by people trained in the specific area concerned. A substantial amount of a tax liability turns on the proper consideration given to issues involving facts and principles which are peculiarly engineering in nature. The importance of these "engineering" issues in tax administration has been significantly increased in recent years by our rapidly advancing technology, automation, stepped-up mineral and oil exploitation, new industries such as electronics and nuclear power, and the extension of percentage depletion to all minerals. These specialized requirements incorporated in the law are so technical that full consideration can not be given by people with a non-engineering background.

The Questa mine is located in northern New Mexico on the western flank of the Sangre de Cristo Mountains about 75 miles north of Santa Fe and ranges in elevation from 6,800 to 10,000 ft. GEOLOGY The rocks of the area are Precambrian metamorphic rocks covered by Tertiary extrusive andesites and rhyolites and intruded by Tertiary granitic rocks. These Tertiary intrusives are localized in an east-west belt about 20 miles long and 2 miles wide, extending from Questa to Red River. The Questa orebody is associated with a north-trending aplite intrusive about 3/4 mile wide and 1 3/4 miles long. In the area of mineralization, the metasomatism of aplite has produced a mottled porphyritic rock. This hybrid rock has caused much of the controversy about the Questa mine intrusive. The orebody is essentially monomineralic and consists of numerous closely spaced molybdenite veins varying in thickness from ' 'paint" to 3 in. and occurring in both the andesites and the intrusive. In the intrusive the veins are often siliceous. Common alteration minerals associated with the molybdenite ore vary with the original composition of the rock. The alteration of the aplite has produced phenocrysts of orthoclase, albite, oligoclase and biotite; veins of quartz, orthoclase, and biotite; and graphic myrmekitic intergrowths of feldspars and quartz. In many places near the contact, the andesite is indistinguishable from the metasomatized aplite. The dominant alteration in andesite, however, is the development of fine-grained biotite with apatite, rutile, and sphene.

X HE recent investigation of Butler, McCabe, and paxton' on the vapor pressure of manganese gas in equilibrium with Mn-Fe alloys has been extended to include the iron-rich solutions and alloys in the two phase equilibrium region. The study of the phase equilibrium by Kurnakov and Troneva2 and the extensive reviews of the Mn-Fe system by Hansen,3 and Hellawe114 are not in agreement with regard to the location and extent of the equilibrium between the solid phases of fcc y and complex P in the temperature range above the eutectoid temperature of approximately 975Kwhere 0 decomposes to y and bcc a. An evaluation of the existing equilibrium data is confronted with the conflicting results presented by various investigators who used techniques requiring a quenching treatment to retain the high-temperature equilibrium or encountered temperature hysteresis during thermal analyses. The difficulty of suppressing the transformation of the manganese-rich concentrations of the y-solid solution during quenching has been well etablished.' To avoid this uncertainty the phase equilibrium was investigated at temperature by measuring the partial pressure of manganese gas in equilibrium

Chemical Abstracts Service (CAS) is in the process of evolving a computer-based information system which will process all of the material selected for abstracting in the area of chemistry and chemical engineering and its related fields such as the earth sciences and technologies. This system is already operational to some extent and is expected to be fully utilized by 1971. The objective of CAS is to make chemical and related information more readily available, more usable and more used. Chemical Abstracts handle some 5000 abstracts weekly from 13, 000 journals and patents from 25 nations. These cover all of the 80 CA subject sections which relate to chemistry and also extend into areas of interest to geologists, mineralogists, and mining engineers. In this way, CAS fulfills its objective of complete coverage of its major fields, informative abstracting, and indexing to maximum specificity. The concept of a computer-based information system is that of a single machine-language data base into which the results of intellectual analysis of the literature are entered and from which computer programs produce a variety of publications and services applicable to the needs of a wide range of users.

Want of knowledge on the part of experts from abroad respecting the amalgamation-system, known as the Mexican or patio process, has been the cause in this country of trouble to many foreign mining companies. This process has not been looked upon by their managers as a satisfactory method of treating silver-ores, and they prefer to employ others, which, although more modern, and often more profitable in other countries, have not proved to be so under the exceptional conditions of this country, where labor is cheap and paid in silver, while fuel is very dear. The cause of this error of judgment is probably the inexact information which has been furnished by several authors respecting the economical results of the patio process. This treatment is not suitable for silver-ores of every kind. Simple sulphides of silver are best adapted to it, and, next to these, the combinations of complex sulphides, viz., pyrargyrite, polybasite, stephanite, proustite, etc. Chlorides, bromides and iodides of silver are considered rebellious ; argentiferous galena, blende, bournonite, as also argentiferous arsenical pyrites of iron and copper, are absolutelg unsuited to this treatment. Experience has proved that high-grade ores do not give as satisfactory results as those of mediurn grades, as, for instance, carrying from 1 to 2 kilos of silver per metrical ton. The patio process, as actually practiced in this district, comprises the following operations: 1. The ore is crushed in a dry state in a roller-mill, reducing it to pea-size, from which uniform samples, and, in consequence, correct assays, can be obtained. 2. It is then thrown into the arrastra, and pulverized with water, so fine that it will pass through an 80-mesh screen.

IT has been 5 years since the writer left the Philippine Islands and while in that country his chief work did not lie in this field, though he has visited all but one of the localities mentioned in this article. The principal field studies relating to oil were made by his colleague, Mr. Wallace E. Pratt. The writer's investigations dealt with the general stratigraphy and paleontology of the Philippines. With the exception of the investigations made by Mr. Pratt and the writer very little information on this subject is available. A number of geologists in the employ of large oil companies have visited the Islands from time to time but, following the general rule, the public has scarcely ever been permitted to learn anything of the results. The writer is indebted to the Bureau of Insular Affairs, Washington, for late information regarding recent legislation in the Islands relating to petroleum. All the known oil seeps, petroleum residues, such as ozocerite, and natural-gas emanations are associated with Tertiary sediments. The chief seeps and most promising prospects are located as follows: 1. Bondoc Peninsula (lower end), Tayabas Province, Southeast Luzon. 2. The west coast of the island of Cebú from Alegria north to, and perhaps beyond, Toledo. 3. Central Mindanao not far from Lake Lanao. 4. The ozocerite veins on the Island of Leyte in the northwestern part in the vicinity of the town of Villaba. 5. Natural gas from some deep wells in Tertiary shale formations on the eastern flank of the Cordillera and extending out under the plain on the island of Panay.

A 91 kg/h (200 lb per hr) pilot plant was constructed according to "Magnex" design. A non-compliance eastern coal which would generate more than 0.85 kg of SO2 per GJ (2.0 lb of SO2 per million Btu) upon burning was brought into compliance less than 0.52 kg of SO2 per GJ (1.2 lb SO2 per million Btu) during continuous operation of the pilot plant. Approximately 85% of the pyritic sulfur was removed while recovering 90% of the Btu of the feed coal. Pilot plant operation is summarized and preliminary economics presented. Present status of the Magnex design program is reviewed.

There has been a considerable amount of research developed which shows that the close contour cutting of an excavation prior to removal of the central core will increase ground stability while concommitantly, reducing the number and size of blastholes required to create the excavation. To date, the industrial development of this technique has however, centered on the development of equipment based on simple cutter movement and mechanical rock cutting. The advent of reliable field operable high pressure waterjet cutting equipment with the very low reactive force required to hold the head in position has opened the way for a much smaller and more manueverable system. The advent of small, micro-computers allows the programming of accurate profiles for cutting tools on excavation equipment. The combination of these two technologies will allow the generation of complex as well as simple, excavation profiles and lead to the potential pre-support of the opening before major excavation is completed. A brief description of the necessary components and their functions is encorporated in the initial prototype design as given.

The process developed over the last few years by Republic Steel Corporation in conjunction with Colorado School of Mines Research Institute has been used as a basis for the conceptual engineering of full size plants. The paper will cover the equipment design criteria, equipment design itself, and the integration of the complex unit operations. There are unique features of agitation and use of gas media through- out. The paper will provide an illustrative example of the process requirements for a variety of raw material feeds. It will discuss the materials of construction approach required.

ZAY JEFFRIES (written discussion*).-I have read with much interest Mr. Ruder's discussion of Professor Howe's paper, "The Supposed Reversal of Inheritance of Ferrite Grain Size from that of Austenite." I am yet of the opinion that my first explanation' of Mr. Ruder's samples is substantially correct. In that explanation I did not intend, however, to convey the impression that "reversed inheritance" was the general rule nor even of common occurrence but rather that." Non-inheritance" was the general rule. Mr. Ruder suggests that a " perfectly formed" grain is an indication of inheritance. The grains in my Fig. 52 are perfectly formed and in fact more nearly equiaxed than those in Mr. Ruder's Fig: C,3 yet the grains in the former are known not to be inherited but to have been formed by the partitioning of larger austenite grains. On close examination of Mr. Ruder's Fig. C the very shapes of the grain suggest partitioning. Again, the grain size (25 to 30 grains per square millimeter) is at least 10 or- more likely 20 times smaller than might be expected of the austenite from which these grains were .formed under the given time and temperature conditions. Mr. Ruder's newer results on electrolytic and Armco iron are most interesting and instructive. His results fit in. nicely with my conclusions 5, 6 and 10.4 His photographs, however, indicate that the thickness of the pieces of sheet metal are such that abnormal grain growth is promoted. He indicates that equilibrium grain size after heating to 950° C., with furnace cooling, is about the same as his Fig. 1, above. I estimate this to be approximately one-half -grain per square millimeter, or 40 times as large as I have obtained with the same material (Armco iron) after heating Y4-in. bars to 1300° C. for 2 hr. and cooling in the furnace. The effect of thickness of sample on grain size is one which needs more attention.

THE book covers principally the assaying of silver and gold and the determination of these values in ores, sweepings, and base metal. It seems to have been written more for the goldsmith and jeweler than for the primary producer of metals. There were approximately sixty different substances needed in the operations described and not over a dozen different types of raw material (ore, matte, crude or alloyed metal) are mentioned. The methods of separation used were essentially simple and reasonably reliable, though the processes were not sufficiently understood to permit the selection of the simplest effective ingredients, and there was a great tendency to employ complicated fluxes, with unnecessary repetition of long-continued heatings indicative of a leisurely pace of life. Practically all the processes described are based on a few chemical facts: the inability of gold to combine with sulphur, while silver and the base metals form easily fusible sulphides; the ready oxidation of base metals; and the ii- solubility of gold in nitric acid. Fluxes serve to make earthy impurities fusible, and to carry oxidizing or sulphurizing ingredients. Many of the processes of assaying had changed little up to the beginning of the present century. Even as late as 1924, when the writer took a University course in fire assaying, the crucibles, cupels, scorifiers, molds, and tongs were identical with those of the sixteenth century, though the wind furnace had a stack on it and the muffle for cupelling was gas-fired.* The fluxes were purer, but of the same essential composition. AT THE beginning of December, the Lausanne Con-ference was in session. The representatives of the United States declared the American position. The representatives of Russia were received and were heard. The Turks appeared at this conference in the attitude of victors, dictating terms. The British refused to surrender Mosul, and December thus ended with this question unsettled. Early in the month the premiers of the principal powers met in London for the discussion of the German reparations question, the temporary agreement expiring on. Jan. 15, 1923. On Dec. 11 the Conference adjourned without getting anywhere, and at the end of December prospects looked more hopeless than ever. The premiers are to meet again on Jan. 2, 1923. The interruption of the London conference was followed by the intimation of early participation of the United States in European affairs in the practical way of a large loan to Germany. These intimations, ema-nating from Washington, appear to have been in the nature of trial balloons. They showed that the wind was unfavorable, the bankers not considering conditions suitable for the flotation of such a loan. British statisticians are puzzled by the fact that the trade returns of Great Britain show a greater turnover in the volume of goods during the first 11 months of 1922 than in 1920, although the rate of labor employ-ment in 1920 was nearly 100 per cent. and in 1922 only about 86 per cent., with an economic situation admit-tedly so bad as to be alarming. The British Parliament was convened under the premiership of Bonar Law. One of its first acts was confirmation of the constitution of the Irish Free State. Civil war in Ireland continued. Poland, like most of the other countries of Europe, is torn between socialism and conservatism, with the former party at present predominant. Early in December, Gabriel Narutowicz, an engineer but a radical, was elected president. On Dec: 14 he entered office and-on Dec. 16 he was assassinated.

AMONG the many cases of replacement of one mineral by another, that of quartz or silicates by pyrite, or even other sulphides, is not uncommon, but the reverse of this process does not appear to have been recorded, even if it has been observed. It, therefore, seemed to the writer that the case described below was worthy of record. FIG. Activated carbon is a strong adsorbent for amyl xanthate, capable of removing from solution up to a quarter of its own weight in xanthate. In selective flotation system where depression is unstable, separation efficiency increases with activated carbon additions. The improvements observed are brought about by two mechanisms. First, by removing stripped and residual collector ions from solution, competition between depressant and xanthate is reduced and depression is stabilized. In addition, the texture of the froth phase at high pine oil concentrations is modified by activated carbon such that better drainage between the air bubbles takes place, alleviating the mechanical entrapment of depressed mineral particles. In treating a bulk copper/lead concentrate produced from GECO ore, selectively between galena and chalcopyrite is increased when activated carbon is used. Although the rate of flotation of galena is marginally lowered by activated carbon, a small extension in the duration of flotation allows the lead recovery to increase by 19% at the same recovery of copper. An addition rate of 0.75 kg/ton (1.5 lb/st) of bulk concentrate is suggested as optimum from this testwork. However, the actual level used in the mill is dependent upon the residual concentrations of collector and frother in the bulk concentrate pulp.

MINE fires are always dangerous and are frequently accompanied by loss of life during the period of confusion which is apt to follow their discovery. In metal mines, fires may result from the accidental ignition of some combustible material, or they may be of spontaneous origin resulting from the rapid decomposition of sulphide. They occur frequently enough to demonstrate the need of some special equipment and a general plan for controlling them, in addition to measures for their prevention. Nearly all the large copper mines have had fires, and the methods of fighting them have been well described in recent papers, notably-by C. L. Berrien,1 R.. E. Tally,2 and others in discussion. The Copper Queen mine has many shafts, which are connected by underground workings. The deeper parts are ventilated by fans, but in the shallower portions natural ventilation through numerous connecting raises or shafts is sufficient. There have been several fires in the past few years, of which all are extinguished but one, and that is under control. These notes cover particularly the preparations that are being made-to check a new fire, partially or temporarily, and to facilitate the escape of workmen in the interval before a definite plan of fighting it can be established. A fire may occur in a shaft or station, or in some working father away. In case of fire in an upcast shaft, the gas would escape to the surface and the immediate result would probably not be dangerous to workmen, as they could escape by other shafts. In a downcast shaft, however, the gas would be distributed very rapidly throughout a large portion of the mine, and men might easily be trapped and asphyxiated. A fire in mine workings, drift, raise, or stope, would be dangerous in a degree, but the draft there is likely to be less strong than in a shaft and probably a smaller area would be invaded by the fire gases.

A great deal has been written of late regarding the loss of silver in assaying; very discordant results have been published by different writers, and much uncertainty exists concerning even approximate losses in a careful determination of silver, as represented by a fire-assay. In the present paper it has been the aim of the writer to determine as accurately as possible the losses sustained by silver, under certain specified conditions, during the process of cupellation. Such losses are well known to be due to absorption by the cupel and volatilization. The conditions, however, which govern these losses are not believed by the writer to be so well understood. The most important of these are : 1. The effect of variable quantities of silver used. 2. The temperature of cupellation. 3. The character and quantity of impurities in the lead button. 4. The weight of the lead button. 5. The nature of the cupel. The following experiments were made for the purpose of demonstrating, as nearly as possible, the total loss of silver in cupellation under the most favorable conditions to be obtained in commercial assaying. Chemically pure silver and pure lead were taken. The latter was obtained from test-lead, first melted into a bar, from which pieces of the desired weight were cut and accurately weighed. The experiments recorded in this paper were planned by the writer, but executed throughout by Mr. J. N. Walker, whose ability as an accurate, careful and painstaking assayer is too well known and recognized throughout the West to require any further endorsement from me.

The various theories that have been advanced to explain or predict the conditions under which a metal fractures may be divided into two categories: First, there are the macroscopic theories generally used in engineering practice. These are empirical in nature and limited in application. For example, the maximum normal stress criterion, which is quite satisfactory for a mild steel in simple tension at atmospheric pressure,' no longer suffices when this steel is pulled under hydrostatic pressure.2 In all of these empirical theories, the critical condition characteristic of the material and of the loading conditions must be obtained experimentally. Secondly, there are the theories based on interatomic forces,3'4 or on the energy required to form new surfaces.5,6 These have all dealt with the theoretical evaluation of the tensile stress necessary to bring about rupture in a purely brittle manner; that is, without plastic flow preceding fracture. All of these attempts have led to values of the tensile strength of crystals or of polycrystalline bodies that are 100 to 1000 times higher than observed values. On this account, it has been thought necessary by some investigators to conceive of a microcrack structure or distribution of flaws throughout the specimen such that the resulting stress concentrations provide the factor necessary to bring about agree- ment between calculation and experiment. It has been pointed out by several observers' that this point of view is highly unrealistic, in that the weakening effect of these flaws or microstructures must be very uniform from specimen to specimen, since the fracture stresses found for various specimens of the same material tested under similar conditions are so nearly constant. Furthermore, since calculations based on atomic forces or atomic energy are for purely brittle fracture, a condition probably never satisfied in tests, agreement is hardly to be expected. Thermodynamic Theory of Fürth In order to resolve this apparent discrepancy between the theoretical cohesive strengths and the observed fracture strengths, Fürth8 advanced a thermodynamic theory of the tensile strength of isotropic bodies based on work of Born relating to the melting of crystals. Assuming an isotropic material free from imperfections and flaws, behaving elastically up to the breaking point, and assuming a connection between rupture and the melting phenomenon, Fürth obtains an expression for the rupture stress a, in the form where Q is the melting energy per unit mass, p is the density, and is Poisson's ratio. Furth compares fracture stresses computed from Eq I with the fracture stresses of metals as given in the Landolt-Bernstein Tables (1927) and in the Hand-
